If not for that call, she was unlikely to have had a chance meeting with one of the last people to see her great-uncle ‘Jack’ Axford alive.

It was at a fund-raiser for Mr Madden’s VC book project at the Shrine of Remembrance in March when VC recipient Keith Payne revealed his link to ‘Jack’ to a captivated audience.

Mr Payne told how he sat down to “have a

yarn” with ‘Jack’ during a gathering of Victoria Cross and St George Cross medallists feted by the English Royal Family in London in 1983.

The pair bonded closely over a “great long conversation” in the Union Jack Club as Mr Axford’s two sons took in the sights of London.

“I heard more about the First World War from Jack than ever,” Mr Payne told his audience.

It was a sharp-eyed customer at a Berwick bank that first led Faye Axford into the embrace of the Victoria Cross ‘family’.

Ms Axford, of Endeavour Hills, was simply told by the customer Bill Rogers as he held up a Berwick News front page in March: “You need to

ring this guy”.

The article was on Berwick author Michael Madden, who is well into his epic search for relatives of Australia’s 100 Victoria Cross awardees.

Since Ms Axford gave Mr Madden a call, she has been interviewed for the book to talk about her two heroic ancestors Thomas ‘Jack’ Axford VC and Albert Jacka VC. 12325562-HM41-16

These charities no more Three charities in Dandenong, Eumemmerring and Doveton have been deregistered.

Australian Hazara Students Group, Church Of All Nations and Bethany Mission Australia were among 590 charities to have their Australian Charities and Not-for-profits Commission (ACNC) registration revoked after failing to submit their annual reports two years running.

According to its Facebook page, the Australian Hazara Students Group helped Hazara students to reach their educational goals and enhance their integration into mainstream Australian society.

The page’s content has not been updated since June last year and the group did not respond to a request for comment from the Journal.

On its active Facebook page, Church Of All Nations in Eumemmerring describes itself as “a vibrant church, desiring to see people of all ethnic and cultural backgrounds meet and have a close relationship with Jesus”.

It did not respond to requests for comment

Three south-east charities deregistered after failing to send in required paperwork. sent to the email address listed on the ACNC register.

Bethany Mission Australia also did not respond to contact from the Journal.

ACNC commissioner Susan Pascoe said these organisations were warned multiple times to submit their outstanding reports.

“Revocation for failing to report is always a last resort for the ACNC, and we prefer to work with charities to get them back on track,” she said.

“It is important that we provide the Australian community with accurate and up-to-date information on the Charity Register.

“This information is largely collected from the Annual Information Statements required from charities to meet their basic requirements to retain charitable status.”

The charities that lost their registration will have this published on their Charity Register listing and will no longer be able to display the ACNC’s Registered Charity Tick.

“Revoking charities that fail to meet their obligations is an important part of maintaining trust and confidence in the not-for-profit sector,” Ms Pascoe said.

“The public need to be confident that the national regulator is only displaying eligible charities on the Charity Register.”

By Victoria Stone-Meadows High school students from Casey and beyond will have the opportunity to flesh out their perfect career path at the 2017 South East Careers Expo and Try a Trade.

The expo will give students and others a hands-on glimpse into a variety of careers and career paths they wish to take.

Casey Mayor Sam Aziz said the expo would be the perfect setting for students to really get a handle on figuring out what they wanted to do in the future.

“With interactive displays for people to try out, those who come along and take advantage will really get a feel for the type of work they’d like to do,” he said.

“Getting a good feel for an industry, whether it be hairdressing or building, can help any young person decide if it’s something they would like to further explore.”

“It’s the ideal way for young people to feel more informed when exploring a range of industries and occupations, and can also help them plan for an exciting future.”

Cr Aziz also said the guidance and advice made accessible to those that attend would be invaluable.

“Ensure your child doesn’t miss out on seeking the guidance and inspiration that will help them prepare for a bright and fulfilling post-school future, and check that their school is booked to attend,” he said.

The 2017 South East Careers Expo and Try a Trade Expo will be on Tuesday 2 May from 9am to 3pm at the Cranbourne Racecourse.

Greater Dandenong’s poets and spoken word artists can take the stage at a special showcase in June.

The event at Walker Street Gallery and Arts Centre in Dandenong is part of the Emerging Writers Festival, which gives new and emerging writers opportunities for professional development and to perform or publish their work.

“This is a great opportunity for our talented local artists and performers to have their work included,” Greater Dandenong mayor Jim Memeti said.

“We’re excited to give our own creative voices the chance to be represented alongside some of the best emerging storytellers in Australia.”

The Walker Street Gallery and Arts Centre Emerging Writers’ Festival performance showcase will run from 6.30pm to 7.30pm on Saturday 17 June.

Child cold-case murder accused name a secret A man accused of a murder 47 years ago is believed to have been a senior security officer working at Casey Hospital.

The man, 63, who cannot be named due to a suppression order, had been charged and extradited to New South Wales over the abduction and murder of three-year-old Cheryl Grimmer at a beach near Woollongong in 1970.

He was 16 at the time that Cheryl disappeared from outside a shower block at Fairy Meadow

beach and has not since been found.

Monash Health and its security contractor Plenary Group have neither confirmed nor denied the man had been working at Casey Hospital up to his arrest.

A Monash Health spokesman said it was confident in the processes Plenary Group have in place for their staff.

A Plenary spokesman said it did not comment on matters before the court.

A source said the accused man had been working at the hospital for a long time.

Fresh calls to find attacker

“He comes across as a really nice guy,” the source said.

“I don’t think patients and staff will be happy about this. It should not have happened.”

The accused, believed to have since changed his name, had been arrested by Frankston police detectives and extradited on 23 March.

He chose to remain in police cells and didn’t apply for bail during a hearing at Woollongong Magistrates’ Court on 24 March.

He is set to appear on video-link for a hearing on 24 May.

Unborn baby saved after truck-car smash at Hallam A pregnant Hallam woman was rushed to hospital for an emergency Caesarean following a Hallam car crash.

The 24-year-old was the passenger in a car that collided with a truck about 2.55pm on Wednesday 19 April at the Princes Highway and Princes Domain Drive intersection.

Major Collision Investigation Unit detectives are investigating the incident.

The passenger’s injuries were considered lifethreatening but her condition was stable later that day.

Her baby has non-life threatening injuries.

The car’s driver, a 52-year-old Hallam woman, was taken to hospital with non-life threatening injuries.

The truck driver, a 50-year-old Tynong man, was not injured in the collision.

Indeed, Mr Axford had been treated for shellshock and for shrapnel wounds in the two years of service before his heroic VC-awarded act in July 2018.

In the Australian War Memorial tribute, Mr Axford, on his own, attacked an enemy machine-gun position with just bombs and bayonet during the World War I Battle of Hamel in northern France.

He killed 10 German troops and captured six, before the platoon joined his advance. In some quarters, the successful attack by Australian and US troops at Le Hamel was regarded as the turning point of the war.

“I must have been mad,” Mr Axford reportedly later said of his courageous act.

On the flight back from the 1983 London visit - “on this side of Dubai” - Mr Axford died.

Police are renewing calls for information about an alleged sexual assault in Dandenong.

They said the 30-yearold victim shouted at her attacker and chased him down the street following the 23 March incident.

The Journal first reported on it on 4 April following an appeal from Dandenong sex offence and child abuse detectives for public assistance.

On Wednesday 19 April, police repeated that request.

They said the victim was walking on Moysey Lane about 6.50pm when her alleged attacker left two associates, crossed the footpath and approached her.

It is believed he sexually assaulted the woman as he walked past her.

The victim confronted the man and one of his associates, yelling and chasing them down the street.

She then went to Dandenong railway station and reported the matter to PSOs. The attacker is described as aged in his twenties with broad shoulders, a flat nose, black curly hair, a swollen right eye and of African appearance.

In front of an audience including five families of Victoria-Cross recipients, it was as if Ms Axford had been ordained as part of the greater ‘family’.

“Words can’t express what I’m feeling at the moment,” Ms Axford said.

“This is just a surreal feeling to meet you.”

Next year, she plans to tour Le Hamel, the scene of Lance-Corporal Axford’s awarded heroism and exactly 100 years after the event.

In his labour of love, Mr Madden is compiling stories and photos to portray the real people behind the medals for his book The Victoria Cross: Australia Remembers. All but 96 are deceased.

Mr Madden feels no Victoria Cross recipient “disappears into the ether” because they all look out for one another.

Yet Australia was also at a bit of a knife-edge, he said.

“The Victoria Cross has moved from having living recipients to memory.

“Now we are moving to the stage where we don’t have the people to remember them - and it is moving to legend.”

All proceeds from his book The Victoria Cross: Australia Remembers go to the charity Totally and Permanently Incapacitated Veterans’ Association.

A Keysborough woman discovered would-be thieves on her front doorstep at 2am.

Police said the victim heard noises of someone kicking her door and turned on the front light of her Kotiko Road home on Sunday 16 April.

She saw several people on the front porch who quickly ran from the scene.

Canine units attended but were unable to locate those responsible.

Coward punch phone theft A thief punched a Dandenong man in the head and stole his phone while he was unconscious.

The 23-year-old was walking south on King George Parade, away from Princes Highway, about 2.45am on Friday 14 April.

A passing vehicle stopped alongside him and a passenger got out and punched him to the side of the face.

He blacked out and woke to find his phone had been stolen. He was uninjured.

The victim described his attacker as an African man.

Cops probe car arson Vandals torched a suspected stolen car in Dandenong South.

CFA crews attended and extinguished the fire on Pound Road West about 4.30am on Sunday 16 April.

Greater Dandenong CIU said the car was a silver Ford station wagon that had not yet been reported stolen.

5 years ago 23 April 2012 Rooming houses in Greater Dandenong A surge in rooming houses in Greater Dandenong is a sign of mounting housing crisis, says a homeless support worker.

Known rooming houses in the city have almost tripled from up to 31 in 2006 to 89 in 2011, an RMIT study released last week shows.

In the same period, the number of rooming house tenants rose from 245 to 642.

Tony Setter, head nurse for the Royal District Nursing Service’s homeless program, said the rise showed that “there’s no other accommodation to live in, especially for single men”.

“There’s nothing there on the private rental market for people on benefits. They can’t afford it.”

He said the rooming house owners of registered and illegal establishments were profiteering from tenants’ plights.

He estimated there were about 30 rooming houses in central Dandenong.

The study author Chris Chamberlain said many of the rooming houses were scatted in Dandenong North near Chisholm TAFE, Noble Park, and central Dandenong.

Only one of the 89 was not registered with Greater Dandenong Council, but Professor Chamberlain was certain there would be more unregistered and unknown rooming houses.

In Brief Cops probe torched car

By Cam Lucadou-Wells City of Casey’s controversial mission to China has possibly landed a large-scale lantern festival staged next to Bunjil Place next year.

The lantern festival is hoped to open for up to five weeks in autumn or spring 2018 on the site of the to-be demolished Casey Civic Centre in Magid Way. If it goes ahead, the event would be a tourist and jobs attraction, Casey mayor Sam Aziz said.

During the 4-10 April trip, the Casey delegation met with Zigong Lantern Festival and Trade Company, which stages 300 such annual festivals in China.

The company stages large shows internationally such as Lights of the World, Phoenix, in USA and Canada.

Deputy mayor Wayne Smith, who was also part of the delegation, said the light installations including animals and iconic buildings would be on a similar scale to Frankston’s annual Sand Sculpting Australia event.

Casey was keen to facilitate the multi-milliondollar show in partnership with other businesses, he said.

“We need someone to take it on as an event, with Casey providing in-kind support,” Cr Smith said.

“It’s such a big event that it’s not something the council could contemplate on its own.”

Cr Aziz said the visit opened up doors to the “highest levels” of China’s Ministry of Foreign Affairs.

“We got a huge bang for our buck,” said Cr Aziz - who estimated that buck to be $16,000.

He emphasised there was little time for sightseeing.

“We had a strong idea of what we wanted to do.

“There was surprise at the speed at which we achieved and how hungry China was for global friendship and partnership.”

During the trip, a swiftly agreed letter-ofintent for establishing an economic partnership agreement between Casey and Dujiangyan City was created.

Police are trying to identify a torched car shell found alight in Dandenong South.

Greater Dandenong CIU detectives believe the vehicle was a Holden Commodore but key parts were missing and damage from the fire was significant.

It was found burning on the nature strip at the Glasscocks and Taylors roads intersection about 12.45am on Friday 14 April.

Foiled bid to burgle garage A Dandenong woman confronted a would-be burglar in her garage.

Police said the 51-year-old woke to noises coming from the Grace Avenue garage about 8.30am on Wednesday 12 April.

She went into the garage and saw a Caucasian man believed to be aged in his mid-thirties standing beside her vehicle.

The victim asked him what he was doing and he walked outside. He appeared to leave the scene in a white-coloured sedan.

The trip has meanwhile been condemned

by Casey Residents and Ratepayers Association (CRRA) as an “expensive and time-consuming endeavour”.

CRRA president Arvo Talvik said the “wasteful” trip had unclear objectives and no accountability.

Mr Talvik said the council was advised by an internal report in August 2015 that pursuit of a Chinese economic partnership would require “significant investment” and could take up to 1020 years for real benefits to materialise.

“It’s crazy that this wastefulness is happening, when the council keeps saying it is short of money and will need to put rates up in the future.

“To date, council has paid consultants Bastion S&GO $15,000 to help plan the trip.

“We don’t know what other costs have been in-

curred, but if we included council officers’ wages for time spent working on this China partnership it would quite possibly be $100,000 or more.”

Mr Talvik said if the trip led to more Chinese investment in an “already overheated” local housing market, it would be “doing more harm than good”.

Cr Aziz said the mission’s delegation had achieved what normally took several visits by being hosted by the most senior tiers of Foreign Affairs.

According to the letter-of-intent with Dujiangyan, the agreement was based on “mutual equality and benefit” across “a number of sectors and industries”.

Cr Aziz said on the technology front, however, China would “give us far more than what we can give them”.

Dujiangyan is a manufacturing “powerhouse, with a population of 652,000 and prospering from a 12.5 per cent GDP rise, he said.

A driver was travelling at more than 100km/h over the speed limit in Bangholme, police allege.

Greater Dandenong Highway Patrol members allegedly detected a Holden SS ute travelling at 199km/h in a 90km/h zone on Thompsons Road in the early hours of Friday 14 April.

They impounded the 28-year-old Reservoir man’s car for 30 days and will charge him on summons with driving at excessive and dangerous speeds.

The impound occurred as part of Operation Nexus, which is a state-wide road safety focus for all police until Anzac Day. Police will target speed, fatigue, distraction, seatbelt non-compliance and impaired driving in an effort to reduce road trauma and improve road user behaviour.

The operation will run for 13 days, until midnight on Tuesday 25 April.

It’s none of our business but…

The Journal spoke to Alex in May last year about his short film Who is He? that was screening at the Short Cuts Film Festival at the Drum Theatre.

Alex, who has a mild intellectual disability, had just finished filming for Seven Types of Ambiguity.

The show is now screening on the ABC and is a psychological mystery told from the shifting perspective of seven characters.

He plays Roger, a mentally disabled man living in an old-folks’ home.

Its Dandenong South warehouse hosted Federal Bruce MP Julian Hill and Isaacs MP Mark Dreyfus on Wednesday 12 April.

Avocare invited the MPs to visit to illustrate its impact on the community through emergency food relief, essential material aid and programs for Work for the Dole participants referred from local Job Active Providers.

Mr Hill and Mr Dreyfus were shown on a map the 100-plus charities that accessed Avocare assistance and were surprised by the scope of vital

relief disseminated in the South East.

“Without Avocare, Transit alone could not provide food relief to our 900 families - 2000 individuals - on a weekly basis,” he said.

Avocare’s workforce includes Work for the Dole participants who learn employability and industry-based skills while supporting the community.

Managing director Trish Keilty told the visitors that Avocare often employed former Work for the Dole participants as supervisors.

“Avocare supports sustainable employment and encourages commitment to the community,” she said.

Anzac Day

Tough times on the home front Sacrifice and hardship wasn’t confined to the battlefields during the Great War. They did it pretty tough at home as well - and few communities did it tougher than Harkaway.

The area was primarily settled by German migrants but they joined other families across the district in sending loved ones to the front.

However, with family ties to the enemy they had to endure mistrust and betrayal from their own community.

Take Dandenong’s Private Arthur Edebohls as an example.

While he was serving overseas, three of his uncles and a neighbour in Harkaway were being quietly investigated for being pro-German.

John, Joe, and Louis Edebohls and Rudolph Halleur were first reported to the authorities by letter in June 1915 and the Edebohls brothers were again investigated in 1916 and 1918.

Police from three different stations - Berwick, Emerald and Ferntree Gully - were involved in “quietly checking on the men”.

Each time the claims were discovered to be unfounded and with no evidence one policeman reported that the accusation had been “written in spite”.

The Edebohls story came to light as the Narre Warren Family History Group made preparations for its third book and World War I inspired cemetery walk.

This year’s walk - titled For Some the Bell Tolled: a World War I Walk in Harkaway Cemetery - was held on Sunday 23 April.

Group members took people to 17 graves and told some of the stories of the 40 soldiers and a nurse who are buried in the cemetery.

The book has the full story and also stories for the 25 men and Nurse Jessie Traill who are remembered on the Harkaway Memorial Stone at the Harkaway Avenue of Honour.

Private Arthur Edebohls was assigned to the eighth reinforcements of the 58th battalion and embarked from Melbourne on 16 December 1916 on HMAT Medic.

Three Australian war correspondents, G.L. Gilmour, Charles Bean and Keith Murdoch, dressed as soldiers, are watching the 57th and 58th Battalions in action against Cabaret Wood Farm, a position in the Hindenburg Line, about 1200 yards north-east of Bellicourt, in France, from the safety of a ditch. This was the Battalion of Private Arthur Edebohls of Dandenong.

Picture: AUSTRALIAN WAR MEMORIAL. He enlisted at Warragul on the 31 October 1916, the same week as his elder brother Edwin enlisted for the second time. Arthur had recently celebrated his 23rd birthday.

He was living with his parents Henry and Mary at Frankston Road in Dandenong at the time and worked as a laborer.

It was noted on his medical report that he was just under 182cm tall and he had blue eyes and fair hair. Arthur completed a month of training at Royal Park he was assigned to the same unit as Edwin.

When he disembarked at Plymouth he had another three months of training before he crossed the channel to France where he joined his unit on 16 May 1917.

Within a month Arthur was sick in hospital and transferred back to England.

He returned to duty in September 1917 and was on the front line during the battle at Polygon Wood during which days and nights of a relentless bombing barrage resulted in many soldiers being hospitalised with shell shock.

Arthur was one of them and once more he was

back in England.

During his recovery he was reported absent without leave for 10 days and for this he forfeited 26 days’ pay.

He returned to France in March 1918 and six months later he was again diagnosed with shell shock and invalided back to England.

In April 1919 he returned to Australia on the Derbyshire and was discharged on the 16 September 1919.

The Narre Warren Family History Group reports that Arthur may have struggled to return to ‘normality’ upon his return home.

From a newspaper report in January 1920 he and another returned soldier Charles Brook were charged with being drunk and disorderly and were locked up overnight.

The arresting officer spoke on their behalf in court and no conviction was recorded. However they were subject to a prohibitive order that prevented them both from drinking in the shires of Dandenong, Berwick, Cranbourne or Mulgrave for 12 months.

Arthur did not marry and he lived with his parents for some time. His uncle William died in 1939 at Frankston and sometime during 1940 his father died. In 1954 his mother had died and Arthur moved to Frankston.

Arthur died at Heidelberg Repatriation Hospital on 16 November 1974. He had been living at RSL Park, Overport Road, Frankston, prior to becoming ill with bronchopneumonia.

RSL Park is still providing care to returned servicemen and women and today it is known as Vasey RSL Care.

Arthur was buried in Harkaway Cemetery on 27 November 1974 aged eighty-one.

He received the Victory Medal and the British War Medal and his name is inscribed on a memorial plaque in the War Garden of Remembrance at the Springvale Botanical Cemetery.

Injecting rooms rejected

By Cam Lucadou-Wells Casey has declared it is “strongly” opposed to any proposed safe injecting rooms in the municipality.

Councillor Susan Serey, who introduced the motion at an 18 April meeting, said Cranbourne had been mentioned in State Parliament as an illicit-drug hotspot.

The suburb might be one of the first locations if “drug injecting rooms” were introduced, she said.

The injecting-room approach was “soft”, encouraged illicit drug use and drug trafficking and sent the “wrong message” to young people.

The issue was better tackled by more drug rehabilitation facilities, with Victoria well behind NSW’s 800 available beds, Cr Serey said.

The motion was opposed by councillors Tim Jackson, Damien Rosario and Wayne Smith - who

called for a council report on the issue prior to voting.

“My dissent isn’t that I’m in favour of drug injecting rooms, but that we have proper information in front of us,” Cr Jackson said.

He noted a State Parliament inquiry being held on the issue was due to report back in March 2018.

“I would be interested in what it says before I form my view.

“Ultimately, it’s a decision for the State Government, not for council.”

Cr Smith, though not supporting or opposing the rooms, said opportunities for clean syringes and counselling might be offered.

Councillors Rosalie Crestani and Milla Gilic, in rejecting the rooms, gave examples of close people who had died while on methadone treatment.

“It would be stupid to even dabble with an idea

that it’s OK to go in a room and use heroin and other drugs,” Cr Gilic said.

Cr Gary Rowe, who as a State MP had investigated the issue on an international scale, said “safe” injecting rooms was a misnomer.

Even in these rooms, users could be killed immediately by a “hot shot”, Cr Rowe said.

They attracted drug dealers in the neighbourhood and “don’t give our children or anyone else’s children a degree of safety whatsoever”.

“From what I see here tonight, the consensus of this council is we don’t want it in City of Casey.”

Mayor Sam Aziz said the motion was based on politics, and didn’t require more technical information from experts - who were in any case divided on the issue.

“I’m willing to give my right arm if 90 per cent of residents don’t agree with this (motion).”

Meanwhile, council officers were instructed to report back to councillors on the issue by June.

Plea to save youth legal service as ‘funding cliff’ looms

By Casey Neill A program that keeps Dandenong youths out of jail will end on 1 July.

Federal Government funding for not-for-profit Youthlaw will drop by $72,000 next financial year the cost of its outreach program.

Youthlaw outreach lawyer Karen Chibert met with Isaacs MP and Shadow Attorney-General Mark Dreyfus at Headspace Dandenong on Wednesday 12 April.

She explained that the program had helped about 760 vulnerable young people during its two years, including about 50 in Dandenong and surrounds.

“Each of those 50 people would have three (different) legal issues,” she said.

Youthlaw is based in the Melbourne CBD. Ms Chibert travels to nine Headspace and community centres across the state to connect with young people “who arguably wouldn’t otherwise receive assistance elsewhere”.

Without the outreach program, those young people face a trip to Melbourne for help.

“All the relationships built up between Youthlaw

“That would be a real shame.

“The take-up by the workers from Headspace has grown exponentially.”

Ms Chibert said the program was operating at capacity and there was even a gap in service for the eastern suburbs.

She said young people who’d been assisted through the outreach program told Youthlaw they would have ended up in jail without it or would have racked up huge debt to fund a lawyer.

She said the service was specifically for vulnerable young people who were dealing with issues of drug and alcohol abuse, mental illness and homelessness.

“What we do a lot is try to get young people on a diversionary program,” she said.

“It unclogs the court system.”

Mr Hill said solving their legal issues allowed the young people to seek help for their other problems, potentially breaking them free from a downward spiral. Using Headspace as a base meant young people could deal with multiple problems in one visit to one location, he said, saving taxpayer money.

Mr Hill said a Productivity Commission report found that every dollar invested into the community legal system returned at least $17 or $18 in economic benefit.

“These tiny amounts of money that help address those critical issues for the community are so important,” he said.

CFA call-outs have doubled

By Cam Lucadou-Wells Alarms at Narre Warren North CFA brigade have been running hot.

Since 2011, emergency call-outs have nearly doubled from 164 calls a year to 299 mainly due to urban growth, the brigade’s captain Mark Dobrich says.

During a recent visit by Deputy Premier James Merlino, Mr Dobrich pitched the case for more firefighting appliances and car parking at the fully volunteer 70-yearplus brigade.

Mr Merlino - also Emergency Services Minister - fielded questions about the protracted negotiations over the CFA’s structure and its impact on the brigade’s volunteers.

Mr Dobrich talked up the value of volunteer firefighters to see risks, problems and solutions that professional “career firefighters” cannot.

“Volunteers are also well trained and disciplined, but the volunteer provides something else -diversity.

“In the volunteer ranks of any CFA brigade, you not only have highly skilled, experienced and dedicated firefighters but you also have builders, doctors, plumbers, electricians, nurses, engineers, IT specialists.

“It is this diversity of skill, knowledge and experience that is the true strength of the volunteer brigade and of the organisation that is CFA.” The brigade’s two trucks - a tanker and a pumper - were adequate for now, but were under increasing demand from outer suburbia, Mr Dobrich said.

“This demand is expected to increase as the area continues to grow.”

The town - embedded in rural and bush landscapes - was also at significant fire risk, as illustrated by Black Saturday.

By Casey Neill The rain paused as dozens of people in Endeavour Hills came to a standstill to remember service men and women past and present.

The Dandenong Cranbourne RSL Sub-Branch held an Anzac Day service at the Peace Memorial on Heatherton Road on Friday 21 April.

Afghanistan veteran Scott May represented the RSL, reciting the Anzac Requiem, leading the crowd in reciting Lest We Forget and laying wreaths.

Bugler Alan Collard played the Last Post and Reveille, the crowd sang the Australian National Anthem and God Save the Queen, and piper Alistair Wright played Amazing Grace while attendees placed poppies at the memorial.

Dandenong’s Pillars of Freedom will host a dawn service at 6am on Tuesday 25 April.

At 9am, Vietnamese Veterans will conduct a service at the Vietnam War Memorial of Victoria, at Dandenong RSL. A march down Clow Street to the Pillars of Freedom will then depart the RSL about 10.30am with a service to follow.

The Victorian Government is currently undertaking the biggest review of property legislation in the state’s history.

This includes a focus on five key pieces of legislation that govern the way property is bought, sold and leased in Victoria.

These reviews are being run concurrently

by Consumer Affairs Victoria (CAV) under the umbrellas Consumer Property Law Review and Fairer Safer Housing.

The Consumer Property Law Review encompasses the Sale of Land Act 1962, Estate Agents Act 1980, Owners Corporation Act 2006 and Conveyancers Act 2006.

Two Options Papers in this review - Sale of Land and Business and Estate Agents and Conveyancers -are currently open for public consultation until 28 April and 16 May respectively.

While both of these Options Papers aim to modernise existing legislation, they also consider changes relating to off-the-plan sales, early release of

deposits, contracts of sale and licensing and conduct of agents.

The REIV strongly encourages property owners to provide feedback on proposed reforms as the removal of early release of deposits would necessitate bridging finance, significantly increasing vendor costs during the sale of land process.

Likewise, if you live in or own one of the state’s 500,000 rental properties, you’ll be affected by changes to the Residential Tenancies Act - the law that governs arrangements between landlords and tenants.

This review is in its final stages with an Options Paper released in early January.

The REIV has significant concerns regarding many of the proposed changes to the legislation with more than 77 per cent of the 141 options favouring tenants.

If the proposed reforms were adopted, landlords would lose a number of valuable rights including the ability to end a tenancy.

Meanwhile, tenants would gain a range of rights which will undoubtedly make residential property one the least attractive investment portfolios.

This includes the right to make nonstructural modifications to a rental property without the landlord’s consent, the right to keep a pet without the landlord’s consent and the right to extend a fixed-term tenancy without the landlord’s consent.

Balanced protections for both stakeholders are necessary to ensure an adequate supply of rental properties in Victoria. If a landlord’s security over a significant financial investment is eroded, it will result in landlords increasing rents to cover the added risk to their rental property.

NUTS AND BOLTS OF BUYING PROPERTY Buying property can be an overwhelming experience! It doesn’t matter whether you want to buy established housing or house and land - buying property can be daunting if you don’t know where to start, and who to trust.

It is vital to get an understanding of what you can afford to borrow.

Every circumstance is unique and as the old saying goes - there is more than one way to skin a cat! What might not work in one situation, may work in another.

The more information you can get on qualification the better - as well as all the costs associated with purchasing.

There are a few ways of ascertaining your borrowing capacity. Firstly, you can walk into a bank and ask to speak to their loan manager. The positive is that you are going straight to the bank, so they have a fair idea what they are talking about. The downside is going directly to a bank limits your options.

Just like your circumstances, each lender is entirely different from the other in terms of the standards they set on borrowing requirements.

Unfortunately, going directly to the bank restricts your ability to test the market and get the best loan product that meets your specific needs.

A mortgage broker can be another option in getting more information. The positive of mortgage brokers is that they aren’t tied to one lender - they have access to more lenders and are able to source competitive loans. Traditionally, mortgage brokers are affiliated with an aggregator (ie: Mortgage Choice, Aussie) meaning they will operate under a recognised brand name, but basically run their own operation.

Dealing with mortgage brokers affiliated to specific aggregators can also reduce your ability to test the lending market usually these aggregators have accreditation with only a certain number of lenders. The bigger the aggregator, the more lenders they can source loans through.

So where do you start? You can come and visit me - I would love the opportunity to assist, obligation free of course! But if it’s not me you see first, the next best option is to start with a mortgage broker. For the reasons above, mortgage brokers have access to a greater distribution of lenders and their loan products.

They can also give you qualification on the spot. If you aren’t quite ready for a mortgage application, they can provide you with a solid plan to get you in a position where you will be able to meet the lending requirements of the major banks. Ask plenty of questions, expect good information and answers so that you can be educated on the requirements of applying for a mortgage.

Futures for at-risk youth

By Casey Neill Dandenong’s Bei Nienkel started picking, packing and despatching goods as a Work for the Dole activity.

Now the 21-year-old is a paid supervisor for Picking and Warehouse Solutions (PAWS) Fulfilment in Dandenong South.

“It’s a good experience. You get to learn new things every day because it’s never the same thing,” he said.

Industry and Employment Minister Wade Noonan and Dandenong MP Gabrielle Williams visited the warehouse space on Wednesday 12 April.

They met the PAWS team and workers from other Whitelion social enterprises Wheelly Good Coffee and fruit2work.

PAWS recruits at-risk 16 to 25-year-olds to pick, pack and despatch orders.

Supervisors receive support from trained youth workers to help each recruit to grow and gain transferrable skills.

Whitelion CEO Mark Watt said PAWS had been in Dandenong South for three and a half years, and operated from the MarkitForce warehouse.

“They were committed to helping young people as well,” he said.

“We have homeless outreach centres in Dandenong, so we’re working with the homeless kids, and we know that work and social enterprise is fantastic for homeless kids because it really gives them a hope and a future.”

Dean Pretty, 24, used to live on the street in Melbourne.

Whitelion’s Chatterbox Bus gave him comfort and support.

“They just made me feel like someone wanted to listen, because no one ever did,” he said.

The service helped him to access rehab then linked him up with Wheelly Good Coffee.

Dean now works on the fruit2work project, packing and delivering fruit from a warehouse at the Melbourne Market in Epping.

China trip aids business ties

“Having a job, giving me something to do really, really changed my life,” she said.

“It was the first ever time I’ve got money for myself.

“I’ve got a lot of training done, it’s opened a lot of opportunities for me.”

Mr Noonan said Whitelion received $2.65 million through the Jobs Victoria Employment Network program to place 240 at-risk young people into work over four years.

“We do recognise that social enterprises provide a great pathway in terms of workplace inclusion and then community inclusion beyond that, and can be a pathway back to a meaningful life,” he said.

“It’s terrifically positive work that doesn’t necessarily get the recognition it deserves.”

Greater Dandenong businesses could get a leg-up in China through a council-led trip.

The council will co-ordinate networking and business matching sessions with key businesses and industry leaders in its sister city Xuzhou and nearby Nanjing in September.

It’s seeking expressions of interest in the five to seven-day delegation.

“I’d encourage any businesses to put their hand up,” Greater Dandenong business group manager Paul Kearsley said.

He has led recent visits that have highlighted the growing levels of wealth in China and capacity for Chinese business owners to invest privately in foreign investment opportunities.

Mr Kearsley accepted an invitation from the chamber to visit with a SABA representative, and SABA recently hosted a Wenzhou representative.

He said that on his trip he would see what the city was about and look for opportunities for businesses to visit in the future. Wenzhou could join Xuzhou and Nanjing on the itinerary for September.

The council adopted an International Relations policy last July to help build overseas relationships around economic co-operation and expand economic opportunities for local businesses.

It established a formal sister city relationship with Xuzhou in 1996 and over the past few years has developed a link with the Jiangsu Federation of Industry and Commerce in Nanjing.

It’s hoped the relationships will drive capital and private investment in Greater Dandenong.

Drug court founder takes stock

By Cam Lucadou-Wells Success at Dandenong Drug Court has bred a successor - a second, larger drug court in Melbourne’s CBD launched on 30 March.

Now in its 15th year, the drug court unequivocably quells offenders’ re-offending and saves more than $3 million a year in prison costs.

“It’s terrific to have the program expanded,” said departed Dandenong Drug Court magistrate Tony Parsons.

“It’s going to provide a massive boost to community safety and to the recovery of people with these horrible drug addictions.”

Mr Parsons has left to head the newly-opened $32 million Melbourne Drug Court whose 170 participants is more than double the size of Dandenong.

Mr Parsons has been succeeded at Dandenong by magistrate Gerard Bryant.

The Melbourne court will complement but not overlap the south-east catchment of the Dandenong Drug Court.

Mr Parsons said the Dandenong region - with a drug offence rate double the rest of the state was a “rich field” for the state’s drug-court pilot.

Offenders who completed drug-treatment orders (DTOs) at the court were 34 per cent less likely to reoffend than those jailed for similar offences.

“It’s worth remembering that people on the drug court program would otherwise be in jail,” Mr Parsons said.

The court uses a carrot-and-stick approach an intensive two-year regime of weekly reporting to a magistrate, twice-weekly drug testing, rehabilitation, as well as housing, vocational and welfare support.

Any breaches on the program carry the risk of spending time in jail.

According to a KPMG report into the court in 2015, the cost of the court’s drug treatment orders is $70 a day per offender, compared to $270 a day for prisoners.

The Dandenong court saves about 14,000 prison-bed days a year - with a saving of more than $3 million annually in prison costs.

That doesn’t count the further “exponential” savings in the health system, policing, social welfare and child-protection, Mr Parsons said.

The Melbourne Drug Court was launched as part of the State Government’s Ice Action Plan to drive down ice use and drug crime.

in case management” was successful for ice users, who cannot be helped by any known medical therapy.

“I build a relationship with these people. It’s something that they’ve stated has helped them.

“If you provide counselling once a fortnight or once a month, it’s a waste of money and time.”

Attorney General Martin Pakula said the court provides more effective sentencing options for serious drug-related offenders.

By Nicholas Creely Women’s football was once the great unknown it’s now the great success story of 2017.

With all the hype that came with the AFLW and its inaugural season, there was also the birth of an elite pathway for talented young girls to develop their game - the TAC Cup Girls competition.

And the coach of the Dandenong Stingrays Girls’ team, Dee Longwill, said that the introduction of the pathway is another major stepping stone in Women’s Football in Victoria.

“It’s very important (the competition) - these girls are the benchmark to where the young talent will come from, it is our job to get the younger generation up to the standard of our elite programs,” she said.

“There needs to be a succession plan or the competition won’t last. It is about educating and increasing the awareness, the wellbeing of this young talent.

“We need to be working with the AFLW and VFL clubs to get the same message out.

“It is good to see what level they need to be at - how hard they need to work to get to the elite level.

“They not only need football skills, but the strength and conditioning, workload in fitness, nutrition, and recovery.

“The younger players have mentors and role models to look up to as a motivation to get them to the highest possible level.

“Definitely the standard will improve and it will become the benchmark for the younger generation but it will also provide the education and multiple pathways for women’s footy.”

Star players get set to face off against Essendon

By Nicholas Creely Eastern Football League (EFL) senior coach Brett Moyle has named his initial 74 player Interleague squad, with a whopping 15 players from both Noble Park and Rowville looking to make the final cut.

In what is going to be a highly anticipated clash with the Essendon District Football League (EDFL) on 13 May at Bayswater Oval, there are a number of star players included in the squad.

Former AFL star and current Bull James Gwilt headlines the act and could potentially be named captain, with his star teammates Kyle Martin, Mitchell Gent, Sam Monaghan, Shayne Allan, Tim Harper and Ziggie Alwan all named in the squad.

Last year’s Chandler Medalist Cameron Manuel has been named for the Hawks and looks certain to be one of the major players for the side, with teammates Alex Frawley, Damian Garner, James Wilsen, Lachlan McDonald, Matthew Davey and Matthew Robinson all making the initial squad.

In total, there are 475 games of AFL experience in the squad with Cameron Howat (Vermont), Farren Ray (Balwyn), James Gwilt (Noble Park), John Meesen (Balwyn), Jonathon Simpkin (Balwyn), Kyle Martin (Noble Park), Thomas Roach (Balwyn) and Tom Simpkin (Balwyn) all having previously played at the highest level.

Some other notable names in the squad include Kris Pendelbury, brother of Collingwood captain Scott, Mason Crozier, brother of Fremantle forward Hayden, Ryan Bathie, a former Geelong rookie and Richmond VFL star, and Myles Sewell, who has been one of the great North Ballarat VFL players of all time.

Last year, the EFL travelled to Simonds Stadium to tackle the Geelong Football League, but went down by 24-points in a spirited display.

The Under-19s squad will be named in the coming weeks, with a number of Noble Park and Rowville youngsters set to get a crack.

The Southern Football League is also expected to announce its initial squad shortly.

Some stars emerged out of the competition for the Rays, with several players involved in representative football, another major positive as they look to guide them into the elite competition.

“We had a number of success stories this season within the team with some players making the Under 16 and Under 18 Vic Country squads, players being involved in the AFL Academy, the interest from the community, sponsors, family and friends and with Bridie Kennedy winning joint Best and Fairest for the TAC Cup competition,” she said.

As for Longwill, she is just looking to continue her path in coaching the Stingrays to glory, and wherever it may lead is exciting.

“Being a part of the Stingrays and being involved in the TAC Cup Girls competition has been a fantastic development for my overall coaching experience and for the development of the players at an elite level,” she said.

“I am more determined to gain as much experience in the off-season to provide the next generation with the growth and knowledge that is required.

“Working with the assistant coaches, trainers and support staff was also a great experience, learning and bouncing ideas off each other.

“Currently I would like to continue gaining exposure and experience to my coaching and see where it takes me.

“Of course, if something came up I would definitely take up the challenge,” she said.

“I thank everyone involved in this transition into TAC Cup footy for believing in me so one day you never know?”

Dandy players feature in win There was a dominant Dandenong flavour to the victorious Victoria Metro Men team which claimed an under-18 title at the recent Basketball Australia Helloworld and Kevin Coombs championships.

The tournament, held in Townsville last week, was a dominant one for Victoria as a whole, with the Victoria Country Women also claiming their title after a dominant campaign.

Dandenong youngsters Tyler Robertson, James Spencer, Daniel Owies, Ryan Rapp and John Tomasi were all part of a squad which reigned gold in after an impressively consistent tournament.

The side rallied late against Queensland North in the grand final to clinch the thrilling win 79-77, with Robertson (16 points, five rebounds) and Spencer playing crucial roles.

The side was coached by Dandenong’s Darren Perry, who praised his young chargers for fighting through a tough game.

“When you trail in the fourth quarter and you trail late in the game you just have to keep with it and we did - you could say we did these things right, but all the things we did late were tough, we did them at the right times and the bunch that started the week are a much bigger bunch of men at the end of the week,” he said.

Playmaker looks to the hallowed halls of footy

By Nicholas Creely The hallowed turf of the MCG is truly a magic place for all Melburnians.

To watch sport there is a privilege, but to play on there is an honour.

Those lucky enough to stand in the middle and gaze up at the glorious grand-stands will never be the same.

Draft prospect and Dandenong Stingray playmaker Hunter Clark is one of the lucky ones.

Playing just over two weeks ago as part of Team Jacob Weitering, in what was the curtainraiser for the Carlton-Essendon match on the MCG, the 18-year-old impressed with flashes of brilliance and an uncanny ability to find a target, even if under extreme pressure.

But he admits that stepping onto the MCG was a wonderful experience, and one that he has taken plenty from.

“I’ve been injured since early January, so the Academy game a couple of weeks ago was the first game I’ve played for the year.

“I knew what the expectations would be, and I’m just looking to build at the moment,” Clark said.

“The Team Weitering/Daniher game was the first time I’ve been on the MCG to play - running out on the ground even for the warm-up, a few of the boys were talking about what it would be like to play in front of even 50,000 - it felt surreal to be honest, it was awesome being on the MCG.” Now looking to settle into the TAC Cup season before the National Championships begin, the prodigious talent is excited for what lies ahead.

“It’s all pretty exciting going through the TAC Cup and hopefully I can play some Vic Country games too - I just want to have a solid year, put my best foot forward and give myself every chance to be drafted,” he said.

Clark is an aggressive half-back who is looking to expand his game, has the ability to cut apart a team with elite skills on both sides of his body, but possesses a team-oriented mindset like the two players he currently models his game on.

“When I’m in situations where I need to be able to get out of danger, being able to use both feet means you are never trapped - I think it’s definitely a strength, and it opens the ground up too,” he said.

“I’m not too sure where I’ll be playing most of the year - I’ve been playing half-back in the Academy games, but I want to be able to play anywhere and add another string to my bow - the more positions you play well the better you are.

“I like to think I can play a bit like Luke Hodge and Marcus Bontempelli - the way Hodge puts his head over the ball and stands up in big moments is inspiring and the way Bontempelli uses his brilliant hands in close and can make something out of nothing is awesome to watch.”

Hunter only last weekend played a match against the Northern Blues at Etihad Stadium, as part of the AFL Academy, and was among the best players on the ground.

“I felt I went OK against the Northern Blues

Hunter Clark is an excitement machine. at Etihad last weekend - it was really my first senior game, and it was a massive step-up - it was a bit weird lining up on Cam O’Shea, who played at Port - he was just really big and obviously played a lot of AFL footy,” he said.

He is also buoyant about the talent the Rays possess in 2017, and was full of praise for several of his teammates.

Balkans blaster storms Serbia

By Russell Bennett Narre Warren local and Noble Park Tennis Club prodigy Destanee Aiava continues to take the tennis world by storm after the 16-year-old made her Fed Cup debut against Serbia on the weekend.

It marks just the latest chapter in a meteoric rise for Aiava who is one of world tennis’ most impressive young talents.

She announced her arrival on the global stage at the Brisbane International in January.

Having defeated three higher-ranked opponents to qualify for the prestigious WTA Premier event, she went on to survive a nerve-wracking overnight rain delay to win her first round match against American Bethanie Mattek-Sands.

Aiava was then awarded a wildcard into the senior draw of the Australian Open becoming the first player born this century to compete in a Grand Slam.

Molik, the Australian captain, said she was “delighted” to name Aiava alongside Daria Gavrilova, Ash Barty, and Casey Dellacqua for the must-win tie against Serbia.

“We all saw Destanee’s talent and determination during the Aussie summer and I’m really looking forward to seeing her blossom and develop as she matures into a professional tennis player,” Molik said.

She may seem shy and unassuming away from the court, but Destanee sure lets her power-packed game do all the talking on it.

While her incredible physical fitness is a major asset, she describes her mental strength as the biggest key.

“That side is just as strong as the physical for me,” she told the Gazette in an extended interview a little over 18 months ago.

And mum Rosie agrees.

“They both go hand-in-hand - her coach changed her game to just improve the base of it and work on a few technical things like getting her timing right,” she added.

The youngster is already known for her tireless work ethic and drive to succeed.

When the Gazette first spoke with Aiava way back in 2012, she explained that she pinned a list of goals on the fridge and ticked them off one-by-one as she accomplished them.

On that list with a bullet - “Become world number one”.

Australia took on Serbia in its World Group II playoff at the Kristalna Dvorana Sports Hall in Zrenjanin, Serbia, on 22 and 23 April.

“The Rays have quite a few that can be drafted this year - Luke Davies, Oscar Clavarino, Aaron Darling and Tom De Koning who have all proven themselves pretty well so far - Riley D’Arcy is just dominating at the moment and doing everything right, and Josh Bateman, our skipper, has a lovely kick - Dyl Morris is another who has had a quick start to the year,” he said.

Rangers on the bounce back to start strong season

Following the shattering WNBL grand final defeat for the Rangers, the SEABL Men’s and Women’s have both started their respective seasons in strong positions.

But it’s the Dandenong Rangers Youth Championship Women that have made waves and have put together a truly unbelievable start to the season.

Undefeated at 7-0 to start the season, the Rangers show no signs of slowing down, and have put together a truly unprecedented first part of the season.

The new head coach, Clare Papavs, was unsure when taking the job what to expect, but she has been pleasantly surprised with how the start of the year has panned out.

“Really proud of the girls and the way they are adjusting to the new system we’ve installed”, she said.

“They are a young group, a different group from the past few years - I don’t think we knew what to expect from Round 1 to now seven games in, but to be sitting 7-0 in first place leading into the break is a nice position to be in.”

Playing off a new and exciting team-based game, the YYC Women’s Rangers are blitzing the competition with their spread across the scoring, with no player even averaging 10-points per game.

In terms of defensive pressure and presence, they are head-and-shoulders above the other teams considering they play such a frenetic at-

tacking game.

Although seen as a team that doesn’t rely on just a few players, the starts of both Amy Baum and Kristyn McInherney are not going unnoticed, with the pair dominating the first seven games.

Baum and McInherney, seen as potential future WNBL stars, are averaging higher than 45 per cent from the three, with Baum in particular the team’s most elite passer, with 3.4 assists per game ranking her in the top-three of the competition.

Papavs said that the key to the success so far this season has been a willingness for the players to execute the game plan of the coaches.

“The girls take in everything Dean Kinsman (assistant coach) and I give them - they work hard and deserve the success they are having,” she said.

“I’m really enjoying leading this group of young athletes, hopefully we can keep the momentum up into the rest of the season.”

The Rangers play their next home game at Dandenong on Sunday 30 April against Knox Raiders.

Running mates show they are a formidable pair Fanta Bale and Dundee Osprey announced themselves as serious RSN927 Sandown Cup contenders after both recorded emphatic victories in their staying debuts at Sandown Park on Thursday night.

The pair have forged formidable careers over the sprint and middle distances, each recording three Group 1 victories and combining to win almost $1 million in prize money. However neither had started over 715m before taking their place in the heats of the Grade 5 series.

“You can’t ask any more, to jump on the lure and run those splits early it’s going to take a very good dog to run her down,” he said.

The seven-time group finalist has long been touted as a potential stayer, but her form had been so good over the sprints that she’d been kept to the shorter trip.

He’s lost a length or two early but he’s still running over-all good times.”

Women’s football looks set to continue its staggering growth pattern of the last few years with the impending birth of the South Eastern Women’s Football League (SEWFL) in 2017.

A total of 25 clubs will field 32 teams across three divisions, setting the foundation for future success stories in the elite VFL and AFL Women’s competitions.

Established clubs in the South East such as Beaconsfield, Cranbourne, Endeavour Hills and Seaford will match motors in the top two divisions, while the real excitement will come at the base level of SEWFL where new clubs will bring a fresh look to the football landscape.

Division three - the South East Development League - will see clubs from as far and wide as the Bass Coast, Morwell East, Crib Point and Bunyip dip their toes into the competitive ranks for the very first time.

Officer SFC is also one such club and president Barry O’Loughlin said after a long build up the club was now looking forward to the start of the season on Saturday 6 May. “It’s been a long process, but the numbers have stayed strong and the girls have really maintained their enthusiasm,” O’Loughlin said.

“It will be great to finally get it going, a great starting point for a concept that is going to get bigger and bigger as the years go by.

“It’s phenomenal what’s happening really, women’s football is already massive and you’d love to have a crystal ball to see where it will all end up.”

O’Loughlin said the growth of the senior competition would hopefully attract stronger numbers to the junior ranks.

“I know there have been some difficulties in attracting numbers in the juniors at some clubs, but this will filter down and clubs are going to get
