City Leaders Food Affordability Policy
Emergency Hub Seeking Volunteers
City Of Seattle Office of the Mayor
M
ayor Katie Wilson, City Councilmembers Alexis Mercedes Rinck and Dionne Foster are announcing a new affordability policy to stop the price gouging, promote equal discounts for all, and make groceries more affordable. “This policy stops corporations from using personal data to squeeze more money out of shoppers,” said Mayor Katie Wilson. “They’re not compiling all this information about us to charge us less; they’re trying to maximize what they can charge. Businesses are free to set their prices in a fair and transparent manner. The same product, in the same store, should cost the same no matter who’s pushing the cart.” “Groceries are getting more expensive for everyday Seattleites, while the buying, selling, and leveraging our private information to manipulate prices is making big national grocery corporations millions in profits,” said City Councilmember Alexis Mercedes Rinck. “At a time when SNAP reductions have rocked our community and people have less to spend on food, this is an important step we can take to prevent AI-assisted price gouging and ensure fair discounts for everyone.”
Staff Report
I
magine a 6.8 magnitude earthquake hits Seattle in the middle of the workday. Buildings are damaged. Landslides block roads. Fires break out. Water and sewer lines rupture. Power is out across large parts of the city. Cell service is spotty, emergency responders are overwhelmed and neighbors are trying to figure out what to do next. That is the kind of moment Seattle Emergency Hub volunteers are preparing for - and this month, they are asking the public to help them practice. Seattle Emergency Hub volunteers will hold “Quake, Rattle, and Roll!” activation drills from 10 a.m. to 1 p.m. Saturday, Aug. 15, at four neighborhood hubs across the city. The exercise is based on a major earthquake scenario similar to the 2001 Nisqually quake and is designed to test how neighbors can organize before outside help arrives. The drills come as volunteers are also working to reenergize the Magnolia Playfield Hub and establish a second hub at Magnolia Manor Park. Magnolia neighbors are encouraged to visit one of the citywide drills to see how a hub works in action and bring those ideas back to the neighborhood. Community members are invited to stop by, observe the drills, learn about disaster preparedness and, if they want, play the role of “neighbors in need.” No registration is required. The four drill locations are: Roosevelt All Nations Church 6801 Roosevelt Way NE
POLICY DETAILS
The Fair and Transparent Pricing policy will bar large online and brick-and-mortar grocery retailers from using sensitive personal information such as employment status, race, gender, social media posts, browsing history, chatbot conversations, or other similar data to set different prices for different customers. Prices must be clearly posted and publicly available. Conventional coupons and discounts for seniors, veterans, and other similar groups are protected, as are other types of
open and transparent discounts which were identified through conversations with advocates and local grocery business owners. The policy was inspired by a growing body of evidence that shows personal information is used to price-max customers by squeezing prices as high as they’re willing to pay. For example, a recent Consumer Reports investigation – which included customers in Seattle – found Instacart conducted AI pricing experiments in which different customers were charged substantially different prices for the same goods.
“As a City, we must make certain that innovation serves the public, not the other way around, and that every Seattle resident can shop knowing they’re being treated fairly. Technology will continue to change the way we shop– our consumer protections must evolve alongside it.” said City Councilmember Dionne Foster. “We need to stop the pricegouging at grocery stores in its tracks. Corporate grocery companies want you to believe that they plan to invest millions

ildfire smoke pushed Seattle’s air quality into unhealthy territory last week, prompting health warnings, disrupting outdoor activities and bringing the effects of fires burning across Central and Eastern Washington into local neighborhoods. Fine-particle pollution, known as PM2.5, was the primary concern. Official monitors in Seattle recorded Air Quality Index readings above 100, a level considered unhealthy for sensitive groups. The Beacon Hill monitor reached at least 132 during the smoke episode. Wildfire smoke can irritate the eyes and sinuses, cause coughing and headaches, aggravate asthma and place additional strain on the respiratory and cardiovascular systems. Those at greater risk include children, adults over 65, pregnant people and people with heart or lung conditions, diabetes or a history of stroke. Health officials advise residents to limit strenuous outdoor activity when smoke is present, keep windows closed, run air conditioning on recirculation and use a portable air cleaner when possible. A properly fitted N95 or N100 mask can reduce exposure outdoors.
OUTDOOR ACTIVITIES CANCELED
Smoke disrupted outdoor activities across Seattle. Dancing Til Dusk at Occidental Square and a dance-fitness class at Pier 62 were canceled, followed the next evening by an outdoor movie at Ballard Commons. Workouts, farmers markets and
Smoky Queen Anne Waterfront from Alki Beach, Wednesday August 5th 2026. major concerts elsewhere around Puget Sound were also canceled or postponed. The smoke later cleared from much of the Seattle area as onshore winds brought cleaner marine air. However, continuing fires, drought and dry vegetation leave open the possibility that shifting winds could carry smoke back into Western Washington before the fire season ends. Residents can check current conditions through the Washington Department of Ecology air-quality map or AirNow.gov. Emergency declarations and burn bans Washington entered August amid its fourth consecutive statewide drought. More than 1,000 fires had burned approximately 425,000 acres by the beginning of
the month, the most acreage burned in the state since 2021, according to state officials. Gov. Bob Ferguson declared a statewide wildfire emergency and activated Washington National Guard members to assist firefighting operations. The federal government subsequently approved an emergency declaration covering Chelan, Ferry, Okanogan, Spokane, Stevens and Yakima counties, along with the Yakama Nation, Colville Tribes and Spokane Tribe. A federal public-health emergency was also approved for the affected communities. It allows health agencies and medical providers to replace lost medications

Savvy Senior:
EMERGENCY HUB, FROM 1
Smartphones Made Simple for Seniors
During the exercise, volunteers will practice setting up a neighborhood hub, gathering and sharing information, and matching community needs with available resources. In a real disaster, that could mean helping neighbors find water, medical supplies, shelter, transportation, tools, information or someone with a needed skill. The public role matters. Hub volunteers can practice procedures on their own, but they cannot fully test the system without neighbors showing up with questions, needs, offers of help and real-world uncertainty. “The public is invited to these events — to learn about the Hubs, to think about their personal preparations for a disaster, and to assist Hubs volunteers in putting their skills to work,” said Ann Forest, exercise coordinator. “Please stop
FOOD, FROM 1
By Jim Miller Dear Savvy Senior, My 79-year-old mom just upgraded from a flip phone to a smartphone, but she’s having trouble figuring it out. Is there a way to make it easier for her to use? —Only Daughter
S
Dear Only, witching from a flip phone to a smartphone can be a big adjustment. What seems second nature to younger users can feel overwhelming to someone who’s never used a touchscreen before. Even though the screen is bigger, the text can still be tiny, the buttons hard to tap, and one accidental touch can open an app or change a setting without warning. Even simple tasks like texting or taking a picture can suddenly feel frustrating and unfamiliar. The good news is that smartphones can be surprisingly senior-friendly once they are properly set up. Both iPhones and Android phones have built-in accessibility features that make them easier to see, hear, and navigate. The exact steps vary depending on the phone, but here are some of the most helpful settings to look for. APPLE IPHONE
If your mom has an Apple iPhone, start by opening the Settings app, then tap Display and Brightness. From there, she can make the text larger, turn on bold text, and use Display Zoom to make icons, buttons, and menus bigger. Even these small changes can make the phone much easier to use. Accessibility offers several helpful tools. VoiceOver reads whatever is on the screen aloud, Zoom enlarges small text or photos, and Voice Control lets her open apps or dictate messages simply by speaking. For a simpler home screen, try Assistive Access. It creates a clean layout with large buttons and fewer apps, and you can lock it with a passcode so it won’t accidentally switch back. For someone moving from a flip phone, this can make using the phone much less intimidating.
GOOGLE PIXEL
If your mom uses a Google Pixel, open Settings, then Display, and select Display size and text. She can make words, buttons, and icons larger and increase color contrast to make everything easier to see. Swipe gestures can be confusing for firsttime smartphone users. Switching to the traditional three-button layout brings back simple on-screen buttons for Home, Back, and Recent Apps, making navigation much easier. In Accessibility, TalkBack can read text aloud, Magnification zooms in on parts of the screen, Live Caption adds subtitles automatically, Sound Amplifier makes soft sounds louder, and Voice Access lets her control the phone by speaking. SAMSUNG GALAXY
If she has a Samsung Galaxy phone, start by turning on Easy Mode. Open Settings, tap Display, and turn it on. This enlarges text and icons, simplifies the home screen, and adds a slight delay to reduce accidental taps. She can also adjust font size, screen zoom, and switch navigation from gestures to buttons. Accessibility settings improve contrast, offer captions or hearing aid connections, and let her operate the phone with voice commands. EXTRA TIPS
Clean up your mom’s home screen by removing apps she doesn’t use and placing her most used apps – such as Phone, Messages, and Photos – on the first screen. Choose a simple wallpaper, turn up the ringtone and alert volume, add favorite contacts for one-touch calling, and increase the screen timeout so the display stays on longer. Remember, the goal isn’t to master every feature. Start with the basics – answering calls, sending texts, and taking photos – and give her plenty of time to practice. A little patience goes a long way. With a few simple adjustments, her smartphone can become a tool she actually enjoys using. Send your questions or comments to questions@savvysenior.org, or to Savvy Senior, P.O. Box 5443, Norman, OK 73070.

by. We can’t be sure our system will hold up in a real disaster without involvement from the public. Plus, we’re confident you’ll leave feeling better prepared to take care of your household and your community.” The Seattle Emergency Hubs are a grassroots organization dating back to 2008. The hubs are neighborhood gathering places where residents can begin helping themselves and one another after a disaster or other crisis. The system is meant to support mutual aid by gathering information, identifying needs and connecting those needs with local resources. There are more than 136 designated hub locations across Seattle, with more than 70 staffed by neighborhood volunteers who are prepared to activate after a disaster. predatory pricing algorithms are driving up people’s prices in online grocery and delivery services, and corporations want to use AIpowered tech to intensively profile consumers, and personalize prices in physical stores, too. This morning, a misleading text message was blasted out to Seattle consumers claiming lawmakers want to make groceries more expensive, when the truth is the exact opposite. WA People’s Privacy is so proud to stand with community, and the Seattle lawmakers who have the courage and integrity to stand up to Big tech and Big Grocery, and work to make groceries more affordable for working families in Seattle,” said Maya Morales, WA People’s Privacy. outdoor burning because more restrictive rules can supersede the statewide order.

Houseplant Summer Staycations and a New Plant Festival
Y
our houseplants called: they want a vacation. Did you know that compared to our houseplants’ tropical origins, most homes are the equivalent of shady deserts? To top it off, there’s little humidity, no natural rainfall or wind, and it rarely cools down at night. That’s why your houseplants deserve some recess outside this summer. Whether you are growing bromeliads, Dracaena, Ficus, or cacti, they will love you forever, and reward you with lusty, colorful growth fueled by dappled Erica real sunshine Browne and fresh air. Grivas They should respond Get with dense, Growing healthy growth and be stronger going into this winter’s dormancy indoors. There is a catch, however. You can’t rush it. You need to introduce your plants to outdoor temperatures gradually, as you would seedlings started indoors. Called “hardening off,” you cart the plants outside into the shade during midday for two or three hours, gradually increasing it for a week until they can be outside overnight – again, in the shade. Why? Even a shady outdoor spot is still many degrees brighter than your sunniest window indoors. Jumping straight to overnight exposure risks leaf scorch, which shows up within days as bleached or brown patches. Cacti and succulents can handle the most light, but still need to be graduated outside. Then, keep them regularly watered, soaking in the rays and ambience – a little fertilizer would be nice, too, perhaps some liquid fertilizer in a dilute strength every other week – Bring plants back in once nighttime temperatures approach 50°F,
though that threshold varies by species — check the specific minimum for each plant you’re growing. You can start this earlier than July – just check the weather, ensuring night temperatures area over 50 degrees, or whatever your plant needs, and be ready to protect plants if a cold snap or a heat wave hits. Before bringing them inside, giving them a thorough sprinkle with the hose or wipe-down leaves on both sides as well as stems with a soft, wet cloth and a close inspection will avoid adding any unwanted hijackers to your indoor plant collection. Note that it’s normal, especially for sensitive flowering plants like citrus or hibiscus, to drop leaves and/or flowers upon re-entry indoors. Treat it gently and let it acclimate. Once it’s putting out new growth, you can resume typical indoor care.

DISCOVER MAGNOLIA
The Magnolia Village Car Show is one of those easy neighborhood mornings that feels very Magnolia: coffee in hand, kids pointing at shiny cars, neighbors running into neighbors, and somebody proudly explaining the story behind a vehicle they have clearly loved for years. West McGraw fills with classic cars, muscle cars, collector rides and a few oddballs that are half the fun. Many of the cars belong to Magnolia residents, so it feels less like a formal car show and more like the village showing off its garage treasures.
