Rachael’s recipes hit the spot CREPE RECIPE Makes 12 Ingredients: 1 cup of plain flour 2 teaspoons of sugar 240ml milk 2 eggs 200ml cream 50ml milk 200g dark chocolate 20g cocoa powder Raspberries Strawberries Method: CREPE BATTER 1. Sift the plain flour into a bowl. 2. Add the sugar, milk and eggs. 3. Stir until the batter is free of any lumps and smooth. 4. Place a crepe pan or frypan over a medium heat and brush with some melted butter. 5. Once hot enough, pour in approximately a ladle of batter to the pan. Turning it as you go to get an even coat of batter. 6. Cook crepe for 1 minute either side using a metal spatula to turn. 7. Transfer to a plate and cover with foil to help keep them warm while cooking the rest. 8. To assemble fold the crepes in half and then in half again. You can then place the strawberries and raspberries on top or tuck some into the crepe as well. 9. Drizzle with some of the chocolate sauce. You can add a dollop of whipped cream or try with some vanilla ice-cream. Maybe try with different fruits. Serve and enjoy. CHOCOLATE SAUCE 1. Place the cream and milk in a saucepan over medium heat. Bring it up to heat but do not allow to boil. 2. Remove from heat and stir in the chocolate and cocoa until smooth. 3. Set aside to cool.

Beside it lies a pond covered in lilypads and other protruding plants which ripple and sway with the movement of the water from a cascading waterfall above. The ground-breaking dry garden design means the garden requires little to no water, and yet it is filled with the brilliance of camellias, gerberas and magnolias. It is however, 86-year-old Rosemary Simpson’s passion for her camellias and her garden that shine above it all. When asked about her favourite part of the garden, Ms Simpson simply said she enjoyed sitting by the top waterfall and listening to its delicate sound. “I like sitting near the cascade at the top pond, looking at the water and hearing it run; there’s a lot of frogs and beautiful little sounds, all of which are quite wonderful and humbling,” she said. Lubra Bend will be open from 11am-3pm on Thursday 5 October, with guided tours at 11am and 1pm. Entry is $20.

Secret Gardens of the Dandenong Ranges tour guide, Eddie Wasbutzki, believes that having the secret gardens
enables visitors to build life-long friendships. “You get people from all walks of life come together and they all have one thing in common, and that’s their love of gardens,” he said. A not-for-profit community event, the concept sprouted through the dedicated work of the Dandenong Ranges Tourism Network. President of the Dandenong Ranges Association, Mary Wiking, believes the privately owned gardens will enhance tourism in the area. “Given that the population of Melbourne is exploding, not many people know about the Dandenong Ranges,” she said. “This gives tourists an opportunity to
see treasures of the Dandenong Ranges.” Ms Wiking believes the success of the previous garden shows it can enable the Secret Gardens of the Dandenong Ranges to become a brand for the future. “We have had a large number of visits from tourists in previous years,” she said. “With previous success, we are trying to build a brand that people are aware of for the future.” Tickets are limited (only 50 places each day), with single-day packages priced at $135, which includes transport, garden entry, meals and refreshments. A feast of flowers is shown off By Derek Schlennstedt Upper Yarra Valley Garden Club Open Gardens Weekend is taking place again this year to show off the spectacular spring colours in the Upper Yarra Valley. The yearly event is held on the first week of October and this year six Upper Yarra Valley gardens are featured. From Don Valley to Warburton, the open gardens offer a journey through the Upper Yarra Valley full of spring splendour. Garden lovers can wander through the blossoming spring flowers and take in the unique garden designs and layouts. Kevin Hince, president of the Upper Yarra Valley Garden Club, said all the gardens featured were diverse in both their layout and the flowers they had on display. He said all members had been working hard to organise the event which is only held once every year. “There a variety of different gardens and all are very interesting ... at this time of the year many have azaleas, rhododendrons, magnolias, a lot of leaves coming onto trees, some blossoms around,” Kevin said. “It’s just a great day out for families.” All the garden owners look forward to the event which allows them to show off their labour of love. One such garden is located in Launching Place on Glenview road, and is owned by Gaylene and Peter. Predominantly native bush when the couple bought it, they have since

Keep Valley fruit fly free By Peter Douglas The Queensland fruit fly (QFF) is a devastating horticultural pest. Historically, from Queensland and NSW, it has recently been found in areas of northern Victoria. The Yarra Valley does not have QFF. We need to protect Yarra Valley horticulture, commercially, in small scale productions, and in urban gardens. The female QFF lays her eggs in fruit and some vegetables, damaging them and causing rot inside while the eggs mature into larvae, making the produce inedible and unsaleable. The fly’s lifecycle continues when the larvae move into the ground, pupate, and later mature into adult fruit flies. Fruit fly populations can increase very quickly. The damage can extend into neighbouring properties, or even across the region. The Yarra Valley is a valuable, ‘fruit fly free’ horticultural production area and is home to great edible gardens - both worth protecting! Forewarned and forearmed: We need to: * Prevent QFF being carried in to our properties and our region. The risk is the hidden larvae in fruit because they’re hard to see; * Harvest regularly, and clean up all ripe fruit from the ground -
so as to not attract fruit fly; * Remove unwanted or unmanaged plants that are likely QFF hosts. This includes blackberries, rogue fruit trees, and plants that are too large to easily harvest the fruit from. By carefully looking at our fruit, and monitoring pest incursions with early detection traps, we can be prepared to ‘quickly respond’ if there is an incursion, by killing the pest with baits and traps. If you have any suspect infested fruit, it needs to be heat treated or frozen to kill the larvae. Microwaving or solarising the fruit (in a sealed bag in the sun) are effective treatments. Treated produce can be later disposed of in the rubbish bin. Composting is not recommended. Forefront of food revolution By Derek Schlennstedt It’s a food revolution in the Dandenong Ranges and The Hills Food Frontier (THFF) in Tecoma is at the forefront of it. THFF is a volunteer-based group that inspires, mobilises and equips the hills community to choose, grow, share and eat good food. Their latest project has just come to an end with the construction of a food forest. Using permaculture principles, the food forest has incorporated edible shrubs, companion plants and a diverse
group of vegetables and fruits. “The Hills Food Frontier wants to make ugly places beautiful by growing food,” president, Shanti Mclaren said. Over the past year volunteers have been working hard to construct the sophisticated design which ensures the three by 15-metre section of garden is built as efficiently as possible. Michael Johnson, owner of The Basin Backyard helped the group to maximise usage of space. “It’s about making maximum use of the limited amount of space available so we can fit as many fruit trees as pos-
sible ... one of the best ways to do this is to have an espalier,” he said. “We put in six varieties of fruit and in the future with grafting we can turn six into 18.” “At the moment it’s fantastic but in the future it’s going to be spectacular the amount of produce that will come out of the limited space will be really impressive.” The addition of the organically grown food forest to the flame garden will help promote food security in Tecoma and provide access to healthy free food and education for those who need it.
The Hills Food Frontier also has a free food cupboard which is part of their Food is Free Tecoma program where the produce they get from the community garden goes towards the community and people who need it. “There are 700 people that are homeless in the Yarra Ranges,” Fay Webster who is part of the Tecoma Uniting Church said. The food forest utilises the flame garden situated at the Tecoma Uniting Church and has grown over the years from a simple community garden to a fully-fledged food forest. Ros Carter, a volunteer with the
THFF, said there were still plans to make it bigger and better. “We grow all kinds of vegetables, spinach, lettuce and beetroot - any kind of vegies that we can grow really,” she said. “We’re going to work on the understorey; berries and that sort of things ... create a little microclimate as part of the flame garden.” “All the food grown is collected by the community or placed in the food cupboard.” You can learn more about the group on wwww.thehillsfoodfrontier.org.au.

CFA chief officer Steve Warrington says they want everyone to have a safe and enjoyable spring, so they’re asking the community to take a few simple safety precautions before they kick back and relax. “It’s vital to check that your barbecue’s gas cylinder, hose and connections are working properly,” he said. “Summer is on its way and we are about to enter the peak period for barbecue use. “If the connections on your barbecue are loose, the hose has perished or the cylinder has been damaged you could be putting your loved ones at risk of serious injury or even death.” MFB Assistant Chief Fire Officer Martin Braid said checking your barbecue was quick and easy to do and most barbecue fires could be avoided if a little more care was taken with the use and maintenance of gas barbecues. “You can check the hose and regulator connections are safe by spraying them with soapy water,” he said. “Bubbles will form if gas is escaping. If you’ve got any doubts about the connections, turn off the gas and replace the connection or contact a licensed gasfitter. “You should leak-test the connection to the gas cylinder every time you connect it. And remember, a barbecue should not be left unattended.“ To ensure your barbecue is safe: If a fire occurs, don’t try to extin-

Keep garden growing fire-wise Fire. The word resonates with residents throughout the Yarra Ranges and can bring back memories of Black Saturday and Ash Wednesday. Each year in spring, residents in fire-prone areas clean up their gardens and remove plants to reduce the risk of fire. But, just because you may live in a fire risk location, does not mean you have to sacrifice a bright and welcoming garden. The Ash Wednesday Bushfire Education Centre (AWBEC) in Cockatoo has constructed an interactive fire-wise garden to prove not all fire-wise plants are dull and boring. “No plant is fireproof, and all will burn but some are more resistant to heat,” Graham Simpson, chairperson at AWBEC, said. The new fire-wise garden is designed to help educate the community on how to implement a fire-wise garden and reduce loads. With pebbles offering much more resistance than flammable mulch and various small but bright plants, the fire-wise garden offers a perfect example of how to beautify and reduce fire risk around your property. “It’s to pick plants that don’t readily ignite, what this firewise garden does is that it has signs with a QR code, which will take you to the CFA website which can tell you if your plants at home have a low or moderate fire risk,” he said. “These plants are all designed so they don’t touch each other, so the fire can’t jump to the next one.” All the plants at the AWBEC fall into the low to moderate fire risk range and many are native indigenous plants, which are perfect for attracting wildlife and birdlife to your backyard. Some of the plants include winter delight grevilleas, birthday candle banksias, bright and colourful lily pillies, and succulent red kangaroo paw. Graham said it was not difficult to create a firewise garden and that anyone could do it with plants readily available and reasonably priced.

Annette Moore, whose sheep were set upon by dogs in September 2015, said she would be taking extra precautions with her sheep after the latest attack. “Peter is devastated and so are we, because it brought back all the memories of our last experience,” Annette said. “We didn’t leave our property for 33 days last year because we didn’t think they were going to be safe ... we’re going to have to lock ours up and we’ll always be fearful that the dogs may come back.” A domestic dog was identified as the culprit for the 2015 attack, but Monbulk police are unsure if the recent attack was due to wild or domestic dogs. Senior Constable Mark Lancaster said in the previous 12 months, there had been no known cases of wild dog attacks.
He aid it was the responsibility of all dog owners to ensure their dogs were secured at night. “There haven’t been any cases in the last 12 months, not that we are aware of ... the owners of all dogs have a responsibility to keep them secure at night.” Peter and Annette believe the offenders were domestic dogs. “I think they are domestic dogs, half of our property is bush and we’ve never seen stray dogs in the 38 year we’ve lived here,” Annette said. Peter said of his 36 dorper sheep, four ewes, two rams and eight lambs remain, with the lambs still requiring milk from their mothers. “They’re all calling for milk, but there’s no mothers to feed them,” he said. “I’m just numb; I don’t know what I’ll do.” Anyone with information is urged to contact Monbulk police on 9756 6266.

A pack of vicious dogs has mauled a flock of sheep in The Patch, killing 22. Of a 36-strong flock of dorper sheep, 11 were found dead and another 11 had to be put down due to the severity of their injuries. For many locals, the attack has brought back memories of previous incidents. The Patch is a known area for dog attacks. In early 2016, one goat was killed, while in the same month another 10 sheep were mauled. Peter Quinn, owner of the sheep that were attacked, said he awoke in the early hours of Tuesday 26 September to calls from his neighbour that a fox had gotten one of his lambs. It was only upon going into his paddock that he saw the “utter devastation”. “I went down in the morning to feed another lamb whose mother had died and to see about the
fox and I looked down and there’s sheep everywhere,” he said. “They were all covered in mud.” Peter, who is colour blind, mistook the bloodcovered sheep for mud and it was only on taking a closer look that he noticed that many of his sheep were severely injured. “There were two stuck in the fences, another was injured with her ear all gone and I had to put her down ... some of the lambs had been ripped apart ... it was just morbid,” he said. “As far as I can tell, they herded them into the dam and ripped them apart in there ... they must have torn one of the sheep’s udder open, because the dam was full of milk. “I realised quickly that I had a massacre on my hands.” The attack has devastated Peter and the community on George’s Road, with neighbours only metres away having experienced similar attacks

Partners in funding Community groups and organisations will be able to apply for up to four years of funding under Yarra Ranges Council’s upcoming Partnership Grants program. Applications will be open to organisations and groups delivering programs, services and festivals in the region, from Sunday 1 October. Dandenong Ranges Emergency Relief Services (DRERS), which provides emergency relief and a drop-in centre in Belgrave, was one of the recipients of the 2015-’18 Partnership Grants funding. DRERS Manager, Tania Bevan, said about 400 people drop in to DRERS annually to access services directly, but each interaction with a resident had a flow-on effect to others. “When we help a family, who may then assist a neighbour, indirectly, we know it affects more
people than just the presenting client as part of the community,” she said. Ms Bevan said the funding allowed the organisation to employ a part-time manager to oversee programs and assistance. “We help our community by providing a nonjudgemental place for them to come and talk about what they need assistance with,” Ms Bevan said. “The main forms of assistance are food, food vouchers, pharmacy vouchers and helping people with bills. Ms Bevan said her advice to new grant applicants was to break down the project into ‘little steps’, while filling out the application and to be clear about the details. For over 20 years DRERS has been servicing the Dandenong Ranges community, helping those less fortunate with food, emergency relief and much, much more.
An enduring service in Belgrave will celebrate 20 years of delivering emergency relief services to the hills community. On 3 October, the Dandenong Ranges Emergency Relief Service (DRERS) will recognise two decades of offering help and support to those less fortunate. And of course the 20-yearold organisation has gone from strength to strength since its inception, which creator pastor Frank Watson attributed to the incredible work of volunteers. Pastor Watson said that he never thought it would grow to what it is today. “You don’t envisage anything like this, you start something off and you think this is what I want to do and should do, but to see it grow like this is incredible.”
“It's good volunteers, good ethos. Tania is brilliant as the co-ordinator but I think it’s the whole atmosphere, it’s a fun place to be - just have a look at the faces of the volunteers and you can see they enjoy coming here, they all have the same passion as I have, same desires and it just grows, it can’t do anything else but grow.” DRERS offers support to people who are homeless and disadvantaged. That support comes in the form of food, food vouchers, payment of prescriptions, clothing vouchers, assistance with paying bills, advocacy, referrals and crisis counselling. Burglar y, theft up By Derek Schlennstedt Burglary and theft have continued to increase in the Yarra Ranges, but the overall crime rate has fallen. Fresh new data released by Victoria’s Crime Statistics Agency on 28 September shows that for the Yarra Ranges the crime rate per 100,000 people fell by about 3 per cent in the last financial year, but that crime such as burglary, theft and drug use have risen. State Liberal Member for Eildon Cindy McLeish MP is concerned not enough is being done to stop the increasing rate of theft and burglary in the Yarra Ranges. “Despite a small decrease in crime
across the state, it is continuing to rise across key areas such as burglary, robbery and theft.” “Daniel Andrews is failing to address these crimes with property and deception offences increasing by 16.47 per cent since his election,” Ms McLeish said. In the year ending June 2017, burglary has increased 14 per cent from 644 to 734 offences in the Yarra Ranges with theft also increasing by 2.3 per cent. In Healesville, burglary has risen by 17.9 per cent in the last year from 39 offences to 46 while theft has risen 28.7 per cent from 108 offences in
2016 to 139 offences. Theft in Warburton has risen 50 per cent from 28 to 42 offences in the last year, and in Woori Yallock it’s much the same with theft having risen from 25 to 41 offences - a 65 per cent increase. In the Dandenong Ranges, the story is a bit different with suburbs like Belgrave experiencing a downturn in crimes such as robbery, as well as crimes against the person which is down from 28 to 12. But theft remains high, and in Belgrave there has been a 26.3 per cent increase from 57 to 72 in the last year. Monbulk, though, is bucking the

trend and is one of the few suburbs which have experienced a considerable decrease in theft from 60 to 37, a decrease of 38 per cent. Ms Mcleish attributed the increase of theft and burglary to the opportunistic nature of the crimes. “The worst thing about theft and burglary is the often indiscriminate nature of the crime ... anyone can have something stolen at any time.” “It is very easy for opportunistic criminals to target unlocked cars and garages, but what is more concerning is the often brazen nature in which criminals break into local homes and businesses,” Ms McLeish said.
Operation Balance has wound up after netting a number of road users. The operation, run by Cardinia Patrol, focused on roads within the Cardinia Shire Council in the month of September. The operation utilised marked and unmarked police bikes and motor vehicles to provide a highly visible police presence and to act as a further deterrent to speeding drivers, or high risk behaviour. Operation Balance focused on road users such as motorcyclists, who were primarily using the roads that connect the Upper Beaconsfield, Pakenham, Emerald, Cockatoo, Gembrook and Launching Place areas. In a Facebook post on Eyewatch, Cardinia police stated that 'over the course of the winter period, rider skills deteriorate through lack of use and riders are more prone to making mistakes on these identified high speed rural roads.’ A total of 1211 drivers were breathtested, and 315 overall traffic offences were recorded, 10 defective vehicle notices were issued and two vehicles were impounded for improper use and unlicensed driving.

A family of four from The Patch who followed in the footsteps of Burke and Wills are performing their self-written show that tells the untold story of the tragic Burke and Wills expedition. In what’s considered one of Australia’s most renowned colonial tragedies, Robert O’Hara Burke and William John Wills left Melbourne in 1860 to travel to the Gulf of Carpentaria. A tale of true grit and survival, its legend is well-known to Australians; but few know the story of the expedition’s sole survivor John King. Though, that sole survivor’s fascinating story is now being told in husband and wife Simon and Tina Storey’s self-penned play performed by the entire family.
Having retraced the expedition of Burke and Wills as a family in May this year, there are few others more qualified to re-enact the famous expedition north. “We kept coming back to Burke and Wills because everyone knows the story and the names, but hardly anyone knows about the story of John King,” Simon said. “The more we read about it, the more we thought we need to give this person a voice.” Simon, Tina and their 14-year-old daughter Amelie all act in the play, while their nine-year-old son Sam works as the stage manager. The Department of Environment, Land, Water and Planning have urged residents in rural areas to take care as snakes become more active in the spring months. Senior Scientist from the Department of Environment, Land, Water and Planning (DELWP)’s Arthur Rylah Institute (ARI), Nick Clemann, said “Recent warmer weather has brought some snakes out of their winter hibernation.” “People might be surprised to see snakes out this early in the year, but it’s not uncommon for them to be seen in August,” Mr Clemann said. “Even before spring arrives, snakes will be starting to emerge from their winter retreats.” “Snakes are more common around the urban fringe or in rural parts of Victoria, but they can also be found close to cities and towns, particularly around watercourses and parkland.” “Tiger snakes and lowland copperheads are the most frequently encountered snakes near the coast, while Eastern brown snakes are more common in drier areas.” In some areas red-bellied black snakes are also common.” Though Mr Clemman said it was rare for these snakes to bite people, he said that “they are all dangerously venomous.” “People often assume that snakes won’t be around at this time of year, but depending on where people live they could encounter a snake while walking the dog, cycling, bush-walking, gardening or visiting parks,” he said. “Be aware that snakes may be around, and be informed on how to react to them.”

It was roughly one year ago that David and I sat down to do the responsible thing and fill out our census forms. We all have responsibilities that come from living in a great place like Australia; to vote at election time, act as a juror in the courts when called upon and, yes, to sit down every five years and complete the census. Lucky for us, we both received the paper version so the online census glitch did not affect us. Over a year later, we now have a
chance to look at the Yarra Ranges, our nation and what makes us tick. The census is conducted by the Australian Bureau of Statistics to take a snapshot of our society every five years. The information collected helps local, state and federal government organisations plan for the future when it comes to infrastructure builds and service delivery such as education and policing. The census also enables us to look at the changes in our valley over the last 10 years. That was before everyone was talking about the NBN and broadband had recently replaced the old dial-up. Ten years ago 64 per cent of Yarra Range’s households were connected to the internet either by line or other means. By 2016, that has jumped to 83.9 per cent, which is higher than Melbourne’s average.
We are so much more connected to technology than ever before with our smartphones and apps. The Yarra Ranges’ spiritual beliefs are predominantly Christian, with 50.3 per cent of the population. Roman Catholics were again recorded with the most followers at 18.2 per cent, Anglicans second with 10.8 per cent of the population. The most common language spoken in households other than English was Italian. The 2016 census showed that India was the most ticked country of birthplace outside Australia by Victorians but in the Yarra Ranges the United Kingdom was the most common response followed by New Zealand, the Netherlands, Germany and Italy. I was born in the UK and immigrated to Australia like many others at that time.
Time of their lives at the expo The 2017 Yarra Ranges Seniors Festival will be holding a Time of Your Life Expo, starting with music and information stalls at Upwey’s Buminja Cultural Centre from 5pm to 7.30pm on Wednesday 4 October. Sing Australia, Ian Green, the Ukuele Band and the Skylark Band will perform in the Skylark room. The venue’s foyer will host information stalls about fitness, men’s centres, men’s health, community and neighbourhood houses, U3A Probus, local clubs, businesses and carers’ networks. Yarra Ranges Mayor, Cr Noel Cliff, said the aim of the evening was to show residents they could have the time of their lives after 50. “One thing that we more mature residents know is that age is no barrier to having fun,” he said.
Popular performer Deborah Conway will entertain local audiences. “The Seniors Festival is a chance to connect with other elders in the community and have a good time at a range of different events.” The Dandenong Ranges Music Coun-
cil’s New Horizons Band will perform short sets over the evening, inviting festival goers to join the performance with a number of instruments. From 7.30pm, Deborah Conway and Will Zygier will perform songs and tell stories about the maturity of life. Cr Cliff said the festival was a way of the seniors getting involved in a range of activities within the community. “There are so many clubs and services in our community that our senior residents can get involved in and we wanted to showcase a few at the Time of Your Life Expo and the Seniors Festival,” he said. To be perfectly frank, if we wanted to really get in and make money ... it would’ve been very easy to do something in the city, build two or three buildings and move on. “I’ve got a background of dealing very sensitively with heritage buildings. Shannon is very good at hospitality. “My concern is if we can’t get his last shot up and running, and we walk away ... then I really hate to think about what will happen.” Mr Garrison said the site was subject to constant vandalism. “We’ve got vandals coming in
all the time. Several times a week, the bakers have to go down in the middle of the night to try to get rid of people. We’ve got alarms going off in the middle of the night. “If someone leaves it open, there is a risk of fires and other damage to the building, which would leave it irreparable.” He added the site has been zoned tourism for over 35 years and needed a viable business model. Councillors Mike Clarke and Jim Child supported the move towards an independent panel, with Cr Child saying it will result in “some solid recommendations”. Cr Clarke viewed the move as being the only way forward for the project, while Cr Tim Heenan opposed the decision. Subsequent to the move, submitters will be invited to be heard at the in-person planning pane.
Council Director of Social and Economic Development, Ali Wastie, said there were numerous unresolved submissions from the community and agencies in relation to the amendment and draft permit, including fire risk, traffic and parking, tree and landscape impacts. “Council had three options - to change the amendment to reflect what has been requested in the submissions, refer submissions to a planning panel or to abandon part or all of the amendment,” Ms Wastie said. “It is recommended that the most appropriate course of action is to request that the minister for planning appoint an independent planning panel.” The Burnham Beeches redevelopment reached exhibition stage in 2016, after developers scrapped plans for 80 villas to be constructed on the site.
Yarra Ranges councillor Tim Heenan has questioned reports of helicopters landing at the historic Burnham Beeches site, and specifically the legality surrounding the practice. At Yarra Ranges Council’s Tuesday 26 September meeting, Cr Heenan brought up the subject while council was debating a change to the contentious Burnham Beeches proposal, which would refer submissions to an independent panel. Although unrelated to the discussion in the chamber, Cr Heenan’s comments roused the gallery as he posed the question to developer Adam Garrison. Mr Garrison was speaking to council about the work that he and celebrity chef co-developer, Shannon Bennet, had put in to their proposal. Cr Heenan asked Mr Garrison: “Is it illegal to land a helicopter at Burnham Beeches ... just needed to know.” Cr Heenan later offered an answer his own question: “I wouldn’t have thought so, Mr Mayor.” His comments drew much criticism, including from mayor, Cr Noel Cliff, and Cr Jim Child. Cr Child shot across the chamber: “Mr Mayor, please, this is totally unrelated to this item. It’s a valid point of order that this question not be allowed.” Cr Cliff agreed it was a separate matter, with the question referred to Council Director of Social and Economic Development, Ali Wastie. Ms Wastie provided the reply: “If Burnham Beeches wanted to land helicopters, they’d need to apply for a planning permit.”

Yarra Ranges Council will refer to an independent planning panel all submissions responding to the proposed Burnham Beeches development. At its 26 September meeting, council passed a recommendation to refer the process to a panel, which will consider more than 90 submissions after the proposal for the historic site was first exhibited in 2016. The Burnham Beeches planning permit seeks the use and development of a residential hotel, additional restaurant in the piggery building, a brewery with food and drink areas, shop with food and drink areas, two small staff accommodation buildings, intersection works at the Sherbrooke Road entrance and vegetation removal. Submissions have been received from Parks Victoria, which manages the adjacent Alfred Nichols Garden and which has expressed strong support for the proposal. But the majority of the submissions have been critical, citing the effect on safety in the event of a bushfire, inadequate response to heritage values, traffic and parking concerns, and environmental and landscape impacts. Speaking at the council meeting, co-developer Adam Garrison said he and business partner, celebrity chef Shannon Bennett, have worked long and hard on the proposal. “I know there is a small minority who’ve still got some concerns, we’ve worked very hard to deal with as many issues as we can,” he said. “We’ve very diligently spent a lot of time and a lot of money to work

Drinking in Steps flavour By Peter Douglas A series of drinking fountains at the 1000 Steps is one stage closer to becoming a reality. In a sod-turning event that has Parks Victoria staff bubbling over with excitement, Aston MP Alan Tudge and La Trobe MP Jason Wood joined Parks Victoria area chief ranger, Matt Hoogland, to oversee the project’s beginning on Tuesday 26 September. The water fountains will drastically cut the amount of rubbish left at the tourist hotspot, which largely comprises water bottles from walkers. Parks Victoria staff spend an estimated 100 hours annually cleaning up the rubbish. A regular walker of the 1000 steps, Mr Wood said he’d witnessed first-hand the level of trash left. “I see it in the Monday morning after a weekend when there’s all rubbish. The parks guys shouldn’t be picking up everyone’s rubbish,” he said. “With so many people using this track each year, the amount of rubbish being left behind is becoming an issue.” Mr Hoogland said the issue had compounded, with the number of users reaching between 700,000 and 800,000 each year. “We’ve been monitoring visitor numbers since 2012. That

Last week’s release of crime statistics shows, under Daniel Andrews, that crime is up 20.85 per cent in the Yarra Ranges. In the year to 30 June 2017, in Yarra Ranges, robbery is up 25 per cent, dangerous and negligent acts are up 17.2 per cent, sexual offences are up 8.3 per cent and burglary/break and enter is up 14 per cent. Alarmingly, state-wide home invasions and aggravated burglaries increased by 11.1 per cent over the last year. In comments published by News Corp on 28 September, Chief Commissioner Graham Ashton expressed his frustrations with the sentencing system. “We get them, we present them, they get some time in custody, then they are out and they are repeat offending,” he said. Massive increases in the number of violent offences is why the Liberals will introduce a policy of mandatory sentencing for repeat offenders. These repeat violent offenders should serve mandatory jail time, not be out in the community committing more violent crimes. Victorians deserve and expect to feel safe in their own homes and suburbs. The Herald Sun reported (1 August) that the Victorian Government has approved rate increases for several local councils above the two per cent set by the Andrews Government. Towong Shire has been granted permission for a 5.5 per cent increase. This is ridiculous, it implies that they cannot manage their finances. Surely in this day and age this should be a simple task. Many local councils live beyond their means and Yarra Ranges Council is no different by building very expensive community facilities year in, year out. Now after the $28 million council offices redevelopment there should be a break on all projects worth more than $1 million for three years so council reserves can be built up. My advice to Mr Andrews before he allows any other councils to increase their rates, he needs to do a financial audit on councils wanting rate increases and if the CEO is paid more than $ 250,000 a year refuse the request for additional rate income. Volunteers for 40 years The Emerald Tourist Railway Board (ETRB) on Sunday 1 October celebrated its 40th birthday. There are few people more proud of this achievement for the management body for Puffing Billy, than founding board member and Puffing Billy chief executive officer, John Robinson. Mr Robinson became involved with Puffing Billy in the early 1960s, volunteering his time to assist the railway with its administration. In 1975, he joined the executive committee of the Puffing Billy Preservation Society (PBPS) and on 1 October 1977, John was elected to the first ETRB as one of the four PBPS representatives.
Mr Robinson said that while much has changed over the 40 years since the ETRB’s establishment, much has stayed the same, particularly the passion and commitment of the volunteer force that keeps Puffing Billy operating. “The 40th anniversary of the ETRB is an absolute tribute to the volunteers and staff who have made Puffing Billy’s success possible,” John said. “Back in the ‘50s and ‘60s, when the railway was saved from closure, there was no money and no paid employees. It was 100 per cent volunteer driven. “When the ETRB was established in 1977, the train only operated on
weekends and public holidays. “Today, we are operating a minimum of four trains every day (except Christmas Day) and are nearing capacity under current operations. “Paid employees have increased from 13 to 65 full-time equivalent, and volunteers from around 400 to over 900.” Mr Robinson said Puffing Billy is now a major tourist attraction for Victoria and is the largest not-for-profit, narrow gauge steam railway run by volunteers in the world. Max Bracher is one such volunteer. Mr Bracher is 23 years old and is completing his Masters of Architecture
at Melbourne University. He has been volunteering at Puffing Billy for more than seven years and encourages other young people to get involved. “I have always lived in Emerald so Puffing Billy was a much-loved part of my childhood and was deeply entrenched in the hearts of everyone in the local community,” he said. “I decided to join the railway as a volunteer when I was 15. “Since this time, I have had the opportunity to volunteer in many different roles, including as a conductor, head conductor, guard, signalman and on numerous administrative committees.
“Being part of Puffing Billy is a great social experience. “I get to meet people from all over the world and in return promote the Dandenong Ranges.” To celebrate the anniversary, Puffing Billy will be holding a volunteer thankyou event every morning until Friday 6 October. A board member will be handing out lunchboxes to volunteers and a cartoonist will be on the platform to sketch each volunteer as a thankyou gift. Dance duo Kate Denborough and Gerard Van Dyck are ready to entertain local audiences.
Multi-award winning dance company KAGE is heading to the Yarra Ranges to deliver an exciting new work for local audiences. In December 2016, the Victorian Dance Sector was invited to develop an accessible new performance work and a series of workshops, which were thematically and artistically connected with the region’s unique narratives. KAGE - comprising of duo Kate Denborough and Gerard Van Dyck - impressed immediately with the development of a unique dance performance, TONIC. Inspired by the preservation of ecosystems within the Yarra Ranges, the performance explores the implicit relationship the community has to the health of the environment. Van Dyck said he had developed a genuine af-
finity for the Yarra Ranges region. “Having grown up in Sunbury, and on rural properties, I felt an immediate connection to the region. There is a real sense of tranquillity and peace here,” he said. “It’s such a place of beauty, peace and silence ... an escape from the cosmopolitan nature of Melbourne. “The performance is about how we need a sense of belonging and a feel of place, particularly in this day and age.” Van Dyck said he and dance partner, Kate, met while they were training at the Victorian College of the Arts, where they realised they shared many similar traits. “We shared bonds over our similar aesthetic, in the way we portray human expression. We both have an acting background and make for a great team,” he said. KAGE has been re-thinking dance for 20 years. Now it is the Yarra Ranges’ chance to be a part of their unique performances. Denborough and Van Dyck specialise in collaborating with extraordinary artists and communities to find original ways to present dance in new contexts, creating exquisite performances that harness the dramatic potential of dance and extreme physicality with irreverence and humour. Rare exhibition takes you into the abstraction By Derek Schlennstedt

Burrinja Gallery is presenting a rare exhibition of work by one of Australia’s foremost abstract painters Frank Hodgkinson. Featuring work previously unseen in Victoria, ‘Sense of place’ runs until 5 November and the exhibition showcases large-scale paintings together with works on paper and excerpts from Hodgkinson’s acclaimed journals. Praised as one of the finest Australian abstract painters, art historian, author and publisher, Hodgkinson was drawn to the Australian landscape and Aboriginal culture in all its manifestations. His curiosity with Aboriginal art and culture called him to the Northern Territory for long periods of time and Arnhem Land made a deep impression on him. Sense of Place displays Hodgkinson’s affinity for Aboriginal culture and centres on paintings from the later part of his life when he was immersed in the landscapes of Kakadu, and Arnhem Land. For more than a decade he visited these locations and while there studied Aboriginal rock art
and culture, which he documented in beautifully illustrated diaries. Original diary extracts included in the exhibition document his meetings with rock art expert George Chaloupka, Gagudja elder Bill Neidji, Gundjeihmi traditional owner Nipper Kaparigi and a young Dr G Yunupingu. Sense of Place reflects on the connection between Hodgkinson’s paintings and drawings and both Aboriginal and oceanic works through the inclusion of traditional burial masks, carvings and other ceremonial objects from Burrinja’s McLeod Gift and private collections. Burrinja Curator JD Mittman said Burrinja was honoured to exhibit the work of Frank Hodgkinson. “We are honoured to work with the Frank Hodgkinson Estate, his wife Kate and his daughter Zoe in Sydney, to realise this exhibition,” Mr Mitmann said. “It is a remarkable showcase of the works of a prolific abstract painter, who has shown an unusual affiliation to Aboriginal culture and country, namely Arnhem Land.“ Sense of Place will exhibit at Burrinja until November 5.

Bringing the Jazz to Marysville will be The Tracey Roberts Quartet with their joyful, vibrant jazz-folk-funk, laced with dynamic and sophisticated lyrics, along with Melbourne-based vocalist Anita Harris. Other highlights will be transcendent diva, cabaret artiste and jazz singer Mama Alto, who draws upon legacies of vintage torch singers for sharing her sublime storytelling, as well as artists Shirazz, Eva To Diva, Bo Jenkins and many more. The weekend will also provide patrons with workshops from a number of exciting and talented artists, a colourful street parade full of local expressions as well as delicious food and wine from local retailers. King’s still got It, baby It (MA15+) Starring: Bill Skarsgard The Dark Tower was a very poor Stephen King adaptation, but It is a truly spectacular one. Seven teenage outcasts band together to fight an ancient evil that has been terrorising the town of Derry, Maine for centuries. It is dark and confronting but still has very organic humorous moments about adolescent life. The core cast has fantastic chemistry, and the film uses outstanding character development to centralise the theme of fear.
The teenagers must overcome their own personal hardships and abusive family lives, and since Pennywise the Clown (Bill Skarsgard), the film’s demonic antagonist, uses fear to weaken its prey, the characters’ hard-won growth factors into their battle against Pennywise. Skarsgard is a revelation as Pennywise, and may even surpass Tim Curry’s iconic performance from the 1990 It miniseries. Skarsgard plays Pennywise as a savage predator, but possessed of a cheeky exuberance and nasty wit. His mock-
ing smile alone will send shivers down your spine, and even Skarsgard’s movements are spidery and inhuman. The only problem with It is that some of the teens receive less development and insight into their fears than others, but I suspect this is more the fault of studio interference cutting the film down than of the filmmakers themselves. It is a stunningly well-written and produced horror film about the crushing impact fear can exert on the human mind. - Seth Hynes

RECORD SALE IN MONBULK
REGIONS FOR RENTAL RETURN While increasingly attractive to homebuyers, regional Victoria is also delivering the state’s highest rental returns for investors. New REIV data shows two-bedroom properties were among the best performing in the year to June, producing a gross rental yield of 5.2 per cent for units and 5.1 per cent for houses. By comparison, the same sized homes in metropolitan Melbourne delivered returns of 4.1 and 2.6 per cent respectively. The yield is the potential rent in relation to the purchase price, with the ideal combination being a low purchase price and a high weekly rental. Morwell in the state’s south east delivered the highest yield for two-bedroom homes, at 8.1 per cent. With a median price of just $118,500, two-bedroom houses in the town have recorded solid rental growth in the past year, up 5.6 per cent to a weekly median rent of $190. Wangaratta, in north east Victoria, was another top performer for investors with gross rental returns of 7.6 per cent for similar sized homes. Towns in the Gippsland region also produced some of the highest returns for two-bedroom homes including Moe (7 per cent), Bairnsdale (6.6 per cent), Sale (6.3 per cent) and Traralgon (6.1 per cent). Other regional areas delivering high dividends for investors of small homes include Echuca, Mildura and Wendouree, at 6.7, 6.6 and 6.2 per cent respectively. Meanwhile, three-bedroom homes also delivered solid returns for investors across the state at 4.7 per cent in the year to June. Ever yone’s playing fair Monbulk Rangers Soccer Club presented 380 junior players with their season trophies on Saturday and Sunday 16-17 September, with the highlight the presentation of the Alex Webb Memorial Award to Under 13s player, Aden Horton from The Patch. MRSC junior coaching coordinator, Ewa Wallis, said 12-year-old Aden was a dedicated and skilful player who always played with a smile and helped his team-mates and others on the field. “Aden’s ability and attitude represent the Monbulk Rangers ethics of fair play and always looking out for the team, and that’s what the club hopes to see in all our players,” she said. In senior VCFA competition, Monbulk Rangers Knights emerged victorious to take the President's Shield, defeating Knox Power 2-1 in a thrilling finals game. The Knights owned the game for the first 20 minutes, but Knox scored the first goal 25 minutes in to lead 1-0. Shortly afterwards, Monbulk’s Josh Vogrinec equalised with a header to take the

Great season for Mount Evelyn netballers Mount Evelyn Netball Club has enjoyed one of its most successful seasons during the winter of 2017, fielding 16 teams from 9 and Under through to Open. Twelve teams were eligible to compete in finals, with eight of the teams reaching the first week of finals, as 9 and Under don’t compete in finals. Many that dropped out only lost by 1-3 goals - sadly - including two games that had after-the-siren goals. Even though, there were three premiers and one runner-up. There were two association winners - Nikita Garrett - 13 and Under, and Janelle Myers - Open, this is when the player receives the most umpire votes from all teams in the sections. This is awarded from LYVNA. Other achievements included: Umpires encouragement award - Keeley Humphris; two umpires were awarded their ’C’ badge throughout the seaon -

And what a day it will be Residents and visitors are invited to experience a free day of art, music and events at a community big day out to be held on Saturday, 7 October. From 10am to 3pm, the Yarra Ranges Mayor’s Big Day Out will be held at Burrinja Cultural Centre in Upwey, with interactive entertainment for residents of all ages and abilities. Artworks will be on display in the gallery, while performances will be held in the venue’s main theatre. A community expo will be also held at the event, showcasing community groups from the municipality, along with various council departments and their roles. Yarra Ranges Council Mayor, Cr Noel Cliff, said the event would be an affordable day out, with accessible entertainment for every member of the community. “This event is a chance for our residents to let their hair down and have simple, free fun at one of our world-class venues,” Cr Cliff said. “We’ll have a magician, workshops and drumming activities for kids, with music and performances for people of all ages and abilities to enjoy. “I encourage everyone in the Yarra Ranges community to come along and see everything their municipality has to offer. I look forward to seeing you there.” The Upwey CFA will hold a sausage sizzle at the event, with food available for a gold coin donation.
