Practice safe boating at all times required by federal and state organizations. Boaters also may be able to conduct virtual vessel exams. This means boat owners can perform a self-inspection of the boats based on digital prompts. People who reside in Canada can contact the Office of Boating Safety to confirm whether vessel checks are required and how to get one. Licensure and registration of boats are part of responsible boat ownership both in the U.S. and Canada. Along with boating inspections and water rules, some other ways to stay safe involve educating oneself of the larger dangers on the water. These generally involve risky boater behavior, such as failing to wear a life jacket or having an inadequate number of life jackets for passengers. Alcohol use while boating also can be problematic. Being under the influence can

adversely affect boaters’ reaction times and decision-making abilities. According to the 2018 U.S. Coast Guard Recreational Boating Statistics Report, alcohol continued to be the leading known contributing factor in fatal boating accidents in 2018, accounting for 100 deaths (19 percent) of total fatalities. Curbing alcohol use while boating can help avoid accidents and deaths. Excessive speeds also can derail nice days on the water. The Texas Parks and Wildlife Department says that, although there are no numerical speed limits on the water, excessive speed can cause accidents in crowded areas. Speeding makes it difficult to react to obstacles, including underwater wildlife, and bring the boat to a stop within a safe distance of others.

Boating is a recreational activity enjoyed by thousands of people. Spring and summer are prime times of year for boating, though people who live in temperate climates may be able to enjoy boating all year long. Everyone who takes to the water, novices and experienced boaters included, should be familiar with boating safety guidelines. In fact, it is a good idea to take a boating safety course prior to boating for the first time or as a refresher if it has been a while since reviewing the rules of the water. Boating safety goes beyond learning basic operation and navigation. Safety guidelines also involve getting a vessel safety check. The U.S. Coast Guard Auxiliary offers complimentary boating examinations. They can verify the presence and condition of safety equipment

Protecting the waterways Agency works to preserve the Fox River and Chain O’ Lakes

By Sandra Landen Machaj CORRESPONDENT

As the Fox River winds its way from the Wisconsin border into Northern Illinois, it meanders through 15 lakes and channels that make up the Chain O’ Lakes. Because of the length of flow through the Chain, the area attracts more boats than any other inland water area in the United States during the summer months. “Before the financial crash of 2008, we attracted about 28,000 boats to the area each season,” Fox Waterway Agency Executive Director Joe Keller said. “Since the crash, our numbers have diminished to approximately 22,000. With added financial pressures on Illinois residents, and boats being a luxury item, some residents and visitors have given up their boats as they could no longer afford the cost of the watercraft, insurance, or the fuel required to run them.” With so much boat travel through the lakes and the Fox River it

became apparent that keeping the waterways open and navigable was vital

The agency’s new facility is open Monday through Friday from 9 a.m. to 4 p.m; Joe Keller, executive director of the Fox Waterway Agency displays the map of the watershed plan. to the area. To do so the Fox Waterway Agency was created by the State of Illinois in 1984. The agency has a very straight forward purpose, which is “to improve and maintain the Fox River and Chain O’ Lakes public waterway for recreational use, to restore environmental quality, manage flooding, promote tourism, and enhance the quality of life along the waterway for residents and tourists alike.” With that purpose in mind, it has become the job of the Fox Waterway Agency to keep the body of water healthy not only for today’s residents but for future generations. One of the primary means of doing so is by dredging and recycling soil that finds its way into the waters of the area. “The rich farm topsoil from farms in Wisconsin enter the waterway through the Fox River into Grass Lake then pours into our other lakes. Because this soil is so rich in nutrients, it encourages the growth of plant life and clogs the lakes and river impeding navigation, as it moves throughout the chain if not removed,” Keller said. For years the material dredged from the lakes and river was collected on barges, taken to the lakeshore where it was then transferred to trucks and driven to an area where it could be unloaded and worked into the existing soil. “A more environmentally friendly way to remove the dredged material is to own land on the shore where the material can be unloaded directly and skip the step of having to transfer it by truck. Hauling by truck increases costs and releases more chemicals and CO2 into the

Accessing the waterway

Working together

A variety of other programs are overseen by the Agency including management of the homeowner buoy program and the waterfowl blind program. Other responsibilities include the waterway restrictions permit program and the waterway cleanup program. Monitoring and protecting the Fox River and the Chain O’ Lakes is a full-time job that requires not only the work of the Fox Waterway Agency, but other government agencies. To insure the health and safety of the waterway for residents along the waterway and for visitors, the Lake and McHenry County Sheriff Departments, Illinois Department of

Natural Resources, Illinois Environmental Protection Agency, U.S. Environmental Protection Agency, U.S. Coast Guard, U.S. Army Corps of Engineers, Stratton Lock and Dam Commission which controls the management of the lock and dam located in McHenry, and the Chain O’ Lakes State Park, all work together with the Fox Waterway Agency. Each of these agencies has specific duties in managing the waterways but all work together to be certain the waterways are safe and clean for all using the waterways.

Flooding concerns

Controlling the water traffic on the chain and the Fox River means sometimes closing certain areas to navigation and the creation of no wake zones for boaters, something the boaters who are looking to enjoy waterskiing and other activities from their boats find disappointing. But when the water level is too high, it is a needed restriction. To avoid flooding of the banks of the river and lakes, the Fox Waterway Agency provides information to boaters about the areas of the waterway that are open and any areas of concern to those using the waterway. A new app that can be added to your smart phone has made notification of pertinent information to users instantaneously as it becomes available. See WATERWAYS, Page 8

Watercraft access on the Fox River from the Illinois/Wisconsin state line, through the Chain O’ Lakes to the Algonquin Spillway requires the purchase of both a State of Illinois tax sticker, which is issued by the Illinois Department of Natural Resources and the user fee sticker from the Fox Waterway Agency. gov for additional information on the state requirements or to register your boat on line. Cost of the Fox Waterway Agency sticker varies by the size and horsepower of the watercraft. They can be purchased as a one -year sticker or for occasional users, a temporary use sticker valid for 1-10 consecutive days. The yearly sticker is valid for the calendar year from Jan. 1 to Dec. 31. The stickers for this year are now on sale at the Fox Waterway Agency, 45 S. Pistakee Road, Fox Lake, and at some of the satellite offices located throughout the Chain. Visit www. foxwaterway.com to purchase them online or for information on satellite availability of stickers as some of the satellites do not open until later in the season.

environment,” Keller said. “At one time we owned 40 acres of land off the river, near Island Lake, but the land was transferred to another agency because the residents of this area objected to having the trucks with dredged materials traveling through the residential area as it was hauled to our acreage. “Transferring parcels of land between state agencies is a common practice but we would have preferred to keep the land in our agency and sell it to purchase another better located tract,” Keller continued. “With the help of then state Legislators Pam Althoff and Barb Wheeler a bill was introduced to the legislature to return the land to the Waterway. The bill was successfully passed and the land was returned which was then sold to purchase a more suitable site in an industrial area. This year we will continue to make the process more environmentally friendly.” The agency not only oversees the dredging, but works at a variety of other projects to preserve the waterways. Preserving the shoreline to prevent erosion is an important program. Attempts are made to restore shoreline land that provides nesting areas for birds and other waterfowl. Kristine Pearson, executive assistant, field support, and customer relations at the Fox Waterway Agency, has been passionate about the waterways projects especially about shoreline preservation. “One such program that was really successful was the Grass Island Wetland Restoration Project,” shared Pearson, a 16 year employee of the agency. Using geo-textile tubes filled with lake bottom sediment to create a perimeter berm, they form an enclosed area where it is possible to add dredged soil, which is then planted with native vegetation and becomes a permanent part of the island and a refuge for birds. The Fox Waterway Agency has a variety of other jobs in addition to dredging the water. “With a small budget of $2.5 million there is a lot to be accomplished,” Keller said. “Most of our income comes from boat sticker fees. It is only recently that we were able to make some inroads into receiving some State funding. It is our hope that the State will increase the funding in the future.”

Spring is here and it’s never too early to schedule your outdoor projects with

(Continued from page 7) A challenge for all those involved with water management the past several years has been the excessive rainfall in the area, causing higher lake levels and flooding to the properties in the area. “Mitigating flooding is now the new norm,” Keller said. “Projections from the National Weather Service predict that these rapid fluctuations in the weather have increased and are expected to continue. Unfortunately we don’t have the financial resources to mitigate all these needs.” One of the projects being worked on to aid in the abatement of flooding was the formation of a commission. It is in the early stages of forming a coalition to bring greater joint efforts and funding to address the needs. The coalition is pursuing the creation of a Watershed plan through 319 and 6048 grant funding. The goal is to improve water quality not only in the Chain, but in the areas surrounding the waterway. With flooding of the properties along the shore, toxic substances including fuels from vehicles using the area make their way into the water system. Stable shorelines improve the quality of the waterways with less runoff of contaminants making its way into the water. This leads to an improvement in the quality of the fish and wildfowl in the area, Keller said. “We will begin at the northernmost part of the chain at the Wisconsin border and include the heart of the chain and as successful will work its way down through the rest of the chain,” Keller explained. It is the hope that the weather will cooperate this year and not cause excessive flooding requiring no wake areas or closing of the river and lakes to watercraft and that local residents and visitors will continue to enjoy their days on the water this season and that the thousands of people who enjoy time on the water will fully enjoy the beauty of the lakes and river. The Fox Waterway Agency is at 45 S. Pistakee Lake Road, Fox Lake. Hours of operation are from 9 a.m. to 4 p.m. Monday through Friday. Boat sober or stay ashore are related to alcohol, but it’s also likely to be in the top five.

Alcohol dangers

Most people know that alcohol affects judgment, vision, balance, and coordination, which greatly increase the likelihood of accidents. The Coast Guard says that in alcoholrelated fatalities, more than half the victims capsized their boats or went overboard. But what you might not know is that a boater is even more likely to become impaired than a driver of a car. Stressors, such as exposure to noise, vibration, sun, glare, wind, and the motion of the water affect our skills when we drive a boat. Research shows that hours of exposure to these stressors produce a kind of a fatigue, or “boater’s hypnosis,” which slows reaction time almost as much as if you were legally drunk. Adding alcohol intensifies the effects, and each

Drunken driving in a boat is just as illegal - and can be even more hazardous - than drunken driving in a car. According to the latest U.S. Coast Guard statistics, alcohol use is the leading known contributing factor in fatal boating accidents.

MAY 2020

BoatUS has long warned of the dangers of drinking and boating, and the letter really got our attention after we realized it came from the Florida State Prison where the writer had been sentenced to several years. “Who would have thought going boating and having some drinks would have led to this?” he wrote. “We were on a boat, not in a car, no one had to drive, and there was almost no one else on the lake that night. But I will have this grief, sorrow, and profound regrets the rest of my life.” This tragic story, unfortunately, is too common. According to the latest U.S. Coast Guard statistics, alcohol use is the leading known contributing factor in fatal boating accidents. Where the primary cause was known, it was listed as the leading factor in 19% of deaths. And alcohol use ranks as one of the top five primary contributing factors in accidents. Because most minor accidents aren’t reported to the Coast Guard, it’s hard to say how many dock bruises, falls, and aggressive boating incidents

HOMES & DESIGN • LAKE LIVING

A few years ago, BoatUS received a surprising letter. The writer described a Memorial Day weekend getaway on a Florida lake with five friends. The group all went out on the boat, drank some beer, and had some snacks before visiting a bar that evening where they had some more drinks. When they left the bar, it was dark and they were all singing and laughing as the boat zoomed back across the lake. The next thing the letter writer remembered was waking up in a hospital, his jaw wired shut, having been unconscious for days. One of the friends from the boat visited him in the hospital that day and told him that, on the way back, they had struck an unlit dock. One of the passengers, she said, had broken his back, crippling him. Another had a serious brain injury. Sadly, another passenger died of his injuries. The letter writer was the owner and operator of the boat that night and was charged with boating under the influence as well as manslaughter.

drink multiplies your accident risk. Drinking alcohol also deteriorates cognitive abilities and judgment, which makes it harder to process information, assess situations, and make good choices. Balance and coordination are impaired, and reaction time increased. Alcohol also causes decreased peripheral and night vision as well as depth perception and makes it harder to distinguish colors, particularly the all-important red and green of boat navigation lights and aids to navigation. An extra risk factor: Most boaters don’t

Alcohol myth or fact? MYTH: Beer is less intoxicating than wine or distilled liquor.

FACT: One 12-ounce beer contains the same amount of alcohol as 5 ounces of wine or 1.5 ounces of 80-proof liquor. MYTH: A cold shower, coffee, physical activity, or fresh air will sober you up. FACT: Cold showers and coffee will only produce a clean, wide-awake drunk. Only your liver can detoxify alcohol, and only time can sober you up. MYTH: A shot of brandy or whiskey will warm you up. FACT: In moderate amounts, alcohol dilates the blood vessels close to the skin giving a deceptive “glow” of warmth. In fact, the dilated blood vessels reduce your body’s ability to guard against heat loss.

have the benefit of operating a boat every day as they do with the family car and are much less experienced driving a boat and less able to react appropriately and quickly to a potential accident.

Inebriated passengers at risk

Designated drivers are a great idea for cars but not so much for boats. Unlike a car, where you can fasten passengers’ seat belts and drive them home, passengers on a boat, while you’re at the helm, are free to roam about and even have more drinks. BoatUS Marine Insurance claims files have numerous instances of passengers who were injured when they fell onboard, or were injured or even drowned after falling overboard after drinking. Every passenger who is drinking is a significant safety issue, and a sober skipper may not be able to keep a sharp eye on inebriated passengers.

Consequences of BUI

Now that you know why alcohol and boating are dangerous to you and your passengers, you should also know the consequences of BUI. The Coast Guard and every state have laws that make it illegal to boat while you’re impaired, and penalties continue to increase.

Most states – Michigan being one of the newest – have standards for intoxication that match the state’s highway laws for operating a motor vehicle, which is typically a blood alcohol concentration of 0.08% or greater. Penalties can and do include large fines, suspension, or revocation of boat operator privileges, and jail terms. Many states also attach BUIs to your driving record. In some states such as California, a BUI arrest can be made on any vessel, powered or not, and even for people on water skis and wakeboards. The blunt truth: If you injure or kill someone while intoxicated, you could lose your boat, your job, your home, and even go to prison.

Dos and don’ts

It’s pretty simple – don’t drink while you’re boating, especially if you’re the operator. If you choose to drink as part of your outing, plan your after party ashore. If there’s any question about your intoxication level, stay put until you’re sober. The last thing we want is another letter from someone who made a very bad choice. The BoatUS Foundation for Safety and Clean Water is a 501(c)(3) nonprofit organization dedicated to keeping boating safe and clean. It is independently funded by donations from BoatUS members and grants.

Choose a table of the appropriate height and a comfortable chair for extended work sessions, or a cushioned chaise lounge for shorter periods. Adding a screen or pergola to a deck can provide some

protection from the wind (fewer important work papers blowing around).

Family connections don’t have to end due to summer’s heat or fall’s chill. By adding an outdoor heater, firepit or fans, you can extend your deck’s use as a family space to the majority of the year.

As Americans across the country retreat to their homes to help slow the spread of COVID-19, many are rediscovering the value of their yards as places to take in fresh air, engage their children in outdoor games and enjoy physical activity in a safe environment. Here are three tips for safe, healthy outdoor fun for the family: Kids who can no longer participate in organized sports activities or meet their friends at the park need creative ways to burn off energy at home. Unplugging and stepping outside can be good for the whole family’s physical and mental health. Consider these three tips as you explore ways to take advantage of the green space around your home. Educate - The backyard offers a great setting to learn about plant biology and the creepy crawlers that call our lawns home. Take a magnifying glass to your lawn and explore the habitat nestled between the blades. Exercise - Lace up your sneakers and take to the yard for a 30-minute workout or arrange an obstacle course on the lawn for the kids. Encourage children to compete for the fastest time or create a course of their own. Rejuvenate - As the days get warmer, enjoy a little self-care by soaking in the sun on the lawn. Consider laying out a blanket and reading. Whether it becomes family story time or some quiet time to yourself, spend some time enjoying your own personal piece of the great outdoors.

Give your lawn some TLC Now is a great time for some DIY spring maintenance to get your lawn ready for summer and the likely heavier-than-usual use it will see as you spend more time at home. To create a lush, healthy, low-maintenance lawn that is summer-ready, follow these spring lawn care tips from the experts at Grass Seed USA, a coalition of American grass seed farmers and turf specialists. Interseed for a thicker lawn. Lawns that are sparse or have worn patches coming out of winter can be interseeded when the soil warms up in the spring. In addition to enhancing the overall appearance of the lawn, interseeding will help keep turf dense, which is a natural defense to keeping pesky weeds out. Simply rake away lawn debris or accumulated thatch, broadcast seed widely or target bare spots on your lawn and irrigate regularly until the seed germinates. Be sure to use a high-quality seed that is a good match for your geographic region and your lawn’s soil type, sun exposure and irrigation patterns. Water deeply and infrequently. Rather than irrigating lightly every day, begin to water more deeply, only once or twice a week, which will encourage strong root growth and make for a hardier lawn in the summer. Mow early and leave the grass taller. Start mowing your lawn before it gets too tall. Scalping an overgrown lawn will stress the plants and potentially cause problems all season long, so make sure you never cut off more than one-third of the grass blade height at a time. A good rule of thumb for most species is to mow when the grass reaches a height of about 3 inches. That means you can cut it to 2 inches - or you can even leave it a little taller to protect the growing point at the base of the blade and improve your lawn’s (BPT) wear tolerance.
