Death toll down By XAVIER SMERDON DRAMATIC decreases in the number of people dying on Western Suburbs’ roads show that they are the safest they have been in several years. The latest TAC road safety statistics were released last week showing that all but one suburb in the West had seen a drop in road related fatalities. The figures, which compare the 12 months to October this year, indicated that Melton had seen a reduction in fatalities of 50 per cent from 2012 to 2013. Wyndham had the biggest decrease after two horror years where nine people were killed consecutively in 2011 and 2012, to see a decrease of 56 per cent. When comparing this year to 2011 the drop is even more dramatic at 63 per cent. Brimbank and Maribyrnong also had comparatively good years, with drops of 44 per cent and 25 per cent respectively. The only suburb where the number of road deaths increased was Hobsons Bay, which went from just one in 2011 to three this year. Chairman of RoadSafe Westgate, which advocates for safer roads and

driver education in the West, Jim Giddings, told Star a higher police presence was behind the shift. “Two things have contributed to this reduction and they are a greater community awareness of issues like speeding and hooning, and a greater presence from the police,” Mr Giddings said. “There is no doubt that when we have a more visible police presence that people do slow down.” Mr Giddings said that the message of road safety was slowly sinking in to young drivers. “Slowly but surely we are seeing results, but it’s a lot of hard work,” he said. “We need to continually work at it to bring the wider community on board and to maintain their interest.” Mr Giddings said the West had a long way to go before it would be able to shake its image as a hoon and dangerous driving hotspot. “I don’t want to paint a bleak picture of the West, but when you look at the impoundment figures, a higher proportion of those are in the Western Suburbs, and particularly Melton,” he said. “Hoon activity is continuing and we need to be more than vigilant.” Hoon drivers can be reported to Crime Stoppers on 1800 333 000.

THE City of Melton came together last week to launch the council’s 2013/17 Disability Action Plan. Community service providers, people with disabilities, their families, carers and Melton City Council representatives united last Thursday to unveil the four-year plan. The council hopes the Disability Action Plan will create an inclusive and accessible community in which all people are able to participate and be valued. The Action Plan identifies barriers to participation for people living with a disability in the municipality and outlines a number of actions to be delivered over the next four years. Mayor Bob Turner said the Disability

Action Plan provided an opportunity for improving accessibility across the city for residents and visitors. “The council is committed to addressing the barriers that people with a disability face on a daily basis and will continue to work towards creating an inclusive and accessible community in which all people are able to participate and be valued,” Cr Turner said. “The plan reinforces the underlying principle that we all share responsibility for ensuring that people with a disability, and their carers, pursue their interests, and have the same opportunities as everyone else.” The Disability Action Plan 2013/17 is available online at www.melton.vic.gov.au or pick up a hard copy from council civic centres or libraries.

GORTON MP Brendan O’Connor has joined the growing list of local politicians to call on the State Government to complete construction of the Caroline Springs Railway Station. “Caroline Springs is one of the fastest growing communities in Australia, yet it is a community with some of the worst access to public transport in Melbourne,” Mr O’Connor said last week. Work had started on the construction of the station but was shut down by the incoming Coalition Government following the 2010 State Election.

“If the Coalition Government had continued to build the Caroline Springs station that had been started by the previous Labor Government, Caroline Springs would have a station by now. Yet, because of the decision by the Coalition Government to shelve this project, all we have is a road to nowhere.” Meanwhile other local politicians have called on the Napthine Government to “come clean” on how fare increases will affect them. Kororoit MP Marlene Kairouz said over the last three years, fares on the Sunbury line had increased by more than 20 per cent and commuters deserved an explanation. “Three years ago Kororoit was promised a quality public transport service but once in office the Liberals abandoned public transport for an $8 billion dud tunnel in the inner city. “By contrast, Victorian Labor has outlined a plan to transform the metro rail network by doubling the size of the city loop and adding five more stations.”

Schools shut by drips By NATALIE GALLENTI-BREKALO A CAROLINE Springs primary school was hit by callous thieves last month and forced to shut its doors. St George Preca Primary School was the target of thieves who stole water meters, leaving the school high and dry. The school and the Catholic Education Office confirmed the closure last week. One parent told Star the school was closed on Monday 25 November. The parent also said this was

the second time classes were interrupted because of similar thefts. This latest incident comes only months after Coburn Primary School was thrown into disarray when thieves vandalised and stole water meters and pipes on the school grounds. Students and staff were forced to use neighbouring amenities after the school was left without water in July, while some parents chose to bring their children home for the day.

At the time Cambridge, Coburn and Watts Residents Association president Nathan Miles said it was “disgusting” that thieves would target a children’s primary school and leave the school without water. “It is such a stupid and selfish act and as a result hundreds of kids have been affected as well as the dedicated staff at the school,” Mr Miles said. Melton Police recently called for public assistance saying water meter thefts continue to be a problem

across Melbourne’s West. Detective Senior Sergeant Barry Jenks said while a number of offenders had been charged in relation to a spate of thefts, they continued to occur throughout the municipality and neigbouring areas. He said scrap metal dealers are refusing to purchase these items and it is hoped this will result in making it less attractive for offenders to steal them. Three wanted after scooter assault By NATALIE GALLENTI-BREKALO MELTON Police are appealing for witnesses to an assault on a female victim riding a motorised scooter last month. The alleged attack took place close to 129 Station Rd, Melton, and is believed to have occurred at around 8pm on Wednesday 27 November. Detective Senior Sergeant Barry Jenks said three men travelling in a dark-coloured 1980s Holden Commodore, assaulted the female in an unprovoked attack. Anyone with information should contact Detective Senior Constable Jackman from Melton Police on 9747 7999. Meanwhile, three teenage girls were recently involved in a police pursuit on Gourlay Rd, Taylors Hill. The incident occurred on 29 November when a 16-year-old girl female from Burnley and two 15-year-old female passengers became involved in a pursuit with police. The car pursuit continued onto the Western Highway, Western Ring Rd, Tullamarine Freeway and ended at Albert Park Lake. Police quickly arrested two of the girls, while the third attempted to escape by jumping into the lake, however she then surrendered to police. All three have been charged with theft of a motor car and the driver has been charged with traffic offences. On 30 November police intercepted a vehicle in Gourlay Rd, Taylors Hill, and recovered a quantity of amphetamines. An imitation firearm was also located and seized. A 25-year-old Taylors Lakes man has been charged with possessing a drug of dependence, possessing an imitation firearm and possessing a prohibited weapon.

Police draw the line on crooked drivers By NATALIE GALLENTI-BREKALO DRIVERS across Melton and Brimbank now have nowhere to hide as new BlueNet police cars hit local roads. Sergeant Andy Oakley from Brimbank Highway Patrol told Star the new car, which is fitted with automatic numberplate recognition camera systems, means wayward drivers now have no escape route

and will be nabbed for any infringements. Sgt Oakley said the new cars, with cameras mounted on the front, rear and roof, can rapidly scan every moving, stationary and parked vehicle they pass, detecting suspect drivers and vehicles almost instantly. The cameras can also scan numberplates and alert the police driver every time an unregistered car or an unlicensed driver is passed. They

can also identify stolen cars and drivers with outstanding fines. Sgt Oakley said four of these project cars have been unveiled across the state and are now in use in Geelong, Shepparton and Frankston. “Eventually if project cars work ... the days of driving around without a licence or registration are gone,” he said. When launching the innovative

cars in October, police minister Kim Wells said the one BlueNet patrol car that has been operating since December last year, in a pilot program, had detected 17,794 road offences. “BlueNet vehicles are another tool police will use during the Christmas and New Year period to detect and remove those who, for a range of reasons, shouldn’t be on our roads,” he said.

A SPATE of impounds on Melton roads last month has left police questioning driver behaviour once again. In one incident a 21-year-old male from Roxburgh Park had his Ford Fairmont sedan impounded on 20 November after he was observed deliberately losing traction turning from Melton Highway into Gourlay Rd, Hillside, and was then clocked travelling 110km/h in a 60km/h zone. A 23-year-old male from Laverton had his Holden Calais sedan impounded on 18 November after being detected at 118km/h in a 70km/h zone on Hopkins Rd, Rockbank. Meanwhile a 28-year-old male from Kurunjang had his Holden utility impounded after he was observed doing a burnout leaving an address in Darlingsford Blvd, Melton, on 17 November. The male performed the manoeuvre in front of an unmarked police car, leaving approximately 35 metres of skid marks on the road surface. All three vehicles were impounded for 30 days and offenders incurred almost $800 each in infringement notices. And a 23-year-old probationary driver from Kurunjang will be charged on summons with a number of offences after an incident on 24 November in Scott St, Melton.

Stay safe on festive break WITH the festive season fast approaching, Melton City Council is urging residents to stay safe on the roads this holiday season. Mayor Bob Turner has called on residents to drive carefully and not hurry to their destination. “The summer holidays means there are lots of drivers on the roads, driving on roads they don’t travel very often, so please take extra care on the roads during this busy time,” Cr Turner said. “By planning ahead, packing and preparing properly, and allowing plenty of time for long trips you can help ensure your safety on the road.”

The council has offered residents some useful holiday hints including having vehicles checked by a mechanic before travelling; making sure everything is securely stowed when packing vehicles and if towing a trailer or caravan, load heavy objects evenly over all of the axles. Other tips include getting plenty of rest before the journey and trying to drive at times of the day when normally awake. Drivers are urged to take their time and plan for rest breaks every couple of hours and when feeling tired, take a short nap (less than 40 minutes) and if possible, share the driving.

Pet fund keeps love alive By XAVIER SMERDON PETS are important members of the family, so when they are sick and facing an uncertain future, you want to give them the best care possible. For one Werribee woman, however, the best care for her best friend was just simply unaffordable. Helen Kolasinksi is originally from Poland and arrived in Australia from France in 1950 with her husband before working as a wool inspector in a lab in Williamstown. Since then she has lived a full life, and she has always been surrounded by her pets, from German Shepherds to cats until she found her maltese cross shitzu, Musiu, four years ago. His name means teddy bear in Polish and Ms Kolasinksi said she dubbed him that because his hair was fluffy when she first got him. Her husband passed away 10 years ago and her beloved sister who came from Poland to be close with her passed away just two years ago, making her friendship with Musiu even more important. So last month when she found a lump on his back near his tail, she took him straight to the vet. It was found that he had perineal hernia and needed an operation, which was going to cost around $1000. “I’m on a single pension and I just couldn’t afford that much money,” Ms Kolasinksi said. “I don’t even have that much money for myself.” Luckily the Melbourne University and Veterinary Clinic got in touch with the Pet Medical Crisis Fund who agreed to use their small pool

Helen and her dog Musiu are happy to be together again. 111549 of donations to fund the operation. Musiu is now running around Ms Kolasinksi’s house and he is even able to jump up on her lap to keep her company, which has

made her very happy. “He’s all I have in my life now,” she said. “There are a lot of good people in the world.”

MORE than 200 new car parks could be constructed for the Keilor Plains train station if a planning application is approved. Brimbank City Council has received a proposal from the Public Transport Corporation (PTC) to build approximately 220 new commuter car spaces at 2/336 Main Rd West in St Albans. City development director, Stuart Menzies, said the planning application has requested permission to add new car spots to the south of the existing Keilor Plains car park. The PTC has estimated the project could cost around $700,000. The proposal to install new car spaces comes after last month when Brimbank City Council released its Transport Priorities Paper (TPP). The document has been designed to help guide the council’s future advocacy to the State Government and other agencies. A section of the TPP focuses on the need for more car parks at stations located along the Sunbury line. “There is a significant shortfall of commuter parking at train stations,” the report said. “Cars are inappropriately parked in neighbouring streets and on reserves, causing damage to council and railway infrastructure. “This practice is also causing amenity issues and at times, restricting access ways and making areas unsafe for other users and pedestrians. “A review of the supply of commuter parking facilities at all railway stations in Brimbank is required, with a plan for increasing the available car parking to be developed.” The TPP also said the Zone One ticket fare border for Brimbank trains should be extended beyond Albion station. The report said this would make public transport more affordable, spread the commuter parking demands across more stations and create a fair ticket system comparable to the rest of metropolitan Melbourne.

By YASEMIN TALAT IT’S THE last crop of the year this weekend for Melton’s craft loving residents. Once a month Kathy Fynmore from All About Scrapbooking hosts a crop day, bringing all the creative, crafts loving residents of Melton together for a 12-hour crop. For a small price, the group of mostly women come together to create scrapbooks, cards and gifts of all sorts. Ms Fynmore used to own her own scrapbooking shop in Melton South but had to close down in order to look after her elderly parents. But to continue to keep in touch with her customers and give them an opportunity to come together and work on their projects she started the crop days in Melton South. “A lot of people either don’t have the time or the space where they can work on their projects at home, so it’s just a place where they can go,” Ms Fynmore said. Originally starting scrapbooking as a hobby, Ms Fynmore, through her business, now provides other scrapbookers and crafts lovers in the Western Suburbs with an avenue to enjoy their hobby. “It gives them an opportunity to work on their projects but it also gives them a day to socially interact with other women,” Ms Fynmore said. And although occasionally joined by the male craftsmen, who are welcome, Ms Fynmore said the crop days are a nice girls day out.

BUILDERS SET TO WELCOME PERMIT CUTS

BUILDERS’ headaches could be relieved under new building standards announced last week. Builders will no longer need to apply for planning permits to build lower height boundary walls on new homes, thanks to a new Victorian Coalition Government initiative. The move aims to cut some of the red tape to save builders and families time and money, boost house affordability and create reforms that align regulatory standards with today’s building practises. Minister for Planning Matthew Guy announced in a statement that under the new reformed building standards, boundary walls of new homes or extensions will have further setbacks and greater heights allowed without the need for a permit. “The Coalition Government continues to redefine planning and building controls for Victoria by delivering common sense reforms that drive better outcomes. “These reforms will save time and money for builders, councils and Victorian families as they build their new homes,� Mr Guy said. Mr Guy said the new rules will be included into Victoria Planning Provisions and align the law with current building practices while cutting back unnecessary red tape. “This is about bringing our planning processes in line with modern building practices and expectations among home buyers saving everyone time and money,� Mr Guy said. The average height of a boundary wall allowed without a planning permit will be increased from 3.0 to 3.2 metres under the reform.

The maximum height of boundary walls is unchanged at 3.6 metres. Neighbours will be notified of any application to exceed boundary wall average or maximum heights, as per existing requirements.

The increase to boundary wall setbacks will allow for adequate fascia and guttering, and the boundary wall height change will enable builders to use ‘waffle pods’ for laying a concrete slab on the

ground promoting efficiency and reducing waste, meet homeowner desires for higher 2.7 metre ceilings rather than 2.4 metres, and allow the construction of garages under the same roof line as the house.

ISLINGTON SILOS BLUE EARTH GROUP BANBURY VILLAGE CEDAR WOODS PROPERTIES LTD ISLINGTON Silos, a residential conversion of the former James Hood Malthouse and associated silos, in Collingwood’s iconic Islington Street has won the Urban Renewal award for 2013. The complex is protected by a Heritage Overlay in the Yarra Planning Scheme, and the statement of significance for the buildings attributes their historical value to their function and age, rather than aesthetic or architectural value. The Silos offer 21 three-bedroom apartments over 11 storeys. At ground level is a gymnasium and an apartment with a large terrace. Each of the 10 levels above provides two apartments separated by the central lift core.

Two impressive glass penthouses are perched at the ‘crown’ of the silos, creating the illusion of floating forms. The soft curves of the building feature large glass walls, capturing stunning views and lending an ethereal juxtaposition. The spacious floor plans allow for generous airflow and an enviable 360 degrees vantage, ensuring apartments are filled with constant stream of natural light. Although not within an activity centre this site is very close to significant concentrations of commercial, recreation and entertainment facilities along Victoria Parade, Hoddle Street, Brunswick Street and other strip centres. It is also very convenient to a variety of transport routes, schools and community facilities.

DEVELOPER Cedar Woods had a responsibility to ensure the values and features of one of the western suburb’s best urban renewal sites were integrated into the final design and benefited the local community. Banbury Village, Footscray, integrates seamlessly with the surrounding area, while also delivering a variety of housing to meet market expectations. To achieve this, Cedar Woods had to deal with, and manage a host of issues including: a harsh interface on three sides; the condition of the heritage buildings and the extent of the hazardous materials to be dealt with; and a range of

buyer profiles and the specific needs of an eclectic community. The feedback Cedar Woods has had from its customers has been overwhelmingly positive, leading to many referral and repeat sales. The developer believes this is of enormous benefit in the long-run with referral sales, positive local council and government relationships, a high level of staff satisfaction through taking pride in their work and – of course – an enhanced corporate reputation. All of this has helped establish Banbury Village as the premier residential address in Melbourne’s inner-west.

DANDENONG LOGIS ECOINDUSTRIAL BUSINESS PARK PLACES VICTORIA AND MELBOURNE WATER DANDENONG LOGIS has transformed a contaminated, disused site into an environmental showpiece. The 154-hectare industrial business park has received this year’s Urban Development Institute of Australia (UDIA) Environmental Excellence award. The Dandenong Treatment Plant in Dandenong South closed in 1996, leaving behind highlycontaminated soil. In November 2005, the State Government announced a $150 million, fouryear land reclamation project to transform the 180 hectares into a bustling commercial and residential hub. The first land at LOGIS South, to the south of Greens Road, was released in 2009 and LOGIS

North land, between Dandenong Bypass and Greens Road, was first released in 2011. There’s a regional wetland for stormwater treatment, rainwater tanks, native plants and mature trees to promote birdlife and wildlife access to Dandenong Creek, Class A recycled water to every lot, solar hot water and natural ventilation, and mulch made from recycled shipping pallets. There are more than 20 hectares of open space for recreation and LOGIS is the first industrial development in Victoria to introduce T5 energy efficient street lighting. Posts feature twin lamps that activate when the roads are busy and reduce to one active lamp when road usage decreases.

AN EXCELLENT model for future mixeduse development, the concepts used in this particular site have not been seen in the Awards for Excellence submissions before. The emerging trend of apartments above the retail environment has been done well with a clear delineation between residential and retail. Circulation and access have been well handled

with the apartments having separate entry foyers and the loading facilities are entirely within the ground level built form. Rubbish zones were relocated to a concealed section and creating a landscape buffer to adjoining residences. Of particular note were the storage cages which, unusually, were located on the same floor as the apartments, with obvious benefits for residents.

MARRIOTT WATERS VILLAWOOD PROPERTIES VILLAWOOD has worked hard to redesign a very basic stormwater system with a ‘bottom of the drain’ retarding basin, into a well integrated wetland and floodway system. They have taken drainage from two catchments beyond the site and created a major feature of the estate which now forms part of a larger walking path system. Delivery of Class A recycled water was brought forward

through the developer’s negotiations with the local water authority. A temporary above ground tank was installed as a holding tank for residents during peak times until the supply of recycled water became a permanent facility. Over 20% of the site has been devoted to the waterways and parks, the wetlands significantly reducing the risk of flooding in the low-lying area.

While containing all the appearances of a rich, exotic and layered environment, Napoli Park is actually designed to minimise maintenance, for example galvanised steel roofing treated in ‘Liquid Rust’ paint creates a themed effect while being a simple installation. It features art by mosaic artist Davia McMillan, which sit comfortably in the environment.

Jake’s fighting fit By ADEM SARICAOGLU TAYLORS Hill boxing sensation Jake Ellis has never had to work as hard as he has been over the past six weeks. Ellis has been keeping himself busy in preparation for ‘Once Upon a Time in Sunshine II’ - an event he’s not only organising as promoter, but also fighting in himself. Six days a week Ellis will get some training done in the morning before suiting up to run some errands for the promotion. After a long day of gym visits, poster runs, paying bills and ticket drop offs, Ellis then puts his gloves back on once more and resumes preparations for his third professional bout. “It’s just hard in the sense that if I was to promote, that’s all I’d do and if I was to only fight on the night then that’s all I’d do, and obviously I have my school and all that which is

another added pressure,” Ellis explained. “But when you’re doing both it’s very hard. “You’re pretty much, from nine to five, dressed in nice attire going around doing promoting errands, and then once five o’clock hits you have to glove up and become a boxer. “It is very mentally draining and stressful, especially thinking that I’m trying to prepare for a fight when all this other stuff is coming through. But I’m sure it’ll all pay off.” So far undefeated in the ring, Ellis has developed a keen ambition to master the promoting game as well. Ellis’ previous event, his first ‘Once Upon a Time in Sunshine’ promotion, drew nearly 500 people back in August. While that night proved a raging success, Ellis hopes this time around it will be even bigger.

“I was shy by about 30 or 40 people from the joint being full,” he said. “I pulled about 500 people, so there was a lot of real positive feedback from everyone. “It was by far my best promotion I’ve ever done, and that’s why I’ve actually felt confident enough to both promote and fight on the same night.” Ellis’ fight will be the semimain event of the evening, however his opponent for the bout has not yet been confirmed. “I don’t know who I’m fighting, which really doesn’t mean a whole lot to me anyway,” Ellis said. “I don’t really watch or do homework on my opponents anyway. I believe I’ll have an answer for anything that’s in front of me.” ‘Once Upon a Time in Sunshine II’ will be held at the Italia Club in North Sunshine this Friday night.

Four-year-old gelding Forest Fury (Bettors Delight/Forest Glory), taking a concession for Melton-based Zac Phillips won in identical fashion, leading throughout from gate three in defeating Stynz Boy which trailed in 2-01.1, with Eclipseofthemoon (three back the markers) running on late for third when extricated into the clear on turning. Ex-Kiwi mare Our Burning Desire, a five-year-old daughter of Real Desire and Knowing Pocket, brought up the treble when successful in the Warragul Pacing Bowl 25 Years Pace for C2 and C3 class over 1785 metres in a rate of 1-57.8. Joining Hollys Miss Molly on the home turn, Our Burning Desire proved much too strong over the concluding stages, winning by 3.9 metres without being pushed out from the leader. ROCKBANK’S Angela McDonough combined with Long Forest reinswoman Kate Gath aboard seven-year-old Village Jasper/Karara Elle mare Elle Jasper to land the letsgotrotting.com Pace for C1 class over 1785 metres at Warragul in a mile rate of 2-00.9. Starting from the extreme draw, Elle Jasper possied three back in the running line, with Rita Burnett’s Isntshesomething leading easily from the pole. Despite being off the track on the final bend, Elle Jasper motored to the wire to record a runaway victory in advance of All Aussie Star (one/one - three wide home turn) and the favourite My Lishi, a stablemate of the winner which trailed the leader.
