public post on the Netrider web forum in April to alert other riders to the dangers. A rider responded about the “horrible” surface. He was “tracking all over the joint” and slipping on “massive steel cover plates” that weren’t

preceded by any warning signs. “They make us pariahs with one hand and then give us roads designed to kill us.” Another complained of his bike being guided into construction barriers by the road’s uneven grading.

Motorcyclists are up in arms over rough surfaces, potholes and hazardous conditions on the M1 freeway during the ongoing upgrade project. Berwick rider Todd Curtis said the litany of hazards on the road caused different degrees of shuddering and tracking while driving his car. For motorcyclists, the dangers were much heightened. Long gouges in the road that were parallel and divots as wide as a motorcycle’s front tyre could “grab” at a bike’s tyres and re-direct the bike. There are also sections of “tar islands”, uneven levels between lanes and extreme differences between old and new surfaces. Mr Curtis also noted non-textured steel cover plates that were slippery in the wet, as well as potholes. The worst issues were outbound near the Josephine Avenue overpass, Mr Curtis said. It caused cars moving lanes to avoid the worst sections. At worst, riders would have to veer from cars dodging the areas. Mr Curtis had been “palmed off” between VicRoads and project subcontractors Fulton Hogan since he raised a litany of safety issues between Hallam and Pakenham early this year. Despite being assured that a safety team inspected the length of the freeway each day, the issues have remained largely unfixed. “There are a number of items that have been attended to but the number of issues being created by the ongoing work are causing more and more prob-

Since then, Mr Curtis and the Victorian Motorcycle Council had a receptive meeting with VicRoads and the project’s contractor in July - which led to more ‘Rough Surface’ warning signage being installed. A maintenance plan was also created to fix the identified issues. A new asphalt surface is expected to start being installed before the end of 2017. This week, some of the problem sections had been freshly sealed. “There was great surprise about some of the issues raised,” Mr Curtis said. “They assured us that they would look into them, promises were made and to this day none have been actioned.” Victorian Motorcylcle Council’s Rob Salvatore said the conditions were potentially dangerous for inexperienced and unsuspecting riders. The meeting was positive, and follow-up action had been implemented, he said. VicRoads south-eastern projects director Ray Peterson said the top layer of asphalt had been removed in widened sections. It was done to allow traffic to travel closer to the freeway’s permanent concrete barriers. “We have worked with the Victorian Motorcycle Council to install signage and inform all road users of works happening on the Monash. “We encourage everyone to ride or drive to the conditions and obey road signs.” The freeway upgrade project, which widens the freeway both ways between EastLink and Clyde Road, started in September 2016. It is expected to be completed in 2018.

Burglar was led astray By Cam Lucadou-Wells

Police eyes on the ball By Cam Lucadou-Wells Highway Patrol police are continuing their crackdown on irresponsible drivers in Melbourne’s South-East during the upcoming AFL Grand Final long weekend. Police had recently performed an Operation Visible blitz on the Monash Freeway as well as a fourweekend crackdown on motorcyclists in Cardinia and a 10-day operation in August. It was in response to a soaring road toll in Melbourne’s South-East, despite road deaths being slightly down across the state. Acting Senior Sergeant Stuart Dawson, of Victoria Police, said police would be again “out in force” during the weekend of 28 September to 1 October for Opera-

tion Scoreboard. “There will be a zero tolerance approach with a focus on driver behaviour. “We want to drive down road trauma across the division. “We’ll continue our enforcement right up to the Christmas period and beyond.” Speeding, drink-driving, drugdriving as well as driver inattention and unrestrained drivers would be a particular target, Sen Sgt Dawson said. His message to drivers off on holiday trips over the weekend was to take regular breaks and avoid fatigue. “Do not drink and drive, and have a dedicated driver where possible. “Do not partake in any highrisk behaviour because police are

out in force.” In the recent Operation Balance in Cardinia Shire, police detected 252 speeding drivers, including 14 at more than 25km/h above the speed limit in four weekends in September. Two vehicles were impounded - one for improper use and one for unlicensed driving. Ten defective vehicle notices were issued. In a “positive result”, Sen Sgt Dawson said no offences were detected during 1227 breath tests. During Operation Prominent in August, police issued more than 1100 infringements in 10 days. Road Policing Command Assistant Commissioner Doug Fryer said he wanted motorists to “keep their eyes on the road” ahead of this long weekend.

“Last year we were lucky that no one lost their lives on the roads over the weekend - we did however have about 120 collisions were people were injured." During the statewide blitz last year, 250 drink drivers and 202 drug drivers were detected. “I want people to enjoy and embrace the festivities, I will be barracking for the Tigers, but if you are going to drink just don’t get in the car or on your bike. “If you see someone who has been drinking and is about to jump in a car or on a bike, stop them, call them out on it. “Let’s look after one another on the roads.” Operation Scoreboard will run from 12.01am Thursday 28 September until 11.59pm Sunday 1 October.

It’s back to jail for a serial stalker By Cam Lucadou-Wells A serial stalker who harassed his ex-partner with a barrage of unwelcome phone calls has unsuccessfully pleaded not to be sent back to jail. “I’ve been in for 21 days (in presentence custody),” the distressed Hampton Park man told Dandenong Magistrates’ Court, while promising he’d never re-offend again. “It’s been total hell and I’ve learnt from it.” Magistrate Pauline Spencer noted she’d heard similar arguments after his last five-day stint in custody. In-

deed he re-offended on the same day that he was released by her on a community corrections order. “We were pretty clear the first time (you were in court). I need to be very clear to you that this isn’t the way to go.” The man insisted that his young son was “missing me so much”. He said he was suffering throat cancer, while a friend offered the court $5000 surety for his release. “I can’t believe this,” he said. He had been arrested days after the victim first received clusters of private-number calls on 1 Septem-

ber. In one early call, the man told her: “F*** the police. They don’t have to know I’m contacting you.” She didn’t answer his persistent calls that evening, nor over the next three days. In the meantime, police say he swapped SIM cards in his phone while still using a private number. According to a psychological report, the man had a significant problem with impulse control, his defence lawyer told the court on 26 September. “I’ve said to him there’s no way

on Earth you can be out breaching intervention orders again.” Magistrate Spencer jailed the man for two months due to the repeated nature of the breaches. The stalking caused great harm to the victim, she said. “We have to be clear to people in the community that these orders are serious.” The man was jailed for two months, and his phone was forfeited. On his release, he will re-start his CCO with judicial monitoring and mental-health treatment.

An “easily influenced” burglar has been jailed after pleading guilty to thefts during a break-in at a Hallam motel room. Jesse Limb, 22, and two accomplices in a black Magna had been captured on CCTV at Casey on Princes Motel about 11.30pm on 26 August. During the burglary, Limb broke in through a room’s window. A TV, speaker and a laptop were stolen from the room. The next day, Limb and three others in the Magna - which was without a rear number plate - were pulled over by police patrolling in Hampton Park. Police seized an ice pipe, a stolen number plate, as well as the stolen TV, speaker and laptop. One of the passengers had a counterfeit $100 note with Asian characters, another passenger carried a deal bag of ‘ice’ and an ice pipe, Limb carried a valium tablet while the driver’s licence had been suspended. He was also charged over attempting to enter another owner’s vehicle at a Hallam Hotel about 3.50am on 5 September. Limb was seen by police trying to unlock the 1998 Commodore with a key that didn’t fit the car. He claimed he was trying to move his friend’s car but had got the wrong key from his friend. He had recently bought the car but hadn’t had it transferred to his name yet, he told police. The accused was also found with a knife, prescription tablets as well as documents and credit cards belonging to three other people. Limb, who had a backpack filled with break-in tools, also had a receipt for using one of the cards to buy drinks, food and cigarettes at a BP servo. He told police he’d obtained the cards lawfully. He often carried other people’s belongings, he said. Jesse Limb’s lawyer conceded that there was no option but jail because the accused had failed to comply with judicial plans and orders, Dandenong Magistrates’ Court heard. “If you place him on a community corrections order, I feel we’ll be setting him up to breach that order in future,” lawyer Emma Strugnell said. The “easily influenced” Limb had struggled with impulsivity as well as drug abuse, homelessness since he was 14, an intellectual disability and an acquired brain injury, she’d said. He’d been recently admitted to Dandenong Hospital with suicidal ideation, but had no diagnosed mental health issue. Limb said that he’d tried, and found various jobs to help occupy himself. When unemployed, he associated with “very bad people”. “I lasted nine months, Miss,” he said. “When it comes to work, I can work like a madman.” Magistrate Pauline Spencer told Limb he was “going around in circles” and struggling to stay in trouble and away from drug users. “I think you know what you need to do.” Limb was jailed for four months without a corrections order.

Much closer to God By Cam Lucadou-Wells A church almost three times taller than the Green Wedge Zone’s preferred height limit has been controversially approved in Lyndhurst. The proposed Coptic church at a rural setting in 785 Thompsons Road was passed during a heated debate at Greater Dandenong Council, in which a Greens councillor reacted angrily to an accusation of being opposed to Christian places of worship. The church for up to 500 worshippers would have towers of up to 23 metres tall, with a multi-purpose hall, indoor plant nursery, soccer pitch, horse stables, a priest/caretaker's dwelling and 150-space car park. Its 13-metre main building is well above the zone’s preferred eight-metre height limit. At a 25 September meeting, Cr Matthew Kirwan said the council would further damage its reputation by approving the project after a lot

of recent “bad press” of its Green Wedge decisions. He said he supported large churches, temples and mosques and community centres if they are “beneficially” located, such as in a residential zone. “It’s a case of a good church in the wrong place,” he said. He said places of worship were permitted in the zone but not such a “massive building” that would dominate the area’s rural character. “(This is) something that should be in Springvale or Noble Park or Dandenong North - not in the middle of nowhere in the isolated backblocks of Lyndhurst.” “This won’t just dominate the landscape as buildings in the Green Wedge are not meant to do, it will dwarf everything else.” Cr Kirwan said the council could expect another intervention by state Planning Minister Richard Wynne, who recently blocked the council’s approval of a “produce market” in Bangholme’s Green Wedge.

Cr Tim Dark claimed Cr Kirwan had no objection to mosques or community centres “but this is a church” - an accusation that was quashed by a point of order. Cr Zaynoun Melhem told Cr Kirwan: “It’s not up to us to tell the Coptic Church how to design their church”. He said the church - part of the oldest church denomination in the world - was an allowed use, and there were already four places of worship in Greater Dandenong’s Green Wedge. It would be the only Coptic Church in Greater Dandenong to serve its strong following in the municipality. It would be located near “thousands of people” set to move into nearby housing estates under the Thompsons Road Precinct Structure Plan. Cr Melhem said the applicant had changed the landscaping, car park and siting of structures to provide a less imposing proposal.

“It’s a no-brainer,” he said. “We do want community soccer pitches, we do want places to congregate ... we want places with lots of car-parking.” City planning director Jody Bosman told the meeting the Green Wedge’s preferred eight-metre height limit was designed to maintain an appropriate “open sky vista” but wasn’t “proscriptive”. Objector Barry Ross, of Defenders of the South-East Green Wedge, said the group would lodge an appeal at the Victorian Civil and Administrative Triburnal. “We are very disappointed that the officer's report and those councillors who supported the proposal so readily dismissed the recommendations of council’s own Green Wedge Management Plan. “We believe the bulk and scale of the development would be completely out of place in the open rural countryside.”

Mr Yousif also takes his clients to volunteer at a Berwick soup van to get a new perspective on their problems. “The first stop is in Berwick among $1 million properties. There are between 50 to 85 people lining up each night. “It kind of shocks people. In response to your article 21 September “Councillor sings different tune post–election”. Cr Flannery’s apology to seven councillors and the CEO was not a smart move. Cr Flannery in making his public apology has totally let down the 2500-plus residents that voted him in to do a job. In doing so he is now kicking goals against his own team of supporters. I do not accept Cr Flannery wrote that speech because of the wording used. I have never heard Flannery use the words “keyboard warrior” - I have heard this expression used by Sam Aziz. I believe Cr Flannery did not write his speech but Aziz did. I refute his statement “I’m not in their pocket” - he has demonstrated that he is, he is now enjoying all the perks of a councillor and does not want to rock the boat. In taking this stand he has demonstrated that he is not only in their pocket but happy to be there - now that he has told the truth, residents cannot rely on him to do the job that he was elected to do. Flannery never wrote the letters while president of the CRRA - he preferred others did the writing, as others were more skilled. The letters were written by the CRRA media team, ex-councillors Lynette Kelleher and Brian Oates, with some involvement of Brenden Brown. The ex-councillors did not want it known that they were associated with the group, hence the title media team, Cr Flannery only signed the letters. Cr Flannery admitted that he had changed from his original agenda and changed sides - it is fair to say he has totally let down the 2500-plus that put him there. He should do the right thing and publicly apologise to the residents who put him there and then resign from the position. I now believe that was always his real intention once in council. Cr Flannery stated he'd “lost his friendship with me as a result of my letter”. I emailed Flannery prior to submitting my letter to the News, stating, "I no longer wished to be associated with you because of his disgraceful apology to council.” As for Arvo Talvik's statement, he wasn’t surprised that Flannery changed his mind while “on the inside” and he didn’t see anything wrong with Flannery changing his mind on a few things - those few things were his entire platform for his election promises. Talvik said if he was elected to council, “I’d expect I'd be in the same boat”, a very silly statement from a president who is supposed to be working on behalf of ratepayers to oppose the council on waste, overspending, rates, and once in council change sides, and admit that he would. Arvo dismissed my views as that of a “lone wolf”. I would say to Mr Talvik to get his facts right before making any statements. I have a large support base and I am speaking on their behalf - this can be confirmed by Cr Flannery, as he is well aware of the support I have, which put him where he is today, which he will no longer enjoy. It is far bigger than that of the membership of the CRRA - the CRRA was never a threat to council, just a minor disturbance. That has since changed - under the leadership of Mr Talvik they are not even an annoyance. Rex Flannery told me six weeks ago that he did not expect the CRRA to last longer than February/March next year. I have had so much support from residents since my letter was published I have been asked to set up a petition to present to the Minister to sack Cr Flannery. Anyone interested in supporting that initiative can email me on nig.b@bigpond with their views on this this council and this representative of Casey residents. William Bryan, Narre Warren South.

Not good enough Casey's Cr Rex Flannery states in his interview with Cam Lucadou-Wells (“Councillor sings different tune post-election, Berwick News, 21 September), that he has done the right thing by reversing his decision to unconditionally support Casey Mayor Sam Aziz and CEO Mike Tyler. Because they are really both quite pleasant men and Mike Tyler now has a five-year contract. Casey Residents and Ratepayers’ President, Arvo Talvik, claims he would also act the same if he was elected to council and that he supports Rex Flannery. As a CRRA financial member, however, I believe that both men appear to have a good case of historical amnesia. CEO Mike Tyler was appointed under a

Lenscape

Yellow and black fever: Die-hard Tiger fan Brenda Hilton, of Cranbourne has basked in the Tigers' preliminary final win and will cheer her heroes on from the cheer squad at Picture: STEWART CHAMBERS the MCG in this Saturday's Grand Final. 173342 flawed selection process. Casey residents cannot possibly know if we have the best person in the top job. Tyler and council approved a $250,000 “bonus" to senior Casey management for writing a report to the commission for more rates money from residents when they had an underlying budget surplus of $33,000. The Casey FoI officer refused to disclose to me who had received the bonus money. Casey Council has also supported Cr Crestani’s call to develop a sister-city link with Israel. This is a country that has governed in breach of United Nations International laws and is responsible for war actions against the Palestinian people. Cr Rex Flannery, and other councillors, are enthusiastic supporters of military conscription for young people, but strangely enough none of them have bothered to lead by example. This is Casey Council’s leadership model - “Don’t do as I do, do as I say". Casey Council has also, without any opposition from president Arvo Talvik, and Rex Flannery, made a decision this year to reduce the time allowed and number of words permitted by residents when accessing public question time on council. Casey has an extreme right-wing council that is supported by Cr Rex Flannery and CRRA president Arvo Talvik. But this is hardly the kind of council that can lead the local community into a future characterised by democratic traditions and values. John Glazebrook, Endeavour Hills.

Socially speaking On Wednesday 20 September the Cranbourne-Berwick News Facebook Page shared a story of Casey Council’s decision to press ahead with an “antidrug injecting room strategy” - despite doubts that a trial will be approved by State Parliament. In a meeting on 19 September, councillors over-ruled a council report that recommended deferring the strategy. They also voted to lobby the State Government for more drug and alcohol rehab and mental health services in Casey. The story brought forward some strong opinions from readers and here is how they reacted online. Kelly Il: Harm minimisation, safe use environments, teaching safe injection techniques, individual and community education and engagement are proven ways to relieve this health and financial burden. Melody Reedman: No it’s a cop out, the real problem of why people turn to drugs is the issue that’s where the system is failing, that and the slap on the wrist users and dealers get. Lindsay Jamison: Hell no. Trish O’Grady: In another country. Von Hoover: Yes. Belinda Burford: NO! NO! NO!

Tigers ready to pounce By Cam Lucadou-Wells

Dave Coppin in front of 10 WEG premiership posters. He hopes to add an 11th after this weekend. 172811 Picture: CAM LUCADOU-WELLS his 20-odd club jumpers he will wear behind the Punt Road end goals on Grand Final day. “This is what I’ve been waiting for my whole life. “We’ll have every football person in Victoria behind us. It’ll be like Victoria versus South Australia.” His house is a shrine of Tigers memorabilia collected since Mr Coppin was a boy - boxes of

footy cards from the 1970s, Footy Records of Richmond’s past grand finals, photos of him and numerous Richmond legends and player autographs snaffled at training in the 1980s. With an acute sense of history, Mr Coppin says this is a chance for Tigers players to become immortals. Much like the then-young Michael Roach and Dale Weightman became famous overnight

when they played in the Tigers’ last premiership in 1980. He still feels supremely confident that the Tiges will win by three or four goals, with fullforward Jack Reiwoldt to have a “special day”. Other keys are Alex Rance, Dylan Grimes and ‘Dusty’ Martin. “If Dusty wins the Norm Smith medal, we’ll win the flag.”

Richmond Tiger fans in Casey are floating as they contemplate the unthinkable - a premiership in 2017. Darryl Johanning, of Narre Warren South, is painting three Richmond sash-jumpers on his triple-garage door ahead of the AFL Grand Final on 30 September. It’s just another proud demonstration of his loyal adherence to the ‘Yellow and Black’, to go with the Tigers flag flapping at full mast in his front yard. Mr Johanning can’t believe the year of successive success - Dusty’s win at the Brownlow and a cluster of honours, Rioli with Goal of the Year, Rance as All-Australian captain. Gone is the pain of so many years of let-downs as a Tigers man. Now there’s just one more game to end a 37-year frustrating premiership drought. “I just hope we can win after all of this time.” Kim Chante is contemplating a Tigers tattoo with a “feminine” design to celebrate if Richmond defeats Adelaide for the ultimate prize. She feels excited, teary and stressed. Her Richmond scarf is hanging out of her car window, all her Tigers “stuff” is out around her house. “The only thing I can relate this to is the birth of my first child,” says the mother of three. “It’s like it’s too good to happen to me.” This year, the club’s fortunes have taken an “unbelievable shift” and she finally has her club to cheer at the Grand Final. “I am and always have had black and yellow blood running through my veins,” she posted on a Tigers fanatical supporters group on Facebook. “Regardless of what happens on Saturday, I love my Tiges and all of our boys are winners in my eyes.” Meanwhile it’s a busy week for cheer squad member Dave Coppin - fitting in various interviews, including on Channel 7’s Sunrise. He’s freshened the Richmond-themed Jesus tattoo on top of his head. He now faces the task of choosing which of

State dance title won Education

matters ROB KELLY multimedia teacher at Berwick Lodge Primary School

By Rob Kelly Berwick Lodge Primary School won the Victorian Wakakirri dance title, thanks to a moving tribute to the victims of the Hillsborough disaster. On 15 April, 1989, 96 fans were crushed to death and another 766 injured due to overcrowding in an English football stadium at Hillsborough. After a lengthy trial, a court determined that the victims of the disaster were unlawfully killed. Regular readers of the News may recall the Education Matters column which outlined the tragic events that unfolded that day, but ‘disaster’ barely evokes the right sentiments. During the trial, police were discovered to have fed false stories to the press proposing that hooliganism and drinking by Liverpool supporters were the causes of the disaster. A fact that simply was not true. It was a catastrophe and a disgraceful example of authoritarian dishonesty. Fast forward nearly 30 years – and about 15,000kms - to Melbourne’s Hamer Hall on Monday 8 September. Berwick Lodge Primary School students acknowledged the tragic events of the Hillsborough Disaster in the form of a Wakakirri story-dance. Wakakirri is an Australian national story-dance festival for primary and secondary school students. Berwick Lodge was selected to perform at Hamer Hall after their initial Wakakirri performance at

Drama teacher Lorraine Montgomery with a group of her Berwick Lodge Wakakirri pupils. Frankston’s Art Centre in August which left everyone with a tear in their eye. Their performance received a long-lasting applause, and the award for “Best Historical Story”. To top it off - and much to the excitement of the students who performed – it was announced that their story-dance was

to progress to the State Finals. The Hamer Hall performance hit all the right emotional notes. Judge James Elmer (“So You Think You Can Dance” and “Australia’s Got Talent”) and Michael Cormick (accomplished actor and singer of international standing) were captivated by the performance.

Despite stiff competition from 11 fantastic schools, Berwick Lodge was announced as Victoria’s State Champion! The school is now a nominee for the Australian Wakakirri National Championship Award. Three very excited Berwick Lodge student representatives accepted the award on stage, but it was 12-yearold Olivia Wooky who was the most animated. “When our school was announced as the Victorian State School Champion, I think I screamed louder than the whole crowd,“ Olivia said. The school’s Performing Arts teacher and dance choreographer Lorraine Montgomery had faith in her students and their ability from the start. “Being State Champions is a massive accolade considering over 20,000 students came through the Victorian Wakakirri program. I am immensely proud of the Berwick Lodge students who carried themselves with such dignity, portraying a tragic story in a powerful way. I sincerely couldn’t have asked for more from them.” The story-dance has emotionally engaged and captivated thousands of people from around state, country and the world, too. On why she thinks their story-dance was such a success, Olivia Wooky believes that the story packs the right emotional punch. “I think it’s because all the families and friends of the 96 couldn’t grieve because they were fighting in the courts for justice. Through our performance, we have presented that emotional story to a big audience”. The national Wakakirri championship award will be announced on Friday, 20 October, on the Wakakirri website at http://www.wakakirri.com

Dad flees in fear By Cam Lucadou-Wells A relapsed ice-user, who had just been through detox, has caused his father to flee his own Tooradin home in fear, a court has heard. The 29-year-old man was in breach of an intervention order that banned him from using drugs or being affected by drugs at the home. He’d first tried ice in April, falling into regular use of up to 1 point every two days. Since May, he had been to at least two clinics to rid himself from addiction. On the afternoon of 12 September, his father fled the house after being confronted by his “violent and aggressive” son who up-ended a coffee table and said he wanted to be shot by police. The man was later found by police asleep on a couch inside the home. He told police he’d been coming down from taking ice two days earlier. He was also taking an increasing prescribed dosage of anxiety and depression medication that wasn’t benefiting him, his lawyer told Dandenong Magistrates’ Court on 25 September. The lawyer said the accused had just completed a detox program days before the incident. “He’s going through a lot of steps to rehabilitate, to detox and get his life on track,” the lawyer said. “Temptation got the better of him.” The man, a qualified carpenter, hadn’t worked since his first month of ice use. When clean, he was welcome to eventually work for his father’s business, the lawyer said. Magistrate Julie O’Donnell said the man had “all the makings” of a treatmentonly community corrections order. He was spared conviction due to having no prior offences, but told re-breaching the intervention order would risk a jail term. “Treat (the CCO) as if I sentenced you to jail in the community,” Ms O’Donnell advised the man.

Council opts out on NDIS By Cam Lucadou-Wells

Waverley Christian College principal Peter Sheahan, Mitch Fifield and the college's head of campus Mark Crnkovic.

School opening By Cam Lucadou-Wells A stunning multi-purpose centre and junior school building have been opened at Waverley Christian College in Narre Warren South. The project, which includes a gymnasium, auditorium, drama room, music room and 10 classrooms, received $1.3 million from the federal capital grants program for non-government schools. Senator Mitch Fifield, on behalf

12364685-CB39-17

of Education and Training Minister Simon Birmingham, opened the buildings on 18 September to the backdrop of the school’s jazz band. The funding is designed to improve independent schools, who may not otherwise be able to provide adequate facilities. “These new learning spaces take into account the latest in education research and will see students learn more effectively,” Mr Fifield said.

Casey Council has opted not to join the National Disability Insurance Scheme (NDIS) as a provider. Councillor Amanda Stapledon said the decision not to join “the most significant social reform since Medicare” was not what she’d hoped for. But it was a “sound” outcome for ratepayers and the disability sector. It was not possible for Casey to deliver the service sustainably, Cr Stapledon said. It followed in the footsteps of many other councils that had opted out, she said. The NDIS is expected to start rolling out in Casey from 1 September next year, with 25 registered NDIS providers in Casey. In the meantime, Home and Community Care (HACC) programs delivered by the council will be phased out. More than 1000 council clients were mailed about Casey’s decision. Some were concerned by a lack of quality NDIS service providers, some implored Casey to advocate for clients during the transition. In recommending against joining up, a council review found it was “not a viable option ... at this time”. It found that up to $1m was required to set up as an NDIS provider, and the council had a lack of eligible clients - about 2.6 per cent of the local “market”. Casey also had higher labour costs and pay scales, making it unable to compete with other providers. Under national competition policies, the council would also be unable to continue subsidising the service. Mayor Sam Aziz said Casey would now focus on supporting its clients’ transition to the new scheme. “Council is not a specialist disability provider, however Casey is fortunate to have many reputable service providers in our community,” Cr Aziz said. Casey is expected to lose six full-time equivalent staff as a result of the decision. It is expected to be managed by natural attrition, without redundancies.

Apparently somewhere in a galaxy far, far away, there’s another planet made of chocolate. Sound too good to be true? Well yes, it’s actually part of an alien’s trick to lure humans from Earth in a tale by Narre Warren South children's author Wida Tausif. Aliens Don’t Belong On Earth is a chapter book about friendship, respect and honesty not to mention rectifying a few mistakes, Ms Tausif says. “I want to get the message across to children to hold onto that virtue, to be honest and respectful in life.” Ms Tausif is a prolific writer and poet, currently working on a memoir of her life growing up as an Afghan refugee in New Zealand. As a student, she was in a way treated like an alien. She endured schoolyard taunts such as being called a terrorist, Al Queda ringleader Osama Bin Laden and that she didn’t belong “here”. “I didn’t have any friends for a few months, except an Afghan friend who was going through the same thing. “I want to share that experience with everyone. We have to be more accepting in this beautiful country. “Bullying is something we all go through, not just me or the Muslim community. It’s how people are.” It had always been an ambition to write an “alien book”, especially since there didn’t seem to be many children's books on that theme. Her aliens are more intelligent than humans, but with different emotions and a unique blue colour. “It’s not your typical alien book. There’s also quite a bit of entertainment, fun and drama.” Aside from her writing life, Ms Tausif was also recently crowned as Miss Intelligent at a recent Miss South Asian contest in Melbourne. Aliens Don’t Belong On Earth is available at Booktopia, Angus and Robertson Online and QBD stores.

Putting a ‘paws’ on the cruelty By Cam Lucadou-Wells Kids and retirees have teamed up to help give dogs a home - at least a more comfortable one. Beaconsfield Primary School students had recently raised money for three new kennels at the Lost Dogs Home pound at Cranbourne West. The kennels were built by Akoonah Park Men’s Shed members led by Maurie Hall, and then painted by the students. The students also designed a magnet with responsible pet ownership tips. The enterprise was part of a Live Out Loud program, which encouraged students to conceive and organise positive community projects. In their own newspaper article on the project, the students stated they wanted to “make a difference” on animal cruelty. Or to use their pun, put a “paws” on such cruelty.

A revived Berwick art show - which had been snubbed by Casey’s community grants program - has been described as a huge success. The Greatest Art Show, run by Provenance Artists and Berwick Artists Society, sold more than $35,000 of art during the show’s weekend at Nossal High School on 22-24 September. Provenance Artists president Calvin Bell said the show was still the largest art show in Melbourne’s South-East. “We are proud that visual arts is the heart of the city and that we have brought the greatest fine art and real culture to the City of Casey and the community. “The art show has been given great accolades as a premium art

event of Victoria. “We had fine art not only from Victoria’s leading artist but also from NSW and South Australia.” Painter Claire McCall was awarded a $1500 first prize at the show. It was presented by judge and leading artist David Chen. Chen was an artist of “illusionist mastery” who had recently won the Silver Hawke award at the Fourth International Art Contest in Nice, Mr Bell said. He noted that in the Baldest Archies section, Casey councillors were caricatured by artist Archie Balderstone. It appeared to be a satiric dig at the councillors for re-allocating the art show’s promised $3000 council grant to a Christmas lunch held by Berwick Business Group.

Led by managing director Altaf Mohammed, who has more than 30 years’ experience within the industry, Fathima’s Indian Kitchen began following the success of his first restaurant, Curry Claridges Indian Restaurant in Glen Iris. Altaf said that the focus of Fathima’s Indian Kitchen was on the quality and authenticity of their food, as well as providing exceptional customer service. “We are always focused on serving the food our customers want, rather than what we want. That’s the reason we are appreciated for our work and have the

most loyal and regular customers in a very short timeframe,” Altaf said. “We believe in being the best, and we work hard to match the expectations of our customers. We don’t think as owners, we think as customers which helps us to perform better.” Fathima’s Indian Kitchen has a variety of dishes available including Idly, Dosa, Masala Dosa, Uthappam, Cholay Bature, vegetable or chicken fried rice, vegetable or chicken noodles, Gobi or Chicken Manchurian and Chicken-65. we serve our own recipes,” Altaf said. “For example we have Almir Chicken, which is also called special butter chicken which is becoming very popular among customers.” Fathima’s Indian Kitchen also specialises in catering for all occasions. “We also have our website where customers can order online, make payments and do bookings,” Altaf said. “Thinking of the best? Stephen also said that there

“Playing bridge at a club like the Berwick Bridge Club is the ideal activity for this as you not only exercise the brain but you also meet and play with a group of 40 to 50 other players. This is a great opportunity to meet new people and make new friends.” Bridge in a Day is being held on Saturday 28 October, 2017 at St Andrews Uniting Church in Berwick. The event is free but early registration to attend is essential as seats are limited. Head to, berwick.bridgemaster. com.au or Facebook.com/berwickbridgeclub to register.

would be plenty of helpers on hand to guide participants along, and at the end of the day, competitors will know if playing bridge is for them. “Bridge is the world’s most popular mind sport which is not surprising as it is not only a pleasant social activity but a good workout for the brain,” Stephen said. “Exercising the body to maintain a heathy lifestyle is important, but so is exercising the brain. Some say that regular mental workouts are essential to help prevent the early onset of dementia and other mental issues.

Seniors enjoying life

A Star Advertising Feature

Memory loss challenges By Dr Lorraine Baker

Sleeves rolled up for expo The members of the Drouin Lions Club are now busy organising their 17th annual Gippsland Garden and Home Expo to be held at Lardner Park Events site on 14-15 October. This year promises to be an even more exciting event. The three huge pavilions promise to be packed full with some magnificent displays ranging from the smallest of flowers to large

trees from 20 nurseries as well as over 60 home-related products such as spas, beds, furniture, furnishing, decor, building ideas, etc. The surrounding outside area will have 12 caterers, entertainment, childrens activites, and another 60 great exhibits which include more plants, outdoor furniture, garden features, mowers, caravans, hot houses,

tools, and a myriad of other products and ideas. Tino Carnevale and other experts will be giving great gardening advice up on stage each day. All this adds up to a great day out for $10 for adults with children under 16 free and all the money raised will be donated back to good causes in the community.

As a GP for over 30 years, I have watched many long-time patients become older aged. In fact, I am reminded that I am approaching the older bracket myself by my deteriorating joints! However, the much more confronting issue for many of my patients as they age, are fears of loss of intellectual capacity, physical capacity and of loss of independence. As for all health issues, it is better to discuss these fears openly with your GP rather than become increasingly anxious or sad about them. There is so much more understanding nowadays of the capacity of older people to still make improvements in physical strength, improve balance (which minimises risk of falls) and in mental health and wellbeing. Changes in memory are the most challenging for all. Some decline in intellectual function with age - particularly in the speed of processing information - is normal. Losing track of items, difficulty seeing through a task to completion, difficulty following recipes or other complex instructions can be early clues to real memory impairment. It’s a good idea if you are 75 years old or older to discuss with your GP having an annual health assessment (the Medicare system has a special item for this) which includes a simple test of cognitive ability (intellect and memory). You do not need to wait until you are 75

to undergo the screening test - it can be incorporated into a consultation with your GP. However, if you are keen for that more comprehensive check-up, remember to ask for a longer appointment. When joints are damaged by ageing, many people respond by restricting exercise and becoming very protective of themselves, limiting their social and community activities. However, careful and consistent exercise regimes designed around an individual’s own physical limitations can be safely undertaken. Again, discussing options with your GP for referral to appropriate physical therapy for the right advice and supervision, can result in not only preservation of current physical capacity - but even substantial improvement. Retaining physical fitness and strength also assists with retaining good intellectual function - an added bonus.

Many of my older patients are an inspiration. Classes at University for the Third Age (U3A), CAE or in the community provide both intellectual engagement and a social connection, while many embrace information technology as an exciting tool to connect them to experiences, friends and family. So, if you are beginning to feel despondent that there is nothing you can do, please see your GP and discuss your current physical and mental health, and work together to assess what interventions will preserve your independence for as long as possible. There is no need to place limitations on enjoyment of life, even as some capacities decline. Dr Lorraine Baker is a GP from Melbourne’s eastern suburbs and President of AMA Victoria.

Connecting people with the local sport they love.

Kings of the indoors By David Nagel From the back blocks of suburbia to the bright lights of Dubai - the Cranbourne Kings are having quite an impact in the highly-energetic and entertaining world of indoor cricket. Based out of the Cranbourne Indoor Sports Centre, the Kings have managed to claim both team and individual success on the local, national and international stage. The month of September - well it’s been one to remember for the Kings. The women’s team earned the title of national champions after defeating the Springvale Scorpions in the National Indoor Cricket League grand final held at Springvale earlier this month. The commanding 128-68 victory caught the attention of national selectors too, with captain Nicole Martin and Dani Montague selected in the Australian team for the World Indoor Cricket Federation World Cup, held in Dubai. And joining them on that flight was team-mate Maddie Dixon, selected in the all-conquering Australian 21-under side. The World Cup was completed last weekend with Australia making a

clean-sweep of the titles in the men’s and women’s open and 21-under divisions. And the men’s teams from Cranbourne - they’ve had their share of fun too. The Kings claimed the title of Super-League champions this year, defeating a powerhouse cast from Croydon (90-55) in the Division 1 grand final, while the Division 3 boys defeated Northcote (74-33) to make it a great season for the club. One of the driving forces behind the success, Trevor McGeachin, said the Kings had thoroughly deserved everything that had come their way. “We’ve built this up from the lower grades with a lot of young players coming through the ranks,” a proud McGeachin said. “We only had one player in the men’s-one side over 30. Guys have really bought in this year; last year we made some hard decisions, a few noses were put out of joint, but we needed to do that to get the enthusiasm back, it’s very sweet now. “This is the first men’s premiership we’ve had in Super-League in 11 years and it was great for the women to step up in the first season of the national

The Kings of Cranbourne. From left; Allison Baker, Sandy Davies, Dean Lyddy, Trevor McGeachin and managing director Jannette Dunlop show Picture: DAVID NAGEL off the spoils of success. 173344 league and become the best team in the country as well.” McGeachin said there were many reasons for the improved results, but new managing director Jannette Dunlop had certainly played her part. “Jan has been amazing for this place,” McGeachin said. “When she first started she asked

‘What do we need to do to get better’, and she has followed all of those things through. We get extra court time, Jan organises marquee games between teams and she’ll open the centre for us at all sorts of strange hours.” Sandy Davies, a key player in the women’s success, said the recent run of results was great reward for the centre as a whole.

“I was a bit sceptical about the nationals to start with, but it was great playing against the other states and it really took things to the next level,” Davies, a state player in 2000 and 2013, said. “The prize money was fantastic, but it was more about the players we were playing with and making sure we all represented the Cranbourne centre well. We lost a game we shouldn’t have lost to Queensland, but apart from that we combined very well as a team.” And for Dunlop, well she’s just extremely proud of everyone involved with the Cranbourne Kings. “Really proud, but it’s the people that make the club and the trophies are just a really nice bonus,” she said. “We started slowly, but we built momentum and that can happen when team’s gel and everyone sticks together. We’re only a small centre but we’re building a great atmosphere, great friendships, and it really does feel like family. “If anyone is thinking about joining, please come down ... we will make you feel like family and give you all the support that you need. Everyone gets a bat and a bowl; it’s a really great way to play sport.”

Sperling’s hungry for action on the pitch By Nick Creely There is an insatiable hunger within Lachie Sperling and his Casey-South Melbourne team-mates ahead of the Victorian Premier Cricket season, which gets underway on 7 October against Ringwood. The skipper - who saw his Swans bundled out of the 2016/17 finals race by eventual premiers Fitzroy-Doncaster in a semi-final - is itching to get on the park after a gruelling pre-season. “It’s sort of crept up on us a little bit - the season starts in just over two weeks, but we simply can’t wait,” Sperling said. “We know that we have to work even harder than last year to get back towards playing finals - the training standards have been really, really good. “We’ve got plenty of games into our players now, so hopefully they just continue to develop for us going forward. “It was exciting to play finals last year, but we start on zero points again now, so we want to get off to a good start.” Under new coach Prabath Nissanka - a former Sri-Lankan international

cricketer - and highly-credentialed specialist coaches Naveed Nawaz and Jayde Herrick - the Swans have kept things relatively simple, focusing on developing an already stable list. There hasn’t been a huge transition with Prabath, he already knows us and our game - there’s been no drastic change, but it’s been more of our senior players taking on leadership roles with our younger players,” Sperling said. “Along with Naveed and Jayde, they’ve been really good too - Naveed’s messages are really clear, he doesn’t try to change too much, but he’s a really good person to talk to about technique and mindset.” With a host of quick bowlers, such as spearheads Nathan Lambden and Brendan Rose, developing quicks Jackson Fry, Leigh Diston and Cameron Brown, as well as a strong contingent of batsmen such as Devin Pollock, Luke Manders, Sperling, Michael Wallace, Ryan Eaton, Jordan Wyatt and Dylan Hadfield, the Swans aren’t suffering from a lack of options. “Our depth is really important to us; it makes blokes hungrier for runs and wickets - it’ll be pretty similar to last year with virtually the same group (for

Casey skipper Lachie Sperling is keen to get stuck into season 2017/18. 164743 Picture: STEWART CHAMBERS Round 1),” Sperling said. “We’ve also got James Long, who has done a bit of stuff with the Vic Under 17s, and he’s a really exciting prospect - Ash Chandrasinghe is also looking really good at the moment and fingers crossed those two can have good seasons - they’ve got talent and

are hungry to improve, there’s no point putting a ceiling on them but they’re young blokes.” Entering his third season as Casey’s captain, Sperling - who showed glimpses of his immense talent with 449 runs last year - can’t wait to lead the side in an exciting period for the club.

“I’m enjoying the challenge, it’s really good fun, and I love leading the blokes we have as they’re all hungry and keen to do well,” he said. “I just want to contribute - it’s the same with everyone I suppose, we just want to play in a winning side.” 12351514-EPJ19-17

Bye to ’Pies By David Nagel

Heath Black has parted ways with the Narre Warren Football Club after two years at the helm. 170569 Picture: ROB CAREW nominated Black for the Coach of the Year award - said the decision to not meet Black’s demands was a difficult one. “As a club we were very happy with Heath’s professionalism and the way he presented the club to the external world,” Stephenson said. “But the club has reached a fork in the road in regards to the social club facilities we have pending, which will be crucial to the future sustainability of the club. There are funds we will have to designate to those facilities, so we made an offer to Heath that wouldn’t compromise the club’s position going forward. “Unfortunately we couldn’t agree to terms, but it would have been irresponsible of us to make an offer we couldn’t fulfil. Coaching is part of Heath’s occupation and we wish him well in taking his coaching career to a higher level.”

The Hampton Park midweek bowlers got in a much-needed practice game.

Practice games for bowlers HAMPTON PARK BOWLS Finally, after the third attempt, the Hampton Park midweek bowlers have at last had a practice game. With the previous two being washed out, this time they got the opportunity to be able to play Willow Lodge. It was clear to see in the first half that the players were a lit-

tle on the rusty side but things improved for both sides in the second. The Parkers finished the game in front and this should give them some confidence going into the first pennant game. The Saturday practice games got off to a good start with the first - against Cranbourne - producing a string of

even results, while the second against Cranbourne RSL - saw the Parkers go up a notch and put in a strong performance. Three sides from both clubs filled the greens and it looked like everyone enjoyed the game. The big test for the Saturday sides will be when they have a practice game against Upwey/ Tecoma.

Bowlers get ready to play CRANBOURNE BOWLS Cranbourne Bowls Club chairperson Chris Griffiths is particularly excited about what is sure to be a bumper year ahead. “With the influx of more than 20 new bowlers to the club already this year, our prospects are looking very good,” he explained. “We will have an additional team competing in Saturday Pennant this year, bringing our numbers back to four, as well as three teams competing Midweek.

“A full social bowls calendar is already underway as well as the usual club events and social club activities. What a great time to be a member of a fantastic local club,” Griffiths said. With a new Pennant bowls season about to commence, Cranbourne has been busy competing in pre-season practice games against neighbouring clubs with some good early form shown by its club members. Club coaches Stan Myers,

Isobel Partington, Scott De Piazza and Michael Scotter have also been busy in activity with the influx of more than 20 new club members, including some brand new bowlers to the game. Cranbourne’s Saturday Pennant head selector this year is Doug Boggie, who - with the help of his new committee - has been closely looking at every player, making sure the club has particularly strong Pennant sides competing during the year ahead.

Narre Warren and its coach of the past two years, Heath Black, parted ways just four days after sharing the pain of grand final defeat against Berwick in the South East Football Netball League senior decider. The former Fremantle and St Kilda star met with the club’s executive on Wednesday night last week where he requested a two-year extension to his contract. But Narre Warren - which has a serious financial commitment to a new social facility being built at Fox Road - refused to meet Black’s requests, leaving him on the outer and considering his options for 2018 and beyond. “I’m gutted to tell you the truth,” Black explained. “I have a great relationship with the club, but we put friendships aside and discussed the hard facts in regards to the business relationship. I was hoping there would be a way around it, and hoping to coach the club for the next two years, but we were poles apart to be honest.” Black, regarded as one of the hardest working coaches in community football, said he was proud of his two years at the club. “I couldn’t have done anymore in regards to the amount of work I have put in and I can walk away with my head held high,” he said. “The club nominated me for Coach of the Year this season, which I won, and gave me a strong grading in a recent review, so the coaching side of things was obviously not an is-

Affordable and fun to boot Although the streets of Australia’s major cities are becoming increasingly congested the demand for small cars such as this week’s review, Renault Clio, has steadily declined, a victim mainly of the growth in sales of compact SUVs. Despite this there is serious competition within the market segment led by Hyundai Accent, Mazda2 and Toyota Yaris. High comparative pricing meant that Renault Clio has barely registered on the sales radar in recent years. This is a great pity because this stylish little French car has plenty to offer. The current, fourth generation, Clio has been on sale since 2012 but can still turn heads especially after a mid2017 facelift that’s given it a stronger look. More importantly prices have been cut at the same time as extra equipment has been added to significantly improve the value equation. Clio’s model names have also been re-aligned to match those of other Renault models with the more elaborate names such as Expression and Dynamique being replaced with, in ascending order of price and equipment, Life (from $16,490), Zen ($19,990), Intens ($22,990) and GTLine ($22,990). Driveaway prices range from $18,490 to $25,990.

MODEL RANGE Life 0.9-litre turbo-petrol manual: $16,490 (mrp), $18,490 (driveaway) Life 1.2-litre turbo-petrol automatic: $18,990 (mrp), $20,990 (driveaway) Zen 1.2-litre turbo-petrol automatic: $19,990 (mrp), $22,990 (driveaway) Intens 1.2-litre turbo-petrol automatic: $22,990 (mrp), $25,990 (driveaway) GT-Line 1.2-litre turbo-petrol automatic: $22,990 (mrp), $25,990 (driveaway)

Renault Clio is cute in a very French manner. Clio has a slim grille that greatly expands in its centre section to frame the Renault diamond-shaped emblem. The doors are deeply sculpted in their lower areas and the side profile of this five-door has the look of a three-door coupe thanks to concealed handles at the rear. Clio’s rear end flares in slightly at the side to give a muscular look. Exterior tweaks for 2018 on the entry-level Clio Life include body coloured door mirrors and handles, as well as chrome on the boot lid strip, sill inserts and radiator grille. There’s also a new 16-inch flex wheel design. Clio Zen sees the addition of Renault’s new-style C-shaped frontal lighting signature including Pure Vi-

sion LED headlights, front fog lights with chrome surround, gloss black treatment for the lower rear bumper trim and two-tone 16-inch Pulsize alloy wheels. The chrome theme continues with window trim added to Clio Intens which has 17-inch Optemic alloys. The sporty GT-Line gets extra bling through a Renault Sport rear spoiler, satin grey door mirrors, front and rear bumper inserts and 17-inch Serdar alloy wheels. New features inside Renault Clio Life include pushbutton start, automatic dusk-sensing headlights and automatic windscreen wipers with rain sensor, rear view camera, rear parking

sensors, rear power windows and a leather-wrapped steering wheel. The second-level Zen adds front parking sensors and satellite navigation with voice control. The GT-Line gets Renault Sportinspired blue highlights for the upholstery, aluminium sport pedals, GT-Line badging, leather handbrake handle and satin grey for the door mirrors. Boot size is a reasonable 300 litres and the rear seatbacks fold down flat although they do sit at a higher level to the boot floor. In that position there is 1146 litres of cargo space. Clio gets the maximum five-start ANCAP safety ratings, it comes with six airbags, stability and traction control, ABS with brakeforce distribution, parking sensors and a reversing camera. A seven-inch touchscreen is used

in all models. Audio systems rise from a basic Classic sound system in the Life and Zen to 3D Arkamys Auditorium system in the Intens and GT-Line which also get the option of Bose premium sound. The Renault medium navigation system is standard in Zen with Intens and GT-Line getting an R-Link navigation and multimedia system. All have voice control. Two engines are available, both turbocharged petrol units. The only variant with a true manual gearbox is the Life with its six ratios mated to a three-cylinder 0.9-litre with 66 kW of power and 135 Nm of torque at 2500. All other models get Renault’s EDC dual-clutch automated manual and a four-cylinder 1.2-litre turbo-petrol engine producing 88 kW at a low 4800 rpm and an impressive190 Nm of torque from 2000 revs. The combination of significant price cuts and extra equipment that came with the recent upgrade should now mean that Clio’s outstanding looks, driving enjoyment and five-year, unlimited kilometre warranty really should soon have its competitors looking over their shoulders.
