Rate rise a gift

By ERIN SOMERVILLE WODONGA Council delivered its ratepayers a pleasant surprise on Monday night after presenting a smaller than predicted rate rise of just 4.25 per cent in its draft budget, while also freezing millions of dollars in borrowing for the upcoming financial year.

Rates were expected to jump by 4.75 per cent based on previous years’ trends, however the proposed 4.25 per cent rate rise will allow the council to raise more than $40 million in revenue to maintain service levels, fund initiatives and continue with the work in renewing the city’s infrastructure, including the central business area (CBA).

The council has pointed to savings in its CBA development, land value at its Logic industrial hub, and further efficiencies made by the council as factors behind the lower than forecast rate rise, and help see its $31 million debt drop to $25 million by June next year. “It’s affirmation of work this council and previous council have done over a number of years, meaning that we’ve sought to range Wodonga’s rate base from it being predominately just residential to a mix of residential, commercial, industry and business, so we’re starting to see that shift occur,�

Wodonga Mayor Rodney Wangman said. “Our investment in our assets and infrastructure will continue to have significant benefits for future generations. “A key focus will be on providing infrastructure that supports jobs, investment and promotes the future liveability of our community.�

The council is also using its 4.25 per cent rate rise as an opportunity to look forward and reflect on its financial position to a time when rate capping would be introduced. “It’s a great opportunity to really reflect how we do make decisions about

will consider $6.9 million in borrowings for investment in infrastructure and Junction Place.

Highlights of the draft budget include more than $11 million in capital works, including more than $3 million for roads, $506,000 for the Baranduda Community Centre redevelopment, and

The council has no new borrowings planned for the 2015-16 year, while borrowings of $3 million budgeted for in 2014-15 will be deferred to 20162017 and 2017-2018, when the council

“This is definitely a very important program and important for young people to be aware of the law and how they can be affected,” she said.

With technology featuring heavily in young people’s lives, it’s important for youth to be aware when they use technology to share nude photos or sexually explicit photos of a person under 18 that it could cause a lot of trouble.

Cross-border laws were also discussed in the workshop.

“Another way young people can get themselves into trouble is through under age sex.

“The laws in Victoria and New South Wales are differ-

ent and teenagers are often unaware of the laws in their state, and may unknowingly commit a criminal offence because of their age or the age of the person they are having sex with.”

The workshops are not currently common practice in local schools despite a need to educate young people about the law in relation to sex.

“Ideally, we would like to take the program into as many schools as possible in Wodonga, Albury and surrounding areas in the future.

“We would need some additional funding to roll out this program throughout the Hume and Riverina areas, and are currently exploring possible options for this.”

IT’S been 10 years since Albury Gangshow’s headquarters went up in flames, but with the help of the community it was able to recuperate and next month will celebrate its 50th year in production.

“Ten years ago, we lost our headquarters to a fire, we lost absolutely everything and to see how Scouts and the local community worked together to revive the show and get it up and running again was inspiring,“ production team and costume manager Jenny Harrison said.

It’s challenging and demanding, but its an exciting opportunity presented to those involved in the Scout and Guides Association to showcase their creative skills to their community.

The Albury Gangshow is excited to put on a show in commemoration of all its past

Scouts and Guides with a 50th reunion held on Sunday 14 June at the Albury Scout Hall.

The annual show allows members of the Scouts and Guides to expand their abilities beyond their own sections and delve in drama.

Ms Harrison says the show stars 80 cast members and is organised by a team of volunteers.

“We rehearse for about four months before we put on our show which is held in June,“ Ms Harrison said.

“We have about 25 to 30 volunteers who come and do the props, sets, costumes, make-up and all that kind of stuff.“ Ms Harrison said the two and a half hour stage show exhibited a range of songs and themes referencing and appropriating popular musicals and songs.

WHAT may seem like a simple text message can land young people in a lot of trouble, as Wodonga Senior Secondary College students found out this week.

Sexting was just one of the topics school students learnt about through workshops with the help of the Hume Riverina Community Legal Service in order to become savvy when it comes to the law and sex.

“There can be serious consequences for young people who don’t realise that there are some circumstances where they may be breaking the law by “sexting” or engaging in sexual activity,” said HRCLS’s principal lawyer Sarah Rodgers.

“The message we are trying to get across to young people is that it is never safe to “sext”.

“There are many risks, both legally and emotionally, and the best way to avoid getting into trouble with the law is to avoid sexting altogether.”

The Sex Young People and the Law workshops coincide with Law Week, and has opened students’ eyes to some of the consequences of their actions, which could include imprisonment or being placed on the sex offender register.

Students also learnt about age of consent, and laws around consent.

Name game goes back to square one

By ERIN SOMERVILLE THE square with no name is back on Wodonga council’s agenda after residents sent in 340 submissions to name the space currently known as ‘Urban Square’.

Aurora Square, Drovers Rest, Harmony Square, Junction Square, and Melba Square are the names on the shortlist developed by the Place Names Advisory committee.

Central Park was taken off the shortlist after it was deemed too generic.

Harmony Square was a likely contender for the name earlier this year, before Wodonga Council scrapped the recommen-

dation and threw open the naming process to include the community in March.

The Place Names Committee noted in its report to council that it was disappointed in the number of submissions received given the area has about 40,000 residents.

Two-thirds of the submissions incorporated a railway-related theme, with a further 17 per cent response to name the area from a central or heritage theme that would include words such as ‘Town’ or ‘Wodonga” in the title.

Each name on the shortlist has links to the area, including Aurora Square in a nod to the Southern Aurora which was a classy

overnight express that passed between Melbourne and Sydney from 1962 to 1986.

Drovers Rest has links to Wodonga’s position at the end of long cattle drives from as far as Queensland, while Melba Square recognises the Melba Theatre that once stood next to the square.

The popular Harmony Square has been outlined as a vision for what the community of Wodonga aspires to.

Some other suggestions included Anzac Square, Bogie Square, Care Square, Dreamtime Square, Loco Park, Sunny Side Square, and High on Elgin.The shortlist is open for public consultation.

“THE only thing Labor kept its promise on is that Labor has no commitment to us”.

That was Member for Benambra Bill Tilley’s reaction following the release of the Labor Victorian budget last week, saying the North East has been forgotten.

“The problem is the government views regional Victoria as Bendigo, Ballarat, and Geelong,” he said. “ There are 10 regional cities.”

Mr Tilley’s comments come after Benambra received $5.2 million in new funding for the Beechworth Correctional Centre to create more management cells, while Bendigo, Ballarat, and Geelong snagged multimillions from the state for large-scale projects.

start ticking of its wish list include the $31.5 Eureka Stadium precinct and the Ballarat Railway precinct development as it receives funding out the $250 million Regional Infrastructure Development Fund.

Meanwhile, Geelong will take a $30 million to redevelop the Geelong Performing Arts Centre, and $70 million to build a new grandstand at Geelong’s Simonds Stadium.

There is also $12 million to support and establish tech schools across the state including four in Gippsland, Ballarat, Bendigo and Geelong.

“The mayors that represent regional Victoria have been advocating to be beneficiaries of taxpayers’ money to build their cities for people to live and thrive in,” Mr Tilley said.

“We want to grown and need capital investment.”

CCTV costs worked out ALBURYCITY is going out to the market to determine the cost of the supply, installation and commissioning of a closed circuit television system in Dean Street.

A request for tender was advertised last week, with operators having until Wednesday 3 June to respond.

Council resolved in October last year to engage a consultant to develop initial specifications for a system trial and then seek expressions of interest, based on the specifications to determine

full costs.

Mayor Kevin Mack says the tender process will provide council with the exact costs required to install CCTV for the whole length of Dean Street.

“It’s important that we are armed with all the facts and figures to understand the full picture before a final commitment is made,“ he said.

“This process will give us that information and assist council to determine any planned provision of CCTV.”

RECLINING back in his chair at the Albury Blood Donor Centre, Andrew Pullin looks calm, relaxed, and happy to help.

And so he should.

Mr Pullin is just donating for his 400th time, helping save hundreds of lives over the years with his blood and plasma products.

He is the first Albury Blood Bank donor to hit the 400 mark.

Mr Pullin said he first rolled up his sleeve for the cause around 30 years ago when he was still a teenager, after a friend whose parents were regular donors took him along to the Blood Bank one day.

He has been coming back ever since.

Moving across Australia hasn’t stopped him either, with Mr Pullin donating from Adelaide, Brisbane, and now he drops in regularly at Albury.

After 17 blood donations, Mr Pullin was among the first in the country to begin donating plasma.

Now every few weeks the staff at Albury Donor Centre see his cheery face as he comes in to donate the versatile blood component that is full of proteins, nutrients and clotting factors. There is a growing demand from patients for the miracle liquid which is used to make

A total blood donation can take 10 to 15 minutes, while plasma donations can take 30 to 45 minutes, however a visit to the donor centre will take a little longer due to necessary paperwork and information donors need to complete.

But for people like Mr Pullin, it’s a little bit of time that goes a long way.

Having met a Red Cross blood recipient at a function, Mr Pullin says the time is well worth it.

“They are just so grateful,” he said.

Albury Donor Centre Manager Sergio DeMarchi said Mr Pullin was one of many regular donors who helped save lives by giving a spare moment of their time.

He is encouraging residents to consider becoming a donor, with the upcoming cold and flu season expected to make an impact on supply.

And with 400 donations now behind him, Mr Pullin shows no sign of slowing down and hopes he can encourage people to do the same.

STAFF and students at Wodonga West Primary School are expecting to see capital works begin on their grounds soon after waiting more than a year to see any progress.

The school received $3.811 million in last year’s Victorian Budget for projects that will include rebuilding the school’s administration and teaching bases, and a further $650,000 grant to build an Early Learning Centre integrated with allied health services such as maternal and child health.

Last week’s Victorian Budget outlined that the project would be completed by the fourth quarter of 2017, which drew some concerns from Benambra MP Bill Tilley over the extensive length of the project.

However, the school’s community is simply looking forward to seeing the process begin after a 12-month wait.

“We are furtherest down the chain than any others, and are leading the way in position to start straight away,” principal Jocelyn Owen said.

“We’ve got our plans and we’re ready to begin the project as soon as possible.

“We’re extremely frustrated it’s not happening quicker than this.

“We have to go through the cumbersome DET process.”

The school is also sitting on $650,000 in state funding from the Children’s’ Facilities Capital Program for its Early Learning Centre that is expected to be built by March, 2017.

“One project can’t start without the other, some of the integrated space is shared,” Ms Owen said.

Ms Owen said having new infrastructure was “immensely” important for the school community.

“It’s positive and uplifting just to have modern and ecofriendly, climate controlled, innovative teaching spaces that are fresh and new.”

A Department of Education and Training spokesman told Albury Wodonga News Weekly that the school can expect to see works start this year.

“The department and an ar-

chitect have been working with Wodonga West Primary School to develop an asset management plan to ensure it gets maximum value for school infrastructure upgrades from the $3.81 million it received in the 2014-15 State Budget,” he said.

“The asset management planning process gives school communities the flexibility to plan infrastructure upgrades which best meet their needs.

“Detailed design is proceeding and construction will occur later this year.”

While the new Victorian budget has brought the estimated completion date for the school’s project forward by a year, the school community will be expecting the Victorian Government to keep its promise.

Early exposure to law LOCAL families learnt more about the law on Friday evening as part of National Law Week.

Channelling Sherlock Holmes, the children helped to solve a grisly murder at the LibraryMuseum.

Families were able to step into the shoes of a crime scene investigator and collect and process evidence from a murder and help solve the mystery in this fabulous family evening.

Some of the children even got into the spirit with fancy dress, enhancing the fun of the night.

Not quite perfect Pitch Perfect 2 (M) Starring: Anna Kendricks and Rebel Wilson FART joke humour, cheesy musical numbers and sequels aren’t often conducive to good film-making and yet, somehow the combination just kind of works in Pitch Perfect 2, directed by Elizabeth Banks (Effie in the Hunger Games) - at least enough to provide some good laughs and have you still there at the end.

Let’s face it, a movie about an all female acapella group (or its sequel) was never going to win an academy award but this is fun escapism kind of at it’s best with a subtle message of moving on and believing in yourself and light digs at misogynists. This is what Glee would be like with better acting and Seth Rogen in charge.

While the satirical humour

occasionally hits you over the head like a blunt instrument, for a change the message doesn’t.

It’s not preachy, it’s just fun and you know it’s fun when an audience (multi-generational) stands up and claps at the end.

The Bellas a capella group of the first movie are now winners of multiple national titles but an on-stage costume malfunction in front of no less than the US President sees them spiralling towards oblivion and only winning the world titles can save their bacon.

The script benefits from the fact that it was written by 30 Rock veteran Kay Cannon and that, well, it’s a cute idea with a quirky cast. While Ana Kendricks and Hailee Steinfeld are the main stars, Australia’s own Rebel Wilson steals it totally as Fat Amy. Director Banks probably should have reined her in a little though - her quips are

cute and cleverly inappropriate at times but they do become slightly overpowering after a while. But her over-the-top version of “We Belong to the Night” was laugh-out-loud funny!

The surprise was a cameo

by SBS darling Birgitte Hjort Sorensen (a long way from her role in Borgen or on the West End in Shakespeare’s Coriolanus with Tom Hiddleston) as one of the leaders of the world dominating German group who the Bellas must beat to win. She was fun and intimidating even if the group was a stereotype of epic proportions.

But this is a slightly cheesy, feel-good, laugh-out-loud movie with a good heart that doesn’t make you cringe too much and there is no other way to describe it than fun.

DIY makeovers on the rise THEY call it “reality� television and shows such as House Rules, Better Homes and Gardens, and, of course, The Block, have certainly fuelled our enthusiasm for DIY. The recent screening of The Block, where four apartments in an inner Melbourne suburb were auctioned off, drew strong interest nationally.

The popularity of DIY has increased significantly as a result of our interest in such home improvement shows - and hardware and building supplies stores are reaping the benefits.

Business information analysts Ibisworld released a report earlier this year showing their revenue was up, thanks to the increase in renovation projects and DIY. The report said the almost-6000 businesses in the sector had shown annual growth of about 3.5 per cent over the past five years with the past two financial years in particular helped by “greater expenditure on DIY renovations and home improvement projects�.

But while these homeowners think they are adding value to their homes - and some are - there are many pitfalls for the amateur.

Sub-standard DIY work can not only make a poor first impression, but have buyers worrying about

what else has been badly done.

Among the problems agents say can make a notably bad impression: poorly fitted kitchen or bathroom cabinets, poorly fitted carpets, visible wiring and a below-average paint or tiling job.

But if you are planning to DIY, take care, as there’s a range of implications. Not all are financial; there’s a need to make sure that the work is safe to undertake yourself.

And even DIY done well will not add value if the home is overcapitalised - that is, more spent on it than could be recouped in a sale - or if the amount spent is more than people are willing to spend on homes in the area.

Work must be done well, which means being sure you have the skills and experience for the tasks and, if not, hiring professionals to do it. It is not cost-effective and is potentially dangerous to attempt work such as wiring. While this may seem expensive, it can boost the price of your home.

Before starting, it’s worth researching the price of renovated homes in your area that are of a similar size, to check on the potential value of the renovation. Then you’ll be able to proceed, and ensure that you make a significant return on your investment.

LAVINGTON is second on the Ovens and Murray Football League ladder after a decisive 63-point victory over North Albury in their round five clash at Bunton Park, North Albury on Saturday.

Despite being ahead by just three points at the end of the first stanza, Lavington kicked home strongly to win 14.14 (98) to 4.11 (35), kicking nine goals to two in the second half.

Points were scored around the Lavington side in a team effort which saw six goal scorers, including four to Adam Prior.

Andrew Dess kicked three with two apiece to Tom Yensch, Jack Nunn and Jay Banks.

Competition leaders Albury continued on their winning way with a 10-point win over Wodonga Raiders at Birallee Park, Wodonga 10.7 (67) to 8.9 (57) to move to 20 points, four points clear of Lavington and Wondonga.

In other games Wodonga 10.9 (69) defeated CorowaRutherglen 8.7 (55) while Yarrawonga proved too strong for Myrtleford 15.10 (100) to 6.9 (45) and Wangaratta defeated

Young Albury rider takes out Dirtberg IN THE tradition of the tough European spring classics, Albury Wodonga ran its annual version of the famous Paris Roubaix over a short but challenging course, with the winning rider to hold the Dirtberg Rock Trophy aloft.

It was a day for the hardy, for young versus experienced, rider against the elements, mental as well as physical strength, and the crowning of a new Albury Wodonga Dirtberg handicap champion.

North Eastern Osteo Health Development team rider, Josh Bankes took home the Dirtberg RockTrophy, finishing atop the Sirls road climb in first place, 33 seconds in front of top national mountainbiker James Downing.

The Dirtberg race is a unique event. Short at just 21.5 km, but as the faces of every rider crossing the finish tells you, it is a truly tough ride, with a guaranteed 40 to 45 minutes of pain, concentration and near maximum heart rate.

Starting in Bethanga on the bitumen, the race heads along Weir Road and towards the golf course, for 10 kilometres of undulating roads where riders try to best position themselves and their group for the final 11 kilometres where the race is decided.

The final section is dirt, or in the case of Saturday a mixture of clay, dirt, gravel and mud, to make the day that little bit tougher, both on the bike, and cleaning them afterwards.

pure strength favours the bigger riders, until a couple of kilometres in, the road tilts upwards.

The rise in altitude is made harder by small undulations, and corners that give a hope of recovery, but prove to be equally testing as riders start selecting smaller gears, chasing smoother sections of the road, testing their courage on the cornering, and putting on accelerations on each rise.

It becomes a race of attrition and any bunches that entered the dirt start to dwindle to single riders or pairs.

It was no exception on Saturday. Josh Bankes had a handy group of limit riders and with a fourminute advantage to the block bunch and another two minutes to scratch it was going to be challenging for the elite riders to make up the time.

In the end it was pure strength from Josh on the final climb, mixed with smart riding from his group that made the difference. Geoff Damm who finished in third place guided the group through the flatter sections, keeping the power down, with support from fourth-placed Jason Keogh who had made the trip from Mt Beauty.

As an under 17 rider, on junior gearing Josh rode smart, supporting on the uphills and letting the older guys drive it on the flatter sections, setting him up perfectly for the final steep ascent.

At the back of the race, James Downing had successfully ridden the block bunch off his wheel on the early part of the climb. A puncture to fellow scratch rider Aaron Moffatt didn’t assist the cause, but it is doubtful that made the overall difference.

Despite his strength, clinical bike handling on the dirt, and smashing up the final part of the climb, James Downing couldn’t quite close the gap and had to go home satisfied with taking out fastest time in 39.55 minutes.

A well-deserved win to Josh Bankes, and an enjoyable if tough day out for those who dared brave the cold, wind, wet and muddy roads.
