LOST OPPORTUNITY IS ROAD TO NOWHERE A UNIQUE opportunity has been missed to provide Pakenham and the wider region with vital transport infrastructure, according to local developer Parklea. Parklea is the development firm behind an ambitious plan to turn vacant land at Pakenham East into a master planned community comprising up to 4000 lots. The wider Pakenham East Precinct Structure Plan (PSP) area will eventually become home to more than 20,000 people. Parklea has a proven track record in delivering high quality developments in Cardinia Shire including Timbertop at Officer, Heritage Springs in Pakenham and Arena Shopping Centre. It is currently developing Kaduna Park at Officer South. Parklea sales and marketing manager Jarod Mills said the company was disappointed that authorities had rejected an early plan to include a new arterial road through the centre of the Pakenham East development with an overpass and interchanges on and off the Princes Freeway. The proposed road would have connected to Bald Hill Road at the south and provided access to a potential new train station at Pakenham East. Mr Mills said Parklea put this proposal to Cardinia Shire Council in 2013 suggesting funds could be sought from the State Government’s Growth Area Infrastructure Contribution (GAIC) scheme to pay for the interchange. “Our plan would have provided another point of access to the freeway other than Racecourse Road,“ Mr Mills explained. “The infrastructure would have been built up front and would have ensured that the community got the benefit of GAIC. We felt that under our plan urban growth contributions could have made a positive contribution to the wider Pakenham community.“ Instead the council has opted to upgrade Ryan Road to an urban collector road. The council’s preferred location for a new railway station is also on Ryan Road. Mr Mills said he understood the fears and frustrations of residents who live along Ryan Road. “As a developer we support the wider community and take into account their concerns. We are sensitive to the impact of development on the wider community.“ Mr Mills cited Parklea’s work with the Nar Nar Goon community on developing a strategic plan to make sure the character and liveability of the town is protected as the

AFFORDABILITY IS CRUCIAL: HIA

TAX FOCUS ON HOLIDAY RENTALS

HOUSING affordability must remain a key objective to support and encourage first home buyers to enter the market, according to the Housing Industry Association. “One of the best ways to address housing affordability is to increase land supply,” said Fiona Nield HIA’s Victorian executive director. “A lack of supply of new land is a core constraint to supplying housing that is affordable for new home buyers. “HIA has long advocated for more efficient delivery of shovel-ready land and reduced taxation and charges associated with new home building. “The current shortage of land across metropolitan Melbourne is starting to bite, resulting in additional cost to new home buyers. This needs to be urgently addressed.” Speaking in response to Opposition Leader Matthew Guy’s plan to tackle house affordability announced on 4 July, Ms Nield said: “This is a positive development, a plan that increases the supply of land for new homes, and we would hope reduces punitive taxes and charges imposed on that new land, which will flow through to new home buyers as lower upfront costs”. “Fast tracking land release is a key aspect to addressing affordability,” she said. “Current constraints are resulting in delays of up to two years from when a home buyer signs a contract with a builder to when their new home is built. “More efficient planning processes will

THE Australian Taxation Office (ATO) is setting their sights on the large number of mistakes, errors and false claims made by rental property owners who use their own property for personal holidays. “The ATO is focusing on taxpayers who claim deductions for holiday homes that are not actually available for rent or only available to friends and family,” Assistant Commissioner Kath Anderson said. “While private use by family and friends of a holiday home is entirely legitimate, it does reduce your ability to earn income from the property. This in turn impacts the deductions you can claim. “You can only claim deductions for your holiday home if your property is genuinely available for rent. You cannot claim for times when you were using it for your own personal holidays or letting friends and family stay rent-free. It’s not ok to expect everyone else to pay for your holiday. “Holiday home owners also need to remember that if their property is rented to friends and family at mates rates, they can only claim deductions for expenses up to the amount of the income received.” Besides holiday rentals, the ATO is also focused on other times when a property is not rented or genuinely available for rent. Ms Anderson said some taxpayers claim their property is available for rent, but when the ATO investigates, it is clear they have little intention of renting it out. “We see things like unreasonable

also help together with improved access to land labour and resources. “A dedicated area of government to support housing supply is also essential to the future of the Victorian economy. “We are in a unique situation in Victoria where the housing industry is currently producing a record number of homes and plays a significant role in the Victorian economy. “The economic benefits of the housing industry are significant with one in 10 people employed in Victoria in the construction industry. “Importantly we need to address housing affordability so all Victorians can have a home to come back to at the end of each day.” ●

Property owners whose claims are disproportionate to the income received can expect scrutiny from the ATO.” Ms Anderson said all rental property owners should double-check their claims before lodging their tax return, even if submitting through a tax agent. “Make sure that you declare all rental income and only claim deductions for periods that the property is rented or was genuinely available for rent at market rates,” Ms Anderson said. “Be sure to keep accurate records of the income you receive from your rental property, expenses you incur, and evidence of the property being rented or genuinely available for rent at market rates.
