KCRHA Faces Major Downsizing
The regional authority will retain federal funding, data and coordination duties, while local governments prepare to take back homelessness-service contracts. A separate lawsuit alleges failures before the 2023 killing of Eina Kwon Staff Report
S
OFFICE OF THE MAYOR
eattle and King County are moving forward with a major restructuring of the King County Regional Homelessness Authority, sharply narrowing the agency’s role while stopping short of dissolving it. Seattle Mayor Katie B. Wilson and King County Executive Girmay Zahilay announced July 1 that city- and county-funded homelessness-service contracts will begin moving back to Seattle and King County in January 2027. Under the plan, KCRHA will continue operating as the region’s lead organization for federal homelessness funding, shared data systems and several countywide coordination functions. Direct administration of many shelter, housing, outreach and behavioralhealth contracts will return to the governments that originally transferred those duties to KCRHA. Wilson and Zahilay described the plan as a three-part effort to stabilize the agency’s finances, reduce its responsibilities and reconsider the future structure of the regional homelessness system.
CONTRACTS WILL RETURN TO LOCAL GOVERNMENTS
KCRHA currently administers approximately $200 million in local, state and federal homelessness funding and manages contracts with organizations providing housing, shelter, outreach and other services. Seattle and King County will develop a comprehensive transfer plan assigning city-funded contracts to the Seattle Human Services Department and countyfunded contracts to the Housing and Community Development Division of King County’s Department of Community and Human Services. The transfer plans are due to the Seattle and King County councils by Aug. 1. Contract-management responsibilities are scheduled to begin moving away from KCRHA in January 2027. Officials say service providers will be included in the planning process and that funding and services should continue during the transition. KCRHA has similarly said people experiencing homelessness, providers and community partners should not experience service disruptions because of the restructuring. Exactly how individual contracts will be divided, how many employees will be needed and how much money will remain under KCRHA’s control have not yet been finalized. KIRO 7 reported that Seattle and King County are expected to take back approximately $160 million in contracts. The station reported that KCRHA’s budget could decline by nearly $203 million, or almost 80 percent, but noted that the exact figure remains under development and will be addressed in the final plans.
Seattle Mayor Katie Wilson speaks as King County Executive Girmay Zahilay and other regional leaders look on during a July 1 announcement outlining immediate steps to stabilize and restructure the King County Regional Homelessness Authority. KCRHA Chief Executive Officer Kelly Kinnison told KIRO 7 that as many as 30 of the authority’s approximately 70 employees could be laid off. Zahilay said King County could hire as many as 12 employees to resume contract-management work previously handled by the county. Those staffing figures are also estimates rather than final decisions.
INDEPENDENT MONITOR WILL OVERSEE FINANCES
The restructuring follows an April forensic evaluation that identified significant problems involving KCRHA’s financial management, governance and internal controls. A Seattle City Council summary of the evaluation cited a negative cash position of $44.7 million, approximately $13 million in unreconciled balances and administrative overspending. KCRHA has said the evaluation did not find evidence of fraud or diversion of public money. The unreconciled balances reflect serious accounting and documentation failures, but they should not be described as money proven to have been stolen or permanently lost. After the evaluation was released, Wilson and Zahilay directed KCRHA to address its highest-risk findings and prepare a corrective action plan. The authority submitted that plan May 22. Beginning in July, Seattle and King County will jointly place an independent financial monitoring firm inside KCRHA through the end of 2026. The firm is expected to work with agency leadership
on invoicing, internal controls and timely payments to service providers. The monitoring arrangement is intended as an immediate safeguard while the larger contract transfer is planned. It does not replace the transfer process or resolve longer-term questions about KCRHA’s governance.
FEDERAL FUNDING APPLICATION IS AN IMMEDIATE PRIORITY
One of the most time-sensitive concerns is KCRHA’s application for federal homelessness funding. KCRHA serves as King County’s lead agency for the federal Continuum of Care program. Seattle and King County officials say they will work with the authority on the region’s application for the 2026 U.S. Department of Housing and Urban Development funding opportunity, which is due in August. Maintaining KCRHA’s role in that process is one reason officials decided to restructure rather than immediately dissolve the agency. Wilson and Zahilay said the reduced administrative burden should allow KCRHA to focus on the regional functions needed to compete for and manage federal funding.
WHAT KCRHA WILL RETAIN
Under the plan, KCRHA will continue to perform several regional duties: • Leading the federal Continuum of Care application; • Operating the Coordinated Entry system used to refer people to supportive housing and rapid rehousing;
• Managing the Homeless Management Information System; • Conducting the annual Pointin-Time Count and Housing Inventory Count; and • Coordinating severe-weather responses for unsheltered residents. KCRHA has also said its Office of the Ombuds will remain in operation. The office provides a channel for people experiencing homelessness, service providers and community members to raise concerns about the homelessnessresponse system. KCRHA argues that contract administration and regional system oversight are separate functions. Even if Seattle and King County manage most local contracts, the authority says the region still needs shared data, coordinated referrals, federal funding administration, system-performance analysis and countywide planning.
RESTRUCTURING DOES NOT END DEBATE OVER DISSOLUTION
The July 1 announcement establishes a restructuring framework, but it does not end the political debate over whether KCRHA should continue to exist. The Seattle and King County councils had already directed their respective executive branches to review the authority’s finances, corrective actions and future structure. Seattle Resolution 32202 called for a recommendation on whether the city should continue participating in KCRHA, restructure the
authority or pursue dissolution. It also required planning for contract management, administrative capacity, stakeholder involvement and continued regional cooperation if restructuring or dissolution were recommended. Several elected officials have supported the decision to retain a smaller regional authority. Others continue to favor winding it down. KIRO 7 reported that Seattle Councilmember Maritza Rivera and King County Councilmember Rod Dembowski, who have introduced legislation seeking dissolution, characterized the return of contracts as a major step but said they still believe the agency should be eliminated. Wilson and Zahilay have said they remain committed to a regional homelessness strategy and view the restructuring as a way to preserve that approach while establishing clearer responsibility for financial and contract management.
LONGER-TERM REGIONAL SYSTEM REMAINS UNDECIDED
The July plan does more than transfer contracts. It also begins a broader discussion about how the regional homelessness system should be structured after the transition. Zahilay’s “Breaking the Cycle” workgroup is examining connections among homelessness, behavioral health, addiction and incarceration. Its recommendations are due Nov. 30, 2026.

Savvy Senior: Doctor Visits Without the Drive: How Medicare Covers Telehealth
KCRHA, FROM 1 Seattle and King County also plan to convene “Regional Reset Conversations” involving suburban cities, service providers, labor representatives, businesses, philanthropic organizations and people with lived experience of homelessness. Those discussions are expected to produce recommendations by the first quarter of 2027. As a result, the July announcement should not be viewed as the final design of the regional system. It establishes the immediate financial controls, identifies which duties KCRHA is expected to retain and begins the process of transferring local contracts. Decisions about the agency’s longer-term governance and regional relationships remain under development.
LAWSUIT ALLEGES FAILURE TO ACT BEFORE 2023 KILLING
By Jim Miller Dear Savvy Senior, I don’t drive much anymore, so getting to the doctor can be a hassle. They suggested telehealth visits, but I’m not very tech savvy. How does Medicare cover these kinds of appointments? —Trying to Keep Up
Y
Dear Trying, ou’re certainly not alone. Many older adults are running into the same issue. Getting to appointments is not as easy as it used to be, and the idea of using technology for doctor visits can feel a little intimidating at first. The good news is that telehealth has made it much easier to get care without leaving home, and it’s usually much simpler to use than people expect. Medicare covers many of these services, too, making it easier to stay connected with your health care providers. Here’s a look at how it works and what Medicare pays for. WHAT IS TELEHEALTH?
Telehealth is simply a way to see or talk to your doctor from home using a phone, tablet or computer. Visits can be done by video, where you and your doctor can see and talk to each other, or sometimes by a regular phone call. And don’t worry, you don’t need to be a tech expert. Many doctor’s offices use simple systems and will walk you through it step by step. In some cases, all you have to do is click a link they send you or answer your phone at the scheduled time. It’s also important to understand that telehealth visits are not just quick chats. They are considered full medical appointments. Your doctor can go over symptoms, review medications, discuss test results and recommend treatment, much like an in person visit. DOES MEDICARE COVER IT?
Yes, Medicare does cover many telehealth services. While telehealth has been part of Medicare for years, it was expanded significantly during the COVID 19 pandemic so people could safely get care from home. Those expanded benefits are still in place today. Right now, Medicare allows you to receive telehealth services from home no matter where you live. Covered visits include a wide range of care, such as reviewing lab results, managing prescriptions, routine checkups, preventive screenings and even evaluating minor illnesses like colds, coughs or infections.
In many cases, follow up visits and ongoing care for chronic conditions can also be handled this way. Another big plus is flexibility. If you are not comfortable with video or do not have internet access, some telehealth visits can still be done using just a regular phone call. And it is not limited to your primary doctor. Many types of health care providers can offer telehealth services. WHAT’S AHEAD?
Here’s where things get a little uncertain. The expanded telehealth coverage that began during the pandemic is not permanent, at least not yet.
Visits can be done by video, where you and your doctor can see and talk to each other, or sometimes by a regular phone call. Under current law, these broader telehealth benefits are set to continue through Dec. 31, 2027. After that, Medicare will likely scale back coverage to more limited rules unless Congress steps in and extends the changes. Even so, some telehealth services are expected to continue long term. Mental and behavioral health care, diabetes education, nutrition therapy and certain dialysis related visits should still be covered. Audio only phone visits for mental health care are also expected to remain available. If you are curious about telehealth, start by calling your doctor’s office and asking what options they offer. They can guide you through the process and help you feel comfortable before your first appointment. It may feel unfamiliar at first, but many people find that once they try telehealth, it’s a simple and convenient way to stay on top of their health, especially when getting to appointments is difficult.

The authority is also facing a lawsuit connected to the June 2023 killing of Eina Kwon, a pregnant Seattle restaurant owner who was shot while sitting in traffic in Belltown. KOMO News reported July 9 that Kwon’s widower, Sung Kwon, filed a lawsuit alleging that KCRHA knew Cordell Goosby had displayed increasingly delusional, aggressive and threatening behavior before the shooting but failed to take reasonable steps to intervene. Goosby shot Eina and Sung Kwon at Fourth Avenue and Lenora Street on June 13, 2023. Eina Kwon and her unborn child died, while Sung Kwon survived a gunshot wound. Goosby was found not guilty by reason of insanity in spring 2026. According to the complaint, as reported by KOMO, KCRHA employees had received reports of Goosby fighting strangers, behaving aggressively and talking about shooting people. The lawsuit alleges that one day before the shooting, a caseworker notified supervisors that Goosby said he needed to leave Seattle before he hurt someone. It further alleges that an immediate evaluation for possible involuntary psychiatric treatment was not initiated. The complaint also alleges that a KCRHA supervisor discouraged an apartment manager from contacting police and said Goosby was not dangerous. The manager later contacted Seattle police. These claims are allegations contained in a civil complaint and have not been proven in court.
JULY 15, 2026

The lawsuit accuses KCRHA of negligence in its policies, hiring, training and supervision of personnel responsible for program participants who may pose a danger to others. It seeks damages in an amount to be determined at trial. KCRHA called the shooting a horrific tragedy and said it would respond through the legal process. The authority declined to address the specific allegations while the litigation is pending. The lawsuit is separate from the forensic financial evaluation and the city-county restructuring plan. However, it adds to broader questions about KCRHA’s responsibilities, internal procedures and accountability for programs operating under its authority.
ACCOUNTABILITY SHIFTS BACK TO SEATTLE AND KING COUNTY
Beginning in 2027, Seattle’s Human Services Department and King County’s Department of Community and Human Services are expected to resume direct responsibility for many homelessness-service contracts. That shift may provide residents, providers and elected officials with clearer lines of responsibility when concerns arise about contract performance, provider payments, shelter operations or neighborhood impacts. However, the precise oversight procedures concerns arise about contract performance, provider payments, shelter operations or neighborhood impacts. However, the precise oversight procedures have not yet been released. The Aug. 1 contracttransfer plans are expected to provide more detail about staffing, contract assignments, administrative costs and continuity of services. KCRHA is not being dissolved under the announced plan. It is being transformed from a broad contracting and funding authority into a smaller organization focused on federal funding, data, referrals and regional coordination. The immediate test will be whether Seattle and King County can complete that transition without delaying provider payments or disrupting services. The longer-term test will be whether dividing contract administration from regional coordination creates stronger accountability—or adds another set of boundaries to a homelessness system already divided among multiple governments, agencies and nonprofit providers.

Get Growing: Mid-Season Check-in Lastly, a phone or camera is great to take visual “notes” of color combinations you like or want to edit, mapping self-sown surprise plants, ones you forgot you planted, or ones you are amazed survived!
KEEP IN TOUCH
I have a rule – I tend to my existing plants’ basic needs first. I take care of existing plants before planting new ones. That doesn’t keep me from buying new plants – which I have to keep watered – but I will tend to my tomatoes before planting that new hydrangea. Recent ransplants become top of the triage list. Seedlings, divisions, or newly planted purchases get water more often than larger, established plants – this can mean daily if temperatures go over 80 degrees. Note that new plants need this high-touch hydration all season as they become established – up to three growing seasons for perennials, shrubs and trees.
It’s an oldie but a goodie – the gardener’s boots are the best manure – meaning, nothing beats the presence of the Erica gardener. Browne So, walk the Grivas garden a couple of times a week Get at minimum. Growing The more present you can be in your garden, the more likely you’ll be able to catch situations early before they become pressing. Timing your walks with your watering routine is ideal, but more is better. I recommend early morning – there’s light, it’s not too hot, and on non-watering days it’s a good time to water if a plant needs instant help. If you walk daily, you’ll be regulating your circadian rhythm as well – which can help your sleep, too. Having tools ready will keep things easy and efficient. This keeps trips back to the house at a minimum and means you don’t have to use your shirt to hold tomatoes. Bring a watering can (unless the hose is handy), some pruners, and have a bucket or trug handy – perhaps two – one for weeds and one for cut flowers, cuttings or veggie harvests. I like to also have a spray bottle with some diluted fish fertilizer – the liquid fertilizer is instantly available to spray on the leaves for an energy boost. Note that fish fertilizer is higher in nitrogen, so it’s best for promoting healthy leaf growth than flowers.

T
he garden has hit its stride, temperatures have fully warmed up into shorts weather – but to keep your garden happy, don’t abandon your garden for the beach - entirely. Let’s do a mid-season check-up and check-in.
Once everyone’s basic hydration is covered, I move on to maintenance. Tomatoes are almost their own category, because of the pruning and tying in necessary. I like to do this separately from watering to really pay attention, since I have about 15 tomatoes this year. For most plants, it’s checking in for any dead or broken branches, and deadheading flowers to keep the show going. Sometimes this is optional – like geum, which you can extend the flowering a bit with regular deadheading. For peas – both ornamental sweet pea flowers and edible pea pods – it’s essential to keep harvesting to prevent the plant from going to seed. Right now, I am adding ‘Miss Wilmott’ sweet peas to a vase and ‘Sugar Magnolia’ purple snap peas to a bowl on my kitchen
Check in on new transplants first, like these native plants in the parking strip. counter daily. At some point, the plant will let you know it’s done. Then, if cool season crops like spinach and bok choy are bolting (flowering), it may be time for a replacement – some basil in the sun or lettuce in the shade. Weed and pest patrol is key, too. Weeds steal vital water, root space, and nutrients from your desired plants. Mulching with organic material will go a long way to easing this chore. Keeping an eye out for leaf damage lets you know what’s happening. Tiny pinholes in your tomatoes or zinnias? Flea beetles – disfiguring but rarely fatal unless out of control. Circular chomps: slugs. Hand picking at night is most effective. Aphids? spray with water regularly until under control, or if necessary, consider using something like horticultural neem oil at dusk or dawn before beneficial insects and pollinators are active. Also consider growing flowers that attract lacewings and ladybugs. You can purchase lady bugs, but you may need to do so repeatedly as they often fly away upon release.
SOWING
There is still time to succession sow fastgrowers like zinnias, lettuces, radishes, basil and marigolds. Budget some extra time for watering those.
REMEMBER TO ENJOY
We’ve laid out a lot of to-dos here, and it’s all too easy to get consumed with the never-ending list of tasks we want to get done. While you’ll get fresh air, exercise and satisfaction, to stop there undermines the real beauty of gardening: savoring the evolving, daily pageant of beauty and wonder that you are co-creating with nature. Remember to set aside a few moments to sit in the garden, whether you want the sun on your face or the cool seclusion of the shade. Smell the flowers of roses, dianthus and sweet peas, and rub and inhale the aromatic leaves of lavender, tomato and pineapple sage. Find ways to extend the enjoyment of the garden by making and sharing bouquets, sketching, or cooking from your harvest.
For the Love of Dogs
F
our large windows on the north side of our living room offer an aerial view of the surrounding neighborhood, and I can stand by these windows, looking into the warm summer day, and listen to the crows, to the sounds of two little girls laughing and shrieking as they chase one another―always, it seems, ending in tears; to passersby cooing their affection for the small, white, much-loved dog, Nicki, who lives on the first floor. And today, had anyone been able to walk by (I’m on the 3rd floor, so they can’t) they might have
Mary Lou Sanelli Falling Awake thought I was talking to someone else, but I was talking to the window, or to the woman standing in front of the window. I was talking to myself. Reminding myself to thank Nicki’s owner, Francis, next time I see her. See, Nicki used to bark (and bark and bark) at every person walking by. Now he greets us in silence, wagging his tail with supreme happiness, and I love the sound of that. I put off expressing my gratitude to Francis because there is guilt, for starters. One morning, I couldn’t take the barking anymore. I didn’t want to feel so irked but, as it was, I was pretty irked. For one thing, the barking had gone on for over a year, and Francis
would sometimes leave Niki home alone with the windows open, and the barking would increase with Niki’s curiosity. For another, my sister had died unexpectantly around that time and I was irked, generally. I bought ear plugs. I bought a specialized aviation headset. I listened to cover noises like crashing waves and falling rain. But nothing fully masked Nicki’s yipping. And I had to tolerate it because you have to be tolerant. If you can bear to. I could not. Summer was drawing to a close, along with my patience. I know that if you complain about someone’s dog, you are in for trouble because, honey, just about everyone loves dogs, I love dogs. Nearly fifty percent of American households own at least one. Even so, I knocked on Francis’s door. And when I opened my mouth, my plea rolled out as an admonishment. What I wanted to say―but didn’t―is that, cute as they are, dogs don’t respond to commands spoken in babytalk. What I wanted to say―but didn’t―is that I hear people say things in sing-song speech to their dogs like, “Please don’t jump up on the nice lady, Snowball, that’s no way to make friends,” when what might actually keep Snowball from sniffing my privates is if they yelled, “Heel,” at the top of their alpha lungs while giving a firm yank to Snowball’s leash. Heel works in a way that parentese never has, in a way that sweet-talking never will. What I wanted to say―and did―is that you can’t scold Niki in
a high-pitched exaggerated tone and expect him to obey. And then I blurted out, “That’s selfish.” Then Francis called me selfish and slammed the door. Until then, our only contact was seeing one another on the sidewalk from time to time. Would we now have to pretend we didn’t see each other? Ghosts. I still have no idea if what I’d done was the right thing to do, or the worst.
I suspect it was the latter. Luckily, some bad decisions are easier to resolve than others. I wanted to be done with that whole part of myself that was irked. Being irked shrinks your composure as it swells your annoyance. I even realized that I envied Francis a little. If I lost my husband, who would I cuddle before sleep? I’ve written a lot about the subject of friendship over the years. And I still find things about the
theme that fascinate me. A few weeks ago, Francis won my heart. I was leaning over my balcony to better see the hummingbird that likes my salvia―the brightest sprigs of purple I’ve ever managed to grow―when I heard her tell a man that she had trained Nicki by spraying him with a water bottle when he barked. It had worked on other dogs and it would work again―very simple, very easy, very gentle. And the furthest thing from selfish. It’s a gift when your apology is accepted. It’s a gift.
It’s a gift when your apology is accepted. I would show you a picture of Francis and me hugging each other, of us smiling at each other, and how there was warmth and there was relief in our eyes; how we looked happy, like two women who gladly shared the same street address―if I had such a selfie. And if you had asked us right then if we’d become friends, I’m pretty sure we would have said, “yes.” We have. Mary Lou Sanelli’s latest title is In So Many Words.
