Two Names, 121 Years Apart, Join Seattle’s Fallen Firefighters

T
he names on the granite columns in Occidental Park span generations, but each represents the same promise: service and sacrifice will not be forgotten. On Oct. 2, Seattle Fire added two more. Firefighter Victor Manhart died in 1905. Lt./Paramedic Lawrence “Larry” Doll died in 2025. Their deaths came 120 years apart, but during Seattle’s annual Fallen Firefighter Memorial ceremony, their names took their places together among the department’s fallen. The memorial now honors 63 Seattle firefighters who died from job-related injuries or illnesses. For Manhart, the recognition was more than a century overdue. He was working at a Beacon Hill fire station in 1905, when firefighters still relied on horse-drawn apparatus. Historical accounts indicate an alarm wire had come into contact with charged electrical lines. Manhart touched an exposed ground wire while adjusting equipment in a wagon stall and was electrocuted. His death was not recognized as dutyrelated at the time. More than 120 years later, research and persistence brought his story forward. “Today, more than a century later, we correct the record,” a speaker told those gathered. “We restore dignity to a man who served his city. And we ensure that his sacrifice is remembered.” Doll’s loss remains much closer. He joined Seattle Fire in 2006, served on Engines 11 and 31 and found what colleagues described as his calling in Medic One. He later promoted to lieutenant and became a medical services officer. Firefighter Liam Reilly remembered serving alongside Doll on Engine 11 and recalled Doll quietly leaving for more than a month in 2010 to assist with earthquake relief in Haiti. “He was a very kind person,” Reilly said, describing that kindness as something born not

from softness, but from profound toughness and a desire to carry the burdens of others. The ceremony eventually turned from two individual stories to all those represented on the memorial. The names of the fallen were read aloud, one after another. Then came the bell. For generations, bells summoned firefighters to alarms and signaled when their
work was complete. In the fire service, the final toll carries another meaning: a firefighter’s duties are finished, and they are going home. For Manhart, that acknowledgment took 121 years. For Doll’s family and fellow firefighters, grief is still new. But on Friday, the bell tolled for both.

So what does the Assessor actually do? The King County Assessor’s Office determines the assessed market value of residential and commercial property throughout the county. Properties are reassessed annually, and those values are one factor used in calculating property taxes. The Assessor does not independently set property-tax rates; tax bills also reflect government budgets, voter-approved levies and the total taxable value within a community. The office also administers property-tax relief programs for qualifying seniors, people with disabilities and disabled veterans. More at kingcounty.gov This year’s general-election race features Rob Foxcurran and Dominique M. Scarimbolo. Foxcurran is a senior appraiser for the City of Seattle, a certified general real-estate appraiser and former King County hearing examiner. Scarimbolo is a small family-business owner and president of the King County chapter of Citizens’ Alliance for Property Rights. In their voter-guide statements, Foxcurran emphasizes appraisal experience, transparency and affordability, while Scarimbolo emphasizes taxpayer protections, assessment transparency and changes to the current system. Longtime Seattle journalist, broadcaster and producer Enrique Cerna will moderate the discussion and join neighbors for the pizza mingle beforehand. Organizers also expect Seattle City Councilmember Bob Kettle to stop by during the preforum gathering, along with other invited local elected officials. The forum is hosted by the Queen Anne Community Council, Uptown Alliance and Magnolia Community Council, with funding in part from a Seattle Department of Neighborhoods Neighborhood Matching Fund award. The timing is particularly apt: Washington’s 18-day voting period begins Oct. 16, when general-election ballots start going out. Election Day is Tuesday, Nov. 3.

inding a free parking space near the top of Queen Anne may become a little easier. The catch is that it may no longer be free. The Seattle Department of Transportation is proposing paid street parking in the busiest part
of the Upper Queen Anne business district as part of a broader effort to manage limited curb space and improve access to neighborhood businesses. The proposal follows parking studies, two public surveys and outreach to businesses and residents. SDOT says it heard recurring concerns about difficulty
finding available parking, inadequate space for deliveries and loading, and challenges for people crossing streets near restaurants. Paid parking is intended to encourage turnover. SDOT argues that when vehicles remain parked for shorter periods, customers are more likely to find an open spot near their destination and drivers
spend less time circling the neighborhood looking for one. Seattle has used demand-based parking management elsewhere in the city since 2010, with rates generally reviewed two to three times each year based on how heavily spaces are being used.

When Home Care Isn’t Enough

I know she wants to stay at home as long as possible, but how do I know when it’s time to consider an assisted living facility or nursing home? —Exhausted Daughter

Dear Exhausted, ost older adults hope to remain in their own home as long as possible, and with the right support many can. But there may come a point when home care is no longer enough to meet a person’s medical, safety or social needs. While moving to an assisted living facility or nursing home is never easy, recognizing the warning signs early can help you avoid a crisis and make the transition less stressful. If you answer “yes” to several of the following questions, it may be time to start exploring other care options. IS HOME CARE BECOMING TOO EXPENSIVE?
Eight to 10 hours of care a day, seven days a week, can easily cost $100,000 a year or more. That’s well above the median annual cost of a one-bedroom assisted living apartment (about $70,000), though still less than a private room in a nursing home (about $128,000), according to Genworth’s Cost of Care Survey. DOES SHE NEED MORE MEDICAL CARE?
If your mother needs ongoing nursing care or frequent medical monitoring, a nursing home may be the better choice. If she mainly needs help with daily activities, assisted living may be enough. IS SHE FALLING, FORGETTING MEDICATIONS OR GOING TO THE HOSPITAL MORE OFTEN?
Frequent falls, medication mistakes and repeated hospitalizations are often signs that living at home is becoming unsafe. DOES SHE HAVE DEMENTIA?
Wandering, confusion or unsafe behaviors can make home care increasingly difficult. Memory care communities provide a secure environment and specially trained staff.
IS HER HOME STILL SAFE?
Stairs, narrow bathrooms and the lack of features like grab bars or a walk-in shower can increase the risk of falls. Home modifications may help, but they aren’t always enough. DOES IT TAKE TWO PEOPLE TO HELP HER?
If she needs two people to assist with transfers, bathing or toileting, both the cost and safety risks of home care rise significantly. IS SHE ISOLATED OR NEGLECTING PERSONAL CARE?
Loneliness, poor nutrition, weight loss, or neglecting bathing and grooming can all signal that she needs more support than can realistically be provided at home. IS CAREGIVING OVERWHELMING?
If you’re constantly worried, sleep-deprived or neglecting your own health, it may be time to consider a higher level of care. Planning ahead gives your family more choices and helps avoid making an important decision during a medical emergency. Keep in mind that Medicare generally doesn’t pay for long term stays in assisted living or nursing homes. It only covers limited skilled nursing care after a qualifying hospital stay. Understanding what Medicare covers and what it doesn’t can help you avoid costly surprises. If you’re unsure what level of care your mother needs, an Aging Life Care professional (aginglifecare.org) can assess her situation and recommend appropriate options. An initial assessment can cost $300 to $800 or more. You can also use a senior care advising service like A Place for Mom (aplaceformom.com), which provides free guidance because it is compensated by participating care communities. To research facilities, visit Caring.com. For Medicare-certified nursing homes, use Medicare’s Care Compare tool at Medicare.gov/ care-compare. You can also contact your local long-term care ombudsman (ltcombudsman. org) to learn about complaints or quality concerns involving facilities you’re considering. The best time to choose a care community is before a crisis forces the decision, giving your mother more choices and your family greater peace of mind. Take a Mental Health Day - Literally Staff Report
T
he Discover Pass is free on World Mental Health Day, making Oct. 10 a good excuse to disappear into the woods. There are approximately 400 things you could accomplish on a Saturday. The laundry is probably waiting. There are emails you could answer. Or you could go stand under a tree. On Saturday, Oct. 10, Washington will waive the Discover Pass requirement at state parks and other state-managed recreation lands in recognition of World Mental Health Day. It is one of 12 Discover Pass free days scheduled for 2026. Visitors can park without the normally required $10 day-use or $45 annual pass at more than 100 state parks, along with hundreds of recreation sites, water-access areas and other lands managed by Washington State Parks, the Department of Natural Resources and the Department of Fish and Wildlife. The reason behind this particular free day is unusually fitting. World Mental Health Day was added to Washington’s free-day calendar to recognize the restorative role of nature. State Parks cites research connecting time outdoors with reduced stress and other physical and mental-health benefits. That doesn’t mean a walk through the woods is a substitute for mental-health care. It does mean the state’s invitation for Oct. 10 is refreshingly uncomplicated: Go outside. We’ll cover the parking.
A FOREST AT THE EDGE OF LAKE WASHINGTON
For anyone who needs a destination, Saint Edward State Park offers an unusually convenient
place to disappear for an afternoon without actually going very far. The day-use park in Kenmore stretches from broad lawns surrounding the former Saint Edward Seminary down through dense forest to the shore of Lake Washington. Its trail system winds through the woods toward the lake, with routes available for hiking, walking, running and mountain biking. Visitors who make the descent to the shoreline trade the open lawns above for a much quieter landscape of forest and freshwater. A State Parks-led hike earlier this year descended roughly 400 feet over about half a mile on its way toward Lake Washington, followed by the inevitable realization that everything you just walked down eventually has to be walked back up. Fortunately, World Mental Health Day is not a competitive event. There is no requirement to reach the bottom. Saint Edward also has sprawling lawns, picnic areas, an orchard and a quiet grotto tucked into the landscape. The historic seminary building, has been restored as a lodge, while the surrounding grounds remain part of the state park. You don’t have to make outside productive. Even recreation has developed a strange tendency to become another thing to optimize. A walk needs a step count. A hike needs mileage and elevation gain. A pretty view needs photographic evidence. Somehow an afternoon outside can acquire an itinerary, equipment list and performance metrics before anyone has actually left the house. World Mental Health Day seems like a particularly appropriate occasion to reject all of that. Investigate a particularly impressive mushroom.
Watch a squirrel conduct whatever squirrel business has apparently consumed its entire afternoon. Go home after 45 minutes if 45 minutes was enough. The point isn’t to extract maximum value from the state’s free parking. You do not receive bonus mental-health points for elevation gain. Saint Edward is particularly good for that kind of chooseyour-own-adventure afternoon because the park doesn’t require visitors to commit to one experience. State Parks lists hiking, biking, birdwatching, swimming, paddleboarding and wildlife viewing among its activities, alongside picnic areas, a playground and the park’s open lawns.
FREE FOR A DAY - OR BORROW THE PASS
The Discover Pass normally helps support recreation and conservation on Washington’s state-managed lands. An annual pass costs $45 and a one-day pass costs $10. On Oct. 10, that parking requirement disappears.
World Mental Health Day is the second-to-last Discover Pass free day of 2026. Veterans Day, Nov. 11, will be the final one. But there is another way to turn a free day outside into considerably more than one day. The Seattle Public Library participates in Check Out Washington, a statewide program that allows library cardholders to borrow a Discover Pass rather than buy one. The pass provides day-use parking access at Washington State Parks and participating lands managed by the Department of Natural Resources and Department of Fish and Wildlife. The program was created through a partnership involving Washington State Parks, the Washington State Library and other state agencies to make outdoor recreation more accessible. There is one important catch: availability can be limited. The passes are shared library resources rather than something every branch has sitting endlessly on the shelf, so it is worth checking the catalog before planning an adventure around one.
And the Discover Pass only covers state-managed recreation lands. It won’t get you into Mount Rainier or Olympic national parks, which are federal lands with their own entrance requirements. Still, it means Oct. 10 doesn’t have to be a one-time experiment. If an afternoon at Saint Edward turns out to be exactly what you needed, a library card can provide an excuse to try another park the following weekend - and another after that. Which feels particularly appropriate for World Mental Health Day. Taking care of yourself probably isn’t something that should be confined to a commemorative day on the calendar. For Oct. 10, though, Washington is making the first outing particularly easy. You don’t need to hike a particular number of miles. You don’t need to reach the lake, close your exercise rings or come home with a photograph worthy of Instagram. You can just go outside for a while. Your email will still be there when you get back. Unfortunately, so will the laundry.
Cozy, Comforting Fall Treats
Apple, Cheddar & Ham Pies F laky pastry wraps around smoky ham, sharp cheddar and tender apples with a touch of Dijon and thyme in these easy savory hand pies. They’re sturdy enough to pack for a fall adventure and especially good alongside a thermos of Brown Butter Maple Chai Cider. Makes 8 hand pies Directions Heat oven to 400°F and line a baking sheet with parchment paper. Melt butter in a skillet over medium heat. Add apple, thyme and a pinch of salt. Cook for 4 to 5 minutes, until the apple is just beginning to soften and turn golden around the edges. Remove from heat and let cool. Unfold the puff pastry and cut each sheet into four equal rectangles. Spread Apple, Cheddar & Ham Pies Ingredients • 2 sheets frozen puff pastry, thawed • 1 tablespoon butter • 1 large crisp apple, peeled and diced small • 1 teaspoon fresh thyme leaves • Pinch of salt • 1 tablespoon Dijon mustard • 6 ounces smoked ham, chopped • 1½ cups shredded extrasharp white cheddar • 1 egg • 1 tablespoon water • Flaky salt, optional
Brown Butter Maple Chai Cider
a thin layer of Dijon over one half of each rectangle, leaving about a ½-inch border. Divide the ham, cooked apple and cheddar among the pastries. Fold the empty half of the pastry over the filling and press the edges closed with a fork. Cut a small slit in the top of each pie to vent. Whisk the egg with 1 tablespoon water and brush over the tops. Sprinkle lightly with flaky salt, if desired. Bake for 18 to 22 minutes, until deeply golden and puffed. Let cool for at least 5 minutes before serving. For the picnic: Bake them that morning and wrap them once they’ve cooled slightly. They don’t need to be piping hot to be good. The cheddar stays rich, the apple gets almost jammy against the ham, and the Dijon keeps the whole thing from becoming too sweet alongside the cider.
Brown Butter Maple Chai Cider Ingredients • 6 cups good-quality apple cider • 3 tablespoons unsalted butter • 2 cinnamon sticks • 5 whole cloves • 5 cardamom pods, lightly crushed • 2 star anise • 6 black peppercorns • 1-inch piece fresh ginger, sliced • 3 wide strips orange peel • 3 tablespoons real maple syrup • 1 teaspoon vanilla • ¼ teaspoon fine sea salt • ½ cup heavy cream

his cozy fall drink takes classic apple cider somewhere unexpected with warm chai spices, real maple syrup and nutty browned butter. A splash of cream makes it silky and rich, while orange and ginger keep every sip bright enough to have you reaching for another. Makes about 6 cups Directions Brown the butter in a medium saucepan over medium heat until it smells nutty and the milk solids turn deep golden brown. Don’t rush this part. Those toasted bits are where the magic happens.
Add the cider carefully, followed by the cinnamon, cloves, cardamom, star anise, peppercorns, ginger and orange peel. Bring just to a simmer, then reduce the heat and let it gently steep for about 20 minutes. Strain out the spices and return the cider to the pan. Stir in the maple syrup, vanilla and salt. Add the cream and warm gently without boiling. Taste before adding more maple syrup. Good cider is already sweet, and you want the maple and browned butter to deepen it rather than turn it into liquid candy. Pour it immediately into a preheated thermos.

The Seattle Public Library’s Books Unbanned Program Combats Censorship and Expands Access to Knowledge Seattle Public Library

s Banned Books Week 2026 (Oct. 4–10) gets underway, The Seattle Public Library (SPL) Books Unbanned program has reached a remarkable milestone: more than 1 million e-book checkouts by teens and young adults. Since SPL launched the program in 2023, youth from all 50 states have checked out 1.1 million e-books and e-audiobooks using the SPL Books Unbanned e-card, which is available to anyone aged 13 to 26 anywhere in the United States outside of SPL’s service area and is entirely funded by donors to The Seattle Public Library Foundation. The Foundation has contributed nearly $900,000 in philanthropic funding to sustain and grow the program, at a time when the rise in book banning and defunding of public libraries threatens free access to knowledge. Books Unbanned offers young people multiple points of access to digital books, regardless of where they live or whether their local library can provide the titles they seek. Some youth join Books Unbanned because they live in communities where their public library has been censored
or underfunded, or in rural areas where accessing a library requires significant travel or costs. Many face other constraints to access, such as disability. Books Unbanned removes barriers to the learning that reading provides. “I think about the kid I was, looking for a book that would tell me it was okay to be who I am. That’s exactly who this program is for. We’re proud to fund a program that puts a book in the hands of a young person who needs it, no matter where they live or what their local library can offer,” said Brian Lawrence, CEO of The Seattle Public Library Foundation. “I’m so proud that our donors have stepped up to provide 100% of the funding for more than 1 million checkouts. It says so much about our values as a community.” Books Unbanned was started by Brooklyn Public Library in 2022 in response to an increasingly coordinated political effort to remove books from library shelves around the country. SPL was the second library to join, launching its own program with donor funding in 2023. SPL’s Books Unbanned cardholders come from all 50 states and several U.S. territories. The
most sign-ups have come from Texas, California, and Florida, with Washington state coming in sixth – a testament to how many young people in our own state need more access to books. Utah, Idaho, and Alaska have the most SPL Books Unbanned sign-ups per capita. “As Books Unbanned cardholders regularly tell us, this program has had an enormous impact by helping young people access books that expand their world and provide representation, learning, and escape. We are so grateful to Foundation donors for supporting the freedom to read for a new generation of readers,” said Tom Fay, Chief Librarian for SPL. PARKING, FROM 1 Parking meters are only one part of the proposal. SDOT also plans to improve and add load zones for deliveries, takeout orders and quick stops, create designated parking areas for shared bikes and scooters, and add parking spaces for people with disabilities. Pedestrian changes are also proposed, including improvements to crossings and “intersection daylighting,” which keeps the area immediately around an intersection clear so drivers and people crossing the street can easily see one another. SDOT expects the combination to reduce double-parking, longterm vehicle storage and the familiar ritual of circling the block while hoping somebody pulls out. The Queen Anne changes are being developed alongside a similar plan for the Junction. Nothing is going in tomorrow. SDOT plans to continue working with businesses and community organizations this fall before finalizing the plans in late 2026. Implementation is expected sometime in 2027.
