MORE TO LOVE The editor’s desk I had the opportunity to check out Warwick State High School's Formula Student program for this week's cover story (see pages 4-5).

The program involves Year 11 and 12 students who work as a team to build a race car and learn practical skills in a very 'hands-on' environment.

But it's not just about acquiring engineering and trade skills - the program is just as much about learning how to work as a team towards a shared outcome.

I was really impressed both by the enthusiasm of the students - and teacher Michael Plant - and by their technical skills.

Warwick is known nationally as a motorsport hub and a program like Formula Student sits well alongside that reputation.

It's also important to acknowledge the many local businesses who are supporting Formula Student and helping to bring it to fruition.

The Year 12's will get the chance to test out their car on the track at Lakeside Park in October and they are understandably excited. The Free Times will be following up on the project so expect to see more in these pages.

In the meantime - my thanks to Michael and his students for the chance to give their amazing project a shout-out to Free Times readers.

ARSON IS NOT SUSPECTED

BY JEREMY SOLLARS The Queensland Police say they do not suspect an arsonist is active in the Dalveen area despite fears held by the local Rural Fire Brigade.

Volunteer firefighters have attended numerous fires around Dalveen in recent months, a significant number of which they are adamant have been deliberately lit, largely due to them occurring in quick succession.

But a Queensland Police Media spokeswoman told the Free Times this week that from their perspective none of the fires have been "suspicious".

"We do not believe there is an arson suspect involved," the Police spokeswoman said.

"Obviously it is extremely dry at the moment - even throwing a cigarette butt out of a car window is likely to start a fire, along with things like lightning strikes.

"The firies have a process they have to finalise after each incident - they have to tick a box for what they believe caused a fire and sometimes the only box they can tick is 'unknown'."

"This collaboration between our squads and local police continues to identify and disrupt people committing offences across the region for a range of criminal offences," Detective Inspector Strohfeldt said.

"Our local community has provided us with the information we need to tackle this network and get these drugs off the street.

"Clearly the people in the Darling Downs do not want these dangerous and destructive substances in their towns and are working with us to remove them." ●

Police officers from the Warwick Criminal Investigation Branch (CIB) last week said they closed a major drug network in southwest Queensland.

Operation Barracuda was coordinated by the Warwick CIB and conducted with the assistance of Stanthorpe CIB, Goondiwindi CIB, Toowoomba CIB, Tactical Crime Squad Toowoomba, the Brisbane Dog Squad and general duties police.

A Queensland Police Media statement released last Friday 7 September said more than 30 search warrants were executed at locations within the Warwick patrol group area including Goondiwindi, Allora, Killarney, Inglewood, Stanthorpe, Talwood and Leyburn.

"It will be alleged during the raids a substantial quantity of methylamphetamine and large amount of money were seized," the statement said.

A

passion for motorsport is driving a special program at Warwick State High School that's seeing potential future engineers and tradies gaining genuinely 'hands-on' experience - in a town known across Australia as a 'horsepower' hub.

Year 11 and 12 students in the 'Formula Student' program are not only building a race car, they'll also get to take it out on the track in an endurance event next month at Lakeside Park racing circuit north of Brisbane.

The Free Times was recently given the opportunity to catch up with the students and manual arts and design technology teacher - and self-confessed revhead Michael Plant at the Warwick State High

School Trade Training Centre at the end of Guy Street, opposite the main WSHS campus.

The Trade Training Centre is a fullyequipped engineering workshop with the capability to allow the students to complete around 90 per cent of the construction of their 'Formula' race car themselves.

The Formula Student concept was the brainchild of Brisbane businessman and motorsport enthusiast Greig Frankham and as well as at WSHS, the program is also in operation at around 17 other high school classes in south east Queensland.

The Warwick program is strongly supported by a range of local businesses, who along with the students and the school community are looking forward to seeing the final finished product.

The Year 11's in the program are working on next year's Formula vehicle, while the Year 12's are currently putting the final touches on their 2018 model - which in turn will be deconstructed by the Year 11's of 2019 to collect the reusable parts like the engine and drivetrain.

This also gives them the opportunity to learn how it all assembles prior to starting their project.

There's around 16 students in each year group and they spend five hours a week working on the cars across three sessions.

Michael Plant says while the Formula Student program is about the students acquiring practical and technical skills there's a bigger picture involved - and it's about working in a simulated work environment as well as working as a team.

"Basically the concept is about building a production vehicle along the lines of a sports car," Michael told the Free Times.

"The students start off by completing small items and they work their way up they start off with hand skills work and then progress to things like welding and turning.

"Formula Student is a Registered Training Organisation or RTO and they supply both the materials and the IT software we use to track the students' progress with the project.

"The ultimate goal is they'll get to take the car out onto the track at Lakeside, in a six-hour endurance event on Friday 26 October.

"It's an endurance event and a reliability trial, as opposed to a speed trial - the car doesn't accelerate like a rocket ship.

"But what we're really teaching here is how to work as part of a team understanding how each stage of the process links into the next.

"It's really less about hand skills and more about the job card process and working together."

Year 12 student Luke Hamilton said many of the students were looking at potential future careers in mechanical and other engineering disciplines and across a range of trades, and found the practical experience very beneficial.

But he also spoke for the group when he said Formula Student was as much about "working in a small work environment".

"It's really important for us to cooperate in a team environment and to learn how we can help and support each other," he said.

DON’T LOOK SIDEWAYS - AND KEEP QUIET

BY JEREMY SOLLARS Senior managers of the Southern Downs Regional Council routinely make formal records of up-the-street encounters with members of the public who have made complaints about the council.

The Free Times has sighted material obtained through Right To Information (RTI) which shows detailed file notes are made on seemingly trivial, day-today interactions with individuals in the community who have made complaints about councillors and council employees.

The file notes are created in emails sent to and retained in the council's records management system, known as Electronic Content Management or ECM. The notes are meticulous in detail and document times and locations of encounters in public between senior council managers and the members of the public in question with some verging on allegations of stalking, including descriptions of "aggressive staring" towards the council officials.

They provide a fascinating - and somewhat creepy - insight into the way in which the council appears to be safeguarding itself when it comes to complaints and criticism from the public.

The following are selected examples from a significant range of material sighted by the Free Times.

This, entered by a senior council manager in 2017 (names deliberately withheld) -

"On Tuesday 8 August at approximately 1.00pm I entered the Rose City Shopping Centre. When walking past Woolworths towards Big W (X), (X) and I believe (X's) son were standing near the entrance of Woolworths. Both (X) and (X) saw me and stared at me aggressively. I continued to walk past them as I was going to Big W to purchase a book.

Approximately 5 minutes later, I left Big W and walked back towards Woolworths as I was wanting to purchase some goods.

When returning, I could see the son was continually turning around. When he saw me he turned back towards (X) and (X) and it looked as though he said something to them however I cannot be certain of this.

All three of them looked at me when I went

past.

I entered Woolworths and within about 5 minutes (X) and her son walked past me.

I continued with my purchases and left Woolworths."

"Please note that this is not the first occasion (X) has waited for me outside the supermarket and on other occasions (X) or her sister have followed me around the supermarket."

The members of the public concerned have told the Free Times they vehemently deny all such suggestions.

They also say they have been deeply disturbed by the amount of material relating to their day to day activities held in secret in the council's systems and only made available through RTI. Other records detail members of the public present in the public gallery during council meetings - ie (from David Keenan to Human Resources) on 24 May 2017 - "(X) in Gallery".

The RTI material also reveals council officers keep detailed records of social media posts made by members of the public which mention and are critical of the council, including the name of the person who made the post and when it went online.

Council officers are understood to also routinely make sound recordings of meetings with the public, and video

and sound recordings are taken of public meetings involving councillors and council staff. ●

POLICE COMPLAINT LODGED AGAINST MP The council recently lodged a complaint with police against Southern Downs State MP James Lister.

The council would not release any details of the complaint to the media but Mr Lister last week strongly denied any wrong-doing.

It is understood the complaint related to comments made by Mr Lister in front of a council employee at a recent public meeting after the MP discovered the staffer was recording him on a smartphone.

Queensland Police Media would not comment due to what a spokeswoman said were "privacy reasons".

The Free Times understands the Warwick Police are not pursuing the matter. ●

The Southern Downs Regional Council is understood to have appointed three new senior executives as part of an apparent significant restructure of its top-level management.

The council recently recruited for the new departmental heads following the departure of two long-time directors earlier this year.

Former Director of Engineering Services Peter See and former Director of Planning, Environment and Corporate Services Ken Harris both left the council in recent months and the council used national recruitment firm McArthur to source replacements.

The council changed Mr Harris and Mr See's former job titles and descriptions, and added a third, all-new director's position.

The new roles include a Director of Corporate and Community Services, a Director of Infrastructure Services and a new Director of Sustainable Development.

Interviews are understood to have been conducted at the Coachman's Inn in Warwick a fortnight ago.

BUNNINGS TO OPEN The new Bunnings Warehouse in Warwick is due to open in late November, the hardware giant confirmed this week.

State Operations Manager Queensland South Margaret Walford told the Free Times this week construction is "progressing as planned" at the site at the corner of Condamine and Canning Streets, behind KFC. "Construction of the building structure is progressing with the erection of concrete wall panels," Ms Walford said.

"Roadworks on Canning and Condamine streets have also recently commenced.

"When complete, the new store will span over 6000 square metres and will be more than double the size of the current store.

"The store will feature a bigger nursery, kitchen and bathroom displays and a wider range of home improvement and outdoor living products.

"Team members will transfer from the existing smaller format store to the new warehouse and will be joined by over 30 new team members.

"Applications are now open for local residents who are interested in joining the team.

"The new warehouse is expected to open in late November.

NEWS Stanthorpe Hospital Director of Nursing Pauline Maude said although modern materials would be used in the project, the building's history would be respected.

"The hospital was built in 1936 and is listed on the Southern Downs Regional Council's heritage register," Ms Maude said.

"It's a beautiful building and, I think, the prettiest hospital in the Darling Downs Health region.

"Consultations have been carried out to ensure that the works will be in line with the heritage of the building."

Darling Downs Health project officer Jamie Ryan said scaffolding and temporary fencing would be put in place.

"Works to remove the existing tiles will begin the following week," Mr Ryan said.

"The hospital will remain operational during the project, however, some areas may be relocated or access to these areas may change.

"Visitors are asked to please follow the signs during the works."

The project is expected to be completed by the end of the year. ●

Queensland Local Government Minister Stirling Hinchliffe says the Code of Conduct, which takes effect in December, is the latest in a series of Local Government reforms being delivered by the Palaszczuk Government.

Its other Local Government reforms include a ban on political donations from property developers, the automatic suspension of Mayors and Councillors for a range of integrity offences, and a new power for the Local Government Minister to dismiss or suspend a Council, Councillor or Mayor in the public interest.

"This new Code of Conduct sets the bar high for Queensland's elected Local Government representatives," Mr Hinchliffe said.

"It sets out the principles and standards of behaviour expected of councillors and mayors when carrying out their roles, responsibilities and obligations as the elected representatives of their communities."

RURAL LINKS OPPOSITION TO COUNCIL PEST SCHME IS STILL STRONG

The Queensland Government is being vague on the subject of mandatory metering of irrigation water used by primary producers, which it has previously foreshadowed is likely to be introduced by 2020.

Minister for Natural Resources, Mines and Energy in the ALP Palaszczuk Government Dr Anthony Lynham told the Free Times in July the government "would consider a number of metering policy options towards the end of 2018", to be followed by "consultations with stakeholders".

At that time Dr Lynham said the government was "committed to managing Queensland's water resources responsibly, including meeting our obligations to protecting the Murray-Darling".

"An independent state-wide audit earlier this year (2018) has shown that the state generally needs stronger requirements for metering water use, so that we can accurately monitor precious and limited water resources, as well as regulations to protect those resources from being used irresponsibly.

"We are now chasing funds from the Commonwealth for metering infrastructure, because while the southern states got more

than $2 billion for metering improvements, Queensland received nothing," he said.

The Free Times checked in again with Dr Lynham this month to see where the government's metering plans were at given the current drought conditions, with the minister providing an open-ended response, to say the least.

"The Government is very aware of the difficulties facing landholders and irrigators during the current drought and has instituted a number of measures to provide support such as freight subsidies for water and fodder," Dr Lynham said.

"Consultation with stakeholders including the Queensland Farmers Federation is ongoing, and more detailed consultation with water users will follow."

In June Queensland signed up to the 'Murray-Darling Basin Compliance Compact' with New South Wales, Victoria, South Australia and the ACT which aims to strengthen "compliance and integrity of Basin water management".

The agreement was signed a few weeks before the ABC's 'Four Corners' program revealed widespread rorting of water entitlements through the Murray-Darling Basin. ●

We further believe that drought-affected landowners who choose to retain tree pear and other edible species for cattle fodder should be allowed to do so.

NO TIMEFRAME FOR METERING

Opposition to the Southern Downs Regional Council's controversial Invasive Pest Control Scheme (IPCS) continues, despite the council's hard line that it will not be amended.

Landowners still have time to sign an online petition against the scheme, with the petition closing tomorrow, Friday 14 September.

The petition, organised by Pratten landowner Robert Hudson, can be found on the Queensland Parliament website and as of this week had well over 400 signatures, with State MP for Southern Downs James Lister tabling written copies of the petition in Parliament this week.

READY FOR PRIME LAMB COMPETITION

BY JEREMY SOLLARS With lamb prices continuing to surge despite the drought a good number of entries are expected for the 2018 Warwick Show and Rodeo Society Prime Lamb Carcass Competition.

Good yardings continue to present at the weekly sheep sale at the Warwick Saleyards last week alone saw 1226 lambs and hoggets and 624 sheep through the sale.

Carcass Competition Chief Steward Joe Browne told the Free Times this week while prices were good by past standards, right now they're "probably where they need to be with feed availability".

Joe said there were "very few" droughtaffected animals coming through the Warwick sheep sale.

"There's very little coming from interstate - it's really all coming from the southern, western and northern Downs," he said.

"It's hard to find a home for anything that doesn't have feedlot or slaughter potential.

"There's as good a margin as ever given where the Aussie dollar is at, and even though obviously feed is dearer.

"Around 95 per cent of the slaughter animals coming through are supplementaryfed but grain supplies are going to get tight.

"Right now the biggest issue is hay for roughage."

Entries for the Carcass Competition close at 3pm on Friday 28 September and as is the case with past years the majority of entries will come close to the end, with producers keen to present their lambs in top condition.

This year's competition is first and foremost a 'hook' one, but there will be a

CASLICK CAPTIVATES AT FOOTY NIGHT Often the expectations and image we as fans build of our sports stars falls a long way short of reality if and when we get to meet them.

That certainly was not the case when Charlotte Caslick attended the 50th reunion of the Stanthorpe and Border Rovers (Tenterfield) grand final clash last Saturday night.

Firstly Charlotte's flight from Sydney was cancelled, throwing out her schedule.

I am sure many others would have said so sad too bad - can't make it. Not this lady - she grabbed a later flight and drove to Stanthorpe, arriving just as the function started.

She captivated everyone with her charm, her natural and down to earth attitude, her brutal honesty about her sport and how elite women's sport and women's sport in general is viewed and funded.

She faced some curly questions in a Q & A session with aplomb, never shying away from a difficult question.

Charlotte surprised everyone by producing her travelling companion - her Rio Gold medal, and everyone who was there can now say they have at least had their hands on an Olympic gold medal, or perhaps even had it around their neck.

No security required for the medal or the lady who continues to dominate women's Rugby Sevens, just mum Tracy and dad Don who also enjoyed catching up with some old familiar faces.

I have had the pleasure of reporting on Charlotte's rise through the ranks of sport for almost a decade in this column. She is a naturally gifted athlete who is now a star - the face of her sport in this country and overseas.

To finally meet Charlotte Caslick was an honour and a pleasure and certainly no disappointment. This is a very special young woman.

I'm more of a fan than ever and from a bunch of old footballers a very big thank you, Charlotte. We all look forward to following the next chapter of your success.

On the programme this Sunday commencing at 10.00am are SSAA Muzzle Loading matches including pistol and revolver, followed by 25 metre standard pistol and at 1.00pm Centrefire long range precision up to 3200 ft/sec and 1174 ft/lb muzzle energy.

ON THE HORIZON -STANTHORPE ANNUAL GOLF CARNIVAL Members and visitors are invited to play in the Stanthorpe Golf Club's annual carnival golf on the weekend of October 27th and 28th. A 4BBB Medley Stableford will open the carnival on Saturday.

There will be two shotgun starts, the first at 6.45am and a later start at 11.45am.

The Stanthorpe Open will be held on Sunday 28 October. Tee off times for the Men's 18 Hole Single Stroke and Ladies 18 Hole Single Stableford will be between 5.45am to 6.45am and 9.15am through until 11am.

Major winners in both competitions will be required to have a Golf Australia Handicap/Golf Link Number.

Nominations are required by October 20 however club carts are already being booked, so best nominate early for this popular event

Early start times have been included on both days to accommodate the full fields expected again this year. The carnival is one of the most popular weekends of golf on the club calendar. 14 YEARS BETWEEN WINS It has a long time between drinks but popular local golfer Santo Cavallaro once again has his name on the Laurie and Val Newley Trophy after his win on Saturday in the single Stableford Newley Memorial Golf Day Santo Cavallaro completed the round with a very good score of with a very good score of 41 points his first win in the event since 2004. To put his score into perspective the next hest score was 36 returned by Tom Fittock and Ian Pickering. Tom Fittock was named runner up after a count back. . She was the early club house leader and her score was not bettered. A count back between Annelle Batterham and Helen Jones who both finished on 34 points determined Annelle as the runner up.

and Ron Batterham is scheduled for this weekend and there has been a whisper that gardening and landscaping work might be on offer for those who play well for the event. There is a Time sheet for the competition is on the board at the club house.

CONSTABLE AND WEBB WINNERS Scott Constable and Billy Webb had an excellent win in the Foursomes championships on Sunday collecting the 'A' grade trophy scoring 117 for the 27 holes.

The winners of the 'B' division, Keith Jones and Bill Pyne closed out the opposition after returning 138.

Best nett result went to the combination of Rob Reeves and Stephen Kay who finished with 110.

NO SPRING JOY Members of the Golf Croquet group stepped out last week for their first game of the spring season and were met with the worst weather they have had all year. Play was abandoned after the morning tea break due to the cold and windy conditions. Six players did manage to get through one game of triples. Liz Ellway, Shirley Page, and Elaine Brown toughed out the elements and opposition to defeat Marian Castles, Justin Liddy and Bronnie Southgate. The final score 13-8. Liz Ellway and Bronnie Southgate top the scoring with five hoops apiece.

Players will be very grateful when spring does eventually arrive.

WINNERS ARE GRINNERS IN FOOTBALL GF'S The 2018 Stanthorpe football season culminated in an exciting afternoon of Grand Finals at CF White Oval.

The Ballandean Fillies made it back to back grand finals defeating the previously unbeaten Inter Club girls in a thrilling final 1-0 final.

Results were reversed in the Junior Colts GF with Inter coming away with 2-0 win, bragging rights and a premiership. The future is looking bright for Inter club if these juniors continue playing.

In the Senior Colts City were short priced favourites to take out the title and at half time held a 2-0 nil lead over Ballandean. A long range goal from Rory McDonagh sealed victory for City despite a spirited performance from Ballandean.

The Ladies final between Ballandean and City was another thriller. In extra time the City Ladies upset the defending premiers and the 2018 minor premiers to win their first title in several years.

The A Grade Men's final went to script with United claiming their 10th title in an epic battle with Ballandean. United's Hunter Murphy received the match ball and was named man of the match The win gave United their 10th win in 12 seasons - a remarkable statistic.
