Shire told to make councillor repay costs Keith Platt keith@mpnews.com.au MORNINGTON Peninsula Shire officers have been instructed to seek repayment of thousands of dollars alleged to have been overspent by Cr Antonella Celi.

In an at times fiery debate, councillors last week agreed that Cr Celi should repay the money allocated to her under her entitlements for confer-

ences and seminars.

The motion to pursue Cr Celi for the money was carried on the casting vote of the mayor Cr Graham Pittock after councillors were deadlocked five-five.

Cr Celi left the chamber during the debate and vote.

Although the original motion put Cr Celi’s overspending at $12,520 the final wording called on her to repay “any sum in excess of the sum of $19,500” on her conferences and seminars account. The latest figures given

to council puts Cr Celi’s spending at $28,520.

Councillors are generally allowed up to $4000 a year during their fouryear term, although some extra money is allowed for the mayor. Cr Celi was mayor in 2013-2014.

Two days after the vote, Cr Celi told The News that although the motion seeking repayment had been passed, “I do not know the next step. The CEO [Carl Cowie] and [shire] officers will need to check its legal validity”.

“I didn’t receive any of that money in my account. It was all paid through officer’s delegation or with council approval and resolution”.

The original notice of motion put by Cr Hugh Fraser to council’s Tuesday 26 April meeting also included a call for Cr Celi to repay costs of legal advice from Maddocks, Lawyers sought by council at her request in March.

A KEEN surfer, Kent Stannard has a fascination with sharks.

He never misses a news report on the latest shark attack and is always trying to discover the circumstances surrounding the incident.

When a series of attacks near Ballina in northern NSW caused widespread concern last year he was on the spot.

Stannard predicts a similar situation this year with one surfer at Newcastle already being badly mauled.

Stannard is the head of Tag for Life, a non-for-profit organisation investigating shark behaviour, particularly that of great whites.

Alongside Tag for Life is Whitetag, a clothing supply company that donates profits to the ongoing shark study.

Stannard runs a Facebook site “dedicated purely to the sharks” and the electronic tracks being monitored

by Tag For Life.

The site has regular updates and at times provides running commentary on movements of a particular shark or shark events and attacks.

The Tag For Life organisation works with the CSIRO and NSW Fisheries in placing electronic tags on sharks that transmit information about the predator.

The collected data enables scientists to effectively map the sharks’ movements and correlate this information with water temperatures, movements of fish and animals hunted by sharks and if their journey is random or repeated.

Stannard says five of 14 sharks tagged in the wake of attacks at Byron Bay and Ballina travelled south to Bass Strait, with one passing ocean beaches off the Mornington Peninsula and Phillip Island.

Another shark circumnavigated Tasmania before moving to waters off Kangaroo Island in South Australia.

The one that came past the peninsula was then tracked to south west of Flinders Island.

Stannard discounted reports of a shark being spotted off Rye as “a hoax. I spoke to the brother of the person who posted on the shark alerts pages. He did it to keep people out of the surf.”

Anecdotal evidence is also added to the store of knowledge collected from tagged sharks.

“A pilot and commercial fisher once told me that when flying he saw more white sharks close to shore when water temperatures were around 16 degrees, which is near to where we

Stannard says the average number of unprovoked shark attacks has increased in recent decades.

“In the 1990s it was 6.5 per cent unprovoked cases a year rising to 13 a year over the last decade.”

The 22 case reported in 2015 are above the yearly average in each decade; 16 of the 22 involved white sharks, 13 on surfboards, three on surf skis.

The average number of fatalities from shark attack over the past 50 years is just under one a year, 0.9 per cent.

THERE have been 1003 recorded shark attacks in Australia since 1791, 232 of them fatal.

About one quarter of all shark attacks are fatal and the average is one fatal attack a year.

Kent Stannard says that in 2015 there were 33 reported shark/human “interactions”, with 22 being “unprovoked”.

“In 2015 the number of unprovoked incidents on humans was 11 more than in 2014 and is above the decadal average of 13 a year.”

“NSW recorded 14 unprovoked, including one fatality, Queensland had four, Western Australia two, South Australia and Victoria one each.

are in central Bass Strait at the minute while the warmer east Australian current still remains in the far east of the state,” Stannard said, adding how “interesting” it would be to see where a particular shark in Bass Strait would go next.

With no lack of public interest in sharks Stannard is about to launch a crowdfunding exercise to raise $40,000 for “a funky old school caravan” to “extend research findings and details about sharks directly to the public”.

Stannard says the CSIRO and NSW Fisheries are behind the project and see him as “the bridge” between themselves and the public.

“The crowdfunder [on the Pozzible website] will be to purchase the van which we plan to use on the coast as well at schools and events. It will be kitted out with storyboards, TV monitor for videos and be selling products to support science research and education,” he said.

“I plan to train volunteers and then hopefully employ them as educators as well as to work out of the van.

“It’s our opportunity to present and control messaging which until now has been reliant on mainstream media which constantly creates hype and hysteria. We aim to take the caravan to schools for marine education plus festivals and events.”

Stannard said mainly juvenile sharks would be tagged off Ballina this year, “we’re just waiting to see if shark numbers show up there again similar to last year. I suspect they

will”.

“We’re also planning to tag adult pregnant female sharks from SA mid-year as we are trying to locate the western nursery somewhere in the Great Australian Bight.”

The program Stannard is connected with has tagged more than 100 sharks with acoustic and 70 with satellite tracking devices which, when added to those tagged by CSIRO and state agencies brings the total of tagged white sharks to “well over” 500.

“From the last tagging program off Ballina, three dropped off the radar early on then five transmitted for a period before they dropped off and now we have six still transmitting, three on a regular basis,” Stannard said.

He said the satellite tags could transmit for up to 18 months – “long enough to identify movement patterns and pathways” – while pop-off archival tags lasted up to 12 months – “long enough to identify where adults sharks move as well as depths they dive, temperature of the animal”.

“Internal acoustic tags are designed to last for up to 10 years and are valuable to establish an animals behaviour over that time.”

Stannard said while sharks had been tracked to Rockhampton and the Exmouth Gulf, with many returning to where they were tagged.

He refers to sharks having “underwater highways” and nursery areas.

“It never ceases to amaze me how these animals can relocate underwater pathways they used previously.

“Risks such as overfishing are critical to sharks and the importance of inner coastal waters to them for nurseries,” Stannard said.

“Tagging also helps determine shark behaviour, why and where they will cluster, for how long, when they arrive and when they leave. This enables shark mitigation protocols to be put in place.

“My role is to help scientists find the truth and Tag for Life to function as the delivery mechanism, bridging the gap between scientist and the public. I like to describe myself as a marine educator.

“Hopefully, the information I provide helps the welfare of the shark and, at the same time, enables ocean users to make better informed decisions before entering the water.”

“They have different hunting methods for different food sources. Staying on the bottom for fish and rays while operating in the upper water column using their eyesight to hunt seals.”

Stannard said sharks have been monitored diving “beyond 1200 metres, particularly when crossing ocean basins, such as between Australia to New Zealand”.

Memorial pays tribute to former officer MORNINGTON Peninsula police last week paid tribute to fallen comrade Senior Constable Kevin Laube with a memorial service at the Somerville police complex.

The former motorcycle policeman died when his bike collided with a car on Coolart Rd, Somerville, in 1976 – just a stone’s throw from the site of his memorial stone. The award has been a long time coming, but reflects the force’s ethos of looking after its own, however long it takes.

Peninsula branch president of the Blue Ribbon Foundation Darryl Nation said it was fitting present-day police could see the memorial stone daily and reflect on the dangers they face and their commitment to each other.

“As a police superintendent at Horsham I saw how the community supports its local police and decided to start a branch of the foundation on the peninsula.”

He said police walked a “thin blue line” between risk and personal sacrifice on the one side and keeping society safe on the other. Senior Constable Laube joins 158 other police to die while on duty.

Two other peninsula memorials – at Frankston and Rosebud hospitals – pay tribute to fallen officers Edward Simmons, who died in 1957, and Clive Smith, who died in 1938.

Assistant Commissioner Robert Hill said Coolart Rd had “a dark history of road trauma” and that it was fitting the peninsula’s mobile traffic branch was deployed there.

He said police everyday faced inherent dangers in their jobs. “We aspire to bring our people home and aim is to create a safe working environment for our members.”

Police Chaplain Graeme Watkinson said the community “thanked those who give their lives so that others may live in safety”. He said the plaque would serve as a constant reminder of the dangers facing police every day.

Cr Pittock, who was found guilty and fined $4000, said a precedent had been set by another municipality which covered the legal costs of a councillor involved “in the same sort of case as mine”.

“But it [the move to seek payment] won’t go back on the agenda; it won’t be going back to council,” Cr Pittock said.

Cr Celi said she had since “flagged” Mr Cowie to inform councillors if “any other approaches or conversations are made” regarding the shire being paying Cr Pittock’s legal bills.

Ian Lyons, a former mayor of Mordialloc and now a peninsula resident who was at the council meeting, said he felt it was inappropriate for Cr Pittock to have used his casting vote to pass the motion.

“The mayor’s second vote should be used to maintain the status quo, and that would have meant not requiring Cr Celi to repay the money,” Mr Lyons said.

“She is good value [as a councillor] and I see this as a pretty dirty bit of politics.”

Mr Lyons said some of Cr Celi’s costs had gone towards her studies for a Diploma in Local Government “which councillors were being urged to do by the premier, at the time” as well as attending functions or meetings on behalf of other councillors.

lomb (still identified on the council document as being the mayor) with $12,487, followed by Cr Tim Rodgers ($11,832), Cr Pittock ($10,091), Cr Lyn Bowden ($7487), Cr David Garnock ($4009), Cr Andrew Dixon ($3396) and Cr Tim Wood ($376).

Former councillor Frank Martin, who was replaced by Wood in August 2015, spent $7806.

Cr Celi said she was always careful to “do the right thing”. “Nothing ever came back [from council officers] saying no, so I always assumed due diligence was being done”.

“As far as I know all those authorisations were signed off in accordance with shire policy.”

Cr Celi said the shire’s policy on councillor spending limits was “ambiguous and needs to be clearer”.

“There’s nothing there to indicate retrospective payments. The officers would have [only] authorised [payments] within the policy.”

Cr Celi said the situation had been different when Cr Pittock and Cr Fraser had gone to international climate change talks in Paris late last year “because the $16,000 spending limit was made clear to them”.

“They knew up front they would have to pay if they exceeded the limit.”

Cr Celi said there had never been mention of retrospectivity made to her and being asked to repay the money “has come out of the blue”.

“I’m being asked to repay money that was not even put in my account,” she said.

“We’ll see what happens, it’s a very questionable resolution. I’ve done nothing untoward, everything was authorised.”

Shire calls for panel to review Carrington development plans Making a splash: Police search for a car reported by early morning walkers who saw it sink in Moorooduc quarry soon after it was driven through a gate from Station St, Mt Eliza.

‘Stolen’ car dumped in dam A QUIET morning’s walk at Moorooduc quarry for two friends last week was ruined when a stolen car smashed through wire gates and was driven into the deep water.

It is believed two young men had been in the car – one possibly jumping out before it hit the water and the other breaking free and swimming to shore before it sank. Events are unclear as no one actually saw the pair leave the car.

Frankston South resident Sharon (surname withheld) and a friend heard a “car come flying through the [locked] gate where the ranger has access”.

“We didn’t see it then, but we heard it and later we saw the gate had been ploughed down,” she said.

“We saw the car come flying by and then we heard a loud splash in the water.”

The car – possibly a Toyota Prado stolen from Frankston South the previous day – was half submerged “nose down and a fair way out” before it sank.

“We don’t know if the windows were down, or even if there was anyone in the car at the time,” Sharon said. “It all happened so quickly we can’t make sense of it.”

The pair had a split second earlier seen a young man, described as being caucasian, early 20s, long hair, wearing a hoodie, walk past them towards the road. “We assume he was from the car, but have no way of knowing,” she said.

“He certainly didn’t look like the people who walk there at seven in the morning.”

While calling police they heard another man getting out

of the water. “He was a long way from where the car went down and so we don’t know for sure whether he swam from it or not,” she said.

“My friend saw him walk away from the water and disappear.

“It freaked us out; it’s not something you expect to see – the whole thing was bizarre.

“If we hadn’t been there no one would have seen any of this and no one would know where the car had gone. We feel sorry for the owners.

“The whole thing’s been playing on my mind – not knowing if we could have done something to help.

“We have the peace of mind knowing that the people got out but, until they pull the car up, we have no real way of knowing if they were the only ones in it. We’ve been in shock.”

Search and rescue squad members were called to the quarry on Monday to search for the car but another drama – searching for a man lost in the bush at Merrijig – was given priority. They did not attend the scene until Thursday.

Leading Senior Constable Christopher Bird, of Mornington police, said a patrol of the area failed to find the young men. He downplayed suggestions of gang-related activity and said there was nothing to suggest anyone else was in the car when it hit the water.

AN independent panel will be asked to assess plans for the contentious Carrington Park redevelopment at Rosebud.

The 13 June panel, to be appointed

by Planning Minister Richard Wynne, will specifically consider a request to change the development plan overlay relating to the number of housing lots allowed on the 3.27 hectare site.

Mornington Peninsula Shire Council last week considered that modifications to owner Storemaker Pty Ltd’s proposal, including reducing its proposed site density, were required “to ensure an appropriate outcome for this site”.

The company wants to subdivide the former golf course into 14 residential lots and also revamp the clubhouse – the 1941 grand holiday home of the Moran grocery family – into six apartments. The current overlay allows for 10 lots.

The proposed lots would be 707999 square metres. A central parcel of 2165 square metres would contain the existing building.

In a report to council, strategic planner James Bryan said the developer’s proposal “does not fully meet [the council’s] objective, and that council would benefit from further advice that would be provided through a panel hearing.”

Park Club, with the old homestead used as the clubhouse for the adjacent Rosebud Country Club golf course. It is now vacant.

Eighty-eight objections received during the public exhibition process included a petition with 64 signatures from residents as far away as Rosebud West, Tootgarook, Dromana and McCrae.

Contentious points have included changes to the existing heritage-listed building, especially removal of the hipped roof, and development of a third storey above the existing roofline. The shire’s heritage planner has stated that this aspect of the development was “unacceptable”.

Other significant issues are loss of view of the building from nearby streets; lack of net community benefit associated with the amendment, and that the proposal will adversely impact upon nearby residential amenity.

Storemaker advisor Larry Tyler on Friday confirmed that the company had agreed to not alter the building’s shape, including the shape of the roof, and that the proposed third storey would not go ahead.

“We are not going to war with the residents,” he said.

“We are meeting with them next week to address their concerns before the 23 May directions hearing.”

Visa delays see mayor miss China trade trip

MORNINGTON Peninsula mayor Cr Graham Pittock abandoned a trade mission to China last month after it became too hard to arrange a visa.

Cr Pittock said the shire “lost” $1500 on flight bookings in the exercise after he was invited to speak at an event being organised by the China-based Australian International Trade Association.

“It [the trip] was cancelled because I became too busy,” Cr Pittock said.

He said the eight to 10-day visit to China would have given the shire “experience of doing business with internationally”.

Cr Pittock said he had been approached by the AITA and was now considering attending another of the association’s events in June.

He said it had taken three days to get a visa “because of my incompetence and lack of experience”.

While in China he had planned to speak about the Mornington Peninsula. “We need to learn how they do business in China.”

If Cr Pittock had gone to China it would have been his second overseas trip since being elected mayor in November 2015.

The shire paid for Cr Pittock, Cr Hugh Fraser and the shire’s then renewable resources team leader Jessica Wingad to attend last year’s United Nations’ climate change conference in Paris.

Asked on 6 April for details of the mayor’s planned trip to China, the shire’s communications and media manager Mark Kestigian

replied: “There is no formal response to the trip overseas as it did not eventuate and to the best of my knowledge, cost the shire nothing.”

A 2007 investigative report by Bill Birnbauer in The Sunday Age listed complaints by some Australians about the AITA’s handling of work visas within China and the adverse reactions of some Australian politicians about links the organisation claimed to have with them.

Among those mentioned by the AITA on its website is former Victorian Speaker and MP for Bass Ken Smith, a regular visitor to China. Mr Smith was a councillor and shire president with the former Shire of Hastings.

Survey looks to the peninsula of 2030 COMMUNITY advocacy organisation Peninsula Speaks wants to find out why residents find the Mornington Peninsula so appealing.

The question about the attraction of the peninsula is part of an online survey the group hopes will help guide future planning.

Results of the survey will be independently managed and analysed before the findings are sent to all three levels of government – federal, state and local.

The group believes having at least 3000 respondents will produce results that adequately reflect community views.

Follow-up surveys would be conducted using a database of people who participate in the first survey.

Group co-founder Peter Avery said Peninsula Speaks wants to “gain the widest possible range of views about the Mornington Peninsula, both now and how it could be by 2030”.

Answers to the survey would “identify the key priorities for the future and help inform and guide the key decision makers on the peninsula”.

The question about what makes the living on the peninsula “special” is one of 20 in the survey.

The question suggest 19 reasons and asks survey participants to number some or all of them in order of preference.

Poll process documented THE voting process Tacit Approval was not used in the Capel Sound name change poll.

Council officers had sought permission from the Office of Geographic Names to analyse the results based on ‘YES’, ‘NO’ and ‘No response received’ – and therefore not include tacit approval on non-returned forms.

The registrar decided that the process – where a non-returned form signifies approval – would “not be appropriate given the potential impact on survey results”. It provided an exemption for council to exclude it.

Name change proponent Terry Wright said poll letters sent to residents and ratepayers “did not mention this change to the normal convention”.

“That’s why many people assumed that, if they supported the change, they didn’t need to vote – and we found it necessary to take many actions to redress this misunderstanding,” he said.

Of the 5600 letters sent out, 1065 were returned supporting the name change and 837 were against – a majority of 228. About two-thirds of the letters were not returned.

The favourable poll result was supported by councillors 7:4 at the Monday 11 April meeting.

The shire is sending letters to residents and ratepayers advising of the result, and advising the Registrar of Geographic Place Names.

A decision will be made within 30 days.

Keepers farewell light on the hill CAPE Schanck lighthouse keepers Tony and Prue Sheers have said goodbye to their former workplace and B&B accommodation business after 20 years, with the 1859 light coming under the control of Parks Victoria this week.

Parks has assumed the day-to-day running of the site until, it says, a commercial lease is signed with a new tenant. It will offer free visitor access into the light station reserve from Wednesday 4 May. Visitors will be able to explore the reserve grounds during normal park opening hours.

The car park, picnic areas and toilets are open, while access to the sur-

rounding scenic features via walking tracks, lookouts and boardwalk at Cape Schanck are unchanged.

The Sheers revelled in their role and regarded it as a rare privilege to guard and protect such a precious treasure at the most southern end of the peninsula – as well as upholding a tradition steeped in history.

For the couple, having the occupation “lighthouse keeper� stamped in their passports was an unexpected bonus, and came at a time when they were considering semi-retirement. “One day Tony just came home from work and said ‘How would you like to run a lighthouse?’� Prue said.

A 30 YEAR OLD Dandenong man has been arrested in Wagga Wagga, NSW, in connection with the theft of a Ford Ranger from Koonya Av, Blairgowrie, and a wallet from a car in Robin Pd, Rye. CCTV images in The News last week showed a man using a credit card from the wallet to buy fuel and in-store items at a Rye service station, 6.30am, Thursday 14 April. Later, the same man was seen at a Frankston service station making more purchases with the stolen credit card. The card was declined when the man attempted to make more purchases at a Langwarrin Woolworths outlet.

Detective Senior Constable Grant O’Dwyer, of Mornington Peninsula Crime Investigation Unit, said Wagga

Wagga police were called to investigate a man asleep in a car. “When they attended and spoke to the male driver they located a quantity of stolen tools in the car as well as various wallets and identification documents which didn’t belong to him,�

Detective O’Dwyer said. “The car had stolen plates on it and the police worked out that it was the Ford Ranger stolen from Blairgowrie.

The male was arrested and was to be interviewed for a number of offences.�

Local police said they intended to remand the man in custody to appear at Wagga Wagga Court Friday.

The car was being collected by the insurance company to be returned to the owner – apparently with only minor damage.

How beaches ranked over summer THE Environment Protection Authority has ranked Port Phillip Bay beaches and Yarra River locations over summer and nine beaches are named in equal first place for the best recreational water quality.

Hampton, Seaford, Portsea, Canadian Bay, Sandringham, Elwood, Rosebud, Santa Casa and Black Rock all offered the best recreational water quality, while Half Moon Bay, Portarlington, Carrum and South Melbourne beaches equalled 10th spot.

EPA group manager of applied sciences Anthony Boxshall said each of Port Phillip Bay’s 36 beaches was

ranked according to EPA and Melbourne Water’s weekly water quality monitoring data from 1 November 2015 until 10 April this year. “Beach Report and Yarra Watch provide water quality information to the public so they can make informed decisions about swimming in Port Phillip or at certain areas along the Yarra River,� Dr Boxshall said. “EPA advises the community to avoid swimming near stormwater or river outlets 24–48 hours after rain or in areas where water is discoloured, or debris, oil and scum is visible.�

Grandmothers concerned at children being held in detention were surprised to be grilled by federal and state police before being ushered into his Hastings office.

Increased security I respond to the article “Police checks before MP meets grannies” (The News 5/4/16). I would like to clarify the following points: The assertion in the article that the AFP were asked to attend the meeting and interrogate the group is categorically false. The AFP attended the meeting of the Southern Mornington Peninsula Grandmothers Against Detention of their own initiative after a routine review of forward commitments. They were not asked to attend the meeting by myself or my office.

The AFP has increased security measures following previous protests at my electorate office in Hastings where people have broken into the office work area, climbed onto the roof and abused female staff.

Around 15 members of the group attended my office on the day the meeting had been scheduled and I welcomed them all in to hear their views, despite the number being significantly more than the four whom they said would be attending the meeting.

I have passed the group’s petition on to Immigration and Border Protection Minister Peter Dutton, as they requested.

I am pleased to inform the group that the number of children in detention has fallen from 1992 at its peak under Labor in July 2013 to zero under the Coalition.

I appreciated the group taking the time to share their views with me. I am pleased that the tragic loss of life at sea has been stopped and the 1992 children in detention during Labor’s period in government have all been released.

Not enough So the federal goverment may spend up to $300 million over four years, shared among health services across Australia to improve treatment, support and education.

As one of many volunteer peer support workers (unpaid) passionately helping people with AOD addiction issues in Australia I find this a totally unrealistic as it cost $4.3 billion a year in fighting this so-called war on drugs. And that’s only the police and court system, you can’t even access what the amount is for the Australian Federal Police. Do the math, something’s clearly wrong somewhere.

Minster’s ‘poor form’ I believe Skylift developer Simon McKeon has gone to the big end of town because he wants to make Mornington Peninsula Shire Council a scapegoat for delays in the project (“Council loses power over Skylift”, The News 12/4/16).

Planning Minister Richard Wynne’s decision to call in the Skylift project is nothing more than a servile stance.

Mr McKeon claims councillors do not have the expertise in planning and building. If he cared to do some homework he would note that one councillor has a university degree in building. Another is a former vice-president of VCAT who, as QC, was an expert in building and planning law before his appointment to the bench. Two councillors hold science degrees and another has degrees in law.

It was council which approved the Skylift, an important fact conveniently left unsaid by McKeon and Mr Wynne. Rather, the affected objectors went to VCAT, and it was VCAT which upheld council’s decision. It is not right for Mr McKeon to say “we just want to build this according to our plans, which were approved

by VCAT”. It was Mr McKeon who wanted to amend the VCAT approved plans. Mr McKeon wanted to change the retaining wall system with a block-type wall because the VCAT approved system could only be sourced from interstate.

Mr McKeon wanted red gondolas, contravening a VCAT condition which stipulated a schedule of external colours that would complement the natural landscape. Council correctly decided red did not. Mr McKeon sought council support to relocate some pylons, which cuncil agreed to and was subsequently approved by VCAT. So, a hard look at the facts does not support

McKeon’s assertions that council has been difficult to deal with. For Richard Wynne to willingly accept wild and ignorant accusations without seeking council’s response shows very poor form on his part.

Same charge, new name At last Mornington Peninsula Shire has dropped the “municipal charge” (“Rate changes a ‘fairer’ system – mayor”, The News, 12/4/16). This was always a shifty or, in my opinion, dishonest second rate, applied simply because they could get away with it.

But wait, they’ve replaced it with exactly the same, except for a name change to waste service charge ($193 this year). We pay our rates to include waste, then we pay a second time with this levy, then we even pay a third time if we dump rubbish at the tip. Has council no moral or ethics?

This shire is awash with money. The proposed budget allows for a million surplus which could easily accommodate the total costs of all waste, stated to be $19 million, thus eliminating the need for this greedy levy without any cost to anyone. Surely the state government should oversee this?

While we need waste disposal we certainly don’t need councillors’ fantasies such as the shire being “carbon neutral in five years” (precipitated by a trip to Paris by a council threesome). Nor do we need some other shire “services” that are quietly doing nothing useful, just inflating the shire’s wages bill to nearly a third of all expenditure. Considering that an awful lot of the shire’s work is now contracted out,’the true need for staff is minimal.

Our archaic third tier of government badly needs reform, if not abandonment. The best solution would be for all rates to be collected by the state government which could then fund all councils and scrutinise the justification for funds.

This $193 (increasing) levy is not needed and is in blatant defiance of the state 2.5 percent cap on rate increases.

LETTERS Heavy-handed It is understandable that the Australian Federal Police is getting concerned about our dear [Flinders MP] Greg Hunt and his and the Turnbull government’s treatment of the refugees, the environment, and the rorting of our tax system by the rich and multinational companies (“Police checks before MP meets grannies”, The News 5/4/16).

When the peoples’ protests are getting louder, the obvious solution is to frighten them into submission by the application of the heavy hand of the law. Mr Hunt conveniently forgot to mention all the children in detention in our concentration camps on Nauru and Manus Island.

Doing voters proud Ann Renkin and her lovely ladies, who sought a chat with Flinders MP and Environment Minister Greg Hunt were lucky they were not strip searched, obviously the feds and local had to make sure they were not packing (“Police checks before MP meets grannies”, The News 5/4/16).

Why anyone would seek an audience with Mr Hunt is beyond me, so far he has managed to allow a massive coal mine in Queensland, dredge Abbotts Point near the Great Barrier Reef, and still remain Minister for the Environment.

No new coal mines What does Flinders MP and Environment Minister Greg Hunt’s approval of the Carmichael Coal Mine in Queensland really mean for Australia and, indeed, the world?

Effectively, this approval goes against all that the scientists are telling us about the detrimental effects of CO2 going into our atmosphere. Let’s be very clear, CO2 or carbon dioxide, has no boundaries in the atmosphere.

Global warming and thus climate change is real and will have dire consequences for the

whole planet if we keep burning fossil fuels such as coal and oil.

We are being told we must seriously reduce the burning of these fuels, with most authorities saying we must keep what is left of these fossil fuels in the ground.

The Carmichael mine is massive, possibly the world’s largest new coal mine, producing about 120 million tonnes of coal annually, and approximately 90 per cent of this coal is carbon.

Some very simple maths for burning coal to give the amount of CO2 emitted per tonne gives us a figure of about 407 million tonnes of CO2 emitted when burnt.

This mine will add approximately four per cent to the world’s total CO2 emissions annually.

Seeing as this mine should have a life span of 90 years, again the maths is simple. And this does not take into account the emissions from the mining operations and shipping.

Other detrimental effects of mining coal which are of major concern, but clearly not to Mr Hunt, include the effect that dredging and shipping will have on the Great Barrier Reef.

No new coal mines should be opened as the consequences of global warming will make the world we live in very different indeed.

Esplanade cycling I agree with Ken Anderson (“Ban esplanade bikes”, Letters 29/3/16) regarding banning cyclists on The Esplanade between Mt Martha and Safety Beach.

I like cycling, but there is no way that I would ride a bike along that road as it is too dangerous and hazardous for both cyclists and motorists.

Unless a proper bike path is built next to the road, cyclists should be banned from using it as it is a narrow road with a lot of blind corners and people will be killed soon if something is not done about it.

There are plenty of other safer roads to cycle on and some even have bike paths, although not enough main roads have these.

I usually find myself riding on the roads with vehicles due to a lack of bike paths available when I go on a 20 or 30 kilometre ride regardless

Messages confuse

Brian A Mitchelson has obviously done his research regarding climate change (“Climate invention”, Letters 29/3/16). I totally agree. Now we can move on to how NASA faked the moon landings.

I write in reply to Peta Murphy, the Labor candidate for Dunkley (“Safe Schools needed”, Letters 8/03/16). New light has been cast on the Safe Schools Coalition program which was depicted in her letter to be in the name of antibullying. The authors and responsible academics at Latrobe University have now admitted the anti-bullying message is an underhand way of introducing Marxist ideology into schools without parental consent or knowledge.

Premier Daniel Andrews and Victorian Labor say they will be making this program compulsory in 2017 along with a policy of no Christmas carols or any Christian music to be included in state schools.

The aim of this “all of us” booklet is to pretend that male and female relationships, as traditional families, is not the norm.

To young children, especially those heading into already confusing adolescent years, to be told that they have a choice to be a boy or a girl or both or neither is an unnecessary disturbing and emotional assault.

I have noticed anyone disagreeing with this “program” seems to be subject to name calling, such as being homophobic or as having extreme conservative views.

I deny both, but seek to defend the rights of children to be educated, not indoctrinated.

Costly consultants As the Rye Foreshore has had three master plans in about six years, I am well aware that they only have “ in principle” support from Mornington Peninsula Shire and are subject to council’s “normal budgetary processes” (“Draft master plan”, Letters 5/4/16). In fact, the frustration within the community is that money can always seem to be found to hire consultants to write new master plans, but there is rarely any commitment to actually implement them.

In respect to the unpopular 2013 Rye Boating Precinct Master Plan this has been a good thing.

It is my opinion that some councillors and council departments seem to have a tendency towards grandiose and expensive projects in the hope that external funding can be obtained, whereas the community’s wishes are often more modest and affordable and therefore should be able to be funded by the council. For example, many of the community-recommended items in the 2008 Rye Foreshore Reserve Master Plan could probably have been implemented if the funds subsequently used to pay the next lot of consultants were used to implement the community’s recommendations instead.

LAPSurgery Australia - Sharing a patient’s story I HAD made multiple attempts at dietary programs during years of young children. I had always battled with weight issues but it was worse after having my three children.

I tried Gloria Marshall, Weight watchers and Jenny Craig which was a significant financial outlay with little long term success.

operation.”

*** LETTERS From The Front. The following extracts are taken from a letter from Private “Sandy” Bray, to his parents, which was received this week:— Since writing last we have been transferred from the trenches and I am now in the artillery. It is altogether different from the other work. The weather is now very hot. Australia is nothing to it. We go about in nothing but short pants and a helmet, and are as brown as a copper kettle. Before we were transferred there was a sports meeting and I won the 100 yards handicap. As this is the second I have won over here I must be pretty fit.

Nearly all the boys from Frankston are here now. Bert Roberts is back from England and looking well. We are having a good time in the artillery and are being fitted out with everything new. I have not seen Roger Burton, but Dick Davies told me he saw him at Zeitoun.

Athol Hague is an orderly in the hospital at Heliopolis, he has grown a lot and looks in the pink of condition. We get well looked after in the provision line and are supplied with bacon, cheese, condensed milk, dried figs etc, so there is nothing to complain about, and I never felt better, I will close now. Australia’s iconic classic rock band The Screaming Jets are back after an eight-year hiatus between albums, with their latest and greatest new release entitled Chrome. This seventh studio album has been a labour of love, with a mix of new songs that has a slightly new bent to their sound, to say the least, leaving the boys wildly excited with the finished product.

Gleeson rather enjoys the odd vinyl or two and recently dusted off his record player and got into a vintage collection he’s had stashed for years. I guess enthusiasts would be advised to keep an eye out for the vinyl version of Chrome because Gleeson told me there will be a run on.

The Screaming Jets will be touring and showcasing their new material, but keeping authentic to their rockin’ history by pulling out all their biggest hits along the way.

I chatted to Dave Gleeson recently and this is what the effervescent front man had to say.

“We are really excited to have the new album and realize it has been too long in between but nevertheless we are pumped. We actually played a bunch of the new songs during our tour in December last year, when Chrome was supposed to be released, and were delighted with the response. Paul Woseen wrote the bulk of the songs and Jimi Hocking and I wrote a couple as well. It was a great process working with Paulie, as he came in with about 25 acoustics. We listened to them all and then whittled it down to the songs we wanted to concentrate on, then built them up from there, which was a first, really. Paulie writes awesome rock songs, awesome in their arrangement, and he’s a great lyricist. I can’t wait to hear what people think of the album!”

Recently The Jets gigged with legendary guitarist/songwriter, Rockin’ Rob Riley at the Boom Boom Room in Adelaide. Riley is best

known for churning out remarkable songs for Rose Tattoo, Dallimore and The Party Boys.

Slash from Guns n Roses claims Riley is his favourite guitarist of all times.

Laughs Gleeson, “On the night I might have had a couple of sherbets before the show, but that’s because I was enjoying Rob’s gig. He’s a great guitar player and I just love his voice.”

I assured him most fans would realize that’s just “Dave being Dave.” Chuckling, he said, “There’s two kind of vibes for me. Obviously when we do our shows and go on tour, you can’t go on stage too loose, but when it comes to playing parties and stuff... well, I let loose and get into my songs.”

It certainly appears it is a formula fans enjoy because for the last few years, The Jets have

been doing one tour a year, keeping their loyal supporters in the loop and staying active in the industry.

However, with their latest album Chrome being officially launched during their forthcoming national tour in May, this may very well change.

“This is the first time we’ve released this sort of album in this brave new world of digital music. But keep in mind there’s still plenty of stuff we want to do in an old-school format, like recording a full album rather than recording a song here and there. We still want to connect with people from our past, and as a band continuing on, we want to connect and bring on board people hearing us for the first time as well. Chrome deals with everything

The Screaming Jets are your classic, loud rock band and in Gleeson’s words, “We are not old blokes simply going through the motions – classic rock is a genre. To me it’s two guitars, bass, great lead breaks, drums, great chorus, meaningful songs and everything from Aerosmith and AC/DC to The Angels.

Supporting us is a band called Massive, comprising a bunch of guys in their 20s who embrace the true classic rock band image and sound. They don’t sound old and jaded, rather new and fresh and are totally in the mode of classic rock. That’s what we are too, and proudly so.”

By Toe Punt KARINGAL almost doubled its score in the final 16 minutes of the match to draw against Seaford in Peninsula Division football on Saturday.

At the 12-and-a-half minute mark of the final quarter at Ballam Park, Tigersâ&#x20AC;&#x2122; star Aaron Walton kicked his second goal of the afternoon and put his side 30 points in front.

At that stage, it was the biggest margin of the day and a Karingal revival looked remote.

However, led by a dominating Grant Goodall in the ruck, Cal Dixon through the middle, Michael Burke in attack and Aaron Paxton and best on ground Duncan Proud in defence, the Bulls unleashed the shackles and attacked the top of the square.

The Bulls booted 4.8 in a frantic final 16 minutes before the siren sounded with the scoreboard reading 9.17 (71) to 10.11 (71).

Seaford completely stopped running at the ten minute mark of the last quarter. Had it not been for the experience of Dean Williamson and Kyle Matthews in the tense final minutes, Seaford probably would have been overrun completely.

Mt Eliza trailed Chelsea by four points at half time on Saturday before booting eight goals to one in the third to blow the game apart.

The final score was 14.8 (92) to 6.16 (52).

Nick Strickland booted four for the winners while a further eight players contributed on the scoreboard. Anthony Cleary was outstanding.

Interleague squads announced INTERLEAGUE

By Toe Punt TWO MPNFL squads have been selected for Victorian Football Championships later this month.

The main squad will tackle Northern Football League on Saturday, May 21 at Ryeâ&#x20AC;&#x2122;s RJ Rowley Reserve, while a Young Guns squad will play Yarra Ranges, previously named the Yarra Valley Mountain District Football Netball League.

Peninsula region AFL South East League Manager Shaun Connell said this will be a fantastic opportunity for many people in our region to represent the MPFNL. â&#x20AC;&#x153;Whilst in regular season games there are two different leagues it now feels that the Mornington Peninsula community is represented as one,â&#x20AC;?

Blues sit on the top of the table NEPEAN LEAGUE

By Toe Punt HASTINGS remains unbeaten and on top of the Nepean Division ladder after a fighting victory against Devon Meadows on Saturday.

The Blues let a large lead slip in the third quarter and the opposition drew level at one stage, before the Blues settled with a couple of goals and went on to win 17.12 (114) to 14.11 (95).

The enigmatic Colin McVeigh had a quiet start to the afternoon but a masterstroke from runner Peter Mereszko saw the Blues star shifted to full forward in the third. The result was two third and two final quarter goals to McVeigh.

The move also involved Luke Hewitt going higher up the ground. He took a number of telling marks when it mattered across half back to help seal the win.

Young Ben King was a solid contributor in the ruck for the Blues in the absence of Josh Mulheron, who will be missing for up to eight weeks with a fractured cheekbone.

The Blues also went into the match without star forward Luke Clark, who hurt his AC-joint (shoulder) in the clash against Frankston Bombers on ANZAC Day. Shaun Foster is a gem and he was at his finest on Saturday with three goals, while Nick Gray and Pete Mawson won plenty of the footy through the middle of the ground.

Paul Rogasch booted four goals playing as a key forward.

Devon Meadows is making steady progress in 2016. After being almost eight goals down at half time, the old Devon Meadows would have thrown in the towel.

However, the Panthers booted eight goals in the third term and drew level. They also went toe-to-toe with the Blues in the final quarter.

Patrick Harmes is a star of the competition and is incredibly underrated, while Jack Hazendonk and Jayden Sullivan were tireless.

Where to for Crib Point?

The Magpies recruited extremely well in the pre-season and there was enormous optimism for the year ahead.

Four rounds later, the club is on its knees after a humiliating 98 point loss to Sorrento.

This time last year, with an inferior list to what ran out on the weekend, the Magpies overran the Sharks in a massive upset.

The Magpies play like individuals, and on Saturday, the cracks began to open wider.

Arguing on the field and between leaders saw the Pies boot just one goal in the opening half.

The Pies managed to boot six last quarter goals to add some respectability.

Crib Point coach Taylor Stratton was named in the best players but from all reports was “hardly sighted”.

Paul Smith was the standout with three goals while James Cook rarely doesn’t give his all.

Take no credit away from the Sharks though – their stars were at their best.

Nick Corp booted five majors and Scott Lockwood four while Luke Tapscott and Tyrren Head dominated.

It would be very interesting to be a fly on the wall at Crib Point over the next couple of weeks.

What a match it will be this weekend when the Pies play Tyabb.
