MORE TO LOVE The editor’s desk Getting rid of household rubbish is like many domestic chores - once it's done one really doesn't spent much if any - time wondering what happens afterwards, in this case once the bin has been emptied and dragged back across the footpath.

The decision by China to reject contaminated Australian recyclables has thrown into turmoil an industry which operates largely outside the public eye, that of waste management.

It's too early to tell what the Chinese move means for our own council and others across Australia, and Ipswich has already done a backflip on its controversial decision to dump all of its recyclables straight into general landfill.

Whatever ends up being the final outcome locally, China's decision has one way or another put the spotlight back on the waste industry as a whole.

Dodgy waste operators from interstate regularly cross the border into Queensland to avoid high fees down south, and there seems little doubt our areas have been visited.

This is a very murky industry and it's high time it was forced to become more accountable. There's no doubt the old adage applies - 'Where there's muck, there's money'.

RALLY FOR REGION SPLIT THIS SUNDAY

BY JEREMY SOLLARS A large attendance is expected at a rally this weekend in Stanthorpe calling for de-amalgamation of the Stanthorpe region from the Southern Downs Regional Council.

The Granite Belt Community Association will hold the rally at the McGlew Street sporting complex this Sunday 29 April at 3pm and is circulating a petition calling for the split, after the 10year 'anniversary' of amalgamation in March of this year.

The group expects to collect at least 5000 signatures - both on paper and online - on a petition it has been circulating calling on the Queensland Government to make the split.

De-amalgamation would require a referendum of all residents of the region, the government has said.

A spokesman for Queensland Local Government Minister Stirling Hinchliffe told the Free Times earlier this year that "for a local government de-amalgamation

to be considered for referral by the Local Government Minister to the Local Government Change Commission, it must meet a number of criteria".

"It needs the support from the community for the change, have the support of the affected local government(s), and provide a detailed financial analysis that shows the change would result in financially sustainable councils," the spokesman said.

"In addition, for major boundary changes including de-amalgamation, the State Government will only consider a recommendation of the Change Commission after a successful referendum of all residents of the affected local government.

"These requirements are yet to be met for consideration of a Stanthorpe de-amalgamation from Southern Downs Regional Council."

Mayor Tracy Dobie has previously said Stanthorpe would be "worse off " if it were to split from Warwick. ●

CHINA'S decision to stop accepting Australian recyclable waste has prompted a 12-month delay of the Southern Downs Regional Council's review of its waste management strategy.

The move by China has far-reaching repercussions for the commercial recycling industry and local government across Australia, with Ipswich City Council this week performing a U-turn on a controversial decision to send all recyclables straight to landfill.

Ipswich has now organised a short-term contractor to take the city's recycling while it explores a long-term solution, having previously announced the decision by China - which says our recyclables fail to meet its new quality standards for contamination made recycling unaffordable for the city.

Meanwhile our own council says its response is to extend the current recycling contract with JJ Richards for another 12 months and "wait and see" what happens globally and within Australia.

The contract was due for renewal in June of this year but the council still plans to review its waste management strategy for the next decade.

Waste Management Portfolio Councillor Cameron Gow told the media the contract extension was a sensible path forward at this time.

"As a council, we need to be as wellinformed as the waste collection companies as to where things are headed," Cr Gow said.

"The waste collection companies that take recycling would need to be ready and mindful about what they are going to do."

Many in the community have expressed concerns about transparency in the waste industry, with suggestions Warwick and Stanthorpe have been targeted - among

other southern Queensland towns - by unscrupulous waste operators from southern states looking to avoid fees and charges in their own council areas.

Cross-border waste dumping into Queensland is driven in particular by high levies charged in New South Wales for landfill dumping, around $140 per tonne.

Last year the ABCs 'Four Corners' program exposed an organised network of waste transporting and freighting companies sending waste by road and by rail to Queensland.

The trade is so lucrative that the industry estimates the amount of construction and demolition waste now being transported to Queensland has reached about one million tonnes a year, almost double official government figures from the past financial year. ●

Wallangarra’s Boston Park has been transformed into a hive of kid’s fun and activity with the installation of new and contemporary playground equipment.

Southern Downs Mayor Tracy Dobie, councillors and community members will come together today, Thursday, April 19, to formally open the $150,000 playground, funded by the Southern Downs Regional Council.

Locals and visitors alike are set to enjoy the multi-level playground which includes swing sets, climbing nets and a suspension bridge.

An electric barbecue, picnic tables and new bench seating will be installed before the end of the financial year.

The new playground was initiated at the Half-Yearly Budget Review in January after the council received feedback from the Wallangarra community about the need for a new playground.

“The installation of new playground equipment is wonderful for Wallangarra’s children and families, increasing opportunities for recreation and enhancing our region’s open spaces,” Cr Dobie said.

“Boston Park is a space where both locals and visitors can enjoy a picnic or barbecue

f you’re a family who uses child care, chances are you’ve had a letter from the federal government this month explaining major changes to the way child care is funded, come 2 July this

year.

If not - or if like most young families these days you’re so busy that it hasn’t quite sunk in yet - the good news is there’s still time to get to grips with the changes and what they mean for you.

But don’t leave it too late - 2 July is not far away.

The government is changing the way child care is funded to families and service providers, and claims the new system will be fairer, more accountable and that “most” families will be better off financially.

That remains to be seen, but the most important thing to understand is that post 2 July everything will be done through

the government’s online portal myGov including parents’ online approval of their children’s hours in care.

The Free Times caught up this week with educators from Warwick Early Learning part of Foundation Early Learning - on Guy Street, who are working with their families to prepare for the advent of the new Child Care Package.

Overall they believe it’s a positive step forward for child care, particularly for single parents and low-income families.

Foundation Early Learning area manager Anne-Maree Coe said a significant change will be what the government accepts as ‘activity’ on the part of parents - which up to now has basically been paid hours of work.

“We expect they’re going to broaden the definition of what activity means, for example when it comes to volunteering,” Anne-Maree said.

“And the activity test will now also

include things like travel time to and from work and child care, which I think is a lot more realistic, especially if people from here are working in places like Toowoomba.”

Anne-Maree said reporting of hours of care will be fortnightly and will better reflect parents’ working hours, including weekends.

She said Foundation Early Learning had done its own sample and trial calculations for different family scenarios.

“If you have a single mum with two kids, say in her mid-twenties and working fulltime and renting, our calculations certainly would indicate that she is going to be better off under these changes,” she said.

Anne-Maree said another important change was that parents will have to sign off online about any extra hours of care every fortnight - which will help to alleviate any over-reporting by providers which in the past have resulted in over-payments to providers.

She also moved to quash local rumours that Warwick Early Learning is set to close, saying “nothing could be further from the truth“ and expressing surprise at such suggestions.

A spokeswoman for the Family Day Care Association of Queensland said families won’t know if they’re going to be better off financially “until we’re right in the thick of it”, after the changes come in on 2 July.

“We think it’s too early to tell, but what we’ve been doing is working with our educators to make sure they’re fully across the changes,” she told the Free Times.

“The most important thing is that everything is going to be online through myGov - that could be an issue for families in remote and rural locations who may not have reliable internet access.

“So it’s really important that families register for myGov ahead of 2 July - if they haven’t already done so.” ●

Family Webcast Information Sessions The Department of Education and Training is hosting Family Webcast Information Sessions to help families understand what they need to do to transition to the Child Care Subsidy and learn more about the New Child Care Package starting on 2 July 2018.

Families will be able to ask questions or submit comments through the live chat functionality, during the question and answer session.

What does it all mean?

From 2 July 2018, one new Child Care Subsidy will replace the two current child care payments.

This transition cannot happen automatically.

To transition, parents will need to complete an online Child Care Subsidy assessment using their Centrelink

online account through myGov. They will be asked to provide some new information and confirm current details, including combined family income, activity levels of parents and the type of child care service they use.

Throughout April Centrelink has been writing to all families currently

receiving Child Care Benefit and Child Care Rebate with instructions on completing their online assessment through myGov. If families do not complete their assessment before 2 July 2018, they may not receive any child care fee assistance.

Child Care Subsidy The package includes a new Child Care Subsidy, which replaces the current Child Care Benefit and Child Care Rebate. The Child Care Subsidy will be paid directly to services.

There are also changes to the annual cap which will the Federal Government says will make child care more affordable for most families.

Three things will determine a family’s level of Child Care Subsidy: •฀ A family’s income will determine the percentage of subsidy they are eligible for •฀ An activity test will determine how many hours of subsidised care families can access, up to a maximum of 100 per fortnight, and •฀ The type of child care service will determine the hourly rate cap.

Some basic requirements must be satisfied for an individual to be eligible to receive Child Care Subsidy for a child. These include: •฀ the age of the child (must be 13 or under and not attending secondary school) •฀ the child meeting immunisation requirements •฀ the individual, or their partner, meeting the residency requirements.

LIGHTING A CANDLE FOR DOMESTIC VIOLENCE Warwick Safe Haven will hold its annual Peace Walk and Candlelight Vigil for domestic violence next Wednesday 2 May. The Peace Walk will commence with gathering at 5.30pm at the Warwick Town Hall and proceeding to Leslie Park at 5.45pm.

The Vigil will be held from 6pm in the park at the Youth Stage. Guest speakers will include Gold Coast-based facilitator Holly Winter and local sports coach and mentor Keith Clarke.

The event will be opened by Mayor Tracy Dobie and will also be supported by the Warwick Police.

Once again, Warwick Funerals will provide sand trays and candles for the event, and the Cancer Fund will provide the gazebo.

Lavender has been chosen as the symbol for this year's event due to its physical healing properties and as a symbol of spiritual connectivity.

CHILD FOUND SAFE AND WELL Police and emergency services searching for a missing child near Warwick located the child safe and well last weekend.

At about 3pm last Friday, 20 April a three year old girl was reported missing along with the family dog from a property at Cherry Gully, about 30km southeast of Warwick.

An extensive land and air search was conducted with the assistance of the State Emergency Service (SES), Polair and Rescue 511.

At approximately 8am on Saturday the child and dog were located on the family property approximately two kilometres from the home. The child was located with minor cuts and abrasions.

Police thanked all of the people involved in the search and successful location of the child.

Ipswich City Council's chief financial officer Andrew Roach resigned from his role last week.

Mr Roach - a former Southern Downs Regional Council CEO - is the latest to depart the leadership team in place under former Ipswich mayor Paul Pisasale, who quit last June citing ill-health.

Mr Pisasale was subsequently charged with offences following a Crime and Corruption Commission investigation into the council including official corruption, fraud, extortion and perverting the course of justice.

There is no suggestion of impropriety on the part of Mr Roach, who also resigned from his roles as a director of council-owned companies Ipswich City Properties, Ipswich City Developments, Ipswich City Enterprises and the Ipswich Motorsport Precinct.

Ipswich City Council CEO Jim Lindsay - a former Warwick Shire Council senior manager and a former Warwick Credit Union board member - resigned in January.

He had been suspended from the council with full pay in September after he was charged with official corruption following a CCC probe.

COMMUNITY CELEBRATES NEW PARK SHELTER

BY JEREMY SOLLARS Swanfels residents past and present gathered at the district's Pioneer Memorial Park last Saturday for the community celebration of the construction of a new shelter in the park, in the picturesque district east of Warwick.

The Southern Downs Regional Council demolished the original playshed and tennis shelter in the park in February last year due to termite damage. The shelters were moved to the park from the former Swanfels School in the 1980s and the local community was furious at their demolition - but a new shelter shed funded by the council has made amends .... â—?

SUPERB STRELITZIA SO STUNNING I called into the Free Times Office last week and the amazing “Eucharist lily” they have in a pot in the front office was in flower.

What a beautiful indoor plant this is. The daffodil-like flowers with the green edging on the trumpet are really lovely. I am not good with indoor plants - spend too much time away I think - but I must try one of these. Lovely green leaves when not in flower and very beautiful and decorative when they bloom. Given how busy the office is I believe they must thrive on minimal care so would suit me... Jeremy actually thought it was artificial!! Don’t think he waters it much!!

While away again recently I saw some amazing strelitzia that I had never encountered. Absolutely huge. At least 20 feet high with extremely large leaves and spectacular white/pale blue flowers of the same style as the regular sized orange/yellow bird of paradise but in a size applicable to the height of the bush...about 18 inches long. This is botanically “strelitzia nicolai”.

Spectacular and amazing to behold.

They are much more suited to coastal and tropical areas but very hardy, and in countries to our north can become a pest.

Because of their invasive root system they should be kept well away from buildings.

They have the same amazing root system but commensurate with their giant size, so

really are very hard to eradicate and control and can cause major structural damage.

All strelitzia are native to South Africa but have naturalised in some other countries.

Another piece of trivia is that this white variety is among the few plants to have been verified to contain the pigment “bilirubin”, most commonly found in animals.

The regular strelitzia that we all know is an extremely hardy plant attested to by the fact that they are growing down the centre of the very busy Pennant Hills Road in Sydney as a barrier between the lanes.

They seem to not only put up with the pollution from the traffic, but actually thrive and flower well.

While living down there I never saw them receive any care except every few years a really good hack back. The ferocity of this chopping could hardly be called pruning!

I have a friend here in town who has a lovely specimen doing extremely well at the end of her verandah. The flowers are a really useful item for flower arranging and hold well in a vase. Being so striking they make even an amateur flower arranger like me look good and require little else with them to look spectacular.

This variety, that we all know so well, is botanically “strelitzia reginae” and was named for Charlotte of Mecklenburg-Strelitz who married King George111 of England in

1761 and became queen. It has also been the national flower of Portugal since 2005.

Another variety I have seen in a few gardens over the years is “strelitzia juncea” or “rush leaved strelitzia”. It is very drought tolerant and has similar flowers to reginae but with really narrow rush like leaves as a mature plant. When young, the leaves are very similar to the other varieties. It is extremely hard to obtain and is becoming threatened in its native habitat in South Africa due to excess illegal removal for horticultural purposes. As would be expected from the leaf shape, they are thought to be the most frost resistant of all the varieties.

While all varieties are drought hardy they do require fairly fertile soil and really good drainage. If they don’t have good drainage their roots will rot and the plant will die.

Another reminder of the free night out with Brian Sams on the last Wednesday of May in the CWA rooms in Grafton Street. This will commence at 7pm, be very entertaining and informative and followed by supper. Everyone is welcome to attend and we look forward to seeing you there.

WHAT’S ON POTTERS’ POLISHED FLOORS ADD SHINE TO GALLERY

BY JEREMY SOLLARS The Warwick Potters Association will hold a special exhibition this weekend as part of the Southern Downs Heritage Festival celebrations.

Their 'Across The Board' exhibition will feature pieces - including a range of teapots - created by members of the group and they will be available for purchase.

The exhibition will be officially opened

by Janice Flood of the Southern Downs Heritage Festival tomorrow night, Friday 27 April, at 6.30pm, at the 'Potters Place' gallery in Barnes Park off Horsman Road in Glennie Heights.

It will be open to the public on Saturday and Sunday, 28 and 29 April, from 10am to 4pm and all are welcome.

The exhibition will be a chance for the Potters to show off the newly-polished timber floors in the gallery, with the recent project completed with funds raised by the group from their craft markets and other activities.

The 'Potters Place' was originally the workplace and residence of Warwick's water engineer and dates from the 1880s.

Water was pumped from the steamdriven pumping station on nearby Churchill Drive to the Barnes Park reservoir. The residence fell into disrepair for some years until the Potters gained a council grant to take it over for their gallery and workshop.

Potter Sue Whitton said the group was thrilled with how well the floorboards had come up and they'll also make cleaning up easier after events. ●

NEW MURAL FOR PARK Seventeen years ago then council Youth Development Community Officer, Pam Burley, was successful in obtaining funding from the Queensland Government for youth suicide prevention.

With this funding Pam sought approval from the then-council to paint a mural on the Queens Park toilet block collaborating with Sue Keong, Linda Stewart) and young people.

The theme was ‘Life - living it fully everyday’. At the time, the collaboration built bridges, trust and self-esteem between community and at risk young people.

Linda and Sue recently decided it was time the mural had a makeover, having now outlived its purpose. A new mural is titled ‘Beginning a New Song’, with Sue and Linda working on it last week.

The project represents a ‘new beginning’, working together with people from different walks of life in our community as well as our original inhabitants the

WARWICK GRADUATES MARK A BIG DAY Shoulder to shoulder, the newest University of Southern Queensland graduates marched out of the Clive Berghofer Recreation Centre passing a cheering crowd of proud family, friends, USQ staff and community members.

Among the sea of black cloaks was the morning ceremony Valedictorian, Bethany MacDonald, who earlier addressed her fellow graduates as they officially completed their university degrees.

The University Medallist and Bachelor of Science (Honours) and Arts student reflected on her time at USQ. "USQ has equipped us with the knowledge and tools we need to excel in our chosen fields, and provided us with opportunities to put our skills into practice," she said.

"For me, that meant studying in Germany and gaining industry experience opportunities that wouldn't have been possible without the support of the University.

"As we each reflect on what we've achieved over the past few years we know just how hard we've worked, and how much support and guidance we've been blessed with."

Miss Macdonald, who is employed with the Department of Agriculture and Fisheries as a statistician, said as this chapter of their lives came to a close it was exciting to think about what the future held.

"For all of us, this is a time of great possibility, and I know we will continue to learn and grow."

Rain did not hamper the air of celebration as more than 400 Faculty of Health, Engineering and Science students were celebrated at two ceremonies at USQ Toowoomba today (April 20).

The graduates also heard from guest speakers USQ Astrophysicist Professor Jonti Horner in the morning ceremony and former Chief of Airforce Air Marshal Geoff Brown AO in the afternoon ceremony.

The Honorary Award of Professor Emeritus was conferred upon three former USQ professors in recognition of their distinguished academic service - Professor Julie Cotter, Professor Don Gorman and Professor Thanh Tran-Cong.

The Tech Savvy program is a partnership between the Queensland Government (led by the State Library of Queensland) and Telstra, and is aimed at enabling older people - particularly those in regional and remote areas of Queensland - to develop the skills and confidence to use technology for socialising, accessing important services or conducting personal business. Digital literacy skills are increasingly essential for anyone who wants to actively engage with family and friends across the country and the world, and the program is committed to ensuring that everyone can benefit from being online and connected in the digital age.

Savvy program has already given more than 270 seniors the opportunity to embrace information technology and improve their digital skills, with free training sessions on computer basics, the internet, utilising laptops, tablets and iPads, email and social media, cyber safety, and smartphones.

The program this year will continue throughout May, June and July, with sessions held at the Warwick and Stanthorpe libraries. The small, friendly group sessions are facilitated by an IT professional and provide a forum where you can learn new skills to help you get connected and take the first steps to becoming tech savvy.

The training is designed to make it easy for you to learn at your own pace to develop the skills and confidence necessary to actively participate in the digital community.

Southern Downs Mayor Tracy Dobie encouraged all seniors who would like to learn more about technology to attend the training program. "It can be daunting to learn how to

use technology, but there are some wonderful benefits," said Cr Dobie. "We know that social isolation is a big risk factor for developing depression and anxiety in older Australians, and learning to use technology is an important tool in combating that risk. The ability to use technology means that you are better able to stay in touch with relatives and the community at large."

CONTACT COUNCIL Residents and ratepayers can access Southern Downs Regional Council's Community Contact services and enjoy the benefits of extended business hours.

From Monday, April 9, Community Contact staff have been located in the Warwick Library in addition to Council's Main Administration Centre in Warwick and offices in Stanthorpe and Allora.

The new extended Community Contact opening times align with those of Warwick Library, offering a range of customer services outside normal trading hours.

SDRC customers have the opportunity to access services after 5pm Monday to Friday, with the convenience of being able to pay a variety of council accounts, including rates, water and utilities.

Additional services including dog registration and booking council facilities will also be available.

Warwick Library is open from 10:00am to 5.30pm Monday to Wednesday and 10:00am to 6pm on Thursday and Friday.
