A planning oversight is allowing “overzealous” council officers to slug ratepayers with fines for parking in their own driveways. Townhouses on Manna Row, Officer, have been allocated just 1.5 metres of driveway space due to a bizarrely-placed footpath at the front of their properties. The issue has reportedly been exacerbated in recent weeks, with inspectors “targeting” the precinct. When the Gazette visited Manna Row, six ratepayers said they had been fined for parking in “their own” driveways in the past three months alone. They are also prohibited from parking four wheels on the adjacent nature strip - forcing them to leave their vehicles on a thin road beside a sudden turn, prone to hoon drivers. Deborah Hughes has vowed to contest her $100 infringement, which she labelled “unjust” and “ludicrous”. “This footpath has been placed in its location for no other reason than to revenue raise when shire funds are low,” she said. “There is no legal, safe parking available for guests of residents living within Manna Row. “The footpath is placed over the middle of the driveway and it’s not used by anybody ex-

cept residents and guests.” Approximately 20 properties on the Officer backstreet have the same design, leaving them susceptible to fines. Jim Harper, who has lived on Manna Row for five years, said he has received three fines in the past six months. Before then, he claims he never had an issue. “For some reason the council has realised that they’ve got a goldmine here and they’ve come along fining everybody,” he said. “Both of my neighbours have been fined, my son has been fined and I’ve been fined they’re getting everybody out here. “The real issue is that somebody’s car is going to be cleaned up while it sits on the road, and then who will be responsible.” Cardinia Shire has reportedly informed the residents that parking across the footpath is an impediment for the local letter carrier, who has to navigate around the vehicles onto the road. Residents hit with the fines are encouraged to use council’s dispute process if they believe the infringement was unfairly issued.

Kokoda trekkers on track A team that has committed to trek Kokoda in October to raise funds to end family violence are on track to reach their goals. The group of 27 is raising funds for Windermere Child and Family Services, which provides prevention and support services to families impacted by family violence in Melbourne’s South-East. Each individual team member has committed to raise $3000 towards the cause. “Pleasingly, we have a number of team members who have already exceeded their targets,” said former Richmond star Matthew Richardson. A Windermere ambassador, Richardson will be leading the team in Kokoda. Sarah, a survivor of family violence, says she hopes the funds raised will enable Windermere to continue to provide support to others. Windermere assisted Sarah to safely leave an abusive and controlling relationship. “Words cannot measure the level of support I received from Windermere,” she says. “Initially I thought the numerous phone calls and interest in my whereabouts were just romantic gestures,” Sarah said. This quickly escalated into controlling behaviour and physical violence which left her

with ongoing injuries and being too fearful to leave or seek help. The abuse also caused Sarah to experience ongoing emotional trauma. “I felt guilty and ashamed,” she recalls. “I had a myriad of health problems and body pain. Over time I withdrew from the many interests I was involved in.” Gradually, Sarah planned for the right moment to safely leave. When she had an opportunity and taking only her handbag with her, she sought refuge with a family member. When her partner pursued her, Sarah knew she needed urgent assistance to be safe and rebuild her life. The same morning she contacted Windermere and was told to come straight in. The Windermere counselling team assisted Sarah to safely leave her relationship and provided her with immediate emotional support and risk management strategies. Sarah says she feels “incredibly grateful” to Windermere and was lucky to access the right services in her time of need. “From the moment I arrived at Windermere, I met with two counsellors and they spent hours with me that first day,” she said. Sarah also attended Windermere’s seven week Healthy Women, Healthy Relationships program. The support group is for women who

have experienced family violence. “It was exactly what I needed to identify and acknowledge what I had been through and the damage that it had done to me emotionally, mentally and physically,” says Sarah. “Family violence is a form of trauma,” says Windermere family health and wellbeing counsellor Fiona Link-Freeman. “Often the women in the program have been focussed on survival rather than self care. We encourage them to reconnect with themselves and understand that they are not accountable for the actions of others,” she says. In 2017, Windermere provided counselling to 552 families and children experiencing trauma associated with sexual assault or family violence in Melbourne’s South-East. That equates to over 10 families every week. “The Kokoda trip will raise money that Windermere will use to make a positive difference in the community and support families who are trying to rebuild their lives as a result of family violence,” says Richo. Bucket-loads of fun By Kyra Gillespie Pakenham Consolidated School students had a fun-filled day on Friday 8 June. The school’s Bucket Filler Fun Day involved an amazing race, competitions, superhero creations, and colourful clothing, all in the name of kindness. The idea behind the program, as school Welfare Officer Kelly Dow explained, is to teach kids about the power of their actions. “The whole program is based on the knowledge that we all carry around an invisible bucket and when others are kind to us, it fills our bucket up and makes us feel good and when others are mean to us it dips into our bucket and can make us feel sad,” she said. “The bucket filler program is all about using your words and actions in a positive way, when we do this we are a bucket filler. When we use our words and actions in a negative way, we are a bucket dipper. “The program also teaches the students to ‘put a lid on their bucket’ when others are being mean by asking them to stop, by walking away or by telling an adult.” The theme for the bucket filler program this year is ‘Using kindness to make a difference’ and this term the focus has been on self-love. “We have been encouraging the kids to like who they are, helping them to understand that they don’t have to be the strongest, fastest, prettiest, tallest or skinniest - they just have to be themselves because that’s good enough.” The concept is drawn from Carol McCloud’s illustrated children’s book, Have You Filled a Bucket Today? Through simple prose and vivid illustrations,

At the end of term the child with the most smiley faces gets a small prize. “For the older years they have a classroom bucket, and the class with the fullest bucket get to be the class champions for the following term. “By doing this the young community become aware of what they say and do, and can realise that the smallest actions or words can make the biggest difference.”

CWA honour for Carol Pakenham’s Carol Clay has been elected a ‘Member of Honour’ by the Country Women’s Association of Victoria. A Member of Honour is elected by more than 85 per cent member vote state-wide, and there are currently only six members holding this honour. In addition to two years as CWA State President and holding numerous senior roles in CWA, Carol has also been involved in tennis clubs, Returned Services League (RSL), Red Cross, Meals on Wheels, hospital auxiliaries, kindergartens, church groups, the Council on the Ageing, Diversity Victoria, Equal Opportunity, Foodbank Victoria, Royal Flying Doctor Service, and ran her own business, Carol Clay’s Country Cooking, for 10 years. Carol says cooking has been a life-long passion and despite modestly describing herself

Deputy Commissioner Andrew Crisp, of Victoria Police, said there were "really good results" where additional police were sent to growth-corridors such as Melbourne's South-East. He also noted the impact of new forensics technology that quickly identified high-risk offenders using DNA and fingerprints. A significant factor in the "disappointing" rise in sexual assaults was that victims were more willing to report to police and support agencies, Dep Comm Crisp said. New sexual offences had also allowed police to further target "evil" online predators. "Social media and on-line platforms provide that sort of opportunity to engage in this type of behaviour but through the introduction of

these new offences it enables us to intervene and act before that contact becomes physical." Dep Comm Crisp said people were focused on reducing the 160 home invasions recorded in the 12-month period. Across Victoria, there were 2500 less family violence offences, including serious assaults, he noted. Police Minister Lisa Neville praised the "incredibly hard work" of police for turning around successive years of growing crime. She and Victoria Police would continue to focus on making the community safer and reducing harm. "We're not stopping. This is the start - we've still got a long way to go. "We're going to continue it going forward this quarter, the next quarter and the one after that." Cranbourne MP Jude Perera said the rising crime trend since 2011 had been "turned around". Casey has received 31 new police as part of

the State Government's recruitment drive. "More police in our community means more police patrolling the streets and more police employed in specialist roles to prevent crime and prosecute offenders - with more to come over the coming years." Opposition police spokesman Edward O'Donohue said crime in Casey had risen by 13.5 per cent since the State Government's election in late 2014 - above the state average rise of 9.5 per cent. "Casey Police have been under-resourced for far too long due to (Premier) Daniel Andrews' neglect of police numbers which saw the Police Academy a virtual ghost town for over two years." On raw figures, crime offences had doubled in Clyde and Clyde North since 2014. "That's why a Matthew Guy led Liberal National government will build a new 24-hour Clyde North police station," Mr O'Donohue said.

On the back of extra police, Casey's official crime rate has plummeted to its lowest level since 2014. Recorded offences dropped 21.6 per cent drop in the 12 months up to 31 March 2018, according to a Crime Statistics Agency report released on 14 June. The reduction coincided with last year's roll-out of extra police into growth-corridors such as Casey. It was more than double the 9.5 per cent drop in the statewide crime rate. Among the biggest reductions were burglaries (by 26.8 per cent), thefts (33.5 per cent), drug offences (22.4 per cent), weapons (17.4 per cent) and stalking, harassing and threatening behaviour (17.5 per cent). The high-harm crimes in assaults and robberies also dropped. Sobering, there were still more than 2200 assaults in the year period more than 40 a week. There were 1755 burglar-

Drugs fuelled killer driver By Cam Lucadou-Wells A 21-year-old Narre Warren man who drove on the wrong side of Churchill Park Road, Lysterfield with several drugs in his system and killed an oncoming driver has been jailed. Jacob Braithwaite-Deegan was on his way to work when his Hilux crossed 1.5 metres over the centre line on the 70 km/h road and struck the front right side of the victim's car, Victorian County Court judge Julie Condon said on 18 June. There was no evidence of him speeding; neither driver had braked ahead of the crash shortly after 8.30am on 20 February 2017. The other driver - a husband and father of two boys - died at the scene. "By your actions you've caused loss of life," Judge Condon told the accused.

"All too often courts are faced with the tragic consequences of young men such as yourself who fail to understand the potentially fatal ramifications of driving dangerously." In sentencing, Judge Condon said she had to deter other young men doing the same. The wife was unable to console herself given the great hole left in her and her sons' lives by the loss of her husband - who was her "best friend" and "rock", Judge Condon said. In her victim impact statement, she said part of her died on the day of the crash. Braithwaite-Deegan pleaded guilty to dangerous driving causing death and seven counts of drug trafficking, after police seized a variety of drugs as well as $39,588.50 from his car and home. He was clearly trafficking drugs for profit,

not just to support his habit, Judge Condon said. Braithwaite-Deegan was heard to comment after the crash that he'd had a "big weekend" and was "really tired", the court heard. Another witness heard him say "I think I started dozing off". There was evidence of a "cocktail of drugs" in Braithwaite-Deegan's blood samples - including MDMA, MDA, ketamine, and metabolites of cocaine. There was not sufficient proof that the drugs were at a level that directly influenced his driving. However it was relevant to Braithwaite-Deegan's moral culpability. Another witness said she'd had to take evasive action to avoid Braithwaite-Deegan's erratic driving shortly beforehand. The accused appeared to be looking down,

she told police. Braithwaite-Deegan had no explanation for the crash. He told police he was "feeling just normal", and honestly thought the other driver may have crashed into him, Judge Condon said. The day after the crash, he was arrested and had since been in remand in adult prison. There he demonstrated remorse, leadership qualities as a mentor and role-model, and a commitment to his drug rehabilitation. He showed maturity in pleading guilty and not applying for bail but accepting his fate in custody, Judge Condon noted. Braithwaite-Deegan, who had no prior convictions, was jailed for up to four-and-a-half years, with a 34 month non-parole period. His term included 483 days in pre-sentence detention.

Scissors held to throat of ‘soft target’ By Cam Lucadou-Wells A Clyde North man has been jailed over an armed robbery in which he held scissors to the throat of a lone female servo attendant. Kuachjon Bieljok, now 22, told the victim "I'm very sorry to do this to you" as he pulled on a balaclava at the Traralgon service station about 6.30am on 25 September 2016, Victorian County Court judge Carolene Gwynn said during sentencing. Bieljok told the attendant not to set off alarms and requested she pour cash from the register into a white plastic bag and to open a nearby safe. When she told him she couldn't access the safe, Bieljok grabbed scissors from the counter using nearby latex gloves.

He pointed the blades at her and repeated his demand. She showed him the safe's Armaguard lock that was inaccessible to her. "Stop lying to me," he said as he pressed the point of the scissors into the attendant's neck. She opened a smaller nearby safe that was found to be empty. Bieljok fled with $278.85 from the register as well as the scissors and gloves. The victim wept as she rang triple-0. He was arrested at a Traralgon address, refused to give police his name and address and then denied the allegations during a police interview. He later pleaded guilty to armed robbery. Judge Gwynn said Bieljok had robbed a "socalled soft-target" who was entitled to feel safe

at her workplace. It was clear from the victim's statement to police that she was "terrified" by the event, the judge said. There was "little explanation" for the robbery, other than Bieljok's peer association, alcohol addiction and diagnosed intellectual disability. His IQ was assessed within the range of 6775, his thinking and reasoning skills were "extremely low" which put him at higher risk of "impulsivity". Bieljok's criminal history was blotted by bail breaches, assault, drunkenness, and driving and dishonesty offences. He was already serving a jail term of up to 33 months for an armed robbery at a Dandenong supermarket in July 2016.

At the time of that robbery and the Traralgon incident, he was on a CCO for car theft and breach of bail. The accused was born in a Kenyan refugee camp after his family fled Sudan. At age 7, he migrated to Australia with family members. He had no contact with his biological father and a "limited, if any" employment history. In sentencing on 18 June, Judge Gwynn said Bieljok had reasonable chances of rehabilitation due to being assisted by an African youth welfare group and his relative young age. She reduced Bieljok's punishment, taking into account his current jail term under the principle of totality. Bieljok was jailed for two-and-a-half years, with a non-parole period of 18 months.

The Casey Residents and Ratepayers Association (CRRA) was formed late in 2015 with an aim of ensuring that accountability, transparency and democracy is upheld in our local government. Following the council’s very negative response to the association’s establishment the CRRA has further extended and reviewed their purpose. One of the key purposes considered by the CRRA is: “To advocate in the best interests of our communities in relation to local government matters important by them. To advocate with council on matters our communities consider important.” The CRRA has considered Casey Council’s budgeted $257,000 Commit to Casey Campaign and has decided that we cannot support council in this. CRRA is strongly in favour of better roads and public transport in Casey, including extension of the Cranbourne railway line to Clyde and local area bus networks running as early as possible. CRRA believes that Councils do have a role in advocating on behalf of their constituents to state and federal government levels. However, councils should always consult properly with the broader community on such matters. CRRA also believes that a line is crossed when a campaign becomes expensive use of ratepayers’ money for political campaigning. With many Casey councillors being members of a political party and some already announcing they running as candidate for local seats in the state election to be held in November, it is not appropriate for the council to be spending anything on a campaigning. CRRA recalls the same idea to campaign to support the East West link was taken up in the year of the last state election and was roundly condemned by large numbers of residents who saw it for what it was, electioneering for councillors on community’s funds. CRRA finds the lack of clarity as to what roads and what rail works the council is calling for in most of the literature is misleading the community, most of the campaign material is just saying “Blame the State Government for the congestion on the road network in Casey.” This is untrue and omits that there was a time when the only roadworks that took place in Casey for many years was the long-running duplication of Hallam South Road that caused months of chaos through Hampton Park. CRRA will be making a submission in part relating to the Commit to Casey decision at the budget presentations. Online ‘troll’ fight By Cam Lucadou-Wells A state political candidate has accused a Casey councillor of 'trolling' him and reported their offending comments to Facebook. Gary Maas, who is running for the ALP in Narre Warren South, reported persistent, repetitive comments from 'Misa Frances Quinzel' on 15 posts by Mr Maas's Facebook page. Frances Quinzel is the name of a DC Comics anti-hero, also known as Harley Quinn. The account, until recently, appeared to use a profile picture of Casey councillor Milla Gilic. It has been replaced by an image of a character from the Kill Bill movie series. Cr Gilic has not responded to Star News's enquiries on the matter. The comments attacked Mr Maas for his recent criticism of Liberal political rival Susan Serey as well as his 'local' credentials. "Just be honest and see how you fare, it would be pathetic to run your campaign on some fake agenda, seems like that's how you're gonna go about this though... it's sad, our community deserves better, a lot better. "If you think you can move down here and play the act needed to get the votes then you aren't giving our residents enough credit, we do pay attention to our community and what goes on within it. "How many years have you lived in 'Our Community' anyhow?" At one point, the comments state: "I guess we can only hope you'll be honest and forward about this." Mr Maas says he woke up one morning to find up to 15 notifications of Quinzel's comments. "When I had a look, it was the same (comment) over and over again infecting every single post on my page." He reported the "abusive" comments because they breached Facebook's guidelines for 'hate speech' and not using an authentic identity.

A Narre Warren South man accused of possessing child exploitation material has allegedly stored footage of girls walking past his home, a court has heard. Dean Meyer, 35, pleaded guilty to knowingly possessing child pornography including explicit video of adults with children that appeared under the age of 10, prosecutor Leading Senior Constable Tim Barlow told the court. Sixteen illegal images and six illegal video files were found on a computer tower, laptop and DVD disk seized by police from his home in October, police alleged. Meyer declined to be interviewed on the charge. A video of "particular concern" - though not illegal - appeared to be filmed from his master bedroom. It featured "very young girls walking past in school dresses", Lead Sen Const Barlow said. Police were also concerned that Meyer's home was surrounded by extensive CCTV equipment linked to a TV inside his home, the court heard. Meyer is awaiting sentencing for making explicit phone calls to dance studios about girl students featured on their websites in 2015-17. During the calls, he made a graphic request for sex with a girl who had been featured in dance costume on a studio's website. He was bailed for sentencing at Dandenong Magistrates' Court on 30 July, pending a Forensicare psychiatric report. His bail conditions include reporting to police three times a week, living in a fixed abode, not travelling interstate, no internet access other than for employment and banking purposes and not to have contact with under-18s.

Irwin the Labrador Retriever has transformed the life of Berwick boy Ollie Hurst. Since forming their very special bond two years ago, Ollie - who has autism - has become much happier, his anxiety has dramatically reduced and his communication has significantly improved. The changes have been so profound that mum Gillian wants to thank the community for bringing Irwin into their lives and "pay it forward" to help other children, like Ollie, be gifted their own companion dog. "Ollie is very, very different to how he was," Gillian said. "Before we got Irwin, Ollie didn't speak in front of anyone he didn't really know and now he's a chatterbox. "We really just want other families to have their lives made easier." Ollie, 9, was diagnosed with autism five years ago after Gillian and husband Jack noticed he was shy and wouldn't make eye contact with people outside their family. He was also having meltdowns triggered by small changes to his routines, couldn't sit still and was struggling to sleep. After Gillian met a companion dog in training she was put in touch with Dogs for Kids with Disabilities, an organisation which specialises in training dogs for children with autism and other developmental disorders. Casey Council has largely resisted a push for smaller subdivisions in its northern bushfireprone areas. In its proposed Planning Amendment C198, the council largely retained minimum subdivision sizes of 0.4 hectares in leafy parts of Lysterfield South, Narre Warren North, Endeavour Hills and Harkaway. Residents had pushed for re-zoning to halving the minimum lots of 0.2 hectares. However, Casey has agreed to smaller lots in an up-market housing estate to the south-east of Heatherton Road and Hallam North Road, in response to "many" submissions including a 51-signature petition. It allow smaller lot sizes in housing estates surrounding Fox Road due to a majority of favourable submissions. Amendment C198 also encourages higher-density neighbourhoods and multi-storey apartments in other parts of Casey, particularly near activity centres and public transport. Planning Panels Victoria is expected to hear upon the proposal in coming weeks.

Cranbourne-Narre Relay For Life organisers were clucking with delight after winning an innovation award for their unique 2017 cancerresearch fundraiser. The relay's King of the Wing competition challenged diners to scoff as many wings as they could in 10 minutes. A heavy accent costs people confidence and possibly their dream job, says a professional development coach. Aarti Royan is part of a business called The Difference Makers, which is offering an eightweek 'accent neutralisation' course for migrants. She nominates it as the number one issue for why migrants can't get ahead. "This need has been in my psyche for quite a while now. "I've encountered doctors who might lose their practices because their patients don't understand them. "In factories, things can go horribly wrong if you can't communicate clearly." The workshops don't aim to modify a person's natural accent, but focus on vowels, consonants and commonly mispronounced words, Ms Royan says.

It also drills down on speech patterns, the importance of putting stress on particular words. "It's very difficult to take an accent out," Ms Royan says. "The objective of this program is not to put on a fake accent. We want to communicate, communicate, communicate." Participants are encouraged to socialise, network and take every opportunity to develop their communication skills. "When you communicate well, you understand better as well. Job seekers’ online risk By Cam Lucadou-Wells Casey Council job applicants are unlikely to suffer "direct identity theft" as a result of a recent widespread data breach, according to a cyber-safety expert group. This month, numerous groups including City of Casey and Federation University were notified of the possible data breach involving their online recruitment provider PageUp People. In a statement on 19 June, the federal agency Australian Cyber Security Centre declared that "no Australian information may actually have been stolen" - though investigations were still ongoing. "The ACSC emphasises that there is a significant distinction between information being accessed (which means there has been a systems breach) and information being exfiltrated by the offender." In the joint statement, IDCARE, which has since assisted PageUp clients, stated that there were "more relevant" risks as a result of the breach. These included possible phishing emails, scam calls, or specific risks due to contact information, address and workplace details being known to third parties. "At this point, direct risk of identity theft

is unlikely", IDCARE managing director Dave Lacey said. "Identity thieves typically require other forms of personal information to successfully manipulate this type of data, such as driver licence, passport, and account details, in order to obtain credit in a person's name or related acts of impersonation." Federation University, which has a campus in Berwick, has disabled its PageUp- provided online recruitment system. "The University has taken the precautionary measure ... until we receive further information from PageUp about the nature and extent of any potential impact," a spokesman said on 14 June. Casey Council had also taken down its PageUp online recruitment system. It has advised its job applicants that their personal data may have been "compromised". PageUp says it is confident that the "most critical" data categories including resumes, financial information, Australian tax file numbers, employee performance reports and employment contracts were not affected. That’s the median rent in the area as compared to a metro Melbourne median of $440. In Pakenham rent is slightly cheaper with a median of $360 per week. Those wanting to rent a unit in Pakenham are looking at a median of $313 per week. The rental yield, according to the Real Estate Institute of Victoria, in both suburbs is 3.4 per cent, well above the Melbourne metro yield of 2.7 per cent. Peake Real Estate principal Kristen Turner said Officer was attractive for investors because of its growth potential. “Officer is a known growth area and investors are wise to buy in growth areas, so enabling them to benefit from capital increase in the long term,“ Ms Turner said. She said Officer was attractive to families. For $390 a week Ms Turner said renters could expect a 3 bedroom plus study home on a standard low maintenance allotment. Barry Plant Pakenham rental manager Cassie Keenan said demand for rental properties was strong in neighbouring Pakenham. She said the strength of the rental market mirrored the strength of the sales market. Ms Keenan said some executive style properties could reach up to $500 per week. “We have properties on our books at the moment for $420, $440 and $460.“ For $460 a week renters get a modern, well-presented four bedroom home with two bathrooms, garage, study, three living areas and outdoor al fresco dining. “As long as the price is right landlords can expect plenty of applications,“ Ms Keenan said.

Take a the long road Marketing and advertising are non-negotiable costs of running a successful business. That was the message from marketing expert Damian Morgan who appeared at a series of Star News Group sponsored seminars this week. “Most small businesses are bloody good at what they do, but not good at telling their story,“ Mr Morgan said. He urged small business owners to “educate the market about what you do“ by rolling out a sustained, targeted advertising campaign, with simple messages that grab attention. “If you get people’s attention and get one message across you’ve done well. Don’t try for two or six (messages).“ He said compelling, engaging advertising made for a “better return on investment“ as it “costs the same to run a bad ad as it does to run a good one“. “The first job is to get people to look at what you do. You need to cut through in a very noisy world and get people’s attention and a response.“ Mr Morgan said businesses often made the mistake of trying to be all things to all people. “Business is about solving problems. Identify your target market and when you are most likely to solve their problems. Is it Valentine’s Day, Christmas, Mother’s Day or Father’s Day? “If you don’t put your hand up and promote yourself with advertising you lose the sale. When you have a vacuum it gets filled by the competition.“ Mr Morgan said building a reputation was a long road, one that took patience and investment.

Jobs on the line By Brendan Rees The jobs of school cleaners across Casey hang in the balance as new State Government reforms set to tear up their contracts next month. The Victorian Government will introduce a new system where eight zones will be created across metropolitan Melbourne and a single cleaning contract will be awarded for all schools in each zone as of July 1. Victorian Chamber of Commerce and Industry (VCCI) have called for better enforcement of existing workplace rules, and "not a kneejerk response that puts people out of businesses." "This appears to be contradictory to Government procurement principals that allow small and medium business to compete in a competitive space with 'big business,'" said Chief Executive of VCCI Mark Stone AM. Star News contacted a number of schools that will be affected in Casey but either declined to comment or were not available. Shadow Minister for Small and Medium Sized Enterprises Neale Burgess said wiping out local school cleaning businesses was "just further proof that Daniel Andrews is nothing more than a bully." "Labor's unfair changes to school cleaning contracts have wiped out over 700 small, mum and dad family businesses with the stroke of a pen. They have installed six major cleaning companies, one of which, ISS Facility Services, was fined $132,000 for underpaying their workers," he said. "This unionised takeover of our school cleaners is a disgrace and the community should be outraged." Minister for Education James Merlino said the Government had a zero tolerance for poor labour practices and multiple investigations found vulnerable staff being underpaid and mistreated in this industry. "Our reform will provide greater assurance that school cleaners receiving their legal wages and entitlements," Mr Merlino said. "There are a range of supports in place to help businesses during his transition phase and all incoming service providers must recruit from the current school cleaning workforce." Liberal candidate for Cranbourne Ann-Marie Hermans said attacking small family cleaning businesses was a disgrace with the Labor Government stopping at nothing to expand their union base. "These new reforms mean schools, like Cranbourne Park Primary School in my electorate, will be dirtier for longer," she said. "I am an experienced school teacher and I know how difficult and demoralising it can be for staff and students to work in a dirty environment. It is not conducive to learning."

By Cam Lucadou-Wells A former worker at a Beaconsfield financial company has pleaded guilty to swindling more than $31,000 from her employer over a two-year period. Alisha West, as the practice manager at Lucana Pty Ltd, had abused her access to company bank cards and a petrol card from 2015-17, police alleged at Dandenong Magistrates’ Court on 18 June. The then-34-year-old, who had a bookkeeping background, had successfully argued against the firm’s “old-style” accounting method in favour of more autonomy. She took advantage of this, stealing funds for personal items such as home renovations, the court heard. Some of the 137 fraudulent transactions included $4000 doors at her home, polo tickets on-sold for profit and excessive fuel use for non-work purposes, prosecutor Leading Senior Constable Mark Donoghue told the court. After the company’s audit of the purchases last year, West’s job was terminated. The misappropriated $31,841.92 had not been paid back. Defence lawyer Esan Pilai argued against a conviction for West, who had no prior criminal history and made full admissions. If convicted, West would face great difficulty getting another job as well as travelling, he said. Reading a submitted psychological report, magistrate Jack Vandersteen noted that West “still blames the employer ... on some level”. “When you asked for greater autonomy, unfortunately you took advantage of that for financial reasons.” West was convicted and ordered to perform up to 150 hours of unpaid work as part of a 12-month community corrections order. The order included restitution, possible mental health treatment, financial counselling and offender-behaviour courses.

A security guard from Hampton Park suffered minor injuries after intervening in an assault at a business premises in South Melbourne this morning, 15 June. The 52-year-old man had secured a man following an assault between a male customer and female employee at the York Street address, police say. The security guard and the man were involved in a scuffle before St Kilda police arrived and arrested a 42-year-old Melbourne man just after 10.30am. The Hampton Park man and a 57-year-old female from East Bentleigh both sustained minor injuries and were treated at the scene. Urology specialists By Dr Philip McCahy Surgeons have been in the news recently – league tables, excessive charging, over treatment, pointless heroic surgery and new treatments with uncertain results. As prospective patients it must seem like a minefield out there. When you go to see a specialist either in a public hospital or privately there is no easy way to ensure that the advice you get is current and appropriate. If you are seeing a specialist privately ensure you know what you are getting and how much it is going to cost. Initial consultations can vary widely in length and cost from being bulk-billed up to $250. If you are booked for a private operation you should complete informed financial consent which should detail out-of-pocket expenses. Many procedures can be done for free in the public sector and for important conditions such as cancer the waiting times will be less than four weeks. Most, but not all, private surgeons can get patients onto a public hospital waiting list.

Some operations are much safer in a big public hospital than a small private hospital no matter who is doing the operation. Second opinions are well worth considering if in any doubt. Taking ‘bite’ from checks Friday 1 June marked the start of Bowel Cancer Month an initiative strongly supported by St John of God Berwick Hospital each year. Through its annual Red Apple Day, Bowel Cancer Australia encourages people to support its work through the purchase of a Bowel Cancer Awareness ribbon or by running apple themed fundraising activities. Through the generous donation of apples from local growers, Montague Fresh and Bonview Orchards, St John of God Berwick Hospital hosts an annual fundraising day, where visitors and caregivers are encouraged to give a gold coin donation in exchange for a fresh apple. The event not only helps to raise muchneeded funds for the association but also aims to promote awareness around bowel cancer in the hope that early detection will reduce the number of new cases diagnosed each year. "Although bowel cancer is one of the most treatable types of cancer with 90 per cent of cases being curable if caught early enough, it still continues to be one of our biggest killers claiming the lives of 80 Australians each week due to low early detection rates," a St John of God spokesperson said.

"Also called colorectal cancer, bowel cancer affects both men and women equally with eighty per cent of cases exhibiting no known hereditary genetic associations. "With the rate of cases rising sharply and progressively from the age of 50, it is no longer considered an "old person's" disease. Cancer Council Australia recommends that people aged between 50 and 74 be screened for bowel cancer every one to two years." The free non-invasive test can be done at home to screen for blood in the faeces but is only recommended for low-risk people who show no warning signs or have no family history of bowel cancer. If individuals are experiencing symptoms such as a change in bowel habit with diarrhoea, constipation or the feeling of incomplete emptying, thin bowel movements, blood in stools, abdominal pain, bloating or cramping, fatigue, unexplained weightless or anaemia, they are urged to contact their local GP for a referral to a St John of God specialist. On Sunday at Pakenham's Cardinia Life stadium, that cause was raising vital funds for the fight against Motor Neurone Disease (MND). Leah Bryant's son Zach plays in the Warriors' under-12.2 side. They lost a husband and a father when Leah's partner Craig lost his battle with MND in 2011. Since then, she has worked tirelessly to campaign and raise crucial funds for the battle against what MND sufferer Neale Daniher calls 'the beast'. So, on Sunday for a MND 'Big Freeze' double-header, the wider Warrior family banded together with 'Craig's Crew' to help their own - for a cause close to their hearts. Those who attended the clashes bought Big Freeze socks, beanies, and even warm-up tops - while a variety of other items were also available by way of a silent auction. In a busy weekend on-court for the Warriors, there were mixed results across the board. The Division 2 Men hit the road to take on Sherbrooke at Belgrave Heights on Saturday night. A dominant first half by the Warriors yielded them a 25-point half-time lead. It was a determined Warriors group that refused to let any costly second-half fadeouts surface as they ran away with a ruthless 63-95 victory. Hayden Davey (19 points, 10 rebounds), Ashley Szalek (17 points, 6 rebounds) and Tim Mulhall (9 points, 8 rebounds, 7 assists) led the Warriors home in a great team effort. One of the clear standouts of the show on the Saturday was young wing Liam Jones, who finished with 14 points in less than 15 minutes of action courtesy of a perfect 4-4 from beyond the arc. Unfortunately, the Warriors couldn't follow up their fine work as they fell to the Southern Peninsula Sharks at home on Sunday afternoon. Pakenham fell behind early and couldn't fight their way back from a 15-point quartertime deficit, eventually falling 84-95 in a highly entertaining, physical contest. Ben Gaze (26 points) and Brad Szalek (16 points, 7 rebounds) led the way for the Warriors, who sit seventh on the ladder with a 7-7 record. Each time they made a run throughout the contest, the Sharks seemed to have the answers just when they needed them most - despite a stellar offensive display from Gaze, who scored 24 of his points in the second half.

The Warriors came together as one on Sunday for a cause so close to their hearts The Youth League 2 Men took over in the final quarter against Chelsea at home on Saturday afternoon to claim an important 92-75 win. In a thrilling battle for the first three quarters, the Warriors led by two points at the final break, before outscoring the Gulls 27-12 in the final period. Lee Belton (18 points, 5 rebounds, 4 assists) and Ned Weideman (16 points, 6 rebounds, 5 assists, 4 steals) were outstanding for Pakenham. The win sees Pakenham solidify fifth position with a 10-6 record. The Youth League 2 Women had a disappointing outing against the struggling Werribee Devils. In a game that, on paper at least, loomed as a straightforward win, the Warriors were outplayed and struggled to get their offence going, falling to the Devils, 75-59. Despite the loss, Ellie Coutts (13 rebounds, 11 points, 5 steals, 3 assists, 3 blocks) was her usual dominant self, but unfortunately there just wasn't enough help. Round 13 Big V action sees the Division 2 Men travel to Mildura to face the Heat and the Youth League 2 Men also hit the road to face Keysborough, both on Saturday night. Officer local Hayden Westwood is passionate about his work and will never turn down an opportunity to further develop and grow - in more ways than one. Having found his passion in golf course maintenance, Westwood, 23, travelled across the globe for the opportunity to work at the prestigious U.S Golf Open at Shinnecock Hills Golf Club in Southampton, New York this past week. “I’m building relationships, making connections, which can be as important as growing grass. That’s what it’s all about,” Westwood told Golf Course Magazine (GCM) recently. “I’m trying to move up in the industry, and it’s good for me to see how another country does things.” A career outdoors was always on the horizon for Westwood, who spent much of his childhood playing and exploring outside. “I’ve been an outside boy my whole life,” he told GCM.

Westwood, who attended Beaconhills College, has worked as an assistant at the Royal Melbourne Golf Club since he was 18-yearsold and he quickly realised a career in golf course maintenance was possible. He worked hard to take in all the learnings he could and that led to him finding himself assisting on arguably the most famous golf course, surrounded by the best golfers, in the world. His role at the U.S Open was a team leader for approach mowers - a role that will hold him in good stead upon his return to Melbourne and for future endeavours. Westwood told GCM of his appreciation for the support he has received since landing in New York. “I regard the people here as friends. They have been accommodating, and they spur me on. Berwickâ€™s hoops success By Hayley Wildes The Berwick College Basketball Academy is making a name for itself as it racks up impressive wins in tournaments across the state. Earlier this month, the senior girls claimed the 2018 Victorian College Championship (VCC). This comes off the back of a hugely successful 3x3 state championships in May, which saw the under-19 girls and under-17 boys crowned state champions. Chris Pentland, the director of the Berwick College Basketball Academy, talked about the program and the improvement he sees in those that participate. "We've got about 250 kids involved in the basketball academy now, from years 7-12 and we certainly see improvement across the board," he said."We have a huge variation in ability and you probably see the greatest growth from the kids that are sort of picking the game up at a base level." "We've got some great coaches in the program with a lot of experience in high-level play themselves." The Senior Girls team, who took all before them at the VCC, went through the pool stage undefeated - beating Box Hill (12-point win) and Mater Christi (4-point win) - before facing Box Hill again in the semi final and claiming another win, this time by seven points. In a highly competitive field and with shorter game lengths - games consist of 2 x 12 minute halves - there was little room for error and the girls from Berwick College took on Rowville Sport Academy in a back and forth final. "It was pretty tight all the way through. We got a jump on them early and then they got a bit of lead, before we came back late and ended up winning," Pentland said. "They were super excited to get the win. They're a great bunch of girls and it was nice for them because they've been together in the program for quite a while." Demons are well placed for a tilt at the VFL flag By Hayley Wildes The Casey Demons return to action this weekend, taking on the winless Coburg Lions at Casey Fields on Saturday from 4pm. After a bye in round 11, the Demons will be looking to solidify their second position on the ladder and push their winning streak out to six games. The last time these two teams met - in Round 1 - the Demons scored a massive 107-point win, 28.12 (180) to 11.7 (73). Casey has been ruthless over their five game winning streak. But what makes their streak even more impressive is who they have beaten and how they've gone about their business. That hunger is driving those players and they are performing week in, week out for Casey. To their credit, they are not playing onedimensional, selfish football either - they are playing the Casey brand of football; tough, pressure-filled and defence driven. While Stretch, Bugg and Hunt have had standout games, Pedersen's season has been incredibly consistent and at times, matchwinning. In seven games, he has booted 20 goals as a utility - with his composure and sublime foot skills constantly relied upon. With a plethora of Melbourne-listed players making waves for Casey, the work of VFL-listed players such as Jay Lockhart, Corey Wagner and James Munro can't be underestimated. They continue to do a heap of heavy lifting for the team and will be vital cogs in the second half of the season.
