But Thursday 22 February was anything but for Kusum Pethiyagoda.

She celebrated her 100th birthday with family and friends at Viewhills Manor in Endeavour Hills.

The centenarian followed her four sons to Australia from Sri Lanka in 1989.

Ms Pethiyagoda lived in a flat in Dandenong before moving into Viewhills about 10 years ago.

"She doesn't worry about anything and doesn't take anything too seriously," son Ranjan said.

"It's nice to celebrate.

"You don't celebrate 100th birthdays very often."

Price of parking

By Casey Neill Little India traders say parking meters are costing them customers.

But Greater Dandenong Council says the Foster Street paid parking is helping to meter demand.

Foster Street Traders Association president Shahid Syed said it came into effect about 18 months ago.

"The customers were very, very upset," he said.

"They're not accustomed to bringing money with them.

"We can't give the change for all of them.

We have limited change."

The ticket machines also accept credit card payments, but Mr Syed said his customers didn't trust them.

"If they come to my shop and there's some mistake they can fight with me, but they can't fight with the machine," he said.

"We are losing customers.

"People will end up shopping somewhere else."

He's written to the council and local MPs asking for help to remove the meters.

"The Springvale people, they fought," he said, referring to Springvale Asian Business Association's (SABA) successful campaign to remove parking meters there.

"It's only a small street here.

"This should be exempt."

Mr Syed, who's sold Indian clothing on Foster Street for 24 years, said the council had been very supportive of Little India.

The State Government is transforming the strip into Victoria's first Indian cultural precinct.

"The only thing we are not happy with is the meters," he said.

"This is hurting us."

Fellow trader Harry Singh said he had more customers over the Christmas period and attributed to the boost to the council's free parking offer.

"We're happy with the time limit," he said in reference to the two-hour cap.

"But people don't like putting coins in."

Greater Dandenong Council's engineering services director, Julie Reid, said Little India precinct parking was well-utilised.

She said an occupancy survey from November last year identified the parking was between 75 and 85 per cent occupied between 10am and 2pm.

"Parking meters are installed to assist with parking demand," Ms Reid said.

"Data has identified parking in the area can experience periods of high demand, making it difficult for customers or visitors to find a space."

IN BRIEF Robinson Street safety upgrade complete

Works to make Dandenong's Robinson StreetPrinces Highway intersection safer are complete.

On Thursday 22 February, Dandenong MP Gabrielle Williams announced that work had finished on the $2.2 million project.

She said new traffic lights and improved line markings would reduce congestion and make the intersection safer and easier for drivers to use.

Pedestrians will now cross at pedestrian lights across both Princes Highway and Robinson Street.

There are 35,000 drivers who use this stretch of the Princes Highway each day.

Ms Williams said the upgrade would also encourage traffic to bypass Lonsdale Street and cut vehicle volumes on the route.

There were 12 casualty crashes at the intersection between 2010 and 2015, four involving serious injury.

The State Government invested $1.7 million in the project and the City of Greater Dandenong contributed $500,000.

Signals at the upgraded intersection were switched on late last year.

By Casey Neill VicRoads has no plans to change a Noble Park North intersection to curb corner-cutting trucks.

Greater Dandenong councillor Zaynoun Melhem raised concerns about truck drivers mounting the footpath as they turned from Police Road in Browns Road in August last year.

Cr Melhem said this not only damaged the footpath but was “a disaster waiting to happen” for pedestrians and suggested bollards as one solution.

He raised the issue again at the Monday 12 February council meeting and asked for further advocacy.

Engineering services director Julie Reid said the council had already written to VicRoads about the issue but would write again.

But VicRoads movement and safety manager Sasha Yarwood told the Journal that the road authority had already looked into the situation.

“We’ve heard what the community has had to say about large vehicles turning from Police Road into Browns Road at Noble Park North and we’ve undertaken extensive investigations,” she said.

“Changes to the left turn lane cannot be achieved without land acquisition.

“VicRoads will install additional signs to improve safety for crossing Browns Road.”

VicRoads said changing the infrastructure to better accommodate trucks making a left turn would increase truck volumes through the local road network.

The VicRoads review found no crashes had occurred when performing the left turn from Police Road into Browns Road.

The Road Safety Rules 2009 provide exemptions to oversized vehicles making turns, meaning they can improve their left turn by not following the line marking at the intersection when safe to do so.

Brave Jazmin starts a Chain Reaction

By Casey Neill A Dandenong girl helped to send off cyclists on a million-dollar ride for sick kids.

Jazmin Makawe-Zaicz was born prematurely, at 23 weeks.

She's now eight years old and has complex needs. She has cerebral palsy, can't speak and has "a special type of deafness".

But nothing could stop 'Jaz' from sharing smiles with Chain Reaction in the Monash Starlight Express Room on Saturday 17 February.

The cycling crew will ride 1000 kilometres across New Zealand's north island to raise $1 million for Starlight Children's Foundation and Very Special Kids (VSK).

"We were so proud of her, she did so well," Jaz's mum Sue said.

"A lot of kids would be easily intimidated."

Sue said Chain Reaction's efforts were "incredibly crazy and awesome".

"Who does 1000kms? I've got nothing but admiration for those guys," she said.

Sue said VSK's hospice and family co-ordinator were among the family's main supports.

"Sometimes they send you tickets and stuff to little concerts that they have, and magic shows or the aquarium," she said.

"They have holiday houses specially set up for the families.

"You have no idea how much that means to families like us.

"It's so difficult to make sure you find somewhere that's wheelchair accessible.

"Hotels don't come set up with hoists.

"Kids like ours, they are a financial drain so you don't always have the same opportunities in your savings to be able to go on holidays as much as you'd like."

Sue said there was no other charity like VSK, and was also full of praise for Starlight.

"We're unfortunately constant visitors to the Monash so it's our second home," she said.

"The Starlight guys are always coming around and entertaining us.

Two Dandenong groups will share $39,000 to boost community cohesion.

On Wednesday 21 February, Dandenong MP Gabrielle Williams announced a $20,000 grant to High Resolves to run activities with young people that develop social cohesion and community harmony champions.

Wellsprings for Women will receive $19,000 to a run a new Intercultural Connections Through Art program.

"These grants will help build social cohesion and a greater sense of belonging," Ms Williams said.

These were among 22 grants provided across the state through the $650,000 Community Harmony Program for 2017-'18 following 250 applications.

The grants support community groups to identify and respond to local challenges to social cohesion and community harmony; increase intercultural and interfaith engagement and understanding; build shared values to transcend cultural and religious differences; and support diverse groups to develop relationships with one another and deliver initiatives that promote social cohesion.

Two men in a car stalked a young woman as she walked through Dandenong before snatching her handbag.

Greater Dandenong CIU Senior Constable Blake Gilbert said the 22-year-old victim was talking on her phone as she walked along King George Parade about 5.45am on Wednesday 14 February.

A passenger in a red Mazda with a distinctively loud exhaust yelled something to her, and the driver followed her for some distance.

Sen Const Gilbert said the woman then noticed someone walking behind her.

She believes it was the Mazda's driver.

The man snatched her bag from her shoulder and she saw two men leave the scene in the Mazda.

Sen Const Gilbert appealed for witnesses and anyone with information in relation to the car, which might have been seen in the area earlier that day, to call Crime Stoppers on 1800 333 000.

Measles warning for Dandenong

About 4500 sick kids and their families have used the treatment-free respite space since.

Funds raised through this year's ride will help the Monash Starlight Express Room to

open seven days a week and support the Captain Starlight ward program, which helps kids too unwell to leave their beds.

Donations will also help to upgrade the Very Special Kids hospice.

A measles warning is in place for Dandenong and the South-East.

Deputy Chief Health Officer Dr Brett Sutton said a measles infection might have been acquired at Centrelink in Dandenong between Monday 22 January and Friday 2 February.

"The man in his forties visited a number of places in Melbourne's South-East while infectious," he said.

"People who develop illness over the next week should alert their doctor or hospital emergency department."

Dr Sutton said the illness usually started with common cold symptoms such as a runny nose, red eyes and a cough, followed by fever and rash.

"The characteristic measles rash usually begins three to seven days after the first symptoms, generally starting on the face and then spreading to the rest of the body," he said.

"Anyone developing symptoms is advised to ring ahead to their general practitioner or hospital first and tell them that they may have measles so that appropriate steps can be taken to avoid contact with other patients."

Measles has an incubation period of up to 18 days.

It’s one of the oldest rules of Australian politics, trotted out almost weekly - “If you can’t run your party, you can’t run the country."

What sense then are we to make of reports this week that many of our local government candidates - despite being given a huge amount of time to do so - can’t manage to lodge basic campaign donation information with the authorities?

To say it casts them in a less than flattering light is an understatement.

Such lackadaisical record-keeping could well give rise to concerns that the candidate either was not serious or, worse, was one of the plague of dummy candidates that seem to to infest our democratic process at local government level.

Good on the authorities for pushing for court action for those who stubbornly refuse to toe the line.

It seems incredible that almost 300 candidates were unable to initially meet this requirement in a timely fashion and even more incredible that some still have not.

Some 159 were late, and officially warned - and 15 allegedly still haven’t hit the mark.

And the patience of authorities stretches only so far.

The good news is that the previous similar prosecution of 19 candidates resulted in a range of penalties.

And the better news is that the plan is to tighten the rules even further.

The message to wannabe junior politicians should be clear - the more the merrier, but let’s have all regard for due process, please.

It’s the old rule of follow the money and your potential voters expect more.

SILVER CELEBRATION A Dandenong-based support service celebrated its silver jubilee with its first ever open day. The Southern Migrant and Refugee Centre (SMRC) threw open its doors on Tuesday 20 February. The community agency has provided services to migrants and refugees in the region since 1993. “We were pleasantly surprised by the big crowd that attended,“ SMRC chairman Brian Oates said.

“The event focused on the history and need for the SMRC services in the SouthEast and looked forward to the continuation of a reinvigorated and innovative organisation.“ He said there was a strong focus on client and stakeholder engagement and its importance “and a new culture of open and transparent operation supported by all staff and volunteers“.

“We enjoyed a lot of positive comments and support from attendants for who called for more inclusive events into the future,“ Mr Oates said.

A miniature motorcycle rider has a large bill to pay to get the bike back from police.

Greater Dandenong Highway Patrol members saw the 23-year-old on the mini bike on a footpath approaching the South Eastern Private Hospital on the weekend of 17 and 18 February.

They said there were several pedestrians, including a family with small children.

They intercepted the rider, who told them he was just going to see a friend.

Police impounded the bike for 30 days at a cost of $969.80.

The rider is facing charges of riding a miniature motorcycle on a road-related area, unlicensed driving, using an unregistered motor vehicle, driving a motor vehicle on the footpath, and using a vehicle not complying with the standards for registration.

"At no point was I holding a butter knife."

South East Metropolitan Region MP Adem Somyurek responded on his Facebook page to reports he'd threatened colleague John Eren with the cutlery item in a parliamentary dining room on Wednesday 21 February.

He had a "robust discussion" with Mr Eren about internal party matters outside the room before returning to sit down for dinner.

"I was surprised when Mr Eren followed me into the dining room, clearly agitated," Mr Somyurek said.

"I was seated when Mr Eren approached and stood on the other side of the table, opposite me.

"We then had a robust exchange in our native tongue which was a brief conversation.

"At no time did I threaten anyone."

Dandenong’s Pop-Up Park could find a new home.

The Journal reported last year that it would make way for a residential tower on the Foster Street site.

Greater Dandenong business group manager Paul Kearsley told the Monday 12 February council meeting that Development Victoria was working with the council on a suitable location for the park.

“Development Victoria now share our belief that it’s a valuable asset,” he said.

He said it could still be years before development started on the site.

Mr Kearsley hopes to bring an update on the preferred location for the park’s future to the council in the coming months, plus details on what would be needed to make the move.

Calling community stalwarts "Nominations are open for an award celebrating longstanding community service in the South-East.

The Juan Carlos Loyola Award is in its seventh year.

Narre Warren North MP Luke Donnellan will present it to a South-East resident who has shown a long-term dedication to the local community through their volunteer work.

The award is named after Juan Carlos Loyola, a Medal of the Order of Australia (OAM) recipient who has worked tirelessly for more than 25 years with the Doveton Special Soccer School.

Through sports, people with an intellectual disability can benefit physically, emotionally and spiritually.

The school strengthens families through participation and unites communities in understanding people with an intellectual disability.

"All this happens in an environment of equality, respect and acceptance," Mr Loyola said.

Mr Donnellan said all longstanding volunteers in a variety of community groups were encouraged to nominate.

"There are many people across Melbourne's South-East who give so much back to their communities, clubs and associations and that should be celebrated," he said.

"This award was created to help celebrate and thank the community spirit and hard work of long-term volunteers."

A panel of local residents and active community members, including Mr Loyola, will decide the winner and they'll be revealed in April.

Nominations will close on Wednesday 28 March.

Dawn Vernon has been shining a light on community safety for more years than she can remember.

She's lived in Noble Park for 70 years but isn't sure exactly when she first joined Neighbourhood Watch.

"I went from house to house to start it in our area," she said.

She had four children at the time so joining the committee came later.

She's now been the Greater Dandenong Neighbourhood Watch president for many years, with her husband Reg serving alongside her as secretary.

Ms Vernon's years of dedication earned her a Victoria Police Divisional Commendation for Commitment to Community Safety.

Southern Metro Region Assistant Commissioner Robert Hill presented the honour to Ms and Mr Vernon on Tuesday 20 February.

"I'm so stoked," Ms Vernon said.

She always has Neighbourhood Watch newsletters in her handbag.

"When I see people walking along the street, I stop my car," she said.

"It's very important that we get the news out to the people.

"The police can't be in every street.

"They can't be around every corner, so we are the eyes and ears for them.

"If we see a dumped car, if we see something suspicious, we either ring Crime Stoppers or if it's happening there and then, we call triple-zero.

"We work with them."

Ms Vernon said she was getting tired, but Neighbourhood Watch gave her "a lease of life".

"I love meeting people. The more people I meet, the happier I am," she said.

"It might just be folding the newsletters or helping with the computer," she said.

"It could be once a year, say at the Dandenong Show or Australia Day. "If everyone did just a little bit it would be fantastic."

Greater Dandenong Local Area Commander Inspector Mark Langhorn nominated the Vernons for the award.

"She deserves some recognition, and Reg as well," he said.

"I wanted to push the importance and the value of Neighbourhood Watch.

"It gives us that connection with the community.

"You get to hear what's important and what's troubling them. Sometimes it's a good perspective."

Insp Langhorn said it gave police and the community an opportunity to work together.

The next meeting will be held at the Paddy O'Donoghue Centre in Noble Park from 7.30pm on Wednesday 21 March. Ass Comm Hill is to be the guest speaker.

LOOKING BACK 100 years ago 28 February 1918 Soldiers’ memorial service A memorial service for those who have fallen in the service of their country, and who were formerly residents of Dandenong and district, was held in the Dandenong Park on Saturday last at 3pm, under the auspices of the State Recruiting Committee of Victoria.

There was a fair attendance of the public considering the unsuitableness of the day for holding such an event.

The Returned Soldiers District Military band was in attendance, and contributed some wellrendered selections, which were much appreciated.

“Many open drains in the south could also be a contributing factor, with stagnant water creating the further menace of mosquitoes,” he said.

The sewerage authority was doing a good job in spraying flies in its own areas, but Dandenong South was so large that it was a very difficult task.

It is perhaps significant that 45 cases of infectious hepatitis were reported in Dandenong last year, Mr Titcher said.

Naim Melhem (Springvale North) have confirmed their intention to nominate.

Cr Harris said his consistency in direction and “track record” were reasons for his bid to be re-elected.

“I think it would be beneficial for the municipality at this stage if there were to be continuity in leadership,” he said.

By Glenn Munso, Youth You Program founder For many years I was trapped and suffocated in the cycle of drug addiction.

It was dark and it was like a never-ending cycle that I could only sometimes see a way out of.

Some days I was determined that I would change and sometimes I didn’t care anymore.

I had somehow convinced myself on the

hard days that the drug-addicted person I had become was who I was, but deep down this was not true.

Many people get it wrong when it comes to addiction, myself included.

I got it wrong many times before I got it right.

For many years I was just focusing on the drug itself, just focusing on how I could stop taking the drugs when really it was the internal issues that needed to be addressed.

To break the cycle of addiction you need to change your lifestyle, work on your identity and face the issues that you keep running away from.

We use drugs to hide and mask emotions that we don’t wish to face or feel.

Taking drugs is running away from the problem, it is running away from something we don’t want to accept.

Breaking the cycle of addiction is about connecting and integrating within.

It’s about becoming one and knowing about yourself on a deeper level.

It’s about learning how to express the emotions that we have suppressed for so long.

The people that use the drugs are the sensitive ones, they are the people that feel the most.

Because they feel the most they get overwhelmed with the sensation of emotions and they look for anything to escape and numb that pain.

It’s about learning how to work and express the feelings you are feeling.

Instead of suppressing we must find ways to express these feelings.

It’s about learning how to check in and communicate with yourself.

The person using drugs hasn’t learnt the skills of expressing or developed ways to cope with the depth of emotions in circumstances they have experienced in life.

Some people believe that you have to create a whole new identity in order to overcome drug addiction, but it has been my personal experience throughout my own recovery and working with countless youth who have experienced drug addiction, that creating an identity away from drug addiction really comes down to facing yourself and coming to terms with all of your potential, all that you hold within you already, and the ability to be resilient, expressive and to really accept without judgment of the human experience.

Breaking the cycle of drug addiction and creating a new identity really comes down to reaching out and getting a solid support system.

Dandenong Fire Brigade spreads the fire safety message.

Fresh taste of fire safety The Dandenong Fire Brigade and community groups are taking cooking classes together to prevent potentially-deadly kitchen fires.

The program is targeting newly-arrived migrants who are not accustomed to western technology.

CFA spokesman Dylan Foote said many didn’t have basic experience with ovens and stoves.

So CFA multicultural engagement officer Nada El-Masri and firefighters from Dandenong CFA are hosting cooking classes.

The aim is to help culturally and linguistically diverse (CALD) communities to use

kitchens and utensils more safely, and teach them to prevent the spread of fire through a property or to others.

The program is also connecting CALD communities with existing services and the wider community, and empower them.

“CALD community members can often suffer from significant loneliness and disconnect from existing communities in their area,“ Mr Foote said.

“CFA engagement can help them get a footing into their wider community and neighbourhood.“

An 18-year-old student at a Beaconsfield school awaiting a Crown appeal against a “manifestly inadequate” sentence for two sexual assaults has pleaded guilty to a violent assault at a park.

Laku Laku, also known as Luka Luka, of Hampton Park, was bailed after pleading guilty to assault and attempted robbery at a hearing at Dandenong Magistrates’ Court on 13 February.

Laku - flanked by two associates - attacked a group of three victims having coffee and taking photos at Pop Up Park in Dandenong on 20 September, the court heard.

After asking for a cigarette, Luka put a headlock on an international student holding a phone. Luka demanded the phone and PIN. Another victim, who came to the student’s aid, was punched in the face by Luka.

He also felled a victim by kicking out their legs. He then tried to kick them in the head while on the ground, but missed, police prosecutor Senior Constable Ryan Johnson said.

No items were stolen during the attempted robbery at the park on Foster Street, opposite Dandenong railway station.

During a police interview, Laku made admissions.

He had been extremely drunk at the time and didn’t remember the incident, he told police.

He initially claimed he didn’t try to steal anything but lashed out in response to a comment by one of the victims.

Laku is facing an appeal hearing after being sentenced to a two-year community correction order without conviction at Melbourne Magistrates’ Court on 16 January for two sexual assaults and cannabis possession.

The Acting DPP Gavin Silbert QC lodged an appeal on 6 February, labelling the sentence as “manifestly inadequate”.

It is set to be heard at the County Court of Victoria on 14 April.

At the Dandenong hearing, a defence lawyer told the court Laku’s upbringing included a brief exposure to violence in Sudan.

The assault occurred within weeks of turning 18, the lawyer said.

A pastoral associate from Laku’s school told the court that the student had gained “traction” and stability over recent weeks.

Being taken out of school for the court hearing had added to Laku’s “emotional distress when he’s trying to move on”, the pastoral associate said.

Magistrate Jack Vandersteen said the charges were serious, noting the need for people to feel safe in parks.

Mr Vandersteen bailed Laku on grounds that he didn’t associate with his two co-offenders, didn’t attend Dandenong if affected by alcohol and followed the lawful directions of the school pastor and youth support service YSAS. The sentence was deferred to see how Laku went on bail and to await the County Court outcome, Mr Vandersteen said.

Laku was bailed to appear at Dandenong Magistrates’ Court on 20 April.

Job skills boost - be ready Young Dandenong and Doveton job-seekers can take a step towards employment in March.

The non-profit Skilling Australia Foundation is running its next APepTite Youth Job Ready Program in the area from Monday 5 March.

The William Buckland Foundation-sponsored free program aims to develop employability skills in young people and then support their transition into a meaningful career.

Sipusi Galu attended the APpeTite Hume program last year.

She finished Year 12 at the Batman Kangan

Institute, wanted a career in hospitality but struggled to find employment due to her lack of experience.

While unemployed she discovered an interest in youth work which led her to APpeTitE. "I wasn't sure what a traineeship was until I did the APpeTitE program," Ms Galu said.

"The APpeTitE program helped me gain knowledge as to how to create a career pathway.

"It helped me realise that a traineeship was a good start towards my future career pathway."

Ms Galu has since started a traineeship at the Batman Kangan Institute and a certificate three in business.

"I have more self-confidence, more independence and I'm learning something new every day," she said.

Skilling Australia Foundation aims to provide the skills-based education that regular school education won't necessarily cover but employers demand.

Hazara stars’ victory at Tropfest with short film, big win A short film starring two Dandenong girls took home five awards at the Tropfest film festival the most of any entrant this year.

The Last Time I Saw You premiered at Tropfest, the world's largest short film festival, in Sydney on Saturday 17 February.

It received the third place trophy in the main prize category and four of the seven craft awards - Best Editing, Best Screenplay, Best Sound Design and Best Production Design.

The film follows 16-year-old Hazara Afghan refugee Aaseya, haunted by the trauma of her past.

She has difficulty assimilating into her new life in Australia but uses her inner strength to challenge a trio of mean girls at school.

Dandenong 17-year-old Mahdia Bakhtiari, a non-actress, plays the lead role.

The Hazara refugee fled to Australia with her family from Kabul, Afghanistan, in 2013.

Hazaras are one of the most persecuted ethnic minorities in the world.

Producers flew in girls from across the country to authentically cast from Australia's small Hazara community.

"After months of searching we were about to give up when a final effort unearthed a remarkable non-actress right under our noses in Victoria," director Damien McLindon said.

She read the script and said identified with the story, which was inspired by true events.

Mahdia's cousin Sema Mirzae portrays the younger Aaseya in the film.

She was born in Australia in 2007 after her family arrived from Kabul in the early 2000s, and also lives in Dandenong.

"I was incredibly moved by the trauma, sadness and ultimately the joy of a girl finding her place in a new and contrasting society," Mr McLindon said.

"This is a small slice-of-life story of a larger refugee crisis, and the plight of so many - leaving behind their home, friends and family - in the hope of a better future."

This year's Tropfest judges were Hollywood heavyweight Susan Sarandon, Australian actors Rob Collins and Rachel Griffiths, Australian documentary filmmaker Jennifer Peedom, and Australian television, film and commercial director Garth Davis.

Candidates in the courts Candidates in the Greater Dandenong and Casey local government elections will answer charges over their campaign donation documents.

The Local Government Inspectorate started legal action against 15 candidates in the 2016 Victorian council elections who failed to submit a campaign donation return.

Among them were City of Greater Dandenong candidate Ha (Dang) Quach, who ran in Lightwood Ward, and City of Casey hopeful Faisal Najibi, who ran for the Springfield Ward.

They’ll face Dandenong Magistrates’ Court on Thursday 1 March.

Candidates are required to submit cam-

paign donation returns when they receive any gifts or donations over $500, regardless of whether or not they are elected.

Failing to do so can carry heavy court imposed fines of more than $9000.

After the elections, 290 candidates were identified as failing to submit a campaign donation return by the 1 December 2016 deadline.

Working with candidates and councils, the Inspectorate conducted several rounds of follow-up action, providing candidates an opportunity to comply voluntarily within reasonable timeframes.

A large number of candidates were able to

provide a reasonable explanation for failing to meet the legal requirements.

The 159 candidates who lodged their return after the required date were issued with a formal warning.

Fifteen candidates who failed to lodge any return are now facing prosecution in the Magistrates’ Court.

“A key factor in the integrity of local government is ensuring the transparency on who has financially supported candidates and councillors,” chief municipal inspector David Wolf said.

“While we don’t take prosecution action lightly, it is important that we pursue these

matters and allow the courts to determine the seriousness of the offence.”

He said proposed changes to the Local Government Act would give the Inspectorate greater oversight of campaign donations, allowing more transparency for the community at the time of elections and swifter enforcement action for those who break the law.

During the 2012 election period, 164 candidates failed to submit returns by the deadline.

Prosecutions of 19 candidates following Inspectorate investigations resulted in convictions, fines, costs, good behaviour bonds and community work orders.

Bypass takes another step The Mordialloc Bypass is a step closer, with expressions of interest in building the $300 million project open.

The nine-kilometre bypass will link the Mornington Peninsula Freeway at Springvale Road, Aspendale Gardens, to the Dingley Bypass in Dingley Village.

The State Government said the new arterial road would improve safety and traffic flow, providing South-East drivers with better access to local jobs and recreational centres.

The new bypass will include two bridges, four intersections and off-road paths for cyclists and pedestrians.

A preferred candidate to build the project is to be announced later in the year.

Keyborough MP Martin Pakula said “people have talked about this road for decades”.

Overtaker loses licence A P-plate driver wasn’t wearing his seatbelt when he broke the speed limit by 43 kilometres in Dandenong South, say police.

Greater Dandenong Highway Patrol officers detected the car travelling at 103km/h in the 60 zone on Colemans Road when trying to overtake another vehicle.

The 20-year-old Cranbourne North man recieved $991 in penalty notices and nine demerit points and will be without his licence for six months.

Nina Springle (South Eastern Metropolitan Region MP and Victorian Greens Deputy Leader) expressed her shock and disappointment that a motion of solidarity and support for African communities put forward at a council meeting did not receive any support from councillors.

Given the tasks at hand for council and the limited time at council meetings, I doubt that this is an issue which needs to consume councillors’ time.

I am flabbergasted that MP Springle can waste her valuable time to such a potentially limited result issue.

I and many thousands of constituents would far rather she devote time to trying to come up with solutions to the very real problem of crime committed by “people of African appearance” as is all too often quoted in crime reports.

If reports are correct representation in crime statistics by young “people of African appearance” is more than 40 times greater than the remainder of the community.

Direction of her energy to this issue would be far more beneficial.

By Casey Neill Wallara welcomed Saints into its Dandenong learning space and taught the AFL players a thing or two about coffee and bath bombs.

The support service for adults with different abilities services the South-East and recently launched its Potter Learning Campus.

Wallara chief operating officer Taimi Clinch said the players helped to launch the service on Tuesday 13 February "and see what our clients were up to in learning life skills".

She said a work education group asked the players - including captain Jarryn Geary - the hard questions about their career goals postfooty.

"They put the players on the spot," Ms Clinch laughed.

"We had a St Kilda player making bath bombs with the craft group.

"His hands were too big and he broke it.

"There were lots of laughs and lots of selfies."

She said the players engaged with one of their non-verbal clients and "had her smiling and high-fiving by the end".

Ms Clinch said the Potter Learning Campus was about building life skills and continuing education for adults with disabilities when they left school.

There's a focus on literacy, numeracy and cooking, and students head out into the community to practice their new skills.

Do it your way on big day

By Bonny Burrows Growing up, I was never the girl who dreamt of the big white wedding.

In fact, I wasn’t even sure I wanted to get married.

But that all changed when I met my nowhusband Daryn.

Both going into the relationship with no plans to marry, I remember breaking down on his living room couch one afternoon upon realising that being his wife didn’t seem so bad after all.

But I guess what they say is true - when you know, you know.

Suddenly I wanted it all, and I wanted it all with him.

Fortunately for me, he came to like the idea of me being his wife, and on his birthday last year, Daryn hijacked the romantic birthday lunch I had planned at Oakridge Wines in Coldstream to propose.

I could say I didn’t see it coming, but us girls, sometimes we just know.

Already living together, we had no plans to rush into the wedding.

But fate and family circumstances had other ideas, and just five months later on 19 November we tied the knot at the same location we got engaged.

Planning a wedding in such a short time was not going to be without its challenges, so thank goodness I was, as my friends put it, “the most chill bride ever“.

Never having had the Pinterest board of wedding ideas or an expectation of the “big day“, I had no preconceived ideas of what a wedding would be.

But I knew I wanted an intimate wedding we settled on a guest list of 30 - and I wanted

my mum to walk me down the aisle.

We broke a lot of traditional wedding rules.

We settled on a Sunday morning ceremony as it was cheaper and gave off a more relaxed vibe, and - gosh the horror - stayed together the night before.

The flowers I got off Etsy, the decorating I left to the venue and the photographer was someone I knew from work.

Don’t get me wrong, the wedding wasn’t without some hefty expenses.

The shoes, I did splurge on as I wanted to be comfortable, and I treated myself to some gorgeous blue earrings that made me feel a million bucks.

All in all, and despite expectations, planning turning out to be quite easy.

However, I did have one bridal crisis that was quickly adverted.

Three days before the big day, I decided my dress was just not right.

My ballgown styled Justin Alexander design, with its intrigue lace detailing while beautiful, just wasn’t me.

Fortunately, thanks to a quick trip to Fountain Gate I found something I was more comfortable in.

Who cares that it was ’off the rack’ and wasn’t ’bridal’?

When the day came, I was still a bride who married the man I loved.

It wasn’t any less special because we broke a few traditions or saved a bit of cash.

My advice to brides is simple - you do you.

Despite the pressures from family or friends, or the $50,000 weddings shoved down our throats in bridal magazines, there’s no wrong way to get married.

But don’t think there’s ever anything wrong with breaking a few traditions.

For some couples, the most expensive day of their life will be the one when they tie the knot, with around 35% of newlyweds blowing their wedding budget before they walk down the aisle.

So if you’re planning for this special day in your life, you’ll need to work out how to finance it - without spending the rest of your married life paying for it.

Here are some tips to ease the pressure on the wedding budget .

1. Talk about money early with your partner and families (if they will be involved). Decide what you will be able to pay for and if your family can help with any expenses. Set a budget and stick to it.

2. Be prepared.

3. Start saving early.

4. Grab a bargain.

Search eBay or Gumtree or hunt down endof- stock bargains, such as DIY wedding stationery.

5. Have an out-of- season wedding.

Be different! Have a July wedding to cut costs without sacrificing your precious memories. Many venues and suppliers have lowerpriced deals during winter - pick a venue with a romantic fireplace.

6. Be realistic with your guest list.

If you haven’t kept in contact with friends in the last 12 months, why do it now? Lay down the law with family, so you don’t end up with tables full of relatives you’ve never even met!

7. Explore your network.

Call on talented friends who can swap a service for a gift, such as a photographer, a hair stylist or make-up person. Maybe someone knows a band that can play at the reception?

But make sure you hear their repertoire of music choices first!

8. Cut the ties.

Times are changing and so are weddings.

It’s ok to shed some traditions. Be practical about whether you need all the trimmings like a videographer, bonbonnieres, and gifts for parents or bridal party if you need to cut costs.

9. Be less formal and spend less.

For example you could swap a formal sit down dinner for a cocktail party and save on room hire and catering costs or, if the venue allows it, organise the drinks yourself.

1. What is something people don’t know about you?

I spent almost five years living in outback Queensland and loved every minute of it!

2. What was your most memorable moment?

It was on 12 June 2006. I was inside the Fritz Walter stadium in Kaiserlslautern, Germany, to witness Australia’s first ever World Cup win.

To work in an area that connects with people. Maurice Blackburn allows me to do that by helping people with injuries. But I also get to hear wonderful life stories of such varying backgrounds from my clients which gives me such an essential level of perspective.

7. What six guests, dead or alive, would you invite to a dinner party?

Well my three kids are the most entertaining people I know so they are a definite. Then Steve Jobs, Paul Keating and James Hird.

8. What has been your most embarrassing moment?

Gino Andrieri.

In Rome I asked a local for directions to the closest market. I asked about the “marceta” but the word is “mercato”. “Marceta” is the word for brothel. Awkward.

9. What are your ties to Greater Dandenong and the South-East?

Born and bred. I grew up in Wheelers Hill, attended St Justin’s Primary School, Mulgrave Secondary College in Mulgrave, worked at Stud Park Shopping Centre in Rowville my

teenage years and then spent time living in Clarinda and Carnegie while starting my legal career in Dandenong. I spent seven years here with Maurice Blackburn before working away for eight years. It’s wonderful to be back. Feels like home.

10. What was the first or best concert you attended?

The Darkness at the Palace. A glorious band.

Serving up Dandy fare Dandenong's Harmony Square previewed a long lunch and highlighted local foodies.

On Friday 16 February it hosted suppliers for a Regional World's Longest Lunch to be held in North-East Victorian town Acheron during the Melbourne Food and Wine Festival.

Stalls showcased food businesses from Murrindindi Shire and City of Greater Dandenong, including Bangholme's Craft and Co; Dandenong South's Kaiju Beer, From Granny and Moondarra Cheese; and Uncles Smallgoods in Dandenong.

Visitors sampled and purchased food and beverages and spoke directly to the makers.

The City of Greater Dandenong will co-host a Regional World's Longest Lunch on Friday 16 March with Little River Winery and artist and cook Marian Rennie.

Bucks stopped here

By Nick Creely Buckley Ridges fell short in the Regional Big Bash final against Mt Clear last Tuesday morning, with the Bucks unable to claim the title despite an otherwise sublime tournament.

With the Bucks having a crack at their first title (after two failed attempts), they entered the clash against the Ballarat CA side full of confidence that if they played the style of cricket that has held them in good stead this season, they could ruffle a few feathers.

Mounties skipper Darcy Thompson won the toss and elected to bat, in a toss that proved vital on a ground such as the 'G, which is harder to chase on. After a solid start with the ball, dangerous opener Steven Nicholson (13) was removed through a run out by Daniel 'DJ' Watson.

Nathan Yates (35) and Sam Giblett (42) combined superbly, as the runs and boundaries began to flow to both sides of the ground. The pair swiftly put on 59 runs to potentially set the Mounties up for a monster total, before a double strike through gun quick Jurgen Andersen (3/17) and spinner Matt Goodwright (1/27) pegged them back to 3/94. The Bucks fought back superbly, drying up the runs and forcing the Mounties into errant shots, with Andersen in particular making the most of the conditions.

Eventually, the Bucks strode off the ground in a great position, restricting the opposition to a gettable 7/128. DJ (23) got the Bucks off to an absolute flyer, with five boundaries; including a ripping whip off his pads that almost carried over the rope; off his first ten deliveries. But the untimely wicket of Watson; courtesy of Thompson (3/21); put a dent in the Bucks' top, and with the next ball dismissal of Greg Todd, who had his wickets castled, they were on the back foot at 3/32.

Despite some fight by skipper Troy Aust (16 off 22 balls), the Bucks were overpowered, bowled out in the 17th over for just 81.

Match set for Saints’ home turf

By Nick Creely Carroll Reserve, the home of Turf 1 club St Mary's, will host the standalone Turf 1 grand final this season, after the DDCA accepted its submission.

Just a five minute walk from Dandenong's elite Shepley Oval, it's set to be a buzzing atmosphere at the ground between either Buckley Ridges, Springvale South, Mordialloc or Hallam Kalora Park.

The Saints will host the second standalone decider in a row for the Turf 1 season on 17 and 18 March, after Arch Brown in Berwick hosted the event last year to great success.

It's an excellent coup for the historic Dandenong based club who returned to Turf 1 last year after a Turf 2 premiership, with the Saints' home ground and pitch in top notch condition.

One of the competition's favourite grounds in Keysborough (Rowley Allen Reserve), is one of five Turf grounds in the Dandenong region not under consideration due to new pitches being put in. Rowley Allen has hosted the majority of recent Turf 1 grand finals, and is likely to be the host of the Turf 1 decider from next season. Venues for the other six turf grand finals are yet to be determined, but matches will be conducted at six of the following seven grounds - Casey Fields (Cranbourne), Hallam Recreation Reserve (Hallam), Lois Twohig Reserve (North Dandenong), Power Reserve (Doveton North), Reedy Reserve (HSD) and Robert Booth Reserve (Hampton Park).

The Turf 2-7 grand finals will be played on 10 and 11 March in the final year that the competition will adopt a 12 team structure.

Plucky Thunder fall just short after one red-hot opener

By Nick Creely It sure was a cracking, fiery start to the NPL Victoria season, with Dandenong Thunder taking it right up to reigning champions Bentleigh Greens last Thursday night.

While the Thunder went down 3-1 at Kingston Heath, spirit was at the forefront after some controversial decisions early in the match forced them to play with one player down for almost 80 minutes.

After a quiet start to the game with both sides putting their feelers out, the underdog Thunder unit rocketed the first ball to the back of the net in the 13th minute, with a stellar through ball from Brandon Barnes gifting Zois Galanopoulos an easy passage to goal.

Only moments later, Thunder's star keeper Fraser McLaren was controversially sent off on a red card following a collision with Matthew Thurtell just outside the box, completely changing the context of the game.

Despite the best efforts of back up keeper Sermin Sadikovski, the Greens found their mojo and began to control the tempo of the contest, with the one less player for the visitors proving telling.

Within minutes of each other, the Greens found two goals to make it 2-1, and entering into half time it seemed that the home side might walk away with a dominant win.

But the Thunder dug deep in the second half to prove their mettle and prove they belong at the top level, conceding just one second half goal and having many near misses that narrowly escaped the net.

Thunder coach Andy Vargas walked away proud, but disappointed that McLaren was out of action so early.

"I felt the boys gave absolutely everything; in the end, we were a bit hard down by without at least coming away with a point being down a player for the majority of the game," he said.

"And coming up against the champions, we held our own, and we showed we can compete at this level; if we can produce what we did again in terms of effort, we'll be a tough team to come up against."

"I felt there was a little bit of a dubious decision; it looked a little bit off-side, which is fine, but Fraser comes out and does the right thing anticipating the bounce and gets a hand on the ball, and I guess he was outside the box and in the letter of the law, I guess it's potentially a red card; I've spoken to Fraser, and we have to accept it, but I'm not going to fault him," he said.

"It's part of football, we have to live and learn."

And in what proved to be a game full of heat and an atmosphere, Vargas said his side certainly took up to the Greens, and believes his side wasn't far off the mark.

"We understand that it's not just round one, it's an occasion, and it had the atmosphere of finals football; everyone's been working hard, and all we wanted to do was compete, and there was ferocity in the air, and we knew we had to have a little bit of bite," he said.

"We knew they'd have a strong plan, and they've got a style and reputation that makes them an attractive team, but we can only

control what we control; of course we'll pay respect to them, but we want to focus on ourselves.

"It takes time to build into an attractive brand and style of football; I can't be prouder of the group, to be honest, we proved we belong.

The Thunder's task won't get any easier on Saturday, with South Melbourne to make the trip down to George Andrews Reserve for their first game of the season.

Cassidy a Dragon slayer

By Nick Creely Career best figures to Dandenong’s emerging seamer Peter Cassidy meant that Northcote were never really in the contest on Saturday at Shepley Oval.

On day two of their clash, the wily medium pacer utilized the conditions perfectly, snaring 6/30 as the Panthers rolled the Dragons for just 159 in pursuit of a daunting first innings total of 315.

And as a result, the Panthers have jumped back up to third spot and broken away from the logger jam of fifth to eighth spot. The tone was set early when all-rounder James Nanopolous (1/20) snared the dangerous Mark Phelan caught behind, with the Dragons moving to 1/17 and looking shaky against some top notch new ball bowling.

Cassidy struck not long after, prizing out skipper Steven Taylor and Blayde Baker (7) caught behind with his relentless lines, then Darren Pattinson (1/7) sent Max O’Sullivan (3) back to the sheds only a few overs later, and the visitors were suddenly on the ropes at 5/37 after Jack Lalor (22) was trapped LBW off Cassidy. The Dragons were always a long shot of finding the last 300 runs needed to salvage something out of the day, but Sam Harbinson (31) and Elliot Brandon-Jones (69) dug deep and compiled a slow moving 72 run partnership, as the Panthers continued to hit a spot and make them work hard for their runs.

True Talent shines in the Judy Hayley

By Mick Floyd An emotional Seona Thompson won the Judy Hayley Memorial with the aptly named True Talent at Sandown Park last Thursday night.

Named in honour of the Melbourne Cup winner trainer who sadly passed away in 2012, the Judy Hayley Memorial is open to lady trainers only and has quickly become one of Sandown Park’s marquee events.

“It’s a race that is a very special race on the calendar,” said Thompson.

“The race means the world to me. Judy was a beautiful lady and I was fortunate to know Judy since I was a little girl, so to win this race is very special.”

Despite only running second in his heat on Sunday, True Talent was well supported by punters and was quick to justify that support, breaking quickly from box 3 and racing to an impressive two-and-three-quarter length victory in 29.61. It was a remarkable victory for

the greyhound many thought would never even reach the track.

From an outstanding litter that includes brilliant dual group 1 winner Out Of Range and Traralgon Cup winner Poke The Bear, the striking white and fawn chaser had numerous issues as a pup, making his first city win all the more remarkable.

“They had a lot of problems when he was a young dog, it’s a miracle he’s even racing. For him to come out and win a race like this is very special. He is very special.”

Following the presentation, all trainers who nominated for the series were included on a Big Wheel for a chance to win a trip to Bali, with Elaine Johannsen winning the $15,000 prize.

The Judy Hayley Memorial is the feature event of the club’s annual Ladies Night. The “Frock ‘n’ Roll ‘n’ Party” night saw Sandown Park decked out in pink in celebration of women’s contribution to the sport of greyhound

racing. Several fundraising activities were held throughout the night, with approximately $11,000 raised for Ovarian Cancer Australia and Safe Steps.

After Johannsen clinched the major prize, a trip to Bali, which was up for grabs as well as an additional $5000 in spending money, she excitedly said “This is amazing, I’m going to take my whole family.”

Johannsen said the Judy Hayley Memorial meant a lot to her and her peers, adding: “It’s a great night to celebrate and remember the life of Judy - she was very special to us all.”

Johannsen played a strong role in the night’s events, presenting a bouquet to Judy Hayley Memorial winner, Thompson.

Famously, in the build-up to the final of the Judy Hayley Memorial, Little Big Shot’s heat win delivered Kerry Houlahan her first ever race win at Sandown Park.

An emotional Seona Thompson won the Judy Hayley Memorial with True Talent.

The Kia Sorento is keen on keeping up with the opposition with a mid-cycle freshen-up. carrying space adds up to 605 litres.

Access to the back, despite long travel of the middle row, is quite an effort to climb up and once seated adult occupants’ knees and backs can be put under stress, particularly on a long journey. Luggage space is cut to a miserly 142 litres too.

With seat backs on all but the front row folded, the reverse is the case, with a van-like 1662 litres of room for cargo on a flat floor. The manual liftback requires little effort to operate.

The driver and passengers can enjoy a ride to fit their mood, with four modes - Eco, Comfort, Sport and Smart - in the offing through Kia’s electronic drive select via a button on the centre console.

Each enables the driver to dial up fuel economy at the expense of performance, and vice versa and adapts the weight of the steering.

The new Smart mode seeks to second guess the driver’s steering preferences to suit road conditions, automatically switching between the other three modes.

In comfort mode, fuel consumption was recorded at 4.9 litres per 100 kilometres on a sustained motorway run and, at worst, 11plus around city streets. With a turning circle of 11.36 metres getting in and out of parking spots was with a higher degree of difficulty.

The reversing camera and audible warnings helped.

Kia Sorento is driving headlong into one of the most congested segments of the industry, so it’s going to be tough. However, it’s hard to go past the generous seven-year, unlimited kilometre warranty.

Buyers can upgrade their Sorento with a new Harman/Kardon 640-watt, 10-speaker surround-sound audio system incorporating Clari-Fi music restoration technology, which rebuilds audio signals lost in the digital compression process, returning high-fidelity quality to digitally-compressed music.

The system’s QuantumLogic surround sound technology extracts signals from the original recording, redistributing them into a refined and detailed playback of music.

The 2.2-litre diesel engine comes with a new eight-speed automatic transmission, replacing the six-speed auto. It has quicker shifts than the outgoing six-speed.

A further bonus is a greater choice of gears for more responsive acceleration and lower carbon dioxide emissions, down from 172 to 159 grams per kilometre.

International studies have shown driver fatigue to be a key factor in up to a quarter of all fatal traffic crashes. So the Sorento is available with Kia’s latest advanced driver assistance systems, designed to combat distracted or drowsy driving.

The system monitors of inputs from the vehicle and the driver, sounding a warning chime and displaying a graphic in the instrument binnacle if it senses a lapse in concentration from the driver.

Other safety features include lane keeping assist and LED headlamps, with bending light on GT-Line, making the Sorento one of the safest vehicles in its class.

As a five-seater, getting in and out of the Sorento is easy enough, with ample fore and aft travel of the front two rows of seats. With this configuration, leg room is good and cargo

Despite walking away with a range of motor industry awards since its launch more than two years ago, Kia’s seven-seat sports utility vehicle, the Sorento, had, according to some observers, a few shortcomings.

The South Korean manufacturer has taken these on board and has come up with midcycle changes that address these.

The changes include Kia’s in-house eightspeed automatic across the range, a new larger capacity long-stroke petrol engine, a higher and longer body for increased internal space, revised and improved ride and handling characteristics to better suit Australian conditions, as well as multi-media upgrades incorporating Apple CarPlay and Android Auto.

On the safety front all models have (automatic emergency braking (AEB), Lane Keeping Assist and Driver Attention Alert. There’s a 360-degree camera on Sorento GT-Line.

Pricing for the petrol variants opens at $42,990 (an increase of $2000) for the Si; Sport is $44,990 (previously called Si Limited, +$1000) and SLi is $46,990 (+$1000).

Diesel pricing starts at Si $45,490 for the Si (+$1000); Sport is $48,490 (previously Si Limited +$1000) and SLi $50,490 (+$1000). Platinum has been replaced by the GT-Line at $58,990 (+$500). On test was the 2.2-litre diesel Sport with eight-speed automatic transmission.

In a bid to give the Sorento a bit more street presence - after all it is built to take seven occupants - the front end has been rearranged with new bumpers, as has the rear, with new tail-lamps too.

The characteristic Kia ‘tiger nose’ radiator grille has been given a new dark metallic finish while new Rich Espresso and Gravity Blue paint finishes are available for the body.

Sorento now has a range of modern-design 17, 18 or 19-inch aluminium alloy wheels Conversely, inside the cabin are more soft touch materials and leather for a more premium cabin ambience. Customers can specify single-tone (black) or two-tone (black and stone beige), with cloth or leather upholstery.

Optional brown or light grey leather upholstery is also available.

The driver and front passenger seats are equipped with four-way and two-way adjustable lumbar support respectively for enhanced comfort. A newly-designed steering wheel and driver instrument cluster, as well as a new climate control LCD display add to the upgrades, while the dashboard also features a new audio-visual aspect to satellite navigation.

Focus of the system is the latest Kia 8-inch touchscreen, with navigation and Kia Connected Services powered by TomTom. This offers Apple CarPlay and Android Auto, allowing for full smartphone integration.

Android Auto is designed to work with Android phones running 5.0 (Lollipop) or higher; Apple CarPlay, for iPhone 5 or newer. The centre console now incorporates a wireless smartphone charger, allowing users to fire up the
