Council applauds Federal Government’s Monash Freeway plan
Advocacy drives road and transport investment
The City of Casey has welcomed the Federal Government’s plan for the upgrade of the Monash and Princes Freeways, believing it provides the best solution for Casey motorists. Council is now calling on the State Government to increase their contribution towards the Monash Freeway upgrade, to ensure a total of $1 billion is invested in the project. The Federal Government has promised $500 million to the upgrade, provided the State Government agrees to accept and match the offer dollar-for-dollar. The State Government has so far allocated $400 million towards the project in the 2016-17 Victorian Budget, to upgrade the freeway from Eastlink to Clyde Road. Council is urging the Andrews Labor
Government to match the federal funding - effectively increasing the state’s contribution by $100 million to bring the joint contribution to $1 billion, providing the best outcome and a long-term solution. Council was thrilled to learn that the Federal Government’s funding for the project would include the extension of 0 4IFB 3PBE UP UIF #FBDPOTmFME interchange on the Princes Freeway, providing a less congested and more convenient alternative than the Clyde Road interchange for residents south of Berwick. Casey residents need the freeway upgraded, and need the O’Shea Road extension, so Council is urging the State Government to partner with the Federal Government as soon as QPTTJCMF UP IFMQ mY UIF OPUPSJPVT Monash Freeway once and for all.
The City of Casey’s advocacy program has recently delivered a number of wins for residents, with the State Government announcing TJHOJmDBOU JOWFTUNFOUT JOUP B OVNCFS of local projects. One of Council’s fundamental roles is to advocate on behalf of the community for the improvements, services and funds needed, where these are the responsibility of the State and Federal Governments or other third parties. Building a great city Narre Warren-Cranbourne Road set for repairs The City of Casey has welcomed a $2.5 million commitment from the State Government to improve the condition of Narre Warren-Cranbourne Road near Norfolk Drive. After a sustained advocacy effort by Council, the Victorian Government made the funding announcement earlier this month.

Council has been long concerned about the safety of motorists travelling on the poor surface of the southbound carriageway on Narre WarrenCranbourne Road. Council is pleased that VicRoads agree it is a priority for repair and looks forward to the timely commencement of works. The sooner repair works are complete, the sooner the speed limit can be restored (from 60km/h to 80km/h) and road use and eficiency can return to normal. Council is committed to ensuring road users have the maximum opportunity to remain safe on the roads and thanks VicRoads for responding to Council’s advocacy and committing to works to prevent further deterioration and damage to vehicles.

FURTHER FUNDS NEEDED TO FINISH THOMPSONS ROAD
The City of Casey is thrilled that the National Broadband Network (NBN) is set to be rolled out to Narre Warren South next month.
The City of Casey welcomes the State Government’s contribution towards Thompsons Road in the State Budget, but is calling for further funding to ensure the project can be completed in its entirety.
For many years the City of Casey, along with local residents and Member for LaTrobe Jason Wood MP, advocated to the Federal Government for improved broadband infrastructure in notorious internet black spot areas across Casey. Most particularly, Council pushed for an early roll out of the NBN in Narre Warren South as the area does not currently have adequate cover for ixed high-speed broadband such as ADSL2. Following the extensive advocacy, the Federal Government announced last year that Narre Warren South would be added to the roll-out schedule. Construction on the network is set to start in July this year and once completed in early 2017, residents will have access to fast, reliable and affordable internet. Council is continuing to work with the Federal Government and NBN Co to address Casey’s black spots into the future, ensuring all residents have access to fast and reliable broadband services. Council congratulates Jason Wood MP, Federal Member for LaTrobe, on his strong support and action on this matter.
The State Government allocated $154.5 million in the 2016-17 Victorian Budget to complete the duplication of Thompsons Road between Frankston-Dandenong Road and Berwick-Cranbourne Road. However more than $260 million in State and Federal funding is required to inish the project. The additional funding is needed to provide a grade separation of the intersection of Western Port Highway/Thompsons Road and for the extension of Thompsons Road from Berwick-Cranbourne Road, across Cardinia Creek, through to Oficer South. A fully constructed Thompsons Road, from Lyndhurst to Oficer South, would provide a new high capacity east-west freight and logistics corridor and facilitate the development of employment land in Casey and Cardinia, supporting the creation of 100,000 jobs in the region.

COUNCIL SUPPORTS BUSINESS INNOVATION The City of Casey plans to introduce a new scheme designed to support and foster innovation in local businesses. Council has proposed $100,000 in its 2016-17 Draft Budget towards a Business Innovation Fund, which will allow Casey businesses to apply for an interest free loan of up to $20,000 to develop or implement an innovative idea or concept.
Improving our town centres Works start on rejuvenating Autumn Place The City of Casey has adopted a new masterplan for Autumn Place in Doveton, with works already underway on urgent improvements identiied in the plan. Council signed off on the Autumn Place Masterplan in April which will guide the use, development and regeneration of the precinct over the next 20 years. The plan identiies short-term priorities including an updated streetscape, new town square and upgraded park with new playground, as well as long term visions including cycling and pedestrian networks and a feasibility study into the potential for a new library. Works have now commenced on streetscape improvements including replacement of trees, new seating and a footpath upgrade, which were the irst priorities identiied in the plan. Endeavour Hills town centre takes shape The City of Casey is undertaking a $1.1 million revitalisation of the Endeavour Hills community and shopping hub to greatly enhance the area for residents, visitors, businesses and the surrounding community facilities. Stage one works - the irst project arising from the Endeavour Hills Community Precinct Masterplan - includes the development of a vibrant town square with a café/kiosk for people to meet and enjoy the new outdoor setting. Shared path connections for pedestrians and cyclists to safely walk and ride to and from the precinct are also currently under construction. The project is designed to enhance the area which takes in the Endeavour Hills Shopping Centre, leisure centre, neighbourhood centre, skate park and library and improve connectivity between the sites. Stage one works are on track to be completed by the end of August. Design of stage two is proposed in Council’s 2016-17 Draft Budget, which includes landscaping and accessible terracing, upgrades to the youth and skate precinct, improved pedestrian links and a bicycle path. Councillors Damien Rosario, Rosalie Crestani, Rafal Kaplon and Mayor Cr Sam Aziz were joined by community members to celebrate the progress of the revitalisation of the Endeavour Hills community and shopping hub.

In business, that might mean improving an existing service or product in an original way that increases its usefulness or opens up new markets, addresses an everyday process in a revolutionary manner or developing new technology or tools to create a competitive point-of-difference. “Council hopes this fund will not only support businesses with innovation projects but also create local employment opportunities, increase the level of business investment in the municipality and foster new partnerships and collaboration between businesses.” If adopted, the fund will be launched in the new inancial year. NEW AND IMPROVED ATHLETICS TRACK AT EDWIN FLACK! The community can now run, throw, hop, skip and jump at the Edwin Flack Reserve Athletics Track in Berwick all year round after the facility underwent a $2 million redevelopment. The new and improved track was reopened in December after the City of Casey converted the existing grass athletics track, as well as the javelin, long and triple jump run-ups and high jump area, to all-weather synthetic surfaces. The conversion of this athletics facility from grass to a synthetic surface has provided the community and Casey Little Athletics Club, who call the track home, with a modern facility, enabling athletics to prosper. The Casey Little Athletics Club is one of the largest athletics clubs in Victoria, currently having more than 300 members who have been making good use of their upgraded facility.

Building a great city Council delivers for families in Cranbourne West The City of Casey oficially opened its newest family and community centre recently, delivering this great facility for the growing Cranbourne West community.

City of Casey Mayor Cr Sam Aziz was joined by Minister for Families and Children and Minister for Youth Affairs Jenny Mikakos to oficially open the $4.1 million Mayone-bulluk Family and Community Centre in May.
This facility was named after a local Bunurong clan and features Indigenous public art and an Aboriginal mural inside, acknowledging the signiicant Indigenous history of the area and its community.
Casey’s population growth is very much driven by young families and to try and keep up with the demand for services, Council is delivering a new integrated family and community facility in Casey each year.
Council acknowledges the Department of Education and Training for their contribution of $1.6 million towards the centre.

COUNCIL CONTINUES LOBBYING FOR IMPROVED SHARED HOUSING REGULATIONS The City of Casey is continuing to lobby the State Government to strengthen shared housing provisions to increase Council and community inluence in decision making. Earlier this year the City of Casey called on the State Government to undertake an urgent review of the state-wide provisions on shared housing, on behalf of residents of the Brookland Greens estate in Cranbourne where a shared housing project had been proposed. As a direct result of Council’s advocacy, the State Government made changes to the shared housing provisions clarifying that the development of shared housing proposals in Victoria were subject to local Council planning approvals. Under the previous state-wide planning provisions, there was uncertainty over whether Council approval was required to construct shared houses in Casey that comprise up to 10 habitable rooms. Whilst Council welcomes the introduction of the revised provisions for the development of shared housing, Council believes the changes are not extensive enough. The state-wide exemption for the use of new or existing buildings for shared housing up to 10 habitable rooms remains in place, and Council is still unable to consider the full potential impacts on neighbouring residents’ amenity as part of an application process.

CAMPAIGN HELPS SPREAD THE LOVE IN CASEY The City of Casey has thrown its support behind a goodwill campaign which encourages the community to carry out acts of kindness and love across the municipality. Casey City Church is set to launch its ‘Casey - Love This City’ campaign on Friday 24 June, which will encourage residents, businesses and
organisations to undertake random acts of kindness or to ‘pay it forward’. Council has resolved to support the initiative and has appointed former City of Casey Mayor Shar Balmes as the Goodwill Ambassador for the City of Casey to promote the campaign.
Council is continuing to advocate to the State Government for further urgent changes to the Victoria Planning Provisions that would require planning permits for both the use and development of larger shared housing proposals to facilitate greater community engagement in the approval process. Balla Balla Ward Cr Geoff Ablett is continuing to push for further changes to shared housing provisions.
Community members might like to welcome a new resident to the neighbourhood with a gift, bake something or mow the lawn for a neighbour or simply help out someone you might not know when an opportunity presents itself. Casey City Church Pastor Larry Sebastian said “It’s a great way for us as individuals to know that we can truly make a difference in the simplest way and collectively our efforts will have signiicant outcomes for the community.”

Four-year-old Ethan reckons his all-abilities gym class with teacher Rhonda Morrison at Endeavour Hills Leisure Centre is the highlight of his week. Since March last year Ethan has made rapid progress and moved into the centre’s highest level kindergym class. Being vision impaired, he has been developing the use of other senses as well as his physical and mental co-ordination and strength. The gym has high hopes for getting him involved in the Special Olympics. The all-abilities program is used by children with a wide range of physical and intellectual disabilities in group and individual settings. It has recently been nominated as a finalist in the 2016 Victorian Disability Awards.

The local government inspectorate has ruled out investigating Casey council over a special-charges scandal which has been condemned by the Victorian Ombudsman. Casey council’s special charge scheme against 37 Narre Warren South residents to seal Market Lane was labelled “unjust” and appeared in-part illegal in a Victorian Ombudsman report released on 22 June. Of particular concern to the Ombudsman was the council’s decision to increase the interest charge by several thousand dollars at a closed meeting in 2014, without giving residents an opportunity to object. Casey Residents and Ratepayers Association spokesman Brendan Browne backed the State Government’s appointment of an external monitor to oversee Casey council for up to three months as a result of the Ombudsman’s report. “The ratepayers of Market Lane who were unfairly affected have been treated appallingly,” Mr Browne said. “Councillors and the CEO should have known how grossly unfair their actions were. “Perhaps that is why they regularly hide their decisions in secret meetings.” The council ranks highest in Victoria for decisions made in closed meetings (37 per cent) in 2014/15. The figure was triple the state-wide average. The Ombudsman’s report found the council had appeared to have acted illegally twice under the Local Government Act by failing to give notice to residents of their right to object and by holding a closed meeting to decide on a new interest rate on the scheme. Mr Tyler had conceded in evidence to the Ombudsman that it was “in retrospect ... an error” to hold the decision in closed council. Mr Browne said it was “extraordinary” that at the time of the secret meeting Mr Tyler was under a 12-month good-behaviour bond for a separate breach of the Local Government Act. Continued on page 6

Message missed target By CAM LUCADOU-WELLS An Endeavour Hills man brought trouble on himself and his father after posing with an unregistered gun in a sinister MMS message to his ex-partner. The 0.22-calibre rimfire rifle had been found at a landfill by his father 20 years ago, Dandenong Magistrates’ Court was told on 20 June. It had since been kept as an inoperable keepsake - largely forgotten about, never used and stored without ammunition in the father’s Mulgrave garage. That was until the man, who was in a property dispute with his former partner, found the gun while looking for a rag in the cupboard. Holding the gun, he sent the following MMS to the victim on 7 May: “Patience there’s a man
with a gun LOL. I’ll pay you when you’re truly humble.” Magistrate Jack Vandersteen asked the man “what were you thinking to achieve by this?” “It can only be taken one way. It’s not a joke.” The man replied he never meant the message as a genuine threat. He had absent-mindedly thought of it as comical, he told the court. “Without thinking, I thought it would be an interesting image and sent it to other people.” The ‘truly humble’ term referred to his expartner’s “condescension” to him, he said. The man’s father was as a result charged with possessing an unregistered weapon. He told the court he wasn’t aware his son even knew about the gun at the time. After being told about the incident, the father said he wanted to hand the gun into police. “I’m terribly sorry and embarrassed,” the fa-
ther told the court. “I’m feeling like a d***, quite honestly.” Mr Vandersteen noted the pair’s lack of prior convictions, and fined the father $750. He ordered for the gun to be forfeited for destruction. The son had youth on his side, displayed remorse, had no history of family violence and had not breached the intervention order that was installed to protect the ex-partner after the incident, Mr Vandersteen said. The son had tried to exert control over the dispute by using a threat of violence, the magistrate said. “There is no other reason you would have a firearm and make the comments that you did.” The son was put on a 12-month good-behaviour bond and ordered to donate $1000 to the court’s charitable fund.
Byrne defends police logo pic Holt Labor MP Anthony Byrne has defended the use of a photo of him standing in front of a backdrop with Victorian and federal police logos in an election pamphlet. The authorised pamphlet, which trumpets Mr Byrne’s work as deputy chair of the Federal Parliamentary Joint Committee on Intelligence and Security, was “not party political”, a spokesman for Mr Byrne said. “We have checked the flyer with local police beforehand and they strongly supported this pamphlet. “The flyer was not party political (no Labor logo) and was aimed at highlighting Anthony’s plan to keep our community safe, which is the main concern facing the local community. “The feedback our office has received has been overwhelmingly favourable, as one person stated ‘at least our local politician knows what is going on’.” The photo had been taken during Prime Minister Tony Abbott’s visit to the Endeavour Hills police station with Anthony Byrne at a media event in 2015. Victoria Police stated it would write a letter in response “highlighting its desire to remain politically impartial”. “Where we believe political material identifying Victoria Police creates a perception of endorsement. We will take appropriate action.” An Australian Federal Police spokesman stated that the AFP doesn’t support unauthorised use of its logo but “it is clear that in this instance the use of this image is incidental”. No follow-up action would be undertaken, he said. Liberal candidate James Mathias, who initially raised the issue with Star News, said Mr Byrne was “caught red-handed” using the logos for political purposes. “(Mr Byrne was) trying to pass off the Turnbull Liberal Government’s achievements as his own because he knows Bill Shorten and Labor are weak on border security.” Mr Byrne is set to advise the two police officers involved in the Numan Haider shooting at Endeavour Hills police station of Mr Mathias’s complaint. A spokesman for Mr Byrne said: “I am sure that they will be as disgusted as Anthony is that this person has sought to downplay the seriousness of the terrorist challenge to make a cheap political point.”

Club pushes to get its needs back on the agenda Hallam Hawks Football Club sees itself as a family club that’s proud of its support for women's footy but its efforts to expand into netball has stalled due to dated facilities. Club past president Peter Maskiell said the Hawks have waited patiently for several years for Casey council to fund the necessary female changerooms, netball courts and more parking at Hallam Recreation Reserve. Recently their bid had “dropped off ” the council’s five-year capital works program into the “beyond (five years)” column, he said. Despite being housed in one of the “older
looking” facilities, the club proudly attracts a strong legion of females, about 170 juniors as well as big crowds to its games for its four mens and womens teams. Mr Maskiell said people like to stick around the club for many years which accounts for its sizeable rank of life-members. He has been there for 17 years. His kids have risen through the club’s junior ranks to their senior sides. “It’s a different kind of football club - we have lots of kids and wives. It’s been one of the original clubs that supported women's and girls' football. “We’ve waited a while to start our netball program but we can’t wait anymore.”
On 21 June, club members petitioned the council to have the project shifted back into the five-year list “at the earliest possible year”. The petition also requested the council consider applying for state grants that support women’s sports facilities. Councillor Wayne Smith, in tabling the petition, requested that Casey officers meet with the club at the reserve and report back to the council on the matter. He said the club - like most sports groups in Casey - was growing but there was limited space in the municipality to cater for the growth. “Officers are pretty sympathetic to their cause. A man's wallet was stolen while he was asleep at a factory in Hallam and thousands of dollars spent in a couple of hours. The burglary at Casey Auctions in Hallam on Sunday 5 June about 2.40am led to a spending spree which totalled more than $1600. The offender jemmied open a front access door to the Casey Auctions warehouse before stealing a laptop and wallet. The victim’s tap and go card was used five times before it was declined. Purchases were made by the offender at Coles and Bunnings in Narre Warren and Masters in Dandenong. The victim’s bank contacted him on Sunday afternoon.

David saw an advertisement in the Journal stating that the Keysborough Men’s Shed was looking for new members. “I popped down one day and ever since it’s been great. I live by myself and it gets lonely. Every time I look out the window, I think ‘what the hell am I going to do’. “The shed saved my life for sure. I’ve got a lot of friends out of this place, good company, and things to do.”
I signed up to help my fellow man By JOSEPH DE SOUZA I emigrated from India to Australia in 1966 and became an Australian citizen in 1967. Wanting to put back something into the country that was now my home, I involved myself in the community, first at the Springvale Youth Club where I served as secretary and president. I was also on the committee of management at the Noble Park Centre for the Intellectually Handicapped. To help a wider section of the community, I applied for and became a Commissioner for taking declarations and affidavits. At the instigation of Bob Luxford - then City of Springvale Mayor - and on the recommendation of local MP Norm Billings, I requested an appointment as a Justice of the Peace. On 15 February 1977 I was sworn in as a Justice of the Peace and for the first 30 or more years my JP duties were from home and at my workplace.

When the new Springvale police station needed JPs on the roster of the document signing station (DSS) I volunteered. The number and diversity of documents being presented in recent times will be an eye-opener to Justices who have not spent time at DSSs. As a JP I have an administrative role involving attesting to the execution of documents such as divorce proceedings, applications for immigration, passports, proof of age and others too numerous to mention here. I am sworn to conform to the Justices’ code of conduct. This ensures that I act with due care, dil-
igence, integrity, respect, independence, impartiality and without prejudice or discrimination. In 2010 I became the roster co-ordinator, which means I maintain a weekly/monthly roster of 14 JPs, act as the liaison between the Honorary Justice Office, Department of Justice and themselves, ensure that they are in touch with new legislation, follow changed procedures, and more. We work three shifts a day for a total of 40 hours per week helping police officers to perform duties more in keeping with police work. Being a JP brings an immense sense of achievement and self-satisfaction, secure in the knowledge and belief that I am providing an essential service without thought of reward or recompense to the members of the community in which I live. My motivation is that I am helping others who are in desperate and urgent need of my assistance and, therefore, I have never, nor will I ever refuse my services to anyone who needs it. Hopefully one day my epitaph will read “He loved his fellow man”.
Dandenong police station, which serves more clients than we do, has about 25 rostered Justices. Both DDSs are undermanned and constantly trying to recruit registered JPs to help. However, although there are 130 or more justices registered within the City of Greater Dandenong both stations have had little or no success. The Department of Justice and Regulation recently forwarded a letter to Justices seeking expressions of interests from JPs to join the signing centres and to that I add the earnest plea of the Dandenong co-ordinator and myself. If they only work from home or their office they will not get sufficient experience to deal with new procedures and documents affected by recent legislation, and if they were to join a DSS they will be most surprised at the amount of different documents we deal with on a daily basis. A lot have no prior offending either.” Car-jackings were “virtually unheard of ” 20 years ago but are now becoming more “commonplace”, Supt Hollowood said. Casey council resolved on 21 June to write to Police Minister Lisa Neville and Victoria Police over concerns about crime rates and under-resourced policing. It will also seek an annual crime-issues conference with Casey’s police inspector and senior officers at each Casey police station. But Supt Hollowood said talk of less police resources in Casey was a “nonsense”. Most uniformed police stations had a “minimal” number of staff but with “several resources coming from outside”.

Is the City of Casey hosting a youth crime wave that’s spreading across Melbourne? The region’s top cop Superintendent Paul Hollowood said that a rising tide of car thefts by young criminal networks was a “driving force” behind the city’s soaring crime rate which is up more than 15 per cent on a per capita basis in the past year. This comes as the latest crime figures reveal that metropolitan Melbourne experienced a 12.4 per cent increase in offences for the year ending 31 March. Narre Warren Detective Senior Sergeant Darron Hedge said the patterns of crime Casey is experiencing from street robberies to car thefts and home invasions are something he can’t explain. “This area is pretty much constant with incidences, whether its violence or volume crime such as burglaries and car thefts. It’s all the time,” Sen Sgt Hedge said. In one June weekend in Casey a father and son opened the front door to their home to be confronted by an intruder, who escaped over their back fence - leaving behind a screwdriver. Hours later police suspect thieves crawled in to avoid a security sensor at a business in Narre Warren South where cash and a safe was stolen. In that same weekend a family’s boat, which had sat on its trailer on their front lawn for almost a year, was set on fire. Residents were alerted to the blaze once they heard a crackling sound coming from their front window. And just hours before that two young males from a pack of four decided to steal two slabs of Jack Daniels from Cranbourne’s Trios Sports Club cellar when staff weren’t looking. Sen Sgt Darron Hedge said that’s just a “regular weekend” for Casey cops. “That weekend (10-12 June) is nothing out of the ordinary,” he said. According to the 12-month police statistics released on 16 June, weapons and explosives offences in Casey rose 60 per cent, in raw figures, up from 513 to 800. Other sharply-rising categories of offences included drugs, burglaries, breach of orders, robbery, arson and stalking and harassment. Family violence continued to rise, increasing by 9.2 per cent on a per capita basis. And the highest crime rises occurred in Endeavour Hills (44.9 per cent), Doveton (21.9 per cent) and Cranbourne (21.2 per cent). Supt Hollowood, who oversees the southern region, said the phenomenon was youth-based “mission” offending but not necessarily Apex Gang related. The missions of the criminals were to steal a certain type of high-end vehicle, sourced either through carjacking or a home invasion, for example. “The thought that someone can suddenly in-

Casey corporate services director Sheena Frost said “the Ombudsman has not suggested that any offence was committed”. “Therefore, there is no suggestion of any unlawful conduct by any individual.” A Local Government Investigations and Compliance Inspectorate spokesman stated the Ombudsman’s report related to administrative actions by Casey “which do not give rise to an offence” under the Local Government Act. The Municipal Association of Victoria, the Victorian Local Governance Association as well as Casey Mayor Sam Aziz, criticised the monitor’s appointment. Victorian Local Governance Association president Sebastian Klein said the appointment was “without merit” given Casey had “been quick to acknowledge the matters at hand”. Cr Klein said it was a missed opportunity to have a “more reasoned and constructive conversation” on the council’s use of confidentiality. “What’s more, at no point has the Minister picked up the phone and discussed this matter with the council. Casey Mayor Sam Aziz had labelled the monitor’s appointment as “over the top” and a “political move”. “Council is already implementing a number of the recommendations outlined in the Ombudsman’s report including improving the availability of information to ratepayers about special charge schemes, and publishing this on council’s website.” Most of the affected property owners had been against the charge to seal Market Lane in Narre Warren South - initially between $15,000 and $20,000 each, plus interest on a 15-year instalment plan. As a result of the secret interest rise, the amount payable increased by 23 per cent, the Ombudsman’s report stated. The Ombudsman recommended Casey consider refunding the increased interest, and releasing all minutes and documents relating to the closed meeting. Casey council is set to consider those recommendations at a meeting on 5 July.

Stress and anxiety is best not fought by teenage girls - indeed anyone - on their own, says Hallambased Angel Light Link director Sally McCracken. There are many mental health services, including one-on-one stress management, available in Casey but Angel Light Link will soon pilot the only group-support sessions for teenage girls. The four-week ‘#stressdump’ programs aim to be fun, informative and supportive. The benefit of a group setting is the teenagers who can be socially isolated due to their anxiety, get to talk with others around the same age and help one another, Ms McCracken said. Research was proving the group support approach was effective, she said. “For us it’s not about trying to get rid of anxiety. “We can learn to manage that and having the skills to cope with that so it does not impact on our wellbeing and happiness.” Anxiety disorders or generalised anxiety are quite common afflictions - striking one in six people across all age groups. For adolescents, it can be triggered by social situations and studying. Ms McCracken said the key is for people to be conscious of their physical, behavioural and emotional anxiety reactions. There are skills and strategies to cope as stress rises. “Anxiety is one of those strange things. If you fight against it and try not to worry, we can actually start to worry more.” Angel Light Link has been running programs and support services for more than 7000 teenage girls in 40 schools and community groups in Melbourne’s south-east over the past 10 years. Ms McCracken recently won the best community-minded mum category in the Brilliant Biz Mum Awards for her work with the not-for-profit service. “The highlights for me is when I see a young person that breakthrough and improve their wellbeing.” The pilots start in Clyde North for 13-15-yearolds on 21 July and in Hallam for 16-18-year-olds on 18 August. Man is left with egg on his face By CAM LUCADOU-WELLS A 25-YEAR-OLD marriage erupted in violence soon after a Casey wife offered to cook her husband some eggs for tea late in the afternoon on 22 April. The 52-year-old husband, a Cook Islands community leader and forklift driver, apparently told her he preferred tuna, Dandenong Magistrates’ Court was told on 20 June. He followed his wife into the backyard, ran at her from behind and pushed her with both hands. She toppled onto the grass face-first and copped a blood nose. She asked the man why he did it. “Because you opened your mouth,” he replied. Soon after, he told her “he didn’t mean it”; she called the police. The man made full admissions to the assault, which both parties insisted was their first-ever family violence incident. Defence lawyer Nadine Daniel told the court the man had a “bad day at work” on the day of the fight but had no excuse.
“It’s an isolated incident and he doesn’t generally react to personal distress in that way.” Ms Daniel said the act was out of character for the man, who helped young people on the streets. He was receiving counselling at his church twice a week, the court was told. Magistrate Jack Vandersteen said he was concerned about the man’s ability to control his emotional triggers. “The alternative is why don’t you cook yourself? You’re 52 years old ... Just because you were at work doesn’t mean a meal should be on the table waiting for you. “Imagine if she fell back and hit her head and was seriously injured - over nothing. “I can tell you’re a good person ... It just takes one push for something to go horribly wrong.” Mr Vandersteen took into account the man’s blank history of prior convictions, remorse, good work history and that there was “no suggestion this was other than an isolated incident”. The man was placed on a 12-month good-behaviour bond without conviction.
Candidate flashes his election cash Federal Holt Liberal candidate James Mathias has pledged $276,000 for road upgrades if a Turnbull Government is elected. Under the package, $226,000 will be allocated towards a single-lane roundabout and street lighting at the Childers and Russell streets intersection in Cranbourne. Mr Mathias also promised $50,000 for flashing ‘Give Way to Pedestrian’ signs at the corner of Power Road and Box Street, Doveton. He said the funding was being directed toward roads and intersections that had been identified
as dangerous. “These particular locations will be recognised by locals as sites where accidents have occurred in the past or through their own near misses.” The funding was part of a $500 million, fouryear black spot federal program ending in 201819. “I look forward to seeing these upgrades carried out and will also be fighting for additional funding to support further upgrades for our local roads,” Mr Mathias said.

Thirteen-year-old Connor Young has a winning smile despite radical, painful spinal surgery and a “shopping list” of medical conditions. Now he needs the community’s help to get him back to his Hampton Park home. For that to happen, Connor needs $40,000 for a new wheelchair, a hydraulic ramp for the family car, a modified car seat and a shower chair to be able to return from full-time respite care. A bright-eyed Connor, who can’t talk or walk due to debilitating cerebral palsy, needed life-saving surgery in April due to his spine collapsing at a 133-degree angle over six months. Connor’s head had become fixed in a horizontal plane; he couldn’t keep food down due to the spine cramping his stomach and other organs. Weighing just 17 kilos at the time, Connor survived 11-and-a-half hour surgery at Royal Children’s Hospital. His dad Craig describes Connor being on a
rack as surgeons gradually manipulated the spine and cut through muscles to fuse him into a more upright position. Currently he sits nearly straight in his chair (at 66 degrees) and hence “grew” 10 centimetres, rendering his wheelchair and car seat undersized. Connor stays six days a week at a respite house because he can no longer be lifted manually into bed. Apart from Connor’s short stays at home, his mother Belinda often visits him at his school and respite house in Seaford. “It’s been really tough and put a strain on the whole family,” she said. Perhaps his big sister Caitlin puts it best in her poem I Love My Brother Connor which was written during his darkest times in hospital. “He is simply amazing and I just couldn’t imagine my life without him,” she wrote. An expert panel that develops individual action plans to protect women and children most at risk of family violence is being rolled out in Casey. The Risk Assessment and Management Panel (RAMP) was one of the recommendations from the coronial inquest into Luke Batty’s death and from the recent Family Violence Royal Commission. It will hear its first cases this month. Narre Warren South MP Judith Couacaud Graley said the program ensured vital information could be shared between experts and agencies to help those in need. “Through this program, we can and will not simply save lives, but change the lives of those who have suffered for long enough.” The panellists include members of specialist women’s family violence services, Victoria Police, Corrections Victoria, housing, mental health, alcohol and drug services, men’s family violence services, Child FIRST and child protection. The RAMP experts will share critical information about specific cases of women and their children who are at serious and imminent threat from family violence. The panel will then develop co-ordinated action plans to protect them.
Bad sport steals club cash The Doveton Football Netball Club had thousands of dollars stolen from its Frawley Road address. An offender ransacked the office space and stole $2000 in cash between 10pm on Thursday 2 June and 11.30am on Monday 6 June. The burglar jemmied open a rear timber door of the clubrooms and turned the power and alarm off before entering the office.

Dandenong’s Wafaa Beaini is an ambassador for the Welcome Dinner Project (WDP), launched by charity joiningthedots in 2013. The WDP helps newly arrived and established Australians to organise and host dinners in their own homes, and occasionally in community settings. “Food is used as a vehicle to bring people from different walks of life together to share their traditional or favourite food and enjoy meaningful conversations,” Ms Beaini said. “By doing so, the WDP is enabling people in our community to feel connected and establish relationships in a safe and friendly environment where everyone can feel respected and included.” She said the project was in its early stages in Greater Dandenong. “But we have already had success in hosting a small lunch in Noble Park,” she said. “With more than 50 per cent of our population
coming from non-English speaking communities, what better place is there to host these dinners and make people feel welcome.” Ms Beaini encouraged people in Greater Dandenong to register for the project, so it could grow. More than 160 Welcome Dinners have been held across Australia since the first meal in Sydney. About 300 trained Welcome Dinner facilitators across Australia have helped more than 3500 people to share a meal. WDP is fund-raising to employ more staff and forging partnerships to make the project more sustainable. It’s the primary project of non-profit organisation joiningthedots. Its aim is to create opportunities to foster positive relationships between community members and promote shifts in perception and values to create more connected, peaceful. Man jailed after stabbing fridge By CAM LUCADOU-WELLS An Endeavour Hills man who plunged a knife into a fridge door during an argument has been jailed after pleading guilty to assaulting an ex-partner and throwing her sister into a cupboard. The 40-year-old had raised his fist and grabbed a large knife during an argument with his ex-partner at the Dandenong residence late on 7 May, Dandenong Magistrates’ Court was told. After trying to cut the fridge's cord, the accused - who sported tattoos of three stars on his left cheek and writing on his neck - then stabbed a hole in its door. When the sister intervened, the man grabbed her throat and threw her with such force into the cupboard that it broke, police prosecutor Senior Constable Chris Capuano told the court on 20 June. The accused told police at the time he was defending himself against the sister but admitted to stabbing the door “out of frustration”.
The ex-partner was protected by a limited family violence intervention order against the man at the time. Defence lawyer Arend Slink told the court the man was reacting in self-defence due to the sister “jumping on him” though “perhaps it was not necessary to go that far”. The man, who is treated for bi-polar, asthma and heart conditions, had been jailed previously over breaches of intervention orders. He had been previously convicted of recklessly causing serious injury and threatening to kill. Magistrate Jack Vandersteen said the man’s whole criminal history seemed related to family violence. “You now recognise the triggers ... (but) you still struggle to control your emotions.” When anger rises, “you’ve got to reverse out of the situation you’re in”, Mr Vandersteen said. The man was jailed for five months - less 44 days spent in remand - with a two-year supervised community corrections order including drug and mental health treatment.
Plea after robbery and bottle attack Two witnesses to a Dandenong bottle-attack and robbery are urged to come forward and help police. Greater Dandenong CIU Detective Senior Constable Nic Hayes said the victim, a 40-yearold man, was sitting on a Lonsdale Street bench about 9pm on Monday 30 May when a man approached. He demanded the victim’s phone, police allege, and struck the back of his head with a heavy backpack. The victim tried to flee but tripped over
on the road. Sen Const Hayes said the alleged attacker then hit the victim with a bottle and stole some of his belongings. Police have since arrested a 24-year-old man over the incident. It’s believed the victim asked people who were in the street at the time to help or call police. “Police haven’t been able to locate these people,” Sen Const Hayes said. “This is a call for those two witnesses to come forward to assist.”

Rising up to business challenge By CASEY NEILL New migrants and refugees are tapping into their talents and getting Ready to Fly. Social enterprise Space2b has brought its mentoring program to Heritage Hill in Dandenong and each fortnight helps budding entrepreneurs to finesse and potentially monetarise their skills. Co-founder Janine Lawrie said it was aimed at participants who’d been travelling to the original Space2b site in St Kilda, opened two years ago, plus newcomers to the concept. “I’m a designer and I always was looking to find things made in Australia rather than going overseas,” she said. Inspiration struck when a friend connected Ms Lawrie to a refugee named Abdi who dreamed of becoming a tailor. Her business partner Mariam Issa said: “You Westerners, you’re always worrying about the who and the how, let’s just do it! “Now I get what she means,” Janine said. “We opened up a pop-up in St Kilda for nine months. “We had a gallery shop and a workspace and it just took off, really.” Southern Migrant and Refugee Centre (SMRC), AMES and other organisations refers clients to Space2b in Dandenong. Ms Lawrie said a lady named Lhakpa worked with a mentor last year and was now mentoring one of her own friends. “That’s the whole aim of it, is that you then become the trainer,” she said. Ready to Fly co-ordinator Lucy Worsley said the Dandenong workshops started at the end of March and will run through to Christmas. “It’s two sessions a month,” she said. “They have homework in the meantime, between sessions. “It also means that they can create things and establish products at home where a lot of the work is being done anyway. “At the end of this we’re going to hold a market, a celebration market, where they can sell their creations.” Participants include dressmakers and seam-

if I can.” She also has a design course in her sights. They’re looking for volunteers who can buddy with participants to help them fill out forms and practise their English skills. “Space2b is all about making connections and to become integrated and accepted,” Ms Lawrie said. “They introduce them to their family and everyone learns about the culture. “It’s always a two-way.”

He spent almost an hour at train and tram manufacturer Bombardier Transportation on 21 June, touring the facility and checking out the vehicles under construction. “I’ve been in before, but I’m impressed,” he said. He told one worker: “We won’t let you down, we just need your help on 2 July.” There was a light-hearted break from Mr Shorten’s campaign tour when comedian Peter Helliar, who was travelling on Mr Shorten’s camping bus to report for Channel 10 television show The Project, challenged the aspiring prime minister to see who could don their safety vest fastest before they they began their visit. Mr Shorten won, 13 seconds to 18 seconds. Fresh direction The Casey Cardinia Foundation has received a significant injection of knowledge and skills with the appointment of three new directors. Carina Tomietto, Kristine Ash and Norm Davidson were last month inducted, to help fill the vacancies left by retiring board members Jack Mitchell and Andrew Facey. Chairman Paul Thomas said the foundation carried out a transparent and open process seeking expressions of interest from the community to fill the vacant board positions. “We received a number of excellent applications, conducted a thorough interview process and in the end the decision was a difficult one,” he said. “The foundation is lucky to have people the calibre of Carina Tomietto, Norm Davidson and Kristine Ash join the board, with each providing different skills. Ms Tomietto already sits on the Outlook and 4Cs boards, previously worked at Windermere and has a background in business as founder of the Home Baked Cookie Company. Ms Ash has a strong charitable background,
is heavily involved in community groups around Cardinia and currently works for online fundraising platform Everyday Hero. She has a strong knowledge of the not-forprofit sector and governance laws and is an executive member of the Fundraising Institute of Australia. Mr Davidson also has a strong philanthropic and community background with experience in fund-raising and event management. The manager of the Bendigo Bank Pakenham branch is an ambassador for Oz Child and currently works closely with the Cardinia Casey Biggest Ever Blokes Lunch committee and the Fish for Life initiative. The foundation is now seeking applications for its latest round of community grants. Community, arts and environmental groups are invited to apply. The Emergency Services Telecommunications Authority (ESTA) presented Aisha Ahemad with the award on Thursday 2 June. SPORT Noble Park cooler in the cauldron By JARROD POTTER EFL - ROUND 11 Taking two massive wins out of its recent three rounds, Noble Park has put itself right in the premiership mix after knocking over high-flying Rowville by 31 points. Given a hellacious three-week block - facing top sides Balwyn, Vermont and Rowville on the trot - Noble Park didn’t give an inch. After they beat Balwyn and went down gallantly to Vermont in a three-point loss the week before - it set the stage for another massive moment on Saturday and the Bulls delivered in the end. As usual in 2016, it all started from the backhalf. Playing his way into another best afield performance, roaming defender Brett Dore clunked 14 contested marks and proved unstoppable across the skies. Whether planned or unplanned, Rowville left Dore unmanned for most of the game and allowed him to get across to support the likes of Ryan Morrison, Liam Tobin and Trent Robertson. Morrison was amazing on the dangerous Daniel Archer and racked up 31 touches from full back as the key defenders stood tall. That ironclad defence let the midfield and forward end shine as Kyle Martin, Craig Anderson and Tim Kelly set up plenty of attacking footy. The revolving forward line had enough of the pill - as the likes of Vergim Faik, Taylor Joyce, Tim Harper and Piva Wright each slotted two goals but it wasn’t completely rosy up forward. In what looked on paper to be a fairly tight tussle between two sides near the top of their respective ladders, City made it clear the East is the conference to beat with a clinical dissection of the Moreland defence from the get-go. Ross Frame (6’) opened the accounts quickly and from there neither side really roused much advantage until after half-time ... but from then on it was a one-way spree. TAC CUP - ROUND 11 Besieged by Cannon-fire all day, there was not much Dandenong could muster in its 59-point defeat against Calder on Saturday. From the first bounce the visitors seized the game and left the Rays battling for every possession. Dandenong’s greatest enemy at first was itself though - poor kicking, lacklustre efforts in the contest and giving the ball back constantly gave Calder a free pass to run up the scoreboard in the opening term. Cannons’ forward Karl Brown - fresh off a stint in Vic Metro - made his case for state-level reinstatement as he terrorised the Stingrays’ defence with a seven-goal haul. It got worse for Dandenong beyond the burgeoning margin though; Aiden Bonar - in his return to the side after overcoming an ACL reconstruction last season - looked to have re-ruptured the ligament in the second term and when Ryan Gains went down with a concussion, it left only a few fit on the Rays’ bench. There were brief signs of revival throughout the on-field disaster; Danny Allsop (four goals) made a dent in the Calder defence while Tom Murphy and Kyle Beveridge battled it out for contested grabs. Bailey Morrish, Nathan Scagliarini, Aaron Darling and Dylan Atkins all soldiered on as the scoreboard blew out, while the skipper Luke Dalmau battled bravely in his return to the line-up - after injuries and private school commitments kept him out since round two. Dandenong was shut down the second half as a lacklustre final term let the Cannons boot away to a 59-point win. Dandenong slips to third on the TAC Cup ladder and has another tough battle ahead when it travels to the Eastern Ranges on Saturday morning.

Mitch hitches Vic Country ride By JARROD POTTER Bouncing back from a disappointing 2015, Beaconsfield under-16s midfielder Mitch Riordan primed himself for a bigger and better 2016 campaign ... now including Vic Country duties. Riordan, 16, from Berwick, sustained a niggling foot injury in a trial match that ruled him out of representing the School Sport Victoria side for a second time early last year. It dogged him throughout most of last year, and it was something he wanted to put behind him quickly this year. “I was injured in a trial game last year, and I was pretty disappointed not making last year’s team, but everyone stuck around me and gave me confidence to believe in myself,” Riordan said. “That was my foot - it was a bone injury and not 100 per cent what it was - but didn’t get to play at full potential last year. “I was out for four weeks and that was the start of the season and didn’t get back up to playing at full strength for the whole of the year - but went away, had a strong pre-season with the 16s and reaping the rewards.” The Dandenong Stingrays’ prospect put injury frustrations aside as he finished the year as best he could as he played in a glorious South East Juniors under-15s premiership - a thrilling two-point win over Berwick. He set himself for a monster pre-season as he prepared for life in the Beaconsfield and Haileybury jumpers. But the biggest reward was a little unexpected - his ticket into the Vic Country under-16 squad - as he prepares to battle the rest of the nation this upcoming week in Queensland. “I was pretty excited about it - told us a couple of weeks ago at VISY Park and it was pretty nerve-wracking, “Everyone is in a room together and then they have an interview with you and tell you if you’re in our out - but when I was told I was very relieved and happy.” “At school I play backline - running off the half back line - but in my own age level I play in the midfield but I love the midfield ... I’ll be playing in the midfield pretty much the whole carnival.” Vic Country is a well-meshed unit, according

mates, that’s another really exciting thing about it. “We had a squad of 50 facing the Metro squad of 50 and we won both games, so it will obviously be different the second time around, but we’ve bonded really well over the last month and it should be exciting - we should be able to challenge a lot of teams.” Riordan wanted to thank his parents, grandparents, friends and family for their support. Scully’s a Giant as wandering days come to an end By JARROD POTTER There has been a whirlwind start to AFL life for Berwick football prodigy Tom Scully. He quickly went from Melbourne’s number one draft pick and hopeful for its future becoming a foundation player when Scully, 25, switched to Greater Western Sydney in 2012. But with his pledge to stick by the Giants, in the form of a four-year contract extension allegedly on a greatly reduced salary, the former Dandenong Stingrays midfielder made it clear that his days of club-switching were done. Already signed until the end of 2017, Scully’s new deal will see the wingman remain in Western Sydney until at least the end of 2021 when he will be a 30-year-old veteran. Scully is enjoying renewed confidence in 2016, averaging almost 24 possessions and kicking 15 goals through the first 13 rounds. “Really excited about my decision to obviously resign - it was a pretty easy one,” Scully said in an interview on GWSGiants.com.au - “Came up here five years ago knowing I was going to be here for a long time but knowing I’m going to be on for and extra four years is exciting. “The footy club is going in a really strong direction and I can’t wait to be part of the future here. “It’s a bit of peace of mind I guess - I know where my future is and I can focus on playing football and that’s what I like to do - just coming to work every day trying to improve.” Giants General Manager Football Wayne Campbell said Scully’s long-term extension was a reflection of his desire to stay around beyond his first contract. “The club invested in Tom when he first signed with the Giants and now he’s investing heavily in the club by signing this long-term extension,” Campbell said. “He’s been here through some challenging times but he has never wavered from setting the highest of standards with his preparation, training and work rate.”

Just hours before the Big Freeze 2 at the MCG recently, Casey business P3 held its own ‘Little Freeze’. Former St Kilda star and Narre Warren and Beaconsfield coach Aussie Jones runs P3 Sports and Recovery in Berwick alongside great mate and two-time premiership winning coach with Cora Lynn Travis Marsham. The pair held the first ever Little Freeze in honour of P3’s new swim instructor Paula Olsson whose husband suffers from motor neurone disease. After listening to Neale Daniher’s story on the radio on the way into work recently, Marsham - together with Jones - was inspired to act. They made use of the facilities already at P3 - such as its ice bath - for the event. It was only $100 per nomination, plus a gold coin donation for anyone who wanted to come along and watch. All the money went straight to the Cure for MND Foundation, just like the Big Freeze at the MCG. A big crowd gathered to watch, with Jones, local identity Frank Welburn, former Essendon player and St Kilda recruit Jake Carlisle, and Doveton favourite son and Australian fast bowler James Pattinson just a few of those who took the plunge. Marsham said he hopes the Little Freeze becomes an annual event, with the aim of making next year’s version even bigger and better. Antoniadou, 20, from Ripplebrook, took on a student-athlete opportunity at the Seminoles over the last year and played her part in the team’s great successes in 2015/16. As a freshman guard her time on court was limited, but in her 21 games she fought for every minute and earned them all. Her last match - the Sweet 16 clash against Baylor - saw her Seminoles bow out of the national tournament 58-78. But with those last few seconds on court, it wasn’t everything she wanted it to be ... so her first year as a Seminole also becomes her last. “It was pretty good, being overseas was definitely an experience,” Antoniadou said. “I didn’t really find it up to what I wanted it to be - it was very intense. While it was only a brief stay in the Seminoles’

Even though college is now in her rear-view mirror now, she doesn’t regret a second of it. “I would say go with your gut instinct and don’t regret anything at all - I don’t 'cause it’s such a great opportunity and experience,” Antoniadou said. “Just because it doesn’t work out for someone like me and I didn’t find it was the right fit for me, doesn’t mean it will be the wrong fit for someone else.” Her return last month was quickly followed by lacing up the basketball shoes again ... to re-join her beloved Dandenong in the SEABL ranks. She also gets a chance this summer to add to her five WNBL matches - also at Dandenong where Antoniadou hopes to earn a call-up to play under her former SEABL coach Larissa Anderson ... but this time at the domestic basketball peak. Eastern Ladies Badminton Association (ELBA) has come a long way since the old days sweeping out the Dandenong Agricultural Sheds. From ELBA’s humble roots in 1976, all the way through to celebrating its 40th birthday on Wednesday afternoon, there have been plenty of great times chasing the shuttlecock. Association co-founder Val Nesbit recalled vividly the rapid expansion ELBA went through as ladies flocked to the Wednesday competition. “We were playing at the sheep sheds at the agricultural pavilion in the beginning - used to have to sweep up the possum poo before we got the courts up,” Nesbit said. “We just grew from there and using both halls from then - started with about nine teams and we just grew and grew.” The once nomadic ELBA trekked around the south east for a few years before ending up at Springers Leisure Centre, Keysborough, in 1983 and from then on the association has flourished. With the grand final action on court going down to the wire, members from across association’s history - including nine foundation members from 1976 - came along to celebrate and savour another successful season. “It’s a marvellous sport - doesn’t get a whole lot of publicity - but it’s wonderful to see people play it and get out there and swing a racquet,” Nesbit said. “It was good on Wednesday as we must have had about 10 or more of the girls for the first year in 1976 - that was great - we try to keep in touch with some of the people from back then. “We travel from all over the place to come in and nothing stops us.” While it’s not the biggest pastime on the Australian sporting map, Nesbit said it’s the friendships and anticipating the next week’s matches that kept her coming back throughout the years. “It’s been 40 years of friendships and really good competition - it’s a great way to meet people of all nationalities and it’s a very mixed group we
