Third time a charm By PETER DOUGLAS AND JESSE GRAHAM IN A case of third time lucky, applicants will finally get the green light to develop a parcel of land with historic significance along Winscombe Ave, Tecoma. Despite two previous knockbacks, and some fierce objection from the community, Yarra Ranges Council last week granted the applicants their wish. Four single-storey dwellings are proposed to be built on the site, which is designed for family members to be able to live close together. The applicants have insisted they are not developers and their ambition is to support family members. However, the construction will require removal of significant amounts of vegetation, as well as alteration of access. This will not include a Bunya Bunya Pine, which is a tree of historical significance to the area. At council’s recent meeting, Kate Gutske spoke on behalf of objectors, who were concerned the development would not fit with neighbourhood character. “These plans submitted have not changed substantially from the previous plans,� she said. “This proposal is out of keeping with the character of the area. “There are a few blocks with two dwellings on a block, but four dwellings is not in keeping with the area.� Ms Gutske said there were a “number of

flaws� with the council document, which she threatened to expose if the matter went to the Victorian Civil and Administrative Tribunal. Despite requests from councillors to elaborate on the alleged flaws, Ms Gutske remained tight-lipped. “If this matter proceeds to VCAT, these flaws in the report will be used to support the refusal of this development application,� she said. “This is not the first time I have spoken against planned application for a development and I have been successful at VCAT.� A council officer assured council the executive was not aware of any flaws or errors in the report. Cr Mike Clarke also spoke out against the development, agreeing that it went against neighbourhood character. Cr Clarke presented an alternative plan, but was voted down. Councillors Noel Cliff and Len Cox were also against the proposal. Previous attempts to develop the land were for the construction of six dwellings, then four double-storey dwellings on the land. The road where the vegetation will be removed contains an avenue of tall pines, which are known to be a local landmark in Tecoma. However, the applicants argued they were protective of their area and noted this as a low-impact development which they believed would be conducive to the area.

Hosted by local volunteer groups, a free event will be held at Karwarra Australian Plant Garden this Sunday, 4 October, between 1pm and 4pm. Each year, more and more weeds emerge to threaten the biodiversity of animal, bird and plant life in the Hills. This is the community’s chance to help out.
