We’re excited to welcome you to Phoenix/Mesa, Arizona, for the 2023 National Speech & Debate Tournament!

This year, nearly 8,000 middle and high school students will compete for the chance to have their message heard in front of thousands—using the power of their words for change. With 23 different competitive events, the National Tournament is the pinnacle of public speaking for speech and debate competitors around the globe. For nearly 100 years, the National Speech & Debate Association has built a platform for youth voices that has honed the skills of actors, politicians, and our country’s leaders.

The AZ NSDA District Committee owes a debt of gratitude to Dr. Andi Fourlis, MPS Superintendent, and the entire Mesa Public Schools District family for their support in this endeavor. We could not have made this happen without their involvement.

We would also like to thank our coaches for welcoming the challenge of hosting Nationals, and a special thank you to Marco Dominguez, Nick Leonardi, Erin Long, Norm Rumsey, Daniel Waks, and Jim Welty for serving in leadership roles this week.

As we travel throughout Phoenix and Mesa, Arizona, for the National Speech & Debate Tournament, it is important to acknowledge the displaced Indigenous People who are this land’s original stewards. We acknowledge that the place we now call Arizona is the ancestral home of more than 20 Indigenous tribes and that the sites of the 2023 National Tournament sit on the stolen land of the ancestral homes and territories of the Akimel O’odham (Pima) and Piipaash (Maricopa). We recognize that our presence here today is the result of the on-going exclusions and erasure of Indigenous people. Today, history continues to be written; we thank the Indigenous People who are making essential contributions to Arizona and to speech and debate communities. Specifically, we want to recognize and thank Indigenous People, such as the Indigenous Persons Coaches’ Caucus, for their guidance and leadership. The NSDA commits to continuing to learn; we will intentionally work to meet the unique needs of all Indigenous People in this activity.

STUDENTS

TOURNAMENT SUPPORT

We constantly strive to make speech and debate a more inclusive and welcoming activity. Please visit the Tournament Office in your competition building to connect with us!

• A Tournament Office Manager is someone who, via the Tournament Office, attempts to provide important information to attendees and helps to resolve issues that may arise throughout the course of the tournament.

• Belonging and Inclusion Advocates provide a first point of contact for attendees with inquiries related to harassment and discrimination at the tournament.

• Adjudication Panelists are responsible for gathering all relevant data associated with certain formal protests assigned by the National Tournament Director, interviewing the protesting and protested parties, and rendering a final decision to uphold or decline the protest and determine the appropriate penalties, if applicable. Decisions are final and may not be appealed.

• The National Tournament Director and Assistant National Tournament Director serve as first referee on all rules and procedure related items. They issue rulings, serve as advisers to the Adjudication Panelists and Tournament Office Managers, and are the head administrators of the National Tournament. All rule and procedural decisions are final and may not be appealed.

NEED ASSISTANCE?

• The Nats23 Guidebook app is your primary source of information.

• Follow signs to locate the Tournament Office at any competition venue and get help in person.

• If you are unable to visit the Tournament Office, email the NSDA Helpline at info@speechanddebate.org for remote assistance. Emails sent after 7:00 p.m. MT will be responded to the following day, with the exception of Tuesday evening during supplemental re-registration through 10:00 p.m. MT. (Please note that using the NSDA Helpline may be slower than visiting the Tournament Office.)

• If you have a concern about how someone is being treated, visit the Belonging and Inclusion Station , formerly known as the Equity Office, for support or to file a complaint if an individual feels an instance of harassment and/or discrimination has occurred.

• Attendees with accommodation requests may visit the Tournament Office or contact info@speechanddebate.org for assistance. Please refer to page 16 for more information about limited mobility seating available during finals and awards.

• If you lost something at a school campus, please check with the Tournament Office for lost and found. When buildings close down, we bring recovered items to the Phoenix Convention Center’s Tournament Office.

• Tournament ribbons are required for attendees in competition venues. Replacements are available in the Tournament Office.

SCHOLARSHIP CLAIM REQUESTS

More

than $100,000

in scholarships is awarded at Nationals each year!

Graduated high school students who have earned a scholarship at the National Tournament and have enrolled in post-secondary school should complete our online form to submit proof of enrollment and request disbursement of scholarship funds. Scholarship funds will be sent to the registrar. For details, visit www.speechanddebate.org/scholarship-claim-request-form .

JUDGE BONDS

If your school’s judges have met their obligations (reported to all assignments), the $200 judge bond will be refunded. During registration for the National Tournament, schools indicated on Tabroom.com if they would like their judge bond credited to their 2023-2024 NSDA membership account or returned in the form of a check. Please log in to Tabroom.com to review your selection. All bonds will be processed and returned after Nationals by July 31, 2023. Note: If a judge from your school missed an assignment and a fee was levied, you can appeal using the online form at www.speechanddebate.org/fee-appeal-form . Appeals are due by July 1 and will be evaluated and responded to after the tournament.

By entering these locations, you agree that the NSDA has the right to use your likeness, image, voice, etc., in any video or print resources, marketing, advertising, or related endeavors. You also understand that you will not be compensated in any way for the use of your likeness, image, voice, etc. Being on these premises June 11-16, 2023, means that you release and hold harmless the NSDA from any claims or actions that arise as a result of this production.

BEAT THE ARIZONA HEAT

Make sure you are hydrating and have a water bottle with you. Protect yourself by wearing SPF layers, sunscreen, a hat, or staying out of the sun whenever possible. We recommend wearing comfortable shoes to walk around campus and removing layers like suit jackets before going outside to prevent overheating.

Please do not leave any important belongings in buses or rental vehicles, especially in surface parking lots that are exposed to the sun. Items such as food, laptops, cell phones, and other devices will melt or be damaged during the heat of the day.

NOT FEELING WELL?

School venues have a nurse on site, and the Convention Center has an EMT if you aren’t feeling well. If you’re feeling overwhelmed, each venue has a quiet room. Visit the Tournament Office for details.

MEALS

Mesa Public Schools (MPS) is offering free breakfast and lunch at schools for everyone 18 and younger. A variety of options, including gluten-free, dairy-free, vegetarian, and vegan options, will be available daily.

Concessions will also be available on site at schools for purchase. Adults (19 and older) who are on site may purchase breakfast for $5 and lunch for $7. The school venues are CASH ONLY.

At the Phoenix Convention Center (PCC), concessions will be open throughout the week and offer a variety of choices to meet various dietary needs for a fee. The PCC is CASHLESS; vendors accept credit cards, Google Pay, and Apple Pay. Hospitality suites will offer coffee, tea, water, and light snacks for judges throughout the day at each venue.

JESSE PERRY, aka @MrDowntownPHX , is a local artist, born and raised in Phoenix, Arizona. He specializes in bright, bold, colorful, imagination filled images, full of creative characters and elements of the Southwest. As an artist, his goal is to inject a sense of wonder and whimsy into the world around him and transform ordinary locations into destination locations where people’s imaginations can flourish as they discover something new.
