CCTV is needed A Belgrave business has closed its doors due to enduring ongoing abuse and vandalism.

The business is one of many in the main street strip that are seriously concerned over a group of individuals, who they say are constantly drinking in public and abusing customers, residents and staff.

Due to fear of retribution, the business owners have asked to remain anonymous.

The business owner said they’d been 'forced out’ due to 'vulgar behaviours’, adding they had received ongoing abuse at the hands of some groups who assembled near Blacksmith Way. “If you’re not safe in your business place and not protected, then you don’t really want to stay,” the business owner said.

“They sit in the doorway drinking; you couldn’t approach or confront them.

“They harass you, intimidate you, they’re aggressive, it doesn’t make you feel safe at all and doesn’t make you want to come to work.”

Various business owners have verified the group of around 20 people regularly meet to drink alcohol near the entrance to Belgrave Station.

One store owner, whose store backs on to Blacksmith Way, said they regularly found drug paraphernalia there and, when leaving work, many employees had been approached by the group.

“We’ve been dealing with drug paraphernalia out the back, dealing with the guys out the back who approach us when we’re out there," another Belgrave store owner said.

“Sometimes you’re walking on the front of the street, especially come summer when it’s hot, and they are out for hours - it’s about to get really bad, they get really drunk, really early and you can’t even walk out the front sometimes, because they approach you.”

Even Belgrave icon Baba Desi said he no longer risked going out after dark.

“I don’t really go out at night ... you used to be

able to go anywhere,” he said.

According to the Crime Statistics Agency, drug-related offences in Belgrave have risen 29 per cent since 2016 and crimes against the person offences have risen from 77 in 2016 to 102 for the period ending 18 April 2017.

Business owners and residents are experiencing the statistics first-hand, with many reporting smashed and scratched windows.

While there is no evidence to suggest the two are related - both Belgrave police and business owners believe that CCTV would improve safety.

Police allege the offenders are coming from suburbs near Belgrave with most being considered locals to the Dandenong Ranges.

“There’s not much CCTV in Belgrave,” Sergeant Mick Hall at Belgrave Police said.

“We are there regularly as it’s one of our patrol targets ... some have been arrested for being drunk and we give them infringement notices.”

Drinking in public comes with a $200 on-thespot fine from council and anyone who sees this behaviour in Belgrave is urged to contact police.

CTTV technology is on its way to Belgrave and will be part of a major rollout which will also see Monbulk and Mount Evelyn included, but no date has been set.

Lisa Brooks, part of the Proactive Policing Unit at Lilydale, said the CCTV units would all be relayed to local police stations as well as Lilydale, which is the only 24-hour station in the Yarra Ranges.

“It’s a safety and security measure ... they’ve been proven to work very effectively as a deterrent to crime,” she said.

But some business owners can no longer wait for CCTV and have decided to move on instead.

“I would rather risk losing money and moving than staying here and dealing with the abuse and the stress of having them outside my shop,” the business owner who is leaving said.

The hills are alive

By Peter Douglas You’d be hard-pressed to walk the streets of a hills town without bumping into someone who wasn’t born at the Angliss Hospital.

Though this is understandable, given the hospital recently celebrated its 100,000th birth at the much-loved icon.

To mark the milestone, Monbulk MP James Merlino, Eastern Health Chief Executive Officer David Plunkett, and City of Knox councillors Darren Pearce and Jake Keogh were among the attendees at a special celebration held at the hospital on Friday 1 September.

Though the main attraction was baby Taylor and her mother Elise, of Chirnside Park, who were only too happy to help with festivities.

The hospital’s milestone baby came into the world on 10.25am on Monday 31 July.

Taylor is Elise’s third girl, with all being delivered at the Angliss Hospital.

Since opening in 1939, the 100,000th

delivery represents more than just a number, but also decades of commitment and technological advancement.

Speaking in front of a reverent crowd, Edwina Dowling, a midwife for over 25 years at the hospital, said it was important to remember the hospital’s history.

“We’ve witnessed incredible change in maternity services, particularly over the past several years,” she said.

“Parents now expect a healthy journey through childbirth, but that wasn’t always the case. A hundred years ago many feared childbirth because there were many deaths and bad experiences for both mother and child.

“With technological advances, we now have everything we need to provide a positive experience.

“It still gives me goosebumps when a mother first sees their new child, or when a child gets to see their brother or sister for the first time.”

However, Ms Dowling said it was important to remember not all occasions were so joyous, with many en-

during the pain of losing a newborn.

She said the hospital now had the services and staff to provide a holistic service.

Over the course of the hospital’s history, the largest baby born at Angliss weighed in at 5.76kgs (12.68 pounds); while the lightest was 980g (2.16 pounds) and born at 26 weeks, and staying on at the hospital for three months before going home.

For the record, more boys than girls have been born at the hospital.

On behalf of Health Minister Jill Hennessy, local MP James Merlino said the hospital had an incredible reputation.

“It’s uncanny how many people were born here and now have children here; it’s given me a great deal of pleasure to be a part of this celebration.”

Meanwhile, progress on a capital expansion project at the hospital remains on track.

Eastern Health Executive Director of Information, Technology and Capital Projects, Zoltan Kokai, said the expansion would deliver significant improvements to

the hospital’s clinical environment.

Mr Kokai said highlights of the expansion included the construction of a fourth level above the main hospital building, which would increase the capacity of the hospital’s critical care services.

“The project will deliver a new intensive care unit to enhance critical care services. It will also include an expanded emergency department short-stay unit that will provide care for patients who require a stay of up to 24 hours,” he said.

“In addition, the paediatric emergency and short stay area will also be refurbished.”

Mr Merlino inspected the hospital on Friday to view how works were progressing.

Stage one of the project has now been completed and inpatient services have been relocated to the new fourth level.

This will facilitate stage two works, which will include expanded short stay and paediatric facilities on the second level.

No listening in on new radio waves

By Derek Schlennstedt Victorian regional and rural residents will lose the ability to listen to emergency services radio from 2018 onwards.

Police and emergency services in the Yarra Ranges are included in a digital radio rollout and will transition from the StateNet radio network to the state’s encrypted digital radio network next year.

The Andrews Labor Government announced in 2016 that it would make the transition to replace outdated and unsafe police and emergency services radios.

The new radio equipment will replace the old analogue system with new secure, encrypted digital equipment providing better voice clarity, coverage and the capability to track the location of devices.

The Victorian Government awarded Telstra an amendment to its 2013 regional digital radio networks arrangement, which will see the police, state emergency services, correctional services, lifesavers and CFA brigades in outer metropolitan including the Dandenong Ranges and Yarra Valley gain access to the network.

Minister for Emergency Services James Merlino said the transition to digital would help keep Victorians safe.

“We are giving our police and emergency services the modern equipment they need to help keep Victorians safe.”

On 26 August Olinda police arrested a 29-year-old female from Pakenham at Jacksons Hill Road, Kallista.

The woman was allegedly driving a stolen Audi sedan and police also located in the vehicle an assortment of jewellery, computer equipment and stolen credit cards and driver’s licence.

The woman has been charged with theft of the car and handling stolen goods and was bailed to Ringwood Magistrates Court.

Number plates found Olinda police arrested a 45-year-old Olinda man with theft after locating stolen number plates on his vehicle and two oBike hire bicycles at his home address on 18 August.

The man was charged by summons to appear at Ringwood Magistrates Court.

Flower theft On 1 September a 65-year-old male from Heathmont and a 53-year-old from Lilydale were charged with theft after they tried stealing flowers from the Lakeside Flower Store on Monbulk road.

The two reportedly loaded the car with $150 worth of flowers. Police arrested them at the location and the two were charged with theft.

Sheep killed

A new digital radio service will improve radio connectivity for CFA services, but may result in residents losing the ability to listen in on incidents. 155698 black spots, provide a secure network and make it easier for them to do their vital work across regional Victoria.”

But it is believed that the new system will mean residents will be unable to use scanners to listen to local Country Fire Authority (CFA) fire stations.

This will see rural residents lose access to monitoring emergency ser-

Luke Roy from Mount Evelyn CFA said the digital technology would be a welcome change.

“What I like about the digital technology from a fire-fighting perspective is if a truck happens to be fighting a fire and they are caught in a precarious situation that they are struggling with they can press a but-

ton that puts out an SOS call - that will go back to the triple zero dispatch centre,” he said.

“We have some issues trying to use our CFA radios as we still have some drop-off areas ... it’s going to be a welcome change when it happens.”

Labor provided $11.5 million for CFA, Life Saving Vic., SES and Victoria Police to upgrade the radio network.

McGregor vs Mayweather fight The infamous boxing match between Floyd Mayweather and Connor McGregor transcended off of the screen and into reality for punters, when after watching the match a fight broke out in the parking lot of Paradise Valley Hotel in Clematis.

Police report that on 27 August four or five patrons from Paradise Valley Hotel were involved in a fight outside after the controversial boxing match on TV came to an end. The incident is currently being investigated and police are looking at video footage.

Barely a day passes without one of our physios being asked, ‘should I put heat or ice on it?’

The best way to answer this question in general is to actually explain the factors that need consideration.

Remember, ice is used to restrict circulation, and heat to increase circu-

lation: How old is the injury?

Ice immediately post-injury for 10 to 15 minutes, which you can repeat every two to three hours for the first 72 hours.

The acute inflammatory stage only lasts for around 14 days.

Within this time period, most acute or sudden injuries continue to respond well to ice rather than heat but there are exceptions.

What type of injury is it?

Muscular strains can be heated before activity after a couple of days, and even muscular tears after five to 10 days depending on bruising.

Ligament sprains will respond much better to ice for the length of the injury - even for weeks and months, es-

pecially if there is persistent swelling.

Same goes for post-surgery.

And discs and tendons respond differently again, as they have a very poor blood supply and react different to thermal changes - always seek advice for these injuries as the wrong management can have disastrous effects.

Is there swelling?

Swelling should be managed with regular elevation above heart level, and almost always with icing at the same time, even if it is a long-term or chronic problem.

Is there reduced or increased skin sensation, or skin colour or temperature changes?

This can indicate problems with the circulation or the nerve supply to the

regional circulation, which is potentially dangerous to extreme temperatures. In general, seek physio or medical advice before applying heat or ice.

What does the person do for work/ sport?

If you have an active job, and your injury gets worse with activity, then rest and ice may be more beneficial than heat.

If you have a sedentary job or lifestyle, then heat and activity may be more beneficial.

Again, you physio can provide the best advice on an individual basis depending on your injury.

Can I use both heat and ice?

Yes, this can be effective especially after sport or activity.

Monbulk MP James Merlino has called on applications for the Creators Fund, which aims to support creatives to undertake research and focus on developing their careers.

The Creators Fund is a fellowship-style of program that will provide grants of between $20,000 to $50,000 to support individuals or creative collectives to work intensively for a period between three to six months.

Chains of hope

By Peter Douglas Kallista Kindergarten has officially unveiled its fantastic new expansion and renovations, with children cutting a paper-chain to celebrate the occasion.

Minister for Education, James Merlino, and Yarra Ranges Shire Mayor, Cr Noel Cliff, on Friday 1 September were among the dignitaries to attend the unveiling of the works, designed to improve programs the kinder can offer to local families.

The expansions include renovating the centre’s verandah, building a new accessible entrance and a new administration area, and upgrading the bathrooms and storage areas.

The much-loved kindergarten runs programs for three and four-year-old children and can accommodate as many as 48 children.

Cr Noel Cliff said the upgrades will ensure local children enjoy the best possible start to their school life.

“I would like to acknowledge the work of Yarra Ranges Council’s officers, who have been heavily involved in the consultation, planning and implementation of the redevelopment,” Cr Cliff said. ”I have been informed that there were a number of challenges to the process, including the available space, substantial slope and the building configuration.

“But by working together, we now have developed this inclusive space, which will continue to assist children in their learning.

“So a big thankyou from me to everyone involved.”

Cr Cliff acknowledged the upgrade would not have been possible without the $250,000 funding support from the Victorian Government.

Mr Merlino said the funds were money well spent.

“Our unprecedented investment in early childhood services is supporting ADVERTISMENT

Learning and sharing knowledge about maintaining healthy waterways is something the Southern Dandenongs Landcare group volunteers and Platypus Education Group ambassadors are passionate about.

To demonstrate that passion, the group planted 500 indigenous species around Monbulk Creek last year and is set to do the same for this year’s Platypus Festival.

The planting is just one of many that the group has undertaken to protect one of Belgrave’s most beloved residents - the platypus.

The Southern Dandenongs Landcare group is gearing up for the Platypus Festival at Belgrave Lake Park on 10 September and is inviting the community to attend and take part in a range of fun and educational activities.

Lyster Ward Councillor, Mike Clarke, said the Council Bushland team would be revegetating areas along the creek on the day.

“We invite everyone to come along and get your hands dirty to help keep the creek healthy,” Cr Clarke said.

“We will be planting about 500

plants from the Southern Dandenongs Landcare Indigenous Community Nursery.

“These native plants stop the weeds and encourage a healthy creek and home for the platypus that live here.”

The 500 plants have been funded

by G.J. Gardner Homes’ 15 Trees Project and Council provided a $5000 grant to the Platypus Education Group and the Environmental Education for Kids.

The Platypus Festival is a free family event that runs annuals and celebrates and recognises the unique environment people in the Dandenong Ranges live in where residents share their properties with native wildlife such as the platypus.

Cr Clarke said the festival was an opportunity for residents to relax, enjoy live music, and take part in various craft activities and games for children.

Yarra Ranges Council has supported this year’s festival by providing a $1400 grant to Southern Dandenongs Landcare group.

The festival will be held on September 10 at Belgrave Lake Park, with planting set to begin at 12.30pm.

Why vote?

Australians are being conned by the proposed same-sex marriage postal vote.

The Federal Government should have debated the proposal in Parliament months ago, without the ridiculous expense of $120 million.

It’s only because the Prime Minister wants to appease his conservative backbenchers that the referendum is occurring.

This $120 million is too much money to waste and could have been used on hospital, health care and education.

Bill Shorten needs to lift his game on same-sex marriage, because Turnbull is a ‘Mr Do Little’ MP Shorten does not have to follow.

I urge all Australians to boycott the referendum and force the government to make a decision on same-sex marriage now and prevent much community discourse and anger and save $120 million.

Constant puff In response to 'Thousands flock to see Billy’ (Mail, 15 August), may I point out that the Puffing Billy trains have a negative impact on the environment.

Air pollution from burning coal, by multiple trains daily, and noise pollution from the hooting penetrating whistle is intrusive to residents along the track for up to a kilometre or more each side.

Depending on which way the wind blows, the smoke and cinders are smelt at considerable distance.

It is well accepted as fact that particulate inhalation of coal burning is a serious health risk.

Also, the vegetation along the train-line is mercilessly slashed

in summer so the train does not start fires, severely reducing biodiversity of flora and habitat for fauna.

Furthermore, I am baffled: A non-profit organisation relying on 900 volunteers?

Where does all the money go from this huge increase in patronage by Asian visitors?

Why is Puffing Billy always seeking financial support from governments, which means taxpayers like me?

What then is the point of all this noise, smoke and bluster?

Dead-set scary I was concerned to read the article ‘Spooky take on vows’ (Mail, 29 August) that showed children are being encouraged to engage with witchcraft, death and the occult - because that is what Halloween is really all about.

Occult rituals and witchcraft practices are an intrinsic part of the actual time of Halloween.

Witches and Satanists use the night as a major time for their activities.

People who have been personally involved with witchcraft have testified about the rituals and demonic activity relating to Halloween.

There are particular spells and rituals that can only be used on Halloween night and it is said to be the night when the ‘veil’, believed to separate the living from the dead, is thought to be the thinnest.

Allowing, or worse, encouraging children to participate in Halloween may seem harmless, but parents need to be aware of the dark influences their children are being encouraged to think are fun.

Get swoopy Time again to look skywards as magpie-swooping season pounces upon us, claws first.

This time last year around 16 hot-spots were logged around the Yarra Ranges region on the Magpie Alert website.

While it’s important to stay mindful wherever you’re located, it’s particularly the case around Yarra Glen (four reports), Mount Dandenong and Olinda (three reports), and Yarra Junction (three reports).

Reports were also logged at Toolangi, Seville, Macclesfield, Belgrave Heights and Ferntree Gully.

During swooping season, the Department of Environ-

ment, Land, Water and Planning (DELWP) is reminding Victorians that swooping is a part of magpies’ breeding behaviour.

DELWP senior wildlife officer Suriya Vij said the first incidents of the swooping season had been reported across Victoria over the past few weeks.

“Being swooped by a territorial bird is no fun, but this is just normal bird behaviour and, if possible, the best response is to keep away from the area,” he said.

“As the weather starts to warm up, birds start breeding and we want people to be aware of swooping birds.

“People should remember not to harm native birds, as they are protected.”

The Magpie Alert site suggests residents: Keep alert and pay attention for any magpie nesting sites.

Keep an ear open for their distinctive calls.

Remember, magpies are urban species, too, so there is generally no escaping them.

If you do get swooped, tell others, log the attack on the Magpie Alert website.

It is important to try to stay calm. If you panic and flap, then this is more likely to appear as aggressive behaviour and provoke a further attack.

Try to protect your eyes with your hands, those large beaks are very sharp and eye injuries have been recorded.

He added that a big part of managing local laws was around resolving issues.

The council made it very clear back in 2012 when the General Provisions Local Law was on the table that the council took a reactionary approach to many, if not most, of the laws.

Mr Wright touched on that approach saying the question needed to be asked “if we can’t enforce things, do we need a law?”

“We don’t want to unnecessarily interfere with people’s lives, the laws should be there to deal with things people have a concern about.

“We find a lot of things we that we come across could be dealt with by the people who live in close proximity,” he said diplomatically.

“Our response is moving towards helping people resolve the problems they have.”

The council is encouraging residents to use the opportunity to have a say, saying the community consultation would help provide the council with an indication of what is working well with the current local laws,

and what is not.

With the review of the Open Air Burning Law, the council will consolidate its local laws into one volume so in the future they can all be reviewed at the one time.

The laws will not be required to reviewed again until 2028.

It’s one of the ironies of a local law that, generally, it doesn’t affect someone, until it affects them.

As Yarra Ranges Council calls for feedback on a review of the Open Air Burning Law there is also the opportunity for residents to have a say on existing local laws covering what residents, and visitors, can, can’t and shouldn’t do.

The council's health and local laws executive officer Peter Wright said the review was triggered by the looming expiry of the Open Air Burning Law (2008).

It’s the last law to be reviewed as part of the council’s overall review of local laws that cover topics as diverse as a crowing roosters and roadside trading to nature strips, scare guns, caravans, abandoned vehicles, and more.

The council has compiled a top 10 list of complaints and open air burning is the burning issue with 1609 ‘customer requests’ around smoke nuisance, fire risk and potential breaches of the existing law between 2013 and 2017.

In the same period, 1496 requests were made regarding unregistered vehicles, caravans or trailers on roadsides and nature strips.

Animal-related requests came in at 965.

“The feedback is the first phase of the process and we’re asking people what they think about current local laws, trying to find out what works for them, what’s their experience and to see if there are any parts that they would change, or that

“After so many years away from theatre, it’s a joy to work with this wonderful cast and crew,” she said.

For Rhiannon, the play is “deliciously fun”.

“We all, the actors get to behave very badly,” she says.

“My character Annette asks ‘How many parents standing up for their children become infantile themselves?’ and that is exactly what happens, appalling childish behaviour ... it’s very liberating.”

Justin is proud of the production, and confident that audiences will love God of Carnage.

“The actors are all immensely funny - I laugh at every rehearsal,” he said.

By Kath Gannaway Gembrook-Cockatoo, Mount Evelyn, Healesville and Woori Yallock junior football clubs shared the excitement and rewards of the 2017 AFL Yarra Ranges Junior Grand Finals on Sunday.

The Under 16s saw the hills sides represented with Monbulk Hawks taking on Gembrook-Cockatoo in a game that gave spectators some courageous football.

Monbulk were the team to beat on paper, but it was Gembrook-Cockatoo who lifted on the day and ultimately out-ran Monbulk to register the win 10.12(72) to 6.8(44).

Down, but not out, at three-quarter time, the Hawks came out fighting in the last quarter, but the Brookers were having none of it and piled on speed and the goals to claim the flag.

Gembrook-Cockatoo coach Brad Snoxell paid credit to Monbulk saying they had played a stellar year to stay in top spot.

“The ball bounced our way a bit today,” he said, but gave his boys their dues also saying they had fulfilled the vision they had at the beginning of the year to be holding the 2017 premiership cup aloft on grand final day.

“You have worked extremely hard to be standing here,” he said.

Frankie Trott was Best On Ground for Gembrook-Cockatoo and Austin Richardson for Monbulk.

The Under 14s match between Mount Evelyn and Healesville was always going to be a close one, but noone could have guessed the final outcome - the first draw in memory of an Under 14 grand final.

In another low-scoring game the Rovers and the Bloods held each other to account at every turn and had the crowd on tenterhooks as the score hung on 26 points each with just minutes to the final siren.

Some great work by both backlines held off what each of them needed to grab that successful shot at the sticks - a point or a goal would have done it - and the scoreboard told the story

Another five minutes each end saw desperation football with both sides throwing everything they could at breaking the deadlock, including some hard-ball tackling and long kicks, to face another siren on 26-all.

The league officials, and coaches declared a worthy result for two teams that had won in equal measure.

“You never game up,” Healesville coach Marcus Howie told his team and Mount Evelyn coach Mark Holly had the same message.

“Two teams have butted heads for an extra 10 minutes and you could not wish for a better result,” he said.

“You have both won a grand final; both teams deserved that win,” he said.

Best on Ground for Mount Evelyn was Daniel Coutts and for Healesville Daniel Ebbels.

Chair of AFL Yarra Ranges congratulated all the teams who ran out on the biggest day of the year for the junior competition saying it had been a

great day for junior football.

“It’s the first ever draw in a grand final for the Under 14s and the result after two ends of extra time was a good one,” he said.

“It’s pleasing that the teams’ sportsmanship and the feeling between the clubs is obviously really strong.

“They respect each other ... win or lose that respect is there.”

Division 1 Seniors Qualifying Final Seniors Olinda-Ferny Creek 14.22(106) d Healesville 5.17(47) Olinda will take on Woori Yallock next week in the second semi-final while Healesville will need to regroup as they take on Wandin in the last chance first semi next week. Olinda peppered the goals against the wind in the first quarter, kicking 2.8 to 1.4 but inaccuracy made the quarter time margin only 10 points. With the wind, they could not find the big sticks with another 2.8 to Healesville’s two behinds and the lead at the main break was 28 points. Their accuracy was still under question in the third term but both sides contested the ball and both kicked 3.5.

Olinda found the goals in the last, kicking 7.1 to 1.6 to come away with a big 59-point win at the final siren. Olinda will need to sort out their goalkicking for next week as 36 scoring shots to 22 should have seen the final margin a whole lot different to what it ended up.
