from my emails to the GAR listserv, the Office of Sponsored Programs and Grants and Contracts Accounting are moving to the Spring Valley Building on August 16 and 17. We look forward to joining almost 400 AU staff in the new facility. We are excited about the move.

As I write this, the Annual Meeting of the National Council of University Research Administrators (NCURA) just wrapped up here in Washington. Approximately 1,700 research administrators from across the globe were in attendance, learning about the latest news from federal agencies as well as best practices from their colleagues. This concept of “best practices� is a bedrock principle of the NCURA Peer Review Report, which will be completely implemented over the next few months. At that time, then, AU will have in place research administration policies and processes that will serve AU well as it grows its sponsored research portfolio.

As a follow up to the NCURA Annual Meeting, this issue contains some pointers from several sessions I attended. Research administration is a constantly changing field, one requiring constant acquisition of new knowledge and best practices.

Some Ideas and Suggestions from the August 2016 NCURA Annual Meeting Jim Casey, OSP Director Two of the concurrent sessions I attended at the just – completed NCURA Annual Meeting contained very useful information to pass along to the research administration community in this issue of the Sponsored Research Monthly.

The first session, entitled, “Identifying and Mitigating Risk,” covered mitigating risk at the preaward stage and when negotiating contracts. Important points made include the following: 1. What are the costs of compliance with regards to specific contract terms and conditions that your institution may accept? When negotiating contract terms and conditions, there may be costs associated with those terms and conditions. Can the department, college, and/or institution accept them?

2. In negotiating contracts, you must be able to differentiate between what is legally permissible, what is legally tolerable, and what is simply a business decision for university leadership.

3. A Principal Investigator (PI) needs to know the risk in signing invoices. Do not simply sign invoices without any thought to the quantity or quality of deliverables under the grant.

4. Loaned equipment should be thoroughly discussed in a grant proposal. Do not ignore this issue until an award is made. In the case where loaned equipment is given to other sites or institutions, make sure that these sites or institutions share in the potential liability. This liability should be specifically written into the respective contracts.

5. Contract officers need to have a broad understanding of the projects for which the contracts are being negotiated. They should not negotiate contracts without that broader understanding.

6. When it comes to communication between central and departmental staff, remember that the other side is human and that personal relationships are key.

The second session, entitled, “Industry-University Relationships in Proposals for Federal Programs and Resulting Awards,” covered a broad range of issues in the university – industry sphere. Some of the more salient points made during this session include the following: 1. In conducting work under an industry contract, promise the company that you will use “reasonable effort” to conduct the work. Sometimes this is called “reasonable best effort.”

Do not promise perfection nor a specific end result of your research. And do not promise to indefinitely re-perform the work (without pay) to the company’s satisfaction.

2. If the contract has federal contracting or procurement clauses (FAR, DFAR, etc.), take exception to those clauses at the proposal stage. You will want to either specify the

acceptable FAR and DFAR clauses in the proposal, or attach your sample subcontract (with acceptable terms and conditions) to the proposal.

3. Thoroughly address the university’s positions on publication, intellectual property, governing law, insurance, audit requirements, and other issues.

4. Make sure to consider and accommodate faculty needs and requests wherever possible.

5. If the Request for Proposals (RFP) is not clear, ask questions and seek clarifications from the sponsor.

6. Work closely with your faculty technical experts.

7. If a university sends a teaming agreement to you, that is an indication that the U.S. Government RFP is requiring such an agreement. In the normal course of sponsored research teaming agreements are not required between universities due to their similar interests and general agreement on research advancing knowledge.

Peer Review and the Sponsored Research Enterprise

by Olufemi Adedoyin, J.D., Grant & Contract Manager, OSP Peer review, the process through which experts in a given field evaluate the scholarly articles and research of their peers, is commonplace in the world of academia. The Wiley Online Dictionary defines peer review as a mechanism “designed to assess the validity, quality and often the originality of articles for publication.”1 This evaluative exercise ensures that the information provided is well researched and reliable.

As an integral part of the scientific process, the importance of peer review cannot be understated. The United States National Library of Medicine, a branch of the National Institutes of Health, asserts that peer review, “often helps authors and editors to improve the clarity of the issues being raised and the ways of reporting the outcomes that have evolved from answering the research questions.”2 In other words, during the peer review process, research objectives and their answers are refined for better understanding by the academic community.

So what does all this have to do with securing grant funding? After all, a research article is produced and reviewed after research has been funded. The connection is this: the same process that makes for dependable research also produces competitive grant applications. While the value of peer review in research publication is well known, many are still unfamiliar about the benefits of becoming a peer reviewer for grant applications.

Who can serve as a Peer Reviewer?

The U.S. National Library of Medicine defines a Peer Reviewer as anyone “who has expertise in the content area or in the design or methods used in [a research] article.”3 For grant purposes, the subject matter expert would have specialized knowledge of the content area or methods used in a proposal.

These are broad definitions, in reality many grant peer reviewers are faculty members at universities who volunteer time to participate in reviews and panels. Some organizations, like the National Science Foundation (NSF), also compensate volunteer reviewers with travel expenses.4 What are the benefits of becoming a Peer Reviewer?

There are many! On their “Why You Should Volunteer to Serve as an NSF Reviewer” page, NSF lists the following benefits5: Reviewers – Gain first-hand knowledge of the peer review process, Learn about common problems with proposals, Discover strategies to write strong proposals; and Meet colleagues and NSF program officers managing programs related to their interests.

These benefits are not specific to NSF alone. Becoming a Peer Reviewer for other federal agencies and organizations afford experts the same opportunities to pick-up tips on writing stronger proposals and learn about research funding trends.

Ethics and Responsibilities of a Peer Reviewer With great reward comes great responsibility. In March, 2013, the Committee on Publication Ethics (COPE) published an article outlining ethical guidelines for peer reviewers.6 In the article, titled “COPE Ethical Guidelines for Peer Reviewers”, the organization states that, “ [Although] peer reviewers play a central and critical part in the peer review process, [they] too often come to the role without any guidance and may be unaware of their ethical obligations.” 7 Many federal agencies have taken legal measures to ensure confidentiality and privacy during the peer review process. Reviewers are often times required to sign confidentiality agreements before reviewing proposals; breaches of confidentiality may result in fines and/or imprisonment.8 How do I become a Peer Reviewer?

The process to become a peer reviewer varies by agency and organization. Visit a specific organization’s site or speak with a program officer to learn more about peer review opportunities!

College of Arts and Sciences JDRF Innovative Grants JDRF provides seed funding for highly innovative research with significant potential to accelerate the mission of JDRF. Proposals should address key outstanding questions and have the potential to lead to a change in the current paradigm or conventional wisdom and/or lead to a groundbreaking discovery. Preliminary data is not required in the proposal but the underlying premise, goal, or hypothesis must be plausible and testable and the proposal must be focused with a well-defined goal that is achievable within the timeframe of the award.

The Innovative Grant is not intended to support proposals aiming to incrementally advance existing hypotheses, ongoing areas of research or proposals with the sole goal of generating novel reagents or resources.

Deadline: October 31, 2016 Cancer Target Discovery and Development Network (U01) This Funding Opportunity Announcement (FOA) will continue to support the program "Cancer Target Discovery and Development� (CTD^2, pronounced cee-tee-dee-squared). CTD^2 is focused on efforts that advance cancer research by bridging the knowledge gap between the rapidly increasing volumes of new data generated by comprehensive molecular characterizations of many cancer types and studies of the underlying etiology of cancer development, progression, and/or metastasis.

Deadline: October 3, 2016 Specialized Programs of Research Excellence (SPOREs) in Human Cancers for Years 2015, 2016, and 2017 (P50) This Funding Opportunity Announcement (FOA) invites applications for P50 Research Center Grants for Specialized Programs of Research Excellence (SPOREs). The program will fund P50 SPORE grants to support state-of-the-art investigator-initiated translational research that will contribute to improved prevention, early detection, diagnosis, and treatment of an organ-specific cancer (or a related group of cancers). For the purpose of this funding announcement, cancers derived from the same organ system (i.e., group of organs that perform common function) are considered related. Examples of such organ systems include gastrointestinal, endocrine, circulatory, and other biological systems. Other programmatically appropriate groups of cancers may include those centered on a common biological mechanism critical for promoting tumorigenesis and/or cancer progression in organ sites that belong to different organ systems.

College of Arts & Sciences Prevention and Treatment of Substance Using Populations with or at Risk for HCV (R21) Hepatitis C virus (HCV) infection greatly raises risk for liver fibrosis, cirrhosis, and hepatocellular carcinoma and is the leading indication for liver transplantation. An estimated 170 million people, or 3% of the world population, including over 3 million people in the United States (US), are chronically infected with HCV. It is estimated two-thirds of injection drug users worldwide may be HCV infected. Since 2007, deaths associated with HCV infection in the US have surpassed those associated with HIV. It should be noted that HCV progression is enhanced by HIV co-infection, and liver disease caused by HCV infection has emerged as a major threat to the survival of co-infected HCV/HIV individuals. Up to 90% of HIV-infected IDUs may also be co-infected with HCV. This FOA (R34) offers the opportunity to conduct the initial development of a clinical trial or research project focused on prevention and treatment of HCV for at-risk substance using populations, including those infected with or at risk for HIV. The R34 supports the establishment of the research team; the development of tools for data management and oversight of the research; the development of a trial design or experimental research designs and other essential elements of the study or project, such as the protocol, recruitment strategies, procedure manuals and collection of feasibility data.

Kogod School of Business Midcareer Grant Program The Spencer Foundation is pleased to announce the 2016 award cycle of its grant program to enrich the work of academic midcareer scholars who are seven to twenty years post doctorate. This targeted program provides support for those who are interested in advancing their understanding of a compelling problem of education by acquiring new skills, substantive knowledge, theoretical perspectives or methodological tools. It is not intended to encourage researchers to abandon their existing area of expertise, but rather to build on, enrich, and extend that training with the acquisition of new methodological tools and/or perspectives about a subject to which they have been deeply committed throughout their academic career. Kogod School of Business Research Grants The Center for Education and Ethics announces a new grant program. The Center will make awards of up to $40,000 for research projects in philosophy as it relates to educational policy and practice. We encourage applicants to understand educational policy and practice in broad terms, including issues that directly relate to K-12 schools and higher education institutions, but also concerning policies that influence children’s growth and development in the family and other institutions. We also encourage diverse kinds of philosophical research ranging from the highly abstract to the highly applied. School of Communication Park Foundation Media Grants The Foundation supports public interest media that raises awareness of critical environmental, political and social issues to promote a better informed citizenry in the U.S. It supports quality, non-commercial media that is substantive, fair, and accurate. Program priorities include investigative journalism, media policy and public broadcasting.

Investigative Journalism supports excellence in reporting on nationally-significant public affairs issues in the Competitive proposals will show evidence of groundbreaking content employing multi-platform media tools with potential to achieve broad distribution and social impact.

Media Policy supports nationally significant initiatives that promote fair and open media systems and policies in the U.S. The Foundation supports projects that advance universal access to communications, a "neutral" Internet, diverse and independent ownership, public interest media and the future of journalism.

Public Broadcasting supports nationally distributed and aired television and radio programming. Preference is given to in-depth, investigative reporting projects that include diverse, public interest voices and perspectives.

Documentary Films supports a very limited number of small grants to individual documentary projects related to civil society and democracy, environment and animal welfare. Requests for funding greatly exceed available resources and preference is given to projects with wide distribution and community engagement.

Prior to submitting a proposal, prospective applicants should contact the Foundation via phone or e-mail to determine appropriate fit. Please be prepared to provide information regarding content and treatment, distribution, outreach, budget, funding sources (and fiscal sponsorship as appropriate).

Media projects are also funded in the Foundation's Environment program.

School of Communication Ethics and Excellence in Journalism Foundation Grants Ethics and Excellence in Journalism Foundations mission is to invest in the future of journalism by building the ethics, skills and opportunities needed to advance principled, probing news and information now and for the future. EEJF does so through contributions to media institutions and journalism schools nationwide, primarily in areas of investigative reporting, youth education, professional development, and special opportunities.

The Foundation has four program areas: Investigative Reporting, Professional Development, Oklahoma Journalism and Special Opportunities. Within each of these program areas, the Foundation gives special preference to programs focusing on ethics and new media.

School of International Service Ron McKinley Philanthropy Fellowship The Ron McKinley Philanthropy Fellowship is dedicated to Ron McKinley, a longtime member of the philanthropic and nonprofit communities. He was a mentor to many and an advocate who embodied justice and equity. He worked tirelessly throughout his career to ensure that all those underrepresented in these communities were afforded equal access, opportunity and the resources necessary to fully participate and be heard.

The fellowship, which was launched as a partnership with the Minnesota Council on Foundations and Bush Foundation in 2013, will prepare individuals from underrepresented communities for careers in philanthropy. But the fellowship is about more than changing the face of leadership in philanthropy; it’s about infusing new ideas and viewpoints into the field.

Deadline: September 28, 2016 Internship Opportunities - Museum Management - Development Program Interns have the opportunity to acquire vital skills in museum and nonprofit management by assisting with an assortment of tasks in the Museums administrative offices.

School of International Service International Affairs Fellowship Launched in 1967, the International Affairs Fellowship (IAF) is a distinguished program offered by the Council on Foreign Relations (CFR) to assist mid-career scholars and professionals in advancing their analytic capabilities and broadening their foreign policy experience. The program aims to strengthen career development by helping outstanding individuals acquire and apply foreign policy skills beyond the scope of their professional and scholarly achievements. The distinctive character of the IAF Program lies in the contrasting professional experiences fellows obtain through their twelve-month appointment. Selected fellows from academia and the private sector spend fellowship tenures in public service and policy-oriented settings, while government officials spend their tenures in a scholarly atmosphere free from operational pressure.

School of Public Affairs Public Diplomacy Grants program - Notice of Funding Opportunity The Public Affairs section (PAS) of U.S. Embassy Colombo is pleased to announce that funding is available through the Embassy’s Public Diplomacy Grants program for projects in Sri Lanka and the Maldives that focus on key audiences, including: youth (14-25 years old), women, entrepreneurs, innovators, and journalists.

We are soliciting grant proposals from not-for-profit, non-governmental organizations, think tanks, and academic institutions that address one or more of the grant priority areas specified below. The organization should have at least two years of programming experience. This experience should be documented in the organization’s proposal. A copy of the organization’s registration certificate should be provided with the proposal application.

Washington College of Law International Narcotics and Law Enforcement – Mexico Police Professionalization Program INL-16CA0007WHPMEXICO-11032015 INL Mexico seeks innovative, cutting-edge proposals for the Police Professionalization program from organizations that aim to assist Mexico in implementing reforms consistent with the objectives of Merida Initiative Pillar II. The Bureau of International Narcotics and Law Enforcement Affairs (INL) leads the Department of State’s anticrime and counter-narcotics efforts. INL assistance programs help partner nations to build their capacities to extend the reach of justice under the rule of law, including respect for human rights and gender equality, and to deny safe haven to criminals who would otherwise operate with near impunity. The resources entrusted to us, enables INL to deliver technical assistance and capacity to: enhance international drug control through interdiction and supply reduction; develop civilian law enforcement capacity, regional partnerships, and information sharing; and further the administration of justice and corrections under the rule of law with respect for human rights. This mission supports peace and security by stabilizing and strengthening security institutions and by combating narco-trafficking and other transnational crimes such as money laundering, criminal gangs, and wildlife trafficking. It promotes governing justly and democratically by strengthening justice sector institutions, good governance and respect for human rights.

Deadline: November 1, 2016 The White House Council on Environmental Quality - Legal Clerkship CEQ has law clerkship openings for the Spring and Summer of 2016 (12-16 weeks each), and is accepting applications from highly motivated second and third year law students and recent graduates. Applications will be reviewed as they are received on a rolling basis. Clerks are supervised by CEQs Office of the General Counsel, and provide critical research and writing assistance to both legal and policy staff on a variety of matters pertinent to CEQs functions, including oversight of the National Environmental Policy Act (NEPA).

Through CEQs participation in policy processes across the Federal government, clerks have the opportunity to perform diverse, substantive legal work, including: (1) Drafting memoranda on environmental, energy, natural resources, and general law issues; (2) Tracking Federal agency actions on environmental issues; (3) Attending interagency working group meetings; and (4) Assisting with responses to Freedom of Information Act requests and other inquiries regarding CEQs activities. Clerks also have the opportunity to help advise CEQs policy teams on legal issues, and to analyze significant draft regulations through CEQs participation in the interagency regulatory review process under Executive Order 12866.

Civil Society Leadership Award (CSLA)

The Civil The Civil Society Leadership Awards (CSLA) provides fully funded master’s level scholarships at a network of universities across Asia, the Middle East, Europe, and North America, including American University Washington College of Law. The program aims to support individuals who demonstrate both academic and professional excellence and have potential to become civil society leaders in their home communities. Applicants from the following countries are eligible: Azerbaijan, Belarus, Cambodia, Dem. Rep. of Congo, Egypt, Equatorial Guinea, Eritrea, Ethiopia, Laos, Libya, Rep. of Congo, South Sudan, Sudan, Syria, Turkmenistan, Uzbekistan.

Deadline: September 15, 2016 Public Health Impact of the Changing Policy/Legal Environment for Marijuana (R01) Public opinion around marijuana use has become increasingly positive and permissive, despite the lack of scientific data on the short and longer term outcomes among exposed children, adolescents, and even adults. Changes in marijuana policy and legal status are gaining momentum, yet we know little about the impact these shifts have had or will have on epidemiology, prevention and treatment of marijuana and other substance use or disorders, related social and health outcomes such as education and professional achievement, other risky behaviors (e.g. drugged driving) and other disease incidence or prevalence (e.g., HIV, mental illness). While modest increases in prevalence of marijuana use coupled with decreases in the perception of harm associated with marijuana use have been seen in recent years, given the current social climate around marijuana use for both medical and recreational purposes it is reasonable to anticipate continued fluctuations in trajectories of use and attitudes. Therefore the National Institute on Drug Abuse (NIDA) is encouraging population-based research on social, behavioral, and health outcomes of marijuana involvement to help inform the public health impact of the changing marijuana environment.
