Organization adopts a new name Founder: Keeping Families Covered better describes nonprofit’s work

Twice As Nice Mother & Child is changing its name this August to more accurately reflect the Lake County nonprofit’s current mission, the organization’s founder said.

The new name will be Keeping Families Covered.

A new, heart-shaped logo with more visual impact focused on family will reflect the change as well.

When Ann Marie Mathis started Twice As Nice Mother & Child in the basement of her home 10 years ago, her idea was to find new homes for gently used children’s clothing and infant equipment such as strollers and pack ‘n plays.

“The name really spoke to what I founded the organization on,” Mathis said. “But we do so much more than that now. I felt we needed a name that more accurately reflects the scope of our programs. We provide diapers, formula, baby gear, maternity wear, children’s clothing and shoes, books and now period supplies.”

The new, more all-encompassing name and logo officially took effect Monday, Aug. 3, Mathis said. The organization will maintain its Waukegan offices and warehouse space at 3250-B N. Oak Grove Ave., Waukegan. Its website URL will be www.keepingfamilies-

covered.org.

The organization also will maintain its increasingly well-attended mobile diaper pantry services, which have shifted to a drive-through model due to COVID-19 precautions. In fact, a fourth site was just added at The Chapel in Grayslake, and distributions will began there Wednesday, July 29.

Mobile diaper pantry locations and times include the Warren-Newport Public Library in Gurnee (10 a.m. to 2 p.m. first Wednesdays); The Chapel in Grayslake (10 a.m. to 1 p.m. last Wednesdays); Cristo Rey St. Martin College Prep School in Waukegan (10 a.m. to 2 p.m. third Wednesdays); and the Highwood Recreation Center (4 to 5:30 p.m. every Friday in August, second and fourth Fridays in September, and second Fridays in October, November and December).

To date this year, the nonprofit has distributed over 200,000 diapers through its mobile diaper pantry program and a total of more than 600,000 diapers through all programs, including on-site pickup from agency partners.

With a goal of giving away 1 million diapers in 2020, they are more than halfway there.

The organization soon to be known as Keeping Families Covered also has distributed

over 81,000 period supplies since beginning that program in May. More than 1,800 children and 1,200 families are currently being served by the nonprofit every month, with more requests for help coming in every day. Need has dramatically increased since the start of the COVID-19 pandemic, Mathis noted.

“As we continue to navigate this global health crisis, the level of need in our community is greater than it has ever been,” she said. “More families are turning to us for help than ever before and we remain committed to meeting their needs. We offer hope in the midst of unimaginable crisis. From diapers, wipes and infant formula to maternity wear, children’s clothing and shoes, baby care equipment and now period supplies, we are keeping families covered.”

As a National Diaper Bank Network member, Mathis’ organization is able to buy diapers in bulk at a deep discount. Monetary donations are encouraged; the nonprofit also gratefully accepts diaper donations.

Pritzker signs orders allowing prison transfers, extending disaster proclamation Schools allowed to open; sports betting deposits must be made in person after latest executive actions

Gov. JB Pritzker’s COVID-19 disaster proclamation now runs through Aug. 22, Illinois Department of Corrections facilities resumed acceptance of transfers from county jails, and initial deposits into sports betting accounts must once again be made in person, as opposed to online.

That’s after a series of executive actions taken by Pritzker since July 24 extended the proclamation and a number of virus-related measures.

Disaster extension While Rep. Darren Bailey, R-Xenia, has challenged Pritzker’s authority to continuously extend COVID-19-related disaster proclamations and a Clay County court has ruled the proclamations void as they pertain to Bailey, Pritzker has been undeterred in his effort to mitigate the spread of the virus through executive action.

The legal ramifications of that Clay County decision remain contested and several other court cases loom, but Pritzker maintains he has authority under law to issue consecutive proclamations, and on July 24 he signed the sixth consecutive such measure related to COIVD-19.

Prison transfers Pritzker’s executive order number 50 of 2020—the 46th related to COVID-19—was signed July 27, allowing for the transfer of inmates from county jails to IDOC facilities.

With the exception of transfers made at the discretion of the IDOC director, the practice had been on hold since March 26 when the governor signed an order aimed at limiting spread of the virus at state correctional facilities.

An internal IDOC memo issued July 27, when the transfers were to resume, outlined that any prisoner being transferred would be masked,

and 50-passenger transfer buses would be limited to carrying 12 inmates, all socially distanced. Temperature checks and testing would be conducted at multiple points.

Someone being transferred to a facility must quarantine for 14 days prior to the transfer, and a COVID-19 test must be performed within 72 hours of the transfer. Proof of a negative test will be sent with the transferee to the new facility.

Transferees who are symptomatic upon their arrival will receive a rapid result test, and if the result is positive, the offender and any other people riding on the same transport will not be allowed into the IDOC facility, but will be transported back to the county jail.

Upon arrival, transferees will be required to wash their hands, and their face coverings will be disposed of and replaced with a new one.

Once the procedure is completed, the new arrivals will quarantine for 14 days in a special unit, and will

be tested within 72 hours of when the quarantine is scheduled to end.

The Illinois Sheriffs’ Association filed a lawsuit against the governor and IDOC in late May in an effort to compel them to accept county jail transfers.

In-person gambling deposits Pritzker’s executive order number 48 of 2020 was issued July 24 when he extended the disaster proclamation.

It extended a number of virus-related actions, including a residential eviction moratorium, until Aug. 22.

Notably, however, it did not extend a provision that allowed gamblers to make their initial deposit into sports gambling accounts in-person at one of the state’s casinos, as was the intent of the law as passed before the pandemic.

Casinos reopened in June after months of closure, and Rivers Casino in Des Plaines was the only one in the state to launch the gambling app

during the window which allowed for initial deposits to be made online.

Revenue from sports gambling is to go to the state’s multi-year capital infrastructure plan to fund the projects that are not related to roads or bridges, such as university facilities and other building infrastructure.

“The governor issued Executive Order 41 and 44 so sports betting could continue on track amid the pandemic that forced the closure of casinos, which made it impossible for players to create sports betting accounts in person,” Pritzker spokesperson Jordan Abudayyeh said in a statement. “Now that the state has entered phase 4 and casinos have resumed in-person business, there is no longer a need to suspend provisions of the law that require in-person registration. The Illinois Gaming Board has been in communication with the industry and has worked to ensure gaming could continue to generate revenue de-

spite the challenges presented by COVID-19.”

In-person education Unexpectedly, Pritzker’s July 24 executive order— number 47 of 2020—allowed for the opening of schools for in-person learning for the fall term in accordance with Illinois Department of Public Health guidelines.

Those guidelines specifically noted in the executive order include limiting the number of people in one place to no more than 50; ensuring compliance with social distancing requirements; requiring symptom screenings, temperature checks or self-certification that an individual is free of COVID-19 symptoms; ensuring appropriate hygienic practices including hand washing; and requiring the use of appropriate personal protective equipment by students, staff, and visitors, including the use of face coverings for those over age two who are medically able to tolerate them.

Lake and McHenry Counties united against a resurgence of COVID-19 Lake and McHenry County officials are working together to slow the recent resurgence of COVID-19.

The two counties make up the North Suburban Region identified under a plan recently rolled out by the State of Illinois. Under the plan, the region is positioned to respond with appropriate interventions as current state metrics indicate an increase of COVID-19 positive cases.

Any region that sustains an 8% positivity rate for three consecutive days or sees an increase in positivity rates and simultaneous decrease in hospital capacity will need to implement additional community mitigation interventions, according to

the state’s plan. Interventions in the region will be chosen from a tiered ‘menu’ of options based on the severity and potential cause of the resurgence.

“This new tiered approach is a win for both counties.

We have better control and greater flexibility over what happens in McHenry and Lake County,” said McHenry County Administrator Pete Austin. “We have successfully kept our cases and deaths from COVID-19 low in our region over the past month and are united in our efforts to keep this virus at bay.”

While the state metrics show the North Suburban Region metrics currently meet state targets, health department leaders are concerned about the recent spike in cases and are proactively evaluating future interventions.

“As of July 24, the North Suburban testing positivity rate is 4.7%, and this has increased every day for the last 8 days,” said Lake County Health Department Executive Director Mark Pfister.

“We must all do our part to prevent new infections to keep our positivity rate from continuing to climb.”

Data-informed mitigation measures in the region could include restricting the size of social gatherings, reducing capacity at businesses, or scaling back operations in industries that pose a higher

risk of transmission, such as indoor dining, bars, salons or personal care services.

“Our success relies heavily on our residents adhering to the simple public health guidelines that we know are effective in slowing this virus,” said McHenry County Department of Health Administrator Melissa Adamson. “Our region cannot accomplish this goal without public support, and we will be successful if we commit to the basics – wearing masks, washing our hands, and watching our distance

from others.”

Public health administrators Adamson and Pfister both stress the importance of wearing a mask or face covering to help keep our residents safe and our counties open.

Suspected serial killer charged in Lake County cold case homicide investigation Sheriff John Idleburg is pleased to announce through a collaborative effort with multiple law-enforcement entities, the arrest and capture of suspected serial killer Samuel William Legg III, 52, of Chandler, Arizona. The investigation into the case by

the Lake County Sheriff’s Office stemmed from the 1997 murder of Julie A Konkol, when Konkol was 39 years of age.

Lake County State’s Attorney’s Office, Ohio Bureau of Criminal Investigations (BCI), authorities in Medina County, Wood County, Lorain County, and Mahoning County Ohio, collaborated and worked closely together throughout the extensive investigation.

On October 23, 1997, Julie’s body was discovered deceased behind an abandoned truck stop located on Old US 41 and Russell Road, in Russell Illinois. At the time of the initial incident, the abandoned truck stop was known as “Senter’s” located at 43067 Old Route 41, Russell. Following an autopsy, Konkol’s death was ruled a homicide caused by asphyxiation by manual strangulation. The sheriff’s office conducted an extensive investigation and after all leads were exhausted, her case went cold.

In 2006, the Combined DNA Index System (CODIS) linked DNA collected from Konkol’s homicide with a 1996 homicide in Wood County Ohio, and again in

2012, with a 1992 homicide in Mahoning County, Ohio. At that time the DNA was said to have been from an unknown male. Legg’s DNA was not logged in CODIS because he had not been arrested in or convicted of a felony since collecting began, which resulted in the collected DNA samples being labeled as that of an unknown male contributor.

In 2018 the unknown male contributor’s DNA was tested looking for a familial or a direct connection. A familial connection was found. This connection was investigated, and the link steered investigators to a break in these cases, which led to Legg being identified as our primary suspect.

Legg was subsequently found to be a one-in-one-trillion match as being the source of the DNA found on Konkol.

At the time of these homicides, Legg was an over the road truck driver primarily working in the Midwest and living in Ohio.

In January 2019, Medina Ohio authorities obtained an

arrest warrant for Legg for a separate 1997 sexual assault case. At this time, Legg was living in Arizona, where he was arrested and subsequently extradited to Ohio where he was interviewed by Lake County Sheriff’s Detectives and Ohio authorities regarding the homicides.

After reviewing the facts and evidence in the murder investigation of Konkol, the Lake County State’s Attorney’s Office approved two counts of first-degree murder for Legg. On July 29, 2020, the Lake County Sheriff’s Office Cold Case Unit appeared in Lake County Court where a Judge approved the arrest warrant for Legg and set a bond amount at $3,000,000.00.

Sheriff John Idleburg said, “We are so thankful we were able to take the first steps of providing justice to Julie Konkol and her family. We always strive to be the voice of those who cannot speak anymore and always stand with victims as their advocates to ensure they can achieve justice. Even if investigative

leads on a case begin to go cold, we will never allow a victim’s case to collect dust on a shelf, our Cold Case Unit regularly looks at them in our relentless pursuit of justice for victims.”

“This is a great example of what can happen when law enforcement agencies work together,” said Lake County State’s Attorney Michael Nerheim. “This case has been a dark cloud hanging over Lake County for nearly 25 years.

But, through the gallant effort and tenacity of numerous law enforcement agencies and people involved, a murderer will finally answer for his crime. My thanks goes out to the Lake County Sheriff’s Office, the FBI, several law enforcement agencies in Ohio and employees from the Lake County State’s Attorney’s Office for seeing this investigation through.”

Legg is currently being held in the Medina County, Ohio, Jail. He will eventually face extradition to Lake County on the charges of murdering Konkol.

Lakemoor man charged with aggravated criminal sexual assault The Fox Lake Police Department announced the arrest of Allan Cooper, 23, Lakemoor, IL, for two counts of aggravated criminal sexual assault (class X felony).

The charges stem from an investigation intiated on June 19, 2020, by the Fox Lake Police Department. Cooper

is alleged to have entered a business establishment in Fox Lake where the female victim was working alone. Cooper had a brief conversation with the victim, providing a false name during the conversation.

During the encounter the victim was led to an interior rear area of the building where she

was sexually assaulted. Cooper left the area at which time the victim reported the sexual assault.

An investigation was conducted by Fox Lake detectives in coordination with the Lake County State’s Attorney’s Office. On July 29, an arrest warrant was issued for

Cooper and he was taken into custody at his residence on Neptune Cove in Lakemoor.

The bond on the arrest warrant is set at $500,000. Cooper was transported to the Lake County jail.

All defendants are presumed innocent unless proven guilty in a court of law.

Lawsuit seeking compensation for store closures should be tossed, state says Business owners say COVID-19 shutdowns were ‘seizure of private property’

Illinois’ attorney general asked a federal judge July 27 to dismiss a lawsuit alleging Gov. JB Pritzker’s executive orders closing non-essential businesses and workplaces are unconstitutional.

A group of Chicagoland business owners argued the governor’s COVID-19 restrictions amount to the confiscation of private property without monetary compensation. Such an action would violate the U.S. and Illinois constitutions, they say.

Those orders “caused the seizure of private property, business interests and livelihoods of individuals across the state, forcing indefinite closures and the layoff of hundreds of thousands of people,” according to the group’s complaint, an amended version of

which was filed in June.

Their lawsuit asks a U.S. district court judge to compel the state to pay all “similarly situated persons, companies and entities ... just compensation.”

But the state in a response filed on July 27 contends that would be “entirely unreasonable” because the relevant executive orders have expired, allowing all businesses in Illinois to reopen. In its response to the lawsuit, it points out all the businesses listed in the lawsuit have resumed operations.

And any request that might affect future restrictions is “speculative,” the state says in the document.

Also, the attorney general’s office said, because a federal court is constitutionally barred from forcing a state to pay damages as the business-

es are asking, the suit should be dismissed.

Alan Bruggeman, a Mokena-based attorney representing the group, wrote in a court filing that by classifying some businesses as essential and others as non-essential, Pritzker’s executive orders were “applied in a completely arbitrary and capricious manner.”

The governor’s actions, he added, “simply picked winners and losers without regard to” Illinoisans’ right to petition the government to reconsider its COVID-19-related rules.

“Never in the history of this nation and certainly in the history of the State of Illinois has a state government issued such sweeping executive orders that so extensively and so completely usurped the private property rights of individual business owners for a public person,” the business

owners argued in a court document. “The business class members have been called upon to sacrifice all economically beneficial use of their property in the name of the ‘common good.’

“Without just compensation, … (they) will be saddled with the cost of paying for government action to ‘flatten the curve’ of the COVID-19 epidemic for the benefit of all Illinoisans.”

In its response, the attorney general’s office argued mitigating the novel coronavirus’ spread for the benefit of state residents does not violate either the U.S. or Illinois constitution. Pritzker, they wrote, used his “police powers,” not eminent domain, which would have required monetary compensation.

They added that all owners of private property in the U.S.

are under an “implied obligation” to not use it in a way that would harm their community.

“Necessary restrictions” on Illinois businesses during the pandemic were designed to “protect the health and lives” of all residents.

“The state is sensitive to the economic impact that COVID-19 has had on its residents and has continually adapted its response to COVID-19 to allow for more businesses to open with proper regulations in place,” the attorney general’s office wrote. “However, the temporary closure of certain businesses is not unduly oppressive, as required to negate the police power.”

If a judge were to agree with the business owners, the state argued, “even orders temporarily closing businesses violating health codes,

fire-damaged buildings, or crime scenes would require compensation.” Companies do not have a fundamental right to conduct business without regulation.

They should, Bruggeman wrote, have a right to advocate for themselves in court.

Business owners named in the lawsuit include Samantha Palya, owner of Palos Hillsbased Absolutely Pawfect Pet Styling Inc.; Amanda Hamerman, owner of Color Envy Inc. in Bolingbrook; James Van Dam, owner of Mokena-based Van Dam Auto and Truck Repair; Jeff Carpenter, owner of Caveo Learning in Schaumburg; and John Brown, owner of Chipper’s Grill in Streator.

The group has until Aug. 31 to respond to the state’s request that the lawsuit be dismissed.

Fast-forward a couple of months. Masks started out on our outer radar, but they are currently front and center. We are required to wear masks; therefore we are required to acquire masks. And as alluded to earlier, I like to be prepared.

A couple of days before masks were required at some major big box stores, my husband and I purchased a few bandanas just in case of a pinch. Why have just one mask when you can have a dozen? Besides, isn’t it important that a mask match or at least coordinate with your clothing?

Because I wasn’t totally satisfied with my first sewn masks, I went back to the drawing board.

We took a trip to the Dollar Store and I kept my mask options open. I found a long scarf and thought maybe I could fashion some sort of a mask from that. I also bought socks; I’d seen a couple of online tutorials showing how to make masks from socks – no sewing required.

Still, I had my no-elastic dilemma.

Then I hit on the obvious:

COVID-19 has changed so many things for so many of us. I haven’t been able to see my dad (in a nursing home) for four months. My daughter is quarantining for two weeks before the birth of her baby so we can’t see her family. My son lost his job. We are in a state of uncertains and unknowns about our youngest son starting college in less than a month.

These are unprecedented times for all of us. We all have similar stories to tell, many more serious and hardship-laden than mine.

But let’s get to the most serious of subjects hitting us all in the face right now: masks.

I never would have predicted I’d spend so much time contemplating masks and their comfort, efficacy and ability to make a fashion statement, but these are the days we are living.

Like just about everything in 2020, masks have proven to be polarizing. No matter what side of this particular polar vortex you reside on, you know, without a doubt, that the other side is 100 percent wrong. Am I right?

But I’m not going to get into that. I try to avoid angry topics whenever I can. After four months of shutdown and quarantine, I don’t have it in me to argue about masks. At least not two months before Halloween.

And whether you are pro or anti-mask, there is one thing we can all agree. They are mandated in many, most and nearly all public places, depending on where you live.

Lake County participates in pilot program for crisis/wellness center Lake County was recently selected to participate in a Council of State Governments (CSG) Justice Center Sustainability Pilot Program, funded by the MacArthur Foundation, to focus on implementing and sustaining a crisis/wellness center to help link residents experiencing mental health crisis to the services they need.

Lake County’s criminal justice and behavioral health professionals are currently working to build on previous work to help these vulnerable individuals. The Lake County Sheriff’s Office developed a behavioral health diversion program called the Jail High Utilizer Program. Lake County also has a law enforcement deflection program called A Way Out spearheaded by the Lake County Opioid Initia-

tive, where individuals with substance abuse conditions are encouraged to seek help at police departments without fear of arrest. This crisis/ wellness care center seeks to leverage the success of these programs by merging them into a 23-hour stabilization unit.

The crisis/wellness center will serve as a space where individuals who are experiencing a mental health crisis can receive assistance. The goal is to provide an alternative location for law enforcement officers to bring individuals, who are not a safety risk to themselves or others, to jail or the emergency room. At this center, individuals will meet with social workers and peer specialists who through assessment and referral to services will guide them to start

the road to recovery.

Developing a crisis/wellness center has been the mission of the Crisis Center Steering Committee, led by Lake County Chair Sandy Hart.

“Currently, police have only two options when responding to a person in mental health or substance crisis: Jail or the Emergency Room,” said Lake County Board Chair Sandy Hart. “Our crisis/ wellness center will provide a safe, central, and holistic location for police to drop off an individual 24/7 to receive, within 23 hours, screenings, assessments, and referrals.

The center will leverage recovery peers and community counseling professionals to provide emotional support and navigation to the appropriate level of care.”

Continuing to also work with many community partners including the Lake County Opioid Initiative and Nicasa to develop the crisis/ wellness care center, the goal is to open a facility in the fall.

The County is working to utilize a database of federal grants to fund the center, avoiding the use of tax dollars, and developing the longterm sustainability of the center. The County, through the help of the CSG Justice Center, is acquiring sustainability tools, resources, and guidance to maximize the use of available federal funding opportunities to develop financially sustainable plans.

Lake County Board passes $75 million appropriation for COVID-19 recovery On Monday, July 27, the Lake County Board passed a $75 million emergency appropriation of Coronavirus Aid, Relief and Economic Security (CARES) Act funds to support Lake County residents, communities, taxing districts, businesses, and countywide services in direct response to the COVID-19 pandemic. Adding to the funding allocated the past two months, the Lake County Board has now committed $105 million for COVID-19 recovery in Lake County.

“The Lake County Board and our staff have been working together with municipalities, townships, non-profits, local businesses

and residents to make sure that these relief dollars are reaching as many residents as possible, in the most efficient way possible,” said Lake County Board Chair Sandy Hart. “I thank all the board members for the time they’ve spent ensuring that critical needs will be met across Lake County as we move forward together towards recovery.”

In April, Lake County received $121.5 million as part of the CARES Act passed by Congress. The Lake County Board created a Special Committee dedicated to providing guidance and direction on CARES Act funding used to devel-

op programming and service opportunities to help the community recover from the COVID-19 pandemic.

Lake County government is allocating funding towards the following programs: • $35 million municipality, fire protection district, and other taxing body reimbursement for municipal and local essential services • $20 million small business assistance • $18 million food, rental, utility, housing, employment and other resident support and assistance • $15.3 million Lake County COVID-19 expenses • $13.7 million contact tracing, education, vaccination,

behavioral health services, and other public health support and assistance • $3 million personal protective equipment The Lake County Board also voted today to extend its coronavirus disaster proclamation through August 11, 2020. This proactive measure allows Lake County to continue to access additional state and federal funding and resources for COVID-19 response and recovery efforts.

Citizen’s Police Academy applications available The McHenry County Sheriff’s Office is accepting applications for its 11-week Citizen’s Police Academy (CPA). The class will run every Wednesday starting September 9, 2020, with graduation set for Wednesday, November 18, 2020.

The CPA consists of a series of classes, discussions, and demonstrations of the various operations and divisions of the Sheriff’s Office.

Classes will be held weekly from 6 p.m. to 8:30 p.m. at the McHenry County Sheriff’s Office - Training Division. The McHenry County Sheriff’s Office is monitoring the State regulations as they pertain to COVID-19and will keep this in mind with the 2020 CPA class.

The goal of the CPA is to facilitate an enjoyable, educational, hands-on learning

experience of the field of law enforcement while expanding our communities’ knowledge of the various services we provide.
