Merger talks

By DANE LILLINGSTONE RECENT research suggests that amalgamation is the same wherever you are in the world.

At a recent council meeting, a report into the effects of amalgamation was discussed.

The burning issue of amalgamation has been an ongoing topical discussion in Southern Downs.

Earlier this year, research was released by Brian Dollery from the University of New England’s Faculty of Economics, and two Southern Cross University academics, Elisabeth Sinnewe and Michael A. Kortt.

Their studies compared the financial performance of Brisbane City Council, the largest local authority in Australia, with smaller councils across Queensland and New South Wales.

Their paper, Is Biggest Best?

A Comparative Analysis of the Financial Viability of the Brisbane City Council, focuses on Brisbane but provides insight into the amalgamation process across Australia and the world.

“In sum, our financial analysis of BCC casts considerable doubts over the continuing mantra that ‘bigger is better’ in the context of contemporary Aus-

tralian local government,” the report said.

“Employing standard measures of financial sustainability, we found that between 2008 and 2011, the three comparison groups consistently ‘outperformed’ the BCC in key areas of financial flexibility, liquidity and debt servicing ability.

“Moreover, these findings lend further support to the growing corpus of research that suggests that ‘bigger is not always best’.

“If the claims of proponents of the ‘bigger is best’ doctrine underlying compulsory council consolidation are correct, then BCC should easily outperform comparator councils across a majority of performance indicators.”

When asked about the Southern Downs in particular, Mr Dollery said, “In general, the 2008 Queensland amalgamation and subsequent de-merger has been an expensive mess.”

The academics noted that investigations into amalgamation were almost always public inquiries at state and national level.

“A common theme that has emerged from theses official public inquiries is that the con-

tinued use of force amalgamations as the preferred policy instrument has failed to address the seemingly intractable financial problems facing local councils across Australia (in particular rural and remote councils),” the report said.

“Notwithstanding the dearth of empirical evidence, the belief that ‘bigger is better’ is so entrenched in the psyche of local government policy makers that forced amalgamation has been repeatedly used in Australia and abroad in an attempt to enhance local government efficiency.”

The report also investigated overseas council mergers. In Europe, they found that “municipal mergers had failed to deliver on their intended objectives.”

Canada councils showed wages went up post-amalgamation, but so did costs while in the US they found that “municipal mergers had not met their proposed economic objectives but had instead led to increased expenditure.”

It concluded that “In general, the majority of this empirical literature casts considerable doubt on whether the purported benefits of council mergers were realised, particularly in relation to enhancing the operational efficiency of local councils.”

He was sentenced to nine months in jail to be suspended after one month. He was also placed on a two-year good behaviour bond and ordered to pay all the money back to Centrelink.

The man has pleaded guilty to eight charges including assault occasioning bodily harm. He is expected to be sentenced in Warwick Magistrates' Court this week.

Briefly Centrelink cheat jailed A MAN has been jailed for receiving around $18,000 in Centrelink benefits he wasn’t entitled to.

The 52-year-old man applied for Newstart in 2011 when made redundant but found employment two weeks later. He continued to receive payments until April 2012.

The suicide prevention organisation was started in 2009 and revolves around the simple premise of asking family, friends and colleagues, if they are OK. The organisation hopes that this will lead to a mentality where more people will engage in regular, meaningful conversations with people who may be struggling.

The Southern Downs has experienced a spate of incidents in recent months and things like depression can affect those you least expect.

Famous rugby league player Andrew Fifita recently came out and opened up about his depression and attempted suicide.

It is something that can affect anyone and everyone, and

it can be happening right in front of you without you ever realising.

Ms Lewis said rural areas faced extra challenges due to lack of available services.

“The challenge for rural areas is that there is often not the same access to expert services as in metro areas.

Which is why it’s so important to look out for each other and take notice if someone is behaving differently, or if you suspect they may be struggling. As friends and family we are often the first to pick up the signs. Trust your gut, if you think that someone is not OK, make time to ask the question and listen (without judgement) to the answer. If you can offer help and support by helping them take the first steps to getting help, make sure you follow up with them," she said.

Motel gets nod: 50 jobs for tradespeople From front page The development is predicted to create at least seven jobs upon completion. The next stage will be clearing the current properties with the existing three residential buildings to be demolished.

The Warwick Baptist Church, which has also recently had a development approved in the area, declared they had no significant objection to the development.

Council initially delayed a decision for further investigation. It wanted to ensure that the roof design would not conflict with the architecture of Palmerin Street buildings or cause any issues with a driveway through council-owned property.

“Palmerin is the main area of heritage,” he said.

The project could have been delayed further when Council-

lor Jamie Mackenzie moved for the building to modify its design for a “sympathetic roofline,” in line with other Palmerin Street buildings.

The motion went unsupported, and the current design will now move forward.

Council outlines debt reduction

The site at Herbert Street, Allora continues to draw the ire of residents who have been left in the dark about ongoing discussions.

“We are having ongoing confidential discussions with GrainX to work towards better compliance.”

There are no reasons given as to why these discussions have been secretive or continuously behind closed doors.

The Southern Free Times then contacted GrainX. A representative said they would not be commenting on anything, and that they were working with the council and would not be entering the public debate.

Cr Mackenzie said any decision would have to find the right balance.

“Residents of Allora deserve an acceptable level of neighbourhood amenity with agreed controls on noise, dust, hours of operation, access and storm water drainage” he said.

“But at the same time, the tall grain silos are both an Allora icon and a traditional activity with the right to continue operations for the economic benefit of the region.

“After all, the silos will not be moved in a hurry, so council must ensure any operator on the Herbert Street site acts reasonably.”

The official stance from all parties involved is that consultations will continue.

Mr Tuxford said that council’s process of retiring debt was working.

“Council’s debt levels dropped by $1.9 million during the 2014/15 year; this is a 6 per cent decrease from $31.8 million to $29.9 million. Over the next 10 years, Council is forecasting to continue repaying between $1.7?$2 million a year of principle on its loans.

"If additional funds become available from the sale of excess freehold land, council may use these funds to further retire debt,” he said.

As part of the presentations findings from a 2014/15 meeting Queensland Treasury Corporation (QTC) financial review were tabled.

They labelled SDRC’s rating as 'weak' saying “A local government with an acceptable capacity to meet its financial commitments in the short to medium-term and a limited capacity in the longterm. It has a record of reporting moderate to significant operating deficit with a recent operating being significant.”

They also labelled SDRC’s outlook as 'negative' saying “As a result of a foreseeable event or circumstance occurring, there is the potential for deterioration in the local government’s capacity to meet its financial commitments (short and/or long-term) and resultant change in its rating.”

NINE months after negotiations began between council and GrainX about environmental issues at their Allora site, there is still no resolution in sight with even Southern Downs Regional councillors in the dark on what is currently happening.

The general council meeting produced some heated moments when the topic of GrainX was brought up.

A motion was put forward

by Cr Jamie Mackenzie to propose a special meeting between councillors and GrainX representatives to try and further consult on issues surrounding its operation in Allora.

The motion was eventually shot down when Mayor Peter Blundell and Councillors Neil Meiklejohn, Denise Ingram and Jo McNally voted against the meeting leaving Cr Mackenzie, Deputy Mayor Ross Bartley and Cr Vic Pennisi outvoted.

Cr Mackenzie noted that a deadline had passed for the presentation of a Transitional Environmental Program (TEP) report from GrainX but was then informed that council officers had seen it and refused it before consulting with councillors.

Cr Mackenzie was shocked by the revelation saying “officers refused it before we got a chance to refuse it?”

He noted that because GrainX had an existing use land rights that the only way council

could do anything about them was through the courts.

“The only way we can control it is by enacting through the court process,” he said.

“Our legal bill will get bigger and bigger.”

However, Mayor Blundell was quick to inform him that the process was ongoing and legal proceedings were not even in the picture.

“That is not what is happening. That is your opinion,” he said.

The mayor said the officer’s call to reject the TEP was their informed decision and they ultimately decided there was not enough.

Councillors are completely in the dark on the current relationship between GrainX and council, with only Mayor Blundell and council officers seemingly knowledgeable about what is going on. There was supposed to be a meeting between the mayor and GrainX after the community meeting in Allora in mid-August but there have been no updates.

The Southern Free Times sought comment from Mayor Blundell on the current status of discussions, if that meeting took place, the response from GrainX and their thoughts on Allora residents’ complaints and received this response from CEO David Keenan.

LAST week the Southern Downs Regional Council conducted information sessions across Warwick, Allora and Stanthorpe, outlining its Long Term Financial Forecast and how it will handle the $29.9 million debt.

The sessions were an opportunity for council officers to provide an overview of the financial constraints that the council is currently operating under.

The meetings heard that the council does not have the capacity to borrow any further funds and that its focus was on the need to reduce expenditure and clear its debt.

The council placed some of the blame for its debt on the loss of government funding over the past few years.

Funding for both the Water and Sewer Program and the Small Community Assistance Program stopped in 2009/10.

They also noted that the $7.4 million Flood Restoration works were not funded by the State or Federal Governments.

The Financial Assistance Grant freeze by Federal Government in 2013/14 was also said to have impacted their position with the Local Government Association of Queensland estimating the loss at $2.7 million.

One way council is actively reducing expenditure is through employment levels. Current fulltime equivalent employment by the SDRC is at its lowest level since amalgamation.

In 2011 full-time employees for SDRC peaked at just over 390 with that number now down to around 340 and down from the just under 360 employees at the time of amalgamation.

Southern Downs Regional Council’s Director Business and Community Services David Tuxford said council reviews would contribute to reducing expenditure.

“Council is reviewing all of its services to ensure that the services that are currently provided are necessary and provide the most cost effective and sustainable way for Council to operate.

"Examples of services that have been reviewed include WIRAC, the management of which is now contracted out to YMCA Brisbane, and the plant replacement program, which has been heavily decreased, with plants being held on to for a

Relay for Life almost here THIS weekend Warwick will take part in the 2015 Relay for Life with the aim or raising $80,000.

Fundraising has been going for more than a month but the pinnacle of the Cancer Council’s awareness campaign will be on show for all to see and participate in this weekend.

The event will start at 3pm on Saturday and continue through to 9am on Sunday at Redbacks AFC Oval.

Lawrence Springborg will be this year’s patron and said he was proud to be a part of the event.

“I am honoured to be patron of our 2015 Southern Downs Relay for Life - an important event bringing the community together for a good cause,” Mr Springborg said.

THIS week it has been announced that Warwick’s Ford and Nissan car dealerships will officially be locally owned through a partnership between Warwick’s Chris Murphy and Brisbane-based automotive group Motorline.

The new venture has come as a result of the separation from the Southern Cross Automotive Group.

Fierce fire in Warwick

A FIERCE fire that started near Thornton Road in Warwick sometime after 10am on Friday 4 September was quickly brought under control.

Early reports suggested the fire was started when a man tried burning off a couple of diseased beehives and it got out of control.

Urban and rural firefighters were called to the scene and battled the fire for over an hour.

There were concerns that the fire may have reached houses south of Warwick but it was extinguished in time.

I JUST have to write a note in answer to so much negativity about the area we live in. This includes Allora, Clifton and surrounds and where we live, Mt Colliery and beautiful Killarney!

As for being called boring, there is never a weekend without some event happening; the drives in any direction are superb; folk are friendly; as an avid book reader our librarians are well informed and helpful; our council on tap to talk to; good shopping with great staff; multiple good quality cafes and restaurants; entertainment of all kinds; safe, clean, in fact a great place to live. Thankyou for the opportunity to pass on our love of Warwick and surrounds. I also have to mention first-class medical facilities, too!

Postal vote?

THIS writer was surprised indeed to read (Free Times, 3 September) that the Southern Downs Regional Council is planning a postal vote for the 2016 elections. In a recent call to the Queensland Electoral Office which was made by them to this voter on another matter entirely, the results of the 2012 elections appeared to interest them. Headlines in the Warwick Daily News dated 4 May 2012 headed “Poll trend stays firm” announced that more than 5000 votes in this postal ballot were missing in action.

Then on 5 May 2012 the headlines read “Blundell Mayor”. The accompanying news was that only 80 per cent of the 23,752 votes issued had

turned up; however 6310 votes were sufficient to elect the mayor. As this writer told the Queensland Electoral Office, a new Senate Poll was ordered in Western Australia because some votes were not available to conduct a second count!

Perhaps the Deputy Premier Jackie Trad might need to be better informed about the concerns ratepayers have about the accuracy of postal voting, pronto!

Don’t be fooled!

SOME might feel sorry for Joe Hockey; he seems to be the fall guy, but it’s all about taxes and the LNP regime. We are being lied to over taxes as too many have exemptions, such as churches and multinational corporations. Australia derives two taxes from one product, fuel: GST and petrol taxes.

Consider how many millions of litres of fuel are sold each day. Even at a minuscule one cent profit it amounts to millions of dollars all over Australia.

Each semi carries more than 1000 litres of fuel and re-fuel, usually, on a daily basis. The tax on fuel in one day translates into a huge amount of money.

It’s time to stop lying; we don’t need more taxes and giving tax breaks with one hand and taking it with the other (GST), won’t work. We are being conned once again by government. Unemployment is rising and workers can’t afford a basic lifestyle.

All governments operate by deceit and cleverly marketed deceptions.

How long are we to endure the trickery before people awaken and reject the lot of them?

Festive bunya peace celebrated

By DANE LILLINGSTONE AS PART of the 2015 Peace Project the Bunya Festival was held at Maryvale on Sunday.

The festival was held at Cicada Woman and featured activities for kids and tours of the local land along with traditional food, especially the use of the Bunya nut.

The festival is a celebration of Aboriginal ideas and culture and is designed around the traditional journey of the Geynyan people of Warwick to the Bunya Mountains north of Dalby.

David Parsons from Cicada Woman said the Bunya nuts play an important part in the festival.

“The story of the Bunya Festival is rich in detail about traditional life. It was possible because catering was handled by the large harvest of bunya nuts, allowing large numbers of people to gather,” he said.

“It details how they ensured sustainability of the bunya trees; it shows the good health linked to the eating of bun-

WIRAC will be holding an open day on Saturday 12 September as part of its initiative to encourage the three pillars of fitness and show people how the centre has changed.

The free day will showcase all current and future activities at the centre and will run from 10am to 4pm.

The three pillars of fitness are healthy living, empowering young people and social impact.

WIRAC manager Frederic Meyer said these pillars would form the core of the centre’s big plans for the future including the eventual introduction of traineeship programs.

“We’re new here so we don’t yet have the network to establish traineeships,” he said.

“We’ve got six or seven students less than 21 who have joined our team.

“We’ve started to train them in things like being a pool lifeguard or in the gym area.

“At some stage we will definitely introduce traineeships here.

“In this area, we will be able to provide a job at the end. They wouldn’t just have a traineeship, they would have a job.”

Term four at WIRAC will see the introduction of the new Pas’Sport program that will allow children aged seven to 16 year to practice up to five sports per week from 3.30pm to 4.30pm every day.

The centre will be introducing a junior basketball training program on Saturday mornings and a new rock wall program.

Frederic said that the centre wanted to promote a healthy lifestyle.

“It’s about empowering young people - to achieve their dreams of learning something, in a trade or being more confident,” he said.

The YMCA health check station will also be available at Rose City next week for two weeks.

By DANE LILLINGSTONE OVER the weekend the eighth annual Six-Banger Nationals were held at Warwick Dragway.

On Saturday the field was open to all vehicles, regardless of cylinders. Then on Sunday the Six Banger Nationals main event took place with the eight mile track open to any sixcylinder car with a variety of street, modified and classic cars on display.

There were expected to be more than 100 entrants participating in the weekend’s events and that prediction wasn’t too far off.

Organiser Lyn Stewart said it was another successful event.

“It was fantastic and everyone had a ball,” she said.

“It’s the eighth years its run and we ended up getting close to 90 entrants.”

“My husband and I started it. He was killed in a work accident in 2012 and I’ve continued to run it in his memory,” she said.

“Our son comes up and on every Sunday morning, when the event is held, he makes a memorial pass in his father’s car to start the day.

“It happens every year. It’s very emotional. A lot of people miss Mark. Everyone adored him.

“Michael Borg took out the overall memorial trophy. He’s from New South Wales and he was one of Mark’s closest friends.

“He’d be very proud if he knew how it was all going.”

SCOTS PGC College hosted the Spring Celtic Weekend with a day full of music, food and culture on Saturday.

The tartan, glengarries and sporrans from bands across South East Queensland competed for a range of band and individual prizes with hundreds of pipers, drummers and guests converging on the school grounds.

Local food, Celtic produce and crafts were on display with a variety of market stalls. Pipe bands kept market goers entertained as a variety of baked goods, arts and crafts were on offer.

At night the bands and dancers graced the floor of the college hall for a night of traditional Scottish entertainment.

Warwick’s Inverness Dancers joined Scots on stage before a traditional supper, a choir of old Celtic ballads and an Auld Lang Syne farewell.

Scots PGC College principal Simon Shepherd said he hoped it would become an annual event.

“In the past, there have been pipe band competitions at Scots PGC College, however this year it was a mini band event and the Ceilidh evening dance was an extra attraction,” he said.

“We are enthusiastic to make this an annual tradition as it is a chance for the community to celebrate culture and diversity.”

Mr Shepherd said it was a celebration of the school’s Scottish roots.

“We are very proud of our Scottish roots. We are one of only two schools in Queensland with pipes and drum and one of

only a handful of co-educational schools with bands in Australia,” he said.

“The Ceilidh was an opportunity for the wider community to come together in what effectively is a Scottish bush dance and enjoy a great night together.”

Mr Shepherd said he wanted to thank everyone who was involved in getting the event together.

“The parents and friends of the college who made this all possible are to be congratulated as does our outstanding pipe and drum master Mr Sandy Dalziel. The support of the Warwick Caledonian Society was greatly appreciated, and we really hope that next year even more members of the local community would like to become involved,” he said.

Tansey takes the crown THIS year’s Queensland polocrosse season has come to an end with a hard-fought final between traditional rivals Tansey and Warwick.

The Cunningham Polocrosse Club hosted the Queensland State Championships over the weened with the A Grade final crowning Tansey state champions.

Tansey 1 had made many finals across the south east zone this season and proved its quality downing Warwick 1 with the final score 27 to 11.

The hosts didn’t go home empty handed with Cunningham beating Tambo in the A Grade Mixed Finals 32 to 12.

Juniors also got their time to shine with the A Grade Junior Final between Bauhinia and Warwick finishing 25 to 9.

Queensland Polocrosse Association president Eric Beresford said the 2015 State Championships were the perfect platform for the quality of polocrosse across Queensland.

“We had teams travel from as far north as Calliope and from Thargomindah out to the west.

“It was also great to see teams from severely drought affected areas like Longreach make the effort to travel to the state championships,” he said.

Mr Beresford said Cunningham Polocrosse Club had worked around the clock to ensure the quality of playing fields resulted in a similar quality of play.

“There were a lot of really close games over the weekend, which meant great competition for the players and exciting viewing for spectators,” he said.

The club was founded in 1955 and celebrated its 60th anniversary by hosting the championships.

The Bureau of Meteorology forecasts a good chance of rain above 100mm in the September quarter for the region.

Warmer days ahead WITH spring, temperatures are finally warming up across the Southern Downs with maximum temperatures currently resting between 20-25C. A new high in the Great Australian Bight will move eastwards through the next couple of days causing dry air across inland Queensland for the next week.

It is expected to remain mostly sunny across the Darling Downs and Granite Belt with light winds expected to continue through mid-September.

However, the Bureau of Meteorology forecasts a good chance of rain above 100mm in the September quarter for the region.

While the days are warming up, there will still be some chilly nights ahead with average lows expected between 1-7C across Warwick and Stanthorpe.

Coolmunda Dam is currently at 59.1 per cent capacity while Leslie Dam has reached a low 21.5 per cent and well down on the 36.6 per cent it rested at this time last year.

Youth ponder agriculture LAST week Canberra hosted the World Youth Agriculture Summit with 100 young people aged 18-25 from 33 countries in attendance.

The summit was an opportunity to discuss the role science and modern agriculture play in feeding the planet. The event, run through Bayer and Future Farmers Network, is aimed at tackling global food challenges, and its theme was “how to feed a hungry planet.”

Current population predictions believe that by 2050, nine billion people will live on our planet which means less land and ability to produce food.

The summit consisted of young leaders connecting with each other, inspirational speakers, brainstorming sessions and agricultural field trips.

The focus was on sustainability, leadership and innovation. The outcomes gathered at the event will be presented at the UN Committee

on World Food Security in Rome in October by Australian delegate Laura Grubb and Kenyan delegate Samba Ouma Zablon.

Member of the Board of Management for Bayer CropScience Bernd Naaf said Australia was a key country when it came to agriculture.

“This is the second Youth Ag-Summit and we are delighted to continue our movement in Canberra. Australia is a key country in terms of modern agriculture and an ideal host for this event.”

Market to aid wildlife THE Granite Belt Wildlife Carers will host their second market of the year on Saturday 12 September at the CWA Hall on Texas Road, Broadwater, from 7am until noon.

There will be an array of new stalls for visitors to fossick around in and find that bargain of the century, as well as the regular stallholders, whose support the organisation values greatly.

The stalls include men’s bric-a-brac, mason jar candles, native plants, CWA baked goods including their famous apple pies, second hand clothes, second hand books, jams and preserves, German specialty foods, fresh fruit and vegetables, free range eggs, antiques and collectibles.

The group’s ’our wildlife’ stall, will feature a new range of possum and bird boxes for sale.

There will be face-painting for the kids and live music as well as bacon and egg works burgers and a sausage sizzle.

As part of the group’s fund-raising, they will raffle a beautiful piece of scratchboard art depicting an eastern grey kangaroo.

The fully framed artwork measures 40cm x 33cm and was donated by master scratchboard artist Judy Edwards-White and is valued at over $300.

The group is donating money to Eva the eagle’s care and rehabilitation as she recovers from horrific injuries sustained when someone tried to domesticate her.

Currently the carers are looking after 23 macropod joeys, two possums, a baby koala, a baby quoll, a dove, a currawong and two tawny frogmouth owls.

For the months of June, July and August, they received 49 calls on the rescue phone for six macropods, 14 bird varieties, a blue tongue lizard, a possum and a koala.

BUDDY: In Concert, 60 Years of Buddy Holly - a celebration of Rock N Roll history starring Scott “Buddy” Cameron and touring the country this October/November.

Buddy: In Concert, 60 Years of Buddy Holly will see Scott perform some of rock’n’roll’s greatest songs from across the ’50s and ’60s from artists including Elvis Presley, Bill Haley, among others.

By CASEY O’CONNOR THE Roosters and their fans have 100,000 reasons to crow. Their whitewash of the Bunnies round 26 handed them the Minor Premiership the JJ Giltinan Shield and the $100,000 purse for the third successive season. A very significant achievement.

While round 26 brought no real upsets, Manly’s gutsy win over the Sharks and Melbourne’s grafting win over Brisbane relegated the Sharks to sixth on the ladder and ensured Melbourne the final spot in the top four.

The Roosters, Broncos, Cowboys and Storm now get two bites at the final’s cherry. For the remaining Canterbury, Cronulla, South and St George sudden death starts this weekend.

The Roosters and Melbourne open the 2015 finals series at Allianz Stadium on Friday night.

The Tri-colours were sensational against the Bunnies. An explosive and almost flawless first half of football saw the Roosters take an unassailable 30-point lead to the half-time break. They denied the Bunnies, who barely had a sniff of the football, any opportunity dominating possession. In comparison, the second half was a grafting affair.

On Thursday night, Melbourne notched up their fifth successive win over the Broncos at Suncorp to keep their top four hopes afloat.

Melbourne applied relentless pressure. Cameron Munster was outstanding for Melbourne and must stand up if they are to win here. Melbourne cannot allow the Roosters pack to overpower them in the early stages of this match. History shows Melbourne do not chase well, so they will be looking to grab and early advantage.

The Roosters go into this game full of confidence having won 12 on the trot with Melbourne counting their blessings having sidestepped sudden death.

The Minor Premiers are short-priced favourites here. If they replicate their effort last weekend, they will be enjoying a break in round two of the finals. At this time of the year, anything can happen and they face one of the most experienced outfits in the game. I expect a Roosters win but Melbourne are capable of an upset without surprising.

Saturday night the spotlight turns to the Bulldogs and Dragons at ANZ Stadium.

The Bulldogs charged up the ladder and into the finals contention on the back of five consecutive victories. The 2015 season has been like a game of snakes and ladders for the Dragons; their finals berth secured with a dramatic golden- point victory over the unpredictable Tigers.

The Bulldogs cemented their fifth place finish with a win in topsy-turvy game against the Warriors. The win was never really theirs until the 80th minute.

The Dragons went to the half-time break with the finals in their sights, up 20-8 over the Tigers, but almost blew their chances in the second half as the young Tigers turned on some razzle dazzle.

A Robbie Farah penalty for an infringement in the play the ball handed the Dragons a penalty in front of the posts in extra time, the game and their finals spot.

St George cannot afford a similar lapse in concentration here. Gareth Widdop is expected to return for this game and could prove a game changer.

The ledger is square at one game apiece in 2015 with the Dragons winning 31-6 in Round 6, before the Bulldogs returned the favour in Round 13 with a comfortable 29-16 win. In a tight game, I think the Dragons can get a win and live to fight another day. Des and the Doggies may be left to reflect on an early exit, but like all games this weekend it will be a torrid encounter.

On Saturday, Suncorp Stadium hosts the ultimate Queensland derby. The stakes have never been higher in a game between the Broncos and Cowboys with the winner progressing to the preliminary final.

Last weekend, an injury-ravaged Brisbane

were without playmaker Ben Hunt and lost his replacement early in the first half, limiting their attacking options. The Cowboys win over the Titans checked all the boxes on their coaches’ wish list.

The NQlanders have also been forced to work around injuries to key players with Michael Morgan sidelined. Like Ben Hunt, he is expected to return for this game.

The Cowboys fought back from a horror start to the season to secure their top- four spot while the Broncos exceeded all expectations, finishing in second spot. Both teams have tasted success against each other this season. The Broncos had a 44-22 in Round 3. The Cowboys turned the tables in Round 10. In a stat that may surprise many, the rivals have met three times in finals with the Cowboys holding a 3-0 record. I am leaning slightly towards the Broncos but in what could be a dress rehearsal for the grand final, the result is a toss of the coin On Sunday afternoon at Allianz it will be crunch time for either the Sharks or the defending premiers, the Rabbitohs. Another game where there are no lifelines for the losers.

The Sea Eagles missed the eight, but sent their coach and favourite son, Geoff Toovey out on a winning note denying Cronulla a top-four finish.

The Sharks now have to do it the hard way. It doesn’t get much tougher than facing the reigning premiers, South Sydney in sudden death.

The Sharks charged towards the finals with a 7-2 record and will be confident after defeating the Rabbitohs 18-10 earlier in the season.

The Bunnies have struggled in recent weeks, not able to reach the lofty heights of 2014. Against the Roosters, they looked tired and lacked attacking options. Injuries have played a significant role in recent weeks, however Greg Inglis is set to return this week. If his dodgy knee holds up, he will add some much-need spark. Souths could be without George Burgess who has been suspended for two weeks for throwing a water bottle at an opposition player.

Perhaps, the Bunnies might shock and turn things around here. The winner faces the daunting task of playing the loser of the Broncos v Cowboys clash. The vanquished will be planning “Mad Monday” celebrations.

FOR sport lovers across the Darling Downs and Southern Downs news of the sudden death of multimedia personality Pat O’Shea came as a shock. For the best part of 30 years, the affable O’Shea has graced our television sets and radios. His was the voice of rugby league and racing that many grew up with. O’Shea was the resident on field race caller at Clifford Park and in an illustrious career called 29 Weetwood handicaps.

A fixture on the Gunsynd Tours Melbourne Cup and Cox Plate trips O’Shea was famous for his phantom call on the eve of the Melbourne Cup and more often than not some of the “in the know” punters in the group would head to the bookies or Tote to follow Pat’s call of the winner.

His knowledge of both racing and rugby league was vast and he has left large shoes to fill.

The Toowoomba Turf club has moved swiftly since Pat’s death last weekend. In consultation with Queensland Racing, Queensland’s first two-year-old event of the season formerly known as the Hopeful Two-Year-Old Plate which is run at Clifford Park has been renamed the Pat O’Shea Plate. It will honour a great bloke who gave everything to the sport he loved.

- Casey TIGERETTES CAP OFF ANOTHER SENSATIONAL SEASON THE Tenterfield Tigerettes capped off a remarkable season last weekend when they defeated the Stanthorpe Gremlinettes in a hard-fought grand final of the BRL Ladies League Tag competition.

For the second successive season, the Tenterfield girls went through the competition undefeated.

After the game, coach Wayne Minns paid tribute to “his girls” saying he was incredibly proud of their achievement. “This is a great group of girls.

They have worked hard this season on their defence. They train hard and are very committed to the team.” Minns said that while many of the girls who played last season were part of the 2015 premiership side, there were also some new faces among the playing group. Minns said although it was a great team effort, the performance of both Georgia O’Neill and Sophie Cooper who scored the winning try was outstanding. The Tigerettes have been a dominant force in the competition since its inception last season, but they were made to work hard for their second premiership when the Stanthorpe girls took the lead late in the first half with tries from Sylvia Swan and Sophie Britton. Stanthorpe held on to that lead until deep into the second half and an upset looked to be on the cards. However, the Tenterfield girls showed patience and resilience and eventually Cooper crossed to regain the lead. Despite some solid attack from the Stanthorpe girls, Tenterfield’s defence was solid as they clung to their lead in the final minutes of the game.

Minns said late try scorer Sophie Cooper had been the Tigerettes standout player all season and it was no surprise she was named Player of the Final. The Tenterfield girls have vowed to be back next year to make it a three-pete.

Gremlinettes coach Paul Shatte said while it was disappointing the Stanthorpe girls could not hold on for a win, he was very proud of the team and their overall performance this season.

RED ROOSTER RESULTS THE weather is warming up and the competition in the Red Rooster rumble is heating up.

There were some hot scores recorded among the 28 players who signed on for last week’s RRR. Gerry Morrissey stood above the pack, scoring 24 points to win the nine hole competition. Peter Boney was declared the runner-up on a countback - his score 23. Run down balls went to Greg Wallace (23), Don Warrener (22), Joely Singleton, Phil Economidis and Ross Kingston (21).

MOUNTAIN MEN SAVOUR SUCCESS IT HAS been a long time between premiership drinks for the Ballandean Mountain men, but on Saturday at CF White Oval they lifted the Stanthorpe Football Association Grand Final trophy for the first time in 19 years. After a torrid affair between two evenly matched sides, the score between Ballandean and Warwick Wolves was locked at nil-all at full time, sending the game into 30 minutes of extra time. Ballandean’s Dan Andersen had supporters on their feet and ready to celebrate when he missed a shot by centimetres. The game was sent to a penalty shootout when the deadlock had not been broken at the end of extra time. Ballandean wrapped up the penalty shootout with the final shot from Simon Mascardri finding the back of the net for a 4-2 win.

Ballandean’s Jeremy Willoughby was named Player of the final. It was a fitting final result with Ballandean and Warwick vying for supremacy all season.

The win heralded the end of years of domination in the A grade by the United Football Club, but in an ominous warning for the future the club was successful in the junior grades.

United defeated Ballandean 3-2 in the Fillies; Junior Colts United defeated City 1-nil. Tenterfield defeated Ballandean 1-nil in the Ladies grand final and in the Colts Warwick defeated Tenterfield 3-1.

COMPETITION KEEN FOR MEDAL THE Monthly Medal and Stroke event sponsored

by Warwick Real Estate was keenly contested last Saturday. The competition is divided into two divisions based on handicap. Zero to 15 (Division One) and 16 plus (Division Two) and 55 players took to the course.

Eamon Cockram with a nett 66 was successful in division One. Division 1 Peter Boney backed up from RRR to also take out the runners-up spot on Saturday. His score nett 67. Alec McKinlay took the honours in division two, also scoring nett 66. Runner-up in division two was Philippe McEvoy on 68 nett.

Charlie Morrison had the best gross with a 77 off the stick. Run down balls went to Ben Hollis (66), John Brack and Viv Roser (69), Lennie Williams and Doug Wilson (70), Shaun Campbell, Gary Hankinson and Don Maher (71).

WIN 16 YEARS IN THE MAKING THE Stanthorpe Gremlins win in Saturday’s BRL grand final has been 16 years in the making and the club, supporters and players savoured the sweet taste of success after coming close on several occasions.

The Gremlins, who only dropped one game this season, saved their best for last on Saturday at Sullivan Oval and outclassed a brave Wallangarra Rams outfit 35-10.

Wallangarra opened the match with the first try, posting a warning that they were not there to make up the numbers. The Gremlins quickly

hit their straps and tries followed. Coach Damien Petrie was named 2015 Coach of the Year. Petrie, who took over the reins at the Gremlins last season, said it was a satisfying win. The coach praised the efforts of the entire team, saying the grand final win was very much a team effort with no particular standouts.

Jason Wilmot who nailed five conversions from six attempts added another BRL Player of the Year Trophy to his impressive collection.

Wilmot who returned to the BRL after successful seasons in the TRL competition for the Gatton Hawks also won the Award for the Most Points and the Representative Player of the Year. Brendon Perkins one of the Gremlins try scorers and hardest workers on the paddock was rewarded with the Player of the final award.

Josh Lucas was named BRL Colt of the Year and also picked up the gong for the Most Tries scored. Roger Bartholomew was presented with the Michael Hancock Most Consistent Player trophy.

GREMLINS WIN RESERVE GRADE THE Stanthorpe Gremlins Reserve grade side made it two premiership wins for the club on Saturday with a 36-16 win over Tenterfield. The Gremlins hit the ground running, and by half time had a 26-6 lead. In the second half, the Gremlins went on with the job despite a stronger showing from the Tigers. Damian Petrie said the Reserve Grade win augered well for the future of the Gremlins club with many youngsters coming through the ranks. Zac Kunze was named Player of the final Peter Fox was named Player of the year while Tom Jensen collected the gong for the Most Points scored in Reserve Grade.

CLAY SUNDAY IT PROVED to be another popular Clay and Pistol weekend for Inglewood SSAA with a good roll up last week.

Tom Donald got the chocolates in the Clay Target event ahead of Phil Neil and Ross. On Saturday in the Action Pistol competition, it was Ross Jackson who did best to outscore Ray Dudgeon and Stephanie Dudgeon.

There was also an Action Pistol competition on Sunday and Iain Brown scored well to defeat Tim Devine and Pete Solomon. This weekend it is Single Action and Rimfire competition.

BLAIR IN RARE FORM THE start of a new month means a Monthly Medal and Putting competition at Wallangarra. Simon Blair had a rare round where all shots stayed in bounds. That meant a score that was good enough for a win. Chris Edwards was the runner-up with Justin Moore finishing in third spot. Blair also nabbed the putting trophy with 25.

Three pin shots went off on the day, and once again Blair was in the action, picking up the pin at three. Steven Hampstead hit a beauty on 11 and Kevin Williams put one close for the approach shot. This Saturday the club has scheduled a 4BBB. Busy weekend but bowlers roll up. It was certainly a busy day on Saturday with grand finals in rugby league and the round ball game, so organisers were more than happy with the roll up at the summit bowls club on Saturday afternoon.

COWBOYS RUN COMES TO AN END THE Warwick Cowboys successful back end to the 2015 TRL season came to an end last Saturday night at Gold Park when they were defeated in the sudden death round by the Dalby Diehards.

In what many saw as an upset win, the Diehards were strong from the get go and posted first points in what was always going to be a close game. The Diehards were on the board in only the sixth minute of the game. Warwick hit back with a try from hooker Justin Croft and levelled the scores. Strong attacking raids saw the Diehards post two more tries before half time and at the break led 16-6. The Cowboys have shown in recent weeks they are capable of putting points on the board quickly. Both sides traded tries early in the second half, and with the score at 20-14 the Cowboys were within striking distance in the final 10 minutes of the game. The Cowboys were unable to break the Dalby defensive line and as the minutes slipped by, so too did the Cowboy’s season. Retiring Cowboys captain coach Matt Gainey said he would not be surprised to see the Diehards cause headaches for some of the leading sides in the next few weeks.

The Cowboys captain coach has vowed to hang up the boots this season after a career that has brought success in the TRL and BRL. Gainey has threatened retirement at the end of a few seasons, but with some recurring injury problems and a young family you get the feeling the boots this time might just be going in the bin. Congratulations Matt on a great year, you have given your all for supporters and players throughout your career.

Around the grounds BOXING WARWICK light-heavy weight professional boxer Shane Parry had an outstanding victory at The Mansfield Tavern on Saturday night.

Matched against rough tough Mark Gadaletta, a thirty fight veteran of the ring, Shane displayed outstanding ring generalship to outmanoeuvre and frustrate his big punching opponent.

At the final bell, Shane was crowned the winner by unanimous decision, the judges having Shane comfortably winning every round. Shane, who trains at the newly opened Panthers Boxing Academy at 8 King Street, Warwick, hopes to be matched again in September.

Trained by father and son combination Roy and Rodd Parry, Shane also shares the gymnasium with two of his cousins who each hold a Global junior title.

Roy, an ex-professional champion, and Rodd, an ex-amateur champion, have years of experience between them, both as boxers and as tutors of the gentle art.

EARLY BIRD SUCCESS SIMON Shannon was among the group of earlier starters last Saturday at the Stanthorpe golf course, and while the early bird gets the worm the early golfers gets the score.

Playing in the morning group, Shannon returned a score of nett 68 which lasted the day and saw him win the September monthly medal.

Bob Watts missed a couple of short putts, but is showing some of his former good play to come in second with nett 69.

Kay Webb claimed the ladies medal win with a nett 76 after a countback with junior player, Hannah Reeves who settled for runner-up. The day was sponsored by Ian Pickering. Dylan Barraclough had the Best gross with an even par round of 72. Hannah Reeves also had lowest round of 80 shots for her round.

Putting honours were shared. Ian Pickering, Tom Fittock and Hannah Reeves all recording 27 putts for the round.

Simon Shannon held the pin shot at 3/12 and the pro-pin at 5/14. No takers for the pin shot at 17 and Dylan Barraclough collected the pro-pin at 9/18. Hannah Reeves collected the balls for both ladies’ pin shots, 3/12 and 17, and the propin at 1/10.

In the run down, Bill Pyne (70), Tom Fittock (70), Len Leigh (71) and Angelo Maugeri (71).

Linda Kelly (77) each collected a ball in the run down.

Len Leigh defeated Kev Rowling in the only match play to be decided on the day and advances to the next round.

There is a full weekend of golf scheduled for the Stanthorpe club this weekend.

On Saturday, the crew from 4 Water Supplies are sponsoring a single stroke event.

On Sunday, the club is holding the foursomes championships for men and ladies.

Andersen’s Flooring are sponsoring the men’s event and the Granite Belt Brewery, the ladies event. Play gets underway at 9.30am after the Sporters tee off.

COUTNDOWN TO WORLD CUP WALLABY captain Stephen Moore has already tired of the reference to Australia’s World Cup “Pool of Death” as the clock ticks down to the start of the 2015 World Cup on 19 September.

Australia is drawn in pool A alongside England, Wales Uruguay and Fiji.

It looks to be the most competitive pool, however they are now ranked second in the world rankings, behind favourites and defending champions New Zealand and if they can progress through the pool stage successfully, they could have a reasonable smooth run in the finals.

The Wallabies open their campaign on 23 September with a game against Fiji at Cardiff’s Millennium Stadium. For Union devotees and Wallaby believers, this game will simply be the entree before the main course; the highly anticipated match against England at Twickenham on 3 October.

New Zealand go into the competition heavy favourites after dominating world rugby since winning the 2011 World Cup. England, playing on home soil, are also favoured to perform strongly while Australia, South Africa, France and Ireland will cause problems. For an outside chance, Wales will have a large fan base and are a definite chance to cause a few upsets.

Rugby Union followers are in for some late night and tired eyes I suspect in the coming month.
