By Peter Douglas Development of the iconic Burnham Beeches estate is set to move forward, with Yarra Ranges Council unanimously voting in favour of recommendations set down from an independent planning panel.

At its Tuesday 27 March meeting, Council stamped a seal of approval on the development after a lengthy, controversial planning amendment, which will see the historic Norris Building returned to its former glory.

In addition, the co-developers - celebrity chef Shannon Bennett and business partner Adam Garrison - will develop the estate to include a residential hotel (including ancillary bars, dining areas and functional facility), two licensed restaurants in the Piggery building and a microbrewery with associated licensed food and drink areas.

Also planned are a shop and licensed food and drink areas, and staff and guest accommodation.

Although the planned development has caused much discontent within the community, Cr Noel Cliff told council that now was the time for action.

"I think this is going to be one of those once-in-a-lifetime things where you've got to make a decision, or we're going to lose an asset," Cr Cliff said.

"The (Norris) building, which has been lying in a destitute condition for quite a few years now, is deteriorating.

"There is going to come a time, if we keep putting this off ... it's going to deteriorate (further) and a developer is going to say 'bulldoze the damn thing'."

Cr Cliff said council has a duty to protect a nationally significant asset.

Cr Tony Stevenson agreed with Cr Cliff's sentiment that the building can be restored "to its hey-day".

"This can be something very special again, with the right care, with the right support and right direction," Cr Stevenson said.

"This is a unique property and will provide a unique experience. There is nothing like it in the Dandenongs and it can become something everyone will be proud of."

Building has been widely welcomed, the panel's recommendation has failed to appease the almost 90 objectors to the amendment, which was exhibited in late October last year.

The public submissions were considered by the independent panel in December last year.

Hills resident Peta Freeman, who also spoke at the hearing, addressed council in a lastditch plea for council to reject the recommendations.

Among the issues Ms Freeman reiterated included traffic and parking, patron numbers, fire danger, trading hours, waste water removal and the intended use of the Alfred Nicholas Memorial Gardens driveway.

"Although it's positive to see some modifications have been made ... in response to

these issues, sadly, many of these concerns have still not been addressed to the satisfaction of the majority of submitters," Ms Freeman said.

Although, it was the future of about one dozen historic beech trees she implored council to help save.

The developers plan to undertake road works on Sherbrooke Road to create a 'safe' intersection at the main entry, which it is thought will impact on the number of beech trees in the area.

"As I'm acutely aware, the likelihood of successfully persuading you to vote against the panel's findings and recommendations ... are fairly low, I would like to ask you to instead focus on just one aspect of the panel's recommendations," Ms Freeman said.

" ... the applicants intend to remove 10 to 13 of the landmark beech trees that make up the Avenue of Beeches ... for which the property is renowned.

"Not only is the Avenue of Beeches a landmark in the Dandenong Ranges ... but it is the only Avenue of Copper Beeches on the National Trust's Significant Tree register, with only four other individual beech specimens classified in Victoria."

Ms Freeman expressed to council the panel had recommended a review to see if the trees could be retained, though no review had been forthcoming.

She said there was still no clear guideline on how many trees could be removed amid the works to the intersection.

Light the way to safety

By Derek Schlennstedt A parent concerned for the lives of his children and other students at Kallista Primary School has petitioned for flashing 40km/h safety signs to be installed along the roadside.

Jason Fox said that due to the location of the school, flashing 40km signs were need to make it blatantly clear to drivers that it was a school zone.

The school situated between Kallista-Emerald Road and Monbulk Road, deals with large amounts of traffic including tourist buses that travel to Grant's Picnic Ground, situated only 100 metres from the school.

Mr Fox said that a number of close calls have been recorded by the school and said VicRoads assessed the site and their report showed over 70 percent of cars which drove through the 40km/h zone during school times were doing over 30km/h and even up to 80km/h.

"People don't realise there's a school there," Mr Fox said.

"The school is close to Grant's so you get tourists that don't know the roads and don't know that the school zone is there ... if the light is there, it'll help them see it."

"In the Dandenong ranges we don't have the best weather either, if you live up here you know poor visibility comes into it too, flashing lights would help drivers see the signs."

Nearby schools, such as The Patch, Selby, and Mt Dandenong all have flashing lights and although ar eon main roads have drop-off points unlike Kallista said Mr Fox. "Some people park on the opposite side of Monbulk road and cross the road ... people don't want to do it, but there's no other place to park or do it," Mr Fox said.

"We need to get it fixed before something does happen ... everyone acts after something has happened but we want to do something before that occurs."

Partners for next four years

By Peter Douglas Yarra Ranges Council has shored up funding streams for many community-based events and services over the next four years.

At its Tuesday 27 March meeting, council endorsed the 2018-2022 Partnership Grants program, which provides 35 community groups with almost $2 million in funds, and which will go towards supporting a healthy, connected Yarra Ranges.

Of the recipients, 13 Creative Community grants will be awarded, with a total of $158,650 for the first year and 633,230 over the four-year program.

In addition, 23 Connected and Healthy Communities grants will be awarded, with $334,950 in the first year and $1,332,800 over the program's entirety.

Member of the grants assessment panel, Andrew Fullagar, spoke about the impact of the program.

"Some of these applications you can't assess in dollars and cents alone. There are intangible benefits, including connection, care and inclusion," he said.

The 2012 Yarra Ranges Citizen of the Year recipient said it was time for council to consider increasing the funding for partnership grants, given its significance to the community.

Cr Fiona McAllister said the grants, in many cases, are worth much more than ensuring community connectedness.

"Groups such as Lilydale Assist, the Dandenong Ranges Emergency Relief Service (DRERS) - those groups all pack a punch so much above their weight," Cr McAllister said.

"As we come into winter, and after speaking with some of those groups, it is such an important sector to ensure we do get through funding.

"When you look at what they provide, there are families that don't eat if that don't get the support provided by DRERS and HICCI

"When we consider that for not big amounts, in terms of our budget ... I know for those organisations it has quite a profound impact."

The Victorian Government has helped Sherbrooke Archers star on target, thanks to a new grant.

Monbulk MP James Merlino recently announced the club would receive $1995 from the State Government's 'Sport and Recreation Emergency Equipment Grants' program.

The grant allows the club to replace a first aid defibrillator that was lost through criminal theft.

Mr Merlino said it was great the club could receive a helping hand.

"Unfortunately, our sporting clubs are sometimes targeted by vandals and thieves, who damage and steal vital sporting equipment," he said.

"Our emergency grants provide the lifeline clubs need so the game can go on."

Founder farewelled

By Derek Schlennstedt It's always difficult to convey the sadness when an enduring member of the hills community passes and within such a close and tightknit community each loss is deeply felt and noticed.

That loss has certainly been recognised and felt by the hills and wider community with the sad loss of beloved local, and founder of Gemco, David Greenaway, who passed away on 17 March.

David made quite an impact when he first arrived in the Dandenong Ranges from England in 1977, and it was an impact that would leave an enduring legacy.

A true character he was well known by people of all ages - a feat of his own making.

His celebrity status came from being kind to everyone he met, but he was also a guiding voice and teacher to many of the individuals who wandered through the doors at the Gem Community Arts Centre in Emerald - which he just so happened to be founder of.

David's love for theatre was borne from his involvement in school plays in England where he was a mathematice teacher, and would often encourage children who were shy to follow their dreams.

His son Mathew Greenaway remembers his father's enthusiasm and words of encouragement.

"When he came to Australia he was involved in teaching here, and managed the school performances and theatre ... he was always inclusive and encouraged the people that might not have gotten up on stage, he always fostered those relationships," said Mathew.

It was little wonder that when he moved to Menzies Creek in 1977 he would start a community theatre that would display the same

values he encouraged.

The idea for the group started on one auspicious night in 1980 when David was alone and wanted to meet some people in his community. To do so he put up a sign in the local milk bar.

That notice enticed 20 people to turn up to the first meeting, interested in being part of a community theatre group, and each one walked away with a role in Gemco's first production - a musical melodrama to be performed in only two months' time.

According to Margie Gemmel whose milk bar displayed the sign, it was David's enthusiasm that drew people in.

"Gemco Players was literally born that night, its name coming from the initial letters of Emerald and its surrounding towns - Gembrook, Emerald, Menzies Creek and Cockatoo," said Ms Gemmel "From the outset Gemco included all comers - their ideas, their varying abilities and their ages - and it was David's enthusiasm and belief in all that drew them in."

That small meeting of 20 people in 1980 was the birth of Gemco.

Offering locally written and produced shows many of the early productions were created from David's enthusiasm for performance and were often rehearsed in people's homes and small halls in Emerald and Clematis.

As time went on, so too did Gemco's rise in popularity and it was with great excitement and after overcoming many obstacles that Gemco gained its first permanent home, where, through the voluntary work of many helpers, the small hall was erected.

This saw a huge expansion of the youth groups take place and it was a place in which

Gemco was able to easily perform many different styles of theatre.

Though, David's dream of a large, permanent theatre in the area was still well and truly alive and was pursued by him and the various groups of people working with him over many years and many setbacks.

His dogged determination was finally rewarded in 2009 with the amazing space on Kilvington Drive.

Ms Gemmel said that despite many of the difficulties the group faced in its early days, David's dream never vanished or dissipated and he was always there to see it through.

"Many people instrumental in the various

stages of Gemco's growth over thirty-eight years have come and gone, but David has been the only constant and will be remembered and sadly missed by all."

Towards the later years of his life Mathew said his father always retained that volunteer interest in the community and was heavily involved in various community groups, having never lost his love for the area he lived in.

"He was still very much involved in other community organisations; U3A, Emerald Community House, Pave festival, it wasn't just Gemco, it was all throughout ... he always gave his heart and soul to others without expecting anything in return."

Some residents ignoring, neglecting fire restrictions

By Derek Schlennstedt Restrictions still in place Residents reminded The declared Fire Danger Period is nothing new in the state of Victoria, however many residents throughout the Dandenong Ranges and parts of the Yarra Valley either ignore, neglect or are unaware of their responsibilities about burning off and fire safety.

Since the declaration of the Fire Danger Period in this district, Police across the Yarra Ranges have attended more than 60 fires. The majority are residents burning off in the yard.

50 of these fires will be prosecuted through the courts for open air burning during the fire danger period.

Leading Senior Constable Peter Hamilton of the Fire Patrol Unit, states "Yarra Ranges

Police monitor and respond to most fires during the restrictions, and the current penalties include fines up to $19028.40, up to 12 months jail time, or both."

Mt Evelyn Fire Brigade Captain Rick Ventrella commented that too many people underestimate the potential that fires have this time of year, and that the risk extends beyond summer.

Fire restrictions in Central region were formally declared on 18th December and continue to run through until May 1, 2018 unless varied by a subsequent declaration. The dates vary each year according to the vegetation condition and predicted risks. way Patrol members and the Belgrave van attended five separate collisions, three of which occurred on the Mt Dandenong Tourist Rd. All of these collisions could have been avoided if drivers were using common sense when driving on wet and slippery roads.

Incidents included two vehicle rollovers.

One vehicle veered off the road down a steep embankment requiring driver extraction while another multi vehicle collision occurred on a sharp bend.

Unfortunately one of the collisions occurred due to a vehicle stopping to assist at an earlier collision and motorists not paying attention to the hazard up ahead.

Another rollover occurred just 150m from a separate collision.

Luckily no serious injuries were sustained.

Brave CFA brigades

Kurth Kiln Open Day

Sadly, last month we saw fires in Gembrook with some properties lost and damaged.

But, if it wasn't for our brave and dedicated Dandenong Ranges CFA brigades, things could have been much worse.

As summer is slowly coming to a close, I would like to thank all of our emergency services locally and throughout the state who not only helped with the fires, but all the volunteers who swapped their summer holidays and activities to man our stations, ensuring our communities were safe.

Please remember that fire restrictions are still in place until May. Last month, we also saw the release of the report by the Victorian Ombudsman, which revealed the Daniel Andrews Labor Government rorted taxpayers $387,842 at the last state election to fund 'red shirt' campaigners for the Labor Party.

This is the same report the Andrews Government is alleged to have spent an estimated $1 million to hide from Victorians.

This report revealed local Labor MP and Minister for Education and Emergency Services, James Merlino, rorted $21,148 from taxpayers at the last state election; the election that would make him a Minister.

What is further disappointing is the Andrews Government is only sorry they got caught.

Daniel Andrews refused to take any action against members of his government who were found to have rorted from taxpayers.

Last month, many in the local community would have received a petition in the mail asking you to call on Daniel Andrews and Minister for Education, James Merlino, to provide urgent funding for Emerald Secondary College to repair their buildings - funding we have been campaigning for some time.

It's funny how James Merlino and Daniel Andrews were able to find government money at the last election for their campaign, and again for their attempts to hide their dishonest actions, yet continually claim they do not have the funding for the students and teachers of Emerald Secondary College.

It is time Victoria has government that puts our schools and the taxpayers first; it is becoming more apparent as the weeks go by that Daniel Andrews and his Labor Government will only place themselves first.

I refer to the recent article (Mountain Views Mail, 13 March 2018) on Evelyn MP Christine Fyffe's renewed call for the construction of a Cave Hill railway station.

This is indeed welcome news; the station is essential and will be even more important after a new subdivision adds thousands of dwellings to the area.

I would however request that she reconsider her proposal for a double-storey carpark at Mooroolbark station.

I understand where this demand comes from, but I urge the adoption of an alternative strategy.

gestion, which worsens when we encourage more private car traffic onto roads during peak travel periods.

Improved bus services on the other hand, which could remove the need for 40-50 parking spaces per busload of passengers, can be relatively inexpensive.

The buses already exist, but are used inefficiently on outdated routes that were never planned to coordinate with trains.

Some routes were actually planned, decades ago, as competition for rail services.

An overhaul of bus timetables and routes could therefore reduce the parking demand at Mooroolbark station (and Lilydale, Croydon and Ringwood East) and avoid the increase in capital expenditure, and the resultant traffic congestion, that would come from building bigger carparks.

Extra $3 million sought

By Peter Douglas Yarra Ranges Council will consider increasing funding for its Civic Centre redevelopment due to an unanticipated surge in cost projection of $3.6 million dollars.

At its Tuesday 27 March meeting, council voted for recommending an increase to the original $28 million budget, which was passed in December last year, citing escalating building costs and implementation of safety recommendations.

As a whole, council mostly supported the recommendation, although failed to win the support of Cr Fiona McAllister, who said she could not support a 12 per cent increase in allocated funds.

Yarra Ranges Council chief executive officer, Glenn Patterson, said the present economic landscape needed to be a consideration.

"A routine review of the project cost plan revealed that we had only allocated a 5 per cent construction contingency, instead of the industry standard of 10," Mr Patterson said.

"As the designs were signed off on 19 months ago, and there are now more publicly funded works happening across the state, the price of construction has increased substantially."

If approved, the additional funds will be taken from Council's Asset Renewal Reserve funding, which is a standard approach for capital projects.

"This will not impact on the delivery of any of our capital works or our asset-renewal program, and will mean we won't have to borrow as much money for the Civic Centre project," Mr Patterson said.

Cr Tony Stevenson, who moved the motion, said, upon further investigation, council should find it reasonable that more funds are required.

struction. There is a lot of activity, a lot of capital works happening. Those are the types of things that are pushing the cost."

Though, Cr Stevenson said there was some positive aspects, with council needing to bor-

row $4.1 million less than what was originally planned.

Cr Stevenson said this represented a drop in the loan amount from around 75% to 70%.

Despite the sentiment, Cr Fiona McAllister believed other options could've been explored.

"I fully support the need for the redevelopment ... but, I think an increase of over 12 per cent in the project cost is something that I cannot support," Cr McAllister said.

"I fully appreciate the circumstances in many of those instances that have led to unanticipated costs, but I still think that we have a set budget and should stick with that."

Cr McAllister said the extra funds should be viewed in terms of how it could be used to help the community.

"Whilst I think in the scheme of things, $2 to $3 million doesn't often sound like much, but I think about the bang for our buck we get from investing back into our community," Cr McAllister said.

"I still believe in, and have huge faith in, the team running this project. And I have such faith that I believe they could run this project successfully without this additional money.

"The return on investment (for the offices) is substantial. The buildings around us are decaying ... but I cannot support in excess of a 12 per cent increase in cost at this stage."

Interestingly, concerns about a blow-out in cost were raised back in December last year, with Cr Tim Heenan flagging that possibility.

Cr Heenan also queried whether, with more people working from home in the future, and sharing office space, it was the best spend of ratepayers' money.

"I just hope it will be value for money and the community space and office space will serve its purpose well into the future," Cr Heenan said.

Dandenong Ranges author Pauline Hosking has revealed the second release in her children's series.

'Cinnamon Stevens - Ghost Light' continues the story about a 12-year-old sleuth, who lives in the Dandenong Ranges, who solves crimes in and around Melbourne.

In the latest adventure, when her Year 7 class has an excursion to Walhalla, the old gold-mining town in Gippsland, she is dared to visit the out-of-bounds graveyard at night.

Hosking said she is looking forward to the book's launch at the Belgrave library on Tuesday 10 April at 2pm.

"It will feature an expert panel made up of students from Upwey South and St Thomas More's primary schools," she said.

"In July, she will host How to Write a Whodunnit sessions for nine to 12 year olds at the Belgrave library.

Second Public Consultation: Draft Schematic Designs The Emerald Tourist Railway Board (ETRB), owner and operator of the Puffing Billy Railway, is proposing to build a visitor Discovery Centre at Emerald Lake Park, which is identified as a priority project as part of the Puffing Billy Railway Master Plan, 2017.

The ETRB invites interested parties to attend the second of two planned public consultation sessions, to meet the architects, to see how the design has further developed following the initial reviews and provide feedback on the draft schematic designs being applied to the Discovery Centre.

There will also be an opportunity to view the proposed new planning scheme provisions for the Discovery Centre that have regard to site features such as landscape, cultural heritage, native vegetation, bushfire and traffic management.

Proposal to Make Open Air Burning Local Law 2018 Notice is given that at its Meeting on 27 March 2018, Yarra Ranges Shire Council resolved to make a proposed new Open Air Burning Local Law 2018. In accordance with the procedure set out in section 119 of the Local Government Act 1989:

and make it an offence to re-offend;

The purposes of the proposed new Open Air Burning Local Law 2018 are to:

• Make it an offence to fail to extinguish an open air fire or an incinerator before leaving it unattended or to fail to immediately extinguish a fire or burning substance when instructed to do so by an Authorised or Delegated Officer or a member of the Country Fire Authority or Victoria Police, and make it an offence to re-offend;

Cardinia Shire Council at a Special Meeting held on Monday 26 March 2018 resolved that the budget presented to that meeting be the budget prepared for the purposes of section 127(1) of the Local Government Act 1989. The budget relates to the financial year commencing on 1 July 2018 and concluding on 30 June 2019

• Make it an offence to light a fire, authorise lighting a fire or allow a fire to continue to burn on Council Land or on a Road (including any part of a Road) unless authorised by Council, the CFA or another emergency service or relevant authorised agency, and make it an offence to re-offend.

The Council also at the meeting held on Monday 26 March 2018 resolved accordance with Section 125 of the Local Government Act to release an amended Council Plan, Strategic Resource Plan and Council Plan actions for public comment as required by the provisions of Section 126 of the Local Government Act.

2. Encourage fire prevention and essential bushfire fuel reduction by recycling, green waste services, and other alternatives; 3. Control certain fire-related activities and unwanted consequences; 4. Protect, as far as possible, the pristine, healthy air quality and visual amenity highly valued by visitors and residents alike; 5. Be consistent with the Council’s overall objectives and strategies, in particular: a. To contribute to safe, resilient, healthy, inclusive and socially well connected communities, where quality services are accessible to everyone; b. To help protect quality facilities, infrastructure and hubs of activity that foster wellbeing, creativity and innovation; c. To help protect and enhance the natural environment for a healthier environment for future generations; d. To assist a vibrant leading economy in tourism, agriculture, health, manufacturing and other industries by encouraging strong investment and attraction which underpins sustainable economic growth and job creation; e. To contribute to a high performing innovative and responsive organisation that listens and delivers quality and value for money services to our community.

6. Embrace best practice local law making principles of accessibility, accountability, compliance, consistency, currency, efficiency, enforceability, necessity and transparency; 7. Provide for the administration of Council’s powers and functions; and 8. Revoke Open Air Burning Local Law No.4 of 2007.

The general purport of the proposed new Open Air Burning Local Law 2018 is to:

• Regulate exemptions to certain open air burning offences for barbeques and manufactured fireplaces, provided Country Fire Authority Total Fire Ban or other restrictions do not apply, or Offensive Smoke or a Smoke Hazard is not caused, or Offensive Materials are not burnt; • Regulate exemptions for fires lit in the course of duty by Council staff, or an employee or officer of the Country Fire Authority, the Metropolitan Fire and Emergency Services Board, the Department of Environment, Land, Water and Planning, Parks Victoria or other relevant authorised agency; • Regulate Council records of determinations under the local law; • Make it an offence for a person to make a false declaration or omit relevant information when asked about or when applying for a change of fire prevention property category or any other exemption; • Make it an offence if a person fails to comply with a Notice to Comply; • Make it an offence to fail to comply with a direction to cease from an authorised officer or delegated officer when the Local Law is being contravened, and make it an offence to re-offend; • Provide for the administration of the Local Law and empower authorised officers and delegated officers to issue Notices to Comply, give directions in person, act in urgent circumstances and impound any animal, item or other thing; • Regulate the process for dealing with impounded things;

• Provide for the administration of the Local Law;

• Regulate the delegation of powers under section 114 of the Act;

• Regulate the division of the municipality into three fire prevention property categories: Urban, Bushland and Rural;

• Regulate the appeals processes;

• Regulate the open air burning controls applicable to each fire prevention property category;

• Empower an authorised officer or delegated officer to issue an infringement notice for contravention of the Local Law, which may give rise to a penalty specified in the Local Law.

• Regulate the availability of fire prevention property category information and the incorporation by reference from time to time of the Open Air Burning municipal maps;

• Regulate the setting of fees and charges and fee waivers under the Local Law;

• Regulate the procedure to alter the fire prevention category of any individual property; • Make it an offence to engage in open air burning or use an incinerator in a prohibited area, and make it an offence to re-offend; • Make it an offence to engage in open air burning or use an incinerator on a prohibited date, and make it an offence to re-offend; • Make it an offence to engage in open air burning or use an incinerator at a time or in a manner prohibited by burning at a prohibited time of day, and make it an offence to re-offend: • Make it an offence to engage in open air burning or use an incinerator at a time or in a manner prohibited by burning when winds exceed 10 km/hr, when fuel is wet or green, when distance to surrounding fuel is less than three metres; when burning pile size exceeds one cubic metre, when multiple fires are lit; without an adult in attendance; or without adequate tools and water at hand to control the fire and prevent it spreading or escaping; and make it an offence to re-offend:

Copies of the Proposed Budget 2018-19 and Draft Council Plan are available for inspection at the Shire Offices, Siding Avenue, Officer, between the hours of 8.30 am and 5.00 pm Monday to Friday. A copy is also available for inspection at the Pakenham Library, John Street, Pakenham, Emerald Library, cnr BeaconsfieldEmerald and Belgrave-Gembrook Roads, Emerald, the mobile library, and is available on the Cardinia Shire Council website (www.cardinia.vic.gov.au).

Any person wishing to make a written submission on the Draft Council Plan or Proposed Budget is invited to do so, and any such submissions must be received before 5.00 pm on Thursday 26 April 2018.

Plea for second court

By Derek Schlennstedt One netball court is currently all the players from Olinda Ferny Creek Football Netball Club and Sassafras Ferny Creek Netball Club have to train and play on.

Though one court may seem enough the sole court for both clubs has to be shared by over 100 keen netballers.

Member for Monbulk James Merlino visited the courts on March 13 and said he would raise the need for a second court with Minister for Sport John Eren.

Recently on 18 March, Mr Merlino received a petition from representatives from the Olinda Ferny Creek Football and Netball Club and Hilltop Recreation Association who had ac-

crued almost 500 signature to expand the site.

"We have well over 100 netballers between the Olinda Ferny Creek Football Netball Club and the Sassafras Ferny Creek Netball Club and all of them share just one court," sad Mr Merlino.

"With all of the training and games it has become a constant challenge to fit everyone onto the one court.

"Many are now driving off the mountain just to get court time ... the clubs are telling me loud and clear they need an additional court."

"I'll continue to advocate strongly for this much needed project."

Matt Blanchard, Vice President of the Olinda Ferny Creek Football Netball club, said that

an expanding netball competition was being experienced throughout the Yarra Ranges.

He said that facilities in particular were failing to keep up with the increase.

"We had eight players and one team when the club started in 2007 ... we've now grown to a point where we have 58 and pushing six sides," Mr Blanchard said.

"It's interesting we're not alone, there's just been a massive growth right throughout that region and the competition itself."

The club also has to share the court with their sister club, Ferny Creek, and Mr Blanchard said it has become a balancing act trying to ensure everyone gets equal time and opportunity.

"Ferny Creek is our sister club, they've got five or six sides and train up here as well ... it's just trying to find a balance where everyone can train and get that quality of training."

"We often have to travel off the mountain to Ferntree Gully."

At around $3000 per season, training at Ferntree Gully is no cheap alternative.

Matt said that with the construction of a second court, those problems would be reduced and that a burgeoning sport such as Netball needs all the support it can get.

"It's a difficult situation, and we've managed it as best we can so far ... but it is a growing sport that needs help."

Older cars in fatality statistic Victorians are being urged to prioritise safety when buying a vehicle, after new data revealed more than two thirds of drivers and passengers killed on our roads last year were in a vehicle built more than 10 years ago.

The Transport Accident Commission research also revealed that in the past five years, Victorians were two times more likely to be killed if they were in a vehicle older than 10 years.

This is in part due to the fact safety features such as autonomous emergency braking (AEB), electronic stability control (ESC), and side curtain airbags are not as common on older cars.

TAC Lead Director Road Safety Samantha Cockfield said the data highlighted the importance of getting safer vehicles onto Victorian roads and reducing the average age of the state's fleet.

"Our message to anyone buying a car - new or used - is to buy the safest car you can," Ms Cockfield said.

The average vehicle on Victoria's roads is now close to 10 years old, meaning that millions of cars across the state are without potentially lifesaving technologies that have become common on modern vehicles.

There are around 4.6 million registered vehicles in Victoria and almost two million of those were built more than 10 years ago - more than 42 per cent.

"We all make mistakes and unexpected things happen on the road and, when they do, these safety technologies can be the difference between a fright and a fatality," Ms Cockfield said.

"Safety doesn't mean buying a new luxury car, there are plenty of safe options out there that suit all budgets."

RACV is also calling on Victorians to put safety first when looking for a new or used car,

urging people to choose vehicles with reverse AEB, which is designed to greatly reduce collisions between vehicles, pedestrians and cyclists.

"RACV encourages Victorians to choose vehicles fitted with reverse autonomous emergency braking technology when buying a new car," RACV Vehicle Engineering Manager Michael Case said.

"Parking sensors and reversing cameras can greatly improve reversing visibility, and while a vehicle equipped with this significantly increases a car's safety, driver diligence and supervision are still essential components of navigating driveways safely."

Getting safer vehicles onto Victorian roads is also a key focus of the Victorian Government's Towards Zero 2016-2020 road safety plan.
