Oklahoma Area Tribal Epidemiology Center GHW Sub-Award Opportunity Executive Summary In April of 2019, the Centers for Disease Control and Prevention National Center for Chronic Disease Prevention and Health Promotion (CDC) invested $100 million to fund chronic disease prevention in American Indian and Alaska Native (AI/AN) communities. The CDC released a Notice of Funding Opportunity (NOFO) for the second iteration of “A Comprehensive Approach to Good Health and Wellness in Indian Country (GHWIC)”. GHWIC is a five-year initiative, 2019 – 2024, is available to federally recognized tribes and Alaska Native villages, Urban Indian Organizations (UIOs), and Tribal Epidemiology Centers (TECs) from across the United States.

Funds support AI/AN chronic disease prevention and overall community wellness. The GHWIC initiative includes a combination of policy and environmental approaches, linkages between community programs and clinical services, and health systems interventions designed to: • • • • • • •

increase purchasing of healthy foods. increase physical activity with an emphasis on walking. increase breastfeeding. reduce prevalence of commercial tobacco use. reduce incidence of type 2 diabetes. reduce prevalence of high blood pressure. reduce prevalence of high blood cholesterol.

Request for Proposals: The Comprehensive Approach to Good Health and Wellness in Indian Country 2.0 program is part of a U.S. Department of Health and Human Services (HHS) initiative to support public health efforts to reduce chronic diseases, promote healthier lifestyles, reduce health disparities, and control health care spending.

Sub-awards of this program should enable tribes and non-profit tribal-serving organizations to implement short term project(s), complete an existing project, and/or enhance an ongoing project relating to: - promoting breastfeeding practices, - boosting nutrition of lactating parents - increasing traditional food access for infants and young children - enriching community-led food production with a focus on youth involvement The Southern Plains Tribal Health Board (SPTHB) and Oklahoma Area Tribal Epidemiology Center (OKTEC) is currently accepting proposals for Indigenous Breastfeeding Practices subaward program from tribes and non-profit tribal-serving organizations located within the Indian Health Service Oklahoma City Service Area (IHS-OCA).

The purpose of this Indigenous Breastfeeding Initiative sub-award program is to provide funding to tribes and/or non-profit tribal-serving organizations focusing on increasing access to first foods and supporting culturally appropriate lactation practices for Native parents, caretakers and young children. Food preferences begin early, making the diet of both the lactating parent and child important for the future health and dietary habits of the child.

The OKTEC will provide competitive funding for one IHS-OCA tribe or non-profit tribal-serving organization, as funding allows, with a maximum amount per award of $150,000 for the entire Period of Performance. Funding for the Sub-Award program is available through the OKTEC Good Health and Wellness in Indian Country award, which is funded by the Centers for Disease Control and Prevention (CDC).

OKTEC GHW Sub-Award funding is intended to augment current projects or implement new, short-term projects that programmatic endeavors that reinforces or promotes Indigenous Breastfeeding Practices.

ELIGIBILITY Eligible tribal applicants are limited to the 43 federally recognized tribes residing within the IHSOCA (Oklahoma and portions of Kansas and Texas). Non-profit tribal serving organizations residing within the IHS-OCA are also eligible. Current GHWIC recipients, and Component One awardees of A Comprehensive Approach to Good Health and Wellness in Indian Country are not eligible for sub-awards.

The page limit for the OKTEC GHW Sub-Award applications is five (5), excluding cover page, appendices, and letters of support. Applications exceeding the five-page limit shall be considered ineligible. Priority will be considered for programs who currently utilize indigenous breastfeeding practices.

FIXED COST AWARD In accordance with 45 CFR Part 75.353, funding for your award will be achieved through a fixed amount award. This means you will be paid for completion of specific benchmarks and/or deliverables met in accordance with your approved workplan. Payments will be made in predetermined installments.

SUB-AWARD AMOUNTS The awarded subrecipient will receive an initial payment of $10,000 to begin project planning.

Upon successful completion and submission of required benchmarks, another $10,000 will be awarded before September 29, 2022. After the initial start-up period and contingent upon successful submission of required performance measures and participating in required meetings, continued funding of $65,000 per year is available beginning September 30th, 2022, and ending September 29, 2024. Maximum award for the OKTEC GHWIC sub-award program is limited to $150,000.

Funding is competitive and shall be awarded to tribes and non-profit tribal organizations for efforts that address parameters previously mentioned within this announcement. Sub-awards will be prioritized through a set of scoring criteria, including need, collaboration/partnerships, scope of the project, proposed population coverage and diversity, evaluation, sustainability, timeframe, and writing.

The OKTEC GHW Sub-Award application process begins March 1st, 2022 and closes at 5:00 p.m. on April 1st, 2022. Applications received after this deadline shall be considered ineligible.

Applications are limited to five (5) pages, not including cover letter, letters of support, budget, or other appendices.

OKTEC GHWIC Indigenous Breastfeeding Initiative sub-awardee will be announced beginning Friday, April 1st. Awardees will be required to budget for and attend the SPTHB conference in April of 2023. Prior to release of funds, awardees must provide written acknowledgement and agreement for required reporting elements.
