FROM London model to Geelong’s lady mayoress, Elissa Friday has traversed the globe for love.

The raven-haired English beauty has finally settled in Geelong after long months apart from fiancĂŠ Darryn Lyons, with the lovebirds making a home together on Western Beach.

But, as the new edition of Geelong Coast magazine (GC) discovers, Elissa is much more than just a very pretty face.

She’s also a qualified chef, a keen observer of politics and, now, a student of journalism at Deakin University who learns Mandarin in her spare time.

Elissa tells GC about her background, her goals for the future and her relationship with Darryn, including their first date. “He invited me to lunch at the Royal Berkshire Polo. I thought lunch for the first date was a wonderful idea,â€? she says. “He was an absolute gentleman throughout the day. “He then went away on a pre-planned holiday and ‌ we went to dinner on his return – nothing else than dinner, may I stress – and here we are years later.â€?

By NOEL MURPHY GEELONG’S needy could miss out on $500,000 a year with the departure of Alcoa, Ford and manufacturing workers to redundancies, warn the city’s leading welfare providers.

But a multiplier effect on Geelong’s social services from the loss of manufacturing industry support could worsen the impact, according to Give Where You Live, Karingal and Deakin University.

Give Where You Live chief Bill Mithen told the Independent his charity would immediately lose $250,000 a year when Alcoa closed on 1 August but the figure could reach $500,000 after other manufacturing jobs disappeared.

The charity cuts come as Ford sacks 120 Geelong staff this week, the city’s food relief struggles to meet demand and Give Where You Live assistance is almost double that of last year.

Alcoa is poised to sack 800 staff in August. “The reduction in income comes at a time when we expect that the requests for grants from community organisations will increase,� Mr Mithen said. “This (financial) year we received 18 per cent more applications for grants than in 2013. We also received requests totalling 180 per cent of what we will distribute at the end of June.�

Karingal policy and research manager Annette Gill said the “ripple effect� of Alcoa’s withdrawal from Geelong would savage a “whole raft of organisations�. “There’ll be a gap there and that will be felt socially and economically if others don’t step up and help fill the void,� she said. “It’s the social capital. If that’s lost, it will cost the community in economic and social terms.�

TWENTY-METRE high advertising signs on Kardinia Park’s light towers have received the go-ahead from the planning umpire.

The Cats had wanted approval in time for the first bounce this season but entered a protracted tribunal process after objectors heckled the proposal.

The Independent revealed last year the club had fielded enquiries from businesses keen for the football exposure.

An initial application to council included no limit on the height of advertising on the four 73-metre towers.

However, the planning panel applauded council’s decision to restrict it to 20m because of the “potential visual impact on the Geelong skyline”.

Labor uses local death in ‘new low’ on ambos

By Noel Murphy USING the death of a Jan Juc man to score political points on ambulance services was a “new low” for Labor, according to State Government.

The man’s heart attack was one of six incidents the opposition used to attack Health Minister David Davis over paramedics taking more than 15 minutes to reach fatal cases.

Opposition health spokesman Gavin Jennings said the Government

had refused to investigate the six cases, instead taking aim at “hard-working paramedics” and refusing to take the deaths seriously.

“There is a family in Jan Juc who simply want answers, not excuses, but they’re relying on Victoria’s worstever Health Minister,” he said.

“Six families are mourning the loss of a loved one but Mr Davis just wants to play politics.”

Mr Davis lashed back, telling the Independent one incident involved a

suicide that was reported to 000 only after the body was found.

Mr Davis said the opposition should be ashamed about becoming “the public mouthpiece of the militant ambulance union by exploiting cases of family distress in pursuit of a political campaign”.

“There are factual errors in a number of the matters compiled by the union and put forward as fact by Mr Jennings,” Mr Davis said.

“I remind him that the union has

used him to provide specific information about people in remote communities, which may well lead to their identification.

“Several of these matters have a deal of sensitivity and I am concerned their public airing will cause further distress to the families involved.

“Shame on Gavin Jennings if he was aware of this background information and still chose to do the union’s bidding by publicly highlighting it in parliament.”

Ms Gill said Alcoa had helped Karingal’s BacLinks program with sponsorship of community events, donations and volunteers. The company also assisted in the employment of people in a range of enterprises and activities.

“It’s not just the chequebook but the other assistance it provides.”

Nava Subramaniam, director of Deakin’s Centre for Sustainable and Responsible Organisations, said the departure of Alcoa and other employers presented “hidden costs and loss of benefits” still difficult to quantify.

The withdrawal of support services could also adversely affect the wellbeing of Geelong volunteers if they lost their sense of purpose, Professor Subramaniam said.

Welfare groups would have to refine their operating strategies, she said.

“They have to develop more sustainable sources of funds grants alone won’t make it. They need to become more entrepreneurial and develop new techniques like crowd sourcing.

“They must be cognisant they’re not feeding off the same sources of money and understand the profile and their current and potential donors.”

Mr Mithen said Give Where You Live was seeking more engagement with small-to-medium-size enterprises to bolster its contributions and loaned executive program.

All parties acknowledged Alcoa’s extensive contribution to Geelong over the past 50 years.

BRIGHT yellow Sheriff’s Office bunting around the clamped rear wheel of a silver Hyundai on central Geelong’s Corio St grabs the attention of passersby.

“Been there for weeks now,” one tells me as I look about the weatherbeaten 1995 Excel sedan.

“The council must be missing out on heaps of revenue. And parking’s tight around here, it’s always hard to find a spot, so people are missing a park every day.”

At two dollars an hour, that revenue would be almost $350 for the month. But the car might have been there longer.

According to the Sheriff’s Office, the clamps would have followed a lengthy process in which

outstanding fines were unpaid.

“Say you get a speeding fine, you get 28 days to pay, there’s probably a bit of a pause maybe after another 28 days a reminder is sent out then another 28 days, then a warrant,” a sheriff’s spokesman told the Independent.

“With people who have had warrants, it’s typically been six to eight months and they haven’t paid the fines or made contact to pay by instalments.”

For a car that’s effectively abandoned, it’s in surprisingly good order. It still boasts all its wheels and appears to have suffered nothing worse than longterm weather exposure.

Inside, a faded turquoise baby seat sits alongside various junk including what appears to be an

upturned parking ticket on the front floor.

Autumn leaves in the gutter are jammed against the car’s tyres, windscreen wipers are rusted and the sharp incisors of the metal clamp on the back tyre look menacing.

Overall, it’s a bad look. But just how long the car will stay is unclear.

“If a vehicle has been clamped and the outstanding amount is not paid and no payment arrangement is entered into, the vehicle can be detained on the spot by the Sheriff’s Office to be sold at auction,” Sheriff of Victoria Brendan Facey said.

“The money from the sale of the vehicle goes toward paying the outstanding amount.”

City’s Creek charges attacked

By JOHN VAN KLAVEREN CITY Hall’s Armstrong Creek plans have come under attack again, this time from a group of Horseshoe Bend landowners and developers.

The landowners, included in Armstrong Creek’s largest precinct, have objected to the level of developer contributions council wants from them.

The Independent revealed last month that council had lost a battle with supermarket giants Coles and Woolworths

over the design of Armstrong Creek’s town centre.

The 640-hectare Horseshoe Bend precinct is bounded by Surf Coast Hwy, Geelong’s Ring Road extension, Barwon River floodplains and Armstrong Creek’s east precinct.

The precinct includes commercial, mixed use, residential and recreation zonings. The objections were heard at a planning panel that wrapped up on Wednesday.

Objectors claimed council’s commu-

nity infrastructure levy should cover the $8.4 million for a bowling green, an athletics facility, playgrounds and a multipurpose stadium.

They also argued that land for a Powercor sub-station, transit corridor and wetland should be publicly acquired.

The landowners disagreed with the apportionment of four $23.4 million road intersections included in the precinct but shared with other zones in Armstrong Creek.

Matt Ainsaar told the panel the developer contributions plan for Horseshoe Bend was consistent with other precincts in the overall development.

He said the plan was “in line with expectations for development contributions in a regional growth area” and the type, cost and scale of infrastructure was “generally in accordance with accepted practice in Victoria”.

Residents of other precincts would use facilities paid for by developments in Horseshoe Bend whose residents would in turn use facilities in other precincts.

“In my opinion, this is an equitable and practical approach,” Mr Ainsaar told the panel.

“Council’s position is that developers are responsible for the funding of collector roads as part of subdivision development.

“This approach is consistent with (developments in) Jetty Rd, Lara West and across Armstrong Creek.”

Mr Ainsaar said the developer cost of roads, drainage and recreation facilities resulted in a levy of $855 per lot, just under the $900 cap.

Volunteers wanted as learner drivers begin road to Ps $1.5m building set for Latrobe

VOLUNTEERS are the next target of a program helping teach disadvantaged youths to drive after a Geelong dealer provided two free cars this week.

Winter and Taylor donated the vehicles to the L2P learner driver mentor program, which has put almost 5000 participants on the road around Victoria.

The program helps L-platers without access to a vehicle or supervising driver, providing both free of charge so they can accumulate 120 hours of driving experience for their P plates.

Winter and Taylor Motor Group’s James Morphy said the company was happy to help.

“Road safety and good driving habits are something our business is keen to promote and this is just one small way we can do this,” he said.

“We want the young people of Geelong to have every opportunity to learn to drive in a safe, reliable vehicle.”

State MP David Koch and Liberal candidate for South Barwon Paula Kontelj praised Winter and Taylor for its generosity.

Ms Kontelj said the program was now after experienced drivers to volunteer.

Diorama’s rare view of early town

By NOEL MURPHY IT’S A LONG time since any diorama of Geelong has looked as curious as the five-panel masterpiece of architect John Stuart Jackson.

The 1891 pentaptych, previously a fixture at Geelong Historical Records Centre, is moving to City Hall, offering visitors a unique view of old Jillong from Eastern Park to the You Yangs.

An extraordinarily detailed panorama, it shows buildings, shops, roads, the waterfront and utilities in all their complexity but also with an unusual drafting perspective in which vanishing points seem to shift about as if under a moving lens.

The monochrome pen and ink original, measuring 2.5m by 30cm, has been photographed and blown up to expose its detailed rendering, depicting everything from chimneys, fountains, roads and rooftops to a billiards room and a brewery.

Heritage centre director Mark Beasley said Jackson was a mysterious but well-connected figure in 19th Century Geelong.

He worked as an architect, designed alterations for the Exhibition Building of the day to become more of a theatre, built Anglesea Hotel and worked on numerous projects before being declared insolvent in 1889.

In between, Jackson married Alice Victoria Parker, daughter of Richard Parker, who founded an

extensive ironmonger business in Geelong.

Financial difficulties presumably led to his arrest over a dud cheque in 1890 and the following year Jackson relocated to Perth, with the assistance of friends, to try improving his fortunes.

His wife remained this side of the Nullabor, running hotels at Anglesea and Torquay.

Jackson’s diorama, which will hang in City Hall’s councillors’ lounge, was titled Geelong from Sheehans Terminus Hotel 1891.

Council ‘blocks’ stop circuses Circuses attack Surf Coast ban

By NOEL MURPHY CITY Hall obstacles are stopping circuses performing in Geelong, according to booking agent Raymond Deller.

He lashed out at council for using spurious reasons to deny circuses access to venues such as Belmont Common, Seagull Paddock and Kardinia Park.

The volunteer agent, who works with several travelling circuses, said City Hall’s preferred venues at Geelong Showgrounds and Corio’s Sutcliffe Reserve were poor alternatives and claimed staff had denied him meetings to discuss the issue.

Geelong-based Circus Royale owner Damian Syred backed Mr Deller, saying City Hall “just doesn’t want to give us a ground”.

Council denied him access to Belmont Common and constantly steered his circus toward the showgrounds, which were constantly difficult to schedule, Mr Syred said.

“It’s a shame we miss out going to Geelong – we’re based in Geelong.

“I think maybe we should look elsewhere, pack up and go somewhere that wants us.”

Mr Syred said the problem went beyond Geelong and the Surf Coast, with numerous councils slipping circus bans through without public input.

“It always astounds me that councils are even in a position to censor circuses without the public having more of a say.

“People are wondering why we don’t come to town. Take the Surf Coast (council) – they snuck it in on the agenda but didn’t contact one single circus to put our side of it.”

He said the showgrounds was an excellent venue for circuses, with all the necessary facilities including animal enclosures.

The 14-hectare Sutcliffe Reserve site, on Plantation Rd, had high visibility and easy access from Geeong’s ring road, with around 24-thousand cars passing daily, he said.

Council expected at least two more circus sites to become available within the next 12 months, Mr Jane said.

CIRCUSES have hit back at Surf Coast Shire’s ban on caged animals performing on council-owned land.

Circus Federation of Australia said circuses operating locally were licensed in Victoria and complied with a strict compulsory code of practice for their animals.

The federation has urged the public to contact Surf Coast against the ban.

“Animals in well-run, modern-day circuses receive first-class care and live in large, enriching outdoor exercise enclosures and comfortable night quarters,” the federation said.

“These enclosures are larger than required by law and are comparable to that of city zoos.”

Surf Coast banned caged-animal circuses on the grounds that circus life was incompatible with the physiological, social and behavioural needs of exotic animals such as elephants, large cats and monkeys.

“Performing circus animals are kept for prolonged periods in close confinement, in artificial social groups and are continually being transported between circus venues for the duration of their performing lives,” Cr Margot Smith, an RSPCA director, told council.

“The life of a circus animal leads to stress, boredom and often results in abnormal behaviours such as repetitive pacing or swaying.”

But the federation said animal welfare should not be confused with “animals rights extremism”.

Federation treasurer John Le Mare said the ban was odd because an RSPCA director spearheaded it depite the RSPCA helping draft the federation’s code of conduct with animals.

“The RSPCA’s position is that they do not like circuses but they have inspectors who come to all circuses, without notice, and we have not had a single infringement in the last 10 years.”

The Deakin University research into a super-speed stem cell growth device could begin helping seriously-ill patients within a few years.

Deakin hopes the technology will boost recovery times for transplant patients needing stem cell treatments.

Researchers at Deakin’s Institute for Frontier Materials (IFM), in Waurn Ponds, have been working with Geelong biotech company Cytomatrix and

Monash Institute of Medical Research to develop the speedculture device.

Dr Cynthia Wong, who coordinated the biology effort, said the device could be available in one or two years, with cell products manufactured for clinical trials soon after.

Cytomatrix is raising funds for the project.

Less than .1 per cent of umbilical cord blood contains stem cells that can be used for therapy, underscoring the importance of the research breakthrough.

“One of the most important aspects of our research is that we’ve devised a way to expand

the number of suitable stem cells substantially in only an eight-day incubation period,” Dr Wong said.

“We’ve been working at small scale but, now we have the know-how, it’s just a matter of getting the systems in place for scaling up.”

Associate Professor Mark Kirkland, chief scientific officer at Cytomatrix and team leader in biomaterials at the IFM, said the research would help to reduce transplant recovery time from 26 to 16 days.

“This faster recovery time will definitely lead to improved survival rates because around 20 per cent of transplant recipi-

ents die within the first month as a result of fatal infections,” he said.

More than 1000 stem cell transplants were conducted in Australia each year, Prof Kirkland said.

“Cord blood is an increasingly important source of stem cells for these transplants but the limited number of stem cells in cord blood limits its use in adults. Being able to generate more stem cells from cord blood in the laboratory has the potential to make this important treatment option available for everyone.”

A “PUBLIC-USE bookshelf” will offer free reading material as part of streetscape works in central Geelong.

Geelong’s council said the weatherproof bookshelf on Myers St would stock disused books from Gelong library.

“The idea is that those visiting the hospital or waiting for appointments can borrow a book, have a seat and read in the sunshine,” a council spokesperson said.

Acting mayor Bruce Harwood considered the $1.6 million streetscape project, with funding from council and State Government, was a “logical step” to complement St John of God Hospital’s $65 million redevelopment on Myers St. “St John of God has invested heavily in world-class health services for our city.

These streetscape works will complement the new-look hospital and improve access to it.

“Next we’ll be setting our sites on Geelong Hospital.”

A DRYSDALE bypass is on the drawing board six years after the Independent first reported residents’ calls for a solution to their daily traffic-snarl nightmare.

State Government has allocated $500,000 for planning the bypass in the next financial year.

Liberal MP David Koch said the planning would investigate options and develop a business case to fix the town’s “traffic issues”, including a bypass.

“This announcement from the Victorian Coalition Government will identify the best option to improve traffic flow and safety through and around Drysdale, reduce the number of trucks through the town centre and improve township amenity, something I am sure the locals will appreciate.” Mr Koch said.

The town’s peakhour bottleneck at a roundabout immediately west of Drysdale on Portarlington-Geelong Rd emerged as a public issue after the Independent surveyed motorists in the snarl six years ago. Their frustrations prompted the town’s community association to call for investigations of potential solutions including a bypass.

Mr Koch responded in June 2008, calling for the then-Labor government to investigate building a bypass so motorists could avoid the roundabout.

Ferries in year, says Port body

By JOHN VAN KLAVEREN PORTARLINGTON could have its ferry service to Melbourne operating from the middle of next year, according to the town’s safe harbour and ferry group.

President John Rae said a recent $3 million go ahead for upgrade works on Portarlington Pier was a positive sign for the proposed ferry service.

“From talks with Parks Victoria senior management, who are responsible for the work, the project includes provision for piles that would provide the base for floating pontoons for ferry berths.

“In theory, this would allow a ferry service to operate from mid next year while the safe harbour was being built around it.”

The Independent reported earlier this month that a new 175 metre-long, 4.5 metre-wide pier would be built alongside the existing pier. State Government has sought tenders to build the pier.

Mr Rae said the group would make the safe harbour and ferry service into an election issue.

“There’s been no indication of further funding pledge for the safe harbour and ferry from State Government but that may occur during the election.

“We’re hoping for further announcements in the campaign, matching the ALP pledge of $15 million for stage one.

“It will be a huge election issue and the current government has a bit to catch up on.”

“We’ll become involved in campaigning at the beginning of August. We have already held 120 public meetings presenting the ferry and harbour case to various groups.

the score between the parties.”

Mr Rae said the “vital” project would offer a 45-minute trip to Port Melbourne where it would connect with a 12-minute light rail ride to central Melbourne.

The group understood that the Government was examining exemptions for ferries to a Yarra River speed limit, allowing them to dock at Docklands, he said.

Police this week released an image of a man who they believe “may be able to assist” in their enquiries.

Westfield needs Maccas ON THE Queen’s birthday weekend holiday, which was a Monday, I went out in the afternoon to Waurn Ponds Shopping Centre.

When I got out there I went inside the new part that opened just a few weeks ago and saw K-Mart and Coles. They were big stores and there is still a lot more to open at the centre in September.

But I think the best shopping centre in Geelong is Westfield, whose coffee shops are all good I try and go to each one if I get time. The management is good to me as well.

I have quite a lot of friends at Westfield as well as knowing people who work in its shops, the cleaners and all the centre staff.

It will be good for Westfield when two new food outlets open. I hope that down the track the centre gets a McDonald’s, which is what Westfield is missing.

I think this would keep Westfield number one in Geelong.

Paying for the privilege THE FEDERAL Government has decided that education should be free for children up to matriculation level.

As far as I am concerned, the Government has been very generous because it realises we need to have a certain amount of education to hold down a job.

Those who wish to be educated to a higher level should be grateful the Government is willing to give them the money so they have the opportunity to do so. Surely it is not untoward to expect them to repay the money after their salary has reached a certain level, especially when it helps get the Government’s deficit back to a sustainable position.

By Sam Brimacombe A GARDENING job at a deceased estate has become a dive into the music industry for Geelong’s Tim Hulsman.

He told the Independent the odd job provided the inspiration for his new album and its title track, both set to officially launch next month.

“We had to make it look as if people lived there (the deceased estate) and we worked up this idea that there was a ghost in the house watching us and we were working for a dead man, in his garden,” Hulsman explained.

“We started getting the heebie-jeebies when we went to this place.

“We always said it would be a great name for a song, Dead Man’s Garden, so I went home one night and wrote it.”

Hulsman said he had been writing songs since he was 16.

“I’ve always had an interest in being as original as possible but also giving credit to where my influences come from.

“I love that real acousticbased folk stuff and I’m just really interested in telling a story.”

Hulsman described Dead Man’s Garden as full of classic blues, folk and country songs, with slide guitar and haunting

Hulsman said the album was a product of his work with producer Tristen Bird, with whom he developed an instant rapport after meeting at a gig.

Hulsman’s partner, Nina Grant, was also crucial with her

support and vocals on the album, he said.

A distribution deal and backing for a tour were now sending him on the road around Australia to promote the album.

Hulsman said he would launch Dead Man’s Garden at Beav’s Bar on 4 July, with support acts Luke Legs and Famous Will.

IndySport Intrigue of rising Suns

Dredging set to prepare regatta

IT’S AN intriguing match-up for a few reasons.

The established but transitioning Cats meet the up-and-coming Suns on Saturday at Metricon Stadium.

The two share a number of similarities, even down to the competition between their respective stadium sponsors.

It’s fourth versus eighth with little disparity between their average match statistics so far.

And the last obvious connection is that Gold Coast is led by former favourite Geelong son Gary Ablett, the leading midfielder in the competition and with whom most of the Geelong side are quite familiar.

This promises to be a similarly close result to the 2012 round 15 meeting, which the Cats won by 16 points, with margins in three of their previous four meetings blowing out.

Ablett hopes the Suns rise in time for him to snare a third flag, while his former Geelong teammates are working to teach the new brigade to capture a fourth.

One former teammate has quietly filled the vacuum left by the Brownlow medallist. Matthew Stokes is now an elite midfielder.

If that sounds a bit over the top in comparison with Ablett, it’s only because Stokes is flying so far under the radar it’s as though he’s underground.

Just going on the statistics it’s clear he’s in the top 10 midfielders in the league and has been the key in-andunder player as Geelong awaits the return of Allen Christensen and Josh Caddy.

Given his former forward roles, he also has the finesse to finish off his good work.

The Suns missed by three points against West Coast but gained plenty of confidence from their barnstorming finish to almost pinch the game despite a 35-point three-quarter time deficit.

Chris Scott will be wary of the type of game the offensively-minded Suns can bring and will be glad to have Jared Rivers back to bolster the Geelong defence.

Despite the 96-point margin against the Saints, Geelong has relied on defence more than offence this year.

The Suns have not managed to crack triple figures against Geelong yet and if the Cats keep them contained they should have enough firepower up forward to consolidate top four.

Big trout, redfin surprise at Wurdee Boluc Reservoir On the

WURDEE Boluc Reservoir produced exceptional fishing for trout and redfin in the past week.

Jake Connelly worked his way along the east rock wall last Wednesday afternoon when a chunky 45cm redfin latched onto his lure and headed straight for the rocks before it was pulled free.

Michael Evans spent Sunday afternoon casting Fish Arrow Flash J soft plastics, so when his rod loaded up he expected another large redfin. However, he was surprised to land a brown trout of 2.3kg.

Darren Wilson and Gabor Horvath fished Lake Bullen Merri with trolled pink Tassie Devils, boating two 1.5kg salmon. Anglers fishing the bank caught salmon on Powerbait and worms.

The Barwon River around Breakwater hosted excellent numbers of carp to 6kg. Anglers catching these hard-fighters also have the satisfaction

of knowing they are helping the environment by removing noxious fish.

Samuel Allbutt and his three-yearold son travelled to Swan Bay to fish for gummy sharks only to discover after finding a suitable spot in the channel that they’d left the bait home.

They resorted to drifting for squid out the front of the bay, caught two, then returned to the channel where they caught a gummy of 5kg with their fresh bait.

Nearby, Queenscliff Harbour produced silver trevally to 40cm on

Gulp turtleback worm soft plastics in Pumpkinseed colour. The change of tide was the best time to fish.

Squid were also taken inside the harbour on size 2.5 Yamashita jigs.

Jan Juc Beach was excellent for the salmon. Fishing the lead up to high tide around sunrise or sunset provided the best action.

Anglers fishing Jan Juc into the night with bait such as fresh salmon fillet caught gummy sharks to 8kg.

Daniel Baden and I fished Geelong’s waterfront on Saturday afternoon, finding pinkie snapper to 35cm around the old Yarra St Pier area. The most productive lure was once again a three-inch Gulp minnow in the smelt pattern.

Portland continued hosting good numbers of school-sized bluefin fish.

Trolled skirted lures again proved effective when covering a large area of water.

A one-kilometre section of the Barwon River is about to be dredged as part of an effort to retain the Schoolgirls Head of the River event in Geelong.

Member for South Barwon Andrew Katos and council major events portfolio holder Ron Nelson announced the start of works this week.

The Schoolgirls Head of the River regatta was threatened when council and State Government argued about who should fund the $500,000 project.

The Independent reported in September that the Government had refused to help fund the urgent Barwon River dredging works.

The government told the Independent the work required to retain the event was a local responsibility.

The Government refusal was in response to Lara Labor MP John Eren accusing the state of risking the loss of the event because it was “stalling” on the funding.

However, the Government later backflipped on its decision when Premier Denis Napthine announced funding of $250,000, with council putting in $200,000 and Corangamite Catchment Management Authority $50,000.

“This important project will ensure that the Head of Schoolgirls rowing regatta is raced on the Barwon River until at least 2017,” Dr Napthine said.

The Head of Schoolgirls’ Regatta is the major rowing event for school girls in Victoria and one of the largest of its type in the southern hemisphere.

The regatta attracts more than 10,000 spectators and more than 1200 athletes to Geelong over a weekend in March.

The event generates an estimated $2 million in economic activity for Geelong annually and has been held on the Barwon River for 25 years.

The one-kilometre course will be dredged to a consistent depth of 1.9 metres.

Groms facing off VICTORIA’S tiniest surfers will compete at Ocean Grove next summer in a national series to unearth Australia’s next generation of champions.

Organisers said the Wahu Surfer Groms would put the state’s best young surfers on show from 31 January to 1 February.

The Ocean Grove round would be the eighth of 10 Super Groms events around Australia, they said.

Competition categories would begin with under8s and extend to children aged under 14.
