By Cam Lucadou-Wells A Keysborough former business has been convicted and fined $500,000 over an industrial accident that claimed the life of a 29-year-old worker.

Carlos Araujo was crushed by a concrete tower-tube that rolled from the tines of a forklift in the yard of Specialised Concrete Pumping Victoria (SCPV) on 12 November, 2015.

It was an “improvised” procedure that Judge Claire Quin of the Victorian County Court described as “inherently and obviously unsafe”.

Steps to avert the dangerous act would have been “simple“ and available to SCPV at the time, Judge Quin said during sentencing on 15 February.

“You have clearly fallen short of your duty to ensure the safety of your employees.”

SCPV, which is in liquidation and ceased trading in 2016, pleaded guilty to two breaches of workplace safety.

It was charged with failing to ensure a safe system of work and failing to provide adequate information, instruction, training and supervision.

Each offence carried a maximum penalty of $1.6 million.

Mr Araujo and two other workers had been in the process of disassembling a tower tube for transportation to Queensland.

A forklift driver elevated the tower tube to allow workers to loosen bolts from the sections - each section weighing about two tonnes.

However the driver lifted the load before Mr Araujo and a colleague had cleared from the area.

The tube rolled from the tines, crushing Mr Araujo against a brick wall. He died at the scene.

WorkSafe inspectors found SCPV workers should have instead used a crane to fully or partially disassemble the tube.

Though SCPV didn’t direct workers to use the forklift, it failed to issue written instructions to use the crane instead.

It failed to specifically instruct them not to use the forklift, and didn’t supervise them to ensure that it wasn’t used for the task.

The workers instead were “effectively left to their own devices”.

In sentencing, Judge Quin said there was no suggestion any other aspect of SCPV’s operations were unsafe.

Charity tax fears raised by Dark motion

By Casey Neill Greater Dandenong Councillors are opposing a bill that doesn't exist, fearing harm to religion-based charities and schools.

Cr Tim Dark raised a motion about a bill that Victorian Upper House MP Fiona Patten flagged in December, at the Monday 12 February council meeting.

The Reason Party Leader proposed to amend the Charities Act to exclude the advancement of religion as a charitable purpose.

She said that all genuine charitable work should stay tax exempt.

But Ms Patten said commercial enterprises owned by religious institutions should be subject to the same legal and financial laws as other commercial entities.

Cr Dark said the proposal was "a direct attack on religion and will affect all religions in Greater Dandenong".

He successfully - six votes to four - proposed urgently writing to all state MPs "strongly opposing any changes to the Charities Act 1978".

Councillors agreed to issue a media release supporting religion, promoting multicultural diversity and opposing any changes.

They'll also write to all members of the Greater Dandenong Interfaith Network about the council's support of the advancement of religion in the city.

"When this bill comes out and charities are hit with land tax, pay roll tax...and are forced to cut back on their services..." Cr Dark said.

"This will cause drastic damage to services in the City of Greater Dandenong.

"The council will then have to fill the gaps."

Cr Jim Memeti said "this community relies heavily on its institutions of worship".

"To take money away from those organisations I think is unfair," he said.

because "there's been no detail of the actual bill that's been presented to parliament."

"It might never actually come to parliament," he said.

"It would be irresponsible to advocate opposing something that we don't have the details of."

Cr Sean O'Reilly said the ideas and the notions that Cr Dark put forward in "we would all agree with, as far as supporting religion and so on".

But he questioned whether councillors knew enough about the topic to form a position.

"If we were diligent we would study what potential changes there would be to those taxes," he said.

"I don't think any of us have studied that really. Should we really be making a decision on it?"

Commuters say they feel safer in the new Noble Park Railway Station.

It opened to the public on Thursday 15 February as the first trains carrying passengers made their way over the new elevated rail between the Sandown Park and Yarraman stations.

Raising 1.5 kilometres of the PakenhamCranbourne train line removed the level crossings at Heatherton, Corrigan and Chandler roads in Noble Park.

Premier Daniel Andrews and Public Transport Minister Jacinta Allan arrived at the new Noble Park station by train to celebrate the opening.

Bollywood dancers, musicians, and a primary school choir added to the atmosphere.

Commuters received backpacks emblazoned with My Noble Park and free apples and bananas.

"There will never be unanimous agreement on any project," Mr Andrews said in response to questions about objections from sky rail's neighbours.

He said buses would still replace trains at times during the coming months as additional work is carried out.

Work on transforming the space beneath the lines, which will include a new dog offleash park, has started and is due for completion mid-year.

Ambi Ambikaipalan has a law practice in neighbouring Ian Street and said traders in the area were thrilled.

"I was watching from day one when they started the work and there could not be a better result for Noble Park," he said.

Kelly, who lives adjacent to the sky rail in George Street, said she'd already noticed a difference in the noise levels from passing trains.

"The noise has reduced a bit," she said.

"We are happy.

"When there was no sky rail there was a lot of traffic over here."

Commuter Daulton, 41, from Noble Park said he was impressed with the new elevated station.

"It adds security. You don't have to go underground. That's a big thing," he said.

"The tunnel used to be really dark in the old station and you'd worry sometimes when you'd walk through it at night.

"Here it will be a different story."

He's noticed a drop in traffic congestion since the boom gates were removed in recent weeks.

More than 275 trains will run along the new elevated tracks each day, carrying about 90,000 passengers.

House fire cause sought An abandoned house in central Dandenong went up in flames on Tuesday 13 February.

Police and arson chemists are working to determine the cause of the fire on Cleeland Street.

It started about 4am and completely destroyed the property.

Greater Dandenong CIU Detective Senior Constable Tony Lavars said the exact cause might never be known.

"The house has not been lived in for some time but squatters have been seen there recently," he said.

Support for the Africans

By Casey Neill “It’s so nice to hear some positive affirmation of the community rather than the constant negativity.”

Rhonda Garad and her husband Ilyas were in the gallery in the Monday 12 February Greater Dandenong Council meeting.

They were among those to applaud councillors’ unanimous decision to declare their support for the municipality’s African community.

“There’s no outcome associated with it, but it’s a positive statement,” Rhonda said.

Ilyas moved to Australia from the Horn of Africa 30 years ago, has a successful business and four children, and is one of the leaders of

the Somalian community in Australia.

Rhonda said the negative coverage of Australia’s African community had been constant.

“It’s very distressing,” she said.

“People often say it’s the last migrant group that always cops the negativity, but I think the African community cops more than their fair share.

“There’s a cruel and negative element.

“It is so unjustified.”

She said many members of the AfricanAustralian community were concerned their children would be afraid to acknowledge their background.

“They want their children to be proud of

their heritage,” she said.

Cr Matthew Kirwan first proposed the stance at the Monday 29 January council meeting, where it received no support.

“I think second time round that majority of councillors realised that it was simply but importantly about recognising that the vast majority of Greater Dandenong - and for that matter Victorian - residents of an African background are not committing these crimes and should not be tainted with the same brush and need our support,” he said.

He said Australian-born youths committed 1462 serious assaults between June 2016 and June 2017, compared to 45 for those born in

Sudan.

Following the successful motion, the council will express its support for the various African-Australian communities living within the municipality.

It will recognise that only a small minority of people from African backgrounds were committing crimes and affirm that those Greater Dandenong residents from an African background were valued and respected members of the municipality.

The council will support constructive state and the federal government actions to reduce crime committed by those from the African community, and better rehabilitate offenders.

Trolleys in token battle of wheels on steel A Greater Dandenong Councillor has declared a war on trolleys.

Cr Sean O’Reilly’s frustration with dumped shopping trolleys hit breaking point on his walk home from the Springvale Lunar New Year Festival on Sunday 11 February.

He told the Monday 12 February council meeting that he encountered three of the abandoned carts in the short journey.

Cr O’Reilly said Springvale was becoming a “shopping trolley wasteland” and suggested a new local law could be the solution.

“I think this council should get hard line,” he said.

“We should have a war on abandoned shopping trolleys.”

He suggested an impound fee and fines might compel supermarkets to introduce a token-for-use system.

Neighbouring City of Casey has a by-law requiring supermarkets to only provide shopping trolleys with coin or token mechanisms.

City planning, design and amenity director Jody Bosman said the council already put notices on abandoned trolleys and contacted the relevant supermarket chain for collection.

They have 24 hours to pick them up, he said, or they face a $50 fine plus an $80 impound fee.

“We’ve had a noticeable problem in Springvale in recent weeks, with Safeway in particu-

lar,” Mr Bosman said.

He said the council had spoken with the store manager and they’d indicated problems with their contractor.

Mr Bosman said the council had set a deadline of Friday 9 February for the store to rectify the issue.

“Enforcement action will commence if necessary,” he said.

Cr Jim Memeti said he’d heard similar complaints about abandoned carts at Keysborough’s Parkmore Shopping Centre.

He said Dandenong Plaza used tokens for its shopping carts and didn’t have the same issues.

“I think we need to replicate it in Parkmore and Springvale,” he said.

Police are appealing for public help following an armed robbery on a security van at Waverley Gardens Shopping Centre.

The circumstances surrounding the incident are yet to be established, but police believe a motorcyclist armed with a firearm held up the van at the shopping centre on Jacksons and Police roads shortly before 8.30am on Wednesday 14 February.

No one was injured during the incident but the bandits took a quantity of cash.

Investigators have been told the man was wearing a blue top and black helmet and fled on a motorbike, which had no registration plates.

It’s official - Greater Dandenong is the country’s most culturally diverse community.

The municipality has long held the Victorian title, but Mayor Youhorn Chea said the latest Census figures revealed it was now in the national number one spot for the first time.

Auburn in New South Wales was previously considered Australia’s most culturally diverse council area.

“The latest census data shows the City of Greater Dandenong has residents from 157 different birthplaces and more than half of our residents are born overseas,” Cr Chea said.

“More than four in five residents in Greater Dandenong have at least one overseas born parent.”

The top birthplace countries recorded in the municipality were Vietnam, Cambodia, China, India, Sri Lanka, Pakistan, Afghanistan, New Zealand and Great Britain.

The latest Census data also revealed that in 2016, more than 70 per cent of residents spoke a language other than English - the highest figure in Victoria and more than double the metropolitan average of 31 per cent.

Widely spoken languages in Greater Dandenong include Vietnamese, Khmer, Chinese, Greek, Punjabi and Sinhalese.

There are almost 2000 Asylum Seekers in Greater Dandenong - the highest of any Victorian Municipality.

Shelter move

Keysborough's animal shelter is on track with its relocation.

The Journal revealed last July that Australian Animal Protection Society (AAPS) had sold its Homeleigh Road site to the Department of Education and Training for use as a primary school.

Manager Natasha Marginis said the shelter had bought land on nearby Perry Road and would build a new centre to open in July.

Greater Dandenong Councillor Matthew Kirwan asked the Monday 12 February council meeting about progress for the relocation.

"A couple of hours ago a resident contacted me via Facebook to inquire why the permit for the new site of the Keysborough Animal Shelter had not been granted," he said.

City planning, design and amenity director Jody Bosman said he'd look into the concerns.

But Ms Marginis confirmed with the Journal that everything was still on track.

"We needed to submit our final plans to council on 9 February, which we did," she said.

"It's now in council's control."

The shelter has been in Homeleigh Road for about 30 years, and a move has been in the works for the past two.

"We saw the residential areas coming up," Ms Marginis said.

The shelter houses about 50 dogs and 200 cats, and rehomes more than 1700 animals a year.

"We're looking to at least double the number that we're able to accommodate now," she said.

LEARNING LINKS GROW STRONGER AT KINDER Kinder kids are getting a head start at St Anthony's Catholic Primary.

The Noble Park school opened its new early learning centre at the start of the school year.

"The standard to our students' oral language was falling with each new intake," Principal Patrika Rowley said.

"We had two very healthy playgroups with people asking us 'why don't we have a kinder?'.

"Our partnerships with the community were strong and we felt that it would strengthen our link to have a flow through from birth to 12.

"This would also assist our parish to make connections with families prior to school."

Then-principal Marg Batt successfully applied for a $650,000 State Government grant and the school chipped in more cash to bring the project to fruition.

Barricaded inside booby-trap house

Magistrate Jack Vandersteen questioned why police took more than two weeks to arrest Kraskov despite his alleged risk to the community.

“There was an unacceptable risk of offending yet they left the premises.”

He noted a personal safety intervention order on behalf of the neighbour wasn’t served until Kraskov’s arrest.

Kraskov’s lawyer argued there were no further issues with the neighbour in the fortnight up to his arrest.

He had significant mental health issues, including persistent paranoid delusions, the court heard.

He believed he had been under surveillance for seven years - including by technology that detected him through the walls of his house.

He was being monitored by passing helicopters and neighbours. People wanted him dead because he was a drug dealer, he claimed.

If bailed, he’d be supported by CISP - treatment that was inadequate for Kraskov’s needs, Mr Vandersteen ruled.

Kraskov had no insight in his illness. Given that and the seriousness of the allegations and prior criminal history, his risk of re-offending was unacceptable, the judge said.

Kraskov was remanded to appear at a contested hearing at Dandenong Magistrates’ Court on 14 March.

By Casey Neill A levy on development is deterring investment in central Dandenong, says Greater Dandenong Council.

At the Monday 12 February council meeting, Cr Jim Memeti successfully moved that the council write to the Premier and Leader of the Opposition.

The letter will re-affirm "the informed and previously advocated position of council" that the five per cent Infrastructure Recovery Charge (IRC) is "a significant barrier to private development in central Dandenong".

It will say that urgent steps are needed to remove or amend the IRC "to realise benefits from recent public investment and to attract more private investment into the activity centre".

Cr Memeti said the levy was deterring people who want to develop in central Dandenong.

"We are telling them that this levy needs to come off," he said.

Cr Tim Dark said developers being "flogged five per cent" was "just unfair".

"It is vital we can secure as much private investment as possible," he said.

The IRC is part of the Revitalising Central Dandenong (RCD) project.

RCD was made possible through a $290 million investment from the State Government.

The IRC came into operation on 1 September 2006 to help the State Government to recoup this investment.

It's to remain in place until 31 December 2026, or until the investment is recouped.

The IRC is based on five per cent of the building works, or the estimated site value of the land to be subdivided, or a combination of building works and the estimated site value.

A Doveton man is fighting charges of stalking a neighbour, lighting a fire that threatened houses and barricading himself inside his booby-trapped abode.

Alexander Kraskov, 44, appeared on video link during a failed bail application at Dandenong Magistrates’ Court on 12 February.

He denies an alleged “course of conduct” that included weeks of racially abusing and throwing stones and glass bottles at the female neighbour and her house in Golden Court.

The terrified neighbour had moved out and put her house on the market as a result, informant Acting Sergeant Greg Pajor told the court.

On 23 September, the neighbour was allegedly awoken at night by the smashing of her bedroom window.

She reportedly saw Kraskov outside, throwing things at her house while taunting and laughing at her.

After she called police, a large fire was allegedly started outside and spread towards her house.

Another neighbour frantically tried to extinguish the blaze while Kraskov allegedly rode a bicycle up and down the street and yelled racial taunts.

Emergency services extinguished the blaze as Kraskov barricaded himself inside his house, the court heard.

Police, believing there were man-traps protecting the front yard as well as the home’s

windows, negotiated with Kraskov but did not risk arresting him.

They left the scene, arresting him as he walked down Rowan Street more than two weeks later.

On his stroll, Kraskov was carrying a marine flare, a metal pole and a large amount of syringes, the court heard.

Inside his house was a form of “man trap”, Sgt Pajor said.

It consisted of an unloaded gun on the floor, which was connected via nylon string to behind the front door.

Bottles of suspected fuel were allegedly found throughout the “filthy” and “cluttered” house.

After the house was given the all-clear by the police bomb unit, detectives seized a crossbow, a martial-arts sword and spear gun from the hallway, the court was told.

Kraskov had drug issues and an “extensive” criminal history including armed robbery, deceptions, handling stolen goods, weapons, drugs, serious assaults and escaping prison, the court heard.

He’d also failed to answer bail and breached suspended sentences, Sgt Pajor said.

“He is an incredible risk to neighbours and the broader public.”

Kraskov applied to be bailed to a close relative’s home in Drouin.

That relative had been victim of an assault and threats from Kraskov and had taken an intervention order against him in March 2017,

LOOKING BACK 100 years ago 21 February 1918 Fine black coal seam discovered at Kilcunda A seam of black coal three feet in thickness has been discovered at Kilcunda by Messrs JS Green and JW Hyslop.

A syndicate known as the West Kilcunda Coal Mining Company has been formed to work it.

The coal is stated to be of excellent quality.

The percentage of sulphur and ash are said to be lower than Newcastle coal.

The absence of iron pyrites is greatly in its favour as a coke producer.

Previously when Kilcunda coal was available it commanded a ready sale for gas, steam, and household purposes.

As there is at present a difficulty in the way of a full supply of coal for southern states being maintained in consequence of the lack of shipping facilities, this seam should be

He moved that steps be taken to have the book withdrawn from schools.

He was supported by Crs Schoon, Jarvis and Hill but was countered by a more moderate motion by Cr Downard that attention of education authorities be drawn to the book.

Cr Downard had the support of Crs Pedder, Twohig, Meehan, Miller, Gately and the mayor Cr P Wagstaff.

Ivan ‘Bill’ Warner has years of civic and voluntary service under his belt and is a City of Greater Dandenong Living Treasure.

He studied engineering and worked as an apprentice and design draftsman before joining the police force in 1951.

There he served as the Police Association president in 1973 and received two commendations for leadership in 1959 and 1970.

He retired from the force in 1983 with a chief commissioner’s certificate for sustained, outstanding and loyal service.

Bill received constant support and encouragement from his wife Gwen, who was an ex-

While stationed in Heyfield, Bill joined the scout movement and assisted her in the role, later establishing his own group in East Preston.

He dedicated time and effort as an administrator in the movement, eventually becoming District Commissioner for Springvale until his retirement in 1987.

Bill was elected a councillor for the City of Springvale in 1969 and was mayor three times, in 1972, 1975 and 1981.

He provided incentives for council staff to attend conferences and seminars outside Springvale because he believed that staff efforts contributed to the overall success of local government.

Bill was the foundation president of the Springvale and District Historical Society and was awarded Citizen of the Year in 1993 for service to the history movement and the community.

Bill was awarded a Certificate of Appreciation during the International Year of Volunteers in 2001 and a Medal of the Order of Australia (OAM) for service to local government and the community in 1984.

Heart of the show

By Casey Neill “It’s a pretty long innings but it’s been good.”

Jack Rae was referring to his 70 years as a Dandenong Agricultural and Pastoral Society committee member.

The society renamed the historic sale ring complex at its Greaves Reserve home the Jack Rae OAM Pavilion on Thursday 15 February.

Mr Rae is a fourth generation farmer, and still runs cattle with his brother Bert today.

Bert, Jack’s sister Thelma, and his daughters Dianne, Judith and Noelene all attended the dedication.

“It is a bit special,” Mr Rae said.

“I was a bit instrumental in asking the council if we could resurrect this.

“To me, it meant a lot.

“How much longer it will be used here, who knows.”

The 89-year-old worked with then-Greater Dandenong Council heritage co-ordinator Colleen Lazenby on the project.

In 1998 the council set her the task of capturing the Dandenong stock market’s history before it closed it down.

Mr Rae helped to open doors for her, the council fearing she’d cop the brunt of ill-will towards the closure decision.

Together they set about saving signage, the sale ring and other relics.

“They were all destined for scrap,” Ms Lazenby said.

Mr Rae opened the building that now bears his name back in 2000.

“Jack Rae knows everybody and everybody knows Jack Rae,” she said.

“His energy is legendary.

“We are all proud to be your friends and colleagues.”

“I’m only a lad,” he said.

“All the men are on the society.”

He was 18-years-old and was intimidated about joining, but took on the challenge.

Another Keys, George, a few years later suggested Mr Rae become the society’s representative on the then-Chamber of Agriculture.

“That was my beginning really,” he said.

“I suppose it’s the relationship that’s been established on the Dandenong Show society

that has kept me as involved.”

He’s served on the committee since May 1948, as president in 1957 and 1985, and is a life member of the Dandenong and Berwick show societies.

He was the Royal Melbourne Agricultural Show ringmaster from 1984 to 1995 and received a Medal of the Order of Australia for his services to primary industry.

MC Graeme Marriott said: “If Jack Rae is in a meeting and he says something, people listen - simple as that.”

Support for cancer mates

By Cam Lucadou-Wells Alan McTaggart felt the time was right to start giving back to fellow cancer survivors.

The illness is years behind the 27-year-old Endeavour Hills operations manager.

But he has jumped into support his high school buddy and Dandenong resident Daniel Margariti taking part in next month’s cancer research fundraiser Casey Relay for Life.

Mr McTaggart has also committed himself to helping Mr Margariti’s patient support group Young Adult Cancer Support (YACS).

“For a long time I’d wanted to give back,” Mr McTaggart said.

“When Daniel approached me, I thought it’s my time to shine and get on board.”

YACS gives young adult patients - who often feel isolated from peers - the chance to meet, talk and go out for fun.

It even reaches interstate, hooking up young people on the messenger app Hangouts.

Mr McTaggart had overcome his illness before reaching young adulthood. But he certainly knows something about the patients’ journey.

At 13, Mr McTaggart was diagnosed with acute lymphoblastic leukaemia. He overcame the illness after two and a half years of chemo.

He remembers the patients who didn’t make it while he was in hospital, and feels fortunate.

“It’s just good to know they (YACS participants) are getting the support they need.”

However, his self-esteem took a hit while he was ill.

His appearance changed dramatically through the hair loss from chemo and the weight gain from steroids.

“I felt behind everyone else. I felt like they were on the bus and I was late to the bus stop.”

Students at his school treated him with kid gloves. Though motivated by kindness, their behaviour made Mr McTaggart more uncomfortable.

“I felt good about that because I was being treated normally again.”

Already shy and self-conscious, he kept to a tight circle of family and friends. His doctor told him if he stayed positive, he’d beat the illness.

“I just wanted to get through it.”

He now has a full-time job, a mortgage and is playing in a band Cloud Castles.

In a way, cancer prepared him for a life in business.

“Because of my illness, I’ve wanted to do things on my own and not rely on my own.”

Kiwi frenzy More than 32,000 people marked New Zealand's national day at Dandenong Market.

Waitangi Day falls on 6 February, the day the Treaty of Waitangi was signed in 1840 to make New Zealand a part of the British Empire, guarantee Maori rights to their land and give Maoris the rights of British subjects.

The market celebrated the day on Sunday 11 February with traditional New Zealand and Pacific street food, live performances and free ta moko face painting.

Home made in miniature

A cracking good day

By Casey Neill Artist Leanne Failla spent nine months creating miniature paper replicas of every object in her house.

Her work is on display with a collection from fellow artist Llawella Lewis at Heritage Hill’s Benga House in Dandenong until 15 April.

Ms Lewis used drafting film to create small ceiling roses and other decorative features from around the home.

“The inspiration is from interior architectural details from the houses that I live in now or have lived in throughout my life,” she said.

“One of the works is a pattern from my carpets where I live now.

“One is from the screen door, which is actually really common in Australia houses.”

She took inspiration for an art deco ceiling panel from her childhood bedroom.

“It was removed with renovation,” she said.

Ms Lewis tried to track down the design, and recreated it from research and memory.

“They’re recreated in a different scale often,” she said.

“They’re made out of drafting film and they’re all cut, folded and sewn together.

“The process I use relates to domesticity as well."

Ms Lewis could see the connection between her and Ms Failla's works and welcomed the chance to exhibit in Benga House, which was

Ms Failla said a lot of her work was about events.

“I like to explore how an object is involved in making events happen,” she said.

“With this work it was about trying to create equalisation of all of the objects in my house, that’s why they’re all at the same scale.

“They’re all the same watercolour stock.”

She teased out the concept but didn’t quite achieve her initial aim.

“I read some of them as being more important than others,” she said.

“We put a lot of our own memories and things into these objects and how it is that they’re important in our lives.

“It makes you think about what it is that we sacrifice to have a lot of stuff around us I guess.”

A tree crushed three cars in Springvale South during wild winds on Wednesday 14 January.

Greater Dandenong SES unit controller Shane Bolton said the tree fell at a factory on Fiveways Boulevard.

"It took us about two hours to clear the job," he said.

"We had to be careful not to cause any further damage to the vehicles."

Mr Bolton said the crew also received calls to assist with other fallen trees, and some building damage.

"We got about eight jobs I think, so we got off pretty easily," he said.

Safety slow-down in Dandy Drivers are being slowed to 40 kilometres an hour in central Dandenong to save pedestrians' lives.

The affected areas include Dandenong Plaza and Dandenong Market, Dandenong Hospital and Dandenong High School.

The existing 40km speed limit outside Dandenong Hospital on David Street extends to Stud Road, and the 40-zone outside Dandenong High on James Street extends to David Street.

The 40-zone on Princes Highway and Lonsdale Street now runs from 8am to midnight seven days a week.

VicRoads will also install raised pavement at key intersections to increase pedestrian crossing visibility and provide better access for those on foot.

Tea Time: an exploration of Australian suburban pastime is on display in Laurel Lodge at Heritage Hill Museum and Historic Gardens in Dandenong.

Our House is on display in Benga House at Heritage Hill until Sunday 15 April and features work from two emerging artists exploring ideas about domestic life.

Llawella Lewis uses drafting film to create small ceiling roses and other decorative features from around the home.

Leanne Failla spent nine months creating miniature paper replicas of every object in her house.

Cracking day kicks it off The 26th annual Springvale Lunar New Year Festival was a hit.

Thousands of people flooded central Springvale on Sunday 11 February to watch multi-cultural performances, enjoy international cuisine and welcome the Year of the Dog at the Springvale Asian Business Association (SABA) event.

Lion dancers, fire crackers and confetti kicked off the day, and a fireworks display brought celebrations to a close.

Bears upstaged Bloods

By Nick Creely Suited perfectly to the Twenty20 format, Berwick's vast array of experienced champions and talented youngsters meant they were always going to be a tough side to defeat in the tournament.

And in Wednesday evening's Dandenong District Twenty20 grand final at Arch Brown against one of the Bears' greatest rivals in Springvale South, they claimed their first piece of silverware for the season in what will be a season defining week for many reasons.

Skipper Matt Chasemore won the toss and elected to bat, with Nathan Pilon and Jordan Cleland opening up proceedings.

There were some danger signs early in the piece that a colossal total was on the cards, with the pair swiftly crunching 40 runs unbeaten off the first six overs.

As expected, the Bloods were always going to have their moment and find a way to peg the Bears back, and eventually quick Tim Ford (2/32) found the answer, removing Cleland (29) caught behind with the score 1/49.

The momentum well and truly had shifted, with leggie Malinga Bandara (2/38) spinning a web through the dangerous Pilon for 28, before Dandenong champion and Bloods skipper Brett Forsyth (2/28) trapped Ryan Williamson in front not long after without troubling the scorers.

At 3/64, Chasemore (45 off 31 balls) and marquee Blade Baxter (37 off 25) consolidated the ship briefly, riding out some tight bowling from the visitors, before launching an attack.

The pair did a fine job of rotating the strike, and with four overs left in the innings, set a decent platform at 3/115.

Baxter, in particular; starting looking for the ropes regularly and was able to crunch three maximums over the rope before he eventually holed out to Bandara, and a late flurry by Jarrod Armitage (11 off 9) and Chasemore; who played a fine hand for his side; lifted the Bears to a competitive 7/156 off their 20 overs.

But with the likes of Forsyth, Craig Slocombe, Nathan King and reigining Wookey winner Steven Spoljaric, it seemed like the Bears could have been 10 to 20 runs short.

Gun quicks James Wilcock (3/16) and Armitage (1/29) struck gold early, with both King (15) and Forsyth (1) swiftly removed without damage done.

The looming threat of Spoljaric kept the Bloods afloat, and cameos by Slocombe (18) and Andrew Staude (20) had the visitors well and truly on track.

But despite Spoljaric's (56) best efforts once again, the Bears; through the likes of Chasemore (2/22), James Wilcock (3/16) and Baxter (2/20), rallied to restrict the Bloods to 8/135.

It gives the Bears their second DDCA Twenty20 title, in what is a positive start to the week.

"It was just an expectation that we were going to win; I told them at the start (of the tournament) that if I'm going to lead (the team), I'll pick teams to win," Chasemore said after the match.

Chasemore was full of praise of his squad, which blended some of the emerging players at the club with some of the most seasoned local players in the state.

"My theory on experience is not exactly how many games you play, but how fast you're prepared to learn, and I spoke to younger blokes like Cory Bevan, Jordy (McDonnell), Daz (de Souza) and Jordan Cleland and explained their role, everyone needs a role, and they did it well," he said.

"With myself and Nathan Pilon in the team, I guess you're always going to post a total that's competitive, but along the way we had blokes chip in and make runs or take wickets.

"Our marquee player (Baxter) is also one of the better players in Victoria, to be honest, so to have someone like him in the mix was great."

While Chasemore believes Springvale South have one of the best local sides he has seen, a strong belief of his systems and never taking the foot off the pedal in pursuit of victory was a catalyst for the win.

"Nerves and pressure is not something that crosses my mind, I don't see why I've got anything to worry about; 156 was definitely enough for us to make because we can bowl

teams out for nothing," he said.

"If you do all the work, and tick all the boxes, you've got nothing to worry about.

"In Twenty20 cricket, you still need to take the 10 wickets; if you solely go in trying to save runs, you can't do that.

"At times last night, I brought fielders in and had three out even in the non powerplay overs.

"It worked, and some people made little comments, but I'm not there to save the game, I'm there to win it.

"We attacked, and starving Spolly of the strike in the second half of the innings was just perfect; It comes down to good fields, the leader having knowledge, and star bowlers executing, which they did."

Darling on comeback trail

By Nick Creely Aaron Darling will be entering this year's TAC Cup season hell bent on making up for lost time.

One of the hard luck stories of the 2017 AFL draft, Darling, 19, will return to the Dandenong Stingrays as a top age player in 2018 after recovering from a full knee reconstruction that ruined his 2017 season.

Darling told the Journal his body is "100 per cent" heading into Round 1 against Geelong Falcons on Sunday 25 March, but won't be rushed back in unnecessarily.

"I'm kind of just ticking all the boxes and not really having my sights set on anything; it's clearly good to have a goal at the end, but I just want to tick off each box as I go and see what happens," he said.

"I've been back at full training since the start of December so I've picked things up again really quickly." dandenong.starcommunity.com.au

The creative forward is also fully over missing out on the draft, even though he was part of the AFL Academy, but said he expects to mix some TAC Cup football with some VFL games as he pushes a case for an AFL spot in 2019.

"I kind of knew coming into the draft that I didn't have a great chance of going, and I hadn't played much of late, so I'm just really excited to play," he said.

"I think the club will try and push me through the VFL early, either with Frankston or Casey, and hopefully push on from there.

"I just really want to play footy."

But Darling said he's learnt a lot from a year on the sidelines, saying he has found a new perspective on how to look at the game.

"Even looking at football from a coaching side of things last year really helped, and I know my body a lot better now, so yeah, I definitely learnt a lot along the journey," he said.

Knockout blow by Hawks

By Nick Creely Berwick’s season is over, and Hallam’s is only really beginning.

That was the consequence of the Bears’ hard fought loss to the Hawks on Saturday, as the Turf 1 top four is finally set in stone with just one round left to play.

While there were always going to be fleeting moments of momentum with the ball, the Bears simply didn’t make enough runs on day one, and all the Hawks had to do was grind it out, and capitalize anytime the visitors strayed off a length.

Resuming play at 0/13, the Hawks’ most experienced opening duo Ben Hillard (37) and Leigh Booth (38) were tested; as expected; but rode the tough wave early to set the home side on the right path. Both rock solid in defense, eventually Jarrod Goodes (2/47) found the spark, removing both Booth and the dangerous Jagveer Hayer in consecutive balls, both with excellent deliveries.

It brought the Hawks to 2/61, and with a sniff of restricting them under their first innings total of 163. As he has for most of the season, Jordan Hammond (16) looked fluent, and combined with Hillard, managed to steady the ship before James Wilcock (3/56) entered the fray. In a tense spell, that had its moments of fierceness, Wilcock prized out Hammond, Kevin Kean (1) and eventually Hillard; trapped LBW; and suddenly the Hawks were falling apart with the score 5/95.

But a steely resolve; one that will see the Hawks now enter finals as a genuine threat; saw Ryan Hillard (22 not out) rearguard the chase, and combined with Vishal Thind (36 not out), put on 47 ice cool runs to steer the home side to a result that has now shaped the season.

Sky is the limit for one fast birthday girl

By Mick Floyd Group 1 National Futurity winner Blue Sky Riot celebrated her second birthday in style at Sandown Park on Thursday when scoring an impressive victory in the fastest time of the night. And what better way to celebrate than to stop for ice cream on the way home.

“I always stop at McDonalds on the way home from the track, the dogs love the soft serve. It’s her birthday and she went super so I might get her an extra scoop,” said winning trainer Anthony Azzopardi.

Returning to the track for the first time since running fifth in the group Laurels in December, Blue Sky Riot began fairly but mustered quickly to be a clear second behind Princess Pout through the first turn.

The pair soon put a gap on the chasing pack, before Blue Sky Riot swept past Princess Pout to score by half a length in 29.55.

The time took two lengths off her previous best at the circuit.

It was her seventh in 14 career starts, and despite having already chalked up city wins at Sandown, the Meadows and Wentworth Park and almost $100,000 in prize money, Azzopardi will bypass the rich Group 1 Australian Cup series and will instead target the age-restricted Richmond Oaks, the heats of which will be run on 2 March.

“She’s really matured over her last few starts and is turning into a really nice dog,” he said.

“But she’s still only had a handful of starts, so for now I’ll try and keep her to her own age and sex. The Oaks will be a nice race for her.”

Earlier in the night, Carly Feltham-Palmer claimed her first metropolitan win when Cosmic Tilly broke through for a well-deserved win.

Meanwhile, Andrea Dailly continued her phenomenal start to 2018 landing a winning treble to take her number of full stake metropolitan winners to 24 from 12 meetings conducted this year.

Earlier this month female trainers at Sandown began their annual celebration of their involvement in the sport with the heats of the Judy Hayley Memorial.

One of Australia’s prominent trainers, Angela Langton, said the series is a great opportunity to remember the life of someone who was so special to the industry.

Judy Hayley was a Melbourne Cup winning trainer who lost her battle with cancer in 2012.

“Judy was such a wonderful person and very well known in the greyhound industry as she was very successful,” Langton said.

“I think when the industry loses somebody special like her, it’s great to be able to celebrate and remember her as a person.

It’s really good to have a series like this every year - it’s something we all look forward to.”

The Judy Hayley Memorial series is open to greyhounds who have not yet registered a city win.

When you’re on to a good thing . . . no need to tell Mazda that, the company, line with its Kodo - soul of motion - philosophy in which colour is a prime element of form, has splashed out on a new exotic exterior colour for its popular Mazda3.

This follows the success of Soul Red Crystal in the top-selling CX-5 SUV. Since its debut, the colour has proven a fast favourite with customers, with around 22 per cent of CX-5s sold being in colour.

Unfortunately, our test vehicle, a Mazda3 Maxx hatchback, was blue, so lacked some of the ‘soul’ imparted by the new hue. Not to worry. The mid-range model at $24,890, plus on-road costs, had much to offer.

The Mazda3 range covers six models, all in hatchback and sedan, with two petrol engines, plus six-speed manual or automatic transmission.

In a congested car market it takes more than keen pricing to climb above the crowd.

Nobody knows this better than Mazda, so ignoring the above, the design of the latest Mazda3 is hardly soulless.

A new front grille adds a touch of aggression. Mazda tells us the lower positioning of the Mazda badge and number plate holder hint at a lower centre of gravity. So there.

There’s a newly-designed rear bumper stands for stability.

Quite rightly, the driver remains the main focus of the cabin, although other occupants are not treated as second-class passengers.

Meters have been simplified, a new steering wheel added and USB inputs have been moved to the centre console.
