RSL under threat THE Upwey-Belgrave RSL is facing the prospect of closing its doors after the conclusion of this year’s Anzac Day services.

While the committee of management is fighting hard to keep open the much-loved site, a lack of patron support is making it difficult for the notfor-profit entity to be viable as an organisation.

They are calling on the community to make a determined effort to show their support, or they may be forced to turn over management to the head body, RSL House.

If that scenario becomes a reality, there exists the possibility RSL House may consider introducing poker machines in order to save the venue.

Treasurer Beth Quilty said they would fight to keep in place the present set-up.

“We get more than 3000 people here on Anzac Day every year, but that can be the only day we see many,” she said.

“Membership is not enough to keep the RSL viable and it may end up in the hands of RSL House in Melbourne.

“They’re known to have a warehouse full of poker machines; if that’s the way they decide to go, then it’s out of our hands.

“RSL House isn’t in the business of closing RSLs.” Ms Quilty said that would be a tragedy for the muchloved venue.

“Poker machines are one income stream we don’t have, but this does make it a family friendly venue,” she said.

“We have free entertainment every Friday and live entertainment on Sunday.”

Also taking up the fight is Yarra Ranges Shire Mayor, Noel Cliff, who has a more than 20-year association

with the RSL. Cr Cliff has put up his hand to work behind the bar on a Friday, an offer he was only too happy to take up.

“We don’t want to have an RSL with poker machines,” Cr Cliff said.

“I doubt whether we (Yarra Ranges Council) would support that; it changes the whole game for the area.

“This is a community RSL space with a great atmosphere, I don’t mind helping out for something like this.

“It won’t be a one-off either; I’m committed to helping them out.

“Drop in and enjoy a pot and a chat, it’d be a great way to support the RSL.” To help in the fight for viability, the RSL has revived its bistro, which they have rebranded ‘Poppies’, a symbol synonymous with the RSL. The decor is bright and inviting, with friendly staff and a world-class executive chef overseeing the menu and operations in the kitchen.

The menu has been totally revised with the introduction of ‘seniors’ meals and the return of old favourites, like roast of the day, chicken schnitzel and old-fashioned fish ‘n’ chips.

A modern section has also been added with ‘New Adventures’, designed to appeal to those who wish to explore a broader spectrum of tastes.

In addition, the RSL is also home to the Running Rabbits Museum.

The museum is Museums Australia accredited and displays memorabilia donated by local members of the community - it also conducts lowcost tours for Scouts, school groups and nursing homes.

The museum is also open on Thursday and Sunday mornings, or by appointment.

Full steam ahead Where others are still pondering their New Year resolutions, Puffing Billy is already full steam ahead in 2017.

History was made on Thursday 5 January, 2017, as the iconic Puffing Billy Railway welcomed its 11 millionth passenger on board since the Puffing Billy Preservation Society reopened the railway in 1962.

Darryl Pate from Lara, was delighted to discover he was the 11th million passenger.

He and his wife, Teresa, had travelled to ride on Puffing Billy with their three young children, Daniel, Olivia and Isabel.

Darryl said he had longplanned to ride the iconic locomotive.

“We’ve been meaning to bring the family on Puffing Billy for some time, as our son, Daniel, is a great fan of steam trains,” he said.

“I also remember my dad telling me how he used to catch Puffing Billy to go to school when he was young.”

Puffing Billy Railway CEO, John Robinson, said the milestone was another magnificent chapter in the railway’s history and paid credit to the entire Puffing Billy team and 11 million visitors for making it possible.

“This achievement would have never been possible without all of our wonderful passengers who continue to visit us each and every year and share the Puffing Billy experience with their friends

“We have passengers that have been riding the railway for many, many years, and also babies and children who are experiencing their first ride.

“It is wonderful to see so many people who love and cherish what we have created here at Puffing Billy.

“This record is a credit to the staff and huge band of over 900 dedicated volunteers who, over the years, have laboured tirelessly and given their time freely to preserve Puffing Billy for the enjoyment of all Australians and overseas visitors.

“Our volunteers are the life-blood of the railway without them, we simply could not continue to operate - and the milestone recognises their passion, commitment and dedication.”

The 2016 calendar year saw an all-time record with over 454,000 passengers riding Puffing Billy through the Dandenong Ranges - an increase of 21 per cent on the previous year.

According to Mr Robinson, this is a testament to the unique experience they offer at Puffing Billy.

“We are constantly evolving and looking for new expe-

riences that we can provide to visitors including the Steam and Cuisine After Dark dining experience, Murder On The Puffing Billy Express, music trains, a Day Out With Thomas events, and the Great Train Race.

The world famous Puffing Billy Railway is Australia’s favourite steam train and one of the finest preserved steam railways in the world.

The railway - which commenced operation in Australia on 18 December, 1900, operates every day except Christmas Day and is a genuine relic of our more leisurely days.

Truckie charged over fatality

Fatal car accident A man was killed in a single-car crash in Kallista over the weekend, with police still investigating the circumstances of the fatality.

Police believe a car, carrying two people, came off Kallista-Emerald Road, crashing into trees and rolling about 12.40am on Saturday, 14 January.

A male passenger died at the scene,

while the driver, a man aged in his twenties, was taken to hospital with minor injuries.

Police are still investigating the circumstances of the crash, and anyone with information is asked to contact Crime Stoppers on 1800 333 000 or submit a confidential crime report to www.crimestoppersvic.com.au.

A FERNTREE Gully truck driver has been charged by police following a fatal crash just before 9am on Thursday, 12 January.

According to Victoria Police, a truck failed to stop at a red light along Boronia Road, Wantirna – near Eastlink - and struck a stationary motorcycle.

The female motorcyclist involved was a police officer on her way to work in the north-west of the city.

After the impact, the motorcyclist became trapped underneath the truck, until emergency services freed her.

However, she died at the scene.

Victoria Police announced later that day that Major Collision Investigation Unit detectives had charged a 26-year-old Ferntree Gully man with culpable driving and dangerous driving causing death.

He was remanded to appear at Melbourne Magistrates’ Court on Friday, 13 January.

The fatality takes the 2017 road toll to six, compared to five at the same time last year.

Deadly danger is smaller than a pinky THEY’RE thinner than your pinkie finger and easy to miss, but in a bushfire they can hinder firefighters’ efforts and spread embers around town.

CFA District 13 in the Yarra Ranges is urging residents to keep their properties tidy and free of debris, green waste and twigs, with burning off prohibited during the current fire danger period (FDP).

The FDP, which bans all open air fires without a written permit from the CFA, began on 3 January and runs through until 1 May. CFA Captain Bill Boyd of Yarra Glen said that, although some people had not heard of the danger period beginning, it had been an average and quiet start to the year for the brigade.

“It’s been pretty good,” he said.

During the FDP, burning off is illegal, unless a written permit is issued by a Fire Prevention Officer or by the CFA District office, a person is in attendance at all times with the means to extinguish the fire and that the fire is fully-extinguished before leaving the area.

Capt Boyd said residents could still dispose of green waste through allocated bins.

Though there had been wet weather in the Yarra Ranges, including a large storm on 29 December, there was still a risk of fires on hot days.

He said the FDP running through to May meant it would be a later fire season than usual, with a warmer February-March period, and urged residents to stay aware of conditions, keep properties tidy and have an up-to-date fire plan.

Keeping properties tidy includes keeping grass mowed and low, gutters clean, and areas free of debris such as small twigs and “fine fuels”, which Capt Boyd said can be a problem in bushfires.

He said “fine fuels” were classified as anything thinner than six millimetres in diameter - thinner than a pinkie finger

“All in all, it was probably an average start to the year, and we’re obviously hoping for it to stay that way and not increase.”

Capt Boyd said residents should include animals in their fire plans, not leave animals or children in cars on warm days, and ensure their properties have reflective numbers visible from the road for emergency services to find them.

“That’s really important, not just for fire services, but ambulances and police,” he said.

“It makes it easier for us to find you.”

A Monbulk P-plater was lucky to escape serious injury after crashing her car on the Old Beenak Road at Yellingbo on Wednesday, 11 January.

Leading Senior Constable Tony Pagels of Warburton Police said the crash came down to an inexperienced driver and a road that is notorious for its curves, camber and gravel surface.

“The 20-year-old driver lost control and flipped the car, fortunately coming away with minor cuts and abrasions,” he said.

The woman was assessed by paramedics at the scene and allowed to return home.

Leading Sen Const Pagels said it was a reminder for drivers travelling on dirt roads to slow down to suit the conditions.

“It’s also about reducing dust that can be annoying to local residents and other drivers,” he said.

Sparing no expenses

By Peter Douglas FEDERAL Member for La Trobe Jason Wood has joined a host of MPs calling for reform into the parliamentary expenses system.

After high-profile Liberal frontbencher Sussan Ley this week came under fire for alleged misuse of the system, the issue of parliamentary entitlements has again flared.

Ms Ley has indefinitely stepped aside from ministerial duties, after reports she purchased a Gold Coast apartment while interstate and claiming expenses for official duties.

This is in addition to reports senior Liberal ministers claimed expenses for attending a New Year’s Eve party hosted by Prime Minister Malcolm Turnbull.

Mr Wood said taxpayers would be better served through changes towards a more transparent system for MPs. “Taxpayers rightly expect that the

Australian Government will spend their hard-earned money wisely and with respect,” he said.

“The parliamentary expenses system needs to change and the Government is implementing changes as recommended by the Independent Review into Parliamentarians’ Work Expenses.”

Mr Wood said MPs too, would benefit from a more streamlined system.

“The biggest problem is that currently if MPs seek clarification on an issue, we will never be sent a clear ‘yes’ or ‘no’ ruling,” he said.

“This can be very confusing, when, as a parliamentarian, we’re invited to events locally and nationally and it’s often unclear which definitions they fall under.

“Significant legislative changes are required to streamline the parliamentary work expenses system.”

ROADSIDE grass cutting will continue throughout January, with VicRoads targeting areas around the Yarra Ranges in the warmer weather.

On Wednesday 11 January, VicRoads’ Metro East Acting Director of Operations, Colin Morgan, said that wet conditions at the end of spring beginning of summer made it hard to slash roadside grass.

But with the warmer weather, and public concern about higher grass, Mr Morgan said VicRoads would continue to mow throughout the rest of January.

“We’ve understandably received a lot of feedback from the community about high grass being a concern for visibility and bushfire risk, and we appreciate this feedback,” he said.

“For mowing, we need to wait for the grass to dry, so it can be cut once without growing back at a rapid rate.

“We all know what it is like to mow your backyard when the grass is green, you are back a week later mowing again.

Earlier in the month, sections of the Warburton Highway, Mountain Highway, Lilydale-Monbulk Road, Ridge Road and York Road have been mowed.

Mr Morgan said Mount Dandenong Tourist Road, Monbulk-Seville Road, Clegg Road, Monbulk Road, Olinda-Monbulk Road and EmeraldMonbulk Road were next on the list.

Litter collection, weeding and tree trimming will also take place as part of the works.

Copping some awareness

By Jesse Graham BE aware of other drivers and know if you’re ready to get behind the wheel, is the warning from the Yarra Ranges Highway Patrol, with police to hit the streets during the Australia Day long weekend.

On Sunday, 8 January, Victoria Police officially wound up Operation Roadwise - an operation focusing risk-taking behaviour, such as speeding and drink and drug driving, that began on 16 December.

In the Yarra Ranges, 256 people were caught speeding, while 18 people were caught for drink driving and another 21 were caught for driving under the influence of drugs.

Yarra Ranges Highway Patrol Acting Sergeant, Graeme Rust, said that overall motorists “were quite well behaved” over the holiday period.

He said a random breath test site set up in Mooroolbark on New Year’s Day saw no people caught drink or drug driving.

“That was quite pleasing to see,” he said.

“Some of the drink-driving statistics have not been as high as they have been in the past, (but) our drug driving ... there are still some issues there.

“Drug driving is more prevalent than drinkdriving, and that is being shown by our guys here in their detection rates.”

Act Sgt Rust said that many people were caught with drugs in their system days after taking them, because the chemicals lingered in the body for longer than alcohol, and that it was illegal for a driver to have traces in their system.

“There was a lot of people who said, ‘Look, I had it two days ago’, but the thing is, it’s still showing up in their system,” he said.

“If they really want to look after their licences, they have to curtail their drug use, and probably not even get behind the wheel of a car, because the likelihood nowadays of being stopped and tested for it, in and around the Yarra Ranges, is about one in every four drivers.”

During Operation Roadwise, 92 unregistered vehicles were detected by police, along with 43

disqualified or unlicensed drivers.

Act Sgt Rust said the onus was on drivers to ensure their registration was up to date, to avoid being charged and fined, and recommended vehicle owners set reminders for their renewal.

“A lot of people say they don’t receive the renewal notices and due to the fact there’s no registration labels, they say they’d forgotten about it - some people change their address and don’t notify VicRoads,” he said.

“Still, it is incumbent upon the owner of the vehicle - and for the drivers - to ensure the vehicle they’re in is registered.”

Act Sgt Rust said another operation would begin on Wednesday, 25 January, and run through the Australia Day weekend, focusing on the same risk-taking and dangerous behaviour.

Ahead of the weekend, Act Sgt Rust urged drivers to be aware and respectful of one another - especially on dangerous, narrow roads such as the highway up the Black Spur near Healesville.

He said that over the holiday period, a driver was travelling along the spur behind a car doing between 50-60km/h in an 80km/h zone and overtook them at 113km/h.

The driver was caught by police, and Act Sgt Rust said they faced losing their licence as a result.

“It’s a common courtesy to obviously be checking your mirrors as you’re driving and, if you notice there’s a build-up of traffic behind you, take the opportunity to utilise those slow traffic pull-out areas and let that traffic go,” he said.

“They (other drivers) become frustrated - they shouldn’t become frustrated, they should be patient enough to be aware of these situations and plan their trips accordingly, but also the other people need to take into account there are other people using the road, other than themselves.”

Act Sgt Rust said drivers should be aware of fatigue and make sure they rest before long drives, and take regular breaks, to reduce the risk of a crash.

“Fatigue can also be just as bad as a high range drink driving,” he said.

Major milestone

By Peter Douglas BELGRAVE Survival Day will reach a major milestone this year when it celebrates its 10th anniversary on Thursday 26 January.

The celebrated local event has become a fantastic way for hills communities to celebrate Indigenous culture and the survival of Australia’s First Nations people.

This year, the family friendly festival will focus on the theme of ‘Knowing your local history’ and has secured a host of top performers.

Top Indigenous musician Benny Walker and his band will head the line-up.

This year, organisers are excited to announce the appearance of award-winning author, Bruce Pascoe, who will share stories of local history.

Author and historian, Jim Poulter, will also have a stall, with books outlining Victoria’s indigenous history.

The Welcome to Country and smoking ceremony will be led by Wurundjeri elder and educator, Uncle Bill Nicholson, followed by traditional dances performed by ‘The Djirri Djirri’ dance mob, where the audience will be invited to join in.

Aunty Dot Peters will also share some of her wisdom.

There will be plenty of activities to keep all ages busy, with fun music

Due to parking limitations at the site, organisers are encouraging people to take public transport or park at Belgrave Train Station,

LET us hope that this latest crop of councillors do better than the last ones and show a bit of backbone against the greedy developers and multi-nationals who are destroying our suburbs and local businesses.

Who don’t even pay the same tax as local businesses do?

No more approvals for unit blocks without offroad parking provided.

Unit-dwellers’ cars are clogging up narrow roads; often parking on footpaths, or restricting exit and entry to home owners’ properties.

This is not fair, considering the high and everincreasing rates home owners pay.

New estates must have side roads so emergency vehicles can get through.

Many people are still very angry over how the previous owners of the IGA supermarket were treated, after serving the community for so many decades.

How was this possible in Seville when Woolworths tried the same in Mount Evelyn but didn’t succeed?

Blind Freddy would have seen that in small townships, only one supermarket could survive.

So why not the council?

This nonsense of competition was absolute rubbish.

Council members are paid employees and so accountable to ratepayers.

They must make sure they work for the benefit of the community, not corporations.

Multinational supermarket chains are too powerful for their own good.

They are not distribution centres, but now even want to dictate to consumers what they can buy, while destroying local growers and suppliers in the process, with their cheap imported home brands, for more profits.

The building expansions into the hills are also a danger, when everyone knows climate change is upon us with threats of more intense bushfires and an increase of violent storms like we experienced recently.

Roads and potholes must be fixed, before they create more accidents.

Council must focus on important things to improve infrastructure; and, like all government employees, be more accountable in regards to their personal allowances.

MAYBE you were towing a caravan down the main street of Emerald mid-morning on Boxing Day? Maybe you were the one who came around the bend at the pedestrian crossing with the caravan taking up both sides of the road.

Maybe you don’t have much experience with a caravan on tow.

Maybe you don’t realise that a caravan is wider than a car.

Maybe you were the one who spoilt our holiday.

Maybe you would have stopped if you had realised that you had forced our car off the road into the kerb.

Maybe you didn’t realise that you caused the destruction of our front wheel.

Maybe you would have known where we could have our wheel replaced on Boxing Day so that we could continue with our holiday plans.

Maybe the next vehicle you do that to will be a large truck and you won’t be the winner.

Time to open up THIS is an open letter to the Hon. James Merlino, Deputy Premier of Victoria.

Yarra Ranges Shire decided unilaterally to close all its community hub buildings from Christmas Eve to 9 January, a total of 14 days.

By comparison, the Emerald library was open for seven days during this period.

This is a terrible display of Yarra Ranges Shire’s callous disregard for local community needs.

Community hubs are used by the elderly, grandparents with grandchildren, backpackers etc, as a cool place over hot summer days.

So, James will you please introduce legislation to ensure that council community hubs are not closed any more than nine days over Christmas.

Yarra Ranges Shire is still smarting from government policy that requires that all councils must not increase their rates above CPI; and what they are doing is nothing more than a cheap cost-saving exercise at the expense of the local community.

Two-day Luck to his liking

By Ian Harley THE return to the two-day format proved to be to Shane Luck’s liking as he posted a century for Upper Ferntree Gully.

The Kings made 289 against Mountain Gate at HV Jones Reserve with Luck (117), Todd Burley (37), and Jay Colee (35) all among the runs.

Travis Clarke and Josh Lindner took three wickets apiece for the Gators.

With the runs on the board, the Kings are in control of this game.

Monbulk skipper Rick Bean’s 86 kept the Hawks on the front foot as Monbulk travelled to Wally Tew Reserve to take on Ferntree Gully.

Chris Coen (65) and Uzair Alam (30) made sure that Monbulk posted a competitive total of 261.

Ryan Handley took 5 wickets for the Blues.

Monbulk will be looking for wicket takers next week if they are to make it two on the trot.

Country XI cap for run machine

By Steve Brown LYSTERFIELD'S prolific run scorer Nathan Walsh received his second Australian Country XI cap at the completion of the Australian Country Cricket Championships held in Wollongong NSW after scoring 262 runs at an average of 52.

Walsh now joins Upper Gully’s Simon Reeves who also received the same honours in 1995 and 1998.

Queensland Country won the overall championships while Victoria finished third on the table.

Three other Victorian players were rewarded with Australian caps; those being opening bowlers Ben Boyd from Warrnambool, Tom Mathieson from Geelong and Ryder Medallist Mick Allen from Gisborne Cricket Association.

Golfers find new homes

By Dennis Fuller EMERALD GOLF THE closure of the Emerald Golf Course caused a scattering of the members as they all tried to find their new home.

Some went with Olinda to Beaconhills, a lot went to Garfield, some went to Warburton and some found all options unpalatable, so got their Saturdays back to be at the bidding of long-suffering partners.

Seventeen of the Old and Faded Golfers (OFG) headed for Garfield and found the course to be in great nick and not too far away.

Sepp Krummenarcher (27) found the place suited his game to a tee and managed to win the first round in a canter with 44 points.

He was modest in victory and the handicap promised to be vengeful when calculating his new handicap.

Of the rest of the refugees, it was left to Graham Fergus (27), an ex-Garfield member, to show how the course could be played when he was one back on 43 points.

Of the rest of the stragglers, Philip Crossley (22) was the best with 41 points followed by Ian Scott (26) on 40.

Dennis Fuller was nearest the pin on the 8th and Bobby Kennedy christened the course when he was first to drive with a beautiful, long drive that no other could equal or better.

The ladies’ comp saw a Michelle Petrie hit the ground running for a runaway victory in their first outing.

Multiple ways to play THE Sherbrooke Basketball Association (SABA) is expanding in 2017, with a new under 14s Girls competition.

The development will complement the existing under 14s mixed competition, providing young basketball enthusiasts with multiple playing options.

The new competition is open to girls who are yet to turn 14 before 31 July, 2017.

Sherbrooke president Mick Spruhan said the new girls competition was an

important step in the ongoing development of the organisation.

“The association has a focus on community involvement, skills development and professionalism, and this opportunity for younger girls is an important step,” he said.

The new girls competition will begin in February and will be structured to welcome any new players, as well as existing SABA members.

Initially, the teams will be formed

from a pool of interested players, which will ensure a competitive balance and welcoming culture for newcomers.

Meanwhile, for older girls, there are numerous under 16s girls teams, keen to draw new players.

In the younger age groups, there is strong mixed competition with Aussie Hoops (5-10 years), under 10s and under 12s.

Senior competitions are available, too.

Association secretary Pamela Ball

said basketball was an exceptional team sport and continued to gain popularity.

In addition, locally the sport will benefit from development of new facilities and more courts and Upwey, which is due to commence this year.

Presently, SABA uses venues at Monbulk, Upwey and Cockatoo.

Motoring Fridays bleak day for motorists FRIDAYS are the most likely day for collisions between cars and shopping trolleys, prompting the RACV to urge shoppers to take care in car parks.

Wayward shopping trolleys cost more than $300,000 in claims in the last financial year, RACV Insurance figures show.

RACV General Manager Motor Insurance Mark Geraghty said collisions between motorists and shopping trolleys

occurred across metropolitan Melbourne and in some regional centres.

“The average repair cost last financial year was more than $2000. For too many motorists, a quick dash to the shops became expensive when the car hit or scraped a rogue trolley,” Mr Geraghty said.

“Motorists should slow down and look carefully when parking or reversing, as trolleys

left carelessly in parking bays or against poles can sometimes be difficult to spot.

“Taking extra care will help prevent the scratches and dents that cause so much angst for motorists and yet often go unreported.”

Mr Geraghty said a recent survey revealed that one in two Australians do not return their shopping trolley to a designated bay.

Focusing on reducing highrisk behaviours, the project targeted issues such as speed, gap selection and the detection and avoidance of hazards.

“Young and inexperienced drivers face some of the greatest risk on our roads, and that’s why we’re doing everything we can to keep them safe,” he said.

“We can reduce road trauma among young people by rewarding Victoria’s most responsible young drivers.

“We want to make sure our young people are coming home to their families safely and we’re doing everything we can to make sure that happens.”

Participants were able to reflect on and share their experiences about the challenges they faced as new solo drivers.

The P Drivers Project is a joint partnership of the Victo-

rian Government, Australian Government, VicRoads, TAC, Transport for NSW, Federal Chamber of Automotive Industries, RACV, and Insurance Australia Group Limited.

Findings from the P Drivers Project will be released early next year.

In a further boost for young driver safety, Karrikins Group Community Pty Ltd has been appointed to develop the curriculum for the Practical Safe Driving Program in-class and in-car components.

The Practical Safe Driving Program will be delivered across the state to provide beginner drivers and supervising drivers with the capabilities to lay the foundations for safe driving, helping to support and enhance Victoria’s Graduated Licensing System.

It forms part of the $146 million Young Driver Safety Package - a suite of five road safety initiatives, designed to improve the safety of these vulnerable road users - that is being funded by the TAC.

YOUNG Victorian drivers are being kept safe, with the Victorian Government playing a role in two key projects boosting young driver safety.

As part of the P Drivers Project, a young Victorian will be driving home in a brandnew Toyota Yaris five-door ZR Hatch today, thanks to her participation.

Member for Eastern Metropolitan Shaun Leane on Friday, 9 December, announced the end of the research project and congratulated Erin Mutton from Lilydale, who was the major prize winner after completing all of its modules.

Erin was one of more than 5000 young Victorians who completed all modules of the project, where participation extended over a 15-month period.

The P Drivers project involved the development and trialling of a behavioural change program that aims to reduce the number and severity of crashes involving young, newly licensed drivers.
