By JOHN VAN KLAVEREN A HIGH risk of blindness in Geelong has prompted a pilot eye test program in the city.

Geelong is one of four areas across Victoria targeted for the Vision Initiative after a survey found that 42 per cent of respondents who noticed changed vision failed to obtain eye tests.

The Victorian Population Health Survey also found that more than 44 per cent of Geelong region adults reported changed vision.

Twenty-one per cent had never had an eye test and almost a quarter of respondents aged over 35 failed to have regular eye examinations.

Victorian Health Minister David Davis said the pilot program aimed to deliver a coordinated approach at a local level to reduce avoidable vision loss and blindness.

“The pilots will integrate into existing health systems and deliver training to GPs, pharmacists and practice nurses to improve identification of people at risk of eye disease and encourage them to have regular eye tests with an appropriate eye-health professional,” Mr Davis said.

“What we learn from these pilots will inform a larger state-wide roll out in coming years.”

Optometrist Rowan Prendergast said the risk factors in Geelong were preventable.

Mr Prendergast said the highest risk group for avoidable vision loss included anyone aged over 40, smokers, diabetics, people with a family history of eye disease and Aboriginal and Torres Strait Islanders.

“Eye tests are covered by Medicare and bulk billed, so there’s nothing to fear,” Mr Prendergast said.

“People should realise that eye tests are part of their general health considerations.”

DARRYN Lyons has won powerful backing in his mayoral campaign, with Melbourne Lord Mayor Robert Doyle saying Geelong needed his “wow factor” over the “safe hands” of Frank Costa’s preferred candidate, Ken Jarvis.

Cr Doyle, set to be Geelong Football Club’s number-one ticketholder next year, described flamboyant Mr Lyons as passionate, tough and relentless.

The former paparrazi boss with a penchant for coloured mohawks was exactly what Geelong needed to boost its fortunes, Cr Doyle said.

“Darryn is deeply committed, passionate and an absolutely fearless advocate for Geelong – I can’t speak highly enough of him.

“I know Ken Jarvis and I have the highest regard for him. He’s very sound, super sound, and I have no complaints whatsoever about him but when I think of Melbourne I think of the businesses and people as my customers and the city as a pool of talent to help them – Darryn would bring a lot to that.

“He won’t be a shrinking violet – he’ll be aggressive, tough and passionate about Geelong. He’s relentless, while Ken is a safe pair of hands.’’

Cr Doyle, who has lived and educated children in Geelong, said the mayor needed to be a salesman who would raise the city’s voice in every forum.

“I’d love to see Geelong as a major voice on the Australian map because Geelong is a powerhouse and Darryn’s voice needs to put it on the national stage. We need passion, ability and a tough nut and, make no mistake, Darryn’s a toughie.”

Mr Lyons told the Independent he was keen to work with Cr Doyle to emulate and build on City of Melbourne’s successes.

“We need to bring our council together and work harder to implement all the good ideas Geelong has.

We need to talk up Geelong and the wonderful place it is to live.”

Nod for chems

A COMPANY has won a green light to continue its controversial resumption of chemical storage activities on a site near homes at North Geelong.

Ward councillor Eddy Kontelj said council legal advice confirmed Teleta Group had existing use rights on the Roseneath St allotment.

Cr Kontelj said the rights included chemical manufacturing, treatment and storage.

Ferro Corporation stored chemicals at the site until 2010 before selling it to Teleta Group.

Teleta has also applied for a

planning scheme amendment to expand operations on the site for blending up to 1.5 million litres of chemicals, including flammable and dangerous goods.

Cr Kontelj said a councillor committee panel would hear the application on 19 November.

The Independent reported last month that angry residents were objecting to the resumption of the storage activities.

Resident Anna Michalik said the ruling allowing the work to proceed was “crazy” because the site suffered spills and odour release problems under the previous owner.

“They were unable to contain the toxic vapour air pollution being released into the neighbourhood, creating an unfriendly workplace area for many adjoining businesses, not to mention the residents,” she said.

“When does this company take responsibility for the toxic asset they have purchased? They must understand that they are liable to clean up this toxic chemical facility, not create a new one.

“Legally, Industrial Zone 1 ... is to provide for the storage and distribution of goods and associated uses in a manner that does not affect the safety and amenity of local communities.”

GOR cash fast-tracked AN EARLY release of hard-won cash for the Great Ocean Road could lead to upgrade works beginning between Lorne and Apollo Bay in the next few months.

Federal Government is fast-tracking $15 million of an election-pledged $25 million into current budget spending, with works set to start early next year.

New Corangamite MP Sarah Henderson said planning was already under way with VicRoads.

The initial $25 million commitment was for $5 million annually over five years but the fast-tracked $15 mil-

“VicRoads has already begun work on the scope of the Great Ocean Road upgrade, which will take two or three months to complete,” she said.

“I will be working closely with the Victorian Minister for Roads, Terry Mulder, VicRoads and the federal Member for Wannon, Dan Tehan, to ensure that key stakeholders such as the relevant local councils and the G21 Alliance, along with the community, can provide feedback on their priorities for the upgrade.

“The upgrade over five years involves road surface maintenance, improvements to roadside cuttings and drainage, restoration of structures such as bridges, culverts and retaining walls, drainage and resurfacing works.”

Elaine Carbines, the chief of regional councils alliance group G21, welcomed a swifter cash flow.

“This will enable significant work this financial year - and don’t forget we also have $25 million from the State Government with $5 million a year for five years,” Ms Carbines said.

“That’s a very significant improvement on funding in the past and the real breakthrough is the Federal Government’s interest and commitment.”

The total $50 million follows a pitched battle over the road during the recent federal poll.

Labor’s former Corangamite MP, Darren Cheeseman, claimed a coalition government would dynamite the road’s cliffs and bring in B-double trucks as he launched overtures to pursue World Heritage listing for the road but declined to pledge cash for improvements.

State Government bolstered the national Coalition commitment when it stumped up a matching $25 million.

$8b for tunnel ‘a dud’ for Geelong

VICTORIAN Health Minister David Davis has congratulated Geelong Hospital for reaching its benchmark for transferring patients from ambulances despite almost 3000 extra emergency department arrivals in the past financial years.

Mr Davis said the transferral of 90 per cent of patients within 40 minutes in 2012/2013 meant Geelong “could have confidence” in the hospital.

Post questioned AUSTRALIA Post’s transfer of Geelong letter sorting to Dandenong could delay deliveries outside the city area by a day, federal MP Sarah Henderson has warned.

Ms Henderson said next-day deliveries were assured within Geelong but she was concerned about a “question mark” over deliveries to other areas in the region.

By JOHN VAN KLAVEREN THE NAPTHINE Government’s east-west tunnel plan is a “dud” for Geelong, according to Lara MP John Eren.

Mr Eren went on the attack as the opposition embarked on an advertising campaign labelling the $8 billion project a waste.

“Mr Napthine’s current $8 billion dud tunnel is not a long-term solution for Victoria and does nothing for Geelong motorists,” Mr Eren said.

“Local public transport is overcrowded and local roads can’t be improved because Denis Napthine is wasting our money.

“Instead of rebuilding our schools, expanding our rail network or removing dangerous level crossings Mr Napthine, South Barwon MP Andrew Katos and the Liberals are wasting $8 billion on a tunnel no one wants or voted for.

“Instead of fixing the crisis in our emergency departments, saving Geelong jobs, investing in Gordon TAFE or fixing congestion on the West Gate Freeway, Denis Napthine and the Liberals are wasting $8 billion on a tunnel.”

Mr Eren said GeeJohn Eren long’s rail network and level crossing upgrades would be incomplete for decades because of the expenditure.

“No one voted for this tunnel and no one voted for this Premier. If Denis Napthine really thinks this is the right project for Geelong and Victoria then he should take it to an election,” he said.

Mr Katos said Mr Eren’s allegation no money remained for other road projects was baseless.

“We’re getting on with the Princes Hwy duplication, the former 4C stage of the ring road, Baanip Blvd, we widened Pioneer Rd and there are plenty of other road projects going on.

“We’re working to get the Great Ocean Rd upgraded because without maintenance we could get slippages and put valuable tourism dollars at risk.

“We’re also building the regional rail link, which will take a percentage of people off the roads.”

Mr Katos said the Government needed to make a start on the East West Link project.

“We’re conscious of having to do the second stage but you have to start somewhere.”

Hospital praised

Boardwalk begins WORK has begun on new boardwalk linking Queensliff’s iconic pier and ferry terminal.

Borough of Queenscliffe said the 125-metre boardwalk would be finished early next month to give visitors on the ferry an “ideal introduction” to the area.

Showdown over wards

MAYORAL candidate Ken Jarvis is on a collision course with Geelong councillors over his policy to eliminate their wards.

Mr Jarvis said he would lobby State Government “strongly” to dump council’s ward-based structure in conjuction with changes to Geelong’s directly-elected mayoral system.

But councillors including acting mayor Bruce Harwood last week emphasised the success of the ward system to a State Government municipal review.

Mr Jarvis said the directly-elected mayoral system could only work within a regionally-based council structure so candidates for mayor could run on a senate-style ticket with a reasonable expectation of support.

“The current system is structurally flawed, with 12 disparate councillors elected based purely on local issues,” he said.

Mr Jarvis is a former Geelong mayor and successful businessman who chairs two local boards and has the backing of city powerbroker Frank Costa.

Mr Katos said all parts of council’s structure would be “on the table”.

“The review will look at including the deputy mayor as a ticket and look at the ward structure,” he said.

“Council ward structures have advantages and disadvantages, as there are to every form of structure.

tion but not a regional focus, while the problem with regional formats is they’re not focused on nuts and bolts in local areas.

“We should go through the process and get community input into what they really want but there’s no doubt we need to change the council structure before the next municipal elections in 2016.”

Former Liberal parliamentarian Petro Georgiou is chairing a separate municipal review “to take a fresh look at the system of local democracy and to explore ways to enable more people to participate as a voter or candidate”.

Cr Harwood said dumping the ward system would leave the community and regional parts of the municipality “feeling disconnected” from City Hall.

“It’s the main reason we fought hard to retain the ward structure.”

Cr Harwood said G21, an alliance

group of the region’s five councils, was already working on regional development with the input of Geelong councillors.

“To say there is no strategic view is false because without Geelong’s input G21 does not exist.”

Cr Harwood said council was looking forward to a new mayor with fresh ideas and enthusiasm.

“All that will be respected. The councillors will get behind the new mayor and support them 100 per cent.

“We’ll have differences in opinion and robust debates but that’s one of the beauties of local government.”

Crs Andy Richards and Tony Ansett also backed the ward system to the municipal review panel.

Cr Richards said “the big end of town’s” preferred regional system would present “great problems”.

Specific areas such as Geelong’s northern suburbs and the Bellarine Peninsula would be left without the support of designated councillors, he said.

“If there are eight or nine all-in councillors, which councillor do (ratepayers) talk to if they come from a different part of the city?”

DISCOVERING an extended family she never knew led Geelong author Jura Reilly to pen a book about one of the most chilling chapters in history.

Ms Reilly’s A Wolf at Our Door chronicles the survival feat of a Lithuanian greataunt and her two daughters when abruptly exiled to Siberia in World War II for 37 years.

A retired English teacher, Ms Reilly said she only made the connection after Lithuania’s education ministry invited her to present English workshops for teachers and students in 1991 and 1995.

“I ended up staying with a cousin because I had no idea I still had relatives in Lithuania. When I met them the story of their exile in Siberia gradually came out.

“Every time I’d see them they would tell me more and they ended up leaving me their memoirs in a jumbled exercise book.”

The story traces back to when an expanding Soviet Union was annexing satellite countries, using their populations as forced labour.

Ms Reilly said best estimates were that some 200,000 Lithuanians were deported, many dying in brutal -50C Arctic weather.

“Essentially it was ethnic cleansing, as we know it today. They were kept moving every few years, wherever the Soviets needed forced labour.”

Ms Reilly said the book began as translated excerpts called Stories from Siberia on an international language learning site, italki.com, where she was an informal tutor.

Thanks to Denis Napthine wasting our money on his $8 billion tunnel, our local roads can’t be improved and Geelong commuters won’t see any new investment to ease congestion on the West Gate Freeway or to continue the Geelong Ring Road to the Bellarine Peninsula.

This $8 billion tunnel also comes at the expense of V/Line users with no money to improve terrible overcrowding and punctuality problems on our trains.

The tunnel is not a long term solution for the whole state and is not a priority for Victorians.

No one voted for this tunnel and no one voted for this Premier. If Denis Napthine really thinks this is the right project for Victoria then he should take it to the election.

Demonstrating her competitiveness, the Indented Head golfer was unhappy with her total but pleased to be out on the greens. â&#x20AC;&#x153;Apart from the score, it was a good day,â&#x20AC;? Sylvia declared. â&#x20AC;&#x153;This is my first masters games and it has been a very good experience. â&#x20AC;&#x153;My game is going downhill but some days I play well and win the competition. Of course, I have good and bad shots, though.â&#x20AC;?

The fit and healthy greatgreat-grandmother walks without assistance but uses a cart to get around the 18 holes she often plays at home club Portarlington. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve played golf here at Portarlington for about 40 years all together. IT WAS one of the most riveting moments of the Vietnam War - hundreds of babies rescued from Saigon by airlift, many in cardboard boxes.

And Grovedale’s Tonya Beechey was right in the middle of the action as a six-month-old “Amerasian” orphan of the bloody southeast Asian conflict.

The events have resounded through her life ever since.

Tonya came to Australia on one of two Qantas jets loaded with more than 200 children of dead or desperate Vietnamese parents seeking a better life for their children.

She had two birth certificates but remains unsure whether either was correct and a mix-up between Tonya and another child left her adoptive parents without the baby they were expecting.

“They were all set to get a little girl from Cambodia but there was a mix-up and she was sent to Canada.

Back in the ’70s things weren’t as tight as they are now,” Tonya told the Independent.

“My plane landed in Sydney and I was brought down to Melbourne. I came with two birth certificates - I’m not sure whether either is mine.

“There are stories and anecdotal evidence from the orphanages that babies were left there and they made up name tags for them because they didn’t have any identity.

“In the Vietnamese culture, people are very patriotic and loyal and I was probably in an orphanage because I was a half-caste. If I was full Vietnamese the relatives would probably have looked after me.

“It’s more likely my father was American, that’s what we kind of worked out. I saw the musical Miss Saigon where the American GI falls in love with a Vietnamese girl - that’s basically what happened to me.

“It’s kind of surreal what happened but I think I was lucky to be put in an orphanage - a lot of babies were killed. If I’d stayed there I can’t imagine what might have been.”

Geelong weatherman Lindsay Smail and his wife adopted Tonya, sending her to primary school in Grovedale and then Belmont High.

Tonya was unconcerned about the mystery of her natural parents.

She planned to visit Vietnam some day but in the meantime was busy with her two children and three step-children.

“I’ve heard a lot of stories from other adoptees on the flights and it’s quite common when they reach adulthood that they have that – the whole identity thing,” she said.

“I’ve never really felt like, that, though. I’ve always wanted to go back and I’m planning to go in a couple of years but as far as I’m concerned I’m pretty much an Aussie and living here with my family I’ve never really worried about it.”

‘Let the public see’ SURF Coast’s council should release an independent report on Torquay’s growth options as soon as councillors have been briefed, according to deputy mayor Rod Knockles.

“You receive a report like that, there’s clearly significant community interest in it,” Cr Knockles said.

“My disposition is that once we’re properly briefed on it and our heads are straight on it, you’d release it to the public.

“I don’t think there’s any reason not to do so.”

C66 release backed Cr Knockles was responding to a developer’s demand in last week’s Independent for the shire to release the controversial C66 planning scheme amendment panel report immediately after receiving the document. The panel concluded hearing submissions over two months ago. Torquay Green said its development plans for the Spring Creek area were sited on land designated 30 years ago for residential growth. The company promised to restore

and protect land around its development, return part of the site to public ownership and develop new community assets such as an art centre, schools and a child care facility.

Community opposition forced Surf Coast’s council to abandon two previous draft plans to open the creek land for development. Cr Knockles stressed he was not favouring any party’s stance on C66 but believed it should be made public.

“I’ve no problem with people asking for the report to made public regardless of their position. My view would be that once council has been properly briefed, after that it ought to be released.”

‘Hands off’ call on watersports

By NOEL MURPHY GEELONG Trades Hall has lashed out at mayoral aspirant Ken Jarvis’ call to resurrect a controversially proposed water sports complex on Belmont Common.

The proposal was hotly-contested more than a decade ago, with the community, politicians and councillors divided over the push for an international-standard rowing course.

The former Kennett government wanted to build the 2000-metre course on flood plains beside the Barwon River at a cost of $9.4 million.

Geelong Trades Hall Council secretary Tim Gooden said Belmont Common and the river were off limits to developers.

He suggested an old cement works quarry at Fyansford as an alternative site.

“The industrialist didn’t clean it up or re-establish the site after

mining, so it makes sense for an elite sport to pay to fix up the mess.

“Remember, most ratepayers and taxpayers don’t row.

“The Barwon River frontage is very utilised by the public and the Barwon Common is off limits to profiteering developers.”

Mr Gooden was also concerned about Mr Jarvis’s calls for additional development along the Barwon River and in Geelong’s waterfront precinct.

Mr Jarvis’s call for lower rates should not be at the expense of services to ratepayers, Mr Gooden said.

However, he generally supported some of Mr Jarvis’s other ideas, including taller buildings in the city centre, a world-class boulevard along Moorabool St, cut-price land sales to bolster Heales Rd’s industrial precinct, a major project for Geelong’s north

and increased support for existing business.

Mr Jarvis said his aim was to improve “community opportunities”, generate jobs and enhance opinions of Geelong as “a vibrant, interesting region going somewhere”.

“However ideas are just ideas if you do not have the money to make them happen and so if we want these bigger plans to happen we need council to stop thinking along ward lines and to start thinking strategically about the needs of the whole of the City of Greater Geelong region.

“One major change that I would want to see is the removal of the $600,000 per ward councillor allowance and that this $7,200,000 thus saved be leveraged by combination with state and federal funding to achieve significant community developments and improvements.”

“Some of our volunteer group are casual and come when they can. Some come weekly, some yearly.

“Our volunteers are often students who join in to get experience. Some are on mutual obligations with Centrelink but have an interest in the outdoors and the environment.

“We work on projects like dune and wetlands restoration, along the coast and along the rivers, so we have some amazing scenery to accompany us.

“There’s lots of variety, although some volunteers have their favourite spots where they enjoy working.

“They get a lot of satisfaction in contributing positively to the environment because it’s an easy way to get involved and make a difference.

“We have a core group of regular volunteers and it becomes a social thing - they make friends, have a chat, share experiences.”

Volunteer Paul Spinks said he was drawn to CVA because it provided an “opportunity to put your

money where your mouth is”.

“As well as being good exercise, the settings are varied beach, bush or parkland - and the other volunteers I’ve worked with have always been good-natured and easy to get along with.

“Plus, you gain knowledge about our flora and fauna as well as the influences on their habitat.

“One of the best things is that at the end of the day you can see the results of your labour and feel rewarded.”

Heidi said volunteering was open to children as young as seven, although parental supervision was required.

“It helps children get into a volunteering mindset from an early age.”

Conservation Volunteers has been operating for 31 years after originating in Ballarat and opening a Geelong office in 1997.

The organisation handles 100,000 days of community involvement annually on about 2000 projects.

CONSERVATION is about a lot more than just pulling out weeds or planting trees, a group of Geelong green thumbs is discovering.

In fact, a conservation volunteer doesn’t even need a green thumb, says regional coordinator Heidi Snow.

“There’s a whole range of activities our volunteers can do and we have projects all over Australia and New Zealand,” Heidi said.

Conservation Volunteers runs the well-known Green Corps, a tourism based project called Naturewise and organises activities such as dingo surveying on Fraser Island, turtle monitoring in Arnhem Land and marine debris surveys at several coastal locations.

Locally the organisation links up with municipal councils, coastal committees and Corangamite Catchment Management Authority to assist with practical, on-the-ground conservation work.

But all projects are open to Geelong volunteers, depending on requirements and skill sets.

“We provide the arms and legs because the organisations we work with aren’t set up to handle volunteers, whereas that’s our main expertise,” Heidi said.

“We have a mini-bus that gets around with our logo on the side, providing transport for our volunteers from Geelong to the project areas, be it the Bellarine Peninsula or Apollo Bay. “It’s easy to join. Volunteers don’t need any previous training,

Letters Keep truckin’ ... out A SIX-MONTH trial banning large transports from using Mercer and Malop streets will be a welcome start by traders, shoppers and visitors to removing them completely from Geelong’s CBD (Independent, 11 October).

It is anticipated VicRoads will be supportive and assist with compliance where large operators ignore the trial and continue to use these routes as a rat run to Geelong’s eastern suburbs and the Bellarine Peninsula. I fully support the endeavours of council in eliminating large transports from passing through the CBD and acknowledge that local and state government funding may be required to completely remove them from the CBD and to establish moreappropriate routes further south.

Although all suitable alternative routes need to be considered, there is a clear opportunity to take transports further south where they will have the least impact on residents. Routes such as along Fellmongers and Boundary roads that offer future road duplication and now grade separation should be given consideration.

It is important to put in place a long-term strategy for at least the next 25 years. To fully implement a workable strategy could cost more than $25 million, so early planning that recognises any necessary infrastructure change is vital.

Understandably, any trial undertaken over the coming period will be negotiated with transport operators, community residents and business owners where some patience should be considered by all parties to achieve the long-term outcomes of freeing the CBD of large transports.

Council neglects city THE IDEA that ward-based funding and the reinvigoration of central Geelong are at odds is without foundation. When will there be open recognition that, while some councillors do some good work, the problem with council’s structure is profound.

This dysfunction is writ large in the embarrassing state of central Geelong, which has everything going for it: beautiful, historically significant buildings, proximity to a north-facing bay and a community that wants to be proud of it.

The popularly elected mayor is not the problem; it is that council more broadly does not function to serve the needs of its community.

To argue some connection between ward-based funding and the performance of the mayor largely missed the point. It is myopic to suggest the city should not be funded over wards.

To solve the problems of the city would benefit the entire region. Economic development research and countless experts support this idea.

The city has been a victim of wilful neglect by councillors who prefer to be re-elected than to act with vision and foresight for the city and, by association, the region as a whole.

against opposition regarding council’s Community Priority Projects system for funding suburban projects (Independent, 4 October). I think his idea to remove paid parking in central Geelong and to initiate a hard rubbish collection was from the heart.

He was thinking about the people of Geelong who would have welcomed both.

If the cost in loss of revenue would have affected the Community Priority Projects system something else could have been worked out. I don’t believe it was the real reason the paid parking issue was shelved. I think council was too greedy to let go of the revenue.

The story seemed to suggest that only projects bringing money to the city would be considered for the Community Priority Projects system. It sounded like money was the only factor council cared about.

If that’s what council has become, Mr Fagg should be reinstated and surrounded by people who want to work with him for the community, not just for profit. If I had asked Mr Fagg to replace or repair the toilets in Johnstone Park or behind Geelong West Town hall, it would have been done by the end of the year. We would then have heard the deafening applause of parents, children and grandparents from all around Geelong.

The same people must wonder why the hell council is spending so much on sports facilities when we have plenty already but the public toilets are a mess.

Refugees remembered THIS Saturday is the 12th anniversary of fishing boat SIEV-X’s sinking in international water close to Australia, killing 353 people in the worst maritime tragedy in our region since World War 2.

Most of the dead were women and children refugees from cruel regimes in Afghanistan and Iraq who had travelled in some instances for years to find somewhere safe to live.

To keep alive the memory of all who died, a simple memorial service will be held at midday Saturday on Cunningham Pier. It will be a time of quiet remembrance, prayer and reflection, with flowers and paper boats for each person who died cast on the water.

This service will be sponsored by Geelong Interfaith Network, the Surf Coast Branch of Rural Australians for Refugees and Geelong Refugee Action and Information Network. A warm welcome is extended to all interested people.

Fight over funds a lesson for vote COMMENT John Van Klaveren I LIKE Keith Fagg.

He’s a decent bloke, his heart is in the right place and he has a good business track record.

As a journalist, I’ve had some great conversations with him. I’ve always been straight with him and he with me.

That’s a good start for anyone embarking on public life but, as it has transpired, it’s not enough to handle the vagaries of the directly elected mayoral system we have been supplied.

Mr Fagg became the middleman in a tug of war between business and lobby groups and council itself. The consequent stress on him was too much.

Council’s ward priorities funding system has become a red herring in all of this. The bottom line is that the money is council’s and council can spend it as councillors see fit.

The system began as a means of internally redirecting council funds into wards and away from the city centre. The money was always aimed at council infrastructure, with ward councillor input.

Council’s mistake was to allow a purely internal funding protocol to be subject to increasing outside influence.

Council now has a choice: take the system public, complete with guidelines and application system, or take the funds back inside as they were originally.

The arguments about transparency and accountability only apply if the system becomes public.

What we have at the moment is an evolved hybrid that is neither one nor the other.

Expectations have grown to the point where organisations with no claim to the funds are protesting they don’t get a look in.

That’s either greed or naivety because the money was never intended to fund their programs or projects, worthy as they might be.

It’s also a bit rich because some of them are sitting on substantial financial reserves, have moneymaking divisions and earn state and federal funding.

The real issue for our $500,000 mayoral by-election revolves around what we have learned from all this.

Will we make the same mistake? Or will we lower our expectations and understand that a directly elected mayor is not the prime minister of Geelong.

Blundell missed out on a senate seat as Katter Australia Party’s star candidate. The popular singer/songwriter was kept from office amid a big swing against the party’s Stetson-wearing namesake, Bob Katter.

Blundell, a 48-year-old from Katter’s home state of Queensland, will play at North Geelong’s Sphinx Hotel on 26 October.

He forged his mark on Australian country music in the early ’90s on the back of successful single Way Out West, which he recorded with rock star James Reyne.

The song featured on Blundell’s 1992 album This Road.

By the end of the decade Blundell was Australia’s best-selling country artist, with albums such as 1993’s Touch of Water and 1995’s Earth & Sea under his belt and buckle.

Foreigner fun ENGLISHMAN Charlie Baker seemed an innocuous foreigner to the characters of The Foreigner who failed to realise he was collecting intelligence on them.

Their story will return to life when Torquay Theatre Troupe presents the Larry Shue comedy on the Surf Coast from the end of the month.

The troupe’s Maryanne Patten said the story was set in an unkempt fishing lodge in rural Georgia in the early 1980s where the apparently “shy” and “boring” Baker first emerged.

He learned the locals’ secrets after friend Froggy LeSeuer told lodgers that Baker “couldn’t understand a word of English”, Patten said.

Patten, who plays 70-year-old lodge owner Betty Meeks, said she became fascinated with the Baker character.

“It makes Betty’s day to meet someone from a foreign land.”

Patten described her own character, Meeks, as “feisty, funny and sometimes wise but mostly naïve”, which made her fun to play. The challenge was achieving Meeks’ Georgian accent.

“It can be hard trying to keep my voice in character but then I suppose doing a character with an accent is easier because then you really aren’t yourself and can focus on the role,” Patten said.

The storylines, including a Ku Klux Klan plot to marry off a woman to access her inheritance, were “far-fetched” but the characters were “relatable”, she said.

Patten promised audiences could “expect to laugh every few lines”.

“Charlie comes to the lodge because his wife is dying but she sends him away because he’s boring but when people think he doesn’t understand English they tell their secrets in front of him and the jokes keep coming.”

The theatre troupe will present The Foreigner from 31 October and on various dates in November at Torquay Seniors Citizens Club.

IndySport Flying Cats double up GEELONG Cricket Club has continued its impressive start to the Premier season with a gripping last-ball victory over Camberwell.

The Cats bowled first at home but struggled to make early inroads, with the Magpies posting a 121 opening stand. Luke Muller (2/49) removed both openers but the visitors eventually reached 5/269 from 50 overs.

In reply, Geelong’s Eamon Vines (27) and James Crosthwaite (49) set a platform for their team.

At 3/114 the match was in the balance but Hayden Butterworth (113) stepped up with nine fours and four sixes in his 89-ball stint at the crease.

The match eventually came down to level scores at the last ball when Jake Reed scampered through for a bye to seal a memorable win.

In this weekend’s double-header Geelong travels to St Kilda then plays at home against Northcote.

Rough weather limits snapper catches across region VARIABLE conditions made fishing difficult over the past week, with strong wind limiting snapper fishing.

Paul Cummings found shelter close in at Rippleside where he caught a fish of 4.6kg on a snapper snatcher baited with a fine piece of squid.

Geoffrey Norton boated two snapper just over 2kg nearby on fresh pilchard.

He also caught two big pike while casting small bibbed lures from his boat.

Pike were present in good numbers along Geelong’s waterfront. Garry Holmes cast soft plastics between Cunningham Pier and Royal Geelong Yacht Club to catch a couple of fish on each occasion, his biggest just on 1m.

Noel Shorten found pike on the low tides at North Shore rocks where his favourite 25g Sluk lure in the pilchard colour helped him catch and release seven fish, the largest about 90cm.

Chris Hudynski fished the Wilson Spit to land his first snapper, a fish of 79cm. Chris also landed another snapper along with a 1m gummy shark.

Grant McKenzie fished the same area with fresh squid caught earlier in the day off Hermsley. He returned with two quality snapper over 5kg.

The rugged weather prevented most anglers venturing out wide off St Leonards but young Will Bliss showed his skills when the wind settled on Sunday, landing his first gummy shark of the season.

Will’s 8kg gummy took a salmon fillet.

Queenscliff’s cut was quiet for trevally but good numbers of salmon offered exciting fishing, especially for anglers using soft plastics.

Garfish were caught from Swan Bay’s jetty, with, George Latham catching a nice bag on silverfish baits.

Surf anglers again had to be content with sandy water but caught salmon on lure in clearer areas between Lorne and Apollo Bay. The salmon

Black Rock began producing snapper, mostly around 40cm, along with some big whiting in small numbers.

Some magnificent fish were caught during an ANSA competition at Camperdown, including Atlantic salmon to 3.7kg and brown and rainbow

trout over 2kg. However, all the talk was about the capture of two bass, with Jonathan Nowell’s 1.4kg fish the biggest of the pair at Lake Bullen Merri.

Lake Purrumbete hosted many of the ANSA captures and, while he was not a part of the event, Stephen Dank landed two brown trout over 3kg on live minnow.

Few anglers tried Moorabool Reservoir but on the calmer days it produced fish to fly anglers using small brown nymphs.

Ballarat’s Lake Wendouree remained consistent, with all methods working but bait anglers using mudeye catching the most fish.

Young anglers should remember the annual Ron Nelson Fishing Clinic will run with great prizes at Seagull Lake in North Geelong on 27 October. The free event is open to children aged 16 and under, with more information available by phoning Ian Pickering on 5266 1008 or John Hotchin on 5248 6817.

Conditions look ideal for this weekend, with Lake Wendouree sure to fish well for anglers using mudeye baits or casting shallow-running lures. Snapper anglers should try Clifton Springs at the turn up to Wilson Spit late in the afternoon and after dark.
