Domestic abuse victim ‘denied chance to move’ Trapped in her own hell, after being offered a flat and then told she was not eligible exclusive

By Kit Heren kit@southwarknews.co.uk A woman who suffered from years of serious domestic violence in her flat has hit out at Southwark Council after she was finally offered a new home before being told she was ineligible.

The woman, whom we have chosen not to name, still lives in the flat where her former partner attacked and beat her repeatedly several years ago. She lives there with her children. The flat is overcrowded, with the woman having to sleep in the same room as one of the children.

She was overjoyed recently to find that she had bid successfully for a new property near her mother and her children's school. "The new place would have taken me out of here." she said emotionally. "There are so many terrible memories of what happened to me here." As well as memories, the abuser left behind a physical trace: a boot print on the front door, still clearly visible.

But when she inquired further she was told that the health condition that one of her children suffers from means that she could not have the flat, because it is on the second floor.

"It just doesn't make any sense, I really don't understand it," she said. "It doesn't matter what floor [the child] is on, what matters is getting us a proper place to live so we can move on. To have that offered and then taken away... it's cruel, their behaviour."

Health authorities agree. A letter to the council from earlier this month from the woman's parental mental health support officer said NHS staff were "extremely concerned about the impact of staying in the property on the woman and her children's mental health."

The letter added: "I am extremely concerned at her vulnerability to significant anxiety, panic attacks and worsening depression and would recommend that [the woman] be put forward for a priority move due to the risk to her health and safety highlighted above. This would also help the children’s mental health and wellbeing, by giving them stability."

Council officers have allegedly not made any contact with the woman since the NHS letter was sent.

It comes at the same time as another domestic violence survivor, a mother of three whom we have also chosen not to name, called on the council to move her from her damp and mould-ridden flat.

To have that offered and then taken away... it’s cruel, their behaviour parts after damp caused the wallpaper to fall away. The woman, who spoke tearfully about the effect of this problem on her life, is keeping track of the line of damp rising up the walls each day.

She said her middle child suffers from a health condition which she believes has been made worse by the damp.

The cause of the problem is leaking heating pipes, according to a scope of work prepared by the council and seen by the News. Other

problems include mould throughout much of the property. The flat has also been without heating for large stretches, the woman said.

The council has offered to put the woman up in a hotel for a week while the work is done to the flat - but she has said she isn't convinced the extensive refurbishments will be done properly in that timeframe and wants to be moved instead.

Speaking at the flat, the woman said: "I really believe that you have to treat a house properly and it will treat you well back too... this just isn't a place for me to bring up my kids. I've got nothing in my life, I don't go out, I don't do anything... I need to be moved."

Southwark Council declined to comment on either case as they were concerned it might indentify the women. Both women asked us for their stories to be highlighted.

A man was hurt by falling masonry near Waterloo Station last Friday amid the high winds caused by Storm Eunice, while roads were closed, trains were suspended and trees were uprooted.

The man was taken to hospital after the incident on Waterloo Road, with streets around the area closed.

A spokesperson for the police said: "Police were called at approximately midday on Friday, 18 February after reports of a man injured by falling masonry in Waterloo Road, SE1.

"London Ambulance Service attended and the man – no further details – has been taken to hospital for treatment… Road closures are in place around the location."

People were urged to stay inside on Friday to avoid getting hurt by the high winds.

It came on the same afternoon as Tower Bridge Road, Southwark Street, Blackfriars Road and Walworth Road were all closed to traffic because of falling scaffolding.

The incident on Walworth Road took place above the Longdan Asian supermarket, while the scaffolding on Tower Bridge Road was on the northern end. All of the roads were reopened within a few hours.

Meanwhile pictures shared on social media showed a building damaged on the Old Kent Road and the roof of the new Haberdashers Borough sports hall was also broken in the storm.

Trains coming into south-east London were largely suspended for the afternoon as Eunice built to a crescendo. An advertising hoarding blew loose onto the tracks at Elephant and Castle station on Friday afternoon, causing further disruption to services in the area.

And there were dramatic scenes on Sunday in the north-west of the borough, as firefighters had to climb up to take down part of a roof that came loose in the storm near Waterloo Station.

Photos taken by a local resident show the precarious situation, after the flat roof on Westminster Bridge Road was damaged by the high winds.

A spokesperson for the London fire brigade said on Monday: "Firefighters were called to a flat roof in a precarious position on Westminster Bridge Road yesterday.

"Firefighters used a turntable ladder to remove the layer of the roof that had come loose and make the scene safe. There were no reports of any injuries.

"The Brigade was called at 12:16 and the incident was over for firefighters by 12:57.

A fire engine from Lambeth Fire Station and a turntable ladder from Soho Fire Station attended the scene.”

Plenty of trees were sadly damaged or even uprooted in the storm over the weekend. Several trees came down in Russia Dock Woodland in Rotherhithe, with some even falling over near a children’s play area. There were no reports of any injuries in the incident.

In a sign of the sheer strength of the winds, a large tree was uprooted by Waterloo Station on Friday.

Police discovered the body on Friday in a property on St Mary’s Road, after they were alerted to a balcony door swinging open and shut following Storm Eunice.

The woman’s death is not being treated as suspicious.

Peabody housing association, which owns the property, reportedly received 40 to 50 complaints from other residents about a “horrendous smell” emerging from the dwelling.

“My son was getting headaches - he was feeling sick,” one resident of the block said. “When I was pregnant I was vomiting all the time. I would ask my neighbours, ‘Can you smell that? Or is it because I am pregnant?’”

Neighbours first complained about the odour to Peabody in October 2019 and believe this is around the time the woman died.

Yet the Metropolitan Police have not confirmed the time frame of the woman's death.

"We want to reassure the community that we are doing a good job, as Peckham is a tight-knit community, said a spokesperson from the force.

"We are looking into this incident. It is definitely a priority for us."

I didn’t know her very well but she would sometimes collect my deliveries. I came back from a trip abroad in September or October 2019 when I noticed a horrific stench in the building. It was so bad, I had to put a towel under the door."

They added: "We repeatedly called the housing association because it was weird. The police came but they said lots of people had moved out of London during the pandemic and she could be abroad."

Residents have claimed that their complaints were not acted upon in a timely manner.

Bermondsey food bank gets permanent premises

A Bermondsey food bank has found permanent premises after years of uncertainty.

Love North Southwark was previously running out of two rooms in the Cherry Garden Estate tenants’ and residents’ (TRA) hall, which meant that boss Kathleen Heather and other volunteers had to take everything down so other activities can take place in the hall on the days when the food bank isn’t running.

Now they have moved a few minutes' walk down Southwark Park Road to two units in Gataker House on the Slippers Place Estate.

Kathleen said: "Love North

Southwark have worked hard in the last year to get a space of our own.

We have moved three times in two years but never gave up."

Kathleen and volunteers are running a food pantry out of one unit five days a week, with twelve items available for £5. They are refurbishing another unit to put on activities for people of all ages.

The cost of living crisis and end of the temporary uplift to universal credit has meant demand on Love North Southwark and other local foodbanks has risen in recent months.

Kathleen and her volunteers are keen for Love North Southwark to have a community atmosphere, and they run an advice service for people struggling to navigate the benefits system.

But she added: "We are open to everyone, not just people on benefits, as everyone is finding the cost of living hard."

Peabody is launching a full investigation into all the circumstances surrounding her death.

A spokesperson from the Met said: "At 19:01hrs on Friday, 18 February police were called to a flat in St Mary's Road, Peckham. Concerns had been raised about the welfare of a woman who lived at the address.

“Officers attended and forced entry.

The body of a 61-year-old woman who was deceased was found inside.

The woman's death is being treated as unexplained but not suspicious. A file will be prepared for the coroner."

The Met is expected to publish the findings from their investigation into the woman's death in the coming weeks.

kit@southwarknews.co.uk The organisation that runs Guy’s and St Thomas’ hospitals cancelled nearly 400 operations at the last minute in the last three months of 2021, as the Omicron variant of Covid-19 caused mass staff shortages.

That made Guy’s and St Thomas’ NHS foundation trust - which also runs Evelina London children’s hospital and Harefield and Brompton hospitals in west London - one of the worst NHS trusts for last-minute cancellations over the period from OctoberDecember 2021.

These are elective operations, which means that they are scheduled in advance, rather than being forced by an urgent medical emergency.

Guy’s and St Thomas’ had the eighth-highest number of last-minute cancellations - out of about 220 NHS trusts across the country - and the highest in London, according to the NHS figures published this month. A spokesperson for the trust pointed out

that it is among the largest in the capital but declined to comment further.

King’s College Hospital NHS foundation trust cancelled 189 over the same period. St George’s University Hospitals NHS foundation trust cancelled 183 and Lewisham and Greenwich cancelled just 42.

Some 95 patients at Guy’s and St Thomas’ were still waiting for surgery four weeks after their operation was cancelled at the last minute.

The news is a statistical confirmation of what we reported in the run-up to Christmas, with staff shortages at Guy’s and St Thomas’ leading hospital chiefs to cancel non-urgent surgeries.

An astonishing ten per cent of Guy’s and St Thomas’ staff were off sick in the last week of December. A spokesperson said at the time that hospital bosses had “taken the difficult decision to start to reduce some non-essential services, which is being looked at service by service”.

The situation continued in a similar vein at the start of the new year, with Guy’s and St Thomas’ bringing in military personnel to support its beleaguered staff, alongside other London NHS trusts.

Police block estate road off in arrest

kit@southwarknews.co.uk People living on a Rotherhithe estate were witnesses to a dramatic police incident on Monday night, February 21, as police arrested a suspected teenage moped thief.

An eyewitness told the News that Silwood Street by the Silverlock Estate was blocked off at both ends as multiple police cars chased down the young man.

Officers later said that the boy, 17, had been arrested while riding the moped, which he was suspected of stealing in Kennington about two and a half hours earlier.

A spokesperson for the police said: "Shortly after 19.50hrs on Monday, 21 February officers arrested a 17-yearold boy who was riding a suspected stolen moped in Silwood Street, SE16.

"The moped is believed to have been stolen during an incident in Fitzalan Street, SE11, at 17.23hrs the same day.

"The teenager has been taken into custody. Enquiries continue."

The council included the £2.116m payments - or £529,000 per year - in its budget for the next four years after getting a last minute grant from the government.

Southwark said that its existing team of about 40 community wardens - whose job is to do sweeps for knives, carry out community work and generally provide a "reassuring presence" - had done well during the pandemic.

But they added that the new taskforce was needed because the number of police officers per person in London and the amount of money spent on police had gone down over the past decade.

"We are really clear that we want to be able to tackle crime and anti-social behaviour across the borough," Cllr Rebecca Lury, the council's finance chief, said. "There are a number of hotspots that have been identified and we know that we need to increase the amount of community wardens [that we have]."

Cllr Lury did not provide the exact location of the hotspots the council has come up with, but London Bridge and West Bermondsey, Borough and Bankside, North Walworth and Rotherhithe are among the wards with the highest levels of crime in the borough over the past year, according to Met police statistics.

The News has reported extensively on the phone snatching and other kinds of theft that are rife in the north of the borough.

Meanwhile, as part of the same grant from the government, the council is planning to give out £471,000 to people struggling with the cost of living crisis.

The government has announced a loan of £200 in the form of a bill credit on all energy bills, and a cash payment of £150 for those living within a Band A-D council tax property.

Officers added in an amendment to the council budget: “However, the gap between the cost of living increases and support provided by the government remains unobtainable for many low earners in Southwark."

The new plans to tackle anti-social behaviour in the borough a few months before the local elections come as the national Labour party appears also to be pivoting towards a tougher stance on crime.

He added: “Top of our worry list is education, including education for children with disabilities.”

The early years autism support team serves between 40 and 75 families per year over the past five years, while other services whose funding has been removed look after hundreds of children per year, according to an internal Southwark Council document seen by the News.

Southwark’s Liberal Democrats have submitted an amendment to get the council to fund the services in the budget.

Councillors voted on this and the other proposals at the full council meeting on Wednesday evening, after the News went to print.

There are a number of hotspots that have been indentified

She told a politics podcast: “On law and order, I think if you are being terrorised by the local thug, I want a copper to come and sort them out. You should be hardline on things like that. It’s not just, ‘Oh you’ve been burgled, here is a crime number.”

Southwark’s plans to invest more than £2 million in a ‘taskforce’ to crack down on anti-social behaviour comes in the

same budget as services for special needs children losing council funding.

Both Cllr Lury and cabinet member for children’s services, Cllr Jasmine Ali, have been adamant with the News that these services will not be cut - simply that the council is looking elsewhere for its funding now - from the NHS, for example.

Part of the problem is declining government funding: Southwark was told in January that an education grant that it and other local authorities get from the

government will be cut in half from April and got rid of entirely from next year.

Referring to the budget proposals and the central government cuts, head of children and adult’s services David Quirke-Thornton said at a meeting in January: “We were doing them and proposing them in the context of real challenges, particularly in the education space… unless something changes, education will be a very, very tough space to be in.”

“Things are hard enough already,” said East Street Market trader Ray Jones. “Why are the council putting rent up with the economic climate as it is.?

Ray - who calls himself Ray Peanuts has been selling nuts at the market for 51 years, having taken over the stall from his grandmother in the 1970s.

Come April a full week pitch at East Street Market will increase in price from £300 to £312 pounds per month.

These increases are in line with inflation, although the council has frozen many other fees it charges.

Despite seeming small, Ray, who lives in Kent and commutes to the market every day, said that fee increases were adding to his already tough financial situation.

“Soon it won’t be worth coming to work anymore,” he said. “Prices of goods have gone up, fuels gone up, parking charges gone up.”

“The only thing that hasn’t gone up is my wages.”

By Joshua Askew joshA@southwarknews.co.uk Southwark Council has set out plans to make contractors reveal how much they pay black, Asian and minority ethnic (BAME) workers in comparison to their white counterparts.

The changes, which will take effect in the coming financial year, will only apply to contractors with 50 plus employees.

Whereas larger contractors with more than 250 employees will be required to disclose their BAME pay gap with an accompanying annual plan on how they intend to reduce any differences. Organisations of the same size will also have to publish their gender pay gap and the corresponding document outlining possible reduction strategies under the rule changes.

These plans will then be made publicly available in the council’s Contracts Register, which is published online.

The proposals are contained in the council’s Fairer Future Procurement Framework, which lays out the rules for those doing business with the council.

Another seller at East Street, who wished to remain anonymous, also complained about the fee increase.

“We don't want it. The extra costs add so much pressure on me to work. I don't get sick pay, holidays or anything like that. I must work every day.”

They saw fee increases as aggravating an already “very, very difficult” set of problems for traders, including the pandemic and worsening weather due to climate change.

“I am not making enough to make ends meet as it is. I am not breaking even,” they continued.

Yet the trader said the existence of the market was important for local people as it offered cheaper goods than in the high street.

They added: “We need help, not stuff that makes our lives more difficult. We are good for this community."

Ray said: We want things to stay the same for the time being. This small increase is in line with general fees for trade spaces in London, which we regularly benchmark.”

The council said it will explore further how to best enable BAME organisations to participate in procurement opportunities.

Under its Public Sector Equality Duty the council must consider quality issues and human rights in its procurement and commissioning.

Southwark Council has come under fire in the past for paying its own BAME employees considerably less on average than white staff.

For every £10 that a BAME member of council staff gets on average, a white employee gets £11.47 – an ‘ethnic minority pay gap’ of 14.68 per cent.

Even the cost of dying is increasing

A 30-minute cremation for those aged 17 and above will jump to £865 from £810.

The changes were announced in the council’s 2022 - 23 budget which was published this week. They will take effect from April.

The council’s “double cremation service” has seen a slightly smaller rise of 5.33% to £1,285, although other charges for the cremation of children under five and newborns have only increased in line with inflation.

“I believe the cremation fee is too high,” said Simon Dyer, funeral director at F.A. Albin & Sons.

“I was disappointed to see the increase, but I am not surprised.”

Inflation has reached a 30 year high this month, which is adding to the pressures faced by the council.

Simon described cremation as one of the “biggest costs” involved in funerals - one that is directly passed on to families. “It is going to affect everyone,” he said. “This is one of the areas

where the council can increase prices, as people will always have to use the crematorium. It is one area the council are exploiting.”

There is only one crematorium in Southwark at Honor Oak in Camberwell. All families in the local area wishing to cremate their loved ones must use the facility. Around eight people are cremated here every day. Higher cremation charges are incurred for those living outside of the borough.

A council spokesperson said: “We would never wish to add extra pressure on bereaved families, the small increase is fair and in line with general pricing for cremations.”

However, Simon Dyer believed that the hike in cremation fees must be seen against increases in burial costs over the last decade. “The burial fee have become very expensive,” he said. “It’s purely based on how valuable land is now, prices have increased to reflect the value of properties, but they forget that people are poor here.”

Although the majority of people in Southwark get cremated, burials are preferred in Southwark due to its diverse population, Simon claimed. A simple lawn grave in Southwark will cost £3,212 from April. Yet this is only for 25 years and will have to be renewed.

Extra £4 million for temporary accommodation

By Kit Heren kit@southwarknews.co.uk Southwark Council will set aside an extra £4 million on temporary accommodation amid growing housing pressure.

The council has about 3,500 families in temporary accommodation, waiting for a permanent home. Many are in this kind of accommodation for three or four years, according to Southwark’s temporary accommodation action plan, published last September.

Local authorities have responsibilities to house eligible people who have been homeless for up to eight weeks. These people can then stay in temporary accommodation until they are found a

council home. But “supply is being outstripped by demand in this respect”, according to the council’s report. This is because of “a national housing crisis, a rental market that is largely unaffordable due to central government welfare reforms and a continued fall in social housing annual lettings due to the Right to Buy outstripping our own ambitious 11,000 new homes project.”

These pressures are likely to increase with the increase in the cost of living, inflation and the cut to Universal Credit last year. Southwark probably overspent on temporary accommodation by more than £8 million last year.

The extra £4m is part of the budget to be voted on at the council assembly on Wednesday (February 23).

Council borrowing reaches £874 million and could be as much a £1 billion by end of 2025

By Joshua Askew joshA@southwarknews.co.uk Borrowing by Southwark Council stood at £874 million at the end of 2021, according to a council document published this week.

The Capital Strategy and Treasury Management Strategy report revealed that in the financial year to March 2021 the council borrowed £63 million.

A further £50 million of long-term debt followed in December. This brought the council's net borrowing to £874m when combined with existing debt.

Current projections by the council indicate that it may require £1 billion of additional borrowing by the end of 2025. They anticipate that the impact on the UK from Coronavirus, historic levels of inflation and the economic damage caused by Brexit will continue to dent the council’s coffers long into the future.

"It has been necessary to borrow to finance the capital programme and maintain minimum cash balances," read the document.

The council has said this extra

borrowing will be spent on providing more housing, planting trees, building care and nursing homes, retrofitting council homes to make them greener, alongside work on the Aylesbury Estate and Tustin Estate.

Councils typically take on debt to fund investment in infrastructure and public facilities, whereas other revenue streams, such as council tax and business rates, support the day to day running of services.

Some implications of the debt-pile for the council's budget were raised in the document. "Although capital expenditure is not charged directly to the revenue budget, interest payable on loans and Minimum Revenue Provision (or debt repayment in HRA) are charged to revenue, offset by any investment income receivable," read the document.

"Due to the very long-term nature of capital expenditure and financing, the revenue budget implications of expenditure incurred in the next few years will extend up to 50 years into the future," it added.

Most of last year's debt increases were

borrowed from the Public Works Loan Board, which is a government body that lends to local authorities.

The interest on the £50 million borrowed in December is approximately 1.5 per cent and has a maturity term of 40 years.

There was also £197 million in "short term" borrowing from other local authorities at the end of last year.

“Southwark Council has a long tradition for investing in local infrastructure and facilities that support the development of the borough for the benefit of residents and businesses,” read the council document. This investment has been sustained throughout the recent period of austerity, and has fundamentally supported the generation of new financial resources,” it added.

The amount of money local authorities have to spend has fallen by 16 per cent since 2010, according to the Institute for Government. This is largely because central government grants - a major source of council funding - have been cut by 37 per cent in real terms between 2009 - 2020.

Southwark hasn’t used empty homes powers for five years exclusive

By Kit Heren kit@southwarknews.co.uk Southwark Council has been criticised for not using two key ways of bringing empty homes back into use once in the past five years - despite proclaiming a "zerotolerance policy" for long-term empties.

The borough's opposition Liberal Democrats slammed the Labourcontrolled council for not using emptydwelling management orders (EDMOs) or compulsory purchase orders (CPOs) over the period, despite the high number of empty homes in the borough.

The council's action plan on empty homes said that these measures were costly, time-consuming and complex, and that it was lobbying central government to give local authorities more, and simpler, powers to requisition empty homes. But the report also said that the council would "not shy away from pursuing such measures where necessary".

A local authority like Southwark can use an EDMO to take over certain kinds of properties if they have been empty for at least two years, and provided several other conditions are met. Councils can use CPOs to buy properties, but this is a last resort and needs permission from the government.

Southwark has 2,705 long-term empty homes, according to pressure group Action on Empty Homes - and this figure went up fifteen per cent last year. One home in 25 is either longterm empty or a second home. In terms of sheer numbers, Southwark has the highest level of long-term empty homes in London, according to the group's figures, although it has more homes outright than many other boroughs.

The news comes after waves of criticism for the council for its controversial 'infilling' policy of tackling the housing crisis by building new social rent homes on existing estates. Critics of the policy have pointed to the level of long-term empty homes in Southwark as an alternative source of housing.

Chris Bailey, campaigns manager at Action on Empty Homes, said that the council was charging premium council tax rates on a significantly higher proportion of its long-term empty

homes than many other boroughs, like Lambeth.

Mr Bailey said that while he had sympathy for Labour and he didn't think the picture was black and white, it was "quite legitimate for the Liberals to ask why [EDMOs} aren't being used."

He added that he would be surprised if many local authorities had used CPOs over the past five years.

He added: "Yes, Labour probably should be doing more. Yes they have a bad problem. But they are certainly charging people extra for tax. It’s a tricky question to answer in terms of assessing their action on empty homes."

Discussing Labour's failure to use the measures, Cllr Hamish McCallum, Southwark Liberal Democrat group leader, said: “Enough is enough: Southwark Labour’s housing policy in the past decade has been a failure and it is only getting worse. With over 16,000 households on its housing waiting list and a soaring number of empty properties, it is scandalous that the council is not fully using the powers it has to stem this tide.”

Responding, Labour sought to shift the blame onto the Liberal Democrats, whose national party's coalition government with the Conservatives made it harder for local authorities to take empty homes back into use with EDMOs and CPOs. Labour cabinet member for a safer cleaner borough, Cllr Darren Merrill, said: “The Liberal Democrats were in coalition in 2012 when the government at the time made it very difficult to use empty homes legislation. They put the burden on councils to demonstrate that a home was causing concerns around anti-social behaviour, increased the term from six months to two years when defining empty homes and changed the definition of an empty home to mean that if it is furnished, the legislation cannot be used.

“The empty homes issue has been highlighted by the Council improving its data on which homes are genuinely empty and Southwark Labour is doing what it can. We have written to the previous housing and communities minister asking for the process to be simplified..., we have introduced grants for homeowners to bring properties back into use and investing by putting money in for a new empty homes team and putting forward a £2m CPO fund.”

Reuben House, which is set to open its doors in May 2022, will contain 33 new modular homes, with residents paying one-third of their salary towards rent.

Each 21m sqm studio has a kitchen, dining area, bathroom, as well as a space to sleep and relax.

The median floor space for a flat in the UK is 43 sqm, according to data from the Valuation Office Agency.

Under the terms of the scheme, a 20-year-old in London earning the minimum wage (£6.56 per hour) would pay around £350 per month to live in these self-contained apartments.

Ruben House is part of the charity Centrepoint’s Independent Living Programme, an organisation that seeks to support homeless people aged between 16 - 25 across the UK.

“Our Independent Living Programme is tackling the shortage of quality affordable accommodation head-on, and freeing up much-needed hostel beds,” said Centrepoint director Sally Orlopp.

“This is only the beginning, she added.

“We have every ambition to create 300 more homes across London and Manchester within the coming year.”

Residents can also receive training and support at Reuben House.

Centrepoint staff are able to offer apprenticeships or entry-level roles that may lead to full-time employment across the capital.

“Living in the Independent Living accommodation has allowed me to think about my future,” said 19-yearold Katelin, who is currently living in one of the programme’s homes in east London.

“I think it’s incredibly important for there to be affordable housing for young people, especially people who have not had the easiest upbringing or

the easiest background,” she added.

Centrepoint has said it wants to work with “ethical employers” to ensure its residents are earning above the minimum wage at around £18,000 per year.

This would equate to £500 per month rent.

The facility is named after the Reuben Foundation, which has supported the project with over £1 million to help the development become possible.

It is being constructed by the developer M-AR. Centrepoint says that the modular designs offer a cost-effective solution to genuinely affordable living, costing significantly less than traditional builds, and reducing construction times by over 50 per cent.

"We will encourage developments to

focus on the strengths of places that make the different areas of the borough distinctive and respect and integrate with the local and historic context and communities," read the council document.

It also vowed to protect existing schools, provide more green infrastructure and ensure community impacts are taken into account.

The plan also includes the requirement for the provision of a minimum of 35 per cent affordable housing on direct let student housing schemes, as well as the provision of 27 per cent student rooms

at affordable student rent.

A number of local groups have questioned if the council's development plan can be squared with its environmental commitments.

Extinction Rebellion Southwark, alongside 24 other organisations, have claimed the plan breaches the council's pledge to reach carbon-neutrality by 2030 and worsen emissions in the borough.

"There will be an early review of the plan to set out greater requirements for climate change mitigation and adaption," read the council document.

The 40,035 properties would be created between 2019 to 2036 - equating to 2,355 per year - according to the 2022 Southwark Plan.

11,000 extra council homes will be delivered by 2043 as part of this overall

housing target.

Areas earmarked for development are Old Kent Road, Elephant and Castle, Canada Water, East Walworth, Blackfriars Road, Bankside and along the Thames, where there is greater accessibility to public transport.

The plan, which was made public on the 23rd of February, introduced a "fast track" route for developments delivering 40 per cent social rented and intermediate housing.

100-year-old bus route could be axed

Transport for London (TfL) is consulting about closing the 1 and 168 bus routes that run partly through Southwark - and merging them together.

A Borough man has been sent to prison for two sexual assaults after police were able to track his movements on a TfL hire bike.

and in the evenings. This suggests that merging the routes would mean roughly half the number of services for Southwark residents who use them.

Explaining the proposed changes, TfL said: "Demand on many central and inner London routes was declining prior to the coronavirus pandemic, and while the pandemic’s long-term impacts on demand are currently unclear, ridership is not expected to fully return to pre-pandemic levels in the near future.

"We are therefore reviewing services in central and inner London to ensure they reflect current and projected

usage. We want to make sure our bus services match up with passenger demand while ensuring key links across the city are maintained."

The transport agency added that by cutting some services they would be able to invest in the routes that were more popular. It comes after mayor Sadiq Khan said that TfL would be forced to cut about ten per cent of bus services in a 'worst-case' scenario if the government did not agree a long-term funding deal.

As well as being an important service for Southwark, the 1 bus is more than a century old.

Christion Wright, 28, dragged a woman to the ground while masturbating and telling her he wanted to have sex with her in St James' Park in Westminster on January 29, last year.

A few days later he masturbated onto a woman's bag on a train from Waterloo Station.

Wright, from Nelson Square near Southwark Tube station, cycled off on a TfL bike after the woman in the first attack bit his hand. Officers were later able to track his movement on CCTV and found that he docked the bike on Lower Marsh on the South Bank.

He was arrested on March 5 and charged with the first assault. The police investigation that followed matched his DNA with the outstanding suspect in the second assault on the train, which took place on February 2.

Wright pleaded guilty to both counts of sexual assault at Southwark Crown Court on December 20 last year. He was sentenced on January 14 to three years and eight months on prison. Wright will

also be on the sex offenders' register for life.

Detective Constable Henh Ban Song of Central West CID said: “My colleagues and I are using all legitimate methods at our disposal to identify and convict those who commit crimes against women in the capital.

“In this case, Met officers based at Charing Cross police station used technologies including the CCTV network, financial instrument analysis and DNA matching to identify and convict the offender."

DC Song added: “In my view, Wright’s offending may have escalated quickly and alarmingly had he not been caught so soon after the offence in St James’s Park.

“I am appealing for anyone else who may have been a victim of Wright to contact me by calling 101 with the reference 6502934/21.”

Only Lambeth and Westminster had more than Southwark, with 45 and 39 collisions respectively.

The number of collisions involving e-scooters recorded by the Met shot up from only eight in 2018 to 250 in 2020.

Kingston-upon-Thames was the only borough not to record a single e-scooter collision.

In the first six months of 2021, it was revealed that there were 258 e-scooter crashes in London.

The figures are likely to be much higher in reality, as many collisions go unrecorded.

Almost all of these incidents involved privately owned e-scooters, with TfL only reporting 14 user injuries during its e-scoot rental trial that began in the summer of 2021.

These most recent figures were revealed by Mayor of London Sadiq Khan during a Mayor’s Question Time meeting at City Hall.

TfL’s e-scooter rental scheme operates in Camden, the City, Ealing, Hammersmith & Fulham, Kensington & Chelsea, Lambeth, Richmond, Tower Hamlets and Westminster, alongside Southwark.

More than 585,000 trips were made by e-scooter since the scheme’s launch, covering a total of 1.6 million kilometres.

Around 180,000 people have used one of TfL’s scooters and the most rides by one single user was more than 300.

massive mosaic for posh roman diners unearthed in Borough

By Joshua Askew joshA@southwarknews.co.uk The largest Roman mosaic found in London in half a century has been dug up in Borough, in the dining room of a building thought to be a former hotel.

The mosaic, made up of two panels with small, coloured tiles set within a red tessellated floor, was dug up by Museum of London Archaeology (MOLA) workers at the site on Southwark Street.

The mosaic was set in a large room, which archaeologists think was the dining room, or triclinium. It would have

contained dining couches, where people would lie back to eat, and could look down at the floor to enjoy the mosaic at the same time. The walls of this room were brightly painted, and fragments of colourful wall plaster have been found on the site.

The larger mosaic panel was made from the late second to early third century AD, but the room was clearly in use for a longer period of time. Traces of an earlier mosaic underneath the one currently visible have been identified.

MOLA Site Supervisor, Antonietta Lerz, said: “This is a once-in-a-lifetime find in London. It has been a privilege to work

on such a large site where the Roman archaeology is largely undisturbed by later activity - when the first flashes of colour started to emerge through the soil everyone on site was very excited!”

The mosaic was in a four-room building, fully uncovered as part of construction works for a new mixed-use block on the Southwark Street site. The hotel is thought to date from AD72, about 25 years after the Romans founded the city of Londinium, where the City of London is now.

Staff think the hotel could have been for upper-class Romans. A phallic-shaped pendant found at the site could also

suggest that high-ranking members of the Roman military were staying there, as this symbol is often associated with the army.

It could also have been a private home of a wealthy person or family. The building, which stood for about 150 years, could also have had several uses over its lifespan. The northern part of the building was first uncovered in the 1980s.

The find was made as part of the preparation work for a new residential, office and retail building on the site, which is currently empty. Planning permission was given in 2020 and building work is set to finish in 2024.

The transport agency is poised to make a decision on the proposals by early March, after consulting the public before Christmas.

The number 1 route starts at Canada Water station, passing through Bermondsey, towards Elephant and Castle, Waterloo and onto Tottenham Court Road in the West End. The 168 starts off at Dunton Road in Bermondsey before following a similar route through to Elephant and Castle and Waterloo, and going through central and north London to Hampstead.

The two services would be merged into a single route from Canada Water to Hampstead if the proposals were put in place. Buses would run every eight minutes in the daytime from Monday to Saturday, and every tentwelve minutes in the evenings and on Saturdays.

CHARGES AGAINST ALLEGED SASHA JOHNSON SHOOTERS DROPPED

Four men accused of shooting young mother and activist Sasha Johnson in Peckham were cleared of all charges this week, after the prosecutor declined to give any evidence against them in court.

A Crown Prosecution Service spokesperson said: “Following an extensive review of matters which arose after these defendants were charged, we have concluded that our legal test is no longer met.

“For legal reasons we are unable to set out the full reasons for our decisions, but we have told the court today that we have no alternative but to offer no evidence against each of the four defendants.

"Our thoughts remain with Sasha Johnson and her family.”

Prince Dixon, 25, Troy Reid, 20, Devonte Brown, 19, both of Southwark, and Cameron Deriggs, 18, had all denied conspiracy to murder along with

possession of a firearm and ammunition with intent to endanger life at the Old Bailey last December.

Local Covid rates continue to fall

New infections in the borough dropped by more than sixteen per cent over the week from February 16-22, falling to 1,418 in the period.

The pace of the drop has slowed, after new cases decreased by about 24 per cent the previous week.

This is a pattern repeated across south-east London. New infections in Lambeth, Lewisham, Greenwich, Bexley and Bromley all dropped between fourteen and seventeen per cent over the past week.

Deaths linked to Covid-19 fell as

well. In Guy's and St Thomas' one person passed away within four weeks of a positive Covid-19 test over the past seven days, down from eight the week before.

It came after Boris Johnson told people in England that they no longer legally have to self-isolate after a positive Covid test from this Thursday, February 24. People will instead be advised to stay at home.

Among other changes, sick pay will start later, as it was before the pandemic, rather than straight away.

The £500 self-isolation payments for people on lower incomes will also be scrapped.

Universally free lateral flow tests will also be scrapped from April 1, although people over 80 and clinically vulnerable people will still not have to pay.

The anti-racist activist was in the back garden of a house in Consort Road at a silent disco event in the early hours of the morning when she was struck by a bullet.

During the investigation following the shooting, police told of their disappointment that more of the 30 people who were at the house party where Ms Johnson was brutally attacked had not come forward to help with the investigation and “get justice” for her and her family.

A spokesperson for the Met Police said they had updated Ms Johnson's family and said that the force's thoughts remained with them.

They added: "We remain committed to bringing those responsible for shooting Sasha to justice, however we cannot do it alone. We need your help.

"We understand that people may be reluctant about speaking to the police for a number of reasons, however you are able to provide information 100% anonymously to the independent charity Crimestoppers by calling 0800 111 555 or visiting crimestoppers-uk.org. Harle jailed for nearly ten years kit@southwarknews.co.uk A Camberwell man found guilty of repairing an illegal gun and giving advice on using it was jailed for nearly ten years this week.

Danny Harle, (pictured), 26, of Gandolfi Street, was sentenced on

Monday, February 21 to nine years and nine months in prison for possession of a firearm with intent to enable another to endanger life.

He had previously pleaded guilty to the supply and possession with intent to supply Class B controlled drugs after being found with cannabis.

It comes after Harle was identified by police as a person of interest following a shooting in Herne Hill in September 2020. Officers carried out secret recording as part of their investigation into him.

The court heard that Harle was visited on October 2020 by someone who had a gun and wanted advice on how to stop it jamming. Recordings showed him giving advice on using the correct ammunition, and that he had managed to unjam the gun.

Police said he also gave advice on how to enable a successful shooting, telling the person to “grease it every time you go out there”.

He was found not guilty of two counts of attempted murder and one count of possession of a firearm with intent to endanger life after the Herne Hill shooting in September 2020.

Detective Constable Mick Grimshaw, from the Met’s Specialist Crime Command, said: “Throughout this investigation my team found that Harle put others in danger in order to further his illegal enterprise.

“There can be no doubt that Harle is a man with little regard for the safety of those around him. He was documented quite clearly ‘repairing’ an illegal firearm for another person and advising them on how to carry out future shootings.

“This man’s potential to not only harm others, but to school other criminals in committing other acts of violence, is untold.”

Fatal stabbing outside her home inspires ex-nurse to provide free first aid lessons

A former nurse is providing free first-aid classes for teenagers after a young man was stabbed to death outside her flat in Dulwich.

Their hour-long sessions run through what to do if you find somebody who is bleeding, how to treat their wounds and what to avoid.

“It's really, really simple,” says Susan.

She described how her Christian faith had influenced this “rewarding” work.

Susan said: "The Church of England has five marks of mission. Two of those are to respond to human need with service, and to transform unjust structures of society and pursue peace and reconciliation.

This informs how we live our faith."

“I feel this is a really practical way of living my faith. It is important to show God’s love to local people in our communities,” she added.

The Diocese of Southwark had been very supportive of Susan's effort.

“The Church is enthusiastic because they love Southwark, they love the

people,” she says. “Our job is to be a Christian presence in every community.

This is very much part of that.”

Nicola Thomas who is Head of our Justice Peace and Integrity of Creation (JPIC) Department at the Diocese, added: “The church can and does help young people feel valued and provide them with security and safety and a sense of purpose in life - evidence shows they are really important for preventing violence.”

Susan is looking to expand the scheme to extra locations, as well as teaching young people what to do if they are stopped and searched by the police.

“I have been talking to other churches and sharing what I have learnt. We are thinking about other things for young people.

“They are so vulnerable once they step outside of their homes.”

One of 61 in the UK, Southwark’s “only rotary club” was established in 1946 just one year after the end of the Second World War. “What I’d like to get across is how rotary has changed,” said Shirley Faiers, a Rotarian for 22 years.

“It is not what it used to be - a lot of old men sitting around the table eating and drinking. Now we are open to anybody who wants to give back to the community.”

She added that Rotary still had the “same ethics and mission”, but they were “keeping up with modern society.”

Rotary is an international volunteer organisation that brings people together who wish to help others. It is nonpolitical, non-religious and has more than 1.4 million members worldwide.

“We just want to help people,” says Faiers.

Her thirteen-member rotary club is well known across the area for its local community action.

It supports Camberwell House, a place where families with children in hospital can stay, and has provided muchneeded assistance for care homes and the homeless, alongside a host of other activities.

Yet the club is most well-known for its annual athletics events for children at Crystal Palace Stadium, which ran for more than 60 years until stopping five years ago.

“Rotary is a wonderful way of organising volunteers,” said Faiers who has attended rotary events since she was a little girl.

Her 101-year-old father is a club member but has had to take a back seat

in his old age.

The club has long-term plans to build a dedicated diabetes centre in Nigeria, as two of their newest members are from the West African country.

“We have a worldwide network of people around the world and expertise,” says Faiers.

They also intend to host community health events in the borough where locals can come and get tested for certain diseases.

The club was also praised by Faiers as a great way to “network and meet people.”

They meet weekly at Dulwich & Sydenham Hill Golf Club on Tuesday evenings.

Members are charged a small subscription fee to cover its running costs, however this means that 100 per cent of the money it raises goes to where it is needed.

Today nearly 40 per cent of Rotarians in London are women, and many come from ethnic minority backgrounds.

“The group is open to members from all ethnic backgrounds and genders,” says Faiers. “There are no restrictions other than you have to be of good character.”

For their 75th anniversary, the club will be hosting a dinner on the 22nd of February with Rotarians from across the UK. Faiers believed Rotary was enjoying a revival, following the coronavirus pandemic.

She urged local people “to get involved in rotary” and “set up their own new clubs” elsewhere in the borough.

“If people are put off by the idea of tradition, they can set up a rotary and do things their own way.”

“We can help you,” she added.

kit@southwarknews.co.uk The pontoon of a Rotherhithe angling club whose members have been fishing since the Second World War will be moved and made smaller as part of development plans in Canada Water.

The Surrey Docks Angling Club's pontoon will go from the eastern side of Canada Water Dock, near where the Decathlon is now. It will be cut from its current length of 130 metres to 75 metres.

The exact location of the new pontoon is unclear: the angling club members want it to go on the north side of the dock by the library, but Southwark Council said that might not be possible because officers had not done all the proper consultation yet.

The angling club itself welcomed the change. Representatives for the club have signed a legal agreement with Art-Invest, which is hoping to build office blocks on the east side of the dock, and British Land, which is building a boardwalk on the dock as part of its wide-ranging Canada Water masterplan.

The new pontoon will be completely renovated, and the club wants the area where each angler fishes to be defined by 'habitat pods' - pictures of plants like reeds and bulrushes - instead of just plain

numbers as it is now.

Art-Invest will pay for the move, although the land itself is owned by British Land.

Steve Cornish, the angling club's secretary, said: "Its great to know that the future of angling in the docks has been secured for future generations."

The club has around 200 members and another 200 on the waiting list, as well as a growing club for children and young people.

Mr Cornish added: "Many elderly OAP Members have explained their joy of being able to get back out there fishing again after two years of Covid restrictions.

Being able to fish is paramount to challenging health and wellbeing issues."

British Land have cut down trees and vegetation around the outside of the dock as part of the process of building the boardwalk, sparking some concern from local residents.

British Land said last week that it was working with the London Wildlife Trust to mitigate harm by providing alternative habitats for the swans and other wildlife, in a presentation aimed at local residents.

The developer added that it was building nesting and feeding platforms with steps for cygnets, refurbishing three existing bird shelters and moving existing floating plant beds.

Surrey Docks Anglers welcome new pontoon plans

75 years of helping locals The Rotary Club of Dulwich, Peckham and Crystal Palace is celebrating its 75th anniversary this month by encouraging more people to get involved.

Susan Patterson, who is now a lay minister, has organised free training sessions for young people at Christ Church on Gipsy Hill and St John’s East Dulwich.

Her action was inspired by the tragic death of 18-year-old Donnell Rhule on the Kingwood Estate, West Dulwich in July 2020.

Following Donnell’s murder, Susan said: “It made me think how very useful it would be for young people to know to give first aid to knife wounds.”

“All I thought is if I had been outside I could have helped.”

She began looking for courses and, after a long search, found Street Doctors, a charity run by volunteer healthcare workers that trains young people to deliver emergency first aid.

Street Doctors, which Susan described as an “incredible charity,” provides the training, while the Diocese of Southwark helps finance the programme.

“All I did was pair the two together,” she said.

Although she was yet to follow up properly with the trainees, Susan had been told that people enjoyed the training and found it very helpful.

“We are right at the beginning, and so far have only trained nine young people, but they are finding it a positive experience. It is inspiring to see how people react.

“It means a lot to me to hear that young people feel safer,” she continued.

While Susan’s training has been hosted in local churches, Street Doctor’s trainers can come to any community space and deliver their classes.

Bill would help you move if in danger E arlier this month I introduced a new bill in Parliament to protect the rights of social housing tenants forced to move homes due to a threat of violence to either them or a member of their family that lives with them.

Known as Georgia’s Law after one of my constituents who had to move urgently after her son was threatened by a gang, the formal name of the bill is the Social Housing (Emergency Protection of Tenancy Rights) Bill.

Currently, social housing providers have no legal duty to give priority to rehousing tenants who are forced to make an emergency move due to a threat of violence to the tenant or a member of their household. This, alongside the severe shortage of social homes, can leave families – already traumatised by the circumstances of their move – trapped in overcrowded and unsuitable temporary accommodation, waiting for months or even years to be re-housed.

For a family with children, becoming homeless in this way adds further instability, affecting every child in the family and making it harder to recover from the trauma.

My bill is named after my constituent, Georgia, who was placed in temporary accommodation after her teenage son was threatened by gang members who visited the

February is a good time to check on houseplants; growth is mostly at a standstill and feeding is not required just yet - water sparingly unless the plants are in warm places. Check for pests and diseases – tell tale signs are sticky, nibbled or curled leaves.

Vine weevil larvae are a menace and appear as beetles about 6 mm long between March and April; they wander around walls or on the ceiling waving their antennae. The larvae feed on roots causing poor leaf colour, restricted growth or sudden collapse.

If plants are not thriving and have pale leaves - vine weevils are the likely culprit. (Vine weevils affect outdoor plants but are harder to detect).

Georgia’s housing association did not have any suitable homes available and referred her to the local authority who provided temporary accommodation.

The housing association then began proceedings to end her tenancy, effectively making her homeless and facing a very long wait to be rehoused.

Following my intervention, the housing association accepted responsibility for Georgia’s housing needs and have since found her a new home. However, there is no legal duty on social landlords to prioritise cases like this.

No-one should face homelessness because they or a member of their household is threatened with serious violence, yet that is exactly what happens to far too many families who are forced to make an emergency move because a member of their household is at risk.

This Bill will protect the secure tenancy of social housing tenants who are forced to move into temporary accommodation due to a threat of violence to them or a member of their household, and ensure social landlords work together to identify a safe permanent home as soon as possible.

The Bill is supported by Shelter, the National Housing Federation, and a cross party group of MPs.

My bill will make two important changes to current housing law: Firstly, that secure social housing tenants (whether Council or housing associations) should have their tenancy rights protected in a situation in which they have to move because they, or a member of their household face a threat to safety with a right to be moved as quickly as possible to an alternative home on the same tenancy terms.

Secondly that social landlords have a new duty to cooperate in situations where a tenant needs to move to another area outside of the area.

Having to make an emergency move because someone in your family is at risk of serious violence is a terrifying and destabilising experience, affecting the whole family.

My Bill seeks to minimise the trauma and instability tenants face in these circumstances. By acknowledging in law that no-one should face homelessness as a result of being threatened with violence, protecting existing tenancy rights in law, and ensuring that social landlords cooperate with each other to find a new permanent home as quickly as possible.’

Tackling serious violence requires multiple solutions. Ensuring that social landlords have a duty to act to limit the harm caused by a risk of violence is an important reform in keeping our communities safe, and I hope the government will support Georgia’s Law.

The anti-refugee Nationality and Borders Bill breaches the UN convention on refugees.

Rules were put in place after the Holocaust to protect all of us if we flee torture, war or persecution.

Refugees could be separated from their families, and even locked up. No one should be punished for trying to find safety.

The bill is being discussed in the House of Lords right now and then it will go back to MPs.

I want to call on our MP to do the right thing and vote for the amendment to remove clause 11 from this bill.

Clause 11 of the Bill would punish refugees and torture survivors for trying to find safety and prevent people from rebuilding their lives.

Budget pressures and empty homes

I

t’s a busy week at the town hall with, councillors voting on the budget on Wednesday, after the News went to press.

There are plenty of eye-catching details in the budget that we have reported on this week, including the £2 million for an anti-social behaviour-busting taskforce over the next four years, the extra £4 million for temporary accommodation and nearly half a million pounds for people struggling with the cost of living crisis.

The council has also had to make millions of pounds in savings to get the budget balanced amid funding pressures from central government. That has left some services unfunded in the budget like the Early Years Autism Service, although the council has said repeatedly that it will not be dropped - just that funding needs to come from outside.

The budget comes a few months before the local elections in May, and decisions made this week are sure to have an impact on the way people vote. But housing - how much we build, where it is and who lives in it - is likely to be the most important topic in the election.

News emerged this week that the number of new homes for social rent in the borough has actually dropped over the past year, according to the Greater London Authority (GLA) - despite Southwark’s oft-stated aims of building 11,000 more council homes by 2043.

The council disputes the GLA figures, and data also shows that social housing in Southwark went up by nearly eleven percent between 2004 and 2020. Meanwhile we also reported this week on the council’s plan to get 40,000 homes - of all tenures - built over the next seventeen years.

Whatever the truth behind the numbers, there appears to be a clear difference between building these homes and getting people to live in them.

We reported this week on the astonishing fact that Southwark - one of the local authorities with the highest number of empty homes - has not used key powers to take them over once in the last five years. Southwarks claim that this is too costly and time-consuming, and that it wants the government to simplify powers to requisition empty homes.

But when a borough like ours has so many empty properties, it is worth asking two questions: why isn’t the council doing everything in its power to stop that? And what is it about the council’s building policy that is attracting or allowing so much emptiness?

After ascertaining if we were friend or foe, a couple of deckhands stopped swabbing the decks and allowed us to cross the gangplank onto The Golden Hinde where they explained its circumnavigational history, made us salute a statue of their missing captain, Sir Francis Drake, and provided us with appropriate corsair headwear. We Team Ghostbuster - were now ready to face pirates and ghosts and even death by drowning, writes Michael Holland.

The mission was to find and rescue the captain, plus locate a magic ring that would stop the ship from sinking, taking the lives of all those aboard. We had one hour so had to act fast.

We were ushered down a steep flight of stairs where we found two locked treasure chests and a thousand keys. Hanging from the low ceiling was a mysterious disc with linked signs of the Zodiac emblazoned on it. The signs matched the sets of the keys so we were able to follow the links to find the right keys to open the chests where more clues were discovered, and a diagram that explained how to open the next trapdoor to delve down even further below decks.

This was non-stop action. Thoughts of resting were now just a dream. Remote, eerie voices were constantly telling us how much time we had left. In these low, dark spaces our one lantern was hardly enough to find and work out clues, claustrophobia was setting in and the team was beginning to show signs of flagging. Then - AAAH! Ghostbuster Nina screamed and cursed in Anglo-Saxon as she came across Sir Francis in the darkness. He pleaded for help but he was chained to the floor and we could not find the key.

illuminating this space in the ship’s nethermost regions, with two spaced-out groovers chilling around a bottle of rum that they were willing to share with us.

They had been down there for years, we found out, and they didn’t seem to mind too much.

Nevertheless, as much as we wanted to stay and enjoy the vibe on the party deck, clues needed to be found and lives had to be saved, so we took a tot of rum and continued. Ghostbuster Haydn found a secret key, and Ghostbuster Nina decoded the map, and we were once again on the

move.

Next stop was the Captain’s Table where Ghostbuster Haydn located the magic ring to stop The Golden Hinde from taking on water and sinking. Mission accomplished.

Tired and relieved in equal measure, we got back to the main deck where we raised a flag and had photos taken with the happy crew.

Escape From The Golden Hinde is 90 minutes of fantastic fact-finding fun. Every one of us was able to get involved in the seeking out and working out of the clues, so nobody is left out or left behind.

The crew is a genuine bundle of laughs and always there, somewhere in the shadows to help out. Team Ghostbuster absolutely loved it.

I was always under the impression that it would be very remiss to miss a Michael Frayn play whenever it comes around, so when eight Michael Frayn plays turn up on one bill you have to clear your diary and get to that theatre, which is exactly what I did, writes Michael Holland.

Play 2, Toasters, dealt with company events where you have to juggle a finger buffet, a glass of wine, read a financial report and raise a glass to toast whoever has been awarded Employee of the Year. It went on too long and became as tiresome as a company meeting.

The third play, Doubles, had two couples in adjoining hotel rooms. The usual checks for dust, and of facilities, were carried out before the couples went down for dinner and sat at adjoining tables. On their return, the pairs discussed their neighbours, which is when the north/ south class divide raised its snobby head, and assumptions were made about each other.

And, of course, when you see another stage with four doors you know those couples are going to be in and out of them like rabbits escaping the fox.

After the interval, Leavings took us back to the opening play with the dinner guests now taking a lifetime to say their goodbyes, eliciting more door action. There were a lot more disturbing electronic sounds but no one was intent on seeking out the cause of the beeps and buzzing interference this time. Instead, the cast valiantly spoke louder to be heard.

This was modern technology once again getting its own back. Or, perhaps, a rogue robot reviewer commentating live! The

lack of comedy was beginning to take its toll now.

Michael Frayn holds up a mirror to us all, so we can relate to much of what he has his protagonists say and do. Yes, we have awkward moments when the small talk dries up; yes, we listen to arguing neighbours through walls; yes we mock others’ accents behind their backs, and, yes, we are all trying to get along in this world. But just showing that on a stage with no new insight does not entertain.

We need to laugh at ourselves and the laughs were rare in these plays. The applause at the end of each was polite rather than enthused.

Before the fifth play, Look Away Now, we were asked to visit the bar again while more technical problems were sorted out.

Some people went to the bar, some people saw the exits and went through them like rabbits. I followed.

The cast soldiered on but was obviously put off by what they had to work with, and, sadly, not enough was going right to make this night work.

Frayn’s Alarms & Excursions consists of eight short plays from the 90s. The first one - Alarms - deals with what was then modern technology. Alas, the modern technology of today failed to work so the show did not begin until 30 minutes after the proposed start because Alarms was more than just actors speaking on a stage, but a play requiring lots of SFX. Frayn could not have written a better start to prove the point he was trying to make.

When Alarms finally began we came upon guests arriving at a dinner party and being asked to switch off their mobile phones so they would not interfere with the anticipated conversation. Soon, the evening was beset with beeps and buzzers going off that had to be traced down. One was the smoke alarm needing a battery, the other the oven timer. Then a car alarm sounded, and a cordless phone rang somewhere in the house, all of which had our hosts and guests running in and out of numerous doors. Farce has been done better and funnier by Frayn.

Southwark’s Victorian anti-vaxxers

Ever since Margaret Keenan became the first person in the UK to receive a Covid-19 jab in December 2020, there has been much debate about vaccination, writes Neil Crossfield...

‘Anti-vaxxers’ have held marches in Central London and social media is full of conspiracy theories about the supposedly ill effects of vaccines. But opposition to national vaccination programmes is nothing new.

In Victorian Southwark, there were many diseases which could kill; typhoid, cholera and scarlet fever to name but a few, but perhaps the most feared was smallpox, an ancient disease spread by the variola virus.

After experiencing fatigue and high temperature, patients would often develop a terrible rash, with pus-filled spots erupting over their entire body.

Death occurred in up to 30 per cent of cases and even if they survived, patients were often left with terrible scarring.

While Edward Jenner had invented vaccination in the 1790s, it did not become mandatory until the Compulsory Vaccination Act of 1853. All newborn babies had to be vaccinated before they were three months old.

Opposition to this measure led to the formation of anti-vaccination movements all over the country. In 1866 the Anti Compulsory Vaccination League (ACVL) was set up in Finsbury and branches soon spread throughout London.

By November 1877 the South London ACVL was formed. Meeting at 333 Albany Road, Camberwell, they stated their objectives as “the total, immediate and unconditional repeal of the Compulsory Vaccination Acts, support for wives and families of those who may go to prison for their principles and the payment of fines from a central fund.”

A later Vaccination Act in 1867 meant that parents who failed to get their children vaccinated within three months of birth were liable to a fine of up to twenty shillings. Previous legislation had meant that parents could only be fined once but the new act meant repeated prosecutions could be made up to the age of 14.

In 1878 the South London ACVL circulated a petition to get this clause removed, advertising that it could be signed in various locations such as the Southwark Radicals club, Bermondsey, the Freethought Institute, Walworth and the ‘Ark Mission’, Rotherhithe.

On 7 June 1879, the Southwark Mercury reported that Benjamin Reeves, a Bermondsey leather dresser, had been summoned to attend the Southwark Police Court by Alfred Hudson, the Vaccination Officer of St. Olaves Union, for neglecting and refusing to have two of his children vaccinated. At the hearing he had argued that he had a conscientious objection to the laws and that he could have documents in his possession that showed the ‘wicked and pernicious’ Act was spreading the disease rather than benefiting the population.

The magistrate, Mr Partridge, would have none of this and told Reeves that he had to obey the law, that his argument was ‘all nonsense’ and that the vaccination had been proved to be effective in combating smallpox.

He finished by telling Partridge that he

September 1881 local papers reported that he had consistently refused to have his children vaccinated and that he had been fined on several occasions.

One of his children had contracted smallpox but after being nursed by his mother had survived. Unfortunately, his wife had caught the disease and died.

Two more of his children then died, with three more contracting smallpox and being removed to hospital.

The grieving husband had borrowed a suit from his neighbour, Mr John Angus, to wear at his wife’s funeral, after which the suit was kept in his house for a couple of days before returning it to his friend.

The suggestion is that the suit had been infected with smallpox and subsequently Angus himself contracted it and died. Up to sixteen further people in houses next to Escott’s also developed the disease and were admitted to hospital.

If the loss of his wife, children and neighbours were not punishment enough, there were efforts made to prosecute Escott under the 1866 Sanitary Act for a failure to properly fumigate his premises.

The magistrate at Greenwich Police Court dismissed this case, recognising that it had been brought partly out of vindictiveness.

While supporters in the anti-vaccination camp would have some sympathy for him, wider public opinion was largely hostile.

When the Rotherhithe Vestry met to discuss the matter in early September 1881, the Chairman, Rev. E.J. Beck (who was also the Rector of St Mary’s church Rotherhithe) showed little Christian compassion. He is recorded as saying: “If ever a man was a murderer, I think that this man is”.

A poignant footnote to this story is

was a “stubborn, foolish man” and fined him three shillings with a further two shillings costs.

One particularly sad incident in Southwark demonstrates that the debate was more than just an intellectual

argument.

William Escott was a member of the South London ACVL. He was a master boot maker, originally from Devon, who is shown in trade directories as running a shop at 278 Southwark Park Road. In

that in September 1883 it was reported that Escott had committed suicide in the washhouse of his shop. The inquest held at the Raymouth Tavern found that he had hung himself in a state of temporary insanity.

A Mr. B. Reeve from the Southwark ACVL wrote to the South London Chronicle suggesting that his suicide was caused by failing health and financial worries and not due to any remorse he may have felt.

Reeve also went on to argue that two of four people who died in the outbreak had been vaccinated and that Escott himself had not contracted smallpox.

We cannot know if Escott’s views on vaccination changed after the death of his wife and two children, but it is likely that he would have been ostracized in his local area, being blamed for the outbreak and this may have played some part in his decision to end his own life. The censure Escott received at the inquest and in the press may seem harsh by today’s standards, but then, like now, passions ran strong on both sides of the argument.

Members of the medical profession tried to dispel the more spurious claims made by their adversaries. Dr William Tiffin Illiff was the chief medical officer for Newington Vestry and in 1880 he published a report called ‘Small-Pox and Vaccination’. In this, he countered many of the bizarre claims put forward by the other side. He notes that their ‘principal charges against vaccination are that it poisons the blood, sets up disease not hitherto existing, conveys scrofula, consumption, skin disease, syphilis and typhoid fever, shortens life and causes an increased death rate’.

Isolating smallpox patients came into favour in the 1880s but capacity in hospitals was limited. In order to address this, the Metropolitan Asylum Board, who had responsibility for providing hospitals to which patients with smallpox and other communicable diseases could be taken, eventually leased three former Royal Navy warships, HMS Atlas, HMS Endymion and HMS Castalia for use as overflow facilities.

These were first moored on the Thames at Deptford but later moved further down river to Dartford. Patients could find themselves transported to South Wharf, in Rotherhithe, where they would be taken by boat to the hospital ships. This was located on the land where the Surrey Docks Farm now stands.

As well as a jetty, South Wharf also had several shelters which could be used to isolate patients before they moved on. A major outbreak of smallpox in London during 1901-1902 meant that South Wharf was extremely busy during these years. On December 28, 1901, it held some 41 smallpox patients at this site.

The introduction of the conscientious objection clause meant that generally the anti-vaccination movement declined in popularity. However, the successor of the ACVL, the National Anti-Vaccination League which had been formed in 1898, continued to campaign against other immunisations for polio, diphtheria and influenza for many years. Perhaps surprisingly, newspaper articles show that the organisation was still holding meetings in 1971 and that its successor, the Howey Foundation, was not dissolved until 1982.

Many of the arguments put forward by Victorian anti vaccination campaigners are still being trotted out by modern day anti-vaxxers - and medical scientists still struggle to counter this propaganda and misinformation.

The London Borough of Southwark (“The Council”) in exercise of its powers under section 56 of the Housing Act 2004 (“the Act”) hereby designates the entire area of its district, as subject to Additional Licensing as described at paragraph 4. The designation applies to all Houses in Multiple Occupation (“HMOs’’) as defined by section 254 of the Act that are occupied by 3 or more persons comprising 2 or more households as defined in Annex B, within the area described at paragraph 1 unless: a. the house is an HMO that falls within the nationally prescribed category of HMO that is required to be licensed as a ‘mandatory HMO’ under section 55(2)(a) Part 2 of the Act1 ; b. the house is subject to an Interim or Final Management Order under Part 4 of the Act; c. the house is subject to a temporary exemption under section 62 of the Act; d. The house is an HMO that is a building or part of a building that is not an HMO for the purposes of licensing under Part 2 of the Act2 as defined in Annex C/ Schedule 14 of the Act; or. e. it is a building converted into self-contained flats but does not meet the standards of conversion required by the Building Regulations 1991, and where less than two thirds of the flats are owner occupied to which Section 257 of the Housing Act 2004 applies where: the building or part of a building is of three or more storeys that have been converted into three or more self-contained flats and where both the building and self-contained flats it contains are under the same ownership or considered by the council to be effectively under the same control.

EFFECT OF THE DESIGNATION 6.

Subject to sub paragraphs 5(a) to (e) above, every HMO of the description specified in that paragraph in the area specified in paragraph 4 shall be required to be licensed under section 61 of the Act.

The designation falls within a description of designations in relation to which the Secretary of State has issued a General Approval under section 58 of the Act, namely, The Housing Act 2004: Licensing of Houses of Multiple Occupation and Selective Licensing of Other Residential Accommodation (England) General Approval 2015 which came into force on 1 April 2015.

The London Borough of Southwark will comply with the notification requirements contained in Section 29 of the Act and shall maintain a register of all houses registered under this designation, as required under section 232 of the Act.3

Buildings controlled or managed by a co-operative society (1) A building where— (a) The person managing or having control of it is a co-operative society whose rules are such as to secure that each of the conditions set out in sub-paragraph (2) is met, and (b) No person who occupies premises in the building does so by virtue of an assured tenancy, a secure tenancy or a protected tenancy.

Annex B: HMOs to which this designation applies [subject to paragraph 5 above] A building or a part of a building meets the standard test if— (a) It consists of one or more units of living accommodation not consisting of a self-contained flat or flats; (b) The living accommodation is occupied by persons who do not form a single household4; (c) the living accommodation is occupied by those persons as their only or main residence or they are to be treated as so occupying it5; (d) Their occupation of the living accommodation constitutes the only use of that accommodation; (e) Rents are payable or other consideration is to be provided in respect of at least one of those persons' occupation of the living accommodation; and (f) Two or more of the households who occupy the living accommodation share one or more basic amenities or the living accommodation is lacking in one or more basic amenities.

A part of a building meets the self-contained flat test if— (a) It consists of a self-contained flat; and (b) Paragraphs (b) to (f) of standard test definition above apply (reading references to the living accommodation concerned as references to the flat).

A building or a part of a building meets the converted building test if— (a) It is a converted building; (b) It contains one or more units of living accommodation that do not consist of a self-contained flat or flats (whether or not it also contains any such flat or flats); (c) The living accommodation is occupied by persons who do not form a single household4; (d) The living accommodation is occupied by those persons as their only or main residence or they are to be treated as so occupying it5; (e) Their occupation of the living accommodation constitutes the only use of that accommodation; and (f) Rents are payable or other consideration is to be provided in respect of at least one of those persons' occupation of the living accommodation.

“Basic amenities” means— (a) A toilet, (b) Personal washing facilities, or (c) Cooking facilities

(2) The conditions are — (a) That membership of the society is restricted to persons who are occupiers or prospective occupiers of buildings managed or controlled by the society, (b) That all management decisions of the society are made by the members (or a specified quorum of members) at a general meeting which all members are entitled to, and invited to, attend, (c) That each member has equal voting rights at such a meeting, and (d) That, if a person occupies premises in the building and is not a member, that person is an occupier of the premises only as a result of sharing occupation of them with a member at the member's invitation.

(3) For the purposes of sub-paragraph (a) “co-operative society” means a body that— (a) Is registered as a co-operative society under the 2014 Act or is a pre-commencement society (within the meaning of that Act) that meets the condition in section 2(2)(a)(i) of that Act, and (b) Is neither— (i) A non-profit registered provider of social housing, nor (ii) Registered as a social landlord under Part 1 of the Housing Act 1996.

(4) In this paragraph— - “the 2014 Act” means the Co-operative and Community Benefit Societies Act 2014;] - “assured tenancy” has the same meaning as in Part 1 of the Housing Act 1988; - “protected tenancy” has the same meaning as in the Rent Act 1977; - “secure tenancy” has the same meaning as in Part 4 of the Housing Act 1985.]

Buildings regulated otherwise than under this Act Any building whose occupation is regulated otherwise than by or under this Act and which is of a description specified for the purposes of this paragraph in regulations made by the appropriate national authority.

“Converted building” means a building or part of a building consisting of living accommodation in which one or more units of such accommodation have been created since the building or part was constructed;

Buildings occupied by students (1) Any building— (a) which is occupied solely or principally by persons who occupy it for the purpose of undertaking a full-time course of further or higher education at a specified educational establishment or at an educational establishment of a specified description, and (b) where the person managing or having control of it is the educational establishment in question or a specified person or a person of a specified description.

“Enactment” includes an enactment comprised in subordinate legislation (within the meaning of the Interpretation Act 1978 (c. 30);

(2) In sub-paragraph (a) “specified” means specified for the purposes of this paragraph in regulations made by the appropriate national authority.

“Self-contained flat” means a separate set of premises (whether or not on the same floor)— (a) which forms part of a building; (b) either the whole or a material part of which lies above or below some other part of the building; and (c) in which all three basic amenities are available for the exclusive use of its occupants

(3) Sub-paragraph (4) applies in connection with any decision by the appropriate national authority as to whether to make, or revoke, any regulations specifying— (a) A particular educational establishment, or (b) A particular description of educational establishments.

HMO declarations If a local housing authority are satisfied that a building or part of a building in their area meets either: - the standard test; or - the self-contained flat test; or - the converted building test they may serve a notice under section 255 (an “HMO declaration”) declaring the building or part to be a house in multiple occupation.

(4) The appropriate national authority may have regard to the extent to which, in its opinion— (a) the management by or on behalf of the establishment in question of any building or buildings occupied for connected educational purposes is in conformity with any code of practice for the time being approved under section 233 which appears to the authority to be relevant, or (b) the management of such buildings by or on behalf of establishments of the description in question is in general in conformity with any such code of practice, as the case may be.

Annex C: Buildings which are not HMOs for purposes of this designation In the following paragraphs “building” includes a part of a building.

(5) In sub-paragraph (4) “occupied for connected educational purposes”, in relation to a building managed by or on behalf of an educational establishment, means occupied solely or principally by persons who occupy it for the purpose of undertaking a full-time course of further or higher education at the establishment.

Buildings controlled or managed by public sector bodies etc A building where the person managing or having control of it is (a) a local housing authority, (b) a non-profit registered provider of social housing, (c) a body which is registered as a social landlord under Part 1 of the Housing Act 1996, (d) a police and crime commissioner, (e) the Mayor's Office for Policing and Crime, (f) a fire and rescue authority, or (g) a health service body [within the meaning of section 9 of the National Health Service Act 2006]. “fire and rescue authority” means a fire and rescue authority under the Fire and Rescue Services Act 2004 A building— (a) Which is social housing within the meaning of Part 2 of the Housing and Regeneration Act 2008, and (b) Where the person managing or having control of it is a profit-making registered provider of social housing.]

Buildings occupied by owners Any building which is occupied only by persons within the following paragraphs— (a) one or more persons who have, whether in the whole or any part of it, either the freehold estate or a leasehold interest granted for a term of more than 21 years; (b) any member of the household of such a person or persons; (c) No more than such number of other persons as is specified for the purposes of this paragraph in regulations made by the appropriate national authority.6 (d) This paragraph does not apply in the case of a converted block of flats to which section 257 applies, except for the purpose of determining the status of any flat in the block.

Buildings occupied by two persons Any building which is occupied only by two persons who form two households.

The number of persons specified for the purposes of paragraph (C) under ‘buildings occupied by owners’ in The Licensing and Management of Houses in Multiple Occupation and Other Houses (Miscellaneous Provisions) (England) Regulations 2006 is two.

The London Borough of Southwark (“The Council”) in exercise of its powers under section 80 of the Housing Act 2004 ("the Act") hereby designates for selective licensing the areas described in paragraph 5

CITATION, COMMENCEMENT AND DURATION 2.

These 2 Designations shall be known as the London Borough of Southwark Designations for Areas for Selective Licensing 2022. All privately rented residential accommodation situated within the designated areas must be licensed with the Council unless subject to statutory exemption as set out in paragraph 5.

The Designations are made on 28 October 2021 and will come into force on 1 March 2022. In line with the Housing Act 2004: Licensing of Houses in Multiple Occupation and Selective Licensing of Other Residential Accommodation (England) General Approval 2015 and the updated guidance issued by the Department for Communities and Local Government in March 2015 (Selective licensing in the private rented sector - A Guide for local authorities), the Designations fall within a description of designations for which, as long as the authority has consulted for at least ten weeks, do not need approval from the Secretary of State for Housing, Communities and Local Government (MHCLG) as the designated areas cover 20% or less than the total geographical area of the London Borough of Southwark’s and includes 20% or less than its private rented properties.

The Designations shall cease to have effect on 1 March 2027 (not more than 5 years) or earlier if the Council revokes the scheme under section 84 of the Act.

AREA TO WHICH THE DESIGNATION APPLIES 5.

This designations shall apply to the following areas of the London Borough of Southwark.

Designation 1 is delineated in red with the area itself coloured yellow on the map and Designation 2 is delineated in red with the area itself coloured orange on the map both in annex A below. The following wards are included in each designation.

APPLICATION OF THE DESIGNATION 6.

This designation applies to any house1 which is let or occupied under a tenancy or licence within the area described in paragraph 5 unless: a. the house is a house in multiple occupation [HMO] that falls within the nationally prescribed category of HMO that is required to be licensed as a ‘mandatory HMO’ under section 55(2)(a) Part 2 of the Act2; b. the house is a house in multiple occupation that falls within the prescribed category of HMO that is required to be licensed under the London Borough of Southwark Designation of an Area for Additional Licensing of Houses of Multiple Occupation made on 1 January 2022 under Section 56 of the Housing Act 20043; c. the tenancy or licence of the house has been granted by a registered social landlord4; d. the house is subject to an Interim or Final Management Order under Part 4 of the Act; e. the house is subject to a temporary exemption under section 86 of the Act; or f. the house is occupied under a tenancy or licence which is exempt under the Act or the occupation is of a building or part of a building so exempt as defined in Paragraph 5(f): Exempted tenancies or licences, Selective Licensing of Houses (Specified Exemptions) (England) Order 2006 SI 370/2006.

Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The effect of the (Cycle Lanes) Order would be to provide new mandatory two-way cycle lanes, operational at any time, at the following locations:(a) COMMERCIAL WAY, the north-west side, aligned with the south-eastern edge of the north-western footway, having a width throughout of 3m and segregated from the adjoining motor vehicle traffic flow, by way of a kerb constructed in the carriageway, extending: (i) from the north-eastern kerb-line of Chandler Way to a point 6m south-west of the south-western kerb-line build-out of Pentridge Street; and (ii) from a point 5m north-east of the north-eastern kerb-line build-out of Pentridge Street to a point 30m north-east of that kerb-line build-out; and (b) MOODY ROAD, the full width of the carriageway as extends from the south-eastern kerb-line of Commercial Way to a point 6m south-east of that kerb-line.

The effect of the (Waiting and loading restrictions) Order would be:(a) in COMMERCIAL WAY and MOODY ROAD, to update the layout of existing ‘at any time’ waiting restrictions so as to accommodate the provision of cycle lanes referred to in item 2 preceding, and pedestrian and pedestrian/cycle crossings referred to in item 4 following; (b) to formalise existing ‘at any time’ waiting restrictions in PENTRIDGE STREET on both sides, 9m north of its junction with Commercial Way; and (c) in COMMERCIAL WAY add ‘at any time’ loading restrictions (i) north-west side from the northeastern kerb-line of Chandler Way to a point 6m south-west of the south-western kerb-line build-out of Pentridge a point 13m north-east of the north-eastern kerb-line build-out of Pentridge Street, and (ii) south-west side from a point 1m south-west of the common boundary of Nos. 30 and 32 Commercial Way to a point 18.5m north-east of the common boundary of Nos. 56 and 58 Commercial Way. 4. Southwark Council hereby GIVES FURTHER NOTICE that it proposes under section 23 of the Road Traffic Regulation Act 1984, the provision in COMMERCIAL WAY of:(a) a raised ‘zebra’ pedestrian crossing, the centre of which would be located at a point 15m south-west of the south-western kerb-line of Chandler Way, the ‘controlled area’ would be laid on both sides of the carriageway for a distance of 20m either side of this crossing; and (b) a raised ‘zebra’ pedestrian crossing with parallel pedal cycle crossing facility, the centre of which would be located at the north-eastern kerb-line build-out of Moody Road, the ‘controlled area’ would be laid on both sides of the carriageway for a distance of up to 15m north-east of and 17m south-west of these crossings.

By John Kelly johnk@southwarknews.co.uk DULWICH HAMLET were knocked out of the London Senior Cup quarter-finals by Hendon after a penalty shootout on Tuesday night.

The Hamlet came from two goals down to force spotkicks semi-finals when they went 2-0 up through Sekajja before White made it 2-1.

But Allassani then fired his attempt over and Liam Brooks took advantage to level it at 2-2 after three spot-kicks each.

Hendon then took control when Chike Kandi’s penalty was touched onto the bar and Sam Corcoran struck for a 3-2 lead.

James Dayton was successful with his shot to put the pressure back on the hosts, but Eren Kinali held his nerve to send his side through.

After the game, Hendon said in a statement: “Aside from the entertainment on the pitch, everyone at Hendon wishes the official from Dulwich Hamlet FC that was attacked on his way to the game a very swift recovery and safe journey home.”

In National League South action last weekend, Rose’s side drew 0-0 against St Albans City at Champion Hill.

That result kept them sixth, level on points with St Albans who are in the last play-off spot but have two games in hand.

Dulwich play nineteenth-place Braintree Town at home this weekend. Kick-off is 3pm.

johnk@southwarknews.co.uk FISHER BATTLED to a 1-1 draw against Punjab United in their SCEFL Premier Division clash in Gravesend last weekend.

Despite taking a battering from Storm Eunice, Punjab got the game on, backed by both managers, and a host of volunteers forking the pitch to get as much water as possible off the surface.

Fisher gave debuts to Darnelle Bailey-King and Manny Shoderu in front of 24 hardy travelling fans.

The Fish went in front when Julio Da Mata was fouled in the box and Isaac Thompson made light of the strong wind to fire home from twelve yards for his fifth goal of the season.

Fish goalkeeper Tommy Taylor produced an excellent save to preserve Fisher’s lead at the break.

Ajay Ashanike’s side found it more difficult to play their passing game in the second half as the pitch got heavier and the gusting winds showed no signs of abating.

That wind almost helped Fisher get a second as it swept Shoderu’s corner towards the net but stopper Max Ovenden clawed the ball off the line.

Da Mata shot wide and then couldn’t find Thompson as Fisher pressed for a second.

Taylor made two more impressive stops but an equaliser seemed inevitable and it arrived six minutes from time.

Johnson Cole made a run off the ball on the left to gain possession and finish to the far post past Taylor.

Thompson found another Fisher signing, Nickal-David Luzolo, late on but he couldn’t hit the target.

Fisher were due to be in action on Tuesday but their game at Tunbridge Wells was called off after a power failure.

Fisher are fourteenth in the table and travel to Welling Town this Saturday. Kick-off is 3pm.

Following a 3-3 draw, the hosts went through 4-3 after the visitors missed two of their spot-kicks.

It was a measure of revenge for Hendon after they lost by the exact same score on penalties to Dulwich in the Isthmian League Premier Division play-off final in 2018.

The evening started off badly for the Hamlet when the club confirmed that one of their officials had been mugged on the way to the game and was being looked after by Hendon staff with police in attendance.

It took just three minutes for Hendon to go in front as Jayden Clarke opened the scoring.

Gavin Rose’s side equalised fourteen minutes in when Danny Mills helped on a corner and Reise Allassani set up Ibra Sekajja.

The game was end to end and it was Hendon who again took the lead five minutes before the break through Joe White’s header.

And Hendon firmly established themselves in the driving seat for a last-four clash against Haringey Borough when Clarke got his second with a superb strike after an hour.

Not to be out-done, the Hamlet’s set-piece specialist Gio McGregor made it 3-2 when he fired home a free-kick from 30 yards with fourteen minutes left.

That swung the momentum back Dulwich’s way and Allassani brought them back level in the 83rd minute when he found the bottom corner.

Allassani had the chance to grab a dramatic winner in the 89th minute but his header went just wide.

Dulwich struck an early blow in the shoot-out when McGregor was successful and Christian Smith missed for the hosts.

Surrey players confirmed for Hundred edition

By Sport Reporter sport@southwarknews.co.uk NINE SURREY men and four Surrey women have been retained by their teams for the 2022 edition of The Hundred.

Alice Capsey and Danielle Gregory will defend their title as part of the Oval Invincibles Women’s side, while Chris Jordan will remain with the victorious Southern Brave.

Six Surrey men will continue to call The Kia Oval home during the competition: Rory Burns, Sam Curran, Tom Curran, Will Jacks, Jason Roy and Reece Topley.

Ollie Pope will again be with Welsh Fire and Jamie Overton goes back to Emirates

Old Trafford to play for Manchester Originals.

In the women’s competition, Sophia Dunkley will with Southern Brave and Nat Sciver with Trent Rockets.

In outgoings, Jordan Clark and Laurie Evans will be part of the upcoming draft after being released by Oval Invincibles, while Eva Gray and Rhianna Southby are available for selection on the women’s side.

Further Surrey women released are Aylish Cranstone by London Spirit and Amy Gordon and Bryony Smith by Welsh Fire.

The men’s squads will fill their remaining slots at The Hundred Draft on March 30, where they will take turns to pick from the hundreds of domestic and international

cricketers.

This year’s competition will run from the August 3 until September 3.

Both men’s and women’s sides will be able to select an additional fourth overseas player for their squad in an overseas Wildcard Draft in June. Teams will still only be able to field three overseas players in their playing XI. The women’s teams will be finalised through the open market signing process, which concludes at the end of June, giving domestic players plenty of motivation to catch the eye during the Charlotte Edwards Cup. The men’s squads will be finalised in early July with the domestic Wildcard Draft pick.

THINGS WERE going so well the gods just had to intervene – it is Millwall, after all.

It wasn’t a bad result that had around 500 Lions supporters leaving Lancashire in frustration on a miserable afternoon, but a postponement that left most bemused.

It denied Gary Rowett’s side the chance to go for a third consecutive win to try to close the six-point gap to the top six.

After Storm Eunice had sent a blanket of snow across Blackburn’s Ewood Park surface, it looked bleak around midday when the hosts announced referee Geoff Eltringham would conduct a pitch inspection.

The decision made then was that the game would go ahead if the pitch had been cleared by 2.15pm following a second inspection.

Millwall fans who travelled up from London Euston on Saturday reported that trains were subject to delays throughout the morning. It meant that it was around the moment that those on the 14:00 from Preston to Blackburn stepped off the train when news of postponement broke.

A number of fans boomeranged straight back to London without even stepping out of Blackburn station, but another section were already in situ on the upper tier of the Bryan Douglas Darwen end of Ewood Park when the bad news arrived.

Blackburn would have been missing a fair few players through injury, including talisman and leading goalscorer Ben Brereton Diaz, who had limped off at West Brom the previous Monday. But an angry-looking Rovers manager Tony Mowbray declined to speak to the News owing to raw frustration at Eltringham’s call to postpone the match.

Mowbray was among the last members of both clubs’ players and coaching staff to leave the ground.

Mowbray later told Rovers TV: “Frustrating, really frustrating – particularly so late in the day. There were already people inside the stadium.

“If it had been called off two hours prior to kick off you could understand it. Two hours prior you could have

“The ground staff decided when the referee came to start clearing the lines and then we said we’d give it a chance to have a go and sort of attack the pitch by trying to get the snow off.

“I do think the referee thought early on that it was going to be difficult because there was a lot of water on the pitch from the snow, and when we moved it off the grass was unstable when you walked on it.

“What the pitch might have looked like at the end of the game is one thing. I said to the referee it’s his responsibility, he had to make the call.

“We both as managers, Gary Rowett stood in the office with the referee, we both wanted to play the football match. But you have to respect the officials.

“They don’t travel a long way and want to call the game off. It’s their job, they want to play as well. He’s made his decision with a lot of thought.

“We have to respect his responsibility, it’s for the safety and welfare of the footballers and he felt it wasn’t safe to play the football match so we have to abide by that.”

Rowett and his Millwall players had left the dressing room and reboarded the team coach by 2:40pm, 20 minutes before the game was due to kick-off.

The pitch appeared in good condition at 2.30pm

“It’s a farcical decision,” Kavanagh said.

“By the time the decision to postpone the game was made the majority of the snow had been cleared.

“At worst, kick-off could have been delayed by a short while to allow any necessary additional time needed to clear what was left. To just call it off

in the way it was leaves a bitter taste and I have to question the judgement made.

“By the time 3pm arrived the skies were clear, snow around the ground had long melted away and the pitch was unquestionably in a playable state.

“I’m deeply unhappy with the decision and have expressed that disappointment in the strongest possible terms to the governing

bodies.”

Millwall will fund coach travel for fans for the rearranged fixture.

Kavanagh added: “We had 500 supporters who travelled through some horrific weather to get to Ewood Park today.

“The storm in the past 36 hours or so has been as bad as many of us will remember, but despite that, we’ve still got an excellent number of fans making a 500-mile round trip. That

Lions club captain Alex Pearce did stick around for photos and conversations with fans who remained in the vicinity of Ewood, as he was heading elsewhere.

There was the added frustration that games at Preston North End and Bolton Wanderers - ten and fourteen miles from Ewood - went ahead despite similar conditions and efforts to clear their surfaces.

This is yet another fixture for Millwall to squeeze into the schedule, another challenge in a season with a series of them – but those Lions fans will take it on the chin and no doubt

make plans for another journey to Lancashire when the rescheduled game is announced.

It took the forward more than two years to score in front of fans – now he’s making up for lost time EXCLUSIVE

That’s how long Mason Bennett had to wait to score in front of fans after joining Millwall from Derby County.

Bennett’s first eight goals for the Lions were all scored behind closed doors, the only cheers those from the Millwall bench.

It’s fitting that Bennett’s three goals in front of supporters have all been at The Den, where he feels like he is at home after a difficult spell later on with the Rams.

And boy has he enjoyed celebrating those goals.

After he scored the second in the 2-1 win against Steve Morison’s Cardiff City he danced ecstatically in front of the Cold Blow Lane end.

His three goals in his last four games at home this season have come at that end of the ground and following his opener in the 2-0 victory against QPR, in his exuberance he ran through Danny McNamara leaving his team-mate flat on the turf.

Given Millwall’s injury record this season it was no wonder Bennett was glancing back to check if McNamara was okay.

“I was a bit worried after that!” Bennett said. “I thought he was hurt, he was on the floor. But we had a bit of a laugh and a joke about it when we were back at the

training ground. He was just happy that we won the game.

“I was buzzing, it was nice to get on the scoresheet in front of the fans. I’ve scored a few now in the last few weeks.

I’ve just got to keep that up and keep working hard to score goals.

“There’s no feeling like scoring a goal, it’s just raw emotion and excitement that comes out and anything can happen “Ever since I signed the support has been amazing, I really appreciate that.

I’m at the age now when I’ve to keep performing. The goals are going in at the moment so long may it continue.”

It has been mentioned recently that Millwall have been without an out-andout striker with Benik Afobe and Tom Bradshaw injured.

Bennett might take issue with that, considering he scored a classic No.9 goal against the Bluebirds. He first beat Aden Flint – who is eight inches taller than him – to a header from Bartosz Bialkowski’s long free-kick before immediately darting to the back post to nod home George Saville’s cross.

“People are going to have their opinions on what they perceive to be players’ favourite positions but last season me and Jed [Wallace] played up there and scored a lot of goals between us,” Bennett said.

“As soon as I saw Sav running towards the byline I knew I had to stay behind the front post because if I got ahead of it it’s a tighter angle to score from.

“I thought, get towards the back post

and I’ve got the whole goal to aim at. I wouldn’t say I aimed for the top corner, I just tried to hit the target. It went in and I was delighted with it.

“It’s swings and roundabouts, it’s come around again with strikers out. We’re short in that position and it’s back to me and Jed up there again and hopefully Tyler [Burey] can get some game-time now as well.

“We’re ready for the challenge ahead and I’m going to give it my everything.”

Eight of Bennett’s nine goals in his two full seasons with Millwall have come after the turn of the year.

He was asked if that’s down to him needing a consistent run of games.

Bennett replied: “You could say that but you’ve got to remember I tend to pick up injuries in the first part of the season so obviously it delays your fitness.

“I’m not intending to do it, I want to play well for the nine months we play.

I know what you’re saying about the second half of the season, but it means nothing now until the end of this season.

I just want to fight and help the team get three points in every game we play.”

Bennett was speaking to the News on Monday before the game against Derby two days later. Fingers were crossed before that match that the Lions would still have the only three forward players available to them ahead of this weekend against Sheffield United.

Bennett, Wallace and Burey have all played up front in their careers.

Bennett was disappointed striker Matt Smith left in January, those two having struck up a good relationship off the pitch.

“I got on really well with Smudge, he’s a great lad and helped me settle in, obviously coming from up north down to London,” Bennett said.

“He was a great lad around the training ground and I was devastated he went.

“But we can all agree at this point in his career he just wanted to play football and it was a great opportunity to go up to Salford.

“It’s going well for him and I wish him all the best.

“He’s scored a couple of goals now and I hope he carries on.

“We all wanted Tyler to stay at the start of the season because we’d seen him in pre-season, he came back in great shape.

“He didn’t play that many games at Hartlepool, unfortunately, because he got his injury. Since he’s come back he’s really stamped his authority and we all get just as excited as the fans when he comes onto the pitch. He’s got no fear and he’s got that ability to beat a man one-v-one. That’s what you want to see.

“I trust in his ability, hopefully he can get more games and cement his place in the team.”

And there could be further glimpses of that at The Den this weekend.

With Benik Afobe only having an “outside chance” of featuring against Sheffield United, Tyrese Briscoe could again be in the Lions squad as the only out-and-out centre-forward.

Tyler Burey, 20, had already signalled his talent and further potential with a number of appearances off the bench before he scored a superb goal in front of the home support in the 2-0 win against QPR last week.

Zak Lovelace, 16, could see more action over the rest of the season as the Lions remain short of attacking options. He has produced some thrilling moments for the under-23s and scored in their win over Charlton at The Den when he was still only fifteen.

Abdul Abdulmalik, 18, has long been thought of as someone who is also destined for the first team, though his progress this season has been slightly less dramatic than others’ after he briefly left the club last summer for a number of trials.

Maikel Kieftenbeld became the 20th Millwall player to pick up an injury this season when he damaged his hamstring last week. He was initially expected to be out for a month.

After mid-week games during all of February, the Lions now have three Saturday matches, though the postponed Blackburn Rovers game could be rescheduled after the second of those.

By John Kelly johnk@southwarknews.co.uk MASON BENNETT has revealed what he was told to do differently in training – stay away from the wrestling matches.

Bennett wouldn’t look out of place as a stocky scrum-half at Twickenham and is as aggressive on the training pitch as he is in games.

That has often been to his detriment, as he has picked up several injuries after taking whacks to his frame.

Bennett only played five games in the first three months of this season but appears to have put his injury issues behind him and has really hit consistent form this year.

He will be aiming to score in his fourth home game in five when Sheffield United visit The Den this Saturday.

Bennett was asked if he has changed anything about his fitness regime.

“It might sound a bit crazy but nothing different, I just go out and train,” he replied. “I have actually been told to not wrestle my own team-mates as much. I have to stay away from Pearcey [Alex Pearce] to avoid that battle in training!

“I just know what to do now. I know my body and that I have to stay away from those kinds of contacts to stay fit.

“As long as I’m fit and available for every game I’m more than happy.”

Their misfortune was summed up when Oliver Burke and Luke Freeman both suffered hamstring injuries shortly after arriving on loan deals from the Blades.

Bennett added: “We’ve been so unlucky this season especially in the forward areas. Freeman came in, it was devastating for him.

“I thought Burkey was doing well, you could see in the games his pace and power was frightening defenders.

“But a door closes for someone and it opens for someone else, like Tyler [Burey]. We’ve got Nana [Boateng], Abdul [Abdulmalik] as well, he’s been doing well on the training ground and it gives them opportunities to get in

the squads and come on and perform.

“I always believe if you’re good enough you’re old enough. They’ve all been doing well and they’ll get more opportunities, I’m sure.”

Millwall have lost just one of their last ten league games at home.

Bennett said: “We know how hard it’s been this season in terms of results if not performances. But the performances have picked up over the past couple of months and the results are reflecting that now.

“We’ve got to keep grinding it out, improving our performances and getting points on the board. Come the end of the season we’ll see where we are.

“But we’re still fighting for it and there’s still every possibility we could get in there.”

Rowett is in regular contact with Berylson and said the Lions owner knows the challenges they have faced this season.

“It’s really nice when the owner comes over,” Rowett said. “John’s a great guy, he spends a bit of time with everyone at the training ground, he’s that type of person.

“It’s nice to give him a couple of wins, to see some winning football and a good performance against QPR and the second half against Cardiff.

“I have regular conversations with him, he knows the challenges we’ve had this year, he knows some of the challenges we have in general as a club anyway.

“You look at the number of players that have come through [from the academy], sometimes you have to do that and take the odd hit on results here and there, just to get them that experience. And I think we’ll be much stronger for that.

“We’re in a really good position but I know everyone would like us to be further up the league and going for promotion. But I think that’s not always realistic.

“It was nice to win a couple of games when he was over and at least he will be going back in a positive frame of mind.”
