Successful landlording begins with following some basics By Joy Peck, Executive Director Landlord Association of the Inland NW

1. Treat landlording as a business. Develop a system with a set of written procedures for all steps in your rental process. Start with a solid Rental Criteria, which is a legal requirement for all rental properties now. If you aren’t sure about how to do that, talk with an experienced landlord, find a landlord mentor, or join a landlord association to get the training for free as part of the membership. 2. Keep some capital in reserve for those unexpected repairs, damages, vacancies, perhaps even an eviction. The important part of capitalism is capital – the capital to get started and the capital to carry you through slow times or emergencies. Borrowed money is not capital, it’s debt, so be sure you have some funds put away. Landlording is not a get-rich-quick adventure. It can take several years to generate long-term wealth from rental property, so keep expectations realistic. 3. Get a copy of the Washington State Residential Rental Laws, commonly known as the Landlord-Tenant Law Act, which is a part of the Revised Code of Washington. Learn the rights and responsibilities of both landlords and tenants, how to serve notices, and how to accomplish what you need to do. 4. Use state-specific leases always, and be sure that you attach any other forms required by the state in which your rental is in. Washington State requires a Property Condition Report (walk-through checklist), a Smoke-Detector/Carbon Monoxide form and a Mold Addendum. These forms protect the landlord in several ways, so don’t neglect to use them. Using these required forms reduces your liabilities, and your insurance costs, too. If the rental property is older than 1978, a Lead-Based Paint form and booklet is also necessary and protects the landlord from future lawsuits or complaints. 5. Put in writing a list of your screening criteria, usually called the Rental Criteria. This is an absolute must to protect a landlord from claims of discrimination because it describes the criteria that an applicant must meet to be considered for lease-up, and demonstrates that your choice is based on factors other than discrimination against a protected class. 6. Verify every item on the application. If you don’t value your property, others won’t either. Remember, you are turning over property worth thousands of dollars to strangers. A thorough checking of references and screening are the only sure ways to safeguard your investment. Sometimes, it can take only one bad tenant to loose an entire year or more return on the rental investment. The cost of evictions, lost rent, damages, and cleaning costs due to smokers and pets, can completely wipe away any return on

investment very quickly. 7. Thoroughly screen your applicants! In Washington State, the tenant pays the screening costs. Be sure to check rental history back beyond the current landlord. Ask about evictions, suits involving previous landlords, any history of late rent, damages, noise, pets, complaints, smoking, criminal background, or other items on your criteria. 8. Enforce the terms of the lease and your rental rules consistently and immediately when there are problems with noise, parking, unauthorized occupants, late rent, pets, etc. Use the proper notices regarding non-payment of rent or lease violations and let your tenants know you expect all the terms and conditions of the lease to be followed. 9. Keep the relationship between you and your tenants business-like and treat all residents with respect. Develop good listening skills, but do not become involved with personal problems or become a sounding board for chronic personal complaints. 10. Conduct regular inspections of your properties. Every 3-4 months is not too often to check for residents living on your property that are not on the lease, damages, pets or smoking (if these are not permitted). Spring and fall are good times to check on the smoke detector batteries. Summer and winter should be a time to check for leaks, change the filters in the furnace. Serve the 48-Hr Notice of Intent to Enter prior to any inspections. 11. Keep good records and document all calls, all visits, maintenance, everything. 12. Fill vacancies faster by reaching out and serving a niche market. The location and amount of rent will impact that choice, but there are many niches to target and can lead to shorter vacancies and better return on investment. 13. Look for ways to reward your long-term residents, even if it is just a small plant in the spring, a small ham or turkey at Thanksgiving or Christmas, or a gift card for a local coffee shop. Lower turnover results in higher revenues. 14. Seek further training and education about landlording. It’s a profession, even if you do it only in addition to a “day job.� Read books like “Landlording,� and “The Landlord’s Kit.� Whether you have only one rental unit or dozens, the law applies equally to all landlords and property managers, so there is never an excuse that a mistake was made because a rental property owner was “too busy,� or “has only one unit.� The more knowledge a landlord has about their profession, the better the return on investment. “Keys to Renting� content is for informational purposes only and not meant as a substitute for legal advice. generation that has grown used to the conveniences of touch-screen devices expects the same from their homes, a new survey shows. The survey, conducted on behalf of Better Homes and Gardens Real Estate, reveals that the next generation of homebuyers prefers customized smart homes to the traditional luxury or prototype homes of the past. Sherry Chris, president and CEO of Better Homes and Gardens Real Estate, Parsippany, N.J., says that younger homebuyers are not interested in the “traditional� homes where their parents grew up. “They are not looking into the bells and whistles of the old generation,� she says. They want customized features “like turning up the heat and down using their iPad.� The survey shows 43 percent of participants prefer customized homes than a cookie-cutter home, while 50 percent believe that technology is more important than curb appeal. If a home is not updated with the latest tech, that group would not be interested in it. “Technology is an absolute necessity along with energy efficiency, security system and smart thermostat,� Chris says. Apart from technologyforward appliances and home automation, a third of the participants from the survey preferred “fixer-upper� homes, and they would prefer to remodel homes themselves rather than seeking help. Younger homebuyers believe they’re handier than their parents. “If you look across the country, there are thousands of distressed properties and abandoned lands that need residents [to fix them], and this generation is happy to do it,� Chris says. They also would prefer functional features rather than status symbols like fine china, she says. Newer model homes have replaced old homes and are retrofitted to meet new consumer needs. For instance, dining rooms now feature tables that can be converted into pool tables, and formal rooms that convert into office spaces. The survey was conducted by Wakefield Research using a nationally representative group of 1,000 adults 18 to 35 years old.

Question: What is the impact of the new Federal Housing Administration mortgage insurance cancellation policy?

Answer: For more than a decade, the FHA has said that borrowers could generally cancel their monthly mortgage insurance premium (MIP) after five years if the “unpaid principal balance, excluding the upfront MIP, reaches 78 percent of the lower of the initial sales price or appraised value based on the initial amortization schedule.� In other words, the MIP was locked in for five years even if you vigorously prepaid your mortgage and made your payments on time. If you relied just on regular monthly payments it would take almost a decade to reduce the debt to 78 percent of the original mortgage amount. The revised FHA policy – which starts for new loans originated after June 3, 2013 – uses a different approach. First, if you borrow with less than 10 percent down, the MIP will remain in effect for the life of the loan. Second, if you borrow with more than 10 percent down, the monthly MIP payments continue for the first 11 years of the loan term. Why the change? The Department of Housing and Urban Development argues that the new approach is necessary. The FHA remains responsible for paying off the loan during its entire term, therefore the MIP should not be cancelled early when borrowers put down less than 10 percent. It’s a matter of money: “FHA remains responsible for insuring 100 percent of the outstanding loan balance throughout the entire life of the loan, a term which often extends far beyond the cessation of these MIP payments,� according to an HUD press release. The FHA has found that its Mutual Mortgage Insurance fund “has foregone billions of dollars in premium revenue on mortgages endorsed from 2010 through 2012 because of this automatic cancellation policy.� If you’ve had your FHA loan for a while, contact your servicer to see if you qualify for an MIP cancellation. For some borrowers, the answer may be a pleasant surprise.
