SSR has been instrumental in the planning, design, and construction administration of the first and subsequently two largest reclaimed water programs in the state of Tennessee. These municipalities are both reaping the rewards of utilizing reclaimed water for the irrigation of golf courses, parks, and other common areas.

SSR began working with the City of Franklin and the Tennessee Department of Environment and Conservation in 1992 to develop policies and guidelines for the beneficial reuse of wastewater treatment plant effluent. Based upon the success of this endeavor and the stringent requirements of the City’s NPDES permit, the City decided to expand the reclaimed water program. SSR provided all of the engineering services associated with this program, including master planning, policies and procedures, technical specifications and design details, identification of projects, usage, and cost, funding and rate structure methodology, design engineering, and construction administration.

Likewise, the City of Murfreesboro’s NPDES permit and a growing population necessitated that the City develop alternative means to dispose of effluent from the Sinking Creek Wastewater Treatment Plant. Starting in 2001, SSR provided the master planning, design engineering, and construction administration of projects to implement and expand a reclaimed water program. The City has now completed 10 projects and is beneficially reusing approximately 3.0 MGD of effluent for irrigation of golf courses, city parks, and median strip landscaping. The City has also purchased two tracts that are being used for dedicated effluent disposal.

REPURIFIED WATER SYSTEM – CONTRACT 1 The project required modifications to the City’s Water Resource Recovery Facility that enabled the plant to supply repurified water to a new distribution system. Modifications included insertion of high service pumps in the plant’s post aeration basin to maintain system pressure, adding bleach supply (storage and feed pumps) to provide the required chlorine residual, and electrical equipment alterations. SSR provided planning, permitting, design and construction administration services for the project.

RECLAIMED WATER SYSTEM MASTER PLAN & UPDATE The project called for development of a master plan for the City of Franklin’s reclaimed water system distribution and disposal network. The plan included system policies and procedures, design standards, rates, and ordinances. The update project called for development of a fiveyear update to the master plan for the City of Franklin’s reclaimed water system distribution and disposal network. The plan, completed in 2009, includes expansion of the system from its current capacity of approximately 2.0 MGD to a total of approximately 8.0 MGD by 2020. SSR has provided master planning, permitting, and modeling for the City of Franklin reuse system since 1992.

REPURIFIED WATER SYSTEM – CONTRACT 2A, 2C, AND 3 Approximately 45,400 LF of 24-inch line completed at a cost of $6.2 million.

REPURIFIED WATER SYSTEM – CONTRACT 2B Installation of a 180-foot tall elevated composite tank to store 500,000 gallons of repurified water at a cost of $780,000.

REPURIFIED WATER SYSTEM – CONTRACT 5 The project was conducted at an existing 200-acre farm bought by the City for use as a dedicated wastewater effluent disposal site. The site was stabilized including demolition of existing structures to provide access for dispersion of the repurified water using self-propelled spray equipment. Planning was conducted to allow the site to be retrofitted with drip irrigation equipment at a later date. SSR provided planning, surveying, soils analysis, permitting, design and construction administration services for the project.

RECLAIMED WATER LINE PROJECTS Over the course of six projects, the City installed approximately 44,500 LF of 12-inch line and approximately 31,800 LF of 8-inch line. Costs on several of these projects were greatly reduced because the reclaimed lines were installed in conjunction with sewer interceptor projects.

HIGH SERVICE PUMP STATION The project required installation of a new wet well and high service pumps with capacity of up to 12.0 MGD to maintain system pressure for the City’s reclaimed water distribution system.

VANDERBILT LEGENDS CLUB The project included installation of approximately 9,000 LF of 12-inch line to distribute reclaimed water from the City of Franklin to serve a 36-hole golf course.
