Choosing a home involves a great deal of emotion, to be sure but – first and foremost – it is a financial decision.

For most of us, a home is the largest investment of our lives. The recent recession leaves us with a silver lining: record low interest rates on home mortgages. Why is this a great deal for homebuyers? Let’s look at the numbers in one example.

Let’s say you can afford a house payment of $1,100 per month.

Over the past 20 years, the average interest rate on a home loan has been 6.5 percent. Before the recession, then, you could have afforded a house of about $193,000.

With the same house payment of $1,100 per month, with interest rates now at a record low 3.3 percent, you can afford a house that costs about $279,000 – that’s 50 percent more home!

Drowning in debt? Don’t fall prey to a “get debt-free” scheme.

QUESTION: We’ve been refinancing our home, and without asking, the lender sent our credit scores. Do we have to pay for this service?

ANSWER: What you see is the result of Wall Street reform. Under the Dodd-Frank Wall Street Reform and Consumer Protection Act, lenders are required to provide a numerical credit score without cost each time they take “any adverse action” against a mortgage applicant.

At first glance, this language seems to say that lenders must provide a free credit score only when a mortgage application is denied, but the “adverse action” language can also be read to include any loan originated by a lender when the borrower does not get the best-available rate and terms.

If we look at this broader interpretation of “any adverse action,” then three points arise: First, there are instances when the “best available rates and terms” for a given borrower at a particular point in time can be debated. For instance, one lender might see more risk in a given credit score than another.

Second, the definition of a “best available rate” is slippery. One problem is that rates are always in flux, so it’s tough to be certain what actually is the best rate at any given moment.

Third, the role of the lender is not passive.

Borrowers routinely rely on lenders for advice and information, and it is lenders who underwrite each loan they process.

As a result of such questions – and in an abundance of caution – lenders now make scores available to loan applicants as a routine matter.

For instance, when my wife and I recently applied to refinance a mortgage, the lender took the application over the phone. While we were actually on the line, he obtained our credit scores from three separate credit-reporting bureaus, and a few days later we each received the middle score by mail.

For specifics, speak with your lender when making an application.

n a down economy, many parties offer to help people who struggle with bills and debt – but some are more scrupulous than others.

According to the National Association of Consumer Bankruptcy Attorneys, debt settlement scams are the No. 1 threat facing deeply indebted Americans today. As few as one in 10 consumers who sign up for debt settlement schemes end up debt-free in the promised timeframe.

“People pay $6,000 to $8,000 to these companies before they get any results,” says North Carolina attorney Ed Boltz, NACBA board member and incoming president. “By the time they realize, they are deeper in debt, and their credit’s ruined.”

Mounting credit card debt has become a reality of American life.

Credit-reporting agency TransUnion recently released numbers that show the average credit card debt per borrower in the U.S. increased 4.9 percent to $4,996 in the July-to-September period, compared to the same time frame in 2011.

As many try to dig their way out, they become easy victims.

Boltz says the most frustrating and common scam involves companies that are associated with a law firm or an attorney.

“So, what happens is the debtor pays the lawyer’s fees first for many months and only after that, does the company start negotiations to settle the debt,” Boltz says.

“By then, the debtor is deeper in debt and in some cases is being sued by the creditors.”

Here’s how to avoid scams: • Avoid companies that ask for attorney fees up front. Chances are, you will be paying off those fees while your debts keep piling. Instead, if you have some extra cash on hand, you could try negotiating with your creditor directly to reduce debt.

• Do some research on the internet. You could check with the bar association for the attorney’s record or look up the company with the State Attorney General’s Office or the Better Business Bureau. If the business has been fined or had to go through a recent million-dollar settlement, that’s a red flag.

• Find someone local.

A local attorney, who can meet with you personally and discuss your options, is always better than a distant voice on the phone.

• Work with government-approved nonprofit credit counseling agencies.

Many of them are closely monitored and therefore are safer bets than debt settlement companies.
