BY MID-2017 it is expected that over half of Border residents and businesses will have access to the $49 billion National Broadband Network (NBN), according to chief executive Bill Morrow. Morrow made a passing visit to Albury on Tuesday providing insight into the rollout of the NBN, long-term implications and the opportunities it will offer to regional communities and businesses. As the NBN rollout remains on schedule, the network is currently available to 3.1 million homes and businesses nationwide and of that number 1.3 million premises have taken up the service so far, according to Morrow. He predicted that around eight million premises out of the 11.5 million in Australia would be connected to the NBN by the completion of the rollout in 2020. “We are growing at such a steep curve and when we look at areas that have matured for a while we see about 73 per cent of the take-up rate in those areas,” he said. “There will be no other country that offers a wholesale service with multiple retailers that are going to give you competition and different levels of service to give you priced options to suit your individual needs.” Morrow said that 70 per cent of premises covered by the NBN were in rural and regional areas and that installations in such areas had posed more of a challenge than major cities had. “Radio signals can’t go through the hills and mountains and that does offer a degree of challenge, “Also aesthetically we don’t want to ruin the beautiful land that it is, so we have to think about the placement of the towers.” A statement issued by the NBN Shareholder Ministers explains that
NBN chief executive Bill Morrow visited Albury on Tuesday to discuss details of the NBN rollout. 159602 the network aims to provide customers with “wholesale download data rates” of at least 25 megabits per second to all premises. It is expected that many sectors including education, health and business will largely benefit from the network. Morrow said business owners would be able to take “advantage” of digital opportunities that would help to “lower costs”, “improve effective-
ness”, “administer employees” and “expand market reach”. “If you are developing a product and you want to be able to market it, the reach that you have has suddenly become virtually unlimited. “Suddenly 23 million people are at your fingertips or at the other side of your keyboard, and that’s amazingly powerful.”
As Australia’s largest infrastructure project, the NBN is costing taxpayers $29.5 billion, but according to Morrow the company would become profitable by sometime around 2022 - that’s after return on investment. “The government has mandated that we are not allowed to spend more than $29.5 billion of taxpayer funds. “It is an investment not of the budget so we have to earn a return back
Picture: MONIQUE KUZEFF on it. “Once we begin to make profit we will be investing back into the business and hopefully lowering the cost to make sure we are passing that down to our customers.” According to Morrow, the company’s expected internal rate of return (IRR - a figure that measures the return on investment) was between 3.5 to 4 per cent.

MORE than 95 per cent of local businesses that participated in the 2016 Albury Wodonga Local Business Survey (AWLBS) have reported a continued commitment to giving back to the local community. The recently released AWLBS, conducted annually by Wodonga Council and AlburyCity, showed key findings into current local business issues and employment trends on the Border. This year 2958 surveys were distributed to local businesses in Albury and Wodonga areas, and 517 responses were received (17 per cent). The survey reported 96 per cent of the surveyed businesses have continued to contribute to their community through sponsorship, dollar donations or in-kind contributions within the last 12 months. In regard to employment, the survey showed that while 75 per cent of businesses didn’t experience difficulties filling job vacancies, of the 25 per cent it was technician, trader worker and professional job positions that were the most difficult to fill. Furthermore, within 517 businesses who responded to the survey, there was a combined 11,200 people who were employed within the last year and of these the majority were employed full-time (8643) followed by casual (1489) and part-time (1108). Lt Harvey said the Army took out the title of the most generous service with a total of 2685 donations, followed by Air Force’s 1712, Civilians' 1962, and Navy’s 1025. “Army being the largest organisation generally gets the most donors on board, then the Air Force takes out the highest
percentage of donors for people in their organisation but we all just really enjoy the rivalry,” he said. Australian Red Cross Blood Service helps save the lives of thousands of people each week with the help of the generous donations from the defence force and other donors.

However, online business operations have also presented obstacles including the cost, time and effort required to utilise online systems. The majority of the surveyed businesses (68 per cent) indicated that they were ‘optimistic’ about the future of their business reporting a ‘positive’ or ‘very positive’ year ahead. This survey enables stakeholders to identify major trends, opportunities, issues, and considerations of the local Albury Wodonga business community. It is also a significant survey in measuring the current conditions of the local economy for guiding strategic development for council, state, and federal governments and industry groups. NOT only does the Australian Defence Force save lives in battle but they also have been saving lives through donating blood for over 70 years. Last week Wodonga’s defence force personnel rolled up their sleeves as they took part in their eighth Australian Defence Force Challenge as the Blood Service Mobile Donor Unit rolled in to Bonegilla’s Latchford Barracks. Over the 13-week challenge more than 7000 life-saving donations are given by Navy, Army, Air Force and Defence civilians and personnel. Latchford Lieutenant James Harvey, who organised the blood challenge, said that while only one in 30 people donate blood, there are about one in three people who use the blood at some point in their lifetime. “We aim to get the message out to the community as well as defence wide that this is something that we can do and it’s a very easy way to save lives. “A tiny prick in the arm and you’re potentially saving three people’s lives.” Last year, the donations received by the challenge helped save about 57,000 lives in Australia. Lt Harvey said he hoped to see the Wodonga defence force give over 100 donations. “On Tuesday we did 27 donations, which was well above the quota we were expecting. “We’ve had an overwhelming majority of people that have donated already and a large number

Going great guns with NBN By Monique Kuzeff THE first National Broadband Network (NBN) fixed line services will be switched on in West Albury on Thursday, delivering wholesale internet speeds of three to four times faster than many other existing ADSL broadband connections to over 3689 premises in the city’s west. It is expected that about 14,300 premises in total will go live stretching as far as the eastern, southern and central parts of Albury from 22 September until the end of November. Farrer MP Sussan Ley was “excited” to announce the launch of the NBN in the Albury area, saying faster internet will open up a “new digital era” for homes and businesses in the regional city. “This is a really exciting period for our city, with the east and south of the city also set to have access to the fibre network by the middle of next month, and the rest of the city on line in November,” Ms Ley said on Tuesday. “What the NBN does is allow you to run a small business from the home to compete on a level playing field to someone in the city. “It’s internet in real time which we just haven’t had before.” Ms Ley said the rollout of the NBN in Albury would also see a further $30 million injection in to the city and the creation of up to 90 jobs. This will be accrued through the use of accommodation and office services, safety equipment and clothing to civil en-

Ms Ley said the capacity of the NBN would expand to meet the needs for those wishing to utilise the service. “Everyone knows the benefits of fast fibre and we are hearing so many good examples of how it is transforming homes and businesses. “The network itself will improve and increase in capacity over time as technological advances demand faster internet. “You can choose the speed you can connect to the NBN, so you don’t need to get the fastest package with the most download, you can start a bit smaller and build up to it.” AlburyCity mayor Henk van de Ven also looked forward to the beginning of the NBN in
the Albury area saying, “we shouldn’t be disadvantaged just because we live in a regional area”. “With businesses becoming more global, we need those fast internet speeds to make sure we are competitive with our major city cousins,” he said. “It’s really critical that we have the same opportunities as people in the cities do to run business, for health and for education and other government services to provide the same level of service that people get in the cities.” NBN’s delivery partner Decon has set up a base in Albury for the rollout across the Border for a two-year period. Wodonga’s nbn is expected to go live from the middle of January to the end of February 2017.

INDI MP Cathy McGowan did not vote in favour of the $6.3 billion budget cuts contained in the Coalition’s ‘omnibus’ bill that was passed in the Lower House on 14 September, saying it would have a “huge impact“ on rural and regional families. The Indi MP said the bill would see funding cuts to many sectors including health, education, pensions, carer allowance and welfare payments. “There’s too much in that that’s going to have negative consequences for Indi,” Ms McGowan said. “Huge swags of it is going to come from welfare payments - payments that the government gives to people who have the lesser amount in our communities. “Payments that will impact on families for whom $5 makes a huge difference.” Ms McGowan said she was also concerned about the cost-cutting to the Australian Renewable Energy Agency (ARENA), which will suffer a $500 million funding cut. “Rural Australia - we are going to be the future of rural energy and regional development based on renewable energy schemes,” she said. “To cut that (ARENA funding) it’s like cutting off your nose to spite your face.” But despite the $500 million cut to ARENA’s $1.3 billion funding, it still holds a substantial $800 million which is far better than what could have been negotiated. But it wasn’t all bad news for Ms McGowan, who last week secured over $17 million in roads funding from the Minister for Infrastructure and Transport Darren Chester. Some $10 million will be dispersed between the Kiewa Highway, the Great Alpine Road and the Rutherglen Bypass while $7.1 million will go towards roads in Shelly/Walwa, Hume Highway,
Indi MP Cathy McGowan was displeased with cuts to welfare payments and ARENA. 159459 Picture: MONIQUE KUZEFF Mansfield, Eildon and Jamison. “This funding is going to make such a difference, particularly for the people of Rutherglen. “There is $2 million allocated to begin the planning to take the highway out of the main street. “We had worked really hard and did all the groundwork to get this funding and finally got all the ducks lined up so it was great to hear Mr Chester confirm his commitment in parliament.” Ms McGowan said Mr Chester did not provide a specific timeline to when the work will begin on the roads, but she expressed to him a point of urgency. “These roads projects are important to the productivity and safety of Indi residents and must be fulfilled as a matter of urgency,” she said.

A SEVENTH gate was opened at the Hume Dam last week, with the water level up 79 per cent from its low peak of just 18 per cent in May this year. Subsequently this has sent more water downstream contributing to 200 road closures across Victoria, the Wodonga SES recently tweeted. Wodonga SES members approached residents of Snowdons Road in Bonegilla last Thursday to warn them of the rising river levels. The Bureau of Meteorology (BoM) issued a flood warning reporting steady river levels along the Murray River at Albury, Yarrawonga, Tocumwal and Barham with moderate flooding continuing at Corowa. However, MDBA’s river management division acting executive director Andrew Reynolds said in a statement that the risks of flooding remained. “Hume has helped keep downstream river levels lower than they would have been by holding the peak flow from earlier in the week

WITH the recently opened Albury Wodonga Regional Cancer Centre (AWRCC) now starting to come to life, local organisations have come up with new ways to raise funds for the AWRCC Trust Committee. Among the various local charity groups and organisations who put on events to help raise some coin for the cause during Sunshine Week between 11 and 18 September was TAFE NSW Riverina Institute Albury. Students currently studying their Certificate III in Hospitality put their best foot forward and helped raise the funds through their creation of various juices, frappes and mocktails that they sold for a donation. Library manager Noelene Williams said it was a great way to get staff and students together to help raise some money for the new cancer centre. “The staff brought along a plate of food to share and the hospitality students are making a bunch of different drinks for a small donation which comes as a great learning opportunity for them as well,” Ms Williams said. “We hoped to raise over $200 to contribute towards the cancer centre because it’s such a great cause and it impacts everyone. “We have some generous people on campus so whatever we raise will be a bonus.” All proceeds accumulated on the day were handed over to the AWRCC Trust Fund committee to assist with purchas-

in the dam,” he said in the statement. “We’re currently managing releases at Hume Dam to maintain space for more water given the forecast for more rain. “Given the dam is currently about 97 per cent full, heavy rainfalls upstream may pass downstream quite quickly.” Water authorities continue to work together to monitor inflows and rain forecasts to limit the negative impacts of floods on communities downstream. Pools set for splashdown By Monique Kuzeff WITH temperatures climbing and the sun now shining brightly, it’s getting close to that time of the year to jump in to the water, have fun and get the summer body ready. Albury Swim Centre reopened its gates to the public on Monday with Lavington Swim Centre set to re-open on Tuesday 4 October. Both swim centres provide the community with facilities and heated pools for multi-purposes whether it is for leisure or exercise. Albury Swim Centre is currently undergoing improvements, including to the waterslide which will receive a new stairwell for safety improvement. Two new timber table and chair sets will also be installed at the Albury Swim Centre in coming weeks, while Lavington Swim Centre is to receive a new playground, new garden beds and a new pool filter. said the pools were a great resource for the community and a great motivation to get active. “Swimming has significant health benefits for people and also it can be relaxing and a less strenuous form of exercise than other options,” Cr van de Ven said. “Both swim centres offer fantastic facilities and are great spaces for people to come and enjoy friendship and warm water while the weather is remains a bit cooler.” The Albury Swim Centre contains an eight-lane 50 metre heated pool, six-lane 25 metre pool, a toddlers’ pool with covered area, waterslide and a barbecue area. Local swimming enthusiast Anthony Foley who swims everyday throughout summer said he utilises the pool for personal fitness. “I’ve been swimming practically my whole life and it’s just great for overall fitness,” Mr Foley said. “Like any sport I enjoy the adrenaline rush and it’s become
a part of my every day. “I also enjoy the camaraderie with the other swimmers, they’re a great bunch and all have a common interest.” Mr Foley said there were many health benefits that come with swimming and encouraged everyone to get in to it this summer. “It helps maintain full-body movement, and that’s important particularly as you get older.” He said he often he will go swimming in the mornings when there aren’t as many people around. and enjoys utilising both the Albury and Lavington swim centres. “I like that Albury Swim Centre has eight wide lanes to do laps in and it’s a lovely spot particularly when it’s quiet. “They’re both heated pools so you have no idea how spoilt we are. BEECHWORTH'S former railway precinct may soon be transformed in to a vibrant family and youth space after Indigo Shire Council voted on two proposals submitted for the unique site. Not-for-profit organisation Australian Centre for Rural Entrepreneurs (ACRE) won the council’s vote last week as the preferred expression of interest. However, further discussion is to be held around ACRE’s submission before a recommendation can be brought to council. Indigo Shire mayor James Trenery said ACRE’s detailed proposal was the preferred out of the two submissions because it was best suited to council’s concept of how the area would be best utilised. “Out of the two proposals ACRE’s was going to take that area and develop it the best and work in with the current users as well,” Cr Trenery said. “The proposal also outlined a plan for the future showing that they’re eagerness to work with the Beechworth Music Festival and create an art space.” ACRE’s detailed submission outlined short and longer term strategies for the railway site. It proposed initiatives centred on youth growth and development and also pop-up opportunities

Picture: FACEBOOK for business activities and community-based enterprises. “It really encompassed not only its own wants and needs but the needs of Beechworth and Indigo Shire in general,” Cr Trenery said. “It’s something that’s going to work in with the youth, enhance youth entrepreneurial activity and is always going to be beneficial for the community. ACRE CEO Matt Pfahlert said the Beechworth Railway Station site offered an opportunity for the organisation to play a role in establishing it in to a vibrant community precinct. “The council wants to reactivate the area over time and that works in well with ACRES mission to build a thriving community space - there’s a nice synergy there,” Mr Pfahlert said. “We definitely aim for it to become a family and youth friendly space so young people

can get more involved in the planning and implementation of the area. “One of the real gaps for young people and families who either live in or visit Beechworth is activity for young people and small children. “We see that activating the site to enhance the current skate park can provide other options for young people to develop their ideas and bring them to life in a practical way. Mr Pfahlert said he believed the council chose ACRE to develop the site because of the range of partnerships it was willing to form as part of the project. “We believe the existing users can really add value to the site and we are committed to working with them,” he said. “Our proposal aligned perfectly to what council was hoping to achieve from the EOI process.”

Piggy banked By Monique Kuzeff OVER 50 families in the Hume region will share in the money raised during the annual Very Special Kids Piggy Bank Appeal, which aims to raise funds for families with children living with a lifethreatening condition. Pepi the giant piggy bank made an appearance in Wodonga on Thursday to help raise money for the cause. The giant piggy bank was parked in High Street outside of the Commonwealth Bank, a major sponsor of the charity Very Special Kids, with a stall set-up containing pens, cupcakes, toes, badges, piggy banks and merchandise alike to raise money for the charity. All the money raised will be put back into the Very Special Kids Piggy Bank Appeal which cares for hundreds of Victorian families who have a child with a life-threatening condition, that includes 54 families within the Hume region. About 276 locations were visited by mobile giant piggy banks over the five-day fund-raising event with an aim to raise $1 million. This particular trailer that rolled into Wodonga was to visit another three towns in the region and aimed to collect at least $6000 in total. Very Special Kids spokesperson Alan Hall, who has been volunteering for the charity for nine years, said he hoped to collect up to just $700 in Wodonga. “That would be a pretty good figure to reach considering it being a regional area which gets hit with fires, floods and drought,” he said. “But they always dig deep and I always find regional people very generous and have a strong

The two families supported each other throughout the battle
and from that they recognised there was a need for additional support services for families who had a child with a life-threatening condition and so the Very Special Kids charity was established. “Now there are over 900 families who are being cared for through the charity,” he said. “And there’s still a lot more out there that need the help. “Whatever we do for the families is at no cost to them and so we’ve got to raise the money to fund that. “We just really want the families to feel together again.”

In memory of Marg By Monique Kuzeff OUR local Carevan Foundation hosted its first major fundraiser of the year in August, The Corporate Sleepout, and is now challenging itself to its second major fund-raiser the “Carevan Community Challenge” to be held on 25 September. The Carevan Community Challenge will be held in memory of volunteer Marg Fisher who sadly passed away in 2012. She was a committed mother of three who had volunteered with the charity since its inception, and was always a great supporter of Carevan’s annual ride. This will go forth as the inaugural fun run/walk fund-raiser event for Carevan, which hopes to see the involvement of over 200 participants to help raise a minimum of $5000 to go 100 per cent back in to the initiative. The event encompasses a choice of a 5km ($30) or 10km ($35) walk or run, with a fee of $15 for entrants 15 years and younger. A professional sports event organiser will be hosting the event to ensure that the day runs smoothly and that all professional and non-professional participants are able to be manually timed at their attempt. Not only is this event about raising funds for a great cause and challenging yourself, but it also aims to raise social awareness of homelessness in our community. Carevan founder John Brabant said the Carevan Community Challenge came as a “social awareness” and “inclusion” fund-raiser to help prompt “social change”. Knight hits the heights POP star and jazz icon Grace Knight defies genres and pigeon holing - the truth is she just has one heck of a voice. That’s probably why she is one of the most enduring talents in Australian music. She stormed on to the music scene with chart-topping Western Australian band the Eurogliders in the 1980s from Maybe Only I Dream, to Can’t Wait to See You, The City of Souls, Heaven, and We Will Together. And just when the country thought it knew who she was she was offered a chance to sing on the sound track for Come in Spinner - a period drama being put together for the ABC. “I didn’t think I should take the gig. I wasn’t a jazz or blues singer, I was a pop singer,” she said. “Despite the fact that I desperately wanted to act the role of Lola, the Coconut Grove’s resident singer, I made suggestions of other singers that
I thought might do a good job - Kate Ceberano and Wendy Matthews - but Diana Manson from ABC records, for reasons known only to herself, was convinced I was the right choice. “To this day I am grateful she stuck to her guns and pushed me into taking the gig.” The TV series was a huge success and the soundtrack was even bigger. That was the start of a new incarnation and an even larger audience. “Due to the success of Come in Spinner, I felt encouraged to record another album of torch songs Stormy Weather, then Gracious, and then a summary of my jazzy incarnation, Live,” she said. “Performed and recorded at Sydney jazz venue The Basement, I invited friends that I had met throughout my jazz life to perform on the album, and was thrilled by the outcome. “Don Burrows, James Morrison, country singer James
Blundell and a blast from the past, my partner in crime from the Eurogliders, Bernie Lynch. “During the 2000s I’ve continued to release albums with a CD of originals, Zeitgeist, in 2000 and two more jazz albums, Willow in 2008 and Keep Cool Fool in 2012. “My latest album, Fragile, is my 17th release and features 12 new songs by my old partner in crime, Bernie Lynch. “It’s a real departure for me stylistically and crosses genres from blues to soul with a smattering of folk.” Grace Knight is still a favourite with Australian audiences and has performed for five Prime Ministers, US President Bill Clinton and the late Princess Diana. Third time Bridget’s right note By Tania Phillips THERE is something familiarly comfortable and yet actually pretty entertaining about the third story in the Bridget Jones trilogy. Like a teddy with its fur worn off or an old pair of slippers, it’s nice to welcome back old friend Bridget - once the world’s favourite singleton despairing about being overweight and over 30 and single - back into our lives. In the third instalment (cowritten by Emma Thompson who pretty much has some of the best lines as Bridget’s doctor) Bridget has long broken up with Mark Darcy (Colin Firth) - Bridget Jones’s (Renee Zellweger) “happily ever after" hasn’t quite gone according to plan. She’s forty-something and single again, and she decides to focus on her job as a news producer and surround herself with old friends and new. For once, Bridget has everything completely under control which is actually nice to finally see - of course this is where it all goes wrong and she finds herself pregnant and wondering if the father is Darcy or Patrick Dempsey’s American billionaire. What ensues is a fairly accurate take on the state of the media (and it’s nice to see that Bridget is now mostly competent and intelligent and actually good at her job) and some pretty funny physical comedy - Dempsey, Firth and a pregnant Bridget in a revolving door. The acting is great, particularly from Dempsey who breathes new life into what could have been a tired and en-

Local Sport Rain secures Tigers’ reign ALBURY Tigers are the Ovens and Murray Football Champions following a decisive win over the Lavington Panther’s at a wet Lavington ground on Sunday afternoon. New league CEO Sean Barrett said crowd numbers were down for the showcase event - with the grand final being beset by rain for the first time since 1995. “Everyone tells me it’s usually the first chance to get sunburned,” he said but added that it is also a winter sport which can often be affected by rain. Despite the rain, which started around 6am and didn’t stop until the second half of the game, a crowd of more than 4000 still attended to watch the Tigers win their third pre-
miership in a row and their sixth in eight years. After a wet start, which made goal scoring difficult, the two teams had scored just three goals and 12 behinds between them with Albury leading 2.9 to 1.3. However, as the ground dried out the Tigers were able to show their dominance with goal scorers Joshua Mellington (3) and Brayden O’Hara and Sentanta O’hAilpin (2 each) coming into their own when the conditions improved. In the end the Tigers took the flag 9.17.71 to 4.7.31. In the lower grades it was all Yarrawonga with the reserves taking the points over Albury 5.4.34 to 1.6.12 while the thirds match saw the Pigeons winning 7.10.52 to 2.7.19.

Yarrawonga makes the double grade on netball court IT WAS a big day for the netballers of Yarrawonga on Sunday with the club winning both the A and B Grade grand finals in thrillers. The A Grade claimed its championship by just two goals after it had been locked at 20-all with determined opponents Lavington at half-time. Lavington had got off to a better start, leading the Pigeons 14-10 at the first break before Yarrawonga stormed back in the match to lock the scores at half time. The two teams went goal for goal and were locked at 27-all by the final break before Yarrawonga surged
back for the slender two-goal victory. Earlier in the day the club’s B Grade had been involved in a similar battle. Down 9-8 to opponents North Albury, the Pigeons were able to surge back with a 12 goal second quarter to lead 20-18 at the long break. At three quarter time they were still in front 27-26 and held on to win 35-33 and claim the title. North Albury claimed the C Grade 38-29 over Lavington while the 16 and Under title went to Wangaratta 37-34 over the Wodonga Raiders.
