Should home sellers reject homebuyers who plan to get FHA loans?

WHEN THE APPRAISAL IS LOW FHA-insured mortgages allow buyers to buy homes with less-than-perfect credit and small down payments. The minimum down payment is just 3.5 percent of the home’s purchase price. A small down payment, by itself, shouldn’t be a concern for sellers, says Rob McAllister, owner and broker at
West Seattle Mortgage in Seattle. But when you pair a small down payment with a low appraised value, the situation becomes more nuanced. A TALE OF 2 BORROWERS McAllister describes a situation where a buyer has enough cash for a 20 percent down payment, but the
appraiser says the house is worth 10 percent less than the negotiated price. If the seller refuses to reduce the price, the buyer can still pay the agreed-upon amount. In that case, the mortgage’s loan-to-value ratio is close to 90 percent, which the lender is likely to approve. But if the buyer makes the minimum CONTINUED ON PAGE 2

FEATURE: FHA LOANS CONTINUED FROM PAGE 1 A PERSISTENT APPRAISAL There’s no guarantee that a new buyer will improve the seller’s position, says Rebecca Marvel, a Realtor for Carrington Real Estate Services in Palmdale, Calif. “With FHA, the appraisal sticks with the house for 90 days,” Marvel says, “so the seller has to either wait three months or take less (money) unless the buyer can come in with (more) to make up the difference.” Sellers who want to move quickly might find the risk of such a quandary unacceptable. Saying “no” to FHA buyers from the outset could eliminate the risk.
3.5 percent down payment required by the FHA “and the property appraises low, the buyer isn’t in a position to remedy that,” McAllister says. That’s because the buyer is asking to borrow more than the home’s appraised value. The lender won’t approve a loan for more than the house is worth. Unless the seller reduces the price, the deal falls through. HOW TO RESOLVE IT: MORE CASH The buyer might have more cash to bring to the deal to overcome the appraisal. But the seller probably wouldn’t know that and might reasonably conclude it would be unlikely for an FHA borrower, making the minimum down payment, to have extra cash available. “Usually they don’t have anything left over,” McAllister says. That leaves the seller with a hard choice: Accept a lower price that’s supported by the appraisal or find another buyer who seems better qualified.
WHEN THE BUYER HAS CREDIT ISSUES For borrowers with credit problems, FHA loans are easier to get. Lowdown-payment FHA loans generally are available to borrowers with credit scores as low as 580. Conventional loans (those that aren’t insured by the FHA) generally are available to
borrowers with credit scores as low as 620. Buyers tend to choose the FHA loan because they’re strapped for cash, their credit is smudged or both. The credit piece can raise red flags for sellers. “From a seller’s perspective (the question is), ‘Why is the buyer going with FHA and not a conventional loan?’ If it’s due to credit, there’s always a worry that that will create a problem in underwriting,” McAllister says. That red flag might turn out to be a false warning, but again, it’s unlikely that the seller would be aware of the buyer’s true situation. FHA buyers who are short of cash might want more concessions from sellers. “Oftentimes they will be asking for closing costs as well as some cash toward possible renovations or repairs,” says Mark Fleysher, brokermanager at Sellstate Deluxe Realty in Las Vegas. All else being equal, that
extra cash comes out of the seller’s pocket. WHEN REPAIRS ARE REQUIRED A related concern for sellers is that FHA guidelines require appraisers to make note of property defects that could pose habitability concerns or health, safety or security risks if they notice them. In a hot locale like, say, Las Vegas, that could mean an air-conditioning system in the home has to work, Fleysher says. “If there is an AC, that AC has to work, so if the seller knows the AC doesn’t work and doesn’t have the money to fix it, that seller had better not be accepting an FHA loan,” Fleysher says. THE APPRAISER RINGS TWICE The seller might also have to pay for the appraiser to visit the home again after repairs have been completed. “Essentially what happens is that
the appraiser will put some condition on the appraisal … and then the appraiser goes back out and does a reinspection and charges the buyer or seller for it,” Fleysher says. What’s more, repairs must be actual fixes, not credits to the buyer’s side of the ledger. “FHA requires that the property be in pretty darn good condition,” Marvel says. McAllister’s experience is different. He says he hasn’t seen repair issues come up with FHA loans and an FHA appraisal could be an advantage for the seller because it takes a stronger resume for an appraiser to be FHAapproved. WHEN IT’S A CONDO FOR SALE Condominiums present other special issues because FHA approval is required not only for the individual unit, but for the entire project. If the project isn’t FHA-approved, sellers cannot close a sale to a buyer with an FHA loan.

How to reuse, repurpose holiday decor BY CATHY HOBBS TRIBUNE NEWS SERVICE After the holidays have come and gone, besides simply boxing up those holiday decorations and storing them until next season, consider repurposing them. While it’s true that many holiday decorations are quite holidayspecific, there are a number of decorative items that can not only deck your halls during the holiday season, but year-round.
Afterwards, you will have a decorative item for the home or your closet.

8. THINK PLAID Plaid is a common pattern during the holiday season that is quite versatile. Plaid is one of those timeless patterns that can be used throughout your home year-round. Looking for ways to use plaid? Why not use a plaid table runner or placemats during the holidays, then repurpose them all year?

9. CREATE YOUR OWN TREE SKIRT. One of the easiest DIY holiday projects to make is a tree skirt. Consider using old pieces of quilt or even large piece of burlap to make a simple, loose tree skirt. These same tree skirts can then be reused to surround indoor planters.
7. LET THERE BE LIGHT Looking for a use for all those strings of holiday lights? From summer dinners, dining al fresco, at home cocktail parties to highlighting architectural elements indoors and out, holiday lights can add a creative and festive touch.
When looking to buy decorations for the holidays, try to select items that are more solid as opposed to overly embellished with holiday themes or patterns. Also, metallic finishes such as gold and silver are great choices in addition to white, as these neutrals will blend with other colors and types of decor.
When it comes to items used to decorate your home this holiday season — perhaps those used every year, those with sentimental value or new items brought into the home just for the season — there are some creative ways in which these same decorative items can be repurposed within your home. Here my top 10 ideas on ways to repurpose your holiday decor: 1. FRAME IT From framing your leftover pieces of wrapping paper to decorative holiday cards, framing is an easy way to create instant art and repurpose these colorful items.
2. GLASS TREE ORNAMENTS PLACED INTO A LARGE GLASS OR WOODEN BOWL Place colored glass ornaments of various colors into a single bowl or ornaments of the same color. A bowl filled with glass ornaments will look gorgeous as a year-round coffee table centerpiece. 3. WOODEN FIGURINES Instead of purchasing plastic holiday
pieces, well-made wooden figurines are a more solid investment. After the holidays, wooden figurines can be used to display in a children’s room. 4. STOCKING STUFFERS Stockings are traditionally placed along a mantle and used for small gift items. These same stockings can be used during the year for small everyday items as well such as jewelry, ties, belts or socks.

US new-home sales rose in November after weak October BY CATHY HOBBS TRIBUNE NEWS SERVICE WASHINGTON — Americans appear less inclined to buy new homes as the year ends. Sales improved in November only because fewer people bought new homes in October than initially reported. The Commerce Department said Wednesday that new-home sales rose 4.3 percent last month to a seasonally adjusted annual rate of 490,000. But that increase was made possible mainly because the sales rate for October was revised sharply down to 470,000 from 495,000.
The housing market has strengthened for much of this year. Yet it has noticeably cooled since September as purchases of new homes in the Northeast and Midwest have been uneven. Year to date, new-home sales have advanced 14.5 percent, driven by job growth that pulled the unemployment rate to a healthy 5 percent and relatively low mortgage rates.
“November new home sales disappointed, but this recent volatility has become a constant,” said Ray Rodriguez, a mortgage sales
manager at TD Bank. “We remain optimistic about new home sales leveling out, especially with the projected increase in residential units next year alleviating supply concerns and stimulating home purchases.” The residential construction sector is still recovering from the housing bust and the Great Recession, which officially ended more than six years ago. New-home sales remain below their 52-year historic average of 655,200. Yet prices are rising. The median new-home sales price has advanced 0.8 from a year ago to
$305,000. Real estate has also encountered new regulatory challenges as 2015 winds down. The introduction of new mortgage disclosure rules appears to have delayed sales of existing homes in November. Introduced by the Consumer Financial Protection Bureau, the guidelines provide a framework for informing homebuyers about interest rates and fees that may take months for the housing industry to adapt to. The National Association of Realtors said Monday that sales of
existing homes plummeted 10.5 percent in November to a seasonally adjusted annual rate of 4.76 million, the weakest pace in 19 months. Despite that decline, sales of existing homes are poised to rise 5 percent in 2015 from a year ago. Low mortgage rates have aided buying this year. Still, rates are now slightly higher than a year ago. The Federal Reserve hiked a key shortterm rate last week, the first increase of its kind in nearly a decade as the economy appears solid enough to manage higher borrowing costs.
