Hub is good to go By Peter Douglas The Hills Hub project in Emerald has been slated to go to tender before the end of this year, according to Cardinia Shire Council. After the endorsement of Design Scenario 4, detailed designs are now set to be prepared, with the announcement representing a major step forward after numerous setbacks. The council released the results from the Hills Hub survey in late September last year, with Scenario 4 gaining the most support with 98 votes. Scenario 4 supports a ground floor hall in the new facility, as well as the demolition of the old hall. Cardinia Shire Council’s Team Leader Community Development, Tim Cooper, said he was pleased the project was progressing. He thanked all stakeholders and contributors for their ongoing collaboration and perseverance. “I would like to acknowledge the dedication and commitment of the Emerald Mechanics Institute over many years in managing and enabling the wider community to access and enjoy the existing hall,� Mr Cooper said. “Thanks also to members of the Advisory Group who have worked diligently to ensure the project can move forward, and to the Emerald community for its understanding and patience.� Initially, a community survey asked residents to nominate their preferred design scenario from four options. The architect had developed the design scenarios after extensive consultation with the Hub Advisory Committee. The scenarios were posted at several locations and on the shire’s website, while the architect held presentations for community members. From the responses received, Scenario 4 gained the most support (98 votes), with Scenario 1 (75 votes), Scenario 3 (32 votes) and Scenario 2 (30 votes) all gaining some backing. The announcement over detailed designs follows lengthy talks, during which the planning stage stalled. This disruption was due to disagreements over the designs between council and community stakeholders, which included the Hills Hub Advisory Committee. Initially, work had been slated to begin mid 2016 with completion late this year. But Mr Cooper told the ‘Mail’ in February the

planning stage had stalled. “The Hills Hub redevelopment has been in planning phase for the past 12 months with a wide range of community stakeholders making up the Hills Hub Advisory Group,� he said. “At this point in time, the planning undertaken around the concept designs has stalled.
