Kyle Rittenhouse, 17, however, remains held in a Lake County juvenile detention facility after his defense attorneys requested an extradition hearing delay until Sept. 25.

Pierce Bainbridge, a law firm representing Rittenhouse, claimed the teen acted in selfdefense.

“Kyle, his family, the team at Pierce Bainbridge, his other lawyers intend to fight these charges every step of the way, take the case to trial and win an acquittal on the ground of self-defense before a jury of his peers,” Pierce Bainbridge said in a written statement, adding they sought a delay to slow a rush to judgment.

Rittenhouse, who is charged with possession of a dangerous weapon by a person under 18, a misdemeanor, also stands accused of two counts of first-degree reckless homicide, use of a dangerous weapon, in the deaths of Joseph Rosenbaum, 36, Kenosha, and Anthony Huber, 26, Silver Lake.

The incident occurred two days after a white Kenosha police officer was shown on widely shared video shooting Jacob Blake, 29, a black man, seven times and reignited racial tensions both locally and nationally.

The recording by a Kenosha resident shows Blake walking away from a group of city police officers, including one who grabbed onto his shirt, and opened fire multiple times into Blake’s back.

The state Department of Justice, days later, confirmed officers responded to a domestic disturbance in the 2800 block of 40th Street and discovered Blake had a warrant for his arrest.

The state Department of Justice, which is tasked with overseeing the investigation, said in a news release Blake was in possession of a knife.

Blake was airlifted by Flight For Life helicopter to Froedtert Hospital in Wauwatosa for treatment.

Multiple sources have said Blake is paralyzed from the waist down as a result of the shooting.

Arsonists set a car dealership ablaze on Sheridan Road in downtown Kenosha during riots sparked by an officer-involved shooting Sunday, August 23.

The complaint Kenosha County prosecutors, who emphasized officials imposed an 8 p.m. curfew east of Interstate 94, said the shooting by Rittenhouse happened at about 11:45 p.m. Aug. 25.

According to the criminal complaint, Rittenhouse was fielding an interview with Richard McGinnis, a reporter with The Daily Caller, shortly before the first shooting at a used car dealership on

Sheridan Road and 63rd Street.

McGinnis, the complaint states, told investigators he had concerns about how Rittenhouse was handling the AR-15.

“Before the shooting, McGinnis was interviewing the defendant. The defendant told McGinnis that he was a trained medic,” the complaint states. “McGinnis stated that he (McGinnis) has handled many ARs and that the

The Lake County Circuit Clerk’s Office, in coordination with the Lake County State’s Attorney’s Office, is pleased to announce that this year’s Lake County Amnesty Week will begin Monday, September 28, 2020 and run through Friday, October 2, 2020.

During the week-long period, all collection fees and accrued interest will be waived on any past due fines owed on criminal and traffic matters in Lake County.

An Exelon spokesperson said there is “a short window during which these decisions could be reversed if a policy solution is implemented.”

“However, we must move forward with the required regulatory notifications and take other necessary steps to prepare the plants for early retirement. The further we get down that path, the more expensive and difficult it will be to reverse course,” the spokesperson added.

In its news release, however, Exelon cited “declining energy prices” and “market rules that allow fossil fuel plants to underbid clean resources in the PJM capacity auction” as driving forces of closures.

Exelon said a recent Federal Energy Regulatory Commission decision affecting the minimum offering price an energy generator can bid for PJM capacity auctions exacerbates the need for change. It also suggested it was considering further closures.

“As a result of these market rules, Exelon Generation’s LaSalle and Braidwood nuclear stations in Illinois, each of which house two nuclear units and together employ more than 1,500 skilled workers, are also at high risk for premature closure,” according to the news release.

Senate President Don Harmon, D-Oak Park, released a statement Aug. 27 saying he would “explore options for keeping nuclear plants open” “Independent market monitors believe these plants can be profitable,” he said in a written statement. “I intend to look into legislative options including requiring these plants be put up for sale before they can be shuttered. We

They pay nearly $63 million in taxes annually and supply 30 percent of Illinois’ carbon-free energy, according to the news release.

While the company said the closure was separate from Pritzker’s recently-announced energy guidelines, the news release specifically referenced a policy difference between Exelon and the administration. That difference pertains to a Fixed Resource Requirement, or FRR, proposal, which seeks to pull the state from the multi-state capacity auctions conducted by the federally-regulated PJM regional transmission organization.

Capacity procurement is not the purchase of energy production, but the guarantee that a company will be able to produce a given amount of energy years into the future.

Proponents of an FRR say if the state is given authority to conduct capacity auctions, it can set fixed requirements for the purchase of renewable and zero-carbon energy sources.

The governor’s office disagrees with the FRR proposal and prefers a “market-based program that incorporates the social cost of carbon.”

“The proposed FRR has been the centerpiece of current energy discussions, but the first step in that FRR is to

Exelon’s news release Aug. 27 said the closure of the “uneconomic” Byron and Dresden plants is necessary because they “face revenue shortfalls in the hundreds of millions.”

“We recognize this comes as many of our communities are still recovering from the economic and public health impacts of the pandemic, and we will continue our dialogue with policymakers on ways to prevent these closures,” Crane said. “To that end, we have opened our books to policymakers and will continue to do so for any lawmaker who wishes to judge the plants’ profitability.”

The governor’s office has said when it comes to subsidies such as ZECs, companies such as Exelon will have to “show their math and show the ratepayers of Illinois why they need a benefit.”

“We have seen these threats before, and this time Exelon’s threats will need to be backed up by a thorough and transparent review of their finances—including why the profits of the company as a whole cannot cover alleged operating losses at a few plants,” Abudayyeh said.

“The administration looks forward to working with lawmakers and stakeholders to pass legislation centered on consumers and the climate that creates and retains good paying, union jobs in communities across the state.”

Exelon Corporation has announced plans to close two Illinois nuclear power plants next year in a decision the company claims is independent of legislative energy policy negotiations.

But, in a news release announcing the closures, Exelon’s CEO said the company will “continue our dialogue with policymakers on ways to prevent these closures.”

The announcement comes one week after the governor’s office laid out guidelines for negotiation of energy legislation that include accountability measures for the state’s utility companies.

“We agree with Gov. Pritzker that policy reform is urgently needed to address the climate crisis and advance Illinois’ clean energy economy, and we support the objectives of the governor’s recent energy principles,” Christopher Crane, president and CEO of Exelon, said in a news release Aug. 27. “That’s separate from today’s announcement to retire these two zero-carbon nuclear plants, which was not a decision made lightly and is one that has been in the works for some time.”

The plants tentatively slated for closure include Dresden Generating Station in the Grundy County city of Morris and Byron Generating Station just outside of the Ogle County city of Byron.

Exelon is the parent company of Commonwealth Edison, the largest utility in the

state which serves approximately 3.8 million ratepayers in northern Illinois. In July, ComEd admitted in a court document to—from 2011 until 2019—seeking to “influence and reward” a high-ranking public official identified as Illinois House Speaker Michael Madigan in exchange for favorable action on legislation.

A spokesperson for Gov. JB Pritzker was critical of the company’s news release in an email statement Aug. 27.

“First, let’s remember that Exelon already receives a ratepayer-funded subsidy of $235 million dollars per year to run nuclear plants in Illinois,” Jordan Abudayyeh, Pritzker’s press secretary, said in an email. “While they couch their messaging in their desire for a clean energy future, their primary purpose is to dramatically increase those subsidies on behalf of their shareholders.”

Abudayyeh was referring to revenue generated through Zero Emission Credits, or ZECs, approved through the Future Energy Jobs Act, or FEJA, in 2016.

Prior to the passage of that legislation in 2016, Exelon issued a news release stating it would “move forward to shut down the Clinton and Quad Cities nuclear plants,” which both remain open after receiving the ZECs made possible by FEJA beginning in 2017. The 2016 release said those plants “lost a combined $800 million in the past seven years, despite being two of Exelon’s best-performing

Dunn Museum opens back up to the public The Bess Bower Dunn Museum in Libertyville reopened to the public on Saturday, August 29 with new guidelines limited hours, timed entry tickets, and other safety and public health measures in place to comply with COVID-19 concerns.

“We are following CDC guidelines and those outlined in Phase 4 of the Restore Illinois plan to ensure the safety and health of our visitors and employees, and the entire community. We have made several modifications throughout the galleries and gift shop to minimize touch points and support social distancing,” said Director of Education Nan Buckardt. “We will be operating on a reduced schedule and offering timed entry tickets to maintain the 25% maximum visitor capacity set by the state.”

“We are looking forward to welcoming visitors back to the Dunn Museum,” said Angelo Kyle, president of the Lake County Forest Preserves.

“New cleaning protocols and visitation procedures support the comfort and safety of visitors and employees, and allow us to once again provide a quality experience for people to learn about Lake County history and culture.”

Modified hours are 10 a.m. to 3:30 p.m., on Tuesdays, Thursdays and Saturdays, with visitation time slots available from 10–11:30 a.m., 12–1:30 p.m., and 2–3:30 p.m. On Thursdays, the 10–11:30 a.m. time slot is designated for seniors over age 62. The galleries and gift shop will be closed between these time slots for cleaning and disinfecting. The

Picture your past and adopt some art As the number of farmers in the Greenwood area swelled, it became apparent that their children needed a place to learn. In 1859, School District 64 completed construction of a 28-40-foot, two-story brick school at 4614 Greenwood Road.

Starting in 1917, high school classes occupied the top floor for a few years with the first eight grades occupying the main level.

However, the population continued to dwindle during the Depression and by 1943 enrollment had fallen to 23 students – about a third of the enrollment in 1860. The school operated for 37 years until it consolidated with Woodstock District 200.

Coincidentally, that also is where Ed LeCrone taught for 33 years. His wife, Darlene, also a District 200 teacher, said painting was an “inborn thing” for Ed. And he continued to paint, sometimes with daughter Mimi Book, also of Harvard, up until his death in 2017. Darlene and Ed were married nearly 37 years.

Darlene speculated Bill Schuette, the celebrated former principal of current Greenwood Elementary School, may well have asked Ed to paint this watercolor of its predecessor – located just down the road. It was donated to the McHenry County Historical Society in 2013 by Suanne Habbley of Woodstock.

The Society is launching an initiative to restore this and many of the 150 pieces of artwork in its collection. Whether due to age, damage, or improper display before it

arrived, several pieces are in need of restoration. This is necessary before they can be put on display in a new exhibit titled “Art of the Past: Discovering History through McHenry County Artists,” which is slated to open next May. Those donating to the new Adopt an Artwork program directly support restoration efforts. Some pieces merely need archival materials or framing, while others require more extensive repairs. The art, which ranges from paintings to drawings to etchings, includes a pen-and-ink drawing of house on the corner of Woodstock Street and Walkup Avenue in Crystal Lake and a 1964-era print of the Old Courthouse in Woodstock. K9 finds five pounds of meth during traffic stop, leads to search warrant

On August 25, 2020, at approximately 2:00 p.m., a Lake County Sheriff’s Deputy conducted a traffic stop on a vehicle at Wadsworth Road and Green Bay Road, Beach Park, for a traffic infraction. During the traffic stop, Lake County Sheriff’s K9 Duke conducted a free-air sniff around the vehicle in question. K9 Duke indicated there was contraband in the trunk of the vehicle.

Sheriff’s deputies conducted a search of the trunk based on K9 Duke’s indication and located five pounds of methamphetamine, over 700 grams of cocaine, and over 20 grams of heroin. Additionally, a stolen firearm and a money counting machine were located in the vehicle.

The driver of the vehicle, Brandon Hidalgo-Flores, 23, of the 5000 block of South California Avenue, Chicago, and the other occupants, Efren Valadez, 38, of the 5000 block of South California Avenue, Chicago (a documented street gang member), and Jose Lopez-Arellanes, 52, no permanent address, were arrested.

The Lake County Sheriff’s Office Special Investigations Group conducted further investigation. During their investigation they obtained sufficient information to believe additional drugs were at an apartment in the 1900 block of Drake Avenue, Chicago.

The Sheriff’s Special Investigations Group obtained a search warrant for the apartment

on Drake Avenue. Special Investigations Group Detectives were assisted by Chicago Police Officers in the execution of the search warrant. The search warrant resulted in an additional seizure of nearly two pounds of methamphetamine, over 250 grams of heroin, over 40 grams of cocaine, oxycodone pills, morphine pills, another firearm, and a device commonly used to ‘cut’ drugs and repackage them in kilogram bricks.

After reviewing the facts and circumstances of the investigation the Lake County State’s Attorney’s Office approved the following charges: Lopez-Arellanes: Manufacturing/Delivery of more than 400 Grams of Cocaine, Manufacturing/Delivery of more than 15 Grams of Heroin, Manufacturing more than 900 Grams of Methamphetamine, Possession of more than 900 Grams of Methamphetamine, Possession of more than 400 Grams of Cocaine, Possession of more than 15 Grams of Heroin, and Obstructing Justice.

Lopez-Arellanes was being held in the Lake County Jail on $500,000.00 bond. He was due in court on September 1.

Investigation continues in two vehicle fatal accident

A 48-year-old Lake in the Hills man died as a result of a two-vehicle crash that occurred in the 5100 block of Illinois Route 47 in Hebron.

On August 24, 2020 at 8:41 p.m., the McHenry County Sheriff’s Office, Hebron Police Department, Hebron Alden Greenwood Township Fire/Rescue District, MD-1, and Wonder Lake Fire/Rescue District responded to a two-vehicle crash involving

a 2012 Chevrolet Cruz and a 2016 Hyundai Santa Fe on Illinois Route 47 north of Allendale Road in unincorporated Hebron.

On scene, investigation indicated the Hyundai and Chevrolet were both traveling southbound on Illinois Route 47. For unknown reasons the Chevrolet struck the back of the Hyundai causing both vehicles to leave the roadway to the west where the Hyundai

struck a tree and the Chevrolet overturned.

The driver of the Hyundai, the Lake in the Hills man, was pronounced deceased on scene. Antioch on alert In the hours after the shooting Rittenhouse left the City of Kenosha and returned to Antioch.

Guttschow, Geoffrey Antioch Chief of Police, said Rittenhouse turned himself into village police on Aug. 26.

In response, the village imposed a curfew on Aug. 26, which was lifted the following day. encouraged Officials residents and businesses to remain aware of any threats and report them to the police department.

“We ask the community to understand that situations such as these are often extremely fluid, and as a result, this decision is subject to reversal should a new need for an emergency curfew arise,” an Aug. 27 statement said.

Local officials criticized On Aug. 26, when Kenosha County officials held their first press conference, City of Kenosha Police Chief Daniel Miskinis drew criticism after some claimed he blamed the victims for their own deaths.

“Everybody involved was out after the curfew,” Miskinis said on Aug. 26. “I’m not going to make a great deal of it. But the point is, the curfew is in place to protect. Had persons not been out involved in violation of that, perhaps the situation that unfolded would not have happened.”

Miskinis, however, walked back on his comments two days later during another news conference with reporters.

He said his initial statement was misconstrued.

“In no way was my comment earlier intended to suggest that being out after curfew that those persons played a role in their deaths.

Tragically, lives were lost and a person was injured. That rests solely on the person who did that, not on the victims of this crime,” Miskinis said.

Miskinis also defended his officers’ actions of not immediately arresting Rittenhouse even when at least one person was heard on video stating he was involved in the shooting.

He blamed a chaotic scene, which included several other people who were armed, and constant chatter on police radios.

“The totality of circumstances, nothing suggested this person or anybody else who was armed around them was the person,” he said.
