Playground torched Pakenham Springs Primary School’s playground remains out of bounds as police continue to investigate a fire that caused up to $60,000 damage.

The playground equipment and shade sails were left charred by the fire which occurred between 7.30am and

8am on Saturday 18 March.

The CFA were called to the incident after a resident heard unusual noises and saw the school’s Year 3 and 4 playground on fire.

Police were notified and were also in attendance describing the damage as a “significant cost to the school.”

Senior Constable Ben Robinson said no-one was injured in the incident.

“The cause of the fire is unknown and investigations are ongoing,” he said.

Volunteers responded to the schools call for help to clean up the aftermath of the fire and ensure the playground was safe and secure for Monday morning.

Pakenham Springs Primary School principal Kerryn Baillie said the help was very much appreciated.

“We are pretty upset by the loss of the equipment but we are grateful for the community support,” Ms Baillie said.

She described the children as “disheartened and disappointed” to dis-

cover that their playground had been torched when they returned to school on Monday morning.

Police interviewed two boys, aged 14 and 15, on Tuesday 21 March in connection with the fire but say they still needed witnesses to provide more information.

Council votes for CISS funding increase

By Victoria Stone-Meadows More than 200 properties that were the responsibility of Watersun Homes will be left in the hands of jilted home owners after the company was unable to find builders to take over the works.

Many of the homeowners terminated their contacts after Waterson announced the company was going

into administration in late February.

The announcement cast a shadow of doubt over the future of more than 400 unfinished houses across the state.

However, some Watersun clients that want to see their homes built have been left in the lurch and will need to find their own builder to take over the contract.

Three new builders have been contracted to complete the remaining 200 unfinished houses across Victoria after Watersun Homes collapsed.

Mega Homes, VM Builders and Ric Jelfs Custom Homes will take over houses from Watersun that are in pre-contract or contract stages of development.

Shower service is tapped into cash

By Victoria Stone-Meadows A charity organisation based in the south-east that gives homeless people the opportunity for a hot shower has been awarded a grant to expand the size of its operation.

Clean as Casper applied for the Dreams for a Better World grant from Sunsuper in January and found out on 9 March that it had received the $25,000 top prize.

Co-founder of Clean as Casper Steve Winterton from Kooweerup said he and his team were happy just get to the final round of grants, let alone win the top prize.

“We were happy just to get in the grand finale - we were really excited

about that,” he said.

“Then to win was just ridiculous, they read the winners in reverse order so when we were announced as winners we couldn’t believe it.”

Clean as Casper team members were flown to Sydney to attend the ceremony where they beat out 670 other applicants to be awarded the grant money.

Mr Winterton said he will be using the money to upgrade the operation from a single portable shower on a trailer to a rolling en suite in the back of a truck.

“We interviewed all our homeless clients and asked them what they really wanted from the ser-

vice,” Mr Winterton said.

“We are going with only one shower for privacy because we often cater for victims of sexual and physical abuse who may not feel safe and might need a bit more space.

“We’ve got enough to buy our truck now which will have a bigger shower, a spot for hairdressing, as well as we are hoping to bring on a couple of volunteer nurses for health checks and free flu shots.”

The latest round of funding from Sunsuper will see Clean as Casper being able to offer more showers to homeless people in Pakenham, Cranbourne, Frankston and surrounding areas.

“We average about 50 showers a

week at the moment but that is not all we do,” Mr Winterton said.

“We see well over 200 people a week and we give them a place to talk to other people and connect with other services.”

“It goes a lot deeper than just giving people a chance to have a shower.”

The Clean as Casper shower trailer currently operates on Monday night in Narre Warren, Tuesday night in Pakenham, Wednesday morning in Chelsea, Wednesday night in Cranbourne, Thursday night in Frankston, Friday night in Melbourne City, and Saturday night in Dandenong.

Casey City Council has voted to increase the funding and support they give to the two Community Information and Support Services (CISS) in the municipality.

The Cranbourne Information and Support Service and the Casey North Information and Support Service will receive a 10 per cent funding boost from council this coming financial year.

Under current CISS funding arrangements, the service providers receive three-year funding outlooks from council with a 5 to 5.5 per cent increase per year.

However, CISS have seen an unprecedented growth in their emergency relief work in the last few years, prompting them to submit a funding increase request.

Cranbourne CISS executive officer Leanne Petrides said they were very happy to hear about the funding and it would allow them to properly provide services to more and more people.

“We were exceptionally pleased to hear that news,” she said.

“We work really closely with the City of Casey on a range of issues and they have always supported us and been vocal about supporting the essential work we do with vulnerable residents.”

Ms Petrides said there were a range of factors that had contributed to an increase in people seeking emergency relief services in the Casey region.

“In the south of Casey, in particular, there is a massive population growth, and we continue to see a high number of people who are suffering from social economic hardship living on very low incomes such as casual wages or Centrelink benefits.”

CISS has found the main reasons people find themselves in economic hardship are paying a percentage of income in housing costs, increase cost of utilities, education medical expenses, and the further out in Casey, the more people are reliant on cars.

At a council meeting on Tuesday 21 March, Casey Council carried a motion that would give the CISSs a 10 per cent funding boost in the first year of the upcoming payment agreement which will last four years.

Under the increased funding arrangement, the Cranbourne CISS will receive $505,000 in the 2017-'18 financial year - a $17,932 increase above the usual 5 per cent annual growth.

The Casey North CISS will receive $599,117 in the 2017-'18 financial year - a $16,656 increase over the usual growth.

The $94,117 discrepancy in between the two service providers is accounted for by the Casey North CISS receiving assistance from council to cover the rental agreement in the building they occupy.

The remaining three years of the funding agreement to the 2020-'21 financial year will revert back to the usual 5 per cent increase per year.

Ms Petrides said the funding increase will enable CISS to keep helping the Casey community.

“The funding from Casey keeps our doors open and able to provide a range of crisis support services to people in our community,” she said.

At the same meeting, council passed a recommendation to extend funding for another year to 14 community service organisations across the municipality.

The recommendation to refer a third year of funding for the Community Services Contribution (CSC) program was passed without comment.

A third year of funding for the CSC program will see council grant a total of $254,370 to various charities and community service providers in Casey and surrounding areas.

On Monday 27 March, the Cranbourne/Berwick News shared the breaking story that a man had been arrested after allegedly attacking a woman with an axe in broad daylight at Fountain Gate shopping centre. Violence has been at the forefront of Casey for some time, but rarely is there an act of violence so brazen and horrifying as this. On 22 March, The Cranbourne/Berwick News shared the story of a parcel delivery van that

was stolen in Cranbourne while the delivery driver walked to a nearby house. The van was remotely disabled and dumped in Nyora, but not before the thieves took the opportunity to ransack the parcels in the back of the van.

NBN’s front lawn invasion

A Narre Warren South resident is shocked by NBN Co plans to install a large National Broadband Network node cabinet in the middle of her front lawn.

Tracie Schmutter was shocked to learn in March that the “massive” cabinet would be built on the councilowned nature strip next to her unfenced front yard on Portree Place.

The node’s position would be right in front of the house’s windows, and would dent the property’s value, aesthetics and access for car parking, she argues.

“It wouldn’t matter so much if they put it off to the side but they can’t because of the Telstra infrastructure already there.

“It’s just a telecom party.”

She was unimpressed by an NBN Co argument that she would benefit

from faster internet speeds due to the node’s proximity.

Ms Schmutter said there were several less intrusive alternative sites that didn’t impinge on views from windows or front lawns.

NBN Co has not yet made a final decision on the site but Ms Schmutter had been given “no hope” that anything would change.

“It seems that money is tight and the NBN Co can do whatever they want to do.”

In correspondence with Ms Schmutter, an NBN Co case manager stated relocation would only be considered for “life threatening or safety issues”.

Sites were chosen mainly according to being able to “efficiently maintain the (NBN) infrastructure to service the surrounding homes,” Ms Schmutter was told.

An NBN spokesman said the company was exploring “alternative placements that fit within our design requirements”.

Asbestos site works are stopped WorkSafe has ordered a stop put to asbestos removal on the proposed Alira residential estate in Berwick as it investigates alleged health and safety breaches.

Adjoining residents Paul and Jenni Weaven had earlier submitted photos of a man without protective gear such as a respirator picking up material on the asbestos-contaminated site on Ward Road on 23 March.

Mr Weaven said the man had filled a “fairly full bag” of material, some which appeared to be asbestos-containing material.

He surmised the material had been “obviously identified” during a site inspection that day.

Some of it was picked up near a

mulch pile from which debris had been blown into his backyard during tree removal works in late January, he said.

Mr Weaven had first sounded the alarm after he discovered a large piece of confirmed asbestos-containing material, after a storm of dust enveloped his yard during the works.

“I am sure you can understand I am finding it very difficult to believe that these guys will ever do anything properly,” Mr Weaven stated in an emailed letter to WorkSafe.

“You were telling me over the phone how well the clean-up was going to be handled from now on.”

In his letter, Mr Weaven posed the question as to how the asbestos was uncovered during the works “considering that it was known to be present and

the locations documented”.

“You mentioned that some trees required removal for development works to continue but why was this placed above the safety of the community? It doesn’t make any sense to us.”

A WorkSafe manager responded to Mr Weaven that “we have since followed up, identified the person depicted and taken appropriate enforcement action to prevent recurrence”.

The alleged breach came a day after WorkSafe told Star News that the developer would use an independent occupational hygienist to plan and oversee asbestos removal on the site.

It would be undertaken by a licensed asbestos removalist, a spokeswoman said.

On 29 March, the spokeswoman said

the authority was aware of “allegations of asbestos removal at the site which may have breached OHS regulations”.

The authority had ordered further activity at the site to cease while it made inquiries, she said.

Recently, Environment Protection Authority Victoria had deemed only “limited, if any” earthworks had occurred during tree removal.

On recent inspections, the EPA had found no evidence that works were “not consistent with best practice”.

Parking mad A commuter says she’s been driven away from taking the train to work due to a car-parking shortage at Berwick railway station.

After a fruitless search around the station’s car park and neighbouring streets for a spot from about 7.20am on 28 March, Danielle Soobaroyen said she called off going to work.

“There was just nothing there - unless I park 10 kilometres away.”

Days earlier, Ms Soobaroyen had received a $78 parking ticket from City of Casey for over-staying in a three-hour parking spot at Melville Park Drive while she worked in Melbourne’s CBD. She insists she had only parked in the residential street out of desperation.

“I can’t afford to pay another fine.”

Ms Soobaroyen said she would have to park about 6.30am to assure herself of an all-day parking spot, but had children to organise and drop off at child-care.

Having commuted to the CBD for several years, she said the early-morning parking shortage had worsened in re-

cent weeks.

“I just don’t think it’s right.

It’s nearly causing me a panic attack.”

According to 2014 PTV data, nearly 2000 commuters use the station prior to 9.30am on weekdays.

About half of the station’s weekday commuters were driving their cars to get there.

On inspection on 28 March, cars are parked not only in every available parking bay at the railway station but also its garden beds and footpaths.

City of Casey transport strategic advisor Paul Hamilton said the council understood commuters' frustrations, but had to consider the impact on surrounding residents’ amenity and access to nearby streets.

A VicTrack spokesman said the car park had grown by 170 spaces in the past three years.

Complaint against mayoral ‘aggression’ Casey mayor Sam Aziz has denied complaints by a Ratepayers Victoria vice-president that he was “rude and aggressive” during a heated phone call recently.

Cr Aziz said he didn’t want to waste his time with a “selfappointed organisation” that had “parachuted itself” into a Berwick neighbourhood fence dispute.

A big turnout for carnival

By Victoria Stone-Meadows The 2017 Casey Kids Carnival attracted more than 25,000 visitors from far and wide to Akoonah Park in Berwick on Saturday 25 March.

With live performances, interactive games, rides and amusements, an animal farm, face painters, market stalls, food trucks, roving entertainment and so much more. The event saw families, carers and guardians of all backgrounds come together to share in the universal merriment of children.

The carnival had not-tobe-missed appearances from

characters from the Trolls and Paw Patrol to entertain the crowds with shows on the main stage, and met with their fans on the day.The event also provided a platform for a range of community groups and organisations to showcase all the services and opportunities that are on offer throughout the city, and local businesses provided food and beverages for everyone to enjoy.

A huge success every year, the 2017 Casey Kids Carnival was no exception and kids from Casey and all around can’t wait until the 2018 Carnival.

Explore the scientific principles behind music, light, force and motion at the Antarctic Journey.

From Saturday 1 April, the Antarctic Journey at the Nobbies, Phillip Island, will play host to a range of fascinating and interactive scientific experiences as part of the Science on the Move travelling exhibition, created by Questacon - The National Science and Technology Centre in Canberra.

Science on the Move is a collection of 23 exhibits and 35 hands-on experiences that will engage both the mind and body in all things science.

“Science on the Move lets visitors discover concepts such as electricity, magnetism and human senses in a fun, interactive way,” said education co-ordinator Kim Dunstan.

Visitors can experiment with sound by hitting pipes of varying lengths with a rubber thong to play a tune, or make music using a row of bottles filled with different volumes of water and air, to produce different pitched sounds.

There’s sand, water, glitter, playdough and paint everywhere along with coloured spaghetti, rainbow coloured sand, lots of plastic animals for sand and water play, chalk boards, hand painting and all things messy.

Plaster mould painting and decorating are also available.

Best of all, parents collect their children and leave the mess behind.

Bookings are essential for the school holidays.

Session times are 9.30am, 11.30am and 1.30pm.

The sessions are one and half hours long and cost $10 per child but children under 12 months old can enter for free. Light refreshments and coffee can be purchased.

Warriors wrest control

By Russell Bennett The Pakenham Warriors Big V basketballers are continuing to build momentum through the early rounds of the season, with another weekend of strong results.

Brent Russell’s Division 2 men’s team survived a scare on their home floor to clinch a six-point victory over the Southern Peninsula Sharks, 8377; while Simo Pajdic’s Youth League Men’s side rebounded from a disappointing six-point loss to the Collingwood All Stars to storm home by 21 over the Western Port Steelers.

Darren Thomas’ Youth League Women’s team, meanwhile, continues to edge closer to their maiden win - going down by eight to the Steelers, 6153.

“We had our chances early, but couldn’t get going with some minor brain fades which Southern Peninsula took advantage of,” Russell said of his side’s clash with the Sharks on Saturday.

“We fell into little bit of a hole and Southern Peninsula came away with a good third quarter.

“Climbing our way back into the

game after being down double digits, we found light at the end of the tunnel and soon enough had a ball game.

“In terms of standouts, everyone stepped up to the plate when we needed it most and put in a hard fight.

“We just can’t let ourselves get into that situation again of allowing 24 offensive rebounds and giving up 31 turnovers.

“When we settled and played our game, we were great and early in the season we are yet to put 40 minutes of Pakenham Warriors basketball into games.

“That day will come, and when it does we will be in a great place.

“Something we will be following pretty hard is the old saying ‘the strength of the pack is the wolf, and the strength of the wolf is the pack’.

“We have a challenging game this Saturday against a good Craigieburn side, so again we hope to keep our journey moving forward and coming out winners of that game also.”

Rob Maartens led the way for the Warriors on Saturday with 20 points, while big men Brad Bridgewater and Josh Bjelan added 17 and 16 respectively. But the most encouraging signs

“Our guys needed to have a good hard look at themselves following that fourth (quarter) collapse.

“We backed that up by travelling down to Dromana to play the Western Port Steelers. The boys had come out like a different team from the night before and really played well.”

The Warriors exploded in the second half, turning a one-point lead into a 21-point win. Pajdic made particular note of the performance of young Mi-

chael Jok, who in just his second Big V game finished with 17 points and 14 rebounds.

Thomas’ Youth League Women’s team showed unbelievable heart in their game - coming back from a 19-point deficit with just a quarter left to play to lose by just eight. Sam Neil was a clear standout for the Warriors with the incredible stat line of 18 points, 6 rebounds, 4 assists, and 9 steals.

“I try and tell people to just give it a go and get out there for 15 minutes - even if you haven’t done it ever before just give it a go, and try and make it a regular practice - you will see great results physically and mentally.

“Exercise gives you a great release and the mental side of things is a major focus for the Running Divas.

“We do focus on people 18+ primarily, but across the board there’s a range of different ages

which is great - some have been running for years and some are just beginning - it’s just a great running community.”

Although she helps inspire women to get out and run, she will also be representing the Running Divas on a personal level, with a busy 2017 scheduled.

“I did the Melbourne Marathon last year which was just such an amazing experience, so this year I’ll be doing the Run for Kids on 9 April, the Run Melbourne and then the Melbourne Marathon again in October,” she explained.

“Once you exercise you never regret it.”

That’s the very simple yet inspiring message from Pakenham mum and personal trainer Samantha Bond.

The 32-year-old marathon runner has become a face of change in women’s fitness in Australia, helping motivate thousands of busy mum’s - and all women - make a positive change and make exercise a priority.

She has been selected as one of 12 women in Australia to be an ambassador for the Running Divas, an online women’s fitness and health community that provides training, support, guidance to women who are looking to achieve their fitness and health goals.

“It’s basically a women’s running community, and it’s Australia wide - they offer nutritional advice and programs for anyone who has never run before or for people running ultra-marathons,” she explained.

“They have social media and training programs in order to sort of support women to get out and run - basically I am representing a brand for events coming up and helping out on the Facebook page and motivating women who are involved in the Running Divas.”

As a working mum of a young child, Samantha understands why exercise can sometimes be forgotten, but said that strategies can ensure that it becomes a normalised part of life.
