ashington state officials have declared a statewide drought following a winter marked by unusually low snowpack, raising concerns about water supply heading into the warmer months. According to the Washington State Department of Ecology, the declaration reflects a growing gap between available water and expected demand. Snowpack-often described as the state’s natural reservoir-has fallen well below normal levels in many basins, leaving less water available to replenish rivers, reservoirs, and irrigation systems this spring and summer. Federal water supply forecasts reinforce the severity of the situation. According to the U.S. Department of Agriculture’s Natural Resources Conservation Service, Washington’s snowpack measured about 54% of normal entering March, with several basins reporting significantly lower levels. With peak snowpack typically reached in early April, officials say there is little time left in the season to recover from the deficit. As a result, below-normal streamflows are expected this spring and summer, reducing water availability during the region’s driest months. Under state law, a drought is declared when water supply is projected to fall below 75% of normal and there is potential for significant impacts to communities, agriculture, or the environment. WHAT THIS MEANS FOR URBAN AND RURAL RESIDENTS While a drought declaration can sound alarming, its effects are not felt evenly. In more urban areas, many residents rely on large, managed water systems that store supply in reservoirs. Because of this, immediate impacts may be limited. Most households are unlikely to see sudden restrictions right away, though voluntary conservation measures may be encouraged if dry conditions continue. In rural areas, the situation can be very different. Households that rely on private wells or smaller water systems may begin to feel impacts sooner, particularly if groundwater levels drop or seasonal water sources dry up earlier than expected. For these residents, water availability can become a more immediate concern as summer approaches. Mount Rainier Visitors Urged to Conserve Water and Prepare for Winter Conditions Staff Report

isitors heading to Mount Rainier National Park this spring are being asked to plan ahead, conserve water, and prepare for winter conditions that remain in place at higher elevations. According to the National Park Service, changing climate conditions are putting increasing pressure on the park’s water supply. The loss of perennial snowfields over the past several decades, combined with warmer temperatures and reduced snowpack, is decreasing the amount of water available later in the summer. Much of the park’s water comes from snowmelt-fed lakes and streams. At higher elevations such as Sunrise, water sources rely almost entirely on snowmelt. As temperatures rise, more precipitation falls as rain instead of snow. This leads to earlier runoff and less water available during peak visitation.

TEMPORARY WATER OUTAGE AT KEY LOCATIONS

Park officials also note that Paradise and Narada Falls will not have water available until Thursday, April 16 at 7 a.m. Drinking water will not be fully restored until Saturday, April 18. Visitors planning trips during this period are strongly encouraged to bring all necessary drinking water with them.

VISITORS ASKED TO CONSERVE WATER

Even outside of outages, water conservation remains critical. Visitors should bring reusable water bottles and fill them before arriving, as many park locations do not sell water. Seasonal water fountains are available at some sites, including Longmire, Paradise, Sunrise, and select campgrounds, but availability varies. Additional conservation steps include: • Using vault toilets, which don’t require water • Reporting leaks to park staff • Avoiding flushing trash, which can waste several gallons of water per use For overnight visitors, turning off the tap while brushing teeth and taking shorter showers can significantly reduce water use.

WINTER CONDITIONS REMAIN AT HIGHER ELEVATIONS

Park officials are also reminding visitors that winter conditions continue at higher elevations, particularly at Paradise. Snow may remain well into early summer, and trails can be unmarked and

difficult to follow when covered. Visitors should not rely on existing tracks in the snow, as they may lead off established routes. To stay safe, visitors are advised to: • Wear warm, waterproof clothing • Use proper footwear such as boots, snowshoes, or traction devices • Cover exposed skin to prevent frostbite • Bring sufficient food, water, sunscreen, and eye protection Before traveling, visitors should check weather and avalanche forecasts and review safety guidance at go.nps.gov/ springhikingsafety.

Pierce County Library Seeks Community Leaders to Serve as Trustees Staff Report

esidents looking for a meaningful way to give back to their community have an opportunity to help shape the future of local library services. The Pierce County Library System is currently accepting applications for its Board of Trustees, a group of volunteer leaders who help guide the direction, policies, and long-term planning of the library system. Library officials say trustees play a critical role in ensuring services meet the needs of communities across Pierce County, particularly as libraries continue to evolve beyond traditional roles. “Trustees help guide many strategic priorities, from capital planning to ensuring services reach people where they are most needed,” said Executive Director Gretchen Caserotti. “We’re looking for engaged leaders who want to make a difference for the diverse communities of Pierce County.”

A GOVERNANCE ROLE WITH COMMUNITY IMPACT

Notes from the Eatonville Town Council Meeting – April 13 Staff Report

T

he Eatonville Town Council approved a preliminary subdivision, advanced multiple infrastructure projects, and reviewed policy and governance changes during its April 13 meeting.

COUNCIL APPROVES NELLY PLAT SUBDIVISION

The council approved Resolution 2026-L, granting preliminary plat approval for a subdivision known as Nelly Plat. The proposal allows for the development of eight single-family residential lots on approximately 2.5 acres located along Eatonville Highway West. The site includes an existing partially developed project, with some infrastructure such as road access, water and sewer connections already in place. Approval of the preliminary plat includes conditions outlined in the town’s staff report and requires final engineering review before construction can proceed. State law requires the final plat to be submitted within five years.

POWER RATES DISCUSSED

Councilmembers received a presentation from the Bonneville Power Administration on its financial reserves and upcoming rate case. The discussion focused on BPA’s reserve policies, which are used to maintain financial stability and help manage rate impacts over time. BPA representatives also outlined how weather conditions and water availability affect power generation and long-term financial planning.

INFRASTRUCTURE DESIGN WORK MOVES FORWARD

The council approved two resolutions authorizing design work for upcoming road and utility projects. Under Resolution 2026-M, the town approved a professional services agreement with Psomas for design of the Ridge Road West and Madison Avenue South overlay project, with a contract not to exceed $59,622. A second agreement, approved under Resolution 2026-N, expands that work to include design for improvements along Ridge Road West, Madison Avenue South, Pennsylvania Avenue North and Larson Street West. The contract for that project is not to exceed $174,267.80. The projects include planning for roadway improvements as well as upgrades to underground

utilities such as water, sewer, storm drainage and electrical systems.

STORMWATER POLICY UPDATE INTRODUCED

Councilmembers held the first reading of Ordinance 2026-9, which would amend the town’s stormwater regulations to allow a fee-in-lieu option for certain development requirements. The proposal would allow developers, in some cases, to pay a fee instead of constructing on-site stormwater management systems. The collected fees could then be used by the town to fund larger or regional stormwater infrastructure projects. Town officials said the change is intended to provide flexibility while supporting long-term planning and system capacity.

READER BOARD RULES ADOPTED

The council approved Resolution 2026-O, establishing rules for use of the town’s electronic reader board located at Nevitt Park. The policy allows messages promoting community events, local government activities and certain nonprofit or public-interest announcements. Restrictions prohibit commercial advertising, personal messages and political content not tied to an otherwise permitted event. Messages are limited in duration and must follow formatting requirements set by the town.

POLICE VEHICLE PURCHASE APPROVED

Councilmembers also approved Resolution 2026-P, authorizing the purchase of a new police vehicle. The town will purchase a 2025 Ford Explorer for $48,944.94, using funds from the equipment replacement fund. The expense will be included in a future budget amendment.

STRUCTURAL CHANGES INTRODUCED

The council held first readings on two ordinances that would eliminate existing town entities. Ordinance 2026-10 would formally eliminate the Town of Eatonville Fire Department following the town’s annexation into South Pierce Fire and Rescue, which was approved by voters in 2024. Ordinance 2026-11 would eliminate the town’s Airport Commission, with its responsibilities expected to be reassigned to a council committee. Both ordinances are expected to return for a second reading and possible adoption at a future meeting.

rganizers of the 33rd Annual Mineral Lake Fishing Derby are urging participants to plan ahead this year, as new enforcement emphasis on aquatic invasive species regulations will require pre-registration for anyone launching a boat during the event. The derby, scheduled for April 25–26, remains one of the region’s most anticipated spring traditions, drawing anglers of all experience levels to Mineral Lake. But alongside the excitement, organizers say compliance with state environmental rules will play a critical role in keeping the event running smoothly. In accordance with Washington State Aquatic Invasive Species (AIS) regulations under WAC 220-220-220, all participants launching boats into Mineral Lake must complete pre-registration requirements before entering the water. These measures are intended to prevent the spread of invasive species that can damage ecosystems, harm fish populations, and disrupt recreational waterways.

WHAT PARTICIPANTS NEED TO KNOW

All anglers-whether fishing from a boat, dock, or shoreline-must purchase a derby ticket before placing a line in the water in order to qualify for prizes. However, only those launching boats are subject to the AIS pre-registration requirement. Shoreline and dock anglers are exempt from the decontamination paperwork but must still secure their ticket in advance. The derby officially begins at 12:01 a.m.

on Saturday, April 25, with catch entries accepted through 11:00 a.m. on Sunday, April 26. Ticket sales will close at 10:00 a.m. on the final day of the event. Tickets are priced at $10 per participant.

Donors Urgently Needed for Pierce County Blood Drive

very two seconds, someone in the United States needs blood—and right now, communities across the country, including Pierce County, are facing a critical shortage. Local officials and healthcare partners are urging residents to step up and donate, as supplies of blood and plasma remain under pressure due to declining donor turnout and ongoing demand from hospitals. In response, Pierce County Human Services Community Action Programs (CAP) is partnering with American Red Cross to host a community blood drive on Wednesday, May 13, from 10 a.m. to 3 p.m. at Sprinker Recreation Center in Tacoma. The event is part of Community Action Month, an annual effort to highlight programs that strengthen local communities and support those in need. Organizers say the timing could not be more important. “Our mission has always been to strengthen our community and support our neighbors when they need it most,” said Carol Mensah, Community Action Programs manager. “With our region facing a critical blood shortage, there is no better way to celebrate Community Action Month than by rolling up our sleeves. Donating blood is a powerful, tangible way we can all come together to save lives right here in the South Sound.”

Eligibility requirements are straightforward: donors must weigh at least 110 pounds, be in good health, and feel well at the time of donation.

2026 Parks Tacoma Bond Would Invest in Modern Wildlife Habitats and Conservation Northwest Trek Wildlife Park

arks Tacoma’s 2026 bond proposal would bring significant new investments to two of the region’s wildlife destinations: Point Defiance Zoo & Aquarium in Tacoma and Northwest Trek Wildlife Park in Eatonville. The proposed upgrades would focus on modernizing key habitats, enhancing guest experiences, and expanding opportunities for conservation work, while building on decades of care and connection with the community. The walk is titled: “In the Foothills of Tahoma, A Community Grows.” The tour includes eight stops and explores the varied influences in the town’s growth – the Indigenous culture, the vast forests, the railroad, the early pioneer settlers, the Eatonville Lumber Company Sawmill with its Japanese American millworkers, and the draw to explorers and tourists of majestic Mount Tahoma (Rainier), still enthralling visitors today. The stops illustrate the contributions of the first business owners, encouraged and enabled by town founder Thomas Cobb (T.C.) Van Eaton, in the fields of education, medicine, banking, the burgeoning automobile industry, entertainment, the downtown department store, and community service. Walkers will be able to travel the self-guided tour at their own pace, and will also be among the first public viewers of the newly-unveiled commemorative sign at the corner of Mashell Avenue and Center Street, honoring the valor of one of its early first responders, Marshal Dolar LaPlant. In September, 1925, when the town was being terrorized by a crazed shooter in a drunken, vengeful rage, LaPlant responded. The shooter fired at the marshal, inflicting a mortal wound. But before seeking medical help, LaPlant managed to neutralize the shooter and end the threat to the townfolk. For that courageous act, he was posthumously awarded the Law Enforcement Medal of Honor. Cruisers Bounce Back Behind Tozier’s Six-RBI Night By Skip Smith

I

t was a tale of two games for the Eatonville Cruisers fastpitch team this past week, as they bounced back from a lopsided loss with an explosive offensive showing to split their contests against Fife and Franklin Pierce. Eatonville entered the week looking to build momentum from the previous stretch, but ran into a buzz saw on Tuesday, falling 18-2 to Fife in a game that quickly got out of hand. Fife struck first in the opening inning and then broke things open in the third, capitalizing on control issues to plate nine runs despite recording just three hits in the frame. A string of walks and hit batters proved costly for the Cruisers, who struggled to slow the Trojans’ momentum. Eatonville starter Josie Lavergne worked 2 2/3 innings in the circle, allowing nine runs on four hits while striking out one and walking six. Fife added eight more runs in the fifth inning, using a mix of timely hitting and continued pressure to extend the lead. Despite the scoreline, Eatonville showed some positives. Lucy Allen paced the offense from the bottom of the lineup, going 2 for 2, while Amy Tozier and Ryleigh Chopic each drove in a run. The Cruisers also played clean defense, turning a double play and committing no errors, with Chopic leading the way defensively. The quick turnaround proved beneficial. Just a day later, Eatonville responded with one of its most complete offensive performances of the season, outlasting Franklin Pierce 17-12 in a high-scoring affair. The Cardinals grabbed an early 1-0 lead in the first inning, but Eatonville answered immediately. The Cruisers erupted for five runs in the bottom half, highlighted by a two-run double from Amy Tozier that set the tone. Eatonville continued to apply pressure in the third before delivering the decisive blow in the fourth inning, erupting for eight runs on five hits. Morgan Laird delivered a key two-run double, Brooklynn Sullivan drove in two more, and Lilah Chapman added an RBI single. Tozier capped the inning with a bases-loaded single that brought home three runs. Franklin Pierce mounted a furious

Tozier led the charge with a dominant performancee, driving in six runs on three hits, including a two-run double and two clutch singles. Aubree Mills added three hits, while Laird, Chapman, Kaitlyn Kenney, and Lavergne each contributed multiple hits as part of a 15-hit attack.

Eatonville also showcased an aggressive approach on the base paths, swiping 23 bases and drawing 13 walks to keep constant pressure on the defense. Chapman, Tozier, Mills, Kenney, Laird, Chopic, and Allen all recorded multiple stolen bases. Lavergne went the distance in the circle, striking out eight over seven innings to earn the win. Defensively, Eatonville remained steady

once again, finishing the game without an error. Chopic anchored the effort, recording a team-high 10 chances. With the split, the Cruisers showed both the challenges and potential of a squad capable of bouncing back quickly. Eatonville will look to carry that momentum into the coming week as it hosts Steilacoom before traveling to Clover Park, a team the Cruisers defeated 16-1 earlier this season.

T

he Eatonville Cruiser baseball team entered the week riding the momentum of a four-game winning streak, but that run came to an abrupt halt as Fife controlled both games of a twogame series, handing the Cruisers losses of 12-1 on Monday and 13-7 on Tuesday.

Monday’s game started with promise for Eatonville, which scratched across a run in the top of the first inning to take an early lead. The advantage was shortlived, as Fife answered in the bottom half to even the score at 1-1. For two innings, the game remained within reach before turning sharply in the third. Fife capitalized on a mix of timely

hitting and control issues from the Cruisers’ pitching staff, erupting for nine runs on five hits in the inning. The sudden outburst transformed a tight contest into a 10-1 deficit and left Eatonville trying to regroup. Ben Smith took the loss on the mound, working three innings while allowing 11 runs, six of them earned, on seven hits. He struck

out two and walked four. Despite the rough inning, Eatonville’s defense continued to battle, but the early damage proved too significant to overcome. Offensively, the Cruisers struggled to generate momentum throughout the game, finishing with just two hits. Colton Herbrand and Ryder Herbrand each recorded a hit, but Eatonville was unable to string together enough baserunners to mount a response. Looking to bounce back Tuesday, the Cruisers instead found themselves in another early hole. Fife struck quickly in the first inning, using a combination of hits and walks to push across multiple runs and seize control. The visitors added two more runs in the second inning and another in the third, building an 8-1 lead and once again putting Eatonville in comeback mode. Unlike the opener, the Cruisers showed increased fight at the plate in the second game. Demonstrating patience and discipline, Eatonville worked deep counts and drew nine walks, consistently putting runners aboard and creating scoring opportunities. That persistence paid off as the Cruisers chipped away at the deficit. Santiago Ruvalcaba delivered the biggest swing of the day for Eatonville, driving in three runs from the heart of the lineup. He finished 1 for 3 and provided a steady presence offensively as the Cruisers attempted to rally.

Coleson Simpson, Scout Horan and Ryder Herbrand each contributed a hit, helping keep innings alive. Waylon Berg played a key role in setting the table, drawing three walks and reaching base multiple times as part of Eatonville’s patient approach. On the mound, the Cruisers used multiple arms to try to slow Fife’s offense. Ryder Herbrand took the loss after a difficult start, allowing five runs in two-thirds of an inning. Colton Herbrand followed with a solid effort in relief, working four and one-third innings while striking out four and helping stabilize the game after the early surge. Eatonville also showed flashes defensively, turning a double play to halt one Fife threat, but the early deficit once again proved too much to overcome. Despite the pair of losses, the week was not without positives. The Cruisers continued to show an ability to compete offensively, particularly in the second game, and demonstrated improved plate discipline that could pay dividends moving forward. Now looking to regroup, Eatonville will aim to reset and rediscover the form that fueled its four-game winning streak. The Cruisers return to action with a two-game set against Steilacoom, hosting the Sentinels on Tuesday before traveling for the series finale the following day, with hopes of getting back into the win column.
