Learn how to ride a jet ski safely There’s no denying personal watercraft (i.e., jet skis) are an exhilarating ride and a fun way to spend an afternoon on a local lake or reservoir. Think of it as a snowmobile for the water.

With horsepower similar to large outboard boat engines and acceleration equivalent to motorcycles, jet skis are much more than mere toys. According to the BoatUS Foundation, these powerful machines are more hazardous to operate than other watercraft. Jet skis make up just 9 percent of all registered marine vessels in the United States but account for 26 percent of reported accidents.

Experience and proper education in jet ski operation are vital to reducing your risk of accidents. Besides adhering to laws on age and education requirements, a checklist of good safety practices can make for a fun and mishap-free day on the water.

Ensure you have the required Jet Ski equipment Jet skis are considered Class A vessels by the U.S. Coast Guard, meaning all rules and regulations for boats under 16 feet apply. So before you take your jet ski out for the first time, it must be outfitted with the required equipment for its class.

A Coast Guard-approved fire extinguisher needs to be secured onboard, as well as a functioning backfire flame arrestor and ventilation system. You’ll also need a signaling device, such as a whistle or

horn, and vessel registration with properly displayed decals.

No matter how good a swimmer you are, a flotation device such as a life vest is a must for all passengers as well as anyone being towed behind.

It’s also the law.

Whoever is operating the Jet Ski must wear a cord or lanyard around their wrist attached to the key in the ignition. This can help to prevent the engine staying on in case the driver falls off. The cord should also be removed when the Jet Ski is docked, to prevent any unauthorized use.

Take a safety course

Even if your home state doesn’t require a boating safety course, it’s still highly recommended you take one, especially if it offers instruction on the unique operating features of jet skis.

You may even qualify for a personal watercraft insurance discount when you complete an approved safety course.

After your boating safety course, first time operators should gain some practical experience in a secluded area away from busy waters; most accidents involve collisions with other watercraft. This allows you to become familiar with how your jet ski works and handles in a safe space.

ski riders should drive defensively. A passing boat might provide a wake that’s tempting to jump but it’s easy to lose control and have the jet ski land awkwardly or, worse, upside down. Because jet skis can take up to 300 feet to stop when driving at full speed, be alert to other jet skis, boats and swimmers.

You should never carry more passengers

than your jet ski allows. And while it’s tempting to place a little one in front, all passengers need to sit behind the driver.

Finally, don’t loan your jet ski to an unqualified driver. Accidents happen, but more so when the operator has no experience or education controlling such a high-powered vessel.

The City of Whitewater is looking at drawing down Cravath and Trippe lake to help with weed control.

Drawing down the lakes The City of Whitewater Parks & Recreation Department is looking at the possibility of drawing down Cravath and Trippe lakes and outlined plans for the three-year process during public meetings on July 12 and Aug. 6.

Here are some of the questions and answers that Parks & Rec Director Eric Boettcher distributed in a handout at the introductory meeting: Q. What is a lakes drawdown?

A: For Cravath and Trippe lakes, a drawdown would be performed by opening the dams and allowing the water level to slowly lower until it is down to a streambed.

A lake drawdown is one tool that can be used to manage aquatic weed problems.

Lake level drawdowns often start in the fall and continue through the winter when water recreation uses are at their lowest.

Most aquatic weeds are found near the shallow shoreline.

Q: Why would we do a lakes drawdown?

A: We are trying to freeze out and control invasive aquatic plants, including starry stonewort and Eurasian milfoil. We currently perform a weed harvest twice a season to reduce the amount of weeds in our lakes.

An extended drawdown has many other benefits to the lake, including sediment desiccation, which means the silty or mucky bottom can compress up to onethird of its depth when fully dried out. This would result in deeper water in our shallow shore areas. This, along with a dry dredging while the lake is drawn down, would allow for a deeper lake and a navigable channel for recreational use.

An extended drawdown also would allow other invasive species to be controlled, while some beneficial native plants that provide excellent fish and wildlife habitat are expected to rebound.

The extended drawdown would give the city and/or DNR an ideal chance to inspect the dam while it’s dry.

Q: When will the drawdown begin and how fast will it go down?

A: The drawdown would begin in fall 2019 and would be part of a three-year process ending in spring 2021. The lake would be drawn down slowly, allowing for fish and wildlife to move up and downstream. Dredging some of the lake area would take place in the winters of 2019/20 and 2020/21. The lake would then be allowed to refill in the spring of 2021.

Q: Are you concerned about how long it will take to fill back up?

A: If we get average rainfall in the spring, the lake should be back to normal levels by June 2021. If we get a lot of snow or early season rain it could be full even quicker.

Q: What will happen to the fish and other wildlife in the lake?

A: The drawdown must happen gradually so all fish and wildlife has enough time to locate to deeper water. The fish are expected to move with the water as the lake level goes down. It is possible that some fish may perish if they don’t move up or down stream quickly enough, but this is not expected to be significant.

After the drawdown process is complete, there will be a plan in place to restock to allow for a healthier fish population to return.

Q: Do you have a list of contractors that can do shoreline work?

A: The DNR does not generally recommend contractors.

Q: Can we remove trash from the exposed bed? Can we remove material such as broken glass?

A: If the removal of the material is by hand, the manual dredging exemption would apply if less than two cubic yards. If the removal were not by hand, it would fall under the conditions of a dredging permit.

Q: Will the starry stonewort be sent downstream during the drawdown?

A: The starry stonewort bulbils and stems are heavier than water and typically sink to the bottom, so it is unlikely that water currents will transport many downstream. This species also hasn’t been found near the outlet dam. It could be possible for some pieces to move downstream in the outflow, but the risk would be higher for species with floating fragments that are found close to the dam.

Boaters are the No. 1 way aquatic invasive species are moved between lakes.

Remember to inspect your boat and trailer, remove aquatic plants and animals from your equipment and drain your boat, live well and equipment before moving to a new lake, and put your catch on ice to help prevent the spread of aquatic invasive species.

Q: Will I be able to walk on the lake bottom?

A: The exposed lakebed should freeze over the winter, although there may be soft spots in areas where groundwater enters the lake.

The severity of freezing will depend on

the weather conditions this winter. Snow cover will insulate the exposed lake bottom and warm weather during the winter will allow water to run under the snow/ice layer. A cold and relatively dry winter will provide the best conditions for solid and deeper freezing.

The DNR will measure the exposed lake bottom surface this winter to determine the depth of sediment freezing.

Q: Will the boat launches be open this fall, winter, spring?

A: The boat launches will be open, but it likely will be difficult to get boats and trailers to the water’s edge after the drawdown this fall.

Boating is a lifestyle for many Boating is a way of life, a rich and storied tradition handed down from generation to generation, from parent to child. You probably have fond memories of sitting on your mother’s or father’s lap the first time you took the helm. It’s almost a given you captained your first solo voyage long before you could legally drive a car.

And like all great family traditions, odds are good that you’ll pass this one down to your children as well.

As a lifelong boater, you don’t wait for a holiday weekend and are not likely to visit the latest party cove. Boating is not a lifestyle but your life, a life rich with adventures, travels, accomplishments and abundant memories.

Keep your passion for boating alive by examining your wants, needs and budget, then narrow your list accordingly.

Just because your father had a cruiser or pontoon boat doesn’t mean that works for you. Explore the options available, and determine which best suits your lifestyle.

In between boats? Not sure a boat is a good fit for your current situation or budget? Explore the various ways you can stay active on the water, whether it’s through a boat club membership, shared ownership with a trusted family member, or even an inexpensive option like a dinghy, small sailboat or aluminum boat.

The vast pre-owned market is also a viable alternative, with many affordable choices.

If the tradition of boating is important to you, make the time for it. Designate the weekends or days you’ll commit to get out on the water as a family, and be open to the activities your kids enjoy. Teach them to waterski, find a secluded cove and cast your line, anchor out and snorkel an interesting underwater location, or just explore a coastline.

Getting your boating license is a rite of passage for young mariners. Contact your local law enforcement agency for a schedule of available boating classes and encourage your child to attend with a friend, or even a parent.

CONSIDER INVITING YOUR CHILDREN’S FRIENDS Consider inviting your children’s friends to spend the occasional day with your family on the boat. Your kids will probably be more enthusiastic to spend the day on the water and you’ll help create bonds – and memories – that will last long after you leave the water.

MAKE IT YOUR OWN Going from the family boat to a boat of your own may seem like a difficult leap, but there are many ways it can be done

affordably. Consider starting small and using that boat as a stepping-stone to a larger model when your financial position is stronger. Financing options are also available, with terms as long as 15 to 20 years.

SHARE YOUR SKILL At this point in your life you’re likely an expert, so share that expertise with your children. Teach them boating basics and safety first, then move on to subjects like fishing. You may even learn a few things from your kids, especially when it comes

to things like personal watercraft or wake surfing.

BONDING ON THE BOAT Involve your children in the complete process of boating. When they’re of age, teach them to back the trailer down the launch ramp. Encourage them to help you keep your boat looking new by following up a wash with an occasional coat of wax.

Accomplishing these tasks together will bond you as both family and fellow boaters.

Life jackets are for everyone 90 percent of drowning victims aren’t wearing a PFD A life jacket (or personal flotation device) is the single most important piece of equipment on your boat and the most important consideration should be size.

More than two-thirds of all boating fatalities are drowning incidents and 90 percent of drowning victims were not wearing a life jacket. So buy a life jacket that you will wear ... it could save your life.

In Wisconsin, there is no state law, so boaters must abide by federal regulation, which requires that all children younger than 13 wear a PFD, while on federal waterways in this state. To determine if the waterway where you boat is a federal waterway, contact your state boating agency. If a child is in a cabin or below deck a PFD is not required.

APPROVED PFD STYLES United States Coast Guard approved PFDs must fit properly and be in good condition.

There are several types of traditional foam flotation devices as well as new inflatable life jackets. Each is designed for different boating activities and water conditions and each has its own maximum buoyancy, performance level, and limitations. Choose a life jacket based on boating activities and conditions. Life jackets must be U.S. Coast Guard-approved in order to meet carriage requirements.

REQUIREMENTS FOR LIFE JACKETS There must be a properly fitting life jacket for each and every person aboard a recreational vessel. Life jackets must be Coast Guard-approved, in serviceable condition and the appropriate size for the intended user.

On a vessel underway, children under 13 must wear an appropriate Coast Guardapproved PFD, unless they are below decks or in an enclosed cabin. Within the geographic boundaries of any state that has established a child PFD wear requirement, that state’s requirement will be adopted. Each state may have additional wear requirements, such as for water skiing, personal watercraft operation, white water boating activities and during certain cool-

Q: Can I remove the plants from the bottom of the lake in front of my house?

A: Removal of living plants is only allowed in a single, 30-foot wide path adjacent to a landowner’s property, and only if the area is not located in a sensitive area as determined by the DNR, and the removal doesn’t interfere with the rights of other riparian property owners.

Q: What plants or algae will die during the freeze and which will come back next spring/summer?

A: Aquatic plants that reproduce mainly by seed are known to be most successful following drawdown.

Musk grasses (Chara), naiads and thin-leaf pondweed species have been the most successful after other lake drawdowns. Plants that reproduce mainly by rhizomes and vegetative reproductive structures (winter buds, turions, bulbils) such as milfoil, coontail and certain pondweed species are expected to decrease following drawdown.

It is expected that emergent plants (cattail and bulrush) will recolonize shallow water areas to some extent the year after the drawdown. These plants have evolved to adapt with changing water levels and may benefit from the extended drawdown.

Q: This year there was all this green stuff floating on the water over the past few weeks, what is NEWSPAPER REPRODUCTION NOTE: that and will it go away next year?

Spirogyra is a native, green alga that grows on the lake bottom in early summer. Air bubbles get caught in the algae and they eventually float to the water surface and decompose.

Aquatic plants cause some shading of the lake bottom and prevent the growth of this type of algae to some degree. Excessive removal of aquatic plants means that there likely will be more spirogyra. The amount of aquatic plants that return after the

drawdown likely will dictate the amount of filamentous algae floating in the lake.

Q: I’m losing two seasons of my lake use. Will this really work?

A: There are numerous examples in Wisconsin and elsewhere that show that Eurasian water milfoil can be substantially reduced for multiple years following an overwinter drawdown if the exposed lake bottom freezes.

Preliminary laboratory testing with starry stonewort has shown that freezing, even for short periods of time, will kill the star-shaped bulbils that allow for plant regrowth.

In addition, the exposure of lake bottom sediments to dry and freezing conditions can cause the organic sediment in the exposed lakebed to compact and oxidize, increasing the water depth following the drawdown.

This oxidation can lead to increased release of phosphorus from exposed sediments initially after the lake is refilled, but less phosphorus release after the initial flush from refill.

The extent of control of EWM and SSW and compaction of lake sediments will depend on the severity of the two winters and the amount of drawdown that is possible.

Colder and dryer fall and winter weather will create conditions for better control of these invasive plants and organic sediments.

Cracking sediment on the exposed lakebed is a sign that the lake bottom has dried enough to allow compaction of organic sediments and plant seed germination. The exposed sediments will be checked in winter to determine the depth of frost and freezing conditions.
