Monbulk MP James Merlino officially turned the sod on a "passion project" on Wednesday 2 May, as work on Stage 1 of upgrades at Upwey High School is set to begin.

The school will receive a significant makeover, with the 'front-face' of the school set to be enhanced through a new administration building, in addition to the construction of four competition-grade basketball courts and a new permanent home for the Dandenong Ranges Music Council (DRMC).

In another exciting announcement for the school, $13.9 million has been awarded for Stage 2 of the upgrade project.

Upwey High School Principal, Tom Daly, said the announcements have been the culmination of many years of planning.

"We've been speaking about this since 2009 in terms of a possible project; no-one is looking at the short term," Mr Daly said.

"This is a 40-year horizon ... we don't want something that's going to fall apart in 10 years; we really do think the designs we've ended up with are really heading in the right direction.

"You often hear very negative things about what's happening in schools, but I've got to tell you - what's happening at the moment in Victoria is world-leading ... I think it's a real game-changer in the education state."

Mr Daly said the sod-turning marked a proud moment in the school's history.

"For us here at Upwey High School, this is an amazing situation. We don't get too many times like this in the history of the school where things can be turned around so quickly," he said.

Mr Daly praised the work of James Merlino, with whom he has worked on the project for over a decade.

Mr Merlino said it was a good day for the school and his government.

"This is what you call a passion project.

There are some projects that have been a long time in the making and are quite special. And this is a special project for me personally," he said.

"It's just so exciting to be at this point where

Bus crashes into tree

By Derek Schlennstedt At approximately 7am on 4 May, a minibus carrying 11 passengers lost control and slammed into a tree in Monbulk.

Belgrave Police told the Mail that the minibus was travelling along Monbulk Road, towards Monbulk when the driver lost control around a slight bend, opposite Carcoola Road.

The driver, a woman in her early 60s, was briefly trapped, requiring the help of CFA crews to free her.

Paramedics at the scene assessed all the passengers, though only the driver suffered injuries who was then flown to the Alfred Hospi-

tal with non-life-threatening injuries.

Senior Constable, Jordan Kavanagh from Belgrave Police told the Mail that the driver and passengers were "very lucky".

"The female driver sustained leg injuries that were non-life threatening and she was air lifted to the Alfred Hospital," Snr Const Kavanagh said.

"She was coming into Monbulk and lost control due to the road surfaces on this corner, over-corrected it and mounted the curb into the tree ... she was very lucky."

Snr Const Kavanagh warned motorists to take care and reduce their speed in the wet weather.

View bright at nursery, as contract shored up future

By Derek Schlennstedt Australia's largest social enterprise production nursery, Yarra View Nursery, has taken its first steps into the commercial sector.

The Mount Evelyn-based nursery has been awarded a $500,000 contract to supply plants for the Victorian Government Level Crossing Removal Project.

The project is part of a State Government initiative that requires three percent of all infrastructure contracts to deliver social benefits alongside the goods or services provided.

Those social benefits are certainly being delivered, as Yarra View provides supported employment services for people living with a disability.

Of the 110 workers that Yarra View Nursery employs, 90 have either autism, or a physical or intellectual disability.

With a friendly work environment, and the chance to gain experience, it's no surprise that there is a waiting list for those wanting a job.

Move to light, bright site

By Derek Schlennstedt An emergency relief centre is just as its name suggests - a place established to provide support and essential needs to persons affected by an emergency.

Though, for the Dandenong Ranges Emergency Service Group, servicing the community has become more difficult.

As the need increases across the area, so, too, has the difficulty in supporting the community from an aging and cramped building.

Now, 20 years after moving into their little ramshackle cramped space next to the Cameo, DRERS has now relocated to the lower section of the Belgrave Community Hub and have the space to flourish.

Frank Watson, President of DRERS, reflected on the 20 years of community work and how much it's grown.

"I was thinking on the way up here that it all started from a second hand freezer in the

"Just the area of work .. working in horticulture and the people are very nice ... I've changed groups from the dispatch to the fern group, so I get a bit more experience," she said.

The 12-acre nursery is owned by the not-forprofit Knoxbrooke Enterprises and is renowned for producing high quality plants, which it supplies to major retail chains, including Bunnings.

Annually, they produce more than one million plants, ranging from ferns and camellias, to fuchsias and bonsai.

Mr Buckland said another 100,000 plants for the Rail Project would pose no problem to their working capacity.

"For the rail project, we'll provide over 100,000 plants ... we produce well over one million, so in terms of capacity it's a significant increase," he said.

DRERS offers support to people who are homeless and disadvantaged.

That support comes in the form of food, food vouchers, payment of prescriptions, clothing vouchers, and assistance with paying bills, advocacy, referrals and crisis counselling.

Unfortunately, the need for support in various ways has increased in recent years and Tania Bevan, manager at DRERS, said in their previous location there just wasn't any "room to grow".

"It's light and bright and it's really exciting to be here ... we do miss our little old building

however this is so much better," she said.

"Hopefully, we can keep doing what we've been doing for the last 20 years but even better; it's more comfortable for us to work in and more comfortable for people to access our service now.

"It makes all the jobs we do easier ... we can all work together more closely and make those internal referrals too, if someone comes in for emergency relief and they have eaten for a while we can make them a breakfast to give them a meal straight-away."

With a kitchen, large spacious lunch area, numerous offices, showers and two referral offices, the space is a vast improvement on their previous location.

"It's a really good place for people to come along and have a meal and feel connected with their community, and of course if they need to access the other services in the building it's all in the one place now which is really good," Ms Bevan said.

Trees at Burnham Beeches cut down Police are seeking information regarding the removal of 60 trees at Burnham Beeches.

The fruit trees, a mix of plum, pomegranate, lemon, apple and cherry trees were cut down by what is believed to have been a battery operated saw, sometime on 3 May before 3pm.

Olinda leading Senior Constable, Andrew Herdman said the trees were all sliced off at the base, with little to no sawdust on the ground.

The fruit trees were located near the western side of the car park at Burnham Beeches.

Of the 60 fruit trees, 30 were Apple, six were plum, 17 were lemon, three were cherry, and four were pomegranate trees.

Estimated at $300 each, the damages comes to $18,000.

Preservation of platypus The Yarra Valley has a beautiful mix of hills, wineries, rivers, parks and leafy suburbs. The Valley is very old and we are blessed to have such a place to live and raise our families. I am now becoming extremely concerned about the indiscriminate and thoughtless killing of one of Australia's iconic wildlife, the platypus. Too many platypus are being needlessly drowned in enclosed yabby traps such as opera net traps and drum traps. Use of these nets is illegal in public waterways like creeks and rivers but, unfortunately, are legal for use on private property.

The platypus is commonly found in rivers and streams but are regularly found in farm dams too. They are mammals like us and only have a few minutes of air when diving. Once caught in an enclosed yabby net the platypus use up their air very quickly as they frantically

and fruitlessly search for a way out. Checking nets regularly will not prevent their drowning.

The local platypus population is small and vulnerable and is especially vulnerable when breeding females get caught and drown in these illegal traps. If the mother dies, its young will starve to death underground.

Platypus-safe alternatives, like the hoop and open top lift nets, are inexpensive and recommended for use by fishers as they allow the platypus to escape if trapped.

The question needs to be asked, 'Is a feed of yabbies worth the needless drowning death of our most precious and irreplaceable native animal?' The answer is a definite NO!

While brandishing banners, and with some wearing costumes, members gathered below the Selby Trestle Bridge to call for an end to logging and the creation of a new national park. Member Rob Pergl, from Upwey, said the race is a reminder "that we have it really lucky here in the Dandenongs".

Anger over school ‘snub’

By Peter Douglas Yarra Ranges Special Developmental School's parents and school council have been left feeling dejected and angered after again missing out on state funds.

The Victorian Government unveiled its State Budget on Monday 30 April, with many schools around the Yarra Ranges securing funding windfalls.

Special schools around the state, too, have fared relatively well, with the Andrews Government announcing multi-million promises to numerous large facilities, including the Niddrie Campus of the Western Autistic School, the Wangaratta District Specialist School and the Traralgon Education Regeneration Project.

However, the Mount Evelyn-based school has missed out, despite comprising almost entirely of portable classrooms.

Parent and School Council Vice President, Emily Withers, said the students deserve better.

"The school buildings were meant to be temporary structures back when they were built in the 1970s, yet it's still here, as other schools are awarded funds for upgrades," she said.

"The only bricks and mortar building we have is the Early Years Centre, which acts as the facade of the school.

"I'm angry and something needs to be done. It's not about the politics; it's about what's good for the children ... and this isn't good enough."

Ms Withers has three children who attend the school; Tyler, 11, Hayden, 8, and Sarah, 6.

All children have an undiagnosed genetic disorder and are non-verbal.

"My daughter has 12 years to go at the school and we'd like to see some positive change," she said.

"They attend a mainstream school one day

Before the announcement, a Master Plan had been prepared for the construction of new buildings for the school.

The plan includes separate buildings for junior, middle and senior years; as well as playspaces for the students.

Shadow Minister for Education, Tim Smith, told the 'Mail' he'll be working with the school in the lead-up to the election, also visiting the site on Monday 7 April.

"We're meant to be the education state, but this seems to be merely a slogan," he said.

"I'll be meeting with the school and parents. We're in the process of developing election pledges, but I'm keen to have a good look

around the school."

Meanwhile, both Ms Withers and School Council president, Jenny Hall, penned a letter to Victorian Premier Daniel Andrews.

"Yarra Ranges SDS ... has been contacting the Minister for Education on a regular basis pleading for substantial capital works funding to address the appalling state of our school buidings," the letter read.

"We were promised a paltry $500,000 in mid-2017, which has been used for the development of a master plan, as well as a new build of an administration building. This was the only thing we could build, given our funding limitations.

"Our students and their families already endure the indignity of poor financial health, poor personal health and - in the majority of

cases - divorce and split families. 35% of our families are single-parent families in the 2018 school year alone; 47% of our families are in receipt of the Camps, Spots and Excursion funding.

"We seek to provide the best possible education to their children, using the latest and proven approaches to special education while simultaneously providing their parents with advice and support."

In response to pleas, Monbulk MP and Minister for Education, James Merlino said the Labor Government hadn't ignored the school.

"We invested $500,000 in the 2017-18 Victorian Budget for Yarra Ranges Special Developmental School to upgrade and modernise its facilities," Mr Merlino said.

"The proposed works include building new general purpose classrooms, administration and learning spaces and a cafe, as well as removing two portables.

"In mid-2017, we appointed Hede Architects to work with the school on numerous design stages, including developing the floor plans, elevations and sections."

Mr Merlino said the Victorian School Building Authority and the school are determining the finer details such as materials and finishes, the landscape plan and engineering, electrical and structural elements.

"It is anticipated that construction will commence in mid-2018, with works being complete by mid-2019," he said.

"We are delivering an unprecedented 70 new school projects across Victoria through an investment of more than $3.8 billion as part of the Education State.

"This includes the biggest investment in Yarra Ranges schools in the area's history."

Mr Merlino said the Government will continue to work with the school on their infrastructure needs and will consider future funding as part of the usual budget processes.

Vulnerable people in urban and rural communities across Victoria are set to benefit from a Cockatoo community based and led initiative.

Echo Youth and Family Services is a local welfare based organisation in Emerald, and is behind the community-led program Ready2Go, that supports vulnerable people in times of extreme weather.

The Ready2Go disaster resilience program, partners trained volunteers with those who might find themselves in trouble in cases of extreme weather, such as elderly people or those with a disability.

Set up following the 2009 bush fires, Echo has since been working in cooperation with Emergency Management Victoria to expand the successful Cockatoo based Ready2Go program with a further ten communities over the next two years.

Fiona Sewell Project Co-ordinator said that under the program volunteers check in on those more vulnerable individuals in our communities, ensuring they are safe and well and to help them relocate if necessary.

She said that often friendships developed, and would lead to assisting those individuals in other ways too.

"It's not just bush fires ... what it means is you still have someone in your local community you've developed a friendship with and that gives these people contact with the world around them too," Ms Sewell said.

"Even in the city, for example; high-rise towers and so much concrete in a relatively small area means they don't really don't cool down in the same way ... perhaps they can't afford to be running air con and be able to maintain a safe body temperature. ... So that's where Ready2Go fills the gap."

Behold - a Baba Desi trip

By Derek Schlennstedt Who is Baba Desi? The question has long weighed on the minds of those living in the Dandenong ranges.

Residents are used to seeing his welcoming smile and unique fashion sense as he makes his way down Belgrave Main Street. Nearly every day of the week he can be seen enjoying a chai in front of Grunge Cafe.

Despite his celebrity status - appearances on Billy Connolly and Coxy's Big Break - not much is known of his past, and the beloved icon often avoids talking about himself.

Though, now his story is being told in a short 12 minute film titled 'Baba Desi' that will feature at the St Kilda Festival on 19 May. Local Upwey Filmmaker and Director of the movie, Alex Lowes said that having lived in Tecoma since he was he was a boy, he was always fascinated by the man dubbed 'the Belgrave Wizard'.

"I guess living in Tecoma since I was very, very little, I've always seen him walking around."

"Even when i was just 3-4-years-old, he's always been around, and a lot of people know of him but not much about him," Alex said.

In 12 short minutes the film tells the story of Des Bergen who in the Dandenong Ranges has transformed himself into 'Baba Desi' — an activist, local icon and (most notably) a wizard.

"I've compiled a bunch of interviews with him, to tell the story," Alex said.

"It starts off biographical and tells the story of who he was before he became this wizard figure and how he transformed into that."

With his own history as vivid, fascinating and hilarious as his family's, his new show' Mark Holden's The Greatest Show on Earth' lives up to its name and is a personal ode to the resilience of family, music, tradition, humour and hard work.

"This is the sum total of how I see the world and my life in humour ... it's the story of my family circus," Mr Holden said.

Of course his family history would include clowns. One-legged trapeze artist Adolphus Holden founded The Holden Brothers Travelling Circus in 1892 and travelled through the bush with his family of 12 on horse-drawn wagons, showing in every village and hamlet from Geelong to Ceduna and back.

Little did Adolphus know that his legacy would be passed down from generation to generation and continue to this day.

"The Holden's came to the Bellarine Peninsula in 1852, and one branch started this circus in 1892 and that was the family circus," he said.

"They travelled by horse and carriage all the way to Ceduna and all the way through NSW . In those times there were just small villages so they had to live off the land ... so it's an exercise of resilience, and that's something I celebrate."

"The background is the story of the circus and the family tradition of handing of songs and singing and the culture of that."

In his show the fantastical, bygone era of The Holden Brothers Travelling Circus lives on through the marriage of music and stories with classic family circus footage providing a mesmerising backdrop to the tales and songs spun by Mark.

Annihilation is a mesmerising science fiction drama directed by Alex Garland.

The Shimmer, a slowly-expanding bubble of mutating countryside, forms in the southern United States after a meteorite strike, and Army biologist Lena (Natalie Portman) is part of an all-female team dispatched to investigate the Shimmer.

Annihilation is a brooding, supremely atmospheric exploration of tone, setting and character and how they influence each other.

Portman portrays Lena with a sombre grace, and Jennifer Jason Leigh, playing squad leader Dr Ventress, delivers one of the most accurate cinematic depictions of a high-functioning sociopath: she isn't cruel, but clearly lacks empathy, and is singleminded in her mission to the point of callousness.

Both familiar and unearthly, the Shimmer is a breathtakingly beautiful setting full of macabre imagery and grotesque animal hybrids.

One such hybrid provides one of the most chilling horror sequences in years.

The entire squad has intriguing, well-developed personalities, and the Shimmer relieves or exacerbates their personal demons. As the team delves deeper into the warped beauty of the Shimmer, their paranoia escalates organically and they come to question their own humanity, and Lena uncovers an unfathomable intelligence behind the Shimmer and learns more about the mysterious disappearance of her husband Kane (Oscar Isaac).

Annihilation feels like the kind of film that visionary Russian director Andrei Tarkovsky would have made today, and it's available for streaming on Netflix.

The winners in senior football: Belgrave, Healesville, Monbulk, Upwey Tecoma, Woori Yallock, Gembrook Cockatoo, a draw between Powelltown & Alexandra, Yarra Junction and Yarra Glen.

A Grade netball winners: Olinda Ferny Creek, Belgrave, Monbulk Hawks, Woori Yallock, Upwey Tecoma, Kinglake, Yea, Powelltown and Seville.

Division 1 Seniors Football Healesville 7.16.58 d Olinda Ferny Creek 6.9.45 Healesville have got their second win for the season after surprising the early flag favourites. Healesville had 9 scoring shots to 1 in the first quarter but needed to finish better and as a result of being a bit wasteful in front of goal there lead at qtr time was just 23 points. Olinda clawed their way back in the second, holding Healesville goalless and kicked 2.2 to reduce the margin to 10 points at half-time. Healesville lifted in the third and kicked 2 goals to 1 to have a handy lead of 16 points at three-quarter time. Healesville threw everything at the goals in the last but could only kick 1 goal as they wasted opportunities again kicking 7 behinds.

At the end of the day it was still enough at the final siren.

The last quarter was tight and neither side could get any momentum going their way. Monbulk had done enough to hang onto the lead and come away with a muchneeded win.

Mt Evelyn came out in the third and was just run over by the Tiger Train with Upwey having 9 scoring shots to 1 and took control of the game and led by 19 points at three-quarter time.

The first half of footy was not pretty from either side and if Seville had capitalised in front of goal this game would have been all over bar the shouting. Yarra Glen turned up the tempo in the third, kicking 5 goals straight to Seville's 3.2 and the game was still in Seville's favour by 24 points. Monbulk juniors in battle Monbulk Junior Footy Club battled against Emerald (most teams), with the girls playing Yarra Glenn and Mount Evelyn.

While many wins weren't recorded, footy is not about one long battle. It's many short battles, one after another, after another. Kids playing sport and enjoying being a part of a team is what it's all about. Go Hawks Under 9s The opposition started strong with a couple of goals, but Monbulk responded well by sticking on their players and applying pressure to every contest. They shared the ball well and showed plenty of skills.

Roads package for region The announcement of a $941 million regional roads package by the Victorian Government is good news for our regions, according to the RACV, which has lobbied on the issue.

The RACV said Victorians have been disappointed with the ongoing decline in the condition of Victoria's highway network, affecting people living and working in, and visiting, Victoria's regions.

This was further exemplified by an independent analysis commissioned by RACV, followed by a 2017 Auditor General's report into maintaining state-controlled roads, which both found that maintenance expenditure was inadequate and the condition of network was declining.

The Auditor-General also highlighted serious issues within VicRoads about how the network was being managed and works planned.

RACV's Manager of Mobility Advocacy, Dave Jones, said: "RACV's own market research found that drivers were constantly frustrated with the condition of road surfaces".

"Victoria-wide, dissatisfaction was over 40%, reaching nearly 50% in south-west and western Victoria," he said.

"Moreover, over 50 per cent of respondents believed that the maintenance and repair of regional roads would be better if VicRoads was separated into metropolitan and regional authorities.

"It is pleasing to see that the Government has listened to RACV, and is establishing a new dividion - Regional Roads Victoria - to oversee regional road maintenance and construction.

"This is an important step towards greater transparency about Victoria's roads, along with being more open with their road condition data and adopting star ratings for road safety."

This additional funding is good news.

However, RACV would still like to see the full details and scope of Regional Roads Victoria to ensure this new body has the potential to achieve its objectives.

"What will be important now is what roads

will be fixed and when," Mr Jones said.

"Every winter, the State's cracked roads get worse. In late 2016, we estimated that nearly 1500km were distressed and urgently needing attention.

"Regional Roads Victoria will need to demonstrate transparency and a commitment to consult with local communities to better prioritise projects."
