Effective dates

All hunting licenses are effective immediately after purchase and with the opening of the specific seasons. Gun and archery deer licenses may be purchased before and during any open deer season.

All 2019 deer hunting licenses expire on March 31, 2020.

Hunter education requirements

Persons born on or after Jan. 1, 1973, must present their Wisconsin Hunter Education certificate or proof of a hunter safety course recognized by the Wisconsin Department of Natural Resources from another state, province or country), previous year’s Wisconsin hunting license, or proof of successful completion of basic training in the U.S. Armed Forces, Reserves or National Guard to purchase any hunting license.

A certificate of successful completion of a Bow Hunter Education Course can be used to purchase an archery license.

On the hunt DNR predicts bountiful deer season

According to the Wisconsin Department of Natural Resources’ Deer Fall Forecast, the 2019 Wisconsin deer hunting seasons are shaping up to be excellent.

With an estimated 1.8 million deer on the landscape statewide, more and longer hunting opportunities than ever and an abundance of antlerless harvest opportunities, this should be a great year.

Despite some areas of deep snow and cold temperatures across northern reaches of the state, Wisconsin’s winter didn’t really settle in until late January in 2019.

While some winter losses are experienced every year, they were not known to be significant, making the fall outlook simply excellent. The rest of the state saw a relatively mild winter overall despite short periods of snow and cold, and the effects did not have significant impacts on the herd.

For the first time in 10 years, no deer management unit will be restricted to buck-only deer seasons, and even the far northern counties have at least some limited antlerless hunting opportunities.

County Deer Advisory Councils, in the Farmland Zones especially, are struggling to bring deer populations down to socially and biologically acceptable levels. Many counties have made multiple antlerless harvest authorizations available, including them with each deer hunting license. Hunters are encouraged to use at least one antlerless harvest authorization this fall, especially in units that offer 3-6 authorizations.

The Wisconsin Department of Natural Resources recommends hunters follow these four basic principles of firearm safety – known as TABK: Treat every firearm as if it is loaded; Always point the muzzle in a safe direction; Be certain of your target and what is beyond it; and Keep your finger outside the trigger guard until ready to shoot.

For tree stand users, here are some easy tips to follow: • Always use a full-body harness; • Always unload your firearm while climbing into or out of the stand; and • Maintain three points of contact during the ascent or descent – two hands and one foot, or two feet and one hand.

Each deer drive should be planned in advance with safety as the top priority, King said.

“Everyone involved in the drive should know and understand the plan.”

If you plan to participate in a deer drive: • Review the four firearm safety principles; • Reconfirm you have positively identified your target; • Reconfirm you have a safe backstop for your bullet; and Review and stick to your hunting plan. Make sure all in the hunting party honor it.

Deer hunting season is underway in Wisconsin, with the archery and crossbow season opening in the middle of September. The Department of Natural Resources reminds hunters who harvest deer to have adult deer tested for chronic wasting disease.

This year, CWD surveillance will occur throughout 18 counties in northern Wisconsin as part of a multi-year rotation across the state. Enhanced surveillance efforts will also occur around wild and captive positive detections and in counties with low sampling numbers in recent years.

In addition, surveillance will continue in the Southern Farmland Zone and in select locations in CWDaffected counties in the central, northeast, and west-central part of the state.

This includes counties that have had a wild deer CWD positive detection (Adams, Juneau, Portage, Eau Claire, Lincoln, Oneida and Marquette counties) as well as in the wild deer herd surrounding CWD positive captive deer facilities (Marathon, Eau Claire, Oneida, Shawano, Waupaca, Marinette and Oconto counties). Hunter service testing, free of charge, will continue to be provided for adult deer harvested statewide.

Sampling locations As in previous years, CWD sampling will be offered at various locations throughout the state. Options for CWD sampling include both in-person service as well as self-service options.

Self-service kiosks are a convenient way for hunters to have their deer tested for CWD, and feedback shows that hunters appreciate this option. Kiosks provide a 24/7 drop-off option for hunters to help enhance sampling numbers,

bans in counties throughout the state.

Hunters and landowners should check the DNR baiting and feeding webpage frequently for updates, as new baiting and feeding bans may be enacted in 2019 with new wild or captive CWD positive detections. None of the counties currently identified statewide will be removed from the baiting and feeding ban in 2019.

The DNR recommends a few simple practices to help prevent the spread of CWD. Ways to help include proper carcass transportation, handling and disposal as well as reporting sick deer, following baiting and feeding information and the cleaning and decontamination of equipment. Another way hunters can help is by following urine-based scent recommendations.

Test results To view CWD results for a harvested deer, visit dnr.wi.gov, search keywords “CWD results.” Hunters will need to enter a customer ID or CWD sample barcode number to view test results. The average turnaround time from when the deer is brought to a sampling station to when the results are available is typically two weeks.

If test results come back positive for CWD, hunters should follow advice from the Centers for Disease Control, Wisconsin’s Department of Health Services and the World Health Organization not to consume venison from that deer.

Hunters are reminded that CWD surveillance efforts focus on testing adult deer, since older deer are more likely to test positive for the disease. For their convenience, the DNR recommends hunters contact staffed sampling stations in advance to verify hours of operation.

Hunt Wild mobile app is loaded up with new features for the fall season The Wisconsin Department of Natural Resource’s Hunt Wild mobile app is back for the 2019 season with new features to improve your time afield with everything Wisconsin hunters need in the field.

The app shows property boundaries and shooting hours and new this year, hunters can find chronic wasting disease sampling stations and deer carcass disposal locations.

Users can find new public lands to explore, brush up on the regulations or listen to podcasts all with Hunt Wild Wisconsin. With mobile mapping, up to the minute shooting hours and more, hunters have all the tools to focus on what’s important - enjoying your time in the outdoors.

“After we rolled out the Hunt Wild Wisconsin app for 2018, we were thrilled to receive positive reviews from hunters using the app in the field. We also listened to feedback, and we’ve incorporated new features for the 2019 season based on hunter responses,” said Tami Ryan, acting

Hunters can help monitor deer and other wildlife from their phone or desktop with the DNR’s easy-to-use Deer Hunter Wildlife Survey.

The Wisconsin Department of Natural Resources kicked off its 11th annual Deer Hunter Wildlife Survey with the start of the hunting season, Sept. 14.

The easy-to-use survey is a way for hunters to record their observations of deer and other wildlife while out hunting.

Survey results help track abundance trends for Wisconsin’s deer herd and other wildlife.

The DNR asks archery and gun hunters to record all their hunting activity throughout the deer season, even if no wildlife were seen during a hunt. The observations provide the DNR with an index to abundance for many wildlife species.

Hunters can enter observations by desktop, mail or smartphone. For more information about entering Deer Hunter Wildlife Survey observations go to the DNR website, dnr.wi.gov, and keyword search “Deer Hunter Wildlife.”

At the end of the survey, participants can receive a personalized summary of all recorded wildlife from that season. The survey period ends January 2020.

The amount of time people spend outdoors has dramatically decreased, as the Environmental Protection Agency now reports the average American spends 87 percent of his or her time in a residence, school building or workplace.

Being outside is linked to better moods, more physical activity and less exposure to contaminants (concentrations of some pollutants are often two to five times higher indoors). Also, people who spend time outside may not come into contact with surface germs or develop various illnesses spread as often as those who spend a lot of time indoors.

Cold weather can make the desire to be outside less appealing, but it is important for one’s mental and physical well-being to get outside. The following activities might coax people outside for some crisp air.

Be aware of the changes in migratory bird season regulations

In 2019, migratory game bird hunters will find several important changes to the migratory bird season regulations. Among those changes is the increase in the length of the early teal season, an increase in the black duck bag limit to two and a statewide opening of the regular duck season.

With these and several other changes I encourage each migratory bird hunter to take the time and review the regulations. These changes were based on sound science and input collected from you, the Wisconsin migratory bird hunter. In 2019, we expanded our public input process and it resulted in nearly 10 times more input and comments then we have received in the past. I want to sincerely thank all of you that took

the time to ensure your voice and thoughts were heard.

We have made some excellent additions to our webpage and we recommend that you take advantage of several of the resources available as you think ahead to opening day: • dnr.wi.gov/topic/hunt/waterfowl. html; and • www.ducks.org/hunting/ waterfowlgallery.aspx.

I also encourage every migratory bird hunter to get out and scout prior to your hunting season. Based on hunter surveys, a hunter that scouts three or more times a year harvests three times as many birds as those that do not scout.

I look forward to the fall and duck hunting season more than any time of year. Since becoming Wisconsin’s Migratory Game Bird Ecologist, I have gained an even

greater appreciation for how much the waterfowl season means to hunters.

The annual process of setting the waterfowl seasons is a result of direct involvement and input by passionate waterfowl hunters from every corner of the state. Wisconsin has more than 5 million acres of wetlands, 15,000 lakes, the Mississippi River, Lake Superior, Lake Michigan and the largest freshwater cattail marsh in the country at Horicon Marsh.

Because of the varying hunting opportunities, hunters have a wide range of preferences and the season structure is a compromise among those preferences.

Here is to hoping you all have a short summer and a great waterfowl season, I hope to see you out there.

SIGNS YOU MIGHT BE OVERTRAINING actually contribute to a reduction in overall fitness and increase a person’s risk for injury.

People dealing with OTS may not recognize its symptoms as readily as they would a full stomach. As a result, it can be easier to overtrain than overeat. For instance, people focused on living healthy often know when to call it quits at the dinner table, but might not know when to end a workout.

Overtraining can be just as harmful as overeating, and athletes can help themselves by learning to recognize various signs of overtraining.

DECREASED PERFORMANCE ACE notes that a lack of improved performance, despite an increase in training intensity or volume, is a telltale sign of OTS. INSOMNIA OR RESTLESS SLEEP The overproduction of stress hormones that can occur when overtraining can adversely affect a person’s ability to get adequate sleep.

The well-known workout motto “no pain, no gain” implies that rewards await those who push through their pain during a workout. However, ignoring signals that the body is being overtrained can have a detrimental effect on both short- and longterm health.

According to the American Council on Exercise, there is a tipping point in regard to how much exercise the body can take.

ACE notes that, when people pass that point, the exercise they engage in can actually do more harm than good.
