Committee - is made up of deputy mayor Jo McNally, Cr Rod Kelly, Les Fraser of Frasers Livestock Transport, management committee chair Graham Kirkland, Andrew Williams of Elders and David McIvor of McDougall and Sons.

The minutes of the meeting revealed Mr Fraser proposed to the committee “the demolition of the current facilities and rebuilding of the site as per the Forbes and Parkes saleyards (in NSW)”.

Cr Kelly and Mr Williams were recorded in the minutes as expressing support for a new saleyards, while Cr McNally said any new saleyards should remain “a core business of the council”.

Mr Kirkland supported the project but said the existing saleyards should be retained and not demolished.

It was also understood from the minutes that the council had already been considering calling for expressions of interest (EOI) from the private sector to take over management of the Warwick Saleyards, with the new ‘greenfield’ site proposed by Mr Fraser to be included in the EOI. The minutes record that Mr Keenan told the committee “various companies had expressed interest in operations” prior to the inaugural committee meeting.

The current Warwick Saleyards received national accreditation in May 2016.

THE newly-formed Southern Downs Regional Council Saleyards Advisory Committee is yet to meet in 2017, despite advice from the council in December that it would meet in either late January or early February.

The first meeting of the committee was held on 1 December last year, where the possibility of a new saleyards being built in Warwick was discussed.

A council spokeswoman told Rural Links this week that the committee is due to hold its second meeting tomorrow, Friday 17 March, and the minutes of the meeting will be included in the agenda for the April general meeting of the council.

As reported by the Free Times last December the committee considered the possibility of demolishing the existing Warwick Saleyards and establishing a new $15 million ‘state of the art’ facility on land adjacent to Frasers Livestock Transport, off Old Stanthorpe Road.

The site is understood to be the 80-acre former Warwick Enterprise Park which Frasers Livestock Transport purchased earlier in 2016 for an undisclosed sum from BWC Developments.

The minutes of the December meeting showed the committee was in agreement that the current saleyards at the corner of McEvoy Street and Bracker Road is not large enough.

FEE TO TARGET FARM PESTS

BY JEREMY SOLLARS THE Southern Downs Regional Council has scheduled a series of public consultation sessions about a proposed new fee which will be targeted at landowners the council deems have failed to control pest animals and plants on their properties.

As reported in the Free Times last week, landowners across the Southern Downs and Granite Belt with more than five hectares will be slugged with a minimum $500 fee next financial year if they fail to comply with the council’s pest management requirements.

Councillors at a special meeting in Warwick in late February voted in favour of adopting a new ‘Invasive Pest Control Scheme Policy’ which a report by officers said was aimed at “incentivising and increasing voluntary compliance with invasive pest control requirements”.

The scheme could net more than $1.1 million in revenue each financial year for the council, depending on the extent of compliance by landowners.

Invasive pests include pest animals such as foxes, feral dogs and pigs and invasive plant species such as African boxthorn, tree pear and blackberry.

Around 5000 primary production and non-primary production properties in the region will be fall under the new pest control scheme and landowners will receive advice on their required actions with their next rates notices to be issued in the first week of July.

They will be required to submit a ‘Proposed Works Form’ to the council within 30 days of receiving their rates notices, on which they will outline what pest control actions they plan to undertake on their lands in the new financial year, with works required to be completed by March next year.

If they fail to submit a ‘Proposed Works Form’ they will be sent one reminder notice and if the form is still not returned they will be placed on a council hit-list to be levied later in the financial year with the minimum $500 fee - which will be calculated on a sliding scale by a rate-in-the-dollar charged the same way as rates, based on land valuations.

The report to the February special meeting concedes that “it is not reasonable to expect that all 5000 properties subjected to the scheme will be inspected” by council’s pest management officers.

The report also states that “it is anticipated a percentage of landowners will submit ‘Proposed Works Forms’ fraudulently stating there is no work to be done” and that “should inspections reveal that to be the case, landowners will be provided with the opportunity to submit a revised ‘Proposed Works Form’.

“The special charge needs to be sufficiently high to act as an incentive for landowners to fulfil their invasive pest control obligations,” the report also states.

Councillors at the special meeting were informed the new scheme would involve a “significant administrative burden” and in addition to its two current local-laws officers would require an additional field officer and a vehicle and an administration officer.

Overall annual costs of running the scheme are estimated at $250,000.

BY JEREMY SOLLARS FRUIT growers on the Granite Belt have bounced back from the summer heatwave of 2017 and have welcomed the arrival of autumn and some cooler conditions - and a little bit of rain.

The heat of January and February forced many apple growers to apply sunscreen to their fruit - in the form of a fine talc-like clay - as temperatures soared into the high 30s and low 40s.

The first apple variety to be harvested on the Granite Belt, Royal Galas, were the hardest hit, with horticultural consultant Stephen Tancred of Orchard Services telling Rural Links between 10 and 20 per cent of the variety in the region were lost to the heat.

“Apples are a temperate crop and they don’t do too well in temperatures above 30 degrees,” Mr Tancred said.

“Some of the Royal Galas simply ripened too quickly in the heat and were a bit small - but some of the ones left behind have actually been sweeter.

“Reflected heat off the grass under the trees was also an issue - obviously hail netting which is over most of the apples was able to provide a little bit of shade and relief.

“The UV rays affect apples in the same way as they do humans, Granny Smiths tend to burn the worst.

“The Granite Belt started the apple season with good water storage, which was fortunate, and most of the dams were full so irrigating

Mr Tancred said the heatwave also took a toll on some of the Granite Belt’s tomato and capsicum crops, which are also prone to sunburn.

Pozieres orchardist Rosie Savio said she was now picking the “tail end” of her Royal Galas and said while her own losses of the variety hadn’t been overwhelming around 10 per cent of her fruit had been affected by the heatwave.

“We’re pleased to have cooler conditions with us now,” Rosie said.

“We’ve had a cool change and a little bit of moisture around, which has been pleasing.”

WOMEN MAKING THEIR MARK

BY JEREMY SOLLARS YOUNG women are making strong advances on the region’s cattle scene, as evidenced at the recent Droughtmaster Futurity Show at Gatton in early March.

Two local Droughtmaster studs - Auzdown and Semloh - travelled to Gatton for the Futurity, which focuses on young cattle of the breed.

Auzdown was represented by Emma Thompson and her sister Melissa Walker and Semloh by Hannah Holmes, all three of whom are young local women making their mark in stud cattle breeding, showing and selling.

Emma’s business partner in Auzdown Droughtmasters is retired Warwick State High School ag program assistant Pat Flynn, and Emma paid tribute to Pat as well as putting the word out to our educators to keep in mind the value of high school ag programs.

The overall champion heifer at the Futurity was won by a student team from Toogoolowah State High School, which Emma said was a significant achievement for any high school at a premier event such as the futurity at Gatton.

PAT’S IN A CLASS OF HIS OWN

BY JEREMY SOLLARS ONE of the most rewarding aspects of Pat Flynn’s lifetime association with farming has been watching Warwick State High School students pursue careers in the rural sector - after having gone through the school’s ag program.

Pat was involved with the program for 17 years up until his retirement at the end of last year and he has taken away many fond memories, as well as leaving behind a significant legacy.

Warwick State High’s ag program in its heyday enjoyed huge success at rural shows, events and sales around Queensland - especially the Brisbane Ekka and Rockhampton’s Beef Week - due in no small measure to Pat’s knowledge of and experience with cattle in particular, but also with sheep and goats.

At its peak the ag program would see around 300 students every year sign up to learn about all things agricultural, with many having gone on to develop a career in one aspect or another of farming production or agribusiness.

Some of them even came from other schools in the region specifically because of the ag program.

Pat came to Warwick State High in a roundabout sort of way, after having run the farming operation at Boystown for 10 years, where he ran 800 head of breeders.

“I came to Warwick and started off at the school doing a bit of cleaning,” Pat told Rural Links.

“Then they got me to do some relieving with the ag program and it just went on from there.

“When I first started I was the only one doing shows - we used to do a lot of sheep and goats in the early days, and then cattle and in particular led steers.

“One year we were up at Rockhampton for Beef Week and (former principal) Debbie Doulis came along with us and she was the cook for the week.

“While we were there that year I struck up a relationship with the Rowe family from Banana who have a Droughtmaster stud and on the shake of a hand they started sending cattle to us at the school for the ag program.

“We had a wonderful relationship with Fred Rowe for eight or nine years - he would supply all the feed and transport and cover all the expenses.

“We’d take the cattle around to the shows and keep them at the school until around Christmas, then we’d hand them back over and get another lot in time for the next show season.

“But it wasn’t just cattle and sheep and goats - we grew crops, we had our own chooks and incubators and also an apiary program.”

Pat grew up in the Tenterfield area and cattle, cattle shows and horses have been fixtures of his life.

He remains a devoted admirer of the Droughtmaster breed and in retirement will continue working with his beloved

Pat has been battling cancer for some months and while the chemo has been knocking him around he’s found it an eyeopener.

“I can handle the chemo alright at my age I’ve never had a sick day in my life until now.

“It’s when you see the little kids there in hospital going through the chemo too, that really hits you hard,” he said.

“It just isn’t fair.

“I’ve had a wonderful life - I probably get a bit grumpy these days but that’s what happens.

“I am still keeping myself busy, I’ve bought myself a new sewing machine and I’m making collars and show halters and things like that.

“I’ve never been a bloke who can just sit and look at a TV.”

BY JEREMY SOLLARS HEAVY horse legend Mick Bradford is planning to create something of an equine spectacle on the first day of the 2017 Warwick Show - by taking his famous team of draft horses for a spin through town en route to the Warwick Showgrounds.

It won’t be the first Mick has made the five-hour trip from his Swanfels property to the Showgrounds but he’s hoping it will go better than last year, when he did a wheel about halfway in to Warwick and was forced to abandon the attempt.

He’s also hoping to take his team up Palmerin Street and “drop a bit of horse poop”, but he may opt for the highway route instead.

Mick plans to leave home around 9am on the Friday public holiday of the show - 24 March - with a team of either six or eight of his finest and the horses will camp at the showgrounds for the duration of the show weekend, which will be an added delight for the crowds.

“We’ll go via Yangan Road - we’ll take bitumen all the way, the gravel’s too hard,” he told Rural Links.

“I’ve got two options - I can go down Rangers Road and over the railway line at the Shell depot or go the Madsen Bridge, which the police would have to help me with.

“I’ll be speaking to them and making sure they’re right with me going through town.

“I’ll have a few offsiders with me - we’ll

“We’ll have a stop of The Hermitage and give (the horses) a drink and a feed.”

Mick’s 2016 Heavy Horse Day raised around $11,000 for RACQ LifeFlight and over the last 15 years the popular event has

raised well over $100,000 for the vital aeromedical service.

The 2017 Heavy Horse Day is expected to be held on Sunday 15 October.
