Park Levy Update Thank you voters for approving the Parks & Recreation levy in November. When the first levy installment arrives in May, we’re ready to hit the ground running. The levy is a 20-year plan to improve every park in every neighborhood. It’s also part of the joint Together Spokane initiative with Spokane Public Schools.

You are important to us! The City of Spokane Parks and Recreation Department is committed to excellence by providing high-quality programs and services for you. If you or a family member are not satisfied with a class, program, or activity offered by the City, let us know your concerns in writing.

Full payment is required at the time of enrollment (DDA Funding and TRS programs with prior approval are exempt). Registrations cannot be accepted from participants with past due balance. Do not mail cash. Return checks are subject to a $25.00 handling fee.

In the interest of safety, the Parks and Recreation Department retains the right to cancel an activity or close a facility due to inclement weather conditions such as lightning, ice, snow, extreme heat or unhealthy air quality. In the event that the Parks and Recreation Department cancels a program due to inclement weather, all paid participants will be notified and will receive a credit or refund.

Spokane Parks and Recreation reserves the right to make any changes in the content, fees, and provision of the class schedule without notice. Check our website for the latest updates.

We hope everything is perfect with your recreation program registration. If you need to cancel, we do have a few things you should know: • For all programs canceled by Spokane Parks and Recreation participants will receive a 100% refund back to their original payment method. (Allow up to 30 days for processing). • Classes held at Spokane Public School facilities will not meet on dates that schools are not in session (holidays, vacation periods, curriculum days, inclement weather-related closures). Class sessions scheduled for those dates will be made up at the end of the regular schedule. • All refund requests must be made by email or phone call to the appropriate Recreation Supervisor (Recreation Supervisors and contact information is listed on page 2 of every activity guide) a minimum of 14 business days (Mon.–Fri. excluding holidays) prior to the start of your programs. • Requests made after the 14-business day window will not be refunded. • Cancellation/Refund requests by DDA funded (Developmental Disabilities Administration) participants who cancel after the fourteen (14) business day window may be responsible for paying the registration fees out of pocket. • All refund requests will be charged a $20 administrative processing fee. Additional fees may be assessed to recover costs associated with the program. • For all Camp refunds there is a $50 non-refundable administration fee. • For Athletic Leagues: Once league registration is closed, there are no refunds issued.

Lap lane reservations are available for individuals 16 years of age or older who want to swim for fitness or therapeutic purposes. Reservations can be made online up to one week in advance. Please note, that voicemail and email reservations requests will not be accepted. AQUATIC CENTER RENTALS To make your reservation or view availability go to www.spokanerec.org and click on the Aquatic Facility Rentals tab. Hosts may bring in food and drinks. (No glass or alcohol)

Funbrella Rental - $200 Our Funbrella locations are great for parties of 6 to 12 people. Funbrellas, located on the pool deck, are large umbrella-shaped structures with picnic tables. Available during open swim hours.

PARTY ROOM RENTAL - $250 Are you planning a birthday party or a large group get-together? Liberty Aquatic Center has a party room that is available for rent that is perfect for groups of 10-25 people. The party room includes tables and chairs for guests. Available during open swim hours.

FULL FACILITY RENTAL - $919 Planning a family reunion or a corporate party? All City aquatic centers are available for private after-hour rentals. Rentals include full use of the rented facility, along with lifeguard staff to accommodate the party. LIFEGUARD TRAINING COURSES Lifeguard Training Course

AQUATICS TRAINING & CERTIFICATION COURSES Babysitter Training Course

Ages 11-15yrs | This is an interactive class designed by the American Red Cross to prepare students to be better babysitters. Topics include how to stay safe; what to do in an emergency; how to choose ageappropriate activities; and how to recognize and handle a variety of behaviors. Students will also learn the basics of starting a babysitting business. The course consists of six interactive modules featuring videos, activities, games, and tools babysitters can use to build their knowledge and skills and manage their babysitting business. This course includes a final exam at the end, and students who complete the course will receive an American Red Cross certificate. Participants should bring a sack lunch. YOUTH AQUATICS PROGRAMS Jr. Lifeguarding Camp

2 weeks | Ages 10-15yrs. Participants learn what it takes to be a Spokane Aquatics Lifeguard by introducing them to water safety, rescue skills, first aid, CPR, health and wellness, and sustainability. Camp participants will learn the ins and outs of pool operations beyond what happens on deck. Through games and fun activities, swimming and diving skills will be refined, and endurance increased. This camp goes beyond fun, it will prepare your child to take a lifeguard class or join our Aqua Ducks Novice Swim Team. Prerequisite: demonstration of Barracuda skills. Please note that this camp does not certify your child to become a lifeguard. 8 weeks | Ages 6yrs. & Up Is your little fish aging out of swim lessons or has completed all levels but competitive teams aren’t what you are looking for? Try out our novice team where the philosophy is to have fun while increasing swim endurance, refinement of the four Olympic strokes (breaststroke, backstroke, front crawl, butterfly), and learning starts and turns. Prerequisite: Ability to swim crawl stroke 50 yards unassisted. FREE SWIM CLINICS 1 Day | Ages 3-15yrs. The Spokane region is home to over 70 bodies of water offering numerous opportunities to enjoy swimming and other aquatic activities. SWIMMING LESSONS This summer is the perfect time to learn to swim or improve your skills. Group swimming lessons are offered for every skill level and age starting at 6 months old. Lessons are $64 per person, per session. Sessions are two weeks long with classes held Monday through Thursday (8 days total). Maximum enrollment is 5 children per class, minimum is 3 children. The deadline for enrollment is the Thursday before the start of the next session. Classes may be canceled due to inclement weather, unhealthy air quality, contamination, or other unexpected circumstances. All efforts will be made to hold each class. GROUP SWIMMING LESSON LEVEL DESCRIPTIONS & GENERAL INFORMATION Tadpole | Parent Assist | Ages 6-36 Months

Water orientation class for younger children. Parents (one adult per child) are required to be in the water with children. The goal of this class is to introduce water adjustment skills in a safe and friendly environment. Climbing in and out of the pool, floating on front and back, kicking, and arm movement. All swimmers in diapers must be in swim diapers.

Seahorse | Preschool | Ages 3-5 Years

Through games and play, the goal is to introduce preschool-aged kids to water and teach them how to safely navigate this exciting new environment. Students will work on submerging underwater, blowing bubbles with their mouth and nose, supported floating, and introducing leg movements.

Level 1 | Penguin | Ages 5-8 Years

A great place for school-aged kids who are new to lessons or are nervous/afraid around water. The primary goal is to develop comfort and confidence. Students review and master all Seahorse skills, work on floating independently on front and back, refine their kicking, and are introduced to crawl stroke arms.

Level 2 | Turtle | Ages 5-9 Years

Students must be able to demonstrate Level 1 skills to be in this class. Students will continue to develop comfort and confidence, especially underwater and floating. This class focuses on a lot of new skills: kicking and rolling, crawl stroke, and backstroke.

Level 3 | Stingray | Ages 6-10 Years

Students must be able to demonstrate Level 2 skills to be in this class. This class is a challenge! There will be a lot of work on side breathing with crawl stroke, will refine backstroke, and introduce treading water. Students should pass this class before joining our Aqua Ducks Swim Team.

Level 4 | Seal | Ages 7-11 Years

July 13 – July 23

Students must be able to demonstrate Level 3 skills to be in this class. Get ready to swim some laps: in addition to working on crawl stroke, backstroke, and treading water endurance, students will be introduced to breaststroke kick and elementary backstroke.

July 27 – August 7

Level 5 | Barracuda | Ages 8-12 Years

RAFTING Lower Spokane River

1 Day | Ages 5yrs. & Up This 3-hour trip is the most adventurous on the Spokane River! We meet in Peaceful Valley and suit you up with all necessary equipment, including wetsuits when needed. We will instruct you with essential equipment and safety techniques prior to getting you on the river. Before you hit your first set of rapids, the Spokane River provides an abundance of wildlife and plenty of opportunities for swimming and or relaxing. Your guide will navigate you through two class III rapids. First up is “Bowl and Pitcher.” This rapid will take you through exciting whitewater while going under Riverside State Park’s wooden swinging bridge. Next up is “Devil’s Toenail,” another exciting class III rapid with plenty of splashes and heart-pumping fun! Drinks are provided after the trip. LAWN BOWLING How-to-Lawn-Bowl Introduction

2 Days | Ages 16yrs. & Up Summer evenings on a manicured green next to the river. Rolling grapefruit-sized bowls up to 120 feet, aiming to leave yours closer to the small white “jack” ball than other bowlers. Enjoying summer sunsets, cooler air and companionable friends while improving aim, distance and scoring at this ancient royal sport. Lawn bowling is like bocce, but with a bonus: the bowls are elliptical, allowing rolls that curve around opponents’ bowls. All equipment will be provided. Dress comfortably and wear flat soled shoes. Outdoor B.A.S.E. Camp (Big Adventure Skills & Exploration) Welcome to B.A.S.E. Camp! From here, big adventures await. During daily excursions, you will expand your skills in a variety of activities with awesome counselors and professional guides. Take aim with disc golf, come together as a team to paddle raft down the river, seek out wildlife on kayaks, explore meandering shorelines on a paddleboard, and take yourself to new heights with outdoor rock climbing! Each day we will introduce a new building project that participants will work on throughout the week to bring home. Projects are generally themed for camping and the outdoors. We even try to build the tools we will use to build the other things! Horseback Riding Camp

Individuals will learn how to face float, back float, kick with floats and learn the crawl stroke with rotary breathing. Elementary back stroke and back crawl will be taught with the goal of swimming 20 yards. THERAPEUTIC RECREATION SERVICES MEDICATION INFORMATION & WAIVER This form must be completed by all participants who require medication while attending a City of Spokane activity (referred to herein as “Participant”). Please complete the Medication Information Form & Waiver of Liability. This information will help us better assist the Participant with medications. Participant must be able to take his/her own medications while at the activity. The activity leaders will provide reminders to Participant to take medications and to safely secure medication when not in use. Please package medication by dose in individual extra small zip lock bags or blister cards labeled by the pharmacy to include: • Name of Participant • Name of physician • Name of pharmacy • Dosage and amount • Time to take. EXAMPLE: If Participant takes six different medications at dinner time, there should be six small zip-lock bags or blister cards, each with the label information listed above. Then, put all bags in a larger ziplock bag labeled with the participant’s name, date, day, and time to take; e.g., Sam Jones, Saturday, June 15, 6:00 pm.

IN FURTHER CONSIDERATION FOR ALLOWING PARTICIPANT TO PARTICIPATE IN THE ACTIVITY, I FURTHER RELEASE AND GIVE UP ANY AND ALL CLAIMS AND RIGHTS THAT I MAY NOW HAVE AGAINST ANY RELEASED PARTY AND UNDERSTAND THIS RELEASES ALL CLAIMS, INCLUDING THOSE OF WHICH I AM NOT AWARE, THOSE NOT MENTIONED IN THIS RELEASE AND THOSE RESULTING FROM ANYTHING WHICH HAS HAPPENED UP TO NOW. 4. I AGREE TO PAY ALL COSTS, INCLUDING ATTORNEYS’ FEES, INCURRED BY ANY RELEASED PARTY IN DEFENDING AN INVESTIGATION, CLAIM, OR LAWSUIT BROUGHT BY OR ON PARTICIPANT’S BEHALF WHETHER ARISING IN WHOLE OR IN PART FROM PARTICIPANT’S PARTICIPATION IN ANY ACTIVITY OR FROM ANY MISREPRESENTATIONS OR FRAUDULENT EXECUTION OF THIS AGREEMENT. 5. I represent that Participant is in good health and that there are no special problems associated with Participant’s physical or mental condition that would enhance the risks of my participation in the Activity, that would increase the likelihood of my injury and/or death, or that would interfere with my safety in the Activity. I authorize a licensed physician or other medical care provider to carry out any emergency medical care for Participant which may be necessary and agree to be fully responsible for any costs associated with such care or transport to such care. 6. I agree that any and all claims for loss, injury, and/or death arising from Participant’s participation in the Activity shall be governed by the law of the State of Washington and that exclusive jurisdiction of any such claim shall be in a court of competent jurisdiction in the in the State of Washington, County of Spokane. 7. BY SIGNING ON BEHALF OF A MINOR OR OTHER PARTICIPANT, I REPRESENT THAT I AM AUTHORIZED TO SIGN ON PARTICIPANT’S BEHALF and/or I AM THE PARENT OR LEGAL GUARDIAN OF THE MINOR PARTICIPANT and acknowledge that Participant is bound by all the terms of this Agreement. I acknowledge that the Activity entails known and unanticipated risks that could result in physical or emotional injury, paralysis, or death to Participant as well as damage to property, or to third parties. I understand that such risk cannot be eliminated without jeopardizing the essential qualities of the activity. I assume the risk and financial responsibility for any injury, illness, or liability resulting from Participant’s participation. I waive any claims and agree to hold harmless and not sue Released Parties from all claims or liability arising out of Participant’s participation. I have been made aware of the itinerary and give permission for Participant to ride in the vehicle designated by the staff of the City of Spokane Park & Recreation Division while attending or participating in the Activity, and I understand this release/waiver applies with equal weight to any claim arising from riding in a vehicle, including entering or exiting the vehicle. I certify that the Participant has no medical or physical conditions that could interfere with his/her safety in this activity, or else I am willing to assume and bear the costs of all risks that may be created, directly or indirectly, by any such condition. In case of emergency involving Participant, I understand every effort will be made to contact me. In the event I cannot be reached, I authorize a qualified physician/surgeon selected by City of Spokane personnel to examine and in the event of injury or serious illness administer emergency care to the abovenamed participant which may include hospitalization, anesthesia, surgery, or injections of medication for Participant. I understand every reasonable effort will be made to contact me to explain the nature of the problem prior to any involved treatment. In the event it becomes necessary for City of Spokane Parks & Recreation staff or volunteers to obtain emergency care for Participant, I agree that neither the City of Spokane nor any of its personnel assumes financial liability for expenses incurred because of the accident, injury, or illness. 8. I understand that this Agreement will apply for each and every day Participant participates in any Activity. I understand that this Agreement is a contract and, to the fullest extent permitted by law, shall be binding on me and my assignees, subrogors, distributors, heirs, next of kin, executors and personal representatives. If any part of this Agreement is deemed to be unenforceable, the remaining terms shall be an enforceable contract between the parties.

VOLUNTEER/STAFF

Primary goal is to make recreational activities available to a broad spectrum of people with developmental and/or physical disabilities. Our purpose is to assist people to have positive experiences and develop appropriate leisure and social skills they can use throughout their lifetime. Mastery of leisure skills often leads to an increase in selfesteem and the ability to tackle other obstacles in life.

SERVICE PHILOSOPHY

IMPORTANT INFORMATION

• Arrive to the activity/meeting location on time. Under most circumstances TRS will not wait longer than fifteen minutes for participants to arrive. This will prevent a delay in transportation and tardiness of any reservation. • Leave the activity on time. TRS will wait until transportation comes. If additional supervision is required the participant will be billed $8.00 for every 15 minutes or $32.00 for every hour your transportation is late or you arrive too early. (Please refer to the additional supervision form). • Bring the appropriate amount of money for activity. TRS staff do not carry additional funds to pay for activities. If you do not have sufficient funds for the activity, you may be sent home . Via home site, bus or taxi. • Bring the appropriate clothing/gear for activity. (i.e.; helmets/gloves, swimsuit/ cap, pillow/sleeping bag, extra layers in cold weather, etc.) • Respect people, place and things around you. 1. Stay with the group. 2. Follow instructions of TRS staff. 3. No smoking permitted except in designated areas upon approval of TRS staff. 4. No food or drink allowed on the vans or other transport vehicles. 5. No stealing Absolutely No Sexual Harassment or Assaultive behavior will be tolerated. We reserve the right to send participants home if displaying inappropriate behaviors or not abiding by the TRS Customer Involvement Policies. We strive to provide a safe and enjoyable experience for everyone in a Therapeutic Recreation Services activity.

CUSTOMER INVOLVEMENT POLICIES

1. Contact your DDA case manager and inform them of price. 2. Have case manager send funding approval to: trs@spokanecity.org 3. Fill out registration and then on page 13 indicate DDA as payment source and list case manager. 4. When registration form has been received and processed by TRS, a confirmation receipt will be sent to participant/family. 5. Provide copy of confirmation receipt to case manager 6. If camper needs to cancel registration, regular refund policy and procedures apply (see below). DDA WILL NOT PAY IF PARTICIPANT DOES NOT ATTEND BUT DID NOT CANCEL. In this case, payment responsibility falls to participant's family.

PROCESS TO USE DDA FUNDING:

Limited scholarship funds are available should a participant be unable to afford a class. Donations are tax deductible and assist us to better serve the leisure needs of people with disabilities. Therapeutic Recreation Services is a registered contractor with DSHS and is eligible to accept DDA respite funds for payment of activities through the Provider 1 system. Contact your local DDA case manager for more information.

PROGRAM FEES

Participants will be notified of class changes. Classes held in Spokane school facilities do not meet on holidays, vacation & curriculum days.

MISCELLANEOUS INFORMATION

Participants who take medication during a Therapeutic Recreation program must complete a MEDICATION INFORMATION AND WAIVER form and return it before start of class. Participants must be self-medicating. Program staff can take custody of medication and remind participants when to take medication. Program staff cannot administer medication. All medication must be packaged according to program instructions. Participants should have a current medical coupon/medical insurance card, and identification with current address and phone number.

MEDICATION POLICY

Therapeutic Recreation staff provides leadership for the activity and are unable to provide attendant care (feeding, toileting assistance, giving medications, transfers, etc.). Care providers should accompany participants who need personal care. Participants who have behavioral issues may be asked to participate with a care provider in attendance. Registration fees for care providers may be waived or will vary depending on the activity.

OTHER PARKS PROGRAMS AVAILABLE TO SPECIAL POPULATIONS

• Advance registration is necessary for all programs except where noted. • Registration is processed on first paid, first served basis. Payment can be accepted over the phone with Visa/MC/Discover only. No verbal reservations over phone. • Mail in, phone in or walk in. • Medication Information & Waiver form filled out as necessary.

REGISTRATION PROCEDURE:

The Spokane Transit Authority offers both fixed route and para-transit services to the public. For fixed route service, call 509.328.7433; para-transit service, call 509.328.1552. STA will not wait for instructors or buildings to open. Our instructors arrive fifteen minutes prior to the start of the class. In order to prevent participants from being dropped off too early please give a “no earlier than drop” time of 15 minutes before the class starts. Do not use a “no later than” time as it causes problems of too early of an arrival. Care providers must accompany participants who cannot find the class location independently or wait appropriately for the instructor. Therapeutic Recreation works with STA and care providers to identify early and late arrivals and make changes in schedules as needed. *Another suggestion is to use subscription trips. After attending a class three weeks in a row the rider qualifies. With this ride you won’t need to call in each week- just call when need to cancel. Schedule rides early. If participants need additional supervision while waiting for transportation after program hours, a bill will be sent to cover staff expenses. Para-transit is not recommended for those activities involving a flexible return time - i.e. trips.

TRANSPORTATION/PARATRANSIT USERS

Participants will be notified if a class or program is canceled due to lack of enrollment and will be offered an alternate choice, full refund or credit on account. Participants who wish to cancel enrollment must notify Therapeutic Recreation at least fourteen days prior to the program date to be considered for a refund. Refund amount will be based on the number of students enrolled and any supply costs incurred on the participant’s behalf. Care providers may not substitute participants. Every participant must be preregistered. Requests for refunds must be made in writing and approved by Therapeutic Recreation supervisor. Refunds will not be made after the first session or for missed sessions. Trip deposits are nonrefundable unless cancellation is made at least 30 days before trip departure date.
