The Camberwell and Peckham MP, in her role as chair of the Joint Committee on Human Rights, has helped draft new legislation to help reunite tens of thousands of frail, elderly people and disabled people in residential care with loved ones.

She and the committee have called on support from the government to ensure that institutions make individual assessments on

risk - taking into account COVID test results and vaccinations, rather than simply barring all visits, saying the status quo is in breach of the human right to family life.

The proposed new law would allow visits by a “person significant to the service user”, mirroring the approach taken in Ontario, Canada, where a close relative is regarded as part of the care team.

The committee has also called on all remaining pregnant prisoners and those in mother and baby units who have been appropriately risk assessed to be released temporarily from prison.

In a letter to health secretary Matt Hancock, Harman wrote that fears COVID-19 would cut off vulnerable people from their families had been realised, with profound implications for their treatment and care.

One woman to share her story with the committee, Alison, has a young daughter currently detained in an assessment and treatment unit.

John, whose wife has dementia and is in care home, told the inquiry he had only been able to have restricted visits throughout the past eleven months and is currently unable to visit at all as the home is closed due to an outbreak of COVID-19 among the staff.

“Whether she knew I was there or not in those circumstances I do not know, but it was not a great deal of benefit to me,” he said. “I could see how she looked and that was about it. They were not meaningful visits.”

The majority of care homes are still unable to hold family visits except during end-oflife care. Although some homes have held outdoor visits or used glass partitions, this depends on the provider and layout of the

council housing boss resigns after running anonymous twitter account

katherine@southwarknews.co.uk Housing cabinet member Leo Pollak has resigned from his post after it emerged he had been secretly running an anonymous Twitter account where he harangued activists and resident groups over planning and housing issues.

It is believed the account in question is the now-deleted ‘SouthwarkYIMBY’; a play on the ‘not in my back yard’ tag given to planning objectors.

The account’s author blasted community groups, including TRAs, who are challenging proposals to ‘infill’ their estates with new housing on communal green spaces.

In a series of tweets targeting a campaign run by Priory Court residents, the account blasted their concerns as ‘pathetic’, ‘shabby attempts to concoct an anti-infill movement’, and a ‘campaign of distortion’.

The News understands Cllr Pollak, who represents South Bermondsey ward, handed in his resignation after queries to council leader Kieron Williams and Leo Pollak about the twitter account. He has now been relegated to the backbenches.

upgrades to two key south London cycling corridors

By Simon Throssell news@southwarknews.co.uk Transport for London (TfL) has announced that it plans to upgrade two of south London’s key cycling corridors.

TfL says the plans to improve the A23 and CS7 routes will make cycling in Southwark and Lambeth safer and easier.

Upgrades to the CS7 speedway, one of the most cycled routes across the capital, will see new restrictions for traffic, new cycle wands, changes to parking and loading bays as well as new and longer bus lanes along the 13km route. This is will effect Kennington Park Road and Camberwell New Road

From March, changes will be made to the bus lanes along the A23 between Oval and Streatham to give people the confidence that they can travel safely along busy roads.

Lanes will be widened at stops to make it easier to pass stationary buses, and continue to enable essential cycle journeys at all times.

There will be new restrictions on a limited number of left turns for motor vehicles along the corridor to reduce conflict with people cycling.

New COVID-19 cases dropped by more than 50 per cent in the last week in Southwark, the biggest fall reported in London.

Confirmed infections fell by 52.6 per cent in the week up to February 11, with 273 cases reported in seven days, down by 303 from the week beforehand.

The borough is now one of seven in central London where the weekly rate of cases is below 100. Southwark’s rate of infection in the same period was 85.6 new infections per 100,000 people. Richmond and Sutton also saw weekly cases drop by more than half.

Sadiq Khan said the figures were good news but cautioned against easing restrictions too soon, saying it was vital mistakes from previous lockdowns were not repeated.

In Southwark, according to the latest available figures, 67 per cent of over 80s have now had their first vaccination dose. Eighty-nine per cent of and older people in care homes in the borough have also received this first jab.

Worryingly, however, health secretary Matt Hancock has confirmed that around a third of the country’s care sector staff had not yet been vaccinated due to lower take-up in this group.

Over 65s are now being offered vaccines across England, with people aged 16-65 with underlying health conditions next in line.

The mass programme and continuing lockdown has driven a fall in cases and hospitalisations. Daily COVID19-related admissions to London’s hospitals have shown a huge drop from a peak in early January of 977 to 175 on Monday (February 15).

The council is continuing to encourage people to get rapid COVID-19 tests, with results given within an hour, if they do not have symptoms, to help pick up on cases that would otherwise go undetected.

In Southwark the rapid test centre is at the Damilola Taylor Centre in Peckham, while anyone over the border in Lambeth can attend a similar facility in Brockwell Park.

Old Dulwich pizza restaurant goes up in flames

By Katherine Johnston katherine@southwarknews.co.uk A fault in an electricity meter is believed to have started a fire at a derelict pizza restaurant in east Dulwich last week.

Three fire engines and around fifteen firefighters were called to the empty restaurant in Barry Road last Friday evening at 5.20pm.

No one was injured and only a small part of the building was damaged before the fire was brought under control before 7pm A small part of a single-storey outbuilding was damaged by fire.

There were no reports of any injuries.

Station commander Mark Edwards, who was at the scene, said “Crews arrived to find a smoke logged property and worked quickly to bring the fire under control and confine it to a fuse board.

“There were no working smoke alarms in the property, so crews installed a smoke alarm before leaving.”

nearly 44,000 unemployed or furloughed

katherine@southwarknews.co.uk New figures show there are now nearly 44,000 people claiming Job Seekers Allowance or furloughed in Southwark.

Twenty-three thousand are believed to still be on furlough, with a further 22,000 in the borough out of work altogether.

As the News has reported, unemployment has risen across London since the pandemic. In September it was at the highest rate in two years, with people aged eighteen to 24 particularly affected.

Between April 2018 to March 2019, there were an estimated 10,800 people out of work in Southwark; around 5.4 per cent of the borough’s population.

It is believed more than a million - 1,135,000 - in London are now out of work or furloughed, with fears many face long-term job insecurity and could be made redundant as soon as COVID-19 support ends.

Southwark Council leader Kieron Williams said local authorities needed to make getting people into work a ‘number one priority’ - requiring devolving funding and employment services to a local level. He also called on areas most adversely affected by COVID-19 to be prioritised for cash from central government.

“The first priority for Southwark has to be to deliver the vaccine and beat the virus – but we’ve also got to do much more to avert a deepening jobs crisis this spring,” he said.

“There are now 43,700 people

in Southwark either claiming job seekers allowance or on furlough – that’s 43,700 desperate to work.

“We can all see that the next few months are hugely uncertain – we have no idea how and when many of these jobs will come back.

“Councils want to do everything we can to get our local economies going again, support businesses and create jobs.

“From Test and Trace to PPE the government has made wrong calls throughout this crisis because they have repeatedly refused to trust local communities to take decisions that work for their area.

“We have the local knowledge, the networks and the on the ground understanding and up to date information you need in a crisis – that’s why the government should give us the space we need to fight for local jobs.

“Local authorities should be given the powers to help those desperate to work into jobs.

“That means no more outsourcing to big corporations. Instead, let’s harness the local expertise in our communities and give the families who have taken a hit this last year the best chance to rebuild their lives.”

katherine@southwarknews.co.uk Evelina Children’s Hospital is raising awareness of a rare condition in young people believed to be triggered by COVID-19.

As the News reported in April last year, Evelina London was one of the first hospitals to report that a new condition had been discovered in a number of children from the first weeks of the pandemic. It is now called Paediatric Multisystem Inflammatory Syndrome (or PIMS-TS or PIMS for short).

Dr Jenny Handforth, consultant in paediatric infectious diseases, stressed that the illness is very rare and her team has developed effective treatments for those who do fall ill.

According to research from hospitals across the country, around 100 children a week were being hospitalised with the condition during the second wave.

It is believed around one in 5,000 children who have the Coronavirus will later come down with PIMS-TS about a month later, regardless of the severity of the infection.

“Whilst children and young people tend to only get mild symptoms with COVID-19, the very small number of children who get PIMS-TS usually require hospital treatment as it is a serious condition,” Dr Handforth said.

“The children and young people we’ve seen with PIMS-TS have responded very well to the hospital treatment.

We continue to monitor them through regular check-ups afterwards.

“So while this illness is rare, it’s something we need families to be aware of so they know what to look out for and when to contact a health professional if they are worried about their child.”

Emily West’s thirteen-year-old son Lennie was successfully treated by Evelina London for PIMS-TS in May 2020.

Later, when her son Alfie, aged eleven, developed a high temperature and severe stomach pains in January of this year she took him to the hospital’s emergency department straight away.

She said: “I didn’t want to seem like I was overreacting, dragging him straight up to the hospital, but I’m glad I did.

“After running tests and monitoring Alfie, doctors began to treat him for PIMS-TS.

katherine@southwarknews.co.uk Helen Hayes has urged Lloyds to rethink closing its Lordship Lane branch next month, saying the decision will hit small, independent traders and older residents.

Lloyds had postponed the planned closure throughout the pandemic, a move the Dulwich and West Norwood MP had welcomed. But so far it has declined to remain open beyond March 3, 2021.

In a letter to the Lloyd’s Banking Group’s chief executive, Hayes said many businesses still used cash and many residents did not use online banking.

“I am concerned that the closure of your branch will slow the local economic recovery post pandemic, harm small businesses and increase financial exclusion,” she explained. “I am also concerned there is no guarantee restrictions will have been eased by the proposed closure date.

“This means many residents will be working from home and reliant on accessible local banking facilities to manage their businesses, including by paying in cheques and cash takings.

“It is essential that provision is maintained for residents who are unable

Norwood Food Bank is one organisation already worried about losing a bank from its nearest high street.

“As a charity which banks with Lloyds we struggle greatly to access the services as one branch after another closes and we have to travel miles to use a branch,” it Tweeted.

The nearest alternative branch is in Sydenham, with Post Office branches in Lordship Lane, Dulwich Village and Forest Hill Road all offering some banking services.

According to Lloyds, around 85 per cent of customers who use the East Dulwich branch already use alternative branches, as well as online or telephone banking - but a sizeable minority do not. It says a fall in demand is behind the closure. A Lloyds spokesperson told the News: “We have made the difficult decision to close the East Dulwich branch in March, due to the changing ways customers choose to bank with us, which means the branch is being used less often.

“We are sorry for any inconvenience this may cause; customers can continue to bank locally by visiting the nearby Post Office, which is less than a mile from the branch, and the nearest alternative branch is Sydenham.”

Police were called to a 'disturbance' in Manaton Close following reports that an event was taking place in

memory of the 22-year-old, from Peckham. First responders at the scene who tried to disperse the crowd, which was in breach of COVID-19 regulations, were attacked with hurled missiles, it was reported.

As the situation escalated, backup was called in from across London.

Officers could only stand down at 3am, after a Section 35 was authorised.

The order was imposed until 7am on Sunday, covering the area between Brayards Road; Rye Lane; Peckham Rye; Nunhead Lane and Gordon Road.

Speaking to the News on Tuesday, Chief Superintendent Daniel Ivey said one of his officers was still in hospital being treated for a suspected dislocated shoulder and knee; each sustained during a fall. The six other injured officers are now all back at work with minor cuts and bruises.

He also confirmed a 42-year-old woman had been charged with assaulting an emergency worker.

“We will be reviewing all available evidence along with body-worn camera footage and anticipate it will take us some time to investigate," he said.

“I want to make it clear that assaults on police officers upholding the law will not be tolerated and we will be reviewing all available evidence to make sure we bring people to justice."

He stressed that despite the distress caused by the murder, and the difficulty for communities collectively to grieve during lockdown, the law was very clear and gatherings were illegal. Police have increasingly focused resources on tackling rulebreakers to help ease the pressure on overburdened hospitals in Southwark.

Specialist family liaison officers are supporting Lavaun’s bereaved family, who are said to be aware of and engaging with the investigation into Saturday’s incident.

Twenty-two-year-old Lavaun was fatally stabbed outside a block of flats in Croydon on February 5 during a weekend of bloodshed across the capital. In a tribute, Lavaun’s family said the aspiring computer engineer was ‘destined for greatness and he wanted to fly high'. At the time of going to press, no one had been arrested in connection with his murder.

'Surge testing' was taking place in West Norwood and parts of Streatham last week after the South African COVID-19 variant was identified in Lambeth.

katherine@southwarknews.co.uk Peckham cycling club is preparing collectively to cycle the height of Mount Everest in 48 hours to raise money for local charity Pecan.

The ‘Everesting’ challenge will see members of Peckham Cycle Club tackle the steep hills of south-east London multiple times to reach the 8,849m height of Everest in just 48 hours.

As well as getting fit and out of the house, the club will be raising money for Pecan, hosts of the Southwark food bank. Many of the group’s members used their time on furlough to help support the Peckham-based charity by delivering food packages to vulnerable residents.

The club have set themselves the JustGiving goal of £1000 but have a history of smashing their targets, raising over £6000 for the charity last year during a virtual indoor enduro ride.

Speaking to the News, committee member Liz said: “The fundraiser was a highlight of last year so we definitely wanted to do something bigger and better in 2021.

“This year’s challenge is great because it is open and accessible to all. Members

Anyone over the age of sixteen who lives or works in these areas was told to take a test as soon as possible, regardless of whether they have COVID-19 symptoms.

Officials knocked on doors with at home tests, focusing on parts of the SE27 and SW16 postcodes.

Residents without symptoms were also advised to book slots at mobile testing sites in Leigham Court Road and Waylett Place car parks.

Those who do have COVID-19 symptoms (continuous cough, temperature, loss of smell or taste) should book a test in the usual way, via the NHS website or by calling 111.

Other areas of London where at least one case of the South African variant have been found include Pollard's Hill, Tottenham Hale and West Ealing.

Around 170 cases have been identified across the country, around eighteen of which are not linked to recent travel.

The Brunel Museum will mark LGBTQ+ history month with a series of videos revealing the role the Thames Tunnel played as a space where people, including gay and bisexual men, could meet each other in the 1850s.

Completed in 1843, the Thames Tunnel was the first tunnel underwater anywhere in the world.

Popular with tourists when it first opened to the public, by the mid 1850s the tunnel was known for crime and poverty. Due to its underground nature and perceived den of sin, the tunnel earned the nickname ‘Hades Hotel’. It gathered a reputation for attracting sex workers and their clients.

“Social attitudes and prejudices against same sex relationships have historically pushed the queer community into the shadows and into sex work. Like many places in London, the Thames Tunnel played a role in that history. For LGBTQ+ history month, we thought it was important as an inclusive museum to bring those stories out of the shadows and share them” said Katherine McAlpine,

Four fire engines and around 25 firefighters tackled the blaze above a shop on the morning of Tuesday, February 9, with help from a specialist aerial ladder to gain a better view. They successfully managed to prevent it from spreading into neighbouring properties.

Investigators say they believe the

fire was an accident caused by a fault within lithium-ion batteries stored inside the home.

Two women and one man had left the property before the brigade arrived, with one of the women assessed at the scene by London Ambulance Service crews.

The brigade says batteries or charging batteries should not be storied at very high or low temperatures. They also need to be protected from being damaged, and should not be kept together when travelling; especially on planes.

79 new ‘affordable’ homes at Canada Water

By Katherine Johnston katherine@southwarknews.co.uk Southwark Council has agreed to buy a site in Canada Water from British Land for 79 new ‘affordable’ homes in the first milestone since the £4bn masterplan was approved.

As we reported in November, a legal challenge to overthrow planning permission for the huge - and hugely controversial - scheme was thrown out of court by a judge.

The wholesale regeneration was approved in June 2020, and now the first stage of work is imminent.

Sixty of the homes will be for social rent with the remainder for shared ownership or rent. Thirty-nine will be three-bed, with 26 two-beds and fourteen one-bed flats. They will be constructed by British Land and have been designed by architects Allies + Morris.

Although planning permission was given last year, it was only this month that the council agreed the full terms of its lease, understood by the News to be a 200-year agreement.

The development, adjacent to Roberts Close and next to Russia Dock Woodland, will be fully electric and use air source heat pumps.

Councillor Leo Pollak, Tooley Street’s cabinet member for housing, said in line with the council’s policy on housing allocations at least 50 per cent of the new homes will be made

available to people in the immediate area currently on the waiting list.

The remainder of the council homes will be let to other households in housing need from across the borough.

“I’m delighted that we are acquiring this site and the brand new affordable housing set to be built here,” he told the News, describing the plans as “beautifully designed, high-quality affordable homes in a prized location.”

He added: “I’m also pleased to see that there will be three-bedroom homes available for local families who are overcrowded or close to being priced out of the area.

“These new homes will likely rehouse over 300 people into the secure, spacious, energy efficient and genuinely affordable housing that they need.”

There are currently more than 14,000 households on the council’s waiting list.

Construction work on the site is scheduled to start later this year with the development expected to be completed by 2023.

Although few can argue against new social housing, the Canada Water Masterplan has been criticised by high profile campaigning and residents’ groups over fears the scheme will lead to overcrowding, overdevelopment, loss of green space and mature trees, and a lack of truly affordable homes.

Across the whole redevelopment, at least 35 per cent are slated as 'affordable'.

The vaccine rollout is proving “brilliant”, confirms Professor Saul Faust, director of NIHR Southampton Clinical Research Facility, University of Southampton.

During this pandemic he is focusing on delivering COVID-19 Janssen vaccine trials, stressing the jabs are “absolutely essential” in beating the bug.

“Without the vaccine and NHS deployment, we will not be able to prevent further waves and impact on the NHS. Even if the infection becomes a condition like ‘flu, the vaccine will stop people dying and most people becoming so ill they have to go to hospital,” he assured.

Urging everyone to have the vaccine, and not worry about delay between doses, he added: “The vaccination programme is being rolled out in the way that is best for the UK population to try to ease pressure on the NHS and stop people dying.

A sixteen year old boy was stabbed in a broad daylight attack in Brockwell Park on Valentine’s Day.

British Transport Police officers are appealing for help identifying a man in connection with a sexual assault on the Victoria line.

Police were called to Dulwich Road at 1.48pm on Sunday, February 14, after reports of a knife attack in front of horrified onlookers.

The victim, who had been stabbed in the leg, was taken to hospital by London’s Air Ambulance. Police confirmed his condition was ‘not life-threatening’.

A crime scene was in place throughout Sunday with police confirming no arrests had been made.

Denique Newell, 19 (24.05.01) of no fixed address was arrested on Monday, 8 February and charged with murder.

He was sixteen at the time of Kyall’s death in Tulse Hill. The seventeenyear-old victim from Thornton Heath died from a stab wound to the heart at 11.38pm on December 31, 2017.

Newell was remanded in custody and appeared at the Old Bailey on Thursday, February 11.

The victim was attacked at around 9.20am on a northbound service between Vauxhall and King’s Cross on Wednesday, October 28.

The man had approached and sat opposite the victim, before leaning forward to look at her.

After she stood up and faced away from him, the man sexually assaulted her.

Officers say the man pictured may have information that could help the investigation.

By Katherine Johnston katherine@southwarknews.co.uk A family living in a Hyde Housing property in Bermondsey had water leaking from their bedroom ceiling throughout the pandemic - despite repeated complaints to their housing association.

Ashraf Ashour contacted the News last month, more than two years after first reporting various issues with leaks and damp within his Jamaica Road home; the most serious of which began in January 2019 and has seen water pouring over his bed.

He says the problems have severely affected him, his partner, and their three children - all under the age of ten including a two month old.

Shockingly, he claims after an inspection contractors simply placed plastic sheeting over the ceiling.

The family are now terrified the entire ceiling will collapse. It is particularly distressing as the family had over the moon to move into the property after bidding for more than a decade, and had spent a considerable sum decorating the home only to have many of their possessions damaged or destroyed.

After a request for comment from the News, Stephen McMorris, Hyde’s director of development and sales, said: “We would like to apologise for the disruption that Mr Ashour has experienced. We are aware of the issues with Mr Ashour’s roof, and have made several attempts to rectify the leak.

By Katherine Johnston katherine@southwarknews.co.uk A family caught up in the cladding scandal have told the News they have become reliant on food banks and Universal Credit to help pay their mortgage, with no end in sight for their housing nightmare - despite billions of new funding to make high rise blocks safe.

Last year we reported that Deepa

Mistry's home in Coopers Road, near the Old Kent Road, is effectively unsellable until it is given an EWS1 certificate. This paperwork requires specialists to assess the impact of cladding on a building and its fire safety. It is a lengthy process and requires qualified surveyors - who are both in short supply and working through a national backlog. And, in the meantime, Deepa has found out that the fire safety issues may not have been fixed during previous work after all; putting the Peabody block back to square one.

With details scant, residents are also none the wiser as to whether further work will qualify for government funding or will have to be passed onto leaseholders through a newly announced and muchcriticised loan scheme.

It is a devastating blow for Deepa, whose

family is outgrowing the small flat and are financially crippled by the pandemic.

Deepa described trying to pay her mortgage and service charge while worrying about what costs could be round the corner as a ‘horrific situation’.

She told the News: “In January they said there could be a ‘cladding quality issue’ but I have no idea what they mean, and whether it is to do with all the building or just the remediated work.

“If it is more than cladding then we could have to pay for it through loans, even though the block is over eighteen metres.

“I’m none the wiser and even more stressed. They’ve really messed it up.

“When this work was done it was signed off and inspected. This was three years ago.

“Since then the progress has just dropped off a cliff. I’m quite stuck and keep hitting a brick wall.”

Neither Deepa nor her husband are in work due to losing their jobs during the pandemic.

As a chartered accountant, her greatest fear is that the longer the scandal continues the more likely it is that she could go bankrupt.

It would be disastrous for her future prospects, and a previously unthinkable fall from her successful career.

“At the moment I feel like they are quite happily letting us stew but I would appreciate some honesty,” she explained.

“Your home is meant to be a sanctuary. If you have a stable home you can deal with all the other things in life. This situation really unsettles me.

“If I go bankrupt I lose my career and to start again at 40 would be devastating, especially as I’m the main earner.

“We are reliant on Universal Credit, reliant on food banks and reliant on school meal vouchers. Ten years ago I was affluent.

“You can go from successful to this situation so quickly.”

The new funding earmarked by the government will cover cladding removal costs for blocks over eighteen metres high, but does not cover low-rise buildings and it is unclear who will pay for other problems that are not cladding-related.

Owners in homes not covered by the fund will rely on loans, with a commitment they would never have to pay more than £50 a month in what campaigners have branded a ‘cladding tax’.

Housing secretary Robert Jenrick has also committed to a levy on planned highrise developments and a separate new tax on developers to help recoup the costs.

These changes are on top of £1.6 billion also announced last year, but

campaigners say the huge sums are still unlikely to cover the true scale of the national problem.

In reply to a request for comment from the News about when families like Deepa can expect more answers about further remedial work, who will pay, and when, a Peabody spokesperson said: “We acted quickly to remove ACM cladding on this building as soon as it was identified in 2017.

“This was before the government issued new guidance to building owners about external wall assessments in January 2020.

“Now, the government guidance requires us to complete further investigations which involve more than an assessment of the cladding on an exterior wall.

“Lenders, who are concerned about potential costs impacting mortgage affordability, are asking for an EWS1 form as part of their mortgage process.

“This form in itself is not a safety certificate, it only sets out the outcome of this detailed investigation for lenders.

“Of course we understand residents’ concerns and their worry that they may not be able to sell their home as a result of the process.

“This is a national issue affecting potentially millions of people up and down the country.

“We support our leaseholders and welcome government efforts to reform the EWS1 system by facilitating lending, clarifying the certification criteria and process, and help to finance and expedite necessary works by improving and expanding access to the Building Safety Fund.

“We didn’t pass the costs of the ACM removal on to leaseholders and we will actively pursue all possible avenues to try and protect leaseholders financially from additional building safety costs.”

‘Living in temporary accommodation for two years and work still not started’

Bryn Roberts, a first-time buyer with a 35 per cent share in his Arch Street flat, had only lived in his newly purchased home for three months when he received the first letter about potential fire safety problems.

Six months after getting his keys, he and his neighbours were told they all had to leave for their own safety. They were informed they would be rehoused with help from the housing association and council, with L&Q stumping up for their rent. They would, however, be expected to continue paying their service charges and rent.

The entire block was ‘decanted’ throughout 2019 and, as of February 2021 work had yet to even properly start on fully removing the cladding.

Bryn told the News he had no idea when in the process of completing the sale that such severe problems were heading his way.

“The EWS1 certificate was not around at the time,” he said. "Cladding never came up in the survey. I moved in in January and

was out by July. We had a few face to face to face meetings where they went over the finance promises, saying we wouldn’t be out of pocket over cladding.

“It was quite a relief. We were able to put our foot down when they first said they’d put us up in hotels, and we secured rented accommodation instead.”

Whilst praising L&Q for being flexible and paying up, he says there has never been a ‘concrete agreement in writing’ that the housing association will definitely cover all costs that could arise on work needed.

The only answers given about when they can move back into their own homes are ‘vague’, with letters referencing a possible return by the end of 2021 or 2022.

Bryn, like others, has had to make do with belongings in storage and handle the vicissitudes of the private rental market.

Although he was able to find a new flat, his previous landlord ended the tenancy in the middle of the first wave of COVID-19, leaving him scrambling to find a new home.

“It’s a big stress, he admitted. “Each time you move you’re taking more days off

work. It takes a mental toll and has really impacted on my mental health. I have mixed anxiety depressive disorder and I live on my own too. Fortunately I still have my job but I don’t know what is going to happen with the flat.”

L&Q has a ‘buy back’ offer if people want to cash out their share. It is not necessarily an attractive proposition but for those worried about the cost of buying again, in a volatile market. Especially if, like Bryn, they are shared owners who would struggle to get on the housing ladder in Southwark with any other type of lease.

He says L&Q need to stop holding out for more clarity around government funding, and just get on with it.

“They are trying to minimise the costs but in the process are ignoring the human costs,” he said. “L&Q need to give us some concrete dates and really consider the impact this is having on residents they are supposed to be looking after.”

A spokesperson for L&Q said: “We are sorry for the delay in providing an update around the cladding removal at Arch Street. The safety of our residents is our utmost priority, which is why they have been temporarily rehoused.

“After initial inspections found that elements of the cladding needed to be replaced, we have carried out further detailed investigations to identify the extent of the works required. This includes replacement of significant parts of the façade system as well as internal fire-stopping measures.

“Unfortunately, the building’s original developer has gone into administration, which has caused a further delay in carrying out these remedial works. We will let residents know as soon as we have an agreed timeline.

“In the meantime, we are covering any costs incurred from residents being rehoused.

“We appreciate that this is a very frustrating and stressful situation for our residents and are doing everything we can to support them.”

Leaseholders in Albert Barnes House say they have been ‘treated with disdain’ by Southwark Council after challenging bills of up to £24,000 for a new heating system they say is STILL not up to scratch.

Six homeowners from the New Kent Road block are disputing the cost for work they never wanted in the first place and say is inadequate. Their bills range from £19-24,000 for work across the eighteen storey block.

One couple particularly devastated by the dispute, and left in a financially precarious position, say they had no choice but to agree a four-year payment plan with the council.

Jérémie and Barbara Raude-Leroy bought their one-bed flat in 2017.

Barbara, aged 34, who is now pregnant, says the only change they have seen inside their home since the hugely disruptive district heating overhaul began last year are the additions of three new radiators and a thermostat that hovers at around fifteen degrees - even during the coldest weeks of the year.

They have been told to pay £20,000.

She said that independent surveys and quotes came up considerably cheaper than the work that eventually went ahead - leading to an ongoing dispute between the council and a group of six leaseholders who found themselves handed the huge bill.

“They replaced the entire system and a lot of equipment that still had life left,” Barbara claims, highlighting reports from independent surveyors and contractors who said improvements to get the system up to scratch could have been done for much less.

“We know that some people had outages but we’ve lived here three years and didn’t have problems.

“The overall failing is that we just don’t

feel that there has been an upgrade.”

The disruptive work took place during the pandemic both inside the communal boiler room and individual flats within the block of 99 homes - all while residents were working from home.

“It was difficult keeping it aired, workers weren’t wearing masks and it was impossible to social distance,” she says.

“Our flat is tiny. I was trying to stay in one corner of our flat all day,” The couple are both self employed and now struggling to pay their monthly outgoings.

On top of a £100,000 mortgage and annual service charge amounting to

around £2,500 a year they are also paying off the £20,000 bill over the next four years.

They are among hundreds of people to buy ex-council properties who find themselves liable for huge bills covering estate-wide improvements.

As this paper has reported before, council leaseholders are in a particularly difficult position when financial planning because local authorities can only charge for work that takes place - and not build up sinking funds. But major works programmes are on a rolling basis and often unpredictable.

“When we bought we knew leasehold was the only option as first time buyers,”

Barbara says. “We knew we would have to pay service charges and for some works, maybe, but we had surveys done that didn’t show any problems.

“We barely had any notice of major works from the council, they only plan ahead a year or so at a time.

“We have no other choice but to pay it, but we’re in debt and can barely make the payments.

“I would be happy to pay for something if it was truly necessary but this system is overspecified, overpriced and we are trapped. We are literally living day to day.

“It just feels like they have shown no regard for the COVID-19 situation.”

Taking on the council and challenging the bill in court also comes at a cost, emotionally and financially.

In response to an enquiry from the News, a council spokesperson said: “We have been in discussion with residents of Albert Barnes on this matter for some time, and I am sorry that they still do not feel we have reached a satisfactory conclusion – we hope to continue that dialogue until we can resolve this.

“The district heating system did need an upgrade to fix the heating problems the residents had, but this does come at a cost to leaseholders.”

One resident contacted the News after receiving a one-off bill of more than £600 on top of his usual service charges.

In a letter sent on February 1, 2021, the council informed homeowners that the readings were consistently ‘greatly underestimated’ and bills are likely to remain higher longer term.

Based on new readings, leaseholders can expect to pay between £1,000 and £1,600 a year - a rise of more than 100 per cent.

The council says new bills are now being generated by automatic 'smart' readers which should stop the problem being repeated.

One leaseholder said: “I think the council and energy company should have sorted it out between them. I’m really against the general ineptitude.

“If this was the private sector someone would be fired or the company would swallow this cost.

Pushing it onto residents just wouldn’t fly.”

Southwark Council wrote to leaseholders on the estate last November, saying its energy provider had failed to bill them with the actual readings, despite them being provided consistently by the council’s team. Instead, only estimates had been generated - creating a total shortfall of £207,365.

Despite the communication error between Southwark Council and its provider, leaseholders are now having to scramble to pay the cash after being given a year’s grace period. They have until October to make financial arrangements to

100 meals in one Day An eight-year-old from Blackheath High made 100 meals in one day for Evelyn Community Store in Deptford after being inspired by Marcus Rashford.

After waking up at 5am and working for eight hours straight, Leila Miah cooked 500 meatballs, 30 tins of tomatoes and 15kg of pasta.

She has also raised more than £1,000 for the charity, double her original target.

All the meals have been given to families living in the area through a collaboration with Fareshare, a food charity.

The community store provides residents on low incomes with healthy food in exchange for a small membership fee.

Leila said: “I have been following the efforts of Marcus Rashford and I know he visited local charities who give out food to children and their families.

“I am lucky as I have nice food to eat but I know there are some children who do not always have hot food during lockdown so I wanted to share my cooking with them.

“The best part of the project was delivering the meatballs to the community store. I am looking

forward to going back to help give out food bags when it’s safe.”

Sarah Skevington, head of juniors at Blackheath High School described her achievement as ‘amazing’ and said the school had been ‘humbled’ by its pupils’ efforts throughout the pandemic.

“Throughout the pandemic we have been humbled by the efforts our pupils have made to support their communities, the NHS and our key workers. They’ve captured the Blackheath High spirit, taking initiative and going above and beyond to help others.”

Dawn Atkinson Evelyn, a volunteer at the Community Store, and Mayor of Lewisham, said: "When we at Evelyn Community Store were first approached by Lelia and her mum about making something for our members, we thought it might be cookies or cakes.

“When we realised Lelia was planning to make a meatball meal, we were totally taken back. Then we also found out that Lelia had also designed and set up a JustGiving page for the Store, we were totally amazed.

“For a young person to be so committed to wanting to help her local community is inspirational.”

At the start of the lockdown, the charity completely transformed its activities from sports practice to cooking up fresh main meals for the community. Based from Burgess Park, the team managed to deliver a whopping 500 meals a week for 18 weeks to families in and around Aylesbury Estate in Walworth.

In September, they decided to give the kids a go in the kitchen. Families are sent a bag of ingredients along with a pre-recorded video and a recipe fit to feed seven people. The meals are designed to be cheap, easy and tasty, and have ranged from Quorn casserole to spinach pie; something that chief executive Ally Teixido was always keen to promote.

Speaking to the News, she said: “We started Kids in the Kitchen to tackle

the food insecurity problem in our area and show people that it is possible to eat lots of different healthy meals on a low budget.

“I think that the name nicely sums up what we are trying to do which is to get families cooking together. It has worked so so well and I’m very pleased and very proud of everyone who has got involved.”

There’s never a dull moment in the WhatsApp group as parents are always sharing photos of their children cooking up the treats.

Laughing, Ally said: “I love to see the mums praising and congratulating each other in the group chat.

“Many people have said to me, ‘I never imagined myself doing this and cooking this recipe’. It’s been great to see them take their talents on board and work on this project together.”

Funds from Guy’s and St Thomas’ Charity are helping staff access support from a team of specially trained psychologists. There are now more chaplaincy staff too, for religious and spiritual support, and wellbeing zones across the trust's hospitals.

Dr Neil Rees, consultant clinical psychologist and lead psychologist for staff health and wellbeing, said: “It is hugely important to look after the psychological and physical health and wellbeing of NHS staff. Whilst many healthcare workers managed the stress and challenge of working through the COVID-19 pandemic with

support from families and loved ones, some colleagues will have persistent psychological difficulties.

“The effects of the pandemic will be felt for a long time to come and some may require help in the longer term.

“Many NHS staff face pressured situations at all times, so providing ongoing support for health and wellbeing is vital to ensure the trust is able to offer the best care possible to those in need.

Feeding the Fish, who have performed live on Blue Peter and at the London 2012 Olympics, have launched a two-part online juggling course for adults and children aged seven plus. Participants will learn how to make their own balls followed by the basics of juggling one and two balls. By the end of the second session, attendees will be able to juggle with three balls and

safely balance household objects like in the circus.

Comment There should be no blanket bans at care homes visits

F

or many families, the move of a relative into residential care is the cause of great anguish.

Even when it’s obvious that a young adult with autism or learning difficulties needs to move out of the family home, or when it’s clear that an older person can no longer manage in their own home, it can still leave the family with regrets that they’ve had to move out and worry as to whether their relative is in the place that’s genuinely best for them.

As they worry, relatives reassure themselves that at least they can visit regularly. To show that those bonds of family still matter and provide the link to home.

But when, at the start of the pandemic last year, older people with Covid were discharged from hospitals into care homes at the start of the pandemic, a dreadful death toll began in residential care. And figures have now emerged that show that people with disabilities have been far more likely to die of COVID. As care homes locked down hard to tackle Covid, they banned family visits in an understandable response to the health threat to residents. But this has had a terrible impact on residents

lternating cold and mild wet conditions made up the bulk of January’s weather. Hard frosts and snow arrived in February - staying for a week; but a sudden thaw and return to milder temperatures brought grey skies and rain.

Wild birds have difficulty finding food at this time of year; seed feeders and fat balls provide a lifeline for gold finches, blue-tits, robins and sparrows - and will help them survive through to spring. Make sure the feeders are placed out of the way of predators.

As we move through the last of the winter months there is time to complete work left over from autumn (weather permitting). Finish tidying beds, prune trees and shrubs - before the bird nesting season; hedges can be clipped to neaten any straggly growth. MP for Camberwell & Peckham and their relatives. As the lockdown was eased in the summer and testing became more widespread, some homes made great efforts to resume visits.

Gazebos were put up to enable visits outside where it is safer and families were invited to come and see their relatives through a window.

But in many homes the blanket ban on relatives persisted. It has shone a spotlight on just how much families matter to a relative in residential care, both to the relative and to the visitor. Relatives of older care home residents know their visits are the precious connection with memories which will otherwise fade and provide vital stimulation which helps slow the advance of dementia.

Families worry that if visits are denied for too long, by the time they get to see their relative it will be too late and they will no longer recognise them. Those unique threads to the past will have been broken and isolation deepened.

Family visits are also important reassurance about care standards.

No one looks more closely to see if nails are cut, hair is brushed and there are no unexplained bruises.

Parents of a young person in residential care are desperate to

ensure that their son or daughter knows they are still loved and valued as a member of the family. Not being able to see parents can cause a young person distress and anguish and mean their problems deteriorate.

Some homes have restored visits safely but it needs to be all care homes, not just some. By law, everyone has the right to family life is enshrined in law and a ban, where it is not even considered whether a visit can be allowed safely, breaches the Human Rights Act. Some other countries are tackling this better, like Canada, where the law guarantees visits for a relative who is the “designated care-giver”, provided they test negative before each visit.

It takes a team to care for an older person in residential care: dedicated staff in the home and loving family visiting. It’s time we changed the law to guarantee that.

Parliament’s Human Rights Committee, which I chair, has drafted Regulations which could be put into law in just a couple of days.

We’ve presented these to the Health Secretary and urged him to bring them into the House of Commons. For those in residential care, there’s no time to wait.

Feeding the birds and making a hedge

around the herb garden or vegetable plot (or around houses on exposed sites). All sorts of plants are used to make a hedge - plain evergreens such as Box, Yew or Holly are common, more formal choices and are clipped regularly to maintain the required height.

There are decorative evergreen hedging shrubs - Osmanthus burkwoodii with fragrant, jasminelike flowers; Photinia with vibrant red evergreen foliage. Purple Beech has dark green/purple leaves that turn a coppery shade in winter.

Escallonia is an attractive low growing plant producing dark pink bell-shaped flowers (also used as ground cover). Oleaster (Elaeagnus) has silvery-green leaves and scented flowers. Cherry Laurel has thick foliage, and is a useful barrier to deaden noise pollution. The Golden Privet is commonly used where a dense hedge is needed for privacy (it produces little white flowers in summer).

There are some flowering trees/shrubs to look out for during February such as Witch hazel or the Camellia; but a rarer sight is the striking Acacia dealbata, also known as Mimosa. Acacia has feathery evergreen leaves and bears a profusion

Garrya elliptica or the Silk Tassel Bush, provides winter interest; it is an evergreen and as the name describes, has eye catching silken, silvery tassels.

Garrya is tolerant of a range of conditions and does not mind some shade; it grows quickly and will reach about eight to ten feet. Worth planting alongside the Witch hazel and Camellia - if there is space.

Sounded like she was an exceptional woman. What a terrible loss of someone who gave SO much. Why do the gifted often die young?

One bedroom flat next door to me has been empty for two years. Not one viewing in all that time. Must be someone on the housing list for a one bedroom. They ripped out a perfectly good kitchen (installed about six years ago) and replaced it and replaced all the walls (nothing wrong with them in the first place). Another example of money wasted.

If others are publishing misleading stats, Southwark can easily counter that by publishing the correct ones. This article doesn’t do that, just plays the usual trick of talking about new homes but not those demolished (as on the Heygate and Aylesbury).

Why doesn’t Southwark publish an annual report showing homes built, demolished, sold Right To Buy and disposed of, plus the total numbers rented and left empty? Then we’d all be able to discuss the true facts not “alternative” ones.

At least 17,000 people in Southwark are caught up in the cladding scandal - and it is far from over

illions of pounds of funding to remove dangerous cladding from high-rise blocks across the UK is too little, too late.

Kent Road Peabody block have discovered this week.

Although some progress has been made it is absolutely damning that four years after Grenfell so many people are stuck in a continual nightmare.

Whether living in potential death-trap homes with waking watches, unable to sell homes that are now effectively worthless, or having no idea when they can return to their flats as work hasn’t even started yet, people’s lives are still being ruined.

It is estimated that at least 17,000 people in Southwark alone are caught up in the scandal.

This is a whole generation of, often, first-time homeowners who will be left mentally scarred and potentially financially ruined.

Not only do they need clear promises and a timeline for work to be completed, they also need financial support and mental health support - now.

The government’s latest announcement on the scandal also leaves many questions unanswered.

People living in buildings under 18 metres, and whose fire safety issues go beyond cladding, will still have to stump up cash to cover building defects that are not their fault.

There are also likely thousands if not millions more people yet to discover that they have been living in potential death trap homes.

Rolling programmes of fire safety investigations across housing developments, high rise blocks and low rise flats across the country - whether privately owned or otherwise - are finding new problems.

Good Grief is a Great Watch

Good Grief tells the tale of a group of friends after one of their number dies. The story is told through the prism of Adam, the widower, and Cat, one of the friends as they come to terms with Liv’s death and their own futures, writes Michael Holland.

Cat and Adam begin clearing up towards the end of Liv’s wake where, besides themselves, five more are asleep in the hall, and others have taken all the wine as they left. While finishing off some dregs Cat feels cold and Adam fetches a coat to wrap around her. ‘It’s her’s,’ she shudders, and the atmosphere freezes and fades to grey.

A caption tells us we have moved on a month in time. Friends now help out with casserole deliveries and phone calls to make sure Adam is coping, and the warmth has returned between Cat and Adam as she helps him sort out and declutter the flat he and Liv shared. They discuss what to do with Liv’s belongings, how much they are missing her, and how they both never really got to say goodbye at the end.

As the months pass you can sense the direction this is going and you would be right. The ending, however, is not so predictable. It has a poignancy that nicely cloaks the idea that you can’t help who you fall in love with, but you can help who you hurt.

Good Grief is a hybrid of film and theatre.

We still see the scene changes, like in fringe theatre; but we also see close-ups, head shots, establishing shots, two shots, the whole gamut of shots as if we were watching a film rather than looking at a stage form an auditorium, and it works much better than merely pointing a camera at a stage and hoping it feels like theatre. It never does.

Sian Clifford and Nikesh Patel in the roles of Cat and Adam have the same chemistry between each other throughout all their ups and downs, and ins and outs, which seemed odd, but maybe the director wanted them to keep that careful, noncommittal distance. Nevertheless, the great script by Lorien Haynes ensures that Good

Grief is a great watch.

All About The Bass For Olive Olive Chan came from Hong Kong to Rotherhithe to teach and play double bass in Britain. Alas, Olive came in March 2020 and has more or less been in lockdown ever since, writes Michael Holland...

Ms Chan first picked up double bass when she was 10 and recalls having ‘very good teachers’. In 2000, aged 16, she then decided to study music at what she describes as ‘the best Music Academy in Hong Kong - the Hong Kong Academy for Performing Arts’.

Olive shone straightaway and along with her studies became double bass principal of the Asian Youth Orchestra, joining their 2002 tour to Japan, Taiwan and China. She was also a part-time member of the Hong Kong Sinfonietta. In 2008 she left the Academy as a Master of Music.

All throughout her childhood and formative years she had the support of loving parents: ‘They supported me financially and mentally, and encouraged me to chase my dream,’ she says now.

That dream led to teaching at the Chinese University, the Hong Kong Academy for Performing Arts (Junior Division) and the Music Office, as well as in various schools in Hong Kong. Olive is a founding member of the Hong Kong Double Bass Society and Bassmen, and chairlady of the Hong Kong Lower Strings Ensemble.

These days Olive, who also plays piano, gives private tuition at home - when possible - and online.

I wanted to know what Olive loves

about her work. ‘What is better when your interest is your work?’ she retorted straight back. ‘Music will never make you feel dull. As a performer, there are new challenges every day when I practise. As a teacher, I enjoy solving problems with my students. I feel really proud and full of energy when my students overcome difficulties and reach a higher level.’ Many of her students have achieved distinctions and merits in exams and prizes in various competitions, which is its own reward for anyone who teaches.

Until Olive can get back to performing in Britain she has happy memories of playing in her homeland: ‘I and my husband (a cellist) held a student concert in Hong Kong; over 60 cello and double bass players on stage!’

And she smiles when recalling this story: ‘One time I met one of my old students at an audition for a professional orchestra.

Only us two got through to the final round and she got the job.’ I said that there must have been mixed emotions. ‘Well I should be happy for her,’ she answered after a short pause. ‘After all she was my student, right…?’ I nodded in agreement. Then Olive began digging a hole for herself to fall in to. ‘But I still have to admit that I am getting old, and she is a fresh-graduate…’

I raised one eyebrow and diplomatically said nothing. ‘It is hard to keep myself as strong as a fresh-grad when I am already a mother of two!’ After an awkward silence I laughed, Olive laughed, and we moved on.

How has Covid-19 impacted on your

profession? ‘We all understand that faceto-face lessons are most effective, but now I cannot see my students in person.

Luckily, we can still have online lessons and I have discovered that there are quite a few advantages of online teaching! For example, I can show a close up of my fingers when I demonstrate - It is very important to emphasis keeping a nice hand form in the beginning stages of cello playing, as it affects the intonation, the speed of changing notes and positions.’

Unfortunately, some of Olive’s students are really too small for online teaching and they need to suspend their lessons until another time. Plus, there are no concerts where Olive can perform, something she is very keen to do after lockdown restrictions are eased.

How has your life changed as we try to get back to normal? ‘I think online instrument lessons will become the major trend. One of the reasons is that people have already become used to it and may be too lazy to travel around once that is possible.’

Anything you’d like to add?

‘I can offer online double bass, cello, piano and Music Theory lessons to students from London, Hong Kong and international. I am very experienced and especially good at teaching young children. My students are from beginner level to advanced level.’

Where was Sir Michael Caine’s family home?

1911 census You can just imagine the great man himself Sir Michael Caine telling you, “My family’s home is on what nowadays is the touchline of Tabard football pitch in Borough. Not a lot of people know that.” But now thanks to a website, TheGenealogist, many more people from Southwark can research and find exactly where their ancestors lived just after the turn of the last century, writes Kevin Quinn…

Using the Lloyd George Domesday Survey of 1910-1915 for Southwark, released online uniquely by TheGenealogist, people are now able to find where these houses were even when the roads have long since disappeared.

The website using this survey alongside the 1911 census pinpoints these homes and roads that are no longer found on current maps.

The buildings plotted on large scale Ordnance Survey maps have been georeferenced by TheGenealogist and made viewable as a layer in the versatile Map Explorer interface.

Meaning, that on the website you can fade between these old maps and the modern maps to show you exactly where the houses would have stood today.

In order to illustrate their point they have taken the family home of Oscar award-winning film legend Michael Caine, who was born in March 1933 in Rotherhithe.

His birthplace St Olave’s, a general hospital on Lower Road, near where Seven Island Leisure Centre stands today, no longer exists, but like his family home in Borough it can also be found in the Lloyd George Domesday Survey records at a time just before the First World War. When Michael Caine was born it was run by the London County Council.

This was before the formation of the NHS to whom it would be transferred and it would continue to be in use until the hospital was finally closed in 1985.

Using TheGenealogist map explorer you can identify exactly where it stood and the footprint of the old hospital now lost under the development of new homes.

Another tell-tale sign is of course a Blue Plaque to Sir Michael Caine erected on part of the hospital building that still stands. The plaque unveiled on October 1, 2003, is part of scheme thought up by us here at Southwark News, Southwark Heritage Association and Southwark Council to honour and mark out our historic places, events and people.

Over 50 have now be put up, after we saw a distinct lack of plaques compared to other London boroughs with far less history than ourselves. The traditional blue plaques scheme run by English Heritage comes with two caveats; that the building needs still be standing and the person dead. Both would be a problem for Sir Michael to get a plaque.

The former caveat is a massive problem for Southwark as so many buildings were destroyed during the Blitz and arguably even more by 1960s and 70s architects.

So this is why the new service by TheGenealogist is so interesting for Southwark and Michael Caine’s family

history is a case in point.

As many readers will know, when he was born his name wasn’t Michael Caine at all – in fact he had been given at birth the very same name as his father, that is: Maurice Joseph Micklewhite.

However, at the beginning his acting career, aged 21, like so many other performers he chose a stage name.

Michael White, as he first became known, worked his “apprenticeship” in the provincial theatres of Britain until in the mid 1950s, his acting career brought him back home to London. As there was already an actor named Michael White performing in London he was advised to find another stage name. Talking to his agent from a telephone box in Leicester Square and under some pressure to come up with a new sobriquet he immediately looked around him for some inspiration.

It was 1954 and the billboard above the entrance to the Odeon Cinema in Leicester Square was promoting, The Caine Mutiny. Being a huge fan of the star, Humphrey Bogart, he decided there and then to adopt the surname Caine.

But as his name was once Micklewhite this, is the family you would search for in the Southwark area on TheGenealogist.

Caine’s grandfather was called Joseph, or Joe, Micklewhite. At the time of the 1901 census, when Joe was 26, he was

living in the St Peter’s parish of Southwark.

Married to Hannah Regan he had two sons and a daughter and the record includes the two year old Maurice, Caine’s father.

Joe’s occupation was that of a Labourer at the Mineral Water Department in 1901, though earlier in the 1891 census he had been a Brush Drawer.

At the time of the 1911 census and close to the time that the Valuation Office Survey was being taken (also known as the Lloyd George Domesday Survey) Caine’s grandparents were living at Number 1 Amicable Row, close to Tabard Street in Borough, Joe was now enumerated as a labourer on the waterside.

According to TheGenealogist this may mean that he was a docker or, as we know that later in life both Joe and his son Maurice are known to be fish porters, it is possible that Michael Caine’s grandfather had started to work at the fish market by this time.

In the household are Joe and his wife, plus five children including Caine’s father, Maurice aged twelve. They made a mistake when filling in the form and also listed three more children who were dead by this time. While they are on the schedule they have been crossed through, but as TheGenealogist points out, this sort of mistake can often be extremely helpful for a researcher.

Today it is not possible to just walk down Amicable Row and find the home of the Micklewhites as the area in which it once stood has been extensively damaged by high explosive bombs dropped during the Blitz.

The war caused the loss of a whole host of streets that no longer feature on a modern map but searching for Joseph Micklewhite and Southwark in the Lloyd George Domesday records returns us to the property at 1 Amicable Row. We can read that Joseph was the occupier while the owners were The Chandos Land & Building Society.

A link takes us to TheGenealogist’s Map Explorer interface. With this powerful resource we can then fade between the georeferenced maps used by the Lloyd George Domesday overlayed on top of modern maps to allow us to see that the Micklewhite’s neighbourhood once stood within what is today an open space called Tabard Gardens. Their house at 1 Amicable Row (see the green map pin) once stood at the intersection of the centre line and touch line of a football field that is laid out there today.

In Joseph Micklewhite’s case we see that he paid weekly a rent of 7/6 for a house with one large room on the first floor and a ground floor consisting of one room and a yard with a copper and WC. We can only speculate how cramped this must have been for the seven of them that were listed as living at the address in the 1911 census.

SCHEDULE 1 NEW RIGHTS COMPRISED IN THE ORDER AS CONFIRMED Rights associated with the construction and operation of a tunnel and electricity cables project over land between the Wimbledon Substation and the New Cross Substation, via a site with an access shaft and headhouse at Kings Avenue, Lambeth. These rights cover the rights required for all construction related activity associated with the project, including (but not limited to) access, all construction-related activities, laying and moving services, airspace rights and fencing and hoarding. There are also rights for access during the operational phase in locations where there is to be an above ground installation.

These rights are labelled as “Construction Compound Rights”, “Construction Access Rights”, “Operational Access Rights”, “Lyndon Yard Crane Rights” and “Tunnel and Cable Rights” in the order and schedule, each of which is defined in detail at paragraph 5 of the order.

SCHEDULE 2 FORM OF STATEMENT OF EFFECT OF PARTS 2 AND 3 OF THE COMPULSORY PURCHASE (VESTING DECLARATIONS) ACT 1981 Power to execute a general vesting declaration 1. Once the National Grid Electricity Transmission PLC (London Power Tunnels 2) (Circuit 1 – Wimbledon to New Cross) Compulsory Purchase Order 2019 has become operative, National Grid Electricity Transmission PLC (hereinafter called “the Acquiring Authority”) may acquire any of the land described in Schedule 1 above by executing a general vesting declaration under section 4 of the Compulsory Purchase (Vesting Declarations) Act 1981 (“the Act”). This has the effect, subject to paragraphs 3 and 5 below, of vesting the land in the Acquiring Authority at the end of the period mentioned in paragraph 2 below.

Notices concerning general vesting declaration 2. As soon as may be after the Acquiring Authority execute a general vesting declaration, they must serve notice of it on every occupier of any of the land specified in the declaration (except land where there is one of the tenancies described in paragraph 4) and on every person who gives them information relating to the land in pursuance of the invitation contained in the confirmation notice of the order. When the service of notices of the general vesting declaration is completed, a period specified in the declaration, of not less than three months, will begin to run. On the first day after the end of this period the land described in the declaration will, subject to what is said in paragraphs 3 and 5, vest in the Acquiring Authority together with the right to enter on the land and take possession of it. Every person on whom the Acquiring Authority could have served a notice to treat in respect of his interest in the land (other than a tenant under one of the tenancies described in paragraph 4) will be entitled to claim compensation for the acquisition of his interest in the land, with interest on the compensation from the vesting date.

3. The “vesting date” for any land specified in a declaration will be the first day after the end of the period mentioned in paragraph 2 above, unless a counter-notice is served under Schedule A1 to the Act within that period.

In such circumstances, the vesting date for the land which is the subject of the counter-notice will be determined in accordance with Schedule A1.

Modification with respect to certain tenancies 4. In the case of certain tenancies, the position stated above is subject to modification. The modifications apply where the tenancy is either a “minor tenancy”, i.e. a tenancy for a year or a yearly tenancy or a lesser interest, or “a long tenancy which is about to expire”. The latter expression means a tenancy granted for an interest greater than a minor tenancy but having on the vesting date a period still to run which is not more than the period specified in the declaration for this purpose (which must be more than a year). In calculating how long a tenancy has still to run, where any option to renew or to terminate it is available to either party, it shall be assumed that the landlord will take every opportunity open to him to terminate the tenancy while the tenant will use every opportunity to retain or renew his interest.

The modifications are that the Acquiring Authority may not exercise the right of entry referred to in paragraph 2 in respect of land subject to a tenancy described in paragraph 4 unless they first serve notice to treat in respect of the tenancy and then serve every occupier of the land with a notice of their intention to enter and take possession after the period (not less than three months from the service of the notice) specified in the notice. The right of entry will be exercisable at the end of that period. The vesting of the land will be subject to the tenancy until the end of that period or until the tenancy comes to an end, whichever happens first.

By Simeon Wright sport@southwarknews.co.uk DULWICH HAMLET manager Gavin Rose is firmly behind the club’s decision to stop playing football – and is determined to stay on beyond the current crisis.

The News reported on Monday that the club had asked the National League what punishments might be administered after the Hamlet said they had been charged for failing to fulfil last week’s fixture at St Albans, as well as at Braintree Town on February 6.

Dulwich had previously said in a statement they would not risk debt by playing games and incurring costs with no fan income, and that they wouldn’t put staff or players into situations where they would be at risk of contracting Covid-19.

Hamlet boss Rose has confirmed to the News that he had been the first port of call before the club took its no-play stance, the latest of many disagreements he’s witnessed in his eleven years as manager.

Rose said: “It was a joint decision. Ben [Clasper, Hamlet chairman] had asked

me my position on it and we were all of the same mindset that we don’t want to ask the players to play football without being able to give them their wages, something that I’m very staunch about, as they’re putting themselves at risk with the virus and injury.

“As a club we didn’t want to get embroiled in any spats. We’ve had our fair share over the years but Ben and the club have been on to the League for months asking what’s going to be next after the first round of funding. We were given assurances that we’d get the same level of funding for the second round, so we were quite relaxed.

“But as the time got closer, they [the National League] seemed less committed and there were no black or white answers.

Sometimes they were ignoring us, and at the end of the day we have to give assurances to our players, but we can’t if we’re not getting it from the League.”

Dulwich Hamlet tweeted the National League charge sheet, signed by its interim general manager Mark Ives, last Thursday [February 11], saying, “The bullying continues. Lovely work @ TheVanaramaNL”.

Rose added: “We feel like we’ve had our backs pushed against the wall – behind closed doors too because the League weren’t doing this in public. It’s been very behind-closed-doors bullying.

“So we took a stance that we’re going to have to be public about this and a few clubs in the same predicament have followed suit, so it’s not a one-club band.

“The first time there was a two-week break we took one week off training and were hoping we’d get some news [about extra funding], then resumed training in the second week of that break. But we obviously got no news, apart from threats that if we don’t play we’ll get fines and suspensions.”

After the Covid-19 crisis had forced the early finish of the 2019-20 National League South campaign, the Hamlet returned to competitive action on October 3 but eighteen matches later are hurtling towards another early curtailment, which fits the narrative of upheaval that has been Rose’s managerial tenure.

“No matter how well we’ve done on the pitch, how hard it’s been or how much fighting we’ve had to do, there’s always something making life a little bit harder. A few have been made public, some haven’t, but it affects all the hard work put in over the years by players, staff and officials.

“But we don’t shy away from challenges and obstacles, this won’t deter us from fighting on. It’s important that the club has consistency and stability, and it has had that with me and [assistant manager] Junior [Kadi] for a long time. There are ups and downs, but it’s important that we don’t jump ship just because of those.

“I’m sure there’ll be a time when I move on and the club move on, but I’d never like to do that when there’s choppy waters. That’s not the right way to depart a football club which we’ve served for so long.”

On actual football matters, Rose backed last season’s leading goal-scorer and popular Dulwich striker Danny Mills to do the business on the pitch for many more years to come, before perhaps turning his attention to coaching.

Rose puts inconsistent results down to a lack of experience on the pitch.

He said: “We started really badly and possibly had too many young lads all learning at the same time, so we added two or three lads who’d been around the block a bit, and after that started to get some good results.

“But it’s obviously been stop-start in terms of the virus. We had some isolation periods that stopped the rhythm, and I think the integrity of the league is in question anyway. There’s teams who are six or seven games ahead, which is ridiculous really.

“Danny had expressed an interest in coaching so we were able to offer him a job with our academy, Aspire, where he’s been working for eighteen months and given a platform to start learning his trade as a coach.

“I know he’ll be a good coach, but over the years we’ve produced a lot of players and there are some coming towards the end of their careers who probably have more experience [in coaching] than Danny that we might be looking at first in terms of joining the set-up. I think Danny still has a lot of football to play.”

Manager Gary Rowett was unhappy after Millwall had to hold their team meeting on the concourse having not been given access to any changingroom facilities.

Rowett then had to give his team-talk in a room he felt was far too small to accommodate players and staff, and he said the side used their grievances as extra motivation in this game.

Once more, half-time substitutions made the difference. It was Ben Thompson’s introduction that turned the tide against Sheffield Wednesday the previous weekend and this time Jed Wallace and Mason Bennett added new dimensions to the side. Millwall switched from 5-3-2 to 4-2-3-1 and looked a different prospect.

Another substitute, Matt Smith – who came on for Thompson in the 63rd

minute – had a huge impact in attack, giving the Lions more of a focal point as he dominated aerially, flicking on long balls or heading them down to his team-mates to help build attacks.

The recent change from a 5-2-3 formation to 5-3-2 puts more attacking responsibility on the wing-backs, and Scott Malone in particular has stepped up to provide quality crosses. He’s also got two goals in the Lions’ six-game unbeaten run.

The sitting midfielder offers defensive support if the wing-backs get caught out upfield, while one of the box-to-box midfielders either side of the holding player is usually slightly deeper to also offer defensive support.

The formation provides much more balance and, while there are still some areas of implementation that Millwall could improve on, it has generally been a well-executed tactical adaptation from the former Birmingham manager.

Still, all good managers can recognise when things aren’t working. After going in 1-0 down, the tactical switch at the break resulted in Millwall being more of a threat on the flanks and gave the wide players more options to aim for with their crosses.

Both Millwall goals came from Malone crosses. He also supplied the delivery in the first half when George Evans hit the bar with a header.

Malone’s cross for the equaliser found Tom Bradshaw, whose shot deflected into the path of the lurking Smith - and the striker finished excellently into the top corner on his left foot for his fifth of the season in all competitions and third in the Championship.

Smith is probably frustrated by his lack of minutes this season, particularly when he needs game-time to prove he is worthy of a new contract.

Smith was a nuisance again as Millwall went in front. Malone was probably aiming for the big man with five minutes left, but the cross was deflected and looped into the air, before falling to Bennett who headed superbly into the far corner past goalkeeper Rafael Cabral.

It was a brilliant header and earned Millwall just their second win at Reading in thirteen games since 2001.

Perhaps the most pleasing thing for Rowett would have been his side showing their character and resilience for the second weekend in a row, as they came from behind again to claim

three points.

He wouldn’t have been so pleased with the goal his team gave away. Bart Bialkowski’s throw to Shaun Williams 40 yards from goal looked a good idea.

But the midfielder’s control was poor and Alfa Semedo brilliantly curled the ball around Bialkowski.

If Bialkowski perhaps could have got back on his line more quickly for the Royals’ goal – though he hardly could have anticipated Williams’ poor touch and Semedo’s brilliant first-time shot – then he redeemed himself to prevent his side from going two behind.

Michael Olise split Millwall’s defence with a stunning pass to put Lucas Joao through on goal, but Bialkowski sprung down to his left to divert the ball away for a corner. It was another one to add to the Pole’s highlights reel.

At 1-1 Millwall could have gone behind again, but Ovie Ejaria’s effort was deflected onto the bar.

It was a bit of fortune that the Lions deserved, though, and Bennett nicked a deserved winner late on.

And there was even an added bonus in injury-time when Billy Mitchell made his first appearance of the season.

Statistically, Smith is one of the most efficient strikers in the Championship.

In fact, last season, only Fulham striker Aleksandar Mitrovic had a better goals-to-minutes ratio in the league.

Mitrovic scored a goal every 138 minutes to help the Cottagers to promotion, Smith a goal every 139 minutes as Millwall finished eighth.

Smith has scored two of his three goals in the league this campaign (before Wednesday night’s game against Birmingham) after coming off the bench.

Before that match, 39 of Smith’s 64 league appearances for the Lions were as a substitute.

Last season was Smith’s most productive as a Championship player.

He scored thirteen league goals, but a sequence of four games in the campaign illustrated the problem for Rowett, and for Smith.

Despite five goals in three games – albeit either side of football’s almost four-month suspension – Smith started the following two matches, at Barnsley and at home to Swansea, on the bench.

That was because Rowett wanted a more mobile central striker to press teams who try to play out from the back with short passes.

There’s not a lot Smith can do about it. At 6ft6ins and with a bulky frame, he can’t cover ground as quickly as Tom Bradshaw or Jon Dadi Bodvarsson.

Smith was signed by Neil Harris to play mostly in a 4-4-2 formation, and he scored his first home goal on his second start at The Den with Aiden O’Brien as a striker partner.

But then Smith was left out of the starting line-up in the next game at Fulham when, infamously from the visitors’ perspective, Scott Parker’s side had more possession and more completed passes in their 4-0 win than any side since those statistics started being recorded.

Rowett has mostly played with one central striker since he was appointed manager in October 2019.

“I guess that’s always been the problem I’ve had,” Smith admits.

“Teams and managers over the years, especially in modern-day football, they have forwards that press from the front and have that mobility that I’ve never had.

“I’ve always excelled typically with a partner alongside me who can run and get on the ball, who can take that onus off me a bit.

“But in the modern day a lot of the time you play with one striker and that striker has to have a bit of everything.

“The target man, unfortunately for me, is a bit of a dying breed. There aren’t many of my type of players left in the game.

“But what they can be is effective as I’ve shown over the years. But in terms of a skillset it obviously doesn’t offer the speed and mobility that a lot of managers want in their team.”

Smith’s goals tend to be important.

He came off the bench to earn Millwall a point at Bournemouth last month, and then at Reading last weekend he scored the equaliser before Mason Bennett’s winner.

Against the Cherries, Smith anticipated Jake Cooper’s header to steal in on the blindside to score. And at Reading, Smith pounced on the loose ball after Tom Bradshaw’s shot had been blocked.

Ole Gunnar Solskjaer – perhaps the most famous super-sub in Premier League history – used to studiously watch the play from the bench to see where the space and opportunities were. The former Manchester United striker once scored four goals as a substitute in an 8-1 win at Nottingham Forest.

Smith explains his approach when he is a substitute.

“Having been on the bench many, many times – I think I might be the most-used sub in Championship history – I tend to spend a lot of time on the sidelines warming up, Smith

says.

“I find standing on the sideline at pitch level you do get a feeling for the rhythm of the game. For me, the biggest thing about coming on as a sub is catching up with the rhythm of the game as quickly as you can.

“It’s easier said than done, sometimes it can be really difficult depending on when you come on. So I do like to stand at pitch level and get a feel for how quick it is or how slow it is.

“I try to mentally get a grip of that so that when I come on I can catch up as quickly as possible.

“It is a difficult thing coming on as a sub so that’s my one takeaway from that, really.”

Smith elaborates on what his mental processes are when he gets a goal chance.

“I think a lot of it is just instinct, really, you’re replicating different types of finishes you’ve done a thousand times in training,” Smith says.

“I think a little bit of auto-pilot does kick in and you just go off instinct and how you feel in the moment.

“The only time when you do have a lot of time to think is when you have a one-on-one when there’s a lot of grass in front of you.

“Otherwise you are operating off instinct and past performance, really.”

The main problem now for Smith is that he needs as much match action as possible to prove he is worth a new contract.

“It has been frustrating,” he admits, “but the one thing you can’t do is feel sorry for yourself or play the victim,

because you’ll get left behind.

“Football is a ruthless industry and I feel like my longevity at this level has been down to the fact that I am passionate about starting games and playing as many minutes as possible.

“It would be all too easy for me to say, ‘okay, I’ll be that impact sub, I’ll just play that role’.

“But I don’t think I would have had the career I’ve had to date. My desire to start every game, play every minute of every game is always there.

“There’s just a natural level of frustration when that doesn’t happen, especially when you’re scoring goals.

johnk@southwarknews.co.uk GEORGE EVANS has revealed how far Gary Rowett goes to help new players settle in.

Evans, 26, joined Millwall in the last transfer window, having spent the majority of his career with clubs in the north apart from a spell at Reading.

Former Manchester City midfielder Evans moved to the capital with his girlfriend, making the decision after speaking with her and his dad, following a conversation with Rowett.

Lions boss Rowett’s family home is in the Midlands and he moved to an apartment in Canary Wharf with thenassistant Callum Davidson when they were appointed in October 2019. Most of the Millwall squad are based in areas around Bromley and Biggin Hill.

Evans was convinced about the move after speaking to Rowett when Derby accepted a bid for him.

“I had a Zoom call with Gary before coming here and after a half-hour conversation my heart was set. He’s a good guy, he made me feel very welcome,” Evans said.

“As soon as I got off the call with him I spoke with my dad and my girlfriend and we said this was the right move.

“Gary seems like a fantastic manmanager and he spoke to me over the first week about how I was settling in. That’s

been a big help for me.

“Sometimes you come to a new place, you don’t know where anyone is based, where to live, what to do.

“Straightaway he was telling me areas to look at, getting me places to view.

“But also talking to me about the football side of it, what he wants, what he likes and doesn’t like. So I think I learned very quickly. I was grateful he put me straight in to start because I thought that was the best thing for me.

“Looking back, starting and getting a win on my debut was perfect for me.”

Evans was no stranger to Millwall’s fortunes in recent seasons, making sure to keep up to date with how former team-mates including Jake Cooper, Tom Bradshaw, Alex Pearce were faring.

“Coops is a fantastic player,” Evans said.

“I’ve known him from our Reading days and even when I was at Derby I was looking out for Millwall’s results. I kept in contact with them, there’s a really good set of lads down here and it was good to see them doing so well recently.

“Hopefully we can now kick on and have a really positive season.”

Bottom side Wycombe are the visitors to SE16 this Saturday. Evans kicked off his Lions career by helping the side win in the league at home for the first time in almost four months with their 4-1 victory over Sheffield Wednesday.

Evans had a good record at The Den before joining Millwall, playing twice in

Bermondsey and winning twice with Walsall in 2015-16 and Derby last season.

Now he wants to help get his new team up the table.

“I played at The Den a few times and it’s never a nice place to come. They were always tough games,” he said.

“I found difficulties coming here, it’s not easy to come here and try to play football.

“Now I’m part of this team so every team that comes here I’ll try to help make it as hard as possible for them.”

Millwall will definitely be without Ryan Leonard and Murray Wallace against Gareth Ainsworth’s side.

There were doubts over others such as Kenneth Zohore and Maikel Kieftenbeld when the Lions hosted Birmingham on Wednesday night after the News went to press.

The Chairboys have won just two Championship games away from home this season, the second 3-2 at Huddersfield last Saturday.

FORMER MILLWALL captain Steve Morison piled the misery on his former club – as his Cardiff City side dished out a 3-0 defeat to the Lions on Tuesday.

Millwall striker George Alexander was sent off in the first half as Keenan Patten, Kieron Evans and Ntazana Mayembe secured three Professional Development League points for the home side in Wales.

Despite the defeat, Millwall manager Nugent was pleased with the spirit his side showed in the second half.

“I was very disappointed with the first half, especially, we looked disjointed,” Nugent told Millwall’s media. “We finished the game with seven scholars in the team.

We conceded some poor and preventable goals in terms of our defensive shape.

“We then went down to ten men and we had to shuffle the shape

numerous times, but the second half was a much more spirited performance.

“We kept a tight shape and had to keep ourselves in the game for as long as possible and then maybe go for it. We had plenty of corners and some shots, but it wasn’t to be.”

The Lions under-23s are winless in five games.

Nugent added: “Again, it’s a learning curve for the players.

themselves out of it.

“We’ve got some young lads, so it’s good experience for them, but we’ve also got some in and around the first team, which is the important part of it.

“We’ve told them that being a footballer isn’t just about having the ball at your feet - it’s about your personality, your courage, your heart, numerous things.

“It’s all about learning, so hopefully they can take lessons from today’s game, as well as recent performances.

“We should’ve been picking up points and winning games recently, but we’re ending up with draws and defeats.”

Millwall under-23s’ next game is away at Watford on Monday, February 22.

Portsmouth didn’t reveal the details of the procedure this week when they announced assistant Joe Gallen would take over the side in the absence of Jackett.

Pompey said: “Portsmouth Football Club can advise that, with effect from this Thursday (February 18), Kenny

Jackett will not be in attendance at matches or training sessions following a medical procedure that will require a short period of rest and recuperation.

“Assistant manager Joe Gallen will operate in a caretaker capacity during this time and will be assisted by first team coach Jake Wigley.

“Kenny will remain in constant contact with them both, while also able to speak to the players via video link before and after games, as well as at half-time.

“We wish Kenny a speedy recovery and look forward to seeing him back shortly.”

The Lions agreed contracts with youngsters Danny McNamara and Tyler Burey, as well as defender Murray Wallace.

Thirty-somethings Alex Pearce – the club captain – Shaun Williams and Matt Smith see their terms run out in the summer.

But Millwall don’t want to rush into committing funds to new deals, especially as there is no indication of when fans can return to supply match-

day income.

Pearce, Williams and Smith are major figures in the dressing room, and in an ideal world Millwall would secure them for another season.

Millwall manager Gary Rowett is a huge admirer of the three players, but laid out why it’s not straightforward to agree deals with them.

“It’s like any of the players that are out of contract at the end of the year: what do we need to improve next year; what do we need to add to the squad?,” Rowett said.

“Any of those guys adds great value. The likes of Pearcey and Smudge wouldn’t have played as much as they would have liked but they add incredible value dayto-day within the group.

“And of course for any team there are different ways of winning games. You

“At the moment, without crowds, there are so many things up in the air, there are so many variables - I don’t know my budget next year without crowds.

“It’s so difficult to make every decision early. It’s just one of those difficult seasons.”

Smith, 31, was Millwall’s top-scorer last season with fourteen goals in all competitions after his move from Queens Park Rangers.

Former Leeds United and Fulham striker Smith is out of contract at the end of this season, but is highly valued by Millwall manager Gary Rowett.

Smith is one of a number of senior players set to be out of contract this summer, with Alex Pearce and Shaun Williams also hoping to agree new terms with the club.

Smith isn’t thinking about his deal beyond this season.

“It’s something that I’ve put to the back of my mind, to be honest,” Smith said. “With Covid and all the rest of it, you only have to look at the January transfer market to understand that the business side of things has slowed down.

“That’s something that is out of my control, out of the players’ control.

“My focus now is solely on helping Millwall get points and climb up the table by turning in good performances.

“Contracts and all those kinds of things have always been a by-product of success.

“I can only control what are the controllables, which are my performances on the pitch.

“What follows in time will follow, but that’s my main focus in the near future.”
