WPFG - A BRIEF HISTORY

The California Police Athletic Federation, founded in 1967, began planning in 1983 to create an international sports competition for firefighters and law enforcement officers. This vision became a reality in 1985 with the inaugural World Police and Fire Games in San Jose, California, which welcomed 4,713 athletes

The Games quickly expanded and reached a global audience. From San Jose (1985) to San Diego (1987) to Vancouver (1989), Memphis (1991), and Colorado Springs (1993), the momentum kept building. In 1995, the Games made their debut in the Southern Hemisphere, hosted by Melbourne, Australia, with nearly 6,700 athletes Calgary, Canada (1997) followed, boasting over 8,900 athletes from 52 countries

Europe first hosted in 1999 in Stockholm, Sweden, with over 7,100 athletes from 59 countries. The Games returned to the U.S. in 2001 in Indianapolis, drawing over 9,000 participants. In 2003, Barcelona welcomed over 10,500 athletes in one of Europe’s most iconic cities. Quebec City, Canada, hosted the event in 2005, followed by Adelaide, Australia (2007), and British Columbia, Canada (2009), with over 10,000 athletes participating In 2011, New York City hosted a record-breaking 15,700 athletes despite a hurricane. Belfast, Northern Ireland (2013), welcomed 6,664 competitors with warmth and camaraderie. Fairfax County, Virginia (2015) offered American hospitality to 9,556 athletes.

A unique challenge emerged in 2017 when Montreal withdrew as host Los Angeles stepped up with short notice and welcomed 8,827 athletes in true Southern California style In 2019, the Games made their first appearance in Asia, in Chengdu, China, where 8,234 competitors explored the wonders of the Orient.

In 2022, the Games returned to Europe after being delayed due to the pandemic. Rotterdam, Netherlands, hosted the 19th edition, showcasing resilience and determination Just a year later, Winnipeg, Canada, presented a superb 2023 Games, renewing friendships and building new bonds.

Now in 2025, the Games have returned to the United States, with Birmingham, Alabama, delivering authentic Southern hospitality. Looking ahead, Perth, Australia, will host the 2027 Games, marking the first time the Games have visited Western Australia

All athletes are required to come to the Accreditation Center to pick up their athlete credentials.

Agency Identification and a government-issued ID are required. The Accreditation Center is located at the Birmingham Jefferson Convention Complex (BJCC) Main Entrance-North Hall off Richard Arrington Blvd.

Athletes are not eligible to compete without a credential Please make sure you arrive at the Accreditation Center early enough before your competition to register. There is no on-site registration at the sports venues.

All athletes must visit the Accreditation Center with the required agency and government-issued ID.

Immerse yourself in the cherished traditions of the Parade of Athletes, the Raising of the Flag, & the Lighting of the Cauldron Experience a vibrant display of locally inspired programming After the ceremony, all credentialed athletes, along with their family & friends, are invited to continue the festivities at the grand opening of Athletes Village. It is a short walk from Legacy Arena & will open at the conclusion of the Opening Ceremony.

Alabama’s most spectacular and largest Fourth of July fireworks show returns to Red Mountain on Friday, July 4, 2025. Vulcan Park and Museum invites the community to experience this annual tradition as the city’s sky lights up in celebration of the nation’s birthday At approximately 9 p m , Pyro Shows of Alabama will launch the first of more than 2,500 fireworks shells and effects in a 20-minute show synchronized to a patriotic soundtrack. Music will be broadcast on various local radio stations, and the show will air live on WBRC FOX6.

Trussville Freedom Celebration | Thursday, July 4 | 19:30 - 21:30

Celebrate America’s birthday with food & fun for the whole family! Food vendors will open at 5:30, so be sure to arrive early enough to grab dinner Birmingham’s own Act of Congress, with their signature sound, will headline the evening at 19:30, followed by a fireworks spectacular at 9:00pm.

Independence Day at American Village | Thursday, July 4 | 11:00 - 21:30

Enjoy more than 50 patriotic activities throughout the day, including music and dance, games, encounters with patriots of the past, and FIREWORKS at twilight’s last gleaming! Hands-on activities for children include cornhole toss, hula hoops, Jenga, sidewalk chalk art, and a farm animal petting area. A face painter and balloon artist will also be in the children’s area. Eighteen food trucks serving everything from hot dogs and burgers to po ’ boys and BBQ , shaved ice and ice cream to lemonade and root beer will make sure no one goes hungry!

Fire on the Water | Thursday, July 4 | 17:00 - 21:30

Join us for Fire on the Water, the City of Pelham’s annual fireworks show at Oak Mountain State Park! Flip Side Watersports will provide jaw-dropping wakeboarding entertainment beginning at 5:00 p.m. These athletes are some of the top wakeboarders in the nation, so it’s going to be a great show! At 21:00, the fireworks will begin.

RESULTS

Daily results from each sport will be posted at the relevant venues and online. All results are considered unofficial until they are verified and a period for the contest has been allowed. Results will be marked as official after this period and will be posted at BHM2025.com/Results.

SECURITY AND BAG POLICY

The safety of all athletes is a top priority at the 2025 World Police & Fire Games Uniformed security personnel, local law enforcement, and private security teams will be present at all official venues and events to ensure a secure environment.

All athletes must wear their official credentials at all times for venue access. Bags and personal belongings may be subject to inspection upon entry. Please report any suspicious activity immediately to event staff or law enforcement

ALCOHOL POLICY

The official legal drinking age in the state of Alabama is 21. Individuals under the age of 21 are strictly prohibited from purchasing, possessing, or consuming alcoholic beverages Valid government-issued identification may be required at any time to verify age All attendees are expected to comply with state laws and event policies regarding alcohol use Violations may result in removal from the event and/or legal consequences.

If you are bringing a firearm to Birmingham for competition, please ensure it is securely stored at all times. Do not leave your firearm unattended in your vehicle or hotel room unless it is properly locked and safeguarded Help us prevent theft and keep everyone safe during the Games

The Birmingham 2025 World Police & Fire Games Medical Team will provide a basic level of medical care during competition as well as throughout the Games. However, if an athlete is transported to a medical facility via an ambulance, the financial charges will be the responsibility of the athlete

CONCUSSION POLICY

A concussion is a type of traumatic brain injury that interferes with normal function of the brain The Birmingham 2025 World Police & Fire Games will be enforcing a strict concussion policy for all athletes. If an athlete has a suspected concussion they will be removed from practice/competition immediately by a member of the Birmingham 2025 World Police & Fire Games Medical Team or the Sports Coordinator. Upon being removed from practice/competition, the Birmingham 2025 World Police & Fire Games Medical Team will assess the athlete’s ability to return to play using the following Evaluation criteria

SYMPTOM EVALUATION - PHYSICAL EXAM

If the Birmingham 2025 Medical Team assesses the athlete and deems them unfit for competition, due to concussion, the athlete will be immediately suspended from playing The 2025 World Police & Fire Games Medical Team or Sports Coordinator will suspend any athlete immediately upon being made aware of an injury resulting in unconsciousness, no matter how short the duration of unconsciousness. If medical personnel are present, they will interpret the information to determine its validity, otherwise the Sport Coordinator ’ s personal observations or other credible evidence is required

Any athlete that has experienced any duration of unconsciousness or has been diagnosed with a concussion by the 2025 World Police & Fire Games Medical team shall not be allowed to participate in any further athletic activity involving the WPFG until acquiring a written release from an official World Police & Fire Games Medical Team physician. These policies will be strictly enforced and failure to follow these rules may result in disqualification from the World Police & Fire Games competition

To help ensure a safe and healthy environment for all participants, athletes are asked to self-monitor for any COVID-19 symptoms and stay home if feeling unwell.

WHEN TO CALL 9-1-1

Call 9-1-1 immediately in the event of an emergency that requires police, fire, or medical response This includes situations like accidents, injuries, suspicious activity, fires, or any immediate threat to life or safety. Be ready to provide: your exact location, the nature of the emergency, and any details about the people involved.

DEHYDRATION INFORMATION:

Alabama in July can be hot and humid Medical providers advise staying hydrated, keeping cool, and being aware of the signs of heat illness The body uses sweating to cool itself, but with extreme temperatures, high humidity, and a high heat index, body temperature can rise to dangerous levels. There will be water hydration stations at each venue courtesy of our hydration partners, Buffalo Rock / Pepsi, and Coca-Cola United.

SIGNS OF HEAT STROKE INCLUDE:

• High body temperature, above 103 degrees

• Hot, red, dry skin

• Rapid and strong pulse

• Dizziness

• Possible unconsciousness

• Nausea

• Confusion

SYMPTOMS OF HEAT EXHAUSTION ARE:

• Heavy sweating

• Weakness

• Cold, pale, clammy skin

• Fast, weak pulse

• Nausea or vomiting

• Fainting

• Muscle cramp

TICK INFORMATION:

HOW TO PREVENT HEAT-RELATED ILLNESSES AND DEHYDRATION:

Drink two to four cups of water every hour while active outside. Do not wait until you are thirsty to drink. Begin drinking water before going into the heat

Avoid alcohol or liquids containing large amounts of sugar.

Use and reapply sunscreen as indicated on the package.

Wear a brimmed hat and loose, lightweight, light-colored clothing

Take breaks in an air-conditioned area

Seek immediate medical care if you or someone with you has symptoms of heatrelated illnesses.

Protect yourself from ticks Ticks live in wooded areas, high grass, and around homes Avoid bushy or wooded areas. Use insect repellants that contain 20% or more DEET on exposed skin and permethrin on clothing. After outdoor activity, bathe within 2 hours, conduct full-body check with mirror, and inspect children, pets, clothing, and outdoor gear, such as backpacks. Tumble dry clothes on high heat setting one hour to kill missed ticks.

If ticks are found on skin, make sure to properly remove the tick to avoid potential transmission: Use fine-tipped tweezers to grasp the tick as close to the skin’s surface as possible. Pull upward with steady, even pressure.

Do not twist or jerk the tick, because it may cause the mouth to break off and remain in the skin. If this happens, remove the mouth with tweezers.

If you are unable to remove the mouth easily with tweezers, leave it alone and let the skin heal

After removing the tick, thoroughly clean the bite area and your hands with rubbing alcohol, an iodine scrub, or soap and water.

Do not paint the tick with nail polish or petroleum jelly, or use heat to make the tick detach from the skin

TRANSPORTATION

During the days of competition, the 2025 World Police & Fire Games is offering complimentary round-trip transportation service to A SELECTED NUMBER of the sporting venues. All transportation to the selected sport venues will run out of the BJCC. Not ALL venues are serviced. You must catch a bus at the BJCC to get to a sporting venue if you choose to take Games Transportation This service is provided for credentialed athletes, family, and friends from the BJCC

Please Note: Your credential is your ticket for the WPFG shuttles as well as public transportation.

TRANSPORTATION FROM THE AIRPORT

A shuttle will be available to and from Birmingham-Shuttlesworth Airport starting June 26th through July 6th from 7:00 to 23:00 each day. The shuttle will leave from the airport at the top of each hour and travel to the BJCC/Games Hub The shuttle will make its return trip from the BJCC to the airport at the bottom of each hour You will find the shuttle outside Door 4 on the lower level of the airport (Door 4L) Please be aware this shuttle will not be available after July 6th.

RIDESHARE:

You are welcome to use rideshare services like Uber & Lyft as well Be aware, there's no designated pickup area for rideshare at the airport. Rideshare drivers will be able to pick you up curbside just outside baggage claim.

TRANSPORTATION TO SPORT VENUES:

A detailed games transportation plan will be included in your sport confirmation form, which is posted on each individual sport webpage. Some sports are within walking distance of the Hotel Shuttle Hub at the BJCC. These sports can be accessed from the Downtown Hotel Shuttle and then walking from the BJCC Hub point.

DIRECT SHUT TLES:

A Direct shuttle is a departure at a specific time and then a return at a specific time There will be only one trip to and back from the BJCC and Sport Venue Direct shuttle to venue schedules will be included in your Sport Confirmation Letters, which are posted on each individual sport's webpage. Venues located outside of Greater Birmingham city limits and/or not serviced by regular transit routes may be serviced by the Games dedicated shuttles. Dedicated shuttles will depart from a central transit hub located in close proximity to the Main Accreditation Center located at the Birmingham Jefferson Convention Center off of 9th street in front of the East Hall Entrance

A sports information area for athletes will be provided at the Birmingham Jefferson Convention Complex (BJCC). Competitors are encouraged to stop by the area to receive information about scheduling and any potential changes in the North Hall of the BJCC near the Registration area

It is the responsibility of the competitor to be aware of any changes posted in this area

Please note: There is no currency exchange service at BirminghamShuttlesworth International Airport (BHM).

We strongly recommend that international athletes convert currency at the airport where you clear customs or at a major bank before arriving in Birmingham

Otherwise, we suggest using a credit card for purchases or accessing local currency via an ATM upon arrival. Plan ahead to avoid any inconvenience during your stay!

Typical weather conditions in the Birmingham, Alabama area from late June into early July:

Average high temperature is 90° F / 32° C; average low temperature is 71° F / 22° C

Humid conditions exist throughout the day and night When combined with high temperatures, conditions can result in heat exhaustion and heat illness, sometimes occurring over back-to-back days.

Almost daily, isolated to scattered showers and thunderstorms are common from afternoon to evening Summertime storms are most known for their frequent lightning, gusty winds, and heavy rainfall Some storms can be slow-moving or redevelop nearby, resulting in prolonged interruptions to outdoor activities

If a competition is delayed due to weather, information will be shared via our website and social media channels, as well as a dedicated email to impacted athletes. Weather conditions, including humidity levels, heat index, or lightning, could cause a delay or cancellation of the competition. Weather is monitored in real time at the Emergency Operations Center.

If lightning is detected within 8 miles of an outdoor venue or the aquatic competition site, there is an automatic 30-minute delay for competition from the last lightning strike. The 30-minute window restarts after every lightning strike. Once the National Weather Service deems the weather no longer a threat, competition will resume.

Each venue will have a hydration station providing free water for athletes.

competition All other sports will hold an orientation to advise competitors about rules, guidelines, and any changes. Some orientation meetings are mandatory. Sports with mandatory meetings are noted in this book under the sports section.

Competitors will be advised in their Confirmation Letter of the nature of the orientation meeting for their events

SPORT VENUE CHECK-IN:

Every competitor must check-in at the sport venue before competing each time he/she returns to the facility for a new competition During check-in, the competitor will show his/her Hostissued Athlete Accreditation Failure to provide these credentials will prohibit participation until this requirement is satisfied. The competition will not be rescheduled or delayed if the competitor does not have their Athlete Accreditation.

In all team sports that allow a Non-Playing Coach, a Credentials Official will be present at each venue and is responsible for verifying that players are properly identified and accredited At check-in or before each game, it is the responsibility of each team’s coach/captain to ensure that the Credentials Official is presented with the credentials of all team members on the roster who Official is presented with the credentials of all team members on the roster that are present and playing in that game. The credentials will be returned immediately after each game unless there is cause to investigate the participation of an ineligible player. Any team not fully complying will be considered playing with an ineligible player and, therefore, forfeit the game

UNIFORMS:

The following markings are permitted on attire worn during competition:

1 Agency, Association, and team identification

2 Brand name manufactured onto uniform

3. Competitor ’ s name

4. Tasteful advertising in a rectangular area not to exceed 10cm x 22cm (4” x 9”). The advertising may be either silk screened or embroidered and shall be a color complimentary to the uniform

Other attire worn by competitors (warmups, jackets, hats, etc ) may display additional advertising and logos. Any uniform or other attire worn or displayed by any participant must be in good taste and in keeping with the good name of the WPFG, Host and Law Enforcement and Firefighting services. Violations may result in expulsion from WPFG venues and/or disciplinary action Contact the Federation Headquarters in San Diego if you are unsure about the type of advertising allowed
