GENERAL RULES AND REGULATIONS PROGRAM
The Mower County Fair Bo ard is proud to present the Mower County Fair attractions and exhibits. Full details will be announced in the press of this area, on radio and television stations and on the website www.mowercountyfair.com. Full information will be sent to individuals upon request. General announcements of the program will be found throughout this document.
➢ GATES
The Fair will be in operation Tuesday - Saturday 7:30 a.m. to 10:00 p.m. Sunday from 7:30 a.m. to 5:30 p.m.
➢ GENERAL NOTICE
The management will appreciate immediate reports by patrons experiencing any mistreatment or extortion at the hands of any employee or concessionaire at the fair. Please report any irregularity to the Board immediately. No liquor of any type will be allowed on the Grounds except for that which is purchased in the beer garden or grandstand or designated by the Fair Board. There will be no exceptions. Shirts and shoes are required. No animals will be allowed on the fairgrounds during the week of the fair exce pt those involved in exhibition. ATMs are available on grounds near the Grandstand and by the fair office. Because many fairgoers have cell phones, there is no public telephone on the fairgrounds. For emergencies contact the security office. No duplication of tickets or passes will be allowed.
➢ POLICING AND LIABILITY
Every precaution for safety of visitors and exhibits will be taken, but the Board assumes no liability for personal injury or for loss or damage of any property of the concessionaires, exhibitors or fair patrons due to theft, fire, tornado, flash floods, w eather conditions or any other cause. The Fair Board will provide proper policing for night and day but will not be responsible for any loss or damage to articles and animals.
➢ LOST AND FOUND
Is located in the security office on the fairgrounds.
➢ CONCESSION POSTINGS
All concessions shall post in a conspicuous place in front of the entrance to their place of business a sign giving prices to be charged for meals, drinks, lunches or other articles offered for sale.
➢ SOLICITING
There will be no permission given for the solicitation of subscriptions on the grounds. NO PERSON, PARTIES OR ORGANIZATIONS SHALL DISTRIBUTE ANY KIND OF LITERATURE OR SELL ANY ITEMS OTHER THAN FROM A PAID CONCESSION LOCATION. THEY SHALL REMAIN IN THIS LOCATION AT ALL TIMES.
➢ SUBLETTING SPACE
Space of any kind cannot be assigned, sublet, disposed of or transferred without the written consent of the commercial space superintendents.
➢ EXHIBIT/DISPLAY POLICY
No commercial booths or displays may be set up or operated by 4 -H and FFA exhibitors, other than in commercial exhibit areas on the fairgrounds where space has been rented from the Mower County Fair, unless prior approval is obtained from the Mower County Fair Board.
➢ EXHIBITS LEFT AFTER FAIR
Any person, corporation, or club owning any property left on the grounds two weeks after the closing of the fair without having approval of the fair board to leave the same shall forfeit the same to the fair board for removal with a charge. Arrangements agreeable to both parties where it applies will be made for disposing of equipment.
➢ CONCESSIONS AND PRIVILEGES
The Fair Board will use every precaution to guard against extortion in any form practiced upon any patron of the Fair. A violation of this rule by any concessionaire will cause cancellation of his/her contract, forfeiture of all money paid and expulsion fr om the grounds as the management may direct. The Fair Board authorizes the leasing of only such concession privileges as are required to supply the necessary desires of public or that may add to their comfort, convenience and pleasure. Under no circumstanc es will privileges of a demoralizing nature be tolerated upon the fairgrounds or in any of the buildings. No concession will be permitted to operate unless operated in a legitimate and businesslike manner. Standards of quality will be enforced. All cook houses, lunchrooms, refreshment booths and other stands must be substantial in structure, and their appearance must meet with the approval of the Fair Board. All such concession stands may sell only good wholesome food and pure honest merchandise at a reasonable price. Prices must be posted. All articles of food and drink must be kept under glass or screen. Any representative of the Mower County Fair Board shall always have access to premises. Each concessionaire must confine themselves to the space assigned. Failure to do so may subject them to cancellation of their contract without reimbursement. Booths and concessions must be manned during all hours the fair is in operation. All concession aires must stay during the duration of the fair. The operator of a loudspeaker shall control volume so as not to interfere with other concessions or become a nuisance to fair patrons

PARKING
Paid parking will be allowed in the parking lots on the grounds. The only vehicles allowed on streets will be service trucks during specific hours and emergency vehicles. THERE IS LIMITED HANDICAPPED PARKING SPACE AVAILABLE at the regular charge near the C reative Arts and Horticulture Buildings. Motorcycle parking is available in the fairground lots. Absolutely NO motorcycle parking will be allowed along the fairgrounds fence or boulevard. Two wheeled vehicles, bicycles, ATVs, golf carts, roller skates, ska teboards, long boards, roller blades or scooters WILL NOT be allowed on th e grounds from August 1 -21 other than those operated by fair personnel or approved by the fair board President.

OVERNIGHT LIVESTOCK PARKING INFORMATION
Purchasers will be allowed ONE overnight parking space, and it must be occupied by a unit suitable for clothes changing and showering/ bathing. Electrical service is available but not guaranteed. No pass will utilize more than one electrical connection. There are no water or sewer hook ups. The parking pass must list emergency contact information and must be displayed in the window of the unit. THERE WILL BE NO ADDITIONAL VEHICLES ALLOWED TO PARK IN OVERNIGHT PARKING. The fair board reserves the right to re voke passes without refund in case of violation of policies.

PROPERTIES ON FAIRGROUNDS
All properties on the fairgrounds of a permanent structure or attached to permanent buildings are the property of the County of Mower and under jurisdiction of the board of directors of the Mower County Agricultural Society. The rules and regulations of th e Society have the force of common law of the State of Minnesota as defined by Minnesota Statutes.

INTERPRETATION OF RULES
The management will not be responsible for typographical errors in this book, but should any occur, same will be interpreted by the Board of Directors. The Board of Directors reserves the final and absolute right to interpret these rules and regulations an d determine all matters, questions and differences in regard thereto or otherwise arising out of an incident at the fair.
➢ WEATHER
CLAUSE
If from stormy weather or other causes, the receipts will not pay for the premiums awarded, the premiums will be paid by an equal division of the receipts to the exhibitors, who have been awarded premiums, after paying the expenses of the fair . All grandstand tickets non-refundable.

EXHIBITION OF LIVESTOCK IN MINNESOTA 2026 REQUIREMENTS

GENERAL REQUIREMENTS:
All animals must be examined by the official veterinarian on the day they are admitted to the exhibition and at least once daily during the exhibition. All out - of-state animals must meet Minnesota importation requirements. No animal may enter or be at a pu blic exhibition that shows clinical signs of any infectious, contagious or communicable disease . Always check with exhibition management for additional requirements.

ANIMAL CARE AND WELL-BEING
It is the policy of the Mower County Fair to see that all livestock is managed in a humane manner, which ensures the animals’ comfort and protection. This policy of humane handling is directed at, but not limited to those who transport, exhibit, manage and view the animals. If this policy is not complied with, these persons responsible will be removed from the grounds.
LIVESTOCK ENTRIES AND ENTRY FEE
All Entries must be pre-registered by August 3rd unless otherwise noted. Please register online at http://MowerCountyFair.fairentry.com Checks are to be made payable to Mower County Fair. The last to enter will be the first to be canceled if there is not sufficient room
BEDDING FOR LIVESTOCK
It is the responsibility of the exhibitor; bedding will not be provided for open shows.
CHORES
All animals need to be clean and stalls and pens ready for public inspection by 9 a.m. daily. Exhibitors who use the tie outs are responsible for cleaning and maintaining the tie out areas. Cattle will be allowed in tie outs from 9:00pm – 9:00 am only. Grooming stalls will be placed in designated areas.
FANS
There will be NO fans placed in any of the cattle aisles. The use of butt fans are prohibited. Fans hanging from blocking chutes are also prohibited. Only hanging overhead fans in the stalls will be allowed in any of the cattle barns. Exhibitors are asked to approach the use of fans in a reasonable fashion. Due to limited available space, Mower County Fair reserves the right to limit exhibitors on the number of electrical equipment if fan use is excessive and infringes on the rights of other exhibitors.
PREMIUM AWARDS
Exhibitors will be awarded their premium awards on Sunday, Au gust 16h at the designated release time. Exhibitors may get checks from Superintendents of respective departments. ALL PREMIUM CHECKS WILL BE VOID IF NOT CASHED WITHIN 60 DAYS. No premiums will be paid for any display or exhibit in any department taken out before the regularly scheduled release time. The premium awards at the Mower County Fair shall be confined to offerings in the premium list which have the approval of the Minnesota Department of Agriculture.
CLASSES SHOWN AND AWARDS
All parties entering animals or articles must be sure that they are entered in the proper class. Exhibitors will be limited to the showing of two entries in single livestock classes and one entry in group classes unless otherwise noted . When there are fewer entries in the class than the number of premiums offered, the judge may award prizes of such grade as the animal deserves. An animal owned in partnership may be entered into one partner’s name in all classes to which it is eligible but must be shown under one ownership throughout the classifications of the Fair. All entries shown in the open class livestock departments must be registered unless class otherwise states. All Division and Classes are subject to change after printing the fair book. COMPETITION
An article entered for competition in one division may not compete in another.
PROTESTS
Protests must be made in writing, accompanied by a fee of $ 100 and filed with the Secretary before the closing of the fair. All appeals and protests will be settled by the Fair Board at a future meeting when all parties involved will be notified to appear.
IAFE (INTERNATIONAL ASSOCIATION OF FAIRS AND EXPOSITIONS)
CODE OF SHOW RING ETHICS
Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show. In addition to the “IAFE Code of Show Ring Ethics,” fairs and livestock shows may have rules and regulations which they impose on the local, county, state, provincial and national levels. All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted by the respective fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada.
The following is a list of guidelines for all exhibitors and all livestock in competitive events:
1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership, and age of all animals entered. Misrepresentation of ownership, age, or any facts relating thereto is prohibited.
2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials
3. Junior exhibitors are expected to care and groom their animals while at fairs or livestock shows.
4. Animals shall be presented to show events where they will enter the food chain free of violative drug residues. The act of entering an animal in a livestock show is the giving of, consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state and provincial statutes, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the animal’s performance or appearance at the event.
If the laboratory report on the analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie
evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood, or other substance tested by the laboratory, to which it is sent, is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise. At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed veterinarian.
5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal’s performance or alter its natural contour, confirmation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited.
6. The use of showing and/or handling practices or devices such as striking animals to cause swelling, using electrical contrivance, or other similar practices are not acceptable and are prohibited.
7. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them.
8. No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such individual to disciplinary action.
9. The application of this code of ethics provides for absolute responsibility for an animal’s condition by an owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this code of ethics.
10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to have disciplinary action taken by the fair or livestock show for violation of this Code of Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the fair or livestock show may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expos and any special notices to members.
11. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or absolutely responsible person that he or she has read the IAFE Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code. It is further a consent that any action which contravenes these rules and is also in violation of federal, state, or provincial statutes, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions.
The Mower County Fair uses the FairEntry online fair management system for Open and FFA Shows. The following information provides directions for entering both static and livestock exhibits for the 2026 Mower County Fair.

NEXT STEPS TO REGISTER FOR YOUR FAIR
1. Register (create) an exhibitor. If you already are registered use that account, or if you have a 4-H Fair Entry account on-line you will still need to create a new account but can use the same email and password as you do in 4-H.
2. Add entries to that exhibitor.
3. Repeat for additional exhibitors and/or entries.
4. Register all entries for each exhibitor in the family before proceeding to the payment section.
5. Resolve any registration issues (look for the blue notices).
6. When done with exhibitors and entries, click “Continue to Payment” and submit the “Invoice” even if there are no fees. (If there are no fees or payments needed this step is still required to complete your registration .) Make sure you click the “Submit” button when completed. Entries are not final until they have been submitted.
7. Check your email for a confirmation email for a list of your entries and any related fees
8. You will receive a second email when your entries have been approved by the fair. If you would like help setting up an account or help with registration you can come to the fair office starting June 2 Monday through Friday between the hours of 9 am to 5 pm. We will also have evening dates set up with times to be determined at a later date. Register all entries for each exhibitor in the family before proceeding to the payment section.
LOGGING BACK IN ANOTHER TIME
When logging back in, you will find your family profile in either of these “situations”:
*Invoice un-submitted – You can continue adding or completing entries on that invoice.
*Invoice submitted and approved – You can add entries by starting a new invoice.

1. ALL PARTICIPANTS NEED TO BE BQA CERTIFIED. CERTIFICATE NEEDS TO BE ON FILE IN THE OFFICE OR YOU WILL NOT BE ABLE TO SHOW.
2. Limit of 100 entries for steers, 50 for heifers and 60 for dairy steers.
3. Weight limit 1650# for all Divisions. The packer has the authority to send back to you (at your expense) any cattle exceeding the weight limit. The carcass should not exceed 1050#.
4. Water and bedding will be provided.
5. Ownership of animals will remain the property of the exhibitor until delivered to the plant.
6. Any animal disqualified from the live show will not be eligible for the carcass contest.
CARCASS CONTEST based on estimated carcass desirability.

2. U.S. Graders will grade the animals and forward these grades to the Mower County Fair together with the carcass weight, fat thickness, rib -eye and an estimate of kidney, pelvic and heart fat. Carcasses will be placed based on grid information and data.
3. PRICE; The dressed beef market of the plant will serve as a basis for pricing all entries. The week prior of Fair Week, will be used.
SPECIAL AWARDS: The Mower County Cattleman’s Association will provide the following awards:
01. A Trophy and $25 cash award to the highest placing steer, heifer and dairy steer entered by a Mower County Cattle Association Member in live and carcass contest.
02. A trophy to the owner of the Champion and Reserve Champion steer, heifer and dairy steer in the live and Carcass division.

The Mower County Fair, being members of the American Rabbit Breeders Association take pleasure in announcing the 66th Annual Rabbit show, ARBA Sanctioned, held in conjunction with the Mower County Fair. This show will be governed by ARBA rules. All awards will be awarded strictly in accordance with the American Standard of Perfection.

1. All exhibitors must feed their own rabbits and if they are not able to be there to feed them, they should talk to the superintendent to make arrangements.

General Rules: PLEASE READ - REVISED
• Items must have been made or finished within the past 12 months and must be the work of the exhibitor and never exhibited at the Mower County Fair before.
• Only one entry per Class is accepted unless otherwise noted. Duplicate entries under Class “any other” will not be accepted unless items are fundamentally different. Superintendents will make decisions when two similar items are brought in for entry by a single exhibitor.
• Superintendent will attempt to ensure items are entered in correct Divisions and Classes. If you are unsure where to enter your items, please ask.
• Judge’s decisions are final and based on their opinion of each individual entry’s worthiness. Judges are not required to award Grand and Reserve Champion ribbons.
• All possible care will be taken to prevent damage or losses, but in no case will the Fair management be responsible for injury or loss.

All seeds shall be those specimens grown and propagated in Minnesota. Seeds may be from crops; vegetable and flower plants; trees and grasses. All seeds used shall be in their natural color. Seeds can be in various forms such as whole. ground, rolled or cracked. If the seed display is either ground, cracked or rolled it cannot exceed 20% of the area of the artist’s work. A detailed list can be found in the MN State Fair Competitions Ag -Hort-Bee, Division 101 -Crop Art. Suitable backgrounds should be flat and able to support the glued seeds or crop materials without sagging or buckling. Some options include plywood, canvas board, heavy mat board, paneling, burlap, linen and suitable other fabric. Size shall be no larger than 12” X 14”. Entry must be prepared for hanging or framed if possible.
ENTRY MUST include a Legend Card. No larger than 4" x 6 ” to list the name of all items used and to glue on the legible legend card a few specimens of the seeds used. Place the legend card in a plastic bag and tape it to the back of the exhibit. Failure to provide a Legend Card will result in a disqualification.

Mower County Fair Livestock Load Out Procedure
The purpose of this process is to ensure a smooth, efficient and safe load out process for everyone. Please be patient and the Mower County Fair Board and Mower County Posse will be assisting you with the load out process.
Reminder: All stalled, penned or caged animals are required to be displayed for the public until Sunday of the fair at 4PM unless noted differently in the species open class show release requirements in the fair book. Read the following tips to help make this a smooth load out.
• When you are exhibiting multiple species – if possible collect tack at one specie stalling area. That way you can load all tack and possibly animals at one location.
• If you have small, caged livestock like poultry and rabbits with no trailer – consider bringing a wagon to haul them to your car or pickup in parking lot.

o Tickets will be handed out by a fair board member at the 8 th street trailer parking lot at 4 p.m (#1 on map).
o Tickets are handed out in order of species room and parked location.
▪ We select trailers from north to south.

▪ If you need to go to multiple barns you must start with the furthest barn north. Barn order north to south is listed to the right.
