Parks and Recreation Staff have been busy all winter and are ready to introduce new programs, facilities and ways to engage in your parks.
You asked and we answered! The new Passport Card continues to allow residents easy entry with a discount to the Aquatic Facilities AND we’ve brought back discounts to local businesses and restaurants. Be sure to see the details on page 3 about getting your new card today.
Speaking of making things easy, have you downloaded the new St Charles Parks and Recreation app to your phone yet? At the bottom of this page is a QR code which will lead you straight to the app store. With the specialized app on your phone, you can register for programs, reserve a shelter, and view your Aquatics Pass or Passport Card. Need help? Just give us a call and we are pleased to assist.
The completion of the Frisbee Disc Golf Course is all the buzz at McNair Park. To say it is a popular amenity to our system is grossly understated. Leagues have formed and tournaments have already been held this year with novice and advanced players. The Course is open during the regular park hours for you to go take your shot.
Work in progress for 2025 includes a new playground and safety surfacing at Boone’s Lick Park and development of Pundmann Nature Park beginning. We are excited to see the blank canvas at Pundmann Parkway and Lynbrook Drive take shape with native plantings and outdoor educational areas.

St. Charles City Residents need a City Passport Card to enter the Aquatic Facilities at the resident rate. The free City Passport Cards can be obtained online or at the Parks and Recreation Administration Office in Blanchette Park, 1900 Randolph Street.
St. Charles City Residents will receive discounts to participating local businesses when they present their City Passport Card. Thanks to a special partnership between St. Peters and St. Charles, the two cities are sharing some resident recreation opportunities. St. Charles City Residents will receive St. Peters resident rates on an Annual Pass and Gold Memberships at the RecPlex and resident daily admission rates at the RecPlex, The Cove and Laurel Park Pool when showing their City Passport Card.

After the winter fun of sledding in the snow, the St. Charles Parks and Recreation Department wants to welcome everyone back to the parks to enjoy longer days and warm spring weather. One of the first outdoor activities we see each Spring is on the ball diamonds where nearby high schools and our park leagues start swinging for the fences. This year we have made small changes to many of our ball diamonds, athletic fields and courts. These improvements include an updated speaker system at Blanchette field #2, minor repairs and fresh paint to spectator and player seating areas, and fixes to ball diamond fencing to includes new yellow warning striping on the tops of the outfield fences.
This year will also bring improvements to Boone’s Lick Park. The City plans to undergo stormwater retention work through a large portion of the park. This project will create a large detention basin near the ball diamonds to help reduce flooding to nearby neighbors and businesses. The impact of this project is that the ball diamonds, as well as the Community Gardens, will be out of service for the season. There are also plans to improve the trails, parking lots, lighting, and to provide even better amenities for the Community Gardens
including raised beds and better watering sources. On the other side of Boone’s Lick Park near the pickleball courts, we will be redeveloping the playground. The current playground will be replaced with new play structures, swings, and safety surfacing to help kids in the community better enjoy their playtime in the park.
Finally, as the spring flowers start to bloom, you will start to see a glimpse of the vision for our newest park in the City of St. Charles – Pundmann Nature Park. The park's land was donated to the City in 2024 thanks to the generosity of the Pundmann Family. The goal for this park is to transform the land from a vacant, undeveloped parcel to a nature respite for city residents to experience the natural wonders of the St. Charles area. Plans for this park include restoration plantings for prairie, glade, and wetland plants and wildflowers, mowed walking paths, and experiential learning and interaction opportunities for children and adults alike. Keep your eyes peeled for the changes to this area as they progress through the seasons and over the next few years. It will take some time to establish some of the plantings, but it will become a wonderful nature garden for kids to explore and for residents to relax.

C.O.P.S. Camp is an annual children's camp, hosted by the St. Charles Parks and Recreation Ranger Division in conjunction with the City of St. Charles Police Department and Fire Department and the O'Fallon Police Department. This camp provides children the opportunity to learn about the duties of First Responders while teaching the importance of teamwork. All proceeds from this trivia night will be used towards C.O.P.S. Camp, helping to keep the registration fees affordable and to continue to provide an amazing experience for the campers.

Are you interested in learning about container gardens? This workshop is for you! Our Park Horticulturist will begin by explaining the different ways to container garden from vegetables and herbs to decorative plant displays and other cultivation requirements they may need. Participants will create their own decorative container gardens using summer ornamentals.

Winner of the Motorcycle Safety Foundation's "Outstanding Community Training Site" Award
The Motorcycle Safety Foundation requires participants to complete a 5-hour online training class before attending the 2-day motorcycle class in person. Online training details will be provided once registered for class.
Our Basic Rider Courses use materials and techniques developed by the Motorcycle Safety Foundation and are ideal for both beginner and experienced riders. This 2-day course progresses from basic controls and riding skills to street strategies, special situations and accident avoidance maneuvers. Completion of this course eliminates the driving and written portion of obtaining your Missouri State motorcycle driver's license. It has always been the goal of the St. Charles Parks and Recreation Board to provide our residents with the utmost quality services and access to our aquatic facilities. We are focused on creating facilities that are accessible to our residents and equipped with enjoyable spaces for everyone. Continuing this year, the number of daily admission entries by non-residents will be limited at our aquatic facilities allowing more space for our residents.
• St. Peters City residents are included in our city resident policy as a part of the Cooperative Use Agreement between the two cities.
• All residents MUST present a City Passport Card or St. Peters Privilege Card at the admissions gate to receive the resident admission rate.
• Residents entering the facilities with a daily admission fee will not be allowed to bring additional non-resident guests.
• City Passport Cards may be obtained for free at the St. Charles Parks and Recreation Administration Office in Blanchette Park, online, or through the St. Charles Parks and Recreation App. (Visit www.stcharlesparks.com/information/city-passport-card/ to learn more.)
• St. Peters Privilege Cards may be obtained for free at the Citizen Action Center at the St. Peters City Hall or the St. Peters Rec-Plex. (Visit www.stpetersmo.net/ resident-privileges.aspx to learn.)
• Aquatic season passes may be purchased by St. Charles residents and non-residents for the designated fee associated with their residency status.
• A season pass holder is permitted to bring 2 nonresident guests per pass, per visit.

• A limited number of non-resident tickets will be sold per day, per facility.
• Tickets will be available for purchase on Thursdays at 12:01 AM for Friday-Thursday of each week beginning on Thursday, May 22, 2025.
• Non-Residents must pre-purchase tickets prior to entering to the facility.

• Coast Guard approved life jackets, noodles, water wings and rings no larger than 38 inches in diameter are allowed with adult supervision. Other floatation devices such as inner tubes and rafts are not permitted.
• Use of a season pass card by person(s) other than the person listed on the membership will result in cancellation of the pass.
• All aquatic facilities have concession stands. Outside coolers, food, drinks and glass are prohibited.
• Guests must be 12 years or older to enter the aquatic facility without a guardian. Children 11 years and younger must be accompanied by a guardian 14 years of age or older.
• All children still in diapers must wear a swim diaper provided by the Parks and Recreation Department due to health and safety issues.
• Guests with infectious conditions/contagious disease/open wounds will not be allowed entrance into the aquatic facility. No one will be allowed to enter water with open sores, apparent skin disease or any visible bodily fluid discharge.
Blanchette and Wapelhorst Aquatic Facilities will remain open except during threatening weather such as thunderstorms, lightning, tornadoes and/or low air/water temperatures. During periods of low attendance various attractions and/or pools within the aquatic facility may close.
Rain checks will be issued when the pool has been cleared and has remained clear for at least 45 minutes after the manager on duty has made the announcement to exit the pools. After 45 minutes, guests can receive a rain check to visit the facility on a different day during the season. The aquatic facilities will remain open until the Aquatics Coordinator makes the decision to close for the day. Guests must present their time stamped receipt for all individuals wanting to receive a rain check. Guests requesting a rain check must have been in the facility for less than 3 hours to be eligible for a rain check. There are no cash refunds. Rain checks expire on the last day of the season.

Holidays are excluded) . Extended hours are available to give extra opportunities for you to get your pool passes.

• Parties must be reserved at least 1 week prior to your reservation date.
• Party guests include both adults and children. All party attendees must be included in your count or pay admission to enter the facility even if they do not swim. If Package B is selected, one complimentary admission and meal will be included for the person or event being celebrated.
• Upon arrival, the party planner must provide the reservation receipt to receive wristbands for their guests. All guests must wear wristbands to gain entrance into the facility. Party planner is responsible for distributing wristbands at the entrance. Any guests who enter the aquatic facility without a wristband will have to pay admission price.
• Party planner and guests may enter the facility ahead of the reservation but only when the party planner arrives. Guests can stay after the reservation time but will need to move from the designated party area.
• If Package A has been selected, please note that no outside food or drinks may be brought in with the exception of dessert (i.e. birthday cakes).
• Food options for Party Package B must be selected at the time of making your reservation. Please contact the Aquatics Coordinator prior to your reservation date if additional food is needed.
• If anyone in your group has dietary concerns please contact our Aquatics Coordinator so we can do our best to accommodate you.
• Standard decorations (balloons, table cloths) are welcome. Party planner is responsible for setting up and taking down within their reservation time frame.
• If the facility must close due to inclement weather, our Aquatics Coordinator will contact you that day to discuss options of rescheduling or refunding. If your reservation was cut short due to inclement weather, you will receive a prorated refund dependent on the length of the party and if food was served.

Increase your swimming skills and have fun in friendly competition with the Blanchette Barracudas Swim Team. Compete in swim meets with other teams throughout the county. Swimmers must be able to move themselves forward, unassisted, one length of the pool or 25 yards. Registered participants that are 8 or under AND brand new to the team will be asked to complete a swimmer evaluation prior to the start of the first practice. Please note that this is not a try-out. Learning to swim is a valuable life skill that can save lives and build confidence in the water. With drowning being one of the top causes of unintentional injury deaths worldwide, teaching essential water safety and survival skills is more important than ever. From playful Baby Bubblers to customized private lessons, our programs cater to many ages and skill levels, ensuring everyone has the tools to stay safe and enjoy the water.
Aquacize is a water aerobics class that is geared toward those who prefer less choreography in their workouts but still enjoy cardiovascular fitness and toning as well as reduced impact on their bones, muscles, and joints. This class is modified to fit the needs of the participant. Hand and leg water weights will be used in this class. All equipment will be provided.

Safety Town is a nationally-accredited program designed to teach children how to play safe and stay safe. Children will develop confidence and the knowledge they need during the beginning of their first years in school. The course will be taught at the Early Childhood Center by St. Charles City Police Officers, Park Rangers, Paramedics, Firefighters, Animal Control Officers and trained staff and volunteers from the Early Childhood Center. The program uses a simulated city layout, a classroom facility and an off-campus field trip to provide kids with “real life” events and teach kids to evaluate “safe” from “unsafe” situations, and how to react safely. Space is limited and early enrollment is encouraged.

Dive into an exciting week of fun, activity, and lifesaving skills with this add-on camp run by our Aquatic Staff. This program will teach skills that include water safety, water rescues, first aid, and teamwork. Campers will receive insight on what is needed to be a lifeguard. They will participate in swimming skills, teamwork challenges, and use lifeguard equipment in training scenarios. Lifeguard Camp will not be run on field trip days and campers must know how to swim.

Join us for a literary adventure with the St. Charles City-County Library during their free storytime series at Wapelhorst Park. Children and their family will enjoy the beautiful outdoors while practicing their active listening skills during storytime. Each date will feature different children's books that vary in length. Some participation may be encouraged through song and rhyme. We invite you to come early or stay late for some exploration and play at the playground. Seating will be available at the picnic tables underneath the pavilion. Guests are welcome to bring along a blanket, lawn chair and snacks.

Shanna is an ISSA Certified Personal Trainer who leads this beginner level strength training course using weights and bands. When Lamar Pilsing was a child, he would hear his mother sing the harmony instead of the melody during the hymns in church. This was the start of his love for music and performing. Lamar is a St. Charles Native, attending school at Orchard Farm where he played trumpet and traveled to New Orleans with the school band to play in the Mardi Gras Parade. He sang with the madrigal group at the University of Missouri St. Louis where they traveled to London to perform.
Lamar eventually found his way to the band Sh-Boom, a local rock ‘n’ roll nostalgia band, performing many of rock ‘n’ roll’s greatest hits from the 50s, 60s, and 70s. The group was formed in 1983 and he performed with them for their last 16 years as a group. Sh-Boom performed mainly in Missouri and Illinois but also traveled to more tropical locations like Cancun and the Bahamas.
In 2013, Lamar started working part-time in maintenance for the St. Charles Parks and Recreation
Lauren Reagan
Music is a powerful tool capable of bringing people together and enriching people’s lives. No one knows this better than Lauren Reagan, the Marketing and Communication Associate for the St. Charles Parks & Recreation Department. She was excited to interview for this job after reliving memories of singing with her friends on the Jaycee Stage in Frontier Park and along Main Street. Lauren participated in every musical opportunity she could in high school. From school musicals to All-State Honors Choir and All-State Vocal Jazz Ensemble, to The Connection, the youth performing group within the St. Charles group the Patt Holt Singers, she found friendship and connection in each opportunity.
When attending the University of Missouri St. Louis, she sang in both vocal ensembles: University Singers, an auditioned concert choir, and Vocal Point, a small acapella ensemble. In 2021, Vocal Point released an EP titled Hello New Day. The Director of Choral Studies at UMSL, Dr. Jim Henry, is also one of the Music Directors for the barbershop
Department. This position allowed him the flexibility to continue singing and performing. He was performing in many different places, including a few shows a year at the Sheldon in downtown St. Louis. Somebody at the Parks and Recreation Department caught wind of his musical abilities and he started doing shows at Memorial Hall. This past year, he asked to perform a special Christmas show and luncheon.
For Lamar, his favorite audience to perform for are those in independent and assisted living facilities, which he has done for the past 11 years. The best part is watching people’s eyes light up when they hear music they haven’t heard in a while or they've forgotten. While many who have Alzheimer’s may not remember Lamar’s name, they remember the lyrics of the music he sings for them.
men’s ensemble The Ambassadors of Harmony and helped introduce Lauren to the world of barbershop singing.
In 2022, Lauren was a founding member of Visions of Harmony, a new women’s barbershop ensemble in the St. Louis area. She then formed her own Barbershop Quartet with her best friends called Chit Chat, who competed in the International Varsity Quartet Contest in Cleveland and placed 8th in the world. They continue to sing together at VOH shows and local gigs and are preparing to compete in the open contest at the Central States District Open Quartet Contest in the fall. She is grateful to the Barbershop community for not only pushing her to make excellent music but also for giving her a community where she’s made lifelong friends.

Pick up point for all day trips and extended trips will be at the Memorial Hall parking lot in Blanchette Park unless otherwise stated in the trip’s description. There is plenty of parking available should you wish to leave your vehicle there during the trip.

The newest park amenity available to visitors coming to McNair Park in 2025 is a new 18 hole Disc Golf Course. The Disc Golf Course was fully completed and open to use by the public at the end of 2024. The course has become an instant attraction as it is free for recreational play.
The course was designed and built by David McCormack who is the founder of Gateway Disc Sports. As of this writing, David has designed and installed over 100 disc golf courses, with several more currently in the works. He has played over 1060 different courses, and was one of the first inductees into the Missouri Disc Golf Hall of Fame in 2016.
The course has 9 holes that are more out in the open park land and 9 holes that are located in the wooded, hilly area of the Park. There is a practice / warm up basket located adjacent to the parking lot and you can find Tee 1 just next to it (in the location of the old McNair Aquatic Facility). The course features concrete paver tee pads, tee box signs, and Gateway Disc Sports Titan Pro 35 targets baskets (it is the first course to have those baskets installed). The back 9 of the course is heavily wooded with plants and mulch covering the ground off of the paths.
◦ Park rules apply to the disc golf course. Park hours are from dawn until 10P (November 15 – March 31) and from dawn until 12A (April 1 –November 14) and there are no fees to play disc golf in the park during the regular park hours.
◦ Be respectful of other users in the park navigating the walking trails. Do not throw toward other park users, wait until the path is clear to throw your disc.
◦ Please respect the natural setting of this park and the habitat areas.

While out and about in the parks, our Ranger Division would like to remind you of a few safety tips and rules for everyone to have the most enjoyable experience.
• Do not leave valuables inside your vehicle in plain sight. Properly secure your belongings or leave them at home.
• Carry your cell phone or have a buddy join you while exercising in the parks.
• Keeping your cell phone close, it can not only save your life in an emergency, but also aid in saving the lives of others.
• Speed limit in ALL parks is 15 mph, be vigilant and watch for pedestrians.
• Dogs are required to be on a leash at all times and owners are responsible for removing pet waste.
• No motorized vehicles, including golf carts, on trails, sidewalks or grass
• Please be sure all fires within a barbecue pit are extinguished prior to leaving.
• Please be courteous to other park visitors by picking up your litter and avoiding disruptive behavior.

Passport cards received in 2025 are valid through 2026. Cards are available to St. Charles City Residents. They are needed to enter the Wapelhorst and Blanchette Aquatic Facilities at City resident rates. They also allow you to pay resident rates at the St. Peter’s Rec Plex and outdoor pools through our cooperative agreement with the City of St. Peters and to receive discounts through participating local businesses.

You will need two of the following three types of ID: Driver's License with current address AND a current Tax Receipt or current paid Utility Bill.
