f you’re a firsttime homebuyer, had a gap in your employment within the past five years, work for yourself or lack current income as a retiree you may want to hurry your plans to buy a house Marianne Bornhoft, this year before new laws take 2013 President Spokane Association of REALTORSŽ effect in January. The Consumer Financial Protection Bureau, a child of the Dodd-Frank reforms born of the recent housing collapse, will soon begin limiting people from taking out a mortgage or refinancing an existing one for these and other reasons. The new lending rules on qualified mortgages will take effect January 10, 2014. Fannie Mae and Freddie Mac – government-sponsored enterprises that purchase most of the mortgages in this country – won’t buy non-qualified mortgages starting next year. Here are some ways the new rules might impact you: A first-time homebuyer will not be able to borrow more than 43 percent of his/her income. While that, on its face, seems prudent, the new calculation includes all consumer debt. Say, for example, you are paying off a student loan, a car loan and/or a personal line of credit. All of these amounts will be added to any new debt from a home loan, the total of which must remain below the new 43 percent threshold. Young adults and Baby Boomers entering retirement will feel a disproportionate impact of this new rule because of lower income levels. Lenders will also be looking for a gap in your employment over the past five years. If you lost your job during the recession or had some other career disruption within a five-year look-back, you will find it difficult to obtain a home loan regardless of your current income. Even if a lender may be inclined to favor your application on the whole, the new rule says a lender will be exposed to legal action if a loan goes bad on any detail. deta de tail il. If the recession forced you to start your own business, become an independent contractor or otherwise moved you to a fluctuating income, you will encounter some friction in applying for a home loan next year. This will also include people who are recently retired, divorced or widowed since dramatic changes in current income will impact your ability to qualify for a home loan even if you have access to savings. In such cases, you will be required to pay a higher down payment than you otherwise may have planned in order to put more of the burden of home ownership directly on you and less on the lender. As a REALTORŽ, I work with people in all of these situations regularly. Here are three things you can do to jump the new home loan hurdles. Keep your job. Don’t go househunting and job-hunting at the same time. You’re going to need one now more than ever to get the other. If you are contemplating moving into a smaller home after retirement, buy the house first while you have current income, then retire. Try a small community lender. Community banks and smaller institutions are exempt from some of the new requirements. This gives them more leeway in approving loans. Your Spokane REALTORŽ can introduce you to community lenders in our area. Cut your debt. Pay off your student loan and/or car loan before you take on a home loan. Cut your credit cards down to one or two and pay them off since each one speaks against you on your credit report whether it carries a balance or not. Never seen your credit report? You can check it for free online with any or all of the three major credit bureaus: TransUnion, Equifax and Experian. The new mortgage rules are written to move our economy forward. ou may have heard that America’s population is aging, and so is the country’s housing stock. According to RealtyTrac, real estate data provider, more than 70 percent of U.S. single-family homes were built before 1990. In a market where inventory is tight, older homes are popping up everywhere with forsale signs. They are desirable for one big reason: They come with lower price tags. This year, more than 60 percent of the

homes sold in the U.S. were built before 1990. “The high percentage of homes that are at least 20 years old and likely in need of some major repairs is eye-opening,� says Jake Adger, chief economist at RealtyTrac says in a release. “However, given the low inventory of homes available for sale in today’s market, this challenge of aging U.S. housing supply can also be an opportunity for buyers looking for a bargain and homeowners looking to update their living space and improve the value of their homes.�

This year, homes built before 1990 sold at an average price of $233,221, s according to RealtyTrac, compared a to t homes built after 1990, which sold at a an average price of $256,292. The lower price point on older homes is not lo surprising given many are in need of some rehabilitation and are more likely to have maintenance issues, Adger says. “This also presents an opportunity for buyers willing to take on that older inventory,â€? he says. “Those buyers can purchase at lower price points and face less competition from institutional investors.â€? But, older doesn’t always necessarily mean cheaper, says Walter Molony, spokesman for National Association of REALTORSÂŽ. “Well-maintained historic homes over time can command higher values,â€? Molony says. According to NAR statistics among the homes sold in 2012, two percent were built in 1911 or earlier, 17 percent between 1912 and 1959 and 23 percent were built between 1960 to 1985 and 22 percent between 1986 to 2000. Here are a few things to keep in mind while shopping for an older home: • Make informed decisions: Many fixer-uppers require a lot of work. A house built in the 1970s may not cater to the needs of a 2013 owner. “Don’t just think about purchase cost, but also additional costs you would have to incur to change the home to fit your lifestyle and desires,â€? says Daren Blomquist, vice president at RealtyTrac. • Hire a professional inspector: “All buyers, regardless of [if they’re buying] a new or old home, should

have their contract conditioned on a satisfactory home inspection report,â€? Molony says. In the U.S., most states have a mandatory property disclosure law that requires sellers to disclose material condition of a home in writing. But there are flaws that owners may not necessarily notice, such as water damage in the attic or termite activity, Molony says. So, hire a professional inspector. • Do your due diligence: Ensure the inspector you hire doesn’t work for a home remodeling company or have any conflicts of interest. Be present at the inspection so you can ask any questions and read the report carefully. “When buying a fixer-upper, go in with your eyes wide open,â€? Molony says. If you can, hire professionals for any renovation rather than doing it yourself and causing structural damage by accident. • Choose an experienced agent: A professional real estate agent is better equipped to be your advocate in the process, Blomquist says. Someone who is local will have a better understanding of the housing stock and common problems in the area. • Get assistance: Explore the possibilities of a 203k program offered by the Federal Housing Administration. The program allows individual buyers to roll in the cost of rehabilitating a home with the purchase price for one home loan. This makes it easier to stomach the high costs of renovation. “You can add up to $35,000 into your loan,â€? Blomquist says. “It’s one of the most exciting things for owneroccupant older properties.â€?
