IN a report presented at the last council’s general meeting, the true amount of Warwick and Stanthorpe’s debt before amalgamation was revealed.

Warwick Shire Council’s debt was $11.2 million and Stanthorpe Shire Council’s was $2.8 million, combining for a total of $14 million at the time of amalgamation. That number has now blown out to $29.9

million as of 30 June 2015.

Warwick’s Aquatic Centre contributed the largest single amount of debt at amalgamation with $2.4 million while the Stanthorpe TAFE set them back $1.1 million.

Council’s long-term financial plan was also presented at the meeting. According to the Southern Downs Regional Council’s budget breakdown, the forecast was completed, assuming “new borrowings are not undertaken and charges for

Rape penalty query Casey’s tips

By DANE LILLINGSTONE LAST month’s case of the 21-yearold Warwick man who was convicted for raping his seven-year-old stepdaughter is not over yet with Attorney-General and Minister for Justice Yvette D’Ath demanding a harsher sentence.

The man was sentenced to five years' imprisonment in Warwick District Court after being found guilty of the offence.

Mrs D’Ath has since requested that the Office of the Director of Public Prosecutions appeal against the sentence.

An appeal has now been lodged in the Court of Appeal with Mrs D’Ath describing the sentence as inadequate.

Upon handing down the verdict last month, Judge Douglas J McGill said: “Because you were a de facto stepfather, you were in a position of trust. There was an abuse of this

trust,” and went on to state that there was “no indication of remorse”.

At the time of sentencing Judge McGill asked the defence and prosecuting barristers for a suitable sentence.

The man’s defence barrister explained that there wasn’t a precedent sentence and offered five years as a suggestion. It went unchallenged by the Crown prosecutor and the sentence was handed down.

The young girl told police she had been sexually assaulted by the man

in their home in Warwick last year.

She was taken to a police station months after the incident by her grandmother where she told officers that the man had taken off her clothes and raped her.

The girl gave her testimony by video link and said in a statement that “(he) put his, in my privates. I said ouch.” When asked what was said next she said “he pulled his pants up and said don’t tell mummy.”

Bruce Scott will retire from parliament FEDERAL Maranoa MP Bruce Scott has announced he will not seek re-election at the next federal election.

Mr Scott, who has represented Maranoa for 25 years, had only just taken the role of acting speaker in the wake of Bronwyn Bishop’s resignation.

He will continue in his role as Deputy Speaker of the House of Representatives and chairman of the trade sub-committee.

Speculation has begun on who will now take the role with Lawrence Springborg a name that has been thrown around before.

Shortly after the announcement, Mr Springborg praised Mr Scott’s contribution to the region.

“Bruce Scott has dedicated 25 years of outstanding service passionately representing one of the largest electorates in the

federal parliament,” Mr Springborg said.

“Bruce always put the interests of his constituents first and many people in the Maranoa electorate will attest to his professional and respectful manner.”

He also put a line through his name declaring his intention to solely focus on the Southern Downs.

“Given my role in forming the LNP, I have passionately and proudly served as the Member for Southern Downs and my commitment to this region should never be underestimated,” he said.

“My priority is and will continue to be representing the Southern Downs electorate to the best of my ability and returning the LNP to government.”

There have been no indications at this stage as to who will contest the seat for the LNP.

Sporting funding grants are available

By DANE LILLINGSTONE SOUTHERN Downs community groups and sporting clubs could receive up to $7500 in 2015/16 community funding grants.

The next round of the council’s Community Grants Program and Community Support Program will open for submissions on 3 August.

Mayor Peter Blundell said about 40 groups shared in over $116,000 worth of grants in last year’s rounds of funding.

“We are excited to have another $100,000 available in 2015/16 to share across our dedicated Southern Downs community groups, and encourage those seeking assistance for their important projects and services to take time to get on-board and complete an application,” Cr Blundell said.

“These programs help local community groups and clubs to fund all sorts of projects that might otherwise be out of their reach.

“Applications can be submitted under the Community Grants Program for funding up to a maximum of $7500, and up to a maximum of $5000 under the Community Support Program, and the closing date for both programs is 31 August 2015,” he said.

The council’s Community Services manager Sheila Stebbings said a significant change had been made with grant applications this year.

“As was forecast to groups last year, the council has introduced SmartyGrants for some 2015/16 community funding program applications. This means all groups making an application under the Community Grant or Community Support program will need to do so online via SmartyGrants,” Ms Stebbings said.

“We want community groups to be aware that demand for these grants is very high and we need applications to meet specified criteria. All grants programs operate in a competitive environment and th council is no exception,” she said.

Two information sessions will be held outlining the programs and introducing the community how to apply on SmartyGrants.

The sessions will be: 3 August, 5.30pm-7pm at Stanthorpe Civic Centre Room.

4 August, 5.30pm-7pm at Warwick Town Hall.

Full information about the programs, eligibility and assessment criteria and how to apply can be found in the Program Guidelines and Frequently Asked Questions section of the Southern Down’s Regional Council website.

Applications will close at 5pm on 31 August for the Community Grants Program and Community Support Program.

In brief Cop’s drink driving charges A 37-YEAR-OLD female Senior Constable from Stanthorpe has been charged with drink driving while off duty.

The officer has not been stood down at the time of writing, but the matter is being handled by the Ethical Standards Command.

She will appear in Warwick’s Magistrates' Court on 9 September.

The news was a lot brighter for Arcoola Park which has gone through the process unscathed. A petition signed by close to 100 people was submitted to council with a unanimous decision from the councillors that the park remains intact.

Pratten Heritage Park also received good news with the conclusion that council will seek submissions for the opportunity of a section of it to be sold or leased out.

The biggest loser to come out of the meeting was Lysaght Park in Clintonvale which will cease to exist. Current infrastructure will be moved to the Gladfield Driver Reviver rest stop, and Lysaght will be amalgamated with an adjoined piece of land and offered for sale or lease.

Cr Pennisi said the entire process was normal procedure for any business, and that it would hopefully result in a reduction of the operational

costs for council and ratepayers.

“Amalgamation takes you down a path, and you lose focus on some of some things,” he said.

“Some savings have been found already, and this has been achieved without any apparent reduction in service delivery, and I am confident that with mature, open and sincere engagement we can improve on this and deliver a win-win outcome for our ratepayers.”

He said it would also teach the council a lesson in the future on how to be more strategic in the planning decisions for land development.

A TRAFFIC operation was carried out on Friday night and Saturday in Warwick. The roadside drug testing unit netted five positive results over a 48-hour period.

Senior Sergeant Jamie Deacon said the results were discouraging.

“It’s a sign of the times, which is unfortunate that we are getting five positive drug tests,” he said.

A TAKEAWAY store has been broken into for the second time in three months.

R and K’s Fork and Takeaway was broken into sometime between 6pm on 27 July and 4.30am on 28 July.

The variables to this prediction are higher-thanexpected population levels and more businesses opening in Warwick and Stanthorpe which the council believe would reduce debt quicker. It also does not take into account any unforeseen circumstances such as natural disasters or emergencies.

The council currently has nine Capital Assistance Loans to be repaid by various sporting and recreation groups to the tune of $456,000 as well as acting as a guarantor for a $330,000 loan in the name of the Warwick Redbacks AFL Club.

Residents of the Southern Downs can expect to see the increased rate rises in their bills starting this month.

A 19-YEAR-OLD man has been charged with wilfully damaging property and drug offences after being found naked in a house in McGlew Street, Stanthorpe.

Stanthorpe police arrived at the dwelling just after midnight on Friday to find the man, who was believed to be under the influence of liquor or drugs, had destroyed property and had been assaulted by another person at the property. Police also found drug utensils used for smoking cannabis.

The man was charged and transported to the Stanthorpe Hospital for treatment for his injuries. Police are currently investigating the assault.

THE Southern Downs Regional Council took a step further in its Park Rationalisation in their latest council meeting.

The fates of Arcoola Park, Pratten Heritage Park and Lysaght Park have all been sealed.

As the Southern Free Times first reported last month, Victory Park in Allora is still in danger of being obsolete as council will now meet with relatives of the people with their names on the memorial plaque.

The current suggestion is for the plaques to be removed and placed in Memorial Park Allora, with the RSL even offering to help. Consultation with the families is currently underway.

Shilliday Park in Warwick is causing the council the biggest headaches with an ongoing legal case surrounding units near the park preventing them from making a decision.

The unit development on Rowland Street is currently in the middle of a court battle, and any decision on the park will be delayed.

Cr Vic Pennisi said any decision would not be rushed with the council responsible for 162 parks.

Split on water MR Mayor and councillors, can we take a look at Stanthorpe town water as a separate issue from agriculture water proposals?

The storage limitations of Storm King have been stated many a time. Urban expansion continues and light industry grows. Mother Nature has been kind these past few years, but El Nino is loitering around the corner. Country residents of the shire and the nation, bathe in, drink and wash the dishes in tank water every day.

A 5,000-litre tank can provide drinking and incidental water. 25,000 litres is a more realistic figure when you plan to run a small to medium household on tank water, using town water as the ‘back-up’. As more become plumbed-in to tank water, every rain shower significantly reduces demand on town supply.

But, if a ratepayer reduces their annual townwater usage by 80,000 litres, their “water bill” reduces by only $100. Ratepayers are offered no subsidy for up-front tank costs, nor a rebate for low water usage. How many kilolitres could be stored in the backyards of a town this size?

As it stands, most of the rainwater from urban downpipes is whisked away in stormwater drains, into Quart Pot Creek and the Severn. So then we would collect it in a dam at Fletcher and pump it back up the hill to town. Where’s the logic in that?

Council only has a Plan A: Gather grants, borrow buckets of money, and construct Emu Swamp Dam. Some $80 or $90 million, for a combined urban/horticultural reservoir. No-one knows what proportion of the “real cost” of the infrastructure would be paid by irrigators. The interest bill would be staggering. And this is on top of current debt and rate increases!

In a dry country, it makes no sense to whoosh rainwater away down gutters and stormwater drains. That’s where Plan B comes in.

Remember them THE Victoria Street War Memorial in Darling Street Allora has the Southern Downs Regional Council deep in thought. They are finding it very difficult to find it worthy of its place in history.

The voices of the people have apparently fallen on deaf ears, so there must be a very attractive offer countering history, someone with plans so lucrative, too painful; to refuse.

They need more time to dim the hopes of those objectors, so another month should serve them well to announce their sell-off if that is their choice. Does it not amaze those who pay the enormous salaries of these servants of the ratepayers, what little say people have in what is of value to them?

Rubbish talks DEAR Ratepayers of the Sothern Downs Regional Council.

My name is Donna Nevin. I have recently had talks with council, both on 23 and 24 June, before the final decisions on rates.

The plan I gave was to “simply” halve the bin pick-up e.g. green bin every two weeks and the recycle bin “yellow” every month. People put out half empty bins or not at all. Others overload the green bins with recyclables flowing over. A meeting with the CEO was had on 1 July. This strategy alone would save us “all” $5-$6 million dollars per year. This would help pay the $31 million deficit and also provide a “flood and disaster” support.

This council offered pay rises and the mayor forgot. This council will in fact drive us all away.

Easy to see ANYONE with average intelligence can see that increasing traffic fines have had little effect on motoring deaths. Due to travel costs there have been fewer people travelling on the highways but the road toll keeps rising.

In the last 10 years there have been several rises in traffic fines, but they haven’t curbed the road toll. If fine were the cure-all the government thinks they are there would be fewer fatalities. I have to conclude that traffic fines are for the purpose of lining the government’s pockets, and they have deep pockets.

money from motorist to government, which is the obvious intent.

Is there anyone who can suggest a workable solution to the road toll? Perhaps there is no fix for the problem, and like death and taxes, escalating road deaths will become an acceptable part of life.

God help us if we ever have to suffer driverless cars because who then will be held responsible for the multiplying road fatalities?

Inland Rail plan delays

By DANE LILLINGSTONE THE Downs and Surat Basin Alliance of Councils recently held a meeting debating the merits of the long awaited Inland Rail Project.

They have supported the call from the National Trunk Rail Group for the Federal Government to seek private investment through a competitive process to complete the project that would run from Melbourne to Brisbane and out to Miles.

The Australian Government has committed $300 million to the project and is expecting construction to commence this year.

Currently the Federal Government prefers Australian Rail Track Corporation to complete the job but alliance chairman Councillor Graeme Scheu said they were growing tired of the process.

“We attend forum after forum and we just don’t know who to believe any more,” he said.

The first tender was awarded earlier this month to international professional service company GHD. They will provide environmental and engineering consultancy on the first stages of the project in a sign that progress was finally being made.

However Cr Scheu is not convinced.

“This certainly does not mean we support any particular route or alignments as a matter of fact, we believe there is a distinct lack of commitment from State Governments to upgrade and maintain the existing feeder lines like Warwick, Quilpie and the Thallon/Goondiwindi line in our region which are an integral part of the network. For either project to succeed, it is imperative that regional feeder lines are included in either proposal from the outset,” he said.

“This winter has the potential to deliver one of the biggest grain harvests in the south-west Queensland and north-west NSW border region and it will all be on at this stage due to lack of rail services. Likewise there is massive push for livestock rail services from the Quilpie area back to the abattoirs along the Warrego line and for the Granite Belt and Warwick to capitalise on this opportunity, the feeder line from all three lines need to be included in the overall network.”

Council’s 2015/16 community funding programs released Southern Downs’ community groups and sporting clubs could be up to $7,500 better of under the 2015-16 rounds of Council’s Community Grants and Community Support programs which opened on August 3. Applications can be submitted under the Community Grants Program for funding up to a maximum of $7,500, and up to a maximum of $5,000 under the Community Support Program.

A signiicant change will apply to applications for these programs from 2015-16, with the introduction of SmartyGrants for online applications.

The next General Council meeting will be held on 26 August from 9am at Council Chambers in Warwick.

To assist groups, Council provided two community information sessions on August 3 and 4. If you missed these sessions, the presentations are available on Council’s website. In addition, applicants can access free computers and internet at Council Libraries and Library staf will be able to assist with SmartyGrant applications.

Bush fire danger time

By DANE LILLINGSTONE ON Saturday 1 August, the Bush Fire Danger Period (BFDP) will commence across the New England and Northern Tablelands and the New South Wales Rural Fire Service is urging residents to prepare now.

RFS Superintendent Chris Wallbridge is urging residents to complete a bushfire survival plan and ensure all members of the household know what to do in case of a fire emergency.

He suggests that residents prepare their property by removing flammable materials from yards, clear gutters of leaves, check hoses and where appropriate, conduct hazard reduction activities. “While it is important to continue hazard reduction, we have all seen the devastation that bushfires can bring to a community, so I strongly urge people to exercise caution when carrying out these activities,� Superintendent Wallbridge said. “Residents can ask their local Fire Control Centre for assistance in carrying out safe hazard reductions and for advice about whether they need a Bush Fire Hazard Reduction Certificate. “Never leave a fire unattended and if a fire does escape, it is essential to call triple-zero (000) immediately so that emergency services can response accordingly and minimise the damage,� he said.

During the Bush Fire Danger Period any resident wishing to start a fire in the following areas will require a permit Armidale Dumaresq, Guyra, Glen Innes Severn, Inverell, Tenterfield, Uralla and Walcha.

By DANE LILLINGSTONE OPPOSITION Leader Lawrence Springborg visited Stanthorpe on Friday to discuss new legislation with volunteer firefighters.

Under a new Bill presented to Parliament by the Palaszczuk government, volunteer firefighters would have to attend 150 fires within five years to be covered for 12 specified cancers they may contract in the course of duty. Paid firefighters would only need to attend one fire to be covered.

This quota has not gone down well with the volunteers - or Mr Springborg, who is pushing the LNP’s Bill that would cover the insurance of full-time, part-time and volunteer firefighters with no need for a quota.

Mr Springborg said he was at a loss to explain the differences in the two Bills. “I can’t fathom it. When we were in government, we got the same department, we got the same advice and how they’ve come to a completely different conclusion is beyond me,� he said. “This is peace of mind for firefighters. It automatically covers a dozen forms of cancer, these are rare, but nevertheless we believe they are generally attributed to the work that these guys do. “We can’t work out if it’s just money or pigheadedness, it just doesn’t make any sense.�

After being approved in 2014, the store received some backlash over whether it was justified opening in Stanthorpe with the town already home to a Woolworths and IGA. Two years later, everything has gone to plan as the store, located at 7 Matthew Street, Stanthorpe, will cover a total of 1572 square metres with 1037 square metres of retail area.

It is believed the store will create upwards of 20 jobs and has the potential to force lower prices in competitors.

It will be opened Monday-Wednesday and Friday from 8:30am-7pm, Thursday 8.30am-8pm and Saturday 8am-5pm.

“The aim of the film screenings is to share some quality films which are uplifting, thought provoking and reminders of our shared humanity.

Cicada Woman, Sharman Parsons will be putting on the Bunya Festival on 6 September.

They are generally not mainstream films available in Warwick,” Ms Power said.

Raceway tears free

By DANE LILLINGSTONE CARNELL Raceway received some good news last week with the announcement that the court battle that had plagued them since 2013 was finally over.

The club has been in a battle with local residents since 2013 over the request to increase the number of events permitted at the racetrack.

They have now been approved for 20 race days a year, an increase from the 12 that was previously allowed.

Over the weekend they held their first racing meet since the announcement. The Short Circuit Motor Sports Association race meet featured 82 entries over the weekend competing in short circuit races and sprint car events.

The event had a State of Origin twist to it as a QLD vs NSW showdown between teams of six from either state competed against each other.

However, unlike this year’s State of Origin, New South Wales took home the trophy on the weekend.

Club president Ian Rigg said the weekend was a success.

“The past 10 years those guys have been using the track, and it was a good day for racing,” he said.

“All the competitors were very congratulatory on the decision.”

The old conditions were first drafted in 1996 restricting the track to 12 race days and three practice sessions a year. It also restricted racing between 3-8pm on Saturday, 10am-4pm on Sunday with practices permitted between 11am-3pm.

The new conditions which will now come into effect permit racing between 10am-5pm weekends with no provision for practice heats.

Council originally approved 24 races a year when the racetrack first applied for the increase, only to be knocked back when residents submitted applications to overturn the decision.

By DANE LILLINGSTONE TENTERFIELD Shire Council will benefit from the Federal Government’s $1.105 billion allocation for local road and street works following the reintroduction of Consumer Price Indexed-linked fuel excise.

The council has been allocated

$643,230 for 2015/2016 as part of the Federal Government's Roads to Recovery initiative.

At last month’s council meeting, councillors voted to spend these funds on gravel re-sheeting of Paddy’s Flat Road at a cost of $150,000 and a further $484,230 towards the ongoing widening, reconstruction

and sealing of Mt Lindesay Road.

Mayor Peter Petty said, “This is certainly good news, however council is still in desperate need of around $23 million for the remaining works on Mt Lindesay Road.”

“We are continuing to lobby our local members for any available

funding for our local roads, however many of these grants require matching funding which council simply does not have,” he said.

The Federal Government is expected to contribute a total of $3.2 billion to the Roads to the Recovery program by 2018-2019.

Memorial run fights cancer

By DANE LILLINGSTONE ON SUNDAY, athletes, families and anyone else with enough energy to move at 9am in the morning converged at the Maryvale Crown Hotel for the Andy Wilson Memorial Run for a Cure.

Held in honour of the late Andy Wilson, the event saw around 70 people across four different types of races on a beautiful sunny Sunday morning to raise money and awareness for cancer.

There were 1km, 5km, 8km and 12km events. With single entrants paying $10 to participate and $20 for families, all money raised went straight to the Cancer Council Queensland.

The not-for-profit event is made possible by the contributions of volunteers and the Maryvale Progress Association which also donated the memorial trophies.

Pat Sinnott won the 5km with Georgie Stuart the first woman to cross the line. Jaiden Fidge picked up the 8km with Peter Andrews taking out the 12km.

Hanna Wassenaar and Melissa Denny, relative of the late Andy Wilson, crossed first in the walking event.

Karen Gilchrist, one of the organisers of the event, said the support from local people and organisations couldn’t be better.

“We missed last year, but we’re hoping to do it every year from now on.

The feedback has been very positive, with great support from the community,” she said.

THE 2015 Relay for Life is only a month away and Warwick is already off to a solid start.

According to Relay for Life’s website, Warwick has already achieved over 10 per cent of its relay goal this year with almost $10,000 raised towards an $80,000 target.

The Groovy Grannies are back again, purple jerseys and all, and held a garage sale on Saturday in preparation for the Cancer Council event. It’s the second year in a row the 15 ladies have been together as the Groovy Grannies in an effort to raise money and awareness for cancer.

Group member Shirley Southee said their efforts last year were a huge success, making around $13,000.

Their garage sale featured a performance by country music group The Wuppies, as well as tea, coffee and a variety of items on sale.

“The garage sale went really well, we made around $1200 and got rid of most the stuff,” she said.

“I don’t think there’s one of us that hasn’t been affected by cancer or know someone who has. Hopefully, one day they’ll have a cure and we can be raising money for something else other than cancer.”

This week is also Paint the Town Purple week with

the official launch yesterday outside Bi-Lo at Rose City.

The week is aimed at getting local businesses involved in helping raise awareness with volunteers stationed inside the shopping centre all week.

This year’s Relay for Life will be held on 11 and 12 September from 3pm on the Saturday to 9am on the Sunday at Redbacks AFC Oval, Warwick. Registration for the event is $15 for under 18s and $20 for adults which includes a polo shirt and breakfast on the day.

Last year’s Relay for Life raised over $23 million across Australia for Cancer Council.

This does that bode well for the Southern Downs with recent reports suggesting that road accidents were costing the region's economy $35 million a year.

The people behind Total Driver held an information night last week at Scots PGC. They are trying to create awareness in parents and teenagers that more needs to be done in preparing young drivers for the road.

MASTER Builders Australia have welcomed the latest tool for Queensland building trades, a new contractor app designed to make choosing a builder easy.

The app, released by the Queensland Building and Construction Commission (QBCC), contains information and useful tools such as a licence checker, home warranty insurance premium calculator and access to a range of publications such as the National Construction Code 2015 and the QBCC Standards and Tolerances Guide.

Contractors can also use it to access and submit forms online, track defects or locate the nearest QBCC service centre.

QBCC Commissioner, Steve Griffin said the app would be a handy and valuable device for all trade contractors and a valuable addition to the QBCC’s recent suite of digital innovations, such as the home owner app and online licence renewal process.

This year’s focus has a sports theme, with dentists wanting to create awareness in the overlooked consequences of frequent sport drink consumption.

Risks of not wearing a mouthguard or wearing one that is ineffective is another area of focus this year.

New studies have shown that active Australians are putting their dental health at risk by consuming too many sugar-laden, acidic sports drinks.

The survey reveals that 35 per cent of the adults who consume sports drinks are unaware of just how much the amount of acid and sugars in these drinks can cause permanent dental damage such as erosion and tooth decay.

Nearly a third of parents with active children were found to have let their children consume sports drink at least once a week.

Research has shown that the amount of acid in these drinks combined with regular consumption can lead to tooth erosion in as little as five days of use.

The survey also revealed that around 75 per cent of people who wear mouthguards are buying them over the counter.

Dentists regard these mouthguards as uncertified and ineffective. One in two parents also let their children wear uncertified mouthguards.

The Australian Dental Association is calling on parents of future athletes to introduce their children to healthy drinking habits and to visit their dentist to have a custom-made mouthguard fitted.

“Poor general health can relate to poor dental health, they range with relationships with poor oral health and heart disease. If you’re pregnant and you have gum disease, you’re more likely to have a low birth weight baby, more likely than if you were smoking.

“It’s about trying to make people aware that there are those linkages run both ways and understanding the link between poor oral and poor general health.”

Granite Belt Dental participates in the Child Benefits Medicare scheme which allows eligible children to receive dental treatment to the value of $1000 over two years.

“The first thing is getting off to a good start with your dental health with children is really critical, if we can concentrate on health of children we are setting them up for good oral health for life, that’s why we bulk bill through the Medicare program, and have a big program through schools and childcare centres,” he said.

Dentist Sue Fleming runs the oral health programs in schools and childcare centres across the Southern Downs region.

“In August, we contact day care centres and schools, and we go all over to places like Maryvale, Inglewood, Texas and Killarney; we go and give free talks half-hour sessions, give out sample bags, we just talk about going to the dentist. The main concept is to try and introduce them to dentists and understanding it’s not scary it’s just part of a routine,” she said.

Revving up at Leyburn A HUGE field of 230 cars spanning 100 years of motoring has entered for the 20th annual Historic Leyburn Sprints on 15-16 August.

The classic and high-performance entries range from a 1925 Austin roadster to a 2015 sports car called an RSS and represent every decade in between except the 1940s.

The round-the-houses time trials mark the 20th year since the community of the small Darling Downs village created an event to commemorate the running of the 1949 Australian Grand Prix on a disused wartime airstrip nearby.

This year the event also pays tribute to the late Sir Jack Brabham, who won the Queensland Road Racing Championship on the bush circuit in his Cooper-Bristol four years later.

Leyburn has become one of Australia’s longest-running and best-known grassroots racing events, with proceeds being returned to community organisations and projects.

Cars race one at a time against the clock in 55 classes covering sports, racing and touring cars. With seven runs per car across Saturday and Sunday, spectators will enjoy non-stop action.

Competition is expected to be closest for the outright fastest time, with 10 starters in the Formula Libre racing car class including 2014 winner Dean Amos in a Judd Formula 1 V8-pow-

ered Gould and 2012-13 winner Warwick Hutchinson in a rotary-powered Van Diemen.

Dean Tighe and Michael Von Rappard will drive Dallara Formula 3 open-wheelers, while three-time Australian Gold Star champion and Malaysian Grand Prix winner Paul Stokell will make his Leyburn debut in a Radical sports car.

Not all the attractions will be competition for trophies, or even on-track.

Retired touring car ace Barry “Bo” Seton will be among nine well-known racing personalities honoured at an inaugural Legends Dinner.

Sharing the driving with his 16-yearold grandson Aaron, 78-year-old Seton also will make demonstration runs in one of the Ford Capri touring cars that earned him fame in the ‘70s.

Another famous car from the era making its track return will be the Mildren-Waggott single-seater known as the Yellow Submarine.

In the hands of champion drivers including Frank Gardner and Kevin Bartlett, the Mildren competed in Australia, Japan, New Zealand, Singapore and Macau and recorded many victories.

After a recent restoration, it will be driven on demonstration runs by Bruce Ayers, son of the late Queensland sports and racing car competitor Lionel Ayers.

By CASEY O’CONNOR WHEN the curtain came down on the superhero round on Monday night, results left some tipsters wounded.

Several of the wins and losses in round 21 had a significant impact on the leader board as teams jostle for their place in the top eight.

The Broncos were hobbled by the more enthusiastic Sea Eagles who have caught an updraft in recent weeks. Against all odds they (Eagles) have given themselves an outside chance at making the finals, but it will need a superhuman performance in the final rounds.

Brisbane relinquished their outright lead and now sits narrowly ahead of the all-conquering Cowboys on for and against. The Roosters and Rabbitohs round out the top four.

At the start of the season, few would have considered the Sharks contenders however they are circling just outside the top four and ahead of many more fancied clubs. Melbourne, the Dragons and Dogs round out the eight with plenty snapping at their heels. Only Five rounds left and plenty to play for.

To retain their no 1 position, Brisbane must improve on their sluggish effort against Manly. History shows Bennett-coached premiership winning teams all suffered a mini slump prior to the finals. Broncos fans will banking on a repeat of that history. Brisbane began poorly and never recovered against the Eagles.

They will need to be on their mettle against the Bulldogs who are hanging grimly to their eighth spot. The Dogs had all the momentum in the second half against the Roosters but failed to hold out the tri colours and now must fight tooth and nail to stay in the eight. Brisbane is in for a tough game here but the stats favour them.

If they are on song at Suncorp they can send the Dogs back to their kennel, tail between the legs.

In the second Friday night game, the Sea Eagles host the Bunnies.

The Bunnies looked tired and out of sorts but still found a way to grind out a win against the Panthers. The Eagles, on the other hand, were full of running and back to their best at Suncorp. Back to Brookvale and with a passionate crowd on hand to support sacked coach Toovey, I think the Bunnies have a big task ahead. Another egg in the Eagles nest here.

The Warriors host the Dragons at Westpac Stadium, Wellington, and despite the season-ending injury to Shaun Johnson, they believe they can play a role in the 2015 finals. They lost their last home to the Sharks in a nailbiting finish. The Dragons snapped a seven-game losing streak with a win in high-scoring game against a more enthusiastic Newcastle. The Dragons have a good record against the Warriors and will retain their position in the eight with a win here.

The Sharks have been circling hardly making a wave this season, and have themselves in a position to hunt for a top four finish. Their real test comes this week when they host the Cowboys. The NQlanders, led by Thurston overcame an 18-4 deficit against Canberra to race away with a big win and joined the Broncos at the top of the ladder. Teams should be wary if they finally put together a full 80 minutes of football.

The Sharks are somewhat a bogey

side for the Cowboys and this will be a solid test for both sides. The Sharks beat the Cowboys in round 16 adding to their growing list of impressive scalps this season. The Cowboys will be keen to post another win and keep their buffer at the top of the table.

They should win but an upset should not shock.

The Eels take their round 22 clash with the Panthers to the Top End when they play at TIO stadium Darwin. They have a short turn around and will be searching for a more positive outcome than their loss to the Titans.

The Eels were not short on effort but poor execution cost them the points against the Gold Coast.

Penrith, after several dismal performances, pulled out some of their best against the Bunnies. They held an early lead and forced the premiers to earn their win. The Panthers injury woes continue but they have shown they are a gutsy outfit. If they take their “A” game to Darwin, the Eels will find themselves back in the race for the wooden spoon.

Melbourne Storm put themselves under pressure to remain in the eight after their soft and shock loss to the Tigers. Taking nothing away from the Tigers, it is hard to imagine Melbourne turning in back-to-back performances as poor as that. The Titans got a win against the Eels but have much stronger competition here. If

Melbourne can’t win here, Craig Bellamy might need therapy.

Newcastle and the Roosters wrap up Sunday football at Hunter Stadium. Roosters fans have plenty to crow about after their recent wins.

The Roosters were their own worst enemies against the Dogs. A raft and penalties and errors gave the Dogs a sniff and for a moment it looked like it might prove costly. Although the Knights showed improvement and look to be on the same page as their interim coach, they have a long way to go before challenging the top teams. Another Chookies victory is looming and the premiership odds will be shortening.

Monday night football heads to the Canberra when the Raiders host the Tigers in what is predicted to be typical mid-winter conditions in the capital.

The Tigers showed what they are capable of when they trounced Melbourne at their last outing while the Raiders gave the Cowboys a fright.

The Tigers lead the way on the headto-head stats here, but were beaten by the Raiders in round 15. Canberra sits just outside the eight and will be looking for a win to force their way back into finals contention. They suffered a blow last weekend with injuries to Josh Hodgson and back rower Sia Soliola. Blake Austen escaped sanction from the review panel, but Edrick Lee is suspended for tripping.

Tough game to finish the round.

Canberra should win at home but don’t discount the Tigers.

Healthy competition makes this week a success. A friend’s ego could use a good boost, appeal to the sentimental side. There may be possible friction with neighbours on the weekend.

NEWS this week that the NRL could receive up to $1.7 billion in a record broadcast deal with Fox Sports can be seen as a coup for the game’s administrators and a win for the fans.

If the deal goes ahead, every game in every round will be available live on TV for the first time.

The proposed deal for the broadcast rights from 2018-2022 would result in major changes to match scheduling. Thursday night football in - Monday night - out. One Friday night game and three on Saturdays and Sundays.

All eight games live on Fox Sports and three games live on free to air TV. State of Origin in the proposed deal will remain on free-to-air - I imagine there would have been lynchings had that been changed, despite it being the most valuable of all rugby league commodities.

What does all of that mean? Well, at the big end of town there would be lots more $$$ in the kitty to lift the salary cap substantially. Clubs would be able to access grants in the millions to help them retain the game’s elite.

All this is wonderful news - however, if you are an administrator trying to keep a country competition afloat or attract junior players to the game, it means diddly squat. The NRL must heed calls to refocus on grassroots football. Country NSW football is leaking teams and competitions like the proverbial bucket with a hole in it. Junior numbers across the board are in decline. The situation is no different in Queensland. Once vibrant solid and tough amateur and semi amateur competitions throughout the state are struggling. Yes, there those who are doing much better than others, but if the boys in suits do not take a look over their shoulder, they will find that the bickie barrel from which they draw their elite players is looking pretty empty.

- Casey COUNTRY WEEK IS COMING WEEKEND 15 /16 August is QRL Country Week, and Stanthorpe has been selected as one of the centres to host an Intrust Super Cup game.

On Sunday 16 August, league fans from across the district should throw their support behind the initiative and get along to Sullivan Oval to see the Sunshine Coast Falcons play the Burleigh Bears.

The game is one of seven that will be played in country centres from Port Moresby to Charters Towers Dalby Blackall to Stanthorpe. Sullivan Oval will be presented by the Gremlins at its very best for the game which will be televised on Channel 9/NBN/Win from 1.30pm.

YOUNG GOLFERS SHINE STANTHORPE’S impressive junior golfers swept the board last weekend with wins in the men’s and ladies’ monthly medal stroke events sponsored by Gino’s Floor Coverings.

Jaidyn Milne took the honours in the men’s medal with a nett 66 to record his maiden win on the course. Jaidyn also held the pro-pin at 1/10.

Dylan Barraclough returned 72 to par the round.

He also returned the best gross and the pin at 3/12 and pro-pin at 5/14.

In the ladies event - it was all Hannah Reeves - the best nett of 72, best gross of 77, pin shot at 3/12, best approach at 17 and fewest putts with 31 for the round.

Greg Yap flew the flag for the seniors, runnerup with nett 67. Tric Fittock did the same in the ladies’ event with nett 74. Nick Milne returned least putts of 27 for the round and Mick O’Brien collected the pro-pin at 9/18.

In the run down a ball each to Nick Milne (68), Fred Wharton (68), David Burgess (70) and Kev Rowling (70) and Linda Kelly collected a ball for the ladies’ run down.

In match play, Trevor Ludlow, Kev Rowling, Len Leigh and Richard Reardon all advance to the next round after wins in their respective games.

August is a big month of golf at Warwick Golf Club. This Saturday is Captain’s Day -a single stableford event. The Canning Downs Open is on Saturday 15 August and Sunday 16 August. Saturday is an 18-hole stroke event and Sunday a 27-hole stroke event with trophies for men and women. A great weekend of golf, and is sure to attract the interest of players from across the region.

Looking further down the track Sunday 23 August is the Holden Scramble - a Four Ball Ambrose. First prize is four Odyssey white ice putters. Definitely worth putting your best team of four together. If you need an extra player or some suggestions for strategy, contact the pro shop and they will be happy to give you some inside information.

GIVING BACK HOW refreshing to hear that Canberra Raiders player Bake Austen is still involved in junior rugby league. Brothers Jake and Tom Trbojevic, who are setting the Manly Sea Eagles alight in NRL and Under 20s, still remain involved in their junior club. These are the things that encourage kids to be involved in the game, and the NRL hierarchy and clubs should place more emphasis on this with their elite players. In fairness to players, there is a tyranny of distance involved when you are talking about country centres, but ask any person involved in the game and they will tell you how difficult it is to get any current player on the ground to inspire the coming generations of players without there being talk of appearance fees etc etc. Current players should be encouraged to align with junior clubs and give freely of their time. Give back to a game that offers them so much. All too often we see players move on and loose touch with their junior roots. Well done to these three players, there should be more of this.

GREMLINS WRAP ANOTHER WIN THE Stanthorpe Gremlins added another win to their impressive record this season, defeating Killarney on their home turf.

It was Killarney’s last home game of the season, but the home side could not get a win at Charlie Andrews Oval for their supporters.

Clashes between the two sides are always physical encounters, and Saturday was no different with several players injured. Gremlins Nathan Shatte was one of the casualties knocked unconscious after an attempted tackle on Cutters captain coach John Trindall. Trindall and Gremlins Ben Staley earned themselves a stint in the sin bin after a scuffle erupted following the incident. The Gremlins 46-14 win did not impress the club president who labelled it one of their least impressive wins and sloppy. Fresh from representative duties in TI, Jason Wilmot scored three tries and added seven more conversions to his tally this season.

In the ladies game, Stanthorpe had a 10-6 win over the Killarney ladies.

This weekend, the Gremlins have a bye and will play Tenterfield on Sunday at Sullivan Oval as a curtain raiser to the QRL Intrust Super Cup game.

DAY OF ACTION IT WAS a day of action pistols and pistol action at the Inglewood SSAA range. The overall winner of all disciplines was Ray Dudgeon who finished ahead of runner-up Peter Jones and Tom Donald.

In the Rimfire competition, James McIver proved too strong for Michael Dudgeon and Andrew Clarke. Range captain, Iain Bowen was too strong for Peter Jones and Scott Johns in the Semi-Auto Centrefire. (Inside knowledge perhaps) Ray dudgeon was on song in the Revolver Centrefire edging out Stephanie Dudgeon and Tom Donald.

COWBOYS STILL IN THE FIGHT THE Warwick Cowboys kept their hopes of playing in the 2015 TRL final series afloat with a fighting 26-22 win over Valleys at Fr Ranger Oval on Saturday night.

Centre Joe Fuimanono ensured the two points went the way of the Cowboys with a try in the final minute of a thrilling game. The home side trailed the visitors by a converted try at half time.

Cowboys winger Braydon Wilson had the big home crowd on their feet with two outstanding tries in the second half to give Warwick a 20-16 lead.

They were made to work hard for the win when Bryce Whale scored under the posts for Valleys as the clock kicked down with less than five minutes to go.

The Cowboys showed great composure to get the ball up well into their opposition territory in the last set of six. Running the ball on the fifth, there were some heat-stopping moments as Ryan McIvor put the winger over to steal the game with the full-time siren sounding in the background.

The reliable boot of captain coach Matt Gainey added the extras after fulltime to give the Cowboys a sensational win. With four rounds remaining in the 2015 fixtures, it was a timely win for the Cowboys.

The Reserve grade side also notched up a 44.20 win and also won the C Grade 36-14. Cowboys Under 18s went down 36-24 in the Under 18s.

This weekend the Cowboys take on the Dalby Diehards.

SOAKING UP THE RAYS PERFECT conditions for Sporters soaking up the sun’s rays last Sunday - Ray Thorn obviously picked up some energy from conditions and grabbing a Sporters’ win. Runner-up was Aaron Simmers. He also bagged the Pro Pin Hannah Reeves followed up a great day in Saturday’s competition to claim the Best Gross at Sporters. The run-downs went to Dick Hilton and Keith Green.

Both pin-shots went a begging. Owen McPaul and Paul Armstrong each had some luck in the meat tray stakes.

Almost immediately and since there have been calls from all corners of the game to bring back the shoulder charge. There was no harm done here and even the tackled player acknowledged with a wry smile that it was a good hit.

As Roosters players high-fived and fans from both sides cheered, the referee blew a penalty and put Evans on report - such is the NRL rule.

Some are suggesting that Wayne Bennett, who is said to hold as much force in the game as that hit by Evans, should be leading the charge (no pun intended) to reinstate the banned tackle.

Can’t see that happening any time soon when reports have surfaced that Bennett was seen deep in discussion with young Bronco’ forward Francis Molo who was handed an eight-week suspension for his tackle on James Ackerman prior to his death.

It is hard to see how the NRL could deem something they took off the table for player safety - now appropriate. That backflip would be worthy of politics but stranger things have happened.

Perhaps, one of the most powerful messages has come from one of the best exponents of the shoulder charge, Sonny Bill Williams. His shot on Penrith prop Joel Clinton features on almost every clip of big hits doing the rounds.

SBW has now indicated support for the NRL’s

stance on the tackle following an emotional plea to officials from Andrew Ackerman “to never bring back the shoulder charge” following the death of his brother James. Williams has now thrown his support behind the ban.

The NRL have got this right. If banning the tackle can prevent just one incident which can have such catastrophic effects on players and their families, then banned it should stay. Leave it in the highlights reels.

GOOD ROLLOUT GOOD WEATHER GOOD GREENS THERE was a good rollout on Saturday for social bowls at the Summit. 21 players enjoyed the sunshine and perfect greens. They even brought along some dedicated barrackers (or hecklers) good on you Surchie and Jay. It was a mixed bag of results with some close results and some big wins.

WATTLES SCORE BIG WIN IN A totally dominant performance Wattles thrashed the Oakey Bears 82-1 on Sunday.

Oakey player Chris Oliver plumbed for a field goal against Wattles to at least get some points on the board in the second half and save his side from complete humiliation before the game was called off.

It was a horror day for Oakey. The Bears began the game with a full side but were reduced to only nine players in the second half.

Oakey has 130 registered players, but many of the players who ran out in A grade had already played a full game of reserve grade earlier and it took its toll.

The game was called off in the second half when one of the Oakey players was injured and the team reduced to eight players.

SOUTHERN CROSS BOWLS Today Thursday 23 July will be the club's Cool Scarves and Silly Socks bowls day. This event is part of Jumpers n Jazz week celebrations and anyone, both ladies and men are welcome to come along and enjoy a game of bowls.
