FORMER Puffing Billy volunteer Robert Whitehead is due to be sentenced in the Melbourne County Court this Friday after last week pleading guilty to 24 charges relating to sexual abuse of minors.

The charges included repeated sexual abuse of a then 13-year-old Puffing Billy volunteer.

Since Mr Whitehead’s arrest on 12 January this year, more victims have come forward, alleging the abuse took place over a 40-year period, between 1966 and 1984.

Subsequently, Mr Whitehead has been charged with another child sex offence, bringing his total alleged victims to six, with 24 separate charges.

It wasn’t until 1990, after 20 years of volunteer work, that Mr Whitehead was discharged as a volunteer from Puffing Billy over allegations of abuse.

The court heard on Wednesday 15 July, that police failed to question Whitehead in 1985 after a young Puffing Billy volunteer reported his sexual abuse.

The court also heard police have records of Whitehead being questioned but was not charged at that time due to lack of evidence.

Records of Mr Whitehead’s first sexual abuse charges in 1959 were lost until last year, greatly weakening any investigations into subsequent allegations.

It was revealed in court that Anthony John Hutchins, another Puffing Billy volunteer, was questioned over abuse allegations at the same time as Mr Whitehead.

While Mr Whitehead denied the charges, Hutchins admitted to his crimes and was jailed after being convicted of 66 child sex assault charges in 1986.

Chief executive officer of Puffing Billy Railway John Robinson said there were no records of anyone making allegations about the volunteers at the time.

“There has never ever been an allegation in relation to a specific individual made to the railway,” he said.

When asked about the mother of one of Mr Whitehead’s victims supposedly warning management at Puffing Billy about Mr

Whitehead, Mr Robinson said there were no records of that happening.

“It’s been reported in the press that one person allegedly rang the railway around the time and made allegations, but we have no record of those conversations,” he said.

“I’m not denying those conversations happened, but there is no record of them, and we are talking about decades ago.”

Mr Robinson has been CEO of Puffing Billy since November 2012, and has worked mostly as a volunteer around the railway for about 50 years, but never really knew Mr Whitehead.

“I didn’t work alongside him, but I was on the committee he was on for a time but other than that our paths didn’t cross,” he said.

Mr Robinson has told ‘The Mail’ previously that all Puffing Billy staff and volunteers had been subject to police checks since 2005, and working with children checks since 2007, but there was no official checks in place when Mr Whitehead first started volunteering with Puffing Billy.

“There would have been some screening, but nothing official in those days,” he said.

“There were no police checks and no external process. It would appear no-one knew of his previous history, and we weren’t the only organisation that suffered as a result of this.”

Mr Robinson also told ‘The Mail’ that everyone at Puffing Billy has been appalled by the charges against Mr Whitehead.

“The whole Puffing Billy community is horrified by the publicity we are getting as a result of this,” he said.

“It’s most unfair and most unfortunate.

“We have 900 plus volunteers that work their hearts out for the railway and everyone is horrified.”

Mr Whitehead will be sentenced in the Melbourne County Court this Friday. ‘‘The Mail’’ will file an online report on the sentencing of Robert Whitehead this Friday.

Minion mania hits school

Vandals left their mark

By VICTORIA STONE-MEADOWS A FERNTREE Gully primary school has been the target of vandals over the school holidays.

Wattleview Primary School has had a fire that lit on school grounds as well as their new learning centre becoming the canvas for graffiti vandals.

Wattleview Primary School principal Elaine Wilson said she was very unimpressed with the behaviour of the individuals who vandalised the school.

“Obviously, we want to keep the school looking as good as it does now without recalcitrant people vandalising it for us,” she said.

A plastic target was also set up in the school grounds and set alight.

The school has only recently opened its new learning centre af-

ter receiving a $4 million investment from the State Government to build and re-landscape the school grounds.

The vandalism has since been cleaned up by a member of the school community, but police from Boronia are investigating the incidents.

Constable Porter of Boronia police said they were doing all they could to catch the people that defaced the school’s property.

“We’ve covered the initial police reports and all will be investigated,” he said.

“We will move into canvassing any witnesses and find out if there is any CCTV in the area. At this stage we have no leads.”

It is unclear at this stage if the two incidents are linked.

STUDENTS at Belgrave South Primary School had a ‘Minion Mania’ themed dress-up day on Friday to raise money for genetic illness research.

Students were able to dress as ‘Minions’ from the Despicable Me movie franchise in exchange for a gold coin donation with the money raised from the day being donated to the Melbourne Genomics Health Alliance.

The idea was proposed by nineyear-old student Kai Malcolm, who wanted a way to help his baby cousin Isabelle, who has been diagnosed with Bloom’s Syndrome.

Kai said he wanted the money raised at school to go towards helping find a cure for the rare genetic illness his cousin would battle for her entire life.

“They have to look into it a lot and it takes a lot of money,” Kai said.

Kai shared his one-year-old cousin’s story with his class and said he wanted to find a way they could all help her.

Kai’s idea was then taken to the junior school council which, with the help of teacher Ronan Stafford, came up with the ‘Minion Mania’ dress-up fund-raising idea.

“Isabelle is quite small and so are minions,” Kai said.

“She weighed 1.4 kilos when she was born, and she is one year old now, but she still fits in clothes for eightmonth-old babies.”

Kai’s seven-year-old sister Amaya said their cousin didn’t seem to grow much between their visits.

“She only grows little tiny bits,” she said.

Wake damages

By JESSE GRAHAM EMERALD police are searching for two males who drunkenly caused $2000 worth of damage at the wake for one of the teenagers killed in the Avonsleigh triple fatality.

At 6.15pm on Tuesday 14 July, two men and a woman are believed to have left the Paradise Valley Hotel in Clematis, where a wake was being held for one of the teenagers killed in the accident on 30 June.

Emerald police Sergeant Dave Calkin said that the two men, who were believed to be drunk at the time, kicked in the pan-

els of a car across the road from the venue, causing $2000 worth of damage.

The group then got on the 6.20pm bus to Belgrave, and police are searching for witnesses or anyone with information to come forward.

The three are described as around 18 years old, and Sgt Calkin said one of them may be known by the nickname “Simmo”.

“If anyone knows these people, contact the police,” he said.

The incident is a dark addition to the already sad story of the Avonsleigh triple fatality, where Emerald Secondary College

students Jason Breakwell, Sharn Walker and Felisha Allen lost their lives when their car hit a tree on Phillip Road, Avonsleigh.

Jake Mitchell, the fourth person in the car, was the sole survivor.

The community gathered in mourning last week, with hundreds turning out to farewell the teenagers in three funerals and sharing the memories they had with them during their lives.

Power goes underground WORK has continued this week on a $40 million project to upgrade powerlines in the Dandenong Ranges. A spokesman from Ausnet said the upgrade was now in full swing and was on track to be completed in April next year.

The project involves relocating more than 30 kilometres of existing powerlines underground, with the overall aim to increase safety and reduce power outages. In Brief Excavator goes missing POLICE are on the hunt for two earth movers that were stolen from outside the Emerald Secondary College earlier this month, worth more than $100,000 in total.

Emerald police Sergeant Dave Calkin said that, on 2 July, a 2013 model excavator, worth $61,000, was stolen from outside the Emerald Secondary College on Belgrave-Gembrook Road, where it had been doing works.

Sgt Calkin said the excavator was then replaced with a 2015 model, worth about $80,000, which was then stolen on Friday 10 July.

He said Cardinia Crime Investigation Unit (CIU) was investigating, and anyone with information could call Crime Stoppers on 1800 333 000.

Sgt Calkin added that anyone witnessing suspicious activity should call triple-zero immediately for a response, rather than leaving a voicemail with a station.

“We’d much rather go to something that is a false alarm than actually have to take a report for stolen items,” he said.

“Most of the time, there is a unit working in or around Emerald - just because there’s no-one at the station doesn’t mean we’re not working.”

Attempted armed robbery A FERNTREE Gully teenager will face court in September after an attempted armed robbery in Mooroolbark last week.

At 1.20pm on Tuesday 14 July, police believe there was an attempted armed robbery outside 77 Brice Avenue in Mooroolbark.

The next day, a 15-year-old Ferntree Gully boy was processed and charged. He has been bailed to appear at Ringwood Children’s Court on 16 September.

Cartoon THE proposal for a development at Healesville’s former sawmill site, at the entrance to town, has divided residents.

On one side, some have argued that the proposal will bring jobs, growth and economic benefits for the town.

On the other side, others have said the development is not suitable for the town, opens the door for fast food chains and is in the wrong place.

The development was green-lit by the Victorian Civil and Administrative Tribunal after being voted down by Yarra Ranges councillors in 2013, but it looks like the application will again come before council, potentially with dramatic changes.

POLICE have updated the status of a man believed to have been stabbed in Lilydale last week, and have said his wounds were found to be self-inflicted.

Yarra Ranges CIU Detective Sergeant Mark Smithwick said that at 2.30pm on Tuesday 14 July, motorists reported that a man was in Alexandra Road in Lilydale with reported stab wounds.

Det Sgt Smithwick said the man was taken to the Royal Mel-

bourne Hospital with non-lifethreatening injuries.

He said police have since established the wound was a selfinflicted injury.

Boat and trailer stolen KNOW anyone who suddenly has an unexplained new boat?

Police are appealing for help from the public after a boat and trailer were stolen from Britannia Way, Lilydale, last week.

Sometime between Tuesday 14 and Thursday 16 July, unknown persons stole a Quintrex Busta aluminium open-cab boat and its trailer from the Britannia Way property.

The boat is valued at about $9000, and anyone with information is asked to call Crime Stoppers on 1800 333 000.

Burglary in Mooroolbark A LILYDALE man will face court after being arrested for a burglary in Mooroolbark earlier this month.

On Friday 10 July, police arrested a 37-year-old Lilydale man for a burglary that occurred on 17 April in Russell Avenue in Mooroolbark.

The man will face Ringwood Magistrates’ court on 20 August.

Lilydale burglary charges laid A HAMPTON Park man will front court later in the year after being arrested for a burglary in Lilydale on the same day the crime took place.

At 1.30am on Thursday 16 July, a 32-year-old Hampton Park man was arrested in regards to a burglary at a Lilydale business on the same day.

The man will appear at Ringwood Magistrates’ Court on 18 November.

Building site break-in POLICE are searching for information after a construction site was broken into in Kilsyth last Friday morning, and are asking for witnesses to come forward.

Police believe that, about 3.40am on Friday 17 July, a building site was broken into on Mount Dandenong Road in Kilsyth.

Yarra Ranges CIU Detective Sergeant Mark Smithwick said nothing was stolen in the incident, as the would-be burglar was disturbed and fled the scene.

“Our aim is to support our Canadian counterparts to bring the wildfires under control as quickly as possible,” Mr Lapsley said.

“Australia has skilled firefighters and emergency management personnel who can operate in specialist roles and can work with our international partners.”

British Columbia’s relationship with Australia in sharing fire fighting resources has been in place for more than 15 years.

This agreement allows for the exchange of personnel, knowledge, skills, equipment, technology and mutual support in the event of an emergency.

“We are proud of the relationship Australia has built with Canada over the past 15 years, and the support we can provide during their time of need,” Mr Lapsley said.

Emergency Management Victoria is co-ordinating the Australian deployment.

Marriage equality poll

MACCLESFIELD CFA captain Sharon Merritt and former Emerald CFA member Warren Fuller were among Yarra Ranges firefighters deployed to Canada last week to help manage wildfires that are sweeping the country.

Hundreds of fires covering about 1.3 million hectares are burning across Canada’s western provinces.

Department of Environment, Land, Water and Planning (DELWP) operations officer John Carter and Yarra District Fire Management Officer John Van de Paverd and their CFA colleague Hillcrest CFA captain Fiona Burns are also flying the flag for Australia in the Canadian forests.

Australia’s 102 contingent includes 45 from Victoria, includingspecialists in incident management, aircraft management, fire-line leadership and firefighters.

Ms Merritt will be contributing as a safety officer, Mr Fuller as an aircraft officer and Ms Burns as a planning officer. All three are also CFA Region 13 employees.

By VICTORIA STONE-MEADOWS SENIOR football teams Belgrave and Healesville clashed for a good cause this weekend with funds raised by the match being donated to beyondblue.

The Belgrave senior team wore a specially designed beyondblue jumper on the day instead of their usual jumpers.

Despite the charity match being won

by Healesville, Belgrave Football and Netball Club (BFNC) committee member John Schill said the day was a great success.

“This was the inaugural beyondblue cup, and took 12 months of planning,” Mr Schill said.

“It was a very successful day, and we had a lot of great support from great people in and outside of the club.”

Deputy Premier James Merlino, Yarra Ranges Mayor Maria McCarthy former St Kilda player Steven Milne and former Richmond Tigers star Francis Bourke were in attendance.

“We had a great turnout and a great lunch function,” Mr Schill said.

“Francis did a fantastic job speaking on the day, and Steven Milne did a brilliant job hosting the event.”

Money raised through ticket sales to the lunch, items sold at an auction and raffles there held throughout the day will all be donated to beyondblue.

There was also money raised by kids from the footy clubs collecting donations around the ground, and BFNC had players raising money on the main street of Belgrave as well.

“Bendigo Bank was heavily involved in the fund-raising and (staff) were wearing the beyondblue footy jumper all week,” Mr Schill said.

YARRA Ranges ratepayers will be soon asked to comment on an amendment to the shire’s Planning Scheme, which is designed to streamline the scheme’s use.

In what some councillors believe are the most important changes to the scheme in more than a decade, residents are being encouraged to provide feedback on Amendment C148.

Key changes to the scheme include a deletion of eight local planning policies, which will become redundant in the face of new policy guidelines. Also, the amendment will include a revised Municipal Strategic Statement which, council believes, will provide clearer strategic direction.

At the 14 July meeting, there was some division among councillors regarding the timing of the release of the amendment to consultation stage.

Councillors Noel Cliff, Mike Clarke and Len Cox all voiced some concern, citing issues about its effect on the Regional Strategy Plan.

There were also fears the change could result in dwellings being built on lots, where not previously possible. However, Cr Jim Child believed the timing was right.

“Now is the time we have to go to the people,” Cr Child said.

“This is a process we’ve committed to since 2012.”

Mayor Maria McCarthy supported this enthusiasm.

“These are some of the most significant changes in 15 years, and will make the scheme simpler and easier for people to find what planning controls affected them,” Cr McCarthy said.

Novel spring carnival

By VICTORIA STONE-MEADOWS THE Destination Tecoma Community Group is seeking volunteers, participants and sponsors for its inaugural Tecoma Spring Carnival.

Destination Tecoma is a community organisation that was formed from community forums in the past few years.

The group is organising a carnival to showcase to locals and tourists what there is available to do and see in Tecoma.

Head of Destination Tecoma Karen Rook said they needed more people who are willing to participate to get in touch so they could begin better organising the event.

“We’re trying to include everyone from young and old,” she said.

“We’ve been talking to RSLs, Scouts, the local primary school, the local high school, and people giving services for free like music and singing, but we want more people to get involved.”

Plans for the festival are already taking shape with an up-cycled fashion parade, doggy dressup, face painting, market stalls, and carnival rides and more already in the works.

A local crafts market will be operating similar to the “out the back market” but on a larger scale.

Stalls from the market will generate the funding for the rides that will be set in the school oval and the pony rides around the town.

The local CFA is involved, and Destination Tecoma is hoping the SES will get involved to show people what they do and signing on more volunteers.

There will also be representatives from the Yarra Ranges Council running a “have your say” consultation where residents can write down what they would like to see in the town.

Ms Rook said the carnival was planned to go ahead on 7 November and would like people to have registered to participate by the end of August.

By JAMIE STRUDLEY ONE week out from the Little Athletics Victoria State Championships, Yarra Ranges athletes descended upon Norton’s Park for the annual Knox Open Day, hosted by the Knox Little Athletics Club.

Yarra Ranges athletes, keen to test their abilities and to try their best, turned out in great numbers to compete under a warm winter sun and to run the traditional course.

The first event of the day, the Under 7s combined race, saw Yarra Ranges pick up their first medal, with Charlotte Comport picking up the bronze in the 1000m event.

As the day progressed, Yarra Ranges athletes continued to work hard, pulling out some spectacular individual and team performances and bagging many medals for the club.

By the end of the day, Yarra Ranges had won seven individual gold medals among a magnitude of others and had also won and medalled in numerous team events.

The hard work of Yarra Ranges’ junior and open age athletes secured the club’s third consecutive overall win and ensuring the perpetual trophy remained in Yarra Ranges hands.

ALL seven teams played another day of winter junior footy at Monbulk football ground.

The sun was a welcome sight for all, and helped for some entertaining footy.

It was a day of celebrations for many of the kids running out for junior milestone games across the grades.

Congratulations to all the boys.

Parents with hot coffee in hand enjoyed the spectacle.

Under 10s had a great game, with coach Bohun thrilled with the best performance of the season.

Seeing all the hard work at training, and keeping to instructions really was evident in an entertaining game.

Under 11s continue to improve and are looking a real chance this year.

Coach Passingham’s urging for good skills, running and teamwork is paying great dividends.

Under 12s were taught a real lesson from a far more committed Gembrook-Cockatoo side that worked well as a team, spread quickly and displayed greater skills.

Some good individual efforts by the team, including Ben Hughson who tried hard all day.

More work to do at training for the team and a good lesson provided.

Under 13s had their first loss for the season at the hands of second-placed Emerald.

Emerald kicked three quick goals as Monbulk was slow out of the blocks, forcing the latter to chase all day before going down by two points.

Under 14s faced GembrookCockatoo, who had beaten Monbulk round 1.

Monbulk Under 14s have come a long way under coach Green’s tutelage and have improved greatly.

Key forwards te Boekhorst and Finlay with three goals each are proving a handy forward combination.

Monbulk too strong and came away with a 47-point win.

Under 16s had a torrid battle with Gembrook-Coackatoo.

A very even tough first half saw Monbulk lead by seven

points.

A six-goal third quarter broke the back of the game and Monbulk came away with a solid 32-point win.

Carvill stars at Emerald

Cheers to success OVER the school holidays, Kreationz Cheer and Dance took 18 athletes, eight parents and three coaches to Queensland for the Aussie Gold International Cheer and Dance Championships.

This was an epic trip for the club and they did it well.

The girls from the Emerald and Boronia studios took on the competition with their heads held high and left their hearts and souls on the cheer and dance floors.

They represented not only the club, but also the state of Victoria as wellmannered and respectable young ladies.

The club is incredibly proud of the talented athletes and their equally talented coaches.

By DENNIS FULLER IT was the second round of the Winter Cup last Saturday at Emerald Golf Club, with the favourite, Peter Glasscock away, which left the others queueing up to challenge.

By play’s end it was John Carvill (18) who stole the show with 38 stableford points to lead the field overall with an aggregate 72 for the two rounds.

Of the rest, it was David Aitken (27) who showed enough form to be one behind Carvill on 71 with the next being Ken Hill (17) quite a way back on 64.

The rest came up with some very creative excuses for ineptitude.

The battle for the ladies Winter Cup seems be a race in one with Petra Clowes leading the field by some considerable margin.

Kreationz Cheer and Dance took 18 athletes to Queensland for the Aussie Gold International Cheer and Dance Championships.

Grade was won by Carvill with 38 while Travis Gerbes (8) romped home in A Grade when he played to his handicap for 36 points.

Peter Clowes was nearest the pin on the 4th and the 13th, Mark Starick the 7th while John Fisher showed how it was done on the 12th and the pro pin 18th.

On Wednesday when the Old and Feeble Golfers struggled in, they found it was a stableford event.

John Piggott (23) won in a canter with 38 points from Moss Fuller (25) 35 and a gaggle of golfers including Bob Kennedy, Brian McCoy and Gerran Wright all on 34.

Next week is the final round of the Winter Cup and, I suspect, that regular trophy burglar, Davis Aitken, could slide the cup under his coat and spirit away as a victor.

In front of a fantastic crowd, the game was played in the right spirit, with funds raised during the clash going towards beyondblue, which raises awareness of depression and anxiety in society.

After a wet week, it looked like the conditions for football and netball were going to be tough.

However, once the fog lifted and the Under 18s kicked the frost off the grounds, it was a beautiful day for footy and netball in the valley.

There were no excuses for skill level across the board.

DIVISION 1 SENIORS Healesville 16.14(110) d Belgrave 9.6(60) Healesville has jumped to third on the ladder after a great win over Belgrave which has dropped them to 6th. Healesville’s pace was too good for Belgrave in the first half as they went to the long break with a 29-point lead. Healesville continued their good form in the third with a 4-goal-to-1 quarter and their lead was out to a match-winning 50 points. The last quarter was an even contest with both teams booting two goals, but it was certainly Healesville’s day to celebrate a great victory.

Warby certainly look safe from relegation now as they recorded their fourth win of the season, but Mount Evelyn now sit just a percentage off the bottom and are still in real danger of that dreaded relegation. The first half of this clash saw Warburton’s use the ball a little better as they went into half-time with a 19-point advantage. The third term saw Mount Evelyn hit back as they started to win more of the critical contest and by the last change, Warburton led by just nine points. The last quarter wasn’t pretty football as there were only two goals scored but both of those goals belonged to Warburton to secure them a 23-point victory.

Olinda set up their victory in the first quarter of this clash. They only booted four goals but held Woori to just one point to lead by 26 points at the first change. The remainder of this clash was a real struggle for both teams to score. They only added four goals apiece with neither team scoring a goal in the last term. Even though this wasn’t a pretty contest, Olinda will certainly be happy to walk away with the four points which now puts them fourth on the ladder on the same points as Woori Yallock who are now fifth.

DIVISION 2 SENIORS Emerald 13.14(92) d Seville 7.12(54) Emerald led this game from start to finish but never really pulled away from Seville until the last quarter. Emerald booted 4.1 in the first term to lead by 13 points but Seville did have plenty of chances but was wasteful with 1.6.

The next two quarters saw an even battle and by three-quarter time Emerald led by just 16 points with the game still in the balance to a degree. The last quarter saw Emerald control the tempo of the game and Seville just couldn’t get their hands on the ball enough to be of any threat.

Emerald finished the day with a 4-goal-to-1 last quarter to win by 38 points and remain on top of the ladder while Seville now sit in 6th spot and one game out of the top 5.

Monbulk 19.22(136) d Yarra Glen 10.9(69) Monbulk continue to impress, this time with a 67-point victory over Yarra Glen. The first half of this game was a little scrappy, but it was Monbulk that was just cleaner with their disposal as they got out to a 29-point lead at the long break.

Monbulk did break the game open in the third as Yarra Glen lost their run. Monbulk booted 5 goals to 1 and really should have been further up than their 57-point, three-quarter-time lead as they also booted seven points.

The last quarter was a bit of a goal spree and Yarra Glen did give it their best but Monbulk still had the edge as they booted 7 goals to 6 to record

Wandin 18.19(127) d Upwey Tecoma 9.10(64) Wandin had a tough battle on their hands in the first half as Upwey was up for the challenge early and at half-time Wandin led this clash by just three points. Wandin showed why they are favourites for the flag in the third as they produced a brilliant free flowing running quarter, they slammed on 8 goals to 1 to jump out to a 57-point lead and put the result beyond doubt. The last quarter was reasonably even with Wandin booting 5 goals to 4, but it was Wandin’s dominance in the third that was the catalyst for their 63-point victory.

Powelltown 12.19(91) d Gembrook Cockatoo 6.10(46) Powelltown was too good for Gembrook in this clash but should have had the game wrapped up a lot earlier than they did. Powelltown led by four points at the first change and really should have skipped right away in the second quarter but they sprayed their kicks and booted 1.10 to just 3 points to lead by 17 points at half-time.

The third term was where Powelltown did eventually pull away as they booted 4.4 while holding Gembrook to just 1 point and by the last change Powelltown’s lead was 44 points.

The last quarter saw both teams slot through three goals but this game was always in Powelltown’s control, they now sit fourth on the ladder with Gembrook on the same points in fifth place.

The second term saw Yea hit the scoreboard with three goals but Thornton was still well on top booting six goals of their own to lead by an even 10 goals at halftime.

The second half saw Thornton Eildon continue to build on their lead with a 6-goal-to-1 third term and a 4-goal-to -3 last quarter to win by yet another big margin. They sit second on the ladder and only percentage behind Emerald in top spot.
